Before the Fukushima disaster unfolded in 2011, Japanese government and energy company officials were aware of the warning signs and risks of a potential crisis at the reactor site. They failed to use safety mechanisms or update regulations over time to address the vulnerabilities of the power plants. Because interest groups had led the public to believe the power plants were completely safe, the plants were run with little accountability. Following this disaster, Japan established a new nuclear regulatory commission and nuclear regulatory authority in and implemented new regulatory mechanisms. These efforts have been limited, however, and have shifted the issue from regulation to implementation. The enormous cost of meeting new safety protocols has created new barriers for restarting the power plants under updated regulations, but the energy demands of the country will remain. The tension between managing operational risks and meeting public energy needs will test the public and private sectors' ability to sufficiently revamp the nuclear industry and prevent crises in years to come. State governance after the Fukushima Daiichi nuclear accident created a culture of silence and tolerance surrounding radiation risk, and deliberately fueled the popular understanding that acting upon radiation-related concern was antithetical to national and regional economic recovery. Outright denial of danger by Japanese leaders, paired with loosened safety standards and limited state support for affected residents by way of guidance and compensation, led to a privatization of radiation risk management that placed responsibility for exposure reduction onto families while also constraining their action. Drawing on in-depth interviews and participant observation, this article explores how such dynamics fell most heavily on concerned mothers, who were far more likely to take on this additional realm of domestic labor and care work due to deeply ingrained norms of gendered labor and citizenship. Yet such maternal labor was not lauded as a valuable social contribution. Rather, concerned mothers found themselves in a double bind in which to care for their families through vigilant avoidance of potential risk was to betray the state. Risk mitigation came to require a significant amount of emotion work associated with not appearing overly anxious or paranoid, constantly assessing the risk perception of others, and at times suppressing concern and compromising on risk tolerance. The results of this study suggest that neoliberal models of environmental risk management, particularly in moments of high uncertainty surrounding the risk in question, can not only create internal, interpersonal, and community conflict but also exacerbate existing gender inequalities. This study examines Internet Connectedness and civic engagement in post-disaster Fukushima, Japan. Internet Connectedness encompasses the post-access digital divide, conceptualized through intensity, activity scope, centrality, and place scope. Guided by communication infrastructure theory, structural equation modeling results indicate that individuals who engage in broader types of online activities and perceive the Internet as more central had stronger connections to their online neighborhood storytelling network (online ICSN). Higher online ICSN and a broader Internet activity scope led to increased civic engagement on social media, subsequently positively affecting offline civic engagement. The study results offer specific measures and guidelines for narrowing the digital divide and fostering residents’ community engagement, which are likely to play essential roles in disaster preparedness and resilience. This study developed methodologies for rapid screening and analysis of numerous biological samples following a radiation accident. A measurement system was established to determine the presence of internal contamination promptly. Smear screening method could distinguish contaminated patients by setting a 20% buffer zone. Gross alpha and gross beta screening method could distinguish contaminated patients by setting limit of detection (0.70, 393 cpm). Smear screening, gross alpha screening, and gross beta screening methodologies are expected to detect internal contamination quickly. After the Fukushima Daiichi nuclear accident in 2011, the performance of nuclear fuel during accidents became a matter of great concern. To address this, a new type of fuel technology called accident-tolerant fuel (ATF) has been developed with the goal of enhancing the ability of light water reactors (LWRs) to withstand severe accident conditions. Iron-based alloys have been suggested as potential candidates for fuel cladding due to their favourable thermomechanical properties, lower reactivity with steam, and lower hydrogen generation. This study evaluates the neutronic performance of C26M (a 2nd generation nuclear grade FeCrAl alloy), APMT™, 310SS, and 304SS cladding materials by comparing them with Zircaloy-4 cladding in a 3D PWR core at the beginning of the cycle (BOC) using OpenMC code. The results revealed that the neutronic penalty varied for different alternative cladding materials where C26M exhibited the lowest neutronic penalty value of -12551 pcm, while 310SS demonstrated the highest with a value of -17855 pcm. Additionally, important parameters in the reactor core such as neutron spectrum, reactivity coefficients, boron worth, control rod bank worth, power distribution, and radial thermal neutron flux distribution are evaluated and discussed. The analysis results showed that C26M provided a significantly higher level of neutronic performance compared to APMT™, 304SS, and 310SS. Although this study primarily focused on the neutronic performance of PWRs at BOC, future research should encompass fuel depletion analysis to delve deeper into the potential of alternative cladding materials. As North Korea emphasized its "second mission," the reunification of the two Koreas, with its nuclear weapons, South Korea has been mobilizing all potential resources to deter North Korea's attempt. Indeed, it rapidly improved its relations with Japan as well as strengthened the U.S. extended deterrence through the "Washington Declaration" in early 2023. The United States, South Korea, and Japan even initiated their trilateral summit meeting to discuss their combined deterrence posture against North Korea. This article evaluates South Korea's current nuclear preparedness, including preemptive/preventive strikes, missile