The use of the surrogate species concept is widespread in environmental risk assessment and in efforts to protect species that provide ecosystem services, yet there are no standard protocols for the choice of surrogates. Surrogates are often chosen on the basis of convenience or vague resemblances in physiology or life history to species of concern. Furthermore, our ability to predict how species of concern will fare when subjected to disturbances such as environmental contaminants or toxicants is often based on woefully misleading comparisons of static toxicity tests. Here we present an alternative approach that features a simple mathematical model parameterized with life history data applied to an assemblage of species that provide an important ecosystem service: a suite of parasitoid wasps that provide biological control of agricultural pests. Our results indicate that these parasitoid wasp species have different population responses to toxic insult--that is, we cannot predict how all four species will react to pesticide exposure simply by extrapolating from the response of any one species. Furthermore, sensitivity analysis of survivorship and reproduction demonstrates that the life stage most sensitive to pesticide disturbance varies among species. Taken together, our results suggest that the ability to predict the fate of a suite of species using the response of just one species (the surrogate species concept) is widely variable and potentially misleading.

Solid Mallet TMR (trimedlure [TML], methyl eugenol [ME], raspberry ketone [RK]) wafers and Mallet CMR (ceralure, ME, RK, benzyl acetate) wafers impregnated with DDVP (2,2-dichlorovinyl dimethyl phosphate) insecticide were measured in traps as potential detection and male annihilation technique (MAT) devices. Comparisons were made with 1) liquid lure and insecticide formulations, 2) solid cones and plugs with an insecticidal strip, and 3) solid single and double lure wafers with DDVP for captures of Mediterranean fruit fly, Ceratitis capitata (Wiedemann); oriental fruit fly, Bactrocera dorsalis Hendel; and melon fly, B. cucurbitae Coquillett. Bucket and Jackson traps were tested in a coffee plantation near Eleele, Kauai Island, HI (trials at high populations) and avocado orchards near Kona, HI Island, HI (trials at low populations). Captures of all three species with Mallet TMR were not different from Mallet CMR; therefore, subsequent experiments did not include Mallet CMR because of higher production costs. In MAT trials near Eleele, HI captures in AWPM traps with Mallet TMR wafers were equal to any other solid lure (single or double) except the Mallet ME wafer. In survey trials near Kona, captures of C. capitata, B. cucurbitae, and B. dorsalis with Mallet TMR wafers were equal to those for the standard TML, ME, and C-L traps used in FL and CA. A solid Mallet TMR wafer is safer, more convenient to handle, and may be used in place of several individual lure and trap systems, potentially reducing costs of large survey and detection programs in Florida and California, and MAT programs in Hawaii.

Ecological risk assessments (ERA) of chemicals are often based on mortality and reproduction of individuals. To protect populations, fixed safety factors are applied to the data. However, the relationship between individuals and populations cannot easily be described by predefined numbers. The use of population models may reduce uncertainty and, hence, the risk for erroneous assessments. However, introducing models also introduces additional complexity. Therefore, it is desirable to keep the models as simple as possible. The objective of the present study was to determine whether simple risk equations or matrix models can improve ERA compared to traditional endpoints. To examine this, complex models that included environmental stochasticity and density dependence were used to simulate population level risk based on dose-response data for five chemicals. The risk, measured as probability for pseudo extinction and recovery time, was then compared to risk estimates based on individual level data (acute and chronic), risk equations, and simple matrix models. The results showed that the simple matrix models reduced uncertainty by more than 88% and 76% compared to acute and chronic data, respectively. Also the simple risk equation reduced uncertainty considerably (80% and 61% compared to acute and chronic data, respectively).

