Many sport for development and peace organizations operate with limited resources and in low-resource environments. While resource constraints impede some organizations, others demonstrate an adaptive behavior, known as bricolage, to repurpose and flexibly engage existing resources to accomplish their goals. In this study, we ask what distinguishes organizations that engage in bricolage from others. We specifically test whether sport for development and peace nonprofits that engage in bricolage are more likely to engage in social innovation, and we test those findings against organizational size, age, and characteristics of organizations' operating environments. Using data from an international sample of 161 sport for development and peace nonprofits, we find that organizations employing greater levels of bricolage also demonstrate significantly higher levels of innovation, except for process-focused innovations, which are significantly associated with environmental turbulence. This research investigates residents' pro-environmental behavior from the unique perspective of government-resident interactions. Guided by social movement theory, how local governments regulate residents' waste-sorting behavior in Chinese rural tourism destinations is assessed. This longitudinal study (lasting from 2016 to 2022) uses participant observation, in-depth interviews (N = 25), and secondary data as the key research techniques. The dual roles of local governments (i.e., resource mobilization and power redistribution) jointly shape residents' pro-environmental behavior in the waste-sorting campaign. Resource mobilization enhances knowledge of waste-sorting and raises individuals' environmental consciousness. Power redistribution within groups activates social networks in rural communities and changes groups' social capital to influence residents' collective behavior. Results are discussed in relation to how the organizational-level resource mobilization and power redistribution influence the individual-level environmental psychological and sociological factors in shaping residents' waste-sorting behavior. The available amount of wood supply is essential for national strategic planning and evaluation of forestry in Sweden. Since Sweden holds a large part of the forests in the European Union and plays a significant role in the global trade of wood-based products, a precise estimate of the potential of the Swedish forest resource is also important in regional and global outlook studies. In this study, we analyse factors influencing the availability and mobilization of wood supply. By comparing data from the Swedish National Forest Inventory with the stand registers of the five largest forest owners in Sweden, we estimate the productive forest area not included in the forest owners' stand databases. Our results show that 0.4 million hectares, or 5% of these large-scale forest owners productive forest area, is outside their stand registers and therefore neither included in their long-term harvesting plans nor in their nature conservation plans. For small-scale forest owners, we analyse the final felling rate during 2004–2020 using satellite imagery to estimate the proportion of properties that abstain from final fellings and thereby could affect the potential mobilization of wood supply. During this period, 32% of the forest properties owned by small-scale forest owners have not done any final felling. These forest estates hold in total 1.1 million hectares of productive forest land or 9% of the area owned by small-scale forest owners. Why do some insurgent groups escalate violence to higher-intensity insurgencies or civil war? We explore this question among 140 insurgent groups worldwide across various thresholds of armed conflict. We argue that the main drivers of escalation are insurgent networks and domestic resource mobilization. Findings show that territorial control and engagement in criminal activities to finance operations are key factors associated with insurgent-inflicted battle deaths. The number of insurgent alliances, however, is the strongest determinant of higher-intensity armed conflicts. State counterinsurgency strategies also play an important role. Once depicted as a flagship case for the soft power—based foreign policy of young democracies, Turkey's conduct of foreign affairs following its authoritarian backsliding has been increasingly associated with hard power. Using the case of Turkey's Africa policy under the AKP, this article challenges this reading and its underlying conceptual assumptions. To overcome the spurious democracy—soft power vs. autocracy—hard power dichotomy, it argues for adopting a process-oriented approach to analysing the foreign policies of (autocratising) states by focusing on, firstly, the foreign policy situations in which they mobilize power resources to a particular end; and, secondly, the extent to which they attempt to gain control over societal power resources. The resource mobilization (RM) theory has long discovered the significance of money for protests; yet can this insight be applied to nowadays' decentralized movements, characterized by the absence of organizational leadership and more creative and spontaneous participation from below? While the RM perspective is anchored in a political economy of organizational fundraising, it is time to bring in Viviana Zelizer's economic sociology to understand how participants utilize the role of donors, consumers, savers, and investors for the movement purpose. Focusing on Hong Kong's prodemocracy movement, this article theorizes the full panoply of 'monetary mobilization' to revise RM's narrow conception. By offering a safer and anonymous channel of expression, monetary