defense, and civil defense, identifies weaknesses, and analyzes whether Japan can mitigate the weakness. Recently declassified material and other information that has never before appeared in the public domain allow the authors to explain some of the workings of the Nuclear Emergency Support Team (NEST)—often one of the first units to respond whenever there is a nuclear incident, whether it involves a nuclear reactor or a nuclear weapon. Long the subject of mystique, NEST is often depicted on screen as a secretive government unit with highly specialized capabilities and harrowing missions. The reality is at once more mundane and more remarkable. Formed in the 1970s in response to a spate of nuclear blackmail attempts, NEST has been at the center of every major nuclear event from the accident at Three Mile Island to the disaster at Fukushima. After the Fukushima nuclear disaster, the nuclear materials community has been vastly investing in accident tolerant fuel (ATF) concepts to modify/replace Zircaloy cladding material. Iron–chromium–aluminum (FeCrAl) alloys are one of the leading contenders in this race. In this study, we investigated FA-SMT (or APMT-2), PM-C26M, and Fe17Cr5.5Al over a time period of 6 months in simulated BWR environments and compared their performance with standard Zirc-2 and SS316 materials. Our results implied that water chemistry along with alloy chemistry has a profound effect on the corrosion rate of FeCrAl alloys. Apart from SS316 and Zirc-2 tube specimens, all FeCrAl alloys showed a mass loss in hydrogen water chemistry (HWC). FA-SMT displayed minimal mass loss compared to PM-C26M and Fe17Cr5.5Al because of its higher Cr content. The essence of Russian security policy is composed of the combined use of conventional and unconventional threats in both war and peacetime. Russia aims to dominate the process of escalation especially by frequently threatening nuclear war in Ukraine. It attempts to maintain the strategic initiative superiority, forcing its enemies to act under its control. Put differently, through the means of manipulating the fear of nuclear war in Ukraine, it tries to avert other states from directly intervening in the battlefield and to prevent military aid delivered to its enemies from becoming strategic. Methodologically, this article examines Russia's effort to gain dominance in escalating tensions through nuclear risk as a case study. The nuclear risk hinges on the uncertainty of nuclear deterrence. The nuances of this often-ignored uncertainty are explained in this article. Since such a uncertainty poses credible risk of nuclear war, absolute victory is not possible. No party will get everything it wants; therefore, the only solution is diplomatic compromise through negotiation. The importance and implications of this article lie in the fact that the problems and warnings examined here are likely not only in Ukraine but also in a possible future crisis over Taiwan or future conflicts involving nuclear powers. In 1985, British psychoanalyst Hanna Segal delivered the paper 'Silence is the Real Crime' to the first meeting of the group International Psychoanalysts Against Nuclear Weapons in Hamburg, appealing to her fellow analysts to counteract the denial of the geopolitical realities that characterized the late Cold War by intervening in public debates regarding the threat of nuclear war. A year later she gave a paper in London discussing clinical cases of patients who brought their nuclear anxieties to the couch. This article considers Segal's political and clinical writings on the psychological consequences of the atomic age, situating them in the context in which she was living, writing and practising as an analyst: 1980s Britain in a moment of 'nuclear anxiety'. I argue that Segal's anti-nuclear writings shed light on what she called the 'very very tricky' relationship between psychoanalysis and politics. Segal confronted the tension between maintaining clinical neutrality in the consulting room while publicly expressing her political commitments, wrestling with the complex relationships between individuals and the societies in which they live. Atomic energy has played an important role in international relations as a means of state power. From 1945 to 1959, Japan was significantly influenced by developments in atomic energy as a result of the Anglo-American "special relationship." During World War II, Britain and the United States cooperated to develop atomic weapons to use against Japan. In the ensuing Cold War era, the two countries advanced peaceful uses of atomic energy for Japan to counter the influence of the Soviet Union through psychological warfare. The U.S. Atomic Energy Peace Mission visited Japan in May 1955. However, the Japanese government altered its nuclear policy to solicit support from Britain because the United States was falling behind in atomic energy development. A British nuclear reactor was used as the first commercial nuclear power station, in 1959, whereby Britain earned parity with the United States in the context of nuclear power. This Article will propose and analyze potentially prosecutable cases of alleged global ecocide and propose targeted amendments to Articles 36(3) and (5) of the ICC Rome Statute. These proposed amendments may serve as a blueprint to procedurally ensure environmental expertise at the international judicial level. Ecocide is unfortunately not currently recognized under the Rome Statute. However, certain scholars have suggested defining it as a fifth international crime. This analysis identifies environmental crises, international criminal law expectations and examines the environmental pollution caused by the Russian invasion of Ukraine and the Japanese government's decision to dispose of radioactive treated water from the wrecked Fukushima-Daiichi nuclear site as examples. To understand the relationship between the radioactive cesium (Cs) concentration in muscle of Japanese flounder Paralichthys olivaceus and the species' biological characteristics (size, sex, and age) under conditions of ecological equilibrium (i.e., distributed among ecosystem components over sufficient time, and with nearly constant ratios of Cs concentration in organisms to the concentration in water) as existed before the accident at the Fukushima Dai‐ichi Nuclear Power Station (FDNPS), Japan, in 2011, we examined stable Cs, as it is thought to exist in equilibrium in the environment and behave similarly to radioactive Cs in aquatic animals. The