Lange's metalmark butterfly, Apodemia mormo langei Comstock, is in danger of extinction due to loss of habitat caused by invasive exotic plants which are eliminating its food, naked stem buckwheat. Herbicides are being used to remove invasive weeds from the dunes; however, little is known about the potential effects of herbicides on butterflies. To address this concern we evaluated potential toxic effects of three herbicides on Behr's metalmark, a close relative of Lange's metalmark. First instars were exposed to recommended field rates of triclopyr, sethoxydim, and imazapyr. Life history parameters were recorded after exposure. These herbicides reduced the number of adults that emerged from pupation (24-36%). Each herbicide has a different mode of action. Therefore, we speculate that effects are due to inert ingredients or indirect effects on food plant quality. Traditionally, ecological risk assessments (ERA) of pesticides have been based on risk ratios, where the predicted concentration of the chemical is compared to the concentration that causes biological effects. The concentration that causes biological effect is mostly determined from laboratory experiments using endpoints on the level of the individual (e.g., mortality and reproduction). However, the protection goals are mostly defined at the population level. To deal with the uncertainty in the necessary extrapolations, safety factors are used. Major disadvantages with this simplified approach is that it is difficult to relate a risk ratio to the environmental protection goals, and that the use of fixed safety factors can result in over- as well as underprotective assessments. To reduce uncertainty and increase value relevance in ERA, it has been argued that population models should be used more frequently. In the present study, we have used matrix population models for 3 daphnid species (Ceriodaphnia dubia, Daphnia magna, and D. pulex) to reduce uncertainty and increase value relevance in the ERA of a pesticide (spinosad). The survival rates in the models were reduced in accordance with data from traditional acute mortality tests. As no data on reproductive effects were available, the conservative assumption that no reproduction occurred during the exposure period was made. The models were used to calculate the minimum population size and the time to recovery. These endpoints can be related to the European Union (EU) protection goals for aquatic ecosystems in the vicinity of agricultural fields, which state that reversible population level effects are acceptable if there is recovery within an acceptable (undefined) time frame. The results of the population models were compared to the acceptable (according to EU documents) toxicity exposure ratio (TER) that was based on the same data. At the acceptable TER, which was based on the most sensitive species (C. dubia), the maximum reduction in population size was 13% and the maximum time to recovery was 4 d (both for D. magna). This information is clearly more informative for risk management than a risk ratio. For one of the species, D. pulex, a more complex model, which included sublethal effects on reproduction, was set up. It has been argued that current approaches for ecological risk assessment (ERA) do not provide value relevance for risk managers and that the uncertainty in the predictions is large. One important reason for this is that current approaches are based on individual-level endpoints, but the environmental protection goals are defined on the population level. Population models may be useful tools to link the individual to the population and thus increase value relevance and reduce uncertainty. However, this requires that simple models and guidance on how to use them are made available for risk assessors. In the present study, an approach for developing simple generic models for the ERA of fish populations is presented. Fish have high ecological and economic value and are frequently used in ERA. It is, therefore, highly desirable to develop better methods for ERA of fish populations. The models were based on five types of life histories, and they were set up to be useful in a number of different management scenarios based on different environmental protection goals. A decision framework was set up for three levels of models (continuous, time limited, and varying exposure) and three levels of environmental protection. Data from previously published studies were tested for two of the environmental protection levels. Ecological risk assessments (ERA) are mostly based on effects on survival (S) and fertility (F) of individuals. However, the protection goals are most often defined on the population or community levels. It has been argued that population models can be a useful link between the individual and the population in ERA. However, for population models to be efficiently and routinely used in ERA, the level of model complexity that is needed has to be clearly determined. In the present study, complex age classified matrix population models and simple 2-stage models were developed for three species of Daphnia. The population growth rate (λ) from the simple 2-stage model correlated strongly to the results of the complex matrix model, which included density dependence and temporary reductions in S and F. This shows that the information that can be provided by more complex models also can be relatively well predicted with the simpler model. The output of the complex matrix population models were also compared to the reductions in S that were used in the models. This was done because acute mortality is the most commonly used estimate of toxic effects. The results showed that λ from the 2-stage model correlated stronger to the endpoints of the matrix model than S did in all cases except for pulsed exposures, where S and λ correlated equally well.

The effects of the natural insecticide, spinosad, and the agricultural adjuvant, R-11, were evaluated on populations of the water flea, Ceriodaphnia dubia after chronic 8-day exposures. The number of individuals used to start the chronic exposure studies (founders) and the number of offspring/surviving female were significantly reduced after exposure to spinosad concentrations ≥ 2.5 μg/L. The final number of individuals was significantly reduced after exposure to spinosad concentrations ≥ 1.0 μg/L. Population growth rate was significantly reduced after exposure to spinosad concentrations ≥ 1 μg/L. Extinction occurred (defined as negative population growth rate) after exposure to spinosad concentrations of 10 μg/L. Therefore, negative effects were observed in C. dubia after exposure to spinosad at a concentration near the chronic expected environmental concentration (EEC) of 2.3 μg/L. R-11 was much less toxic to C. dubia than spinosad. The number of founders was not significantly reduced until C. dubia were exposed to 12,000 μg/L. The number of offspring/surviving female, final number of individuals, and population growth rate were significantly reduced after exposure to R-11 concentrations ≥ 5,000 μg/L. Extinction occurred after exposure to R-11 concentrations of 12,000 μg/L which was above the EEC of 790 μg/L. These results indicate that spinosad and R-11 both have lethal and sublethal effects on C. dubia. However, spinosad appears to affect C. dubia at or near the EEC while R-11 does not negatively affect this species until concentrations are much higher than the EEC.

Studies were conducted in Hawaii to measure attraction of male melon fly, Bactrocera cucurbitae (Coquillett) (Diptera: Tephritidae), to SPLAT-Cue-Lure (C-L) and SPLAT-Melo-Lure (M-L) (raspberry ketone formate). Direct field comparisons of SPLAT-C-L and SPLAT-M-L at low (5%) and high (20%) concentrations indicated few differences in attraction over a 15-wk period. Subsequently, only SPLAT-Spinosad-C-L (5%) was compared with Min-U-Gel C-L with naled (standard used in California) in weathering studies. Treatments were weathered for 1, 2, 4, and 8 wk in Riverside, CA, and shipped to Hawaii for attraction/toxicity tests under field and semifield conditions by using released males of controlled ages, and for feeding tests in the laboratory. In terms of attraction, SPLAT-Spinosad-C-L compared favorably to, or outperformed the current standard of Min-U-Gel-C-L with naled. In terms of toxicity, the cumulative 24-h mortality did not differ between the two insecticide-containing C-L treatments in field cage studies after 8 wk. However, in feeding studies in which individual males were exposed for 5 min to the different C-L treatments after 4 wk of weathering, SPLAT-Spinosad-C-L demonstrated reduced mortality compared with the Min-U-Gel-C-L with naled, suggesting reduced persistence of the spinosad material. Spinosad has low contact toxicity and when mixed with SPLAT and C-L offers a reduced risk alternative for control of B. cucurbitae and related C-L-responding species, without many of the negative effects to humans and nontargets of broad-spectrum contact poisons such as naled.

The effects of the tetramic acid insecticide, spirotetramat and the agricultural adjuvant, Destiny, were evaluated on the Cladoceran, Ceriodaphnia dubia. These compounds were evaluated separately and as a mixture because they can be applied together for control of certain crop pests and therefore have the potential to enter surface water as a binary mixture. Acute mortality estimates (48 h) were developed followed by chronic exposure (8 days) studies where several population parameters were recorded. Acute LC50 and 95% CL for spirotetramat and Destiny were estimated to be 23.8 (14.5-35.4) and 26.71 (20.8-34.0) mg/l, respectively. Thus, spirotetramat and Destiny were equitoxic to C. dubia at LC50. For the chronic population study, C. dubia populations were exposed to a range of concentrations for spirotetramat and Destiny singly and as a mixture. Each chemical alone reduced the number of founding individuals, offspring/female, final population size, and population growth rate in a concentration-dependent manner. However, exposure to the mixture caused significantly greater reductions in these parameters than either compound alone. These results indicate that agricultural adjuvants and pesticides may cause more damage to aquatic organisms as a mixture than either product alone. Therefore, future evaluations of pesticide effects should consider the effects of adjuvants as a mixture with pesticides when these products are recommended to be applied together for pest control.

Methyl eugenol (ME) and cue-lure (C-L) traps with solid lure dispensers were deployed in areas with low and high populations of oriental fruit fly, Bactrocera dorsalis (Hendel), and melon fly, Bactrocera cucurbitae (Coquillett), respectively. In low-density areas, standard Jackson traps or Hawaii Fruit Fly Areawide Pest Management (AWPM) traps with FT Mallet ME wafers impregnated with dimethyl dichloro-vinyl phosphate (DDVP) or AWPM traps with Scentry ME cones and vapor tape performed equally as well as standard Jackson traps with liquid ME/C-L and naled. Standard Jackson traps or AWPM traps with FT Mallet C-L wafers impregnated with DDVP or AWPM traps with Scentry C-L plugs with vapor tape performed equally as well as standard Jackson traps with a lure-naled solution. In high density areas, captures with traps containing FT Mallet wafers (ME and C-L) outperformed AWPM traps with Scentry cones and plugs (ME and C-L) with DDVP insecticidal strips over a 6-mo period. Captures of B. dorsalis and B. cucurbitae with wafers containing both ME and raspberry ketone (FT Mallet MC) were equivalent to those containing separate lures. From a worker safety and convenience standpoint, FT Mallet ME and C-L wafers with DDVP or Scentry plugs, with or without DDVP vapor tape, are more convenient and safer to handle than standard liquid insecticide formulations used for monitoring and male annihilation programs in Hawaii, and for detections traps used on the U.S. mainland. Furthermore, the FT Mallet MC wafer might be used in a single trap in place of two separate traps for detection of both ME and C-L responding fruit flies.

The toxicity of the nonylphenol polyethoxylate, R-11 and the neonicotinoid insecticide, imidacloprid were evaluated on the crustacean, Ceriodaphnia dubia Richard. These compounds were evaluated separately and as a mixture because they are applied for pest control and may exist as a binary mixture in surface water. Acute mortality estimates (48h) were developed followed by population-level studies after chronic exposure. LC50s and 95% CL for R-11 and imidacloprid were 9241 (8521-9842)microg/l and 2.1 (1.1-3.4)microg/l, respectively. In the population study, C. dubia were exposed to concentrations equivalent to the acute LC25 for R-11 (8090microg/l) and imidacloprid (0.3microg/l) separately and as a mixture for 8d. The results of the chronic study indicated that R-11 had a greater impact on population parameters than imidacloprid and the mixture had a greater impact than either compound alone. For example, the total number of individuals at the end of the chronic study was 73%, 19%, and 6% of the control for imidacloprid, R-11, and the binary mixture, respectively. Additionally, exposure to R-11, imidacloprid, and the mixture resulted in 52%, 10%, and 91% reductions in population growth rate compared to the control, respectively. The results of this study indicate that when combined, R-11 and imidacloprid act in a more than additive manner. Therefore, it is important that their potential effects on aquatic organisms be evaluated together.

The use of surrogate species is an important tool in predicting the effects of management decisions or the establishment of protective measures for endangered/threatened species. While relying on a handful of model species to predict the fate of scores of distantly related target species has been criticized, a quantitative measure linking life history traits and population predictions has been sorely missing. We derive here a closed-form expression aimed at determining conditions under which sublethal effects of a toxicant on surrogate species population outcomes will reliably predict outcomes of target (listed) species. We develop a critical threshold in fecundity reduction above which the surrogate species outcomes indicate positive population growth, while the listed species is driven to extinction. Thus we have established a means of determining conditions under which we are prone to making a "Type II" error in assessing ecological risk using surrogate species. Finally, we use the derived expression and life history data to compare outcomes from four different commonly used fish surrogate species (round goby, fathead minnow, smallmouth bass, cutthroat trout) and their target listed species (Chinook and Coho salmon). We illustrate that all four surrogate species fail to predict population outcomes for the listed species in cases of as little as 15% fecundity reduction due to toxicant exposure. Furthermore, surrogate species reliability is a function of toxicant level, so that some species are reliable at some levels but not at others. We discuss the implications of these findings, and outline further analyses that occur as a natural extension of the criteria developed here.

Acute toxicity data and hazard assessments were developed for three cladoceran species, Ceriodaphnia dubia, Daphnia pulex, and Daphnia magna, and juvenile Coho salmon, Oncorhynchus kisutch after exposure to the insecticide, spinosad and adjuvant R-11. The effect of a mixture of these compounds was also determined with C. dubia and O. kisutch. Spinosad was virtually non-toxic to O. kisutch. Hazard assessments indicated that R-11 posed no hazard to any of the species tested while spinosad only posed a hazard to C. dubia. Mixture studies indicated that spinosad and R-11 may interact synergistically in C. dubia.

Methyl eugenol (ME) and cue-lure (C-L) traps to detect tephritid flies on the U.S. mainland were tested with and without insecticides under Hawaiian weather conditions against small populations of oriental fruit fly, Bactrocera dorsalis (Hendel) and melon fly, Bactrocera cucurbitae (Coquillett), respectively. In comparative tests, standard Jackson traps with naled and the Hawaii fruit fly areawide pest management (AWPM) trap with 2,2-dichorovinyl dimethyl phosphate (DDVP) insecticidal strips outperformed traps without an insecticide. Addition of the reduced risk insecticide spinosad did not increase trap capture significantly compared with Jackson traps without an insecticide. Captures in AWPM traps with DDVP compared favorably with those for the Jackson trap with liquid naled (the Florida standard). In subsequent tests, captures with solid Farma Tech wafer dispensers with ME or C-L and DDVP placed inside Jackson and AWPM traps were equal to those for a Jackson trap with naled, currently used for detection of ME and C-L responding fruit flies in Florida. Farma Tech ME and C-L wafers with DDVP would be more convenient and safer to handle than current liquid insecticide formulations (e.g., naled) used for detection programs in Florida.

Diazinon has been used extensively in the past as part of California eradication programs for tephritid fruit flies (Diptera: Tephritidae) as a soil drench, but it is being phased out for this purpose in the United States. Therefore, in this study, the toxicity of Platinum, Force, Admire, Regent, and Warrior was estimated after application to sand and soil as drenches for control of the Mediterranean fruit fly, Ceratitis capitata (Wiedemann); melon fly, Bactrocera cucurbitae (Coquillett); and oriental fruit fly, Bactrocera dorsalis (Hendel), in Hawaii. Susceptibility of each species differed. In sand, the order of toxicity at LC50 based on the 95% confidence limit overlap approach for C. capitata from most toxic to least toxic was diazinon > Force = Warrior > Admire = Platinum > Regent. The order of toxicity for B. dorsalis was diazinon > Platinum = Warrior = Force > Regent = Admire. The order of toxicity for B. cucurbitae was Warrior = diazinon > Force = Regent = Platinum = Admire. Based on the dose ratio method, Warrior was not significantly different at LC50 than diazinon for B. cucurbitae only. All other insecticides were significantly different from diazinon at LC50. Studies in sand were followed by an evaluation of specific concentrations of Warrior and Force in soil collected from two sites on the island of Kauai. Average concentrations that caused at least 95% mortality in soil in all three fruit fly species were 121 g active ingredient (AI)/ha for Force and 363 g (AI)/ha for Warrior compared with 182 g (AI)/ha for diazinon. These results indicate that Force and Warrior could be used as soil treatments for control of tephritid fruit flies.

Measurements of toxicity based on individuals, such as the LC(50) (concentration that kills 50% of a population), and effects on reproduction are used extensively in determining ecological risk, in particular, for endangered or threatened species. An underlying assumption is that individual-based toxicity metrics for one species can be directly compared with that for another species. However, this assumption overlooks the fact that different species have different life-history strategies and variables, such as lifespan, time to first reproduction, and number of offspring produced over a lifetime. Using a simple model and laboratory-derived parameter values, we tested the impact of differences in life-history traits on predicted responses to stress. The model predicts the delay in population growth. We compared seven invertebrate species by imposing 50% chronic mortality, 50% reduction of offspring, and both of these effects. The model predicted substantial differences in population delay among all of the species. Furthermore, the intrinsic rate of increase of each population was negatively correlated with the delay in population growth; species with high intrinsic rates of increase were less susceptible to equal levels of stress than species with lower intrinsic rates of increase. These results suggest that the susceptibility of species to pollutants is more complicated than previously thought and that differences in life-history variables must be considered in analyses of population persistence for threatened and endangered species.