mobilization emerges as a substitute for in-person participation for risk-averse citizens with financial means. Money is always loaded with symbolic meanings and ethical considerations so that it also functions as a vehicle of the moral outrage and utopian aspirations. Participants are keen to establish a proper relationship between sponsors and beneficiaries by exercising diligent oversight to prevent its corruption. The view posited by the International Demonstration Effects hypothesis is that exposure to developed country's consumption pattern will have negative effect on less developed countries domestic resource mobilization for development. This paper therefore attempts a validation of the international Demonstration Effect Hypothesis in Nigeria. The study employed annual time series data sourced from world development Indicators for the period 1996 and 2021. Autoregressive Distributed lag model (ARDL model) was adopted as the estimation technique for the study. The empirical results of the estimated models do not support the hypothesis that international demonstration effect when proxied with percent of the population with access to the internet depresses savings mobilization efforts in Nigeria over the period of the analysis. The environment has played a crucial role in the formation of early states in many regions over history. It provided the necessary resources, defenses, and transportation networks, allowing early societies to grow and flourish. States that were able to successfully harness these environmental features were often able to consolidate power and rule for a long run. The Ahoms, a migrant ethnic group, formed a powerful state in Assam from the 13th to 19th century, and their success was largely dependent on their ability to mobilize the natural resources of the region. This study will focus on the Ahom's agendas regarding mobilization of natural resources and how they utilized these resources to build a strong and prosperous state. This article contributes to our understanding of the ways in which human societies can utilize natural resources and offers valuable insights into the ecological history of the Brahmaputra Valley. This paper delves into the spillover effects of fiscal decentralization on access to essential social services within communes in Burkina Faso. It employs a Dynamic Spatial Durbin Model that comprehensively incorporates temporal dynamics, spatial interdependence concerning the dependent variable, and spatial interdependence concerning exogenous variables. The analysis covers 280 municipalities, which represents 80% of the municipalities in Burkina Faso, over the period 2011–2020. The findings substantiate the presence of spillover effects stemming from fiscal decentralization on the availability of fundamental social services. However, the nature of these spatial effects hinges on the particular type of fiscal resources and local public goods under consideration. Notably, both capital expenditures and decentralized cooperation resources yield short‐term and long‐term direct as well as indirect enhancements to the quality of education and accessibility to potable water. On the other hand, self‐generated revenue and operational grants augment water accessibility but bear no impact on educational quality. The outcomes put forth imply that municipal councils should concurrently bolster resource mobilization by fortifying decentralized cooperation and widening the tax base. How can we measure the resource mobilization (RM) efforts of social movements on Twitter? In this article, we create the first ever measure of social movements' RM efforts on a social media platform. To this aim, we create a four-conditional lexicon that can parse through tweets and identify those concerned with RM. We also create a simple RM score that can be plotted in a time series format to track the RM efforts of social movements in real time. We use our tools with millions of tweets from the United States streamed between November 28, 2018, and February 11, 2019, to demonstrate how our measure can help us estimate the saliency and persistency of social movements' RM efforts. We find that our measure captures RM by successfully cross checking the variation of this score against protest events in the United States during the same time frame. Finally, we illustrate the descriptive and qualitative utility of our tools for understanding social movements by running conventional topic modeling algorithms on the tweets that were used to compute the RM score and point at specific avenues for theory building and testing. In the relationships between foundations and communities, resources of different types are mobilized and those who receive them are seen in an asymmetrical position; this study seeks to identify and interpret the narrative elements that characterize the perceptions about philanthropic practices among communities in Mexico; as well as to characterize the narrative elements that question the hegemonic definitions of philanthropy. Based on three workshops, with the participation of 70 people from 19 Mexican states, we analyzed knowledge and perceptions regarding the definition of community philanthropy, the recognition of differentiated contributions between men and women, and the recognition of the types of resources and how they are mobilized. The people participating in the workshops do not identify with a generalized definition of Community Philanthropy, but rather different philanthropic practices were made visible related to the work carried out in the private and public spheres, the processes of memory recovery and attachment to the territory. It is concluded that the visibility of the resources contributed by the communities, mainly