concentration of stable Cs in 241 P. olivaceus (range 216–782 mm total length [TL]) collected in Sendai Bay, approximately 90 km north of the FDNPS, in June–July 2015 was expressed as an exponential function with size as an independent variable; the results show the concentration of stable Cs doubled with an increase in TL of 442 mm. Next, to evaluate the cause of the size‐dependent change in stable Cs concentration, we examined 909 individuals (200–770 mm TL) collected in September 2013–July 2015 to determine their feeding habit based on size. Analysis of the frequency of occurrence of prey organisms in stomach contents showed that sand lance Ammodytes japonicus (55–180 mm standard length [SL]) was the most consistently consumed across size classes. Analysis on a wet‐mass basis showed that A. japonicus and anchovy Engraulis japonicus (65–130 mm SL) were the main food of P. olivaceus sized 200–599 mm TL, whereas chub mackerel Scomber japonicus (120–230 mm SL) and two species of flatfishes (180–205 mm SL) were abundant in the diet of P. olivaceus sized ≥600 mm TL. All these prey items were presumed to have similar concentrations of stable Cs. Based on the above, the effect of diet on the relationship between stable Cs in muscle and fish size was considered negligible. That the diet of P. olivaceus largely did not change with size was also confirmed by C and N stable isotope ratios in P. olivaceus and their prey species. Therefore, the Cs–size relationship is probably determined by changes in the balance between the rate of Cs intake from food and seawater and the excretion rate during growth, both of which change as functions of body mass. Values of stable Cs concentrations among environmental components and animals appear to be a valid indicator for understanding the radioactive Cs distribution in the marine environment and aquatic animals under the equilibrium state, as existed before the 2011 nuclear accident. The medical situation during disasters often differs from that at usual times. Disasters can lead to significant mortality that can be difficult to monitor. The types of disaster-related deaths are largely unknown. In this study, we conducted a survey to categorize the disaster-related deaths caused by a radiation disaster. A total of 520 people living in Minamisoma City, Fukushima Prefecture, at the time of the Fukushima Daiichi Nuclear Power Plant accident, who were certified to have died due to disaster-related causes were surveyed. We divided the participants into those who were at home at the time of the earthquake and those who were in hospitals or facilities when the disaster struck and conducted a hierarchical cluster analysis of the two groups. Disaster-related deaths could be divided into seven groups for those who were at home at the time of the disaster and five groups for those who were in hospitals or facilities at the time of the disaster. Each group showed different characteristics, such as "the group with disabilities," "the group receiving care," and "the group with depression," and it became evident that not only uniform post-disaster support, but support tailored to the characteristics of each group is necessary. Background Recent studies have found that long-term changes in weight during adulthood are associated with a high risk of mortality. The objective of this study was to characterize body mass index (BMI) trajectories during adulthood and to examine the association between BMI trajectories and risk of death in the Japanese population. Methods The data were extracted from Japan Public Health Center-based Prospective Study—a population-based prospective cohort study in Japan with participants aged 40–69 years followed over 20 years. The participants were categorized into multiple BMI trajectory groups using the latent class growth model. The Cox proportional-hazards model was conducted using all-cause mortality and cause-specific mortality as outcomes and the identified BMI trajectory groups as a predictor. In total, 65 520 participants were included in the analysis. Results Six BMI trajectory groups were identified: underweight stable (Group 1), low-to-high normal (Group 2), high-to-low normal (Group 3), normal to overweight (Group 4), overweight to normal (Group 5) and normal to obese (Group 6). Our Cox models showed a higher hazard (risk) of all-cause mortality among participants in the BMI-declining groups [Group 3, adjusted hazard ratio (aHR): 1.10, 95% CI: 1.05–1.16; Group 5, aHR: 1.16, 95% CI: 1.08–1.26], underweight stable group (Group 1, aHR: 1.27, 95% CI: 1.21–1.33) and normal to obese group (Group 6, aHR: 1.22, 95% CI: 1.13–1.33) than Group 2 (low-to-high normal BMI trajectory). Conclusions Stable underweight and weight loss were associated with a high risk of mortality, both of which were uniquely observed in a Japanese population. [ABSTRACT FROM AUTHOR]

Given the known hazards of nuclear energy in seismically active Japan after the Fukushima meltdowns as well as the presence of viable conservation and renewable energy options, the question of Japan's stalled energy transition warrants critical interrogation. To better understand why, after Fukushima, Japan's energy policy trajectory maintained the nuclear status quo and an increased reliance on fossil fuels, this article employs network and historical analyses to examine the confluence of post-Fukushima political forces connected to Japan's nuclear energy sector. Our novel network dataset combines with historical analysis to identify a dense network of overlapping executives and officials in Japan that forge long-term ties between the nuclear energy industry, the state, and the leading business federation in Japan. Following the 3.11 disaster and the meltdowns at the Fukushima-Daiichi facility, a long-standing nuclear safety myth and a tightly networked nuclear energy industrial complex provided an ideological and structural context to re-legitimize nuclear energy in spite of widespread public concern. Instead of a bold, ecologically rational policy to quickly phase out nuclear power and phase in renewable energy, well-worn class and state networks aligned to recommit Japan to a nuclear-reliant energy path. After the nuclear accidents of Chernobyl and Fukushima, several countries concerned with nuclear energy production set up robotic accident intervention groups with the aim to intervene in place of humans in hostile environments with high levels of contamination or irradiation. It is the case of France. The operational feedback of such robotic groups may be of interest for teams performing decommissioning on nuclear facilities. In this aim, a comparative analysis of robotic intervention contexts was undertaken between training contexts and a real operating situation. This allowed us to confirm determinants of performance already identified in the literature and highlighted new determinants of performance for intervention in nuclear environments. Although COVID-19 has commonly been narrated as an impediment to the arts, I argue that it also offered exciting new opportunities to engage audiences with exhibitions focus on public health crises. In this article, I reflect on my experience of curating Picturing the Invisible with students at Technical University Munich (TU Munich) during the COVID-19 pandemic. Organized in memory of the 2011 Great East Japan Earthquake, tsunami and nuclear disaster, the exhibition was shown at the Royal Geographical Society, London (October till December 2021) during the so-called "second wave" and at TU Munich (June 2022) amid the rise of the Omicron Variant. Departing from the common tendency to narrate events as having been successfully organized despite the pandemic, this paper presents the virus as co-creating—perhaps even co-curating—the exhibition. To do so, I provide a brief overview of Picturing the Invisible, before going on to analyze the role that the virus played in calling me to organize this project (as both a researcher and as a lecturer), how it has made it logistically possible, and how it presented new opportunities to engage foreign audiences with the experience of Japan's triple disaster. Radiocesium released by the Fukushima Dai-ichi Nuclear Power Plant (FDNPP) accident still exists in the environment in two forms: adsorbed species on mineral particles in the soil and microparticles containing radiocesium mainly composed of silicate glass (CsMPs). CsMPs are dispersed not only around the FDNPP but also over a wide area of the Kanto region. The behavior and characteristics of CsMPs must be investigated to evaluate the impact of the FDNPP accident. Deposited particles including radiocesium were wiped from metal handrails on balconies and car hoods using tissue papers at six locations in the Kanto region (Tokai village, Ushiku City, Abiko City, Chiba City, Kawaguchi City, and Arakawa Ward) between March 15 and 21, 2011. CsMPs were isolated from the samples, and their characteristics were investigated. In total, 106 CsMPs derived from Unit 2 were successfully separated from 13 tissue paper samples. The radiation images of the two types of CsMPs discovered in Ushiku City demonstrate that CsMPs can easily become susceptible to fragmentation over time, even in the absence of weathering effects. In 2021, Kenichi Watanabe & Michaël Ferrier published the screenplays for their three nuclear documentaries with Gallimard as Notre ami l'atome (2021). Ferrier said these screenplays were not simple publications but expansions of the material they had collected in their three films, which includes expanded interviews and photographs of the disasters. In this article, I use adaptation theory to examine Watanabe & Ferrier's film Le monde après Fukushima (2013) along with the screenplay that appeared in the 2021 publication to understand the limits and possibilities each medium affords. For instance, these documentaries were partially funded by state institutions with a vested interest in the film, its reception, and its depiction of the events, whereas literature is arguably freer to express opinions because it is not tied to certain forms of state funding. This article thus uses Jan-Noël Thon's concept of transmedial adaptation to demonstrate how both media (film and text) are complementary. Rather than simply publish the screenplay, Watanabe & Ferrier use the publication as an opportunity to share expanded commentary and photography. When the film and text are read together, they become an even more explicit critique of the nations that perpetuate the use of nuclear energy despite their demonstrated dangers. This paper explores evolving discourses of masculinity in the Japanese socio-cultural context through a textual analysis of two live-action television adaptations of Great Teacher Onizuka (GTO), a popular manga. Broadcast respectively in 1998, one year after the onset of the Asian Financial Crisis, and 2012, one year after the Fukushima nuclear disaster, the two shows provide a unique opportunity to examine the disruption and/or reconfiguration of hegemonic discourses around gender in their respective historical moments. The United States Nuclear Regulatory Commission issued requests for licensees to re-evaluate the seismic hazards at their sites after the accident at the Fukushima Daiichi Nuclear Power Plant in Japan on March 11 in 2011 and to identify and address any site-specific vulnerabilities associated with seismic hazards. The primary guidance for performing those evaluations is provided in the Electric Power Research Institute EPRI-1025287 report, which also provides guidance for evaluating spent fuel pool (SFP) integrity. In addition, the EPRI-3002009564 report also provides evaluation approaches regarding the effects of seismic ground motions on SFPs that supplement the guidance provided in EPRI-1025287. SFP integrity has become increasingly important for active and decommissioned nuclear power plants. According to EPRI-1025287, the SFP integrity evaluation emphasizes failure modes of the SFP that could result in "rapid drain-down." The definition of "rapid drain-down" is a failure that could lead to the uncovering of irradiated fuel stored in the SFP within 72 h of an earthquake. Possible failures can be classified into two categories: failures relevant to the SFP structure and failures relevant to non-structural elements. This paper aims to study the approaches of implementing seismic evaluation of an SFP structure. EPRI-3002009564 provides separate seismic evaluation approaches for plants with a ground motion response spectrum (GMRS) peak Sa ≤ 0. 8 g and for plants with a GMRS peak Sa > 0. 8 g. Structural dynamic analysis is also a common approach for implementing seismic evaluation if a detailed finite element model is available. In this paper, a sample SFP structure was evaluated using the two approaches, structural dynamic analysis and structural analysis criteria. The results indicate that shear failure controlled the failure mode of the SFP structure for both approaches. This shows that the two approaches drew the same conclusion regarding the failure mode. Furthermore, a smaller seismic margin was obtained using the structural analysis criteria, which means this evaluative approach is more conservative. [ABSTRACT FROM AUTHOR]

The aggregated transfer factor (Tag) is commonly used to represent the actual transfer of radiocesium from soil to wild edible plants, but the values have shown substantial variation since the Fukushima nuclear accident. To elucidate the factors causing this variation, we investigated the effects of spatial scale and vertical 137Cs distribution in the soil on the variation of Tag-137Cs values for one of the most severely contaminated wild edible plants, Eleutherococcus sciadophylloides Franch. et Sav. (Koshiabura). The variation in Tag-137Cs values was not reduced by direct measurement of 137Cs deposition in soil samples from the Koshiabura habitat, as a substitute for using spatially averaged airborne survey data at the administrative district scale. The 137Cs activity concentration in Koshiabura buds showed a significant positive correlation with the 137Cs inventories only in the organic horizon of soil from the Koshiabura habitat. The ratio of 137Cs inventories in the organic horizon to the total 137Cs deposition in soil exhibited substantial variation, especially in broad-leaved deciduous forests that Koshiabura primarily inhabits. This variation may be the cause of the wide range of Tag-137Cs values observed in Koshiabura buds when calculated from the total 137Cs deposition in soil. [ABSTRACT FROM AUTHOR]

Background: The need to call out and expose authors for their persistence in improperly using epidemiology has been previously noted. Tsuda et al. have done well to expose Schüz et al.'s arguments/assertions in their recent publication in Environmental Heath. In this Comment, I point out that, also warranting being called out, are the arguments/assertions of Cléro et al. who, in their recent response to an article by Tsuda et al., reiterated the conclusions and recommendations derived from their European project, which were published in Environment International in 2021. Tsuda et al. had critiqued the Cléro et al. 2021 publication in their 2022 review article. However, in their response to it, Cléro et al. deflected by not addressing any of the key points that Tsuda et al. had made in their review regarding the aftermath of the Chernobyl and Fukushima nuclear accidents. In this Comment, I critique Cléro et al.'s inadequate response. Publication of this Comment will help in routing out the improper use of epidemiology in the formulation of public health policy and thereby reduce the influence of misinformation on both science and public policy. My critique of Cléro et al. is not dissimilar from Tsuda et al.'s critique of Schüz et al.: in as much as Schüz et al. should withdraw their work, so should Cléro et al.'s article be retracted. Main body: The response by Cléro et al. consists of four paragraphs. First was their assertion that the purpose of the SHAMISEN project was to make recommendations based on scientific evidence and that it was not a systematic review of all related articles. I point out that the Cléro et al. recommendations were not based on objective scientific evidence, but on biased studies. In the second paragraph, Cléro et al. reaffirmed the SHAMISEN Consortium report, which claimed that the overdiagnosis observed in non-exposed adults was applicable to children because children are mirrors of adults. However, the authors of that report withheld statements about secondary examinations in Fukushima that provided evidence against overdiagnosis. In the third paragraph, Cléro et al. provided an explanation regarding their disclosure of conflicting interests, which was contrary to professional norms for transparency and thus was unacceptable. Finally, their insistence that the Tsuda et al. study was an ecological study susceptible to "the ecological fallacy" indicated their lack of epidemiological knowledge about ecological studies. Ironically, many of the papers cited by Cléro et al. regarding overdiagnosis were, in fact, ecological studies. Conclusion: Cléro et al. and the SHAMISEN Consortium should withdraw their recommendation "not to launch a mass thyroid cancer screening after a nuclear accident, but rather to make it available (with appropriate information counselling) to those who request it." Their recommendation is based on biased evidence and would cause confusion regarding public health measures following a nuclear accident. Those authors should, in my assessment, acquaint themselves with modern epidemiology and evidence-based public health. Despite advancements in remote sensing applications for grassland management, studies following the 2011 Fukushima Daiichi nuclear disaster have often been constrained by limited satellite imagery with insufficient focus on pasture changes. Utilizing different resolutions of optical satellite data is essential for monitoring spatiotemporal changes in grasslands. High resolutions provide detailed spatial information, whereas medium-resolution satellites offer an increased frequency and wider availability over time. This study had two objectives. First, we investigated the temporal changes in a mountainous pasture in Japan from 2007 to 2022 using high-resolution data from QuickBird, WorldView-2, and SPOT-6/7, along with readily available medium-resolution data from Sentinel-2 and Landsat-5/7/8. Second, we assessed the efficacy of different satellite image resolutions in capturing these changes. Grazing ceased in the target area after the 2011 Fukushima Daiichi nuclear accident owing to radiation. We categorized the images as grasses, broadleaf trees, and conifers. The results showed a 36% decline using high-resolution satellite image analysis and 35% using Landsat image analysis in the unused pasture area since grazing suspension in 2011, transitioning primarily to broadleaf trees, and relative stabilization by 2018. Tree encroachment was prominent at the eastern site, which has a lower elevation and steeper slope facing north, east, and south. WorldView-2 consistently outperformed Landsat-8 in accuracy. Landsat-8's classification variation impedes its ability to capture subtle distinctions, particularly in zones with overlapping or neighboring land covers. However, Landsat effectively detected area reductions, similar to high-resolution satellites. Combining high- and medium-resolution satellite data leverages their respective strengths, compensates for their individual limitations, and provides a holistic perspective for analysis and decision-making. The opportunity to measure the concentrations of 3H and 36Cl released by the Fukushima nuclear accident in 2011 directly in rain was lost in the early stage of the accident. We have, however, been able to reconstruct the deposition record of atmospheric 3H and 36Cl following the accident using a bore hole that was drilled in 2014 at Koriyama at a distance of 60 km from the accident. The contributions of 3H and 36Cl from the accident are 1.4 × 1013 and 2.0 × 1012 atoms m−2 respectively at this site. Very high concentrations of both 3H (46 Bq L−1) and 36Cl (3.36 × 1011 atoms L−1) were found in the unsaturated soil at depths between 300 and 350 cm. From these, conservative estimates for the 3H and 36Cl concentrations in the precipitation in the ~ 6 weeks following the accident were 607 Bq L−1 and 4.74 × 1010 atoms L−1, respectively. A second hole drilled in 2016 showed that 3H concentrations in the unsaturated soil and shallow groundwater had returned to close to natural levels, although the 36Cl concentrations were still significantly elevated above natural levels. One of the lessons learned from the Fukushima Daiichi nuclear power plant (NPP) accident is strengthening the station blackout (SBO) mitigation capabilities by enhancing defense in depth for all existing and new NPPs. One of the possible remedies is diverse and flexible coping strategies (FLEX). The objective of this study is to address the benefits of FLEX in various accident scenarios in terms of both risk and cost. FLEX was originally devised against SBO accidents. In this research, we investigate the fundamental plant responses against accidents considering two fundamentally different cases: accidents that lead to high pressure on the primary side and accidents that lead to low pressure on the primary side. Several uncertainties are associated with the characteristics of the FLEX portable equipment. Specifically, the time for FLEX deployment may depend on several factors such as type of accident, point of injection, availability of safety systems, battery backup timings, and human actions. This study utilizes a dynamic risk assessment framework to analyze accident scenarios and suggests a novel importance measure, which is a cumulative distribution function–based importance metric that characterizes the influence of input distribution on complete output distribution. The importance of the existing and newly developed FLEX strategy based on risk significance is illustrated with examples. Responses to trauma can involve complex meaning-making processes and the perception of ambiguous threats. This study sought to explore response trajectories to a nuclear disaster and their intertwining courses with ecological factors (Trajectories intertwining with Life—TiL) from adolescence onward among a non-evacuated population. Four women and four men (mean age 20) who were adolescents during the 2011 nuclear accident in Fukushima (mean age 14), and who grew up outside the restricted zone participated in the study. Semi-structured life story interviews were conducted in the form of in-depth qualitative inquiries. A holistic analysis was employed to identify the TiL patterns following the Fukushima nuclear disaster in the overall context of the stories and to reveal important themes throughout adolescence. Four TiL patterns were found: three trajectories corresponding with those identified in prior research and one newly identified trajectory. The perceived, distal, and continuous threat of radiation played a central role in all patterns and exerted secondary impacts throughout the lives of non-evacuated adolescents. The study's implications shed light on rarely studied response trajectories to ambiguous Potentially Traumatic Events (PTEs) throughout adolescence and point out the benefits of using a life story approach to this end for the first time. Sabu Kohso's book "Radiation and Revolution" explores the intersection of nuclear power, global capital, and the nation-state, and how these forces limit our autonomy, existential necessities, and planetary relations. Kohso argues that the Japanese state has institutionalized nuclear energy and waste management to maintain state hegemony. He proposes a vision of resistance to the nuclear nation-state and its control, which involves "forgetting Japan" and "forgetting Tokyo." Kohso also examines the concept of the archipelago and its role in Japanese insularity and imperial conquest. He emphasizes the need to decompose the apparatuses of capture that uphold the nation-state and advocates for a defense of the places we inhabit against state control. Rachel DiNitto's book, "Fukushima Fiction: The Literary Landscape of Japan's Triple Disaster," examines the literary responses to the 2011 earthquake, tsunami, and nuclear disaster in Japan. Introduction: On March 11, 2011, the Great East Japan Earthquake occurred in Japan, with a nuclear accident subsequently occurring at the Fukushima Daiichi Nuclear Power Plant. The disaster forced many evacuees to change particular aspects of their lifestyles. However, the effect of evacuation on the new-onset of hyperuricemia have not been sufficiently elucidated. This study assessed the association between evacuation and new-onset hyperuricemia after the earthquake based on the Fukushima Health Management Survey from a lifestyle and socio-psychological perspective. Materials and methods: This is a 7-year prospective longitudinal study included 18,140 residents (6,961 men and 11,179 women) with non-hyperuricemia who underwent both the Comprehensive Health Check and the Mental Health and Lifestyle Survey in fiscal year 2011. Associations between new-onset hyperuricemia and lifestyle- and disaster-related factors, including evacuation, were estimated using a Cox proportional hazards regression model analysis. Hyperuricemia was defined as uric acid levels > 7.0 mg/dL for men and > 6.0 mg/dL for women. Results: During a median follow-up of 4.3 years, 2,996 participants (1,608 men, 23.1%, 1,388 women, 12.4%) newly developed hyperuricemia. Significant associations were observed between evacuation and onset of hyperuricemia in women (adjusted hazard ratio 1.18, 95% confidence interval, 1.05–1.32, p = 0.007), but not in men (adjusted hazard ratio 1.11, 95% confidence interval, 0.99–1.24, p = 0.067). Discussion: Evacuation after a natural disaster is an independent risk factor for the new-onset of hyperuricemia in women. The nuclear‐contaminated water in the seawater near the site of the Fukushima nuclear power plant (NPP) accident is being investigated for treating the radioactive material. One of the most important considerations in the treatment is the management of the vast aquatic area of the oceanic scale. There are two methods in the application of osmosis and filtration for the modeling. There is the molecule quantity by the water volume where the list of transition of quantities is shown, where it decreases to 10% from the reversed osmosis method and to 0.01% from the filtration method in 9 days. In the filtrations, the discharge variations in the sea are described as the maximum and minimum values within 100 square velocities. After the Fukushima nuclear accident, the development of new accident-tolerant fuel cladding materials has become a research hotspot around the world. Due to its outstanding corrosion resistance, radiation resistance, and creep properties at elevated temperatures, the oxide dispersion strengthened (ODS) FeCrAl alloy, as one of the most promising candidate materials for accident-tolerant fuel cladding, has been extensively studied during the past decade. Recent research on chemical composition design as well as its effects on the microstructure and mechanical properties has been reviewed in this paper. In particular, the reasonable/optimized content of Cr is explained from the aspects of oxidation resistance, radiation resistance, and thermal stability. The essential role of the Al element in oxidation resistance, high-temperature stability, and workability was reviewed in detail. The roles of oxide-forming elements, i.e., Y (Y2O3), Ti, and Zr, and the solid solution strengthening element, i.e., W, were discussed. Additionally, their reasonable contents were summarized. Typical types of oxide, i.e., Y–Ti–O, Y–Al–O, and Y–Zr–O, and their formation mechanisms were also discussed in this paper. The total annual effective dose has steadily decreased since the fallout of the Chernobyl Nuclear Power Plant. However, chronic internal exposure to 137Cs still persists and fluctuates in a complex and unpredictable manner. Recently, body contamination was found to primarily occur owing to the intake of forest foodstuffs that contain long-lived 137Cs. Forest foodstuffs may have up to 100 times higher concentration of cesium than does local milk and meat. The present study aimed to investigate the recent dietary habits of residents in the Zhytomyr region of Ukraine, and assess the effect of the intake of forest foodstuffs on the increase in internal radioactivity from 137Cs. We screened 1,612 participants, from July 2016 to February 2018 for internal radioactivity, using whole-body counter at Korosten Medical Center and surveyed their background and intake habits. We analyzed the association among food type, intake frequency, and internal exposure dose. The analysis revealed that nearly 90% of the participants regularly consumed one of the forest foodstuffs (mushrooms, berries, fish) or milk. Nearly 80% of the participants indicated that they consumed mushrooms or berries or both. Internal radioactivity was detected in 30% of the participants. The diet that included mushrooms exhibited the highest internal radioactivity. The lowest Bq/kg concentration was observed in the only-berry group, following the no-intake group. There was a significant correlation between the intake frequency and the magnitude of Bq/kg. Radioactivity detected in the mushroom-berry and only-mushroom group were 8.6 and 9.2 Bq/kg, respectively. The lowest and highest intake frequency showed a radioactivity of 2.4 and 7.5 Bq/kg, respectively. Radioactivity in the winter season was significantly higher than that in other seasons. The article explores the tensions between the state, science, and the lived experience among the residents in the aftermath of the 2011 nuclear accident in Fukushima. The author proposes the analytics of the "surreal" to apprehend the incommensurable divide invisible radiation in society had produced between the state's technoscientific focus on making the radiation visible and people's diverse everyday experience of radiation in various aspects of life. Be it the bombings of Hiroshima and Nagasaki, the escalations of the Cold War, or the triple disaster at Fukushima, the problem of representing disaster remains an exigent yet precarious one. Published amid rising global tensions, Abe Kōbō's The Ark Sakura (Abe, 1984) questions the limits of representation within this perplexing discursive landscape. In this article, I will examine the text's engagement with the concepts of governmentality, time, and representation, with special consideration towards an overarching structural critique of the role of information – more specifically, the flow and distribution of information – within Cold War nuclear discourse. Just as the tunnels of the quarry in the novel amplify and distort every sound and utterance into confusing, often duplicitous signals, the discourses surrounding nuclear disaster have always had to traverse complex topologies of frequently conflicting signs and signifiers, including but not limited to corporate, geopolitical, and ideological interests. To that end, I propose a reading of the novel alongside a reconceptualization of nuclear discourse as belonging to a larger genealogy of technological narratives, media compositing, and networked power, and in so doing, attempt to situate it within ongoing modalities of how techno-ecological disaster is imagined and discussed. The articles in this special issue explore the limits of nuclear representation and discourse via analyses of Japanese literature, photographs, animated television shows, and social media posts. Through these media, the authors delve into the subjectivity of disaster victims – children, youth, women, national subjects, foreigners, humans, and animals – and cross the temporal networks connecting the atomic bombs, the Cold War, the 2011 Fukushima disaster, and the COVID-19 pandemic as they navigate the nexus of government power, technological narratives, and ecological destruction. Writing from the perspective of 2023, over a decade after the Fukushima Daiichi nuclear meltdowns, the issue looks back to this critical moment to consider how the disaster realigns Japan's history of the nuclear, changes both the domestic and global narrative, questions our understanding of our human subjectivity, and impacts the planetary ecology. The hindsight of a decade allows for a wider vista, a chance to reconsider the Fukushima disaster itself and reassess its rupture, but also its historical placement following the atomic bombs and an era of economic and social collapse, as well as the ongoing repercussions of the 2011 disaster during the more recent COVID-19 pandemic. In order to improve the safety of operating nuclear power plants with RBMK-1000 reactors, work is underway for developing and substantiating the control actions of personnel under severe accident conditions for all possible initial states of the power unit, including shutdown for decommissioning. An accident is considered using the STEPAN‑T 3D program developed specifically for simulating an accident with the complete blackout of a RBMK reactor. The time dependence of the temperature in the core, metal structures, and OR scheme is given. Quantitative estimates of the hydrogen formation during an accident are shown. The possibility of re-criticality and release of radioactive substances occurring during the accident are discussed. Possible measures to mitigate the consequences of the accident are given. The present study examines how media connectedness influences collective efficacy and civic participation in post-disaster Fukushima. The Fukushima Nuclear Disaster in March 2011 permanently changed the lives of Fukushima residents by altering their physical and social environments. The majority of Fukushima residents have been dealing with a new, negative identity related to "Fukushima" imposed upon them. In such a context, the study takes an ecological perspective to examine how people's connectedness to macro- and meso-level media are related to their collective efficacy and civic participation. Based on communication infrastructure theory, the study found that traditional and social media local storytelling have direct effects on collective efficacy, while mainstream media connectedness has indirect effects on collective efficacy via local storytelling. Mainstream media connectedness and local storytelling have indirect effects on offline civic participation via collective efficacy. This study is one of the few that examined how storytelling on different levels and platforms directly or indirectly affects community outcomes. Postphenomenological studies have explored technological mediation between the human body and the world by analysing the bodily experience of the world. Applying this analytical perspective to predictive technology requires some expansions because humans cannot directly experience the future world. I conceptualize pre-spectival focus, which refers to how human attention is directed to the making-future-present process, and which features or aspects of its process are foregrounded or backgrounded. Through the concept of pre-spectival focus and actor-network theory (ANT), this article examines the case of System for the Prediction of Environmental Emergency Dose Information (SPEEDI), a Japanese technology used to simulate the atmospheric dispersion of radionuclides released from nuclear reactors. SPEEDI provides prediction maps representing radiological consequences and was expected to support evacuation decisions during nuclear emergencies. However, this was not the case with the Fukushima disaster, which led to a socio-technical controversy regarding SPEEDI's usage. Based on bibliographic surveys and several interviews, I encapsulate four multistable uses of SPEEDI: prediction as supporting advice, prediction as a tool for evacuation drills, prediction as self-protection, and prediction as a source of misunderstanding. Relevant actors perceive the predictions of a nuclear disaster in each stability depending on the diversity of their pre-spectival foci, which is also related to the forms of life nourished through their professional and daily lives. A distinct rivalry can be observed between the two actor-networks around nuclear emergency management in which SPEEDI is differently enrolled: the social control network and self-determination network. In the former, the residents are constituted as passive selves who obediently follow governmental instructions; in the latter, residents are included as autonomous subjects who can actively decide protective actions. "Land of Nuclear Enchantment: A New Mexican History of the Nuclear Weapons Industry" by Lucie Genay provides a comprehensive social history of the nuclear weapons industry in New Mexico. The author explores the concept of "nuclear colonialism" and "internal colonialism," highlighting how the military, Anglo scientists, and military-industrial corporations colonized one of the poorest states in the US, which had a significant Hispano and Native American population. The book examines the negative impacts of nuclear colonialism, such as the dispossession of ranchers, unequal compensation for land clearing, displacement of Native American sacred sites, and the exposure of Hispanos and Native Americans to toxic waste and nuclear risk. However, the book also acknowledges the economic benefits that some individuals gained from working in the nuclear industry. The author concludes by discussing the health and environmental costs of New Mexico's nuclear activities and the emergence of lawsuits and citizens groups seeking compensation and accountability. While the book provides a comprehensive overview of New Mexico's nuclear history, it may overinterpret certain sources and fails to acknowledge similar issues in other nuclear facilities across the country. After the Fukushima nuclear accident, the concept of accident-tolerant fuel (ATF) cladding coating was proposed with the aim of increasing the rescue time in the case of an accident. Cr coatings are considered to be promising ATFs cladding materials for loss-of-coolant-accident conditions. The oxidation behavior of a Cr coating is dominated by the microstructure and defects formed during the deposition process. To endow the Cr coatings with excellent oxidation resistance under a high-temperature steam environment, we deposited Cr coatings on Zirlo substrates by high-impulse-power magnetron sputtering (HiPIMS), a technique that can optimize the microstructure of the coating compared to the traditional arc ion plating (AIP) technique. The results revealed that the HiPIMS-Cr coatings exhibited a better steam oxidation resistance, and their oxidation weight gains were 14.6% and 42.4% lower than those of AIP-Cr coatings at 1100 °C and 1200 °C, respectively.