the intangible ones, promotes symmetrical relationships; as well as recognizing that external donations enhance the processes that are already taking place within the communities. Background: Severe Acute Respiratory Infections (SARI) caused by influenza and other respiratory viruses pose significant global health challenges, and the COVID-19 pandemic has further strained healthcare systems. As the focus shifts from the pandemic to other respiratory infections, assessing the epidemiology and burden of SARI is crucial for healthcare planning and resource allocation. Aim: to understand the impact of the post-pandemic period on the epidemiology of SARI cases, clinical outcomes, and healthcare resource utilization in Tunisia. Methods: This is a prospective study conducted in a Tunisian MICU part of a national sentinel surveillance system, focusing on enhanced SARI surveillance. SARI cases from week 39/2022, 26 September to week 19/2023, 13 May were included, according to a standardized case definition. Samples were collected for virological RT-PCR testing, and an electronic system ensured standardized and accurate data collection. Descriptive statistics were performed to assess epidemiology, trends, and outcomes of SARI cases, and univariate/multivariate analyses to assess factors associated with mortality. Results: Among 312 MICU patients, 164 SARI cases were identified during the study period. 64(39%) RT-PCR were returned positive for at least one pathogen, with influenza A and B strains accounting for 20.7% of cases at the early stages of the influenza season. The MICU experienced a significant peak in admissions during weeks 1-11/2023, leading to resource mobilization and the creation of a surge unit. SARI cases utilized 1664/3120 of the MICU-stay days and required 1157 mechanical ventilation days. The overall mortality rate among SARI cases was 22.6%. Age, non-COPD, and ARDS were identified as independent predictors of mortality. Conclusions: The present study identified a relatively high rate of SARI cases, with 39% positivity for at least one respiratory virus, with influenza A and B strains occurring predominantly during the early stages of the influenza season. The findings shed light on the considerable resource utilization and mortality associated with these infections, underscoring the urgency for proactive management and efficient resource allocation strategies. Hybrid learning is a process of technology mixed learning methods associated with traditional procedures. The article intended to assess the impact and Persuasiveness of Hybrid learning among UG and PG students of selected colleges in Kerala in the context of revolutionary transformations in the educational field that occurred during and after the pandemic. A questionnaire survey was conducted among 244 students. The population comprised 102 Post Graduate and 142 Undergraduate students. A 5-point Likert Response Scale was used for formulating the results and conclusion. Student's preferences, learning strategies, attitudes, behavioral tendencies, ability and acceptability to achieve the learning goals, adaptiveness of instructional techniques, flexibility and problems of hybrid environment, the difference between hybrid and traditional learning, the infrastructure contributions and resource mobilization in the new learning context, etc are tested through the structured questionnaire. This Viewpoint presents a case study that explored the effects of using a performance-based Memorandum of Understanding (MoU) in public health donor programs to enhance health metrics, program efficiency, and accountability. The MoU between Kebbi State Government in Nigeria and the United States Agency for International Development (USAID) focused on strengthening primary healthcare. It covered Health Systems Strengthening (HSS) indicators, overseen by an Operations Committee (OC) and a high-level Steering Committee (SC). Quarterly and biannual reviews tracked indicators through a dashboard developed by the Integrated Health Program (IHP). Results suggest that the MoU led to better monitoring of primary healthcare (PHC) revitalization, health sector work plan harmonization, and data quality. Dashboard tracking showed improved health facility financing, immunization, antenatal care, and skilled attendants at births. The use of the MoU demonstrated potential for boosting program efficiency, cost-effectiveness, and political commitment for resource mobilization in public health initiatives. This study is informed by goal number four, target one of the Sustainable Development Goals (SDGs), on the increase of accessible, equitable, and quality primary and secondary education by 2030. The intended outcome of this goal cannot be achieved in Tanzania when juveniles who fall in conflict with the law are left out of the mainstream of education. The study utilized a cross-sectional design, which embraces the qualitative approach. Its data were obtained through purposeful sampling techniques (convenient and snowballing sampling), in which twenty-eighty respondents participated. The data collection techniques used were indepth interviews and focus group discussions. The ATLAS.ti 9 software was employed during qualitative data analysis. The main findings reveal that the diversion programme effectively addresses juveniles' educational needs and mitigates associated stigma and retribution. Furthermore, it helps in amicably solving the juveniles' problem due to assessment of individual juveniles, generating suitable tailor-made interventions. Challenges obtained were that police officers still used much force during the arrest, and some would demand bribes; the traditional system was lengthy and cumbersome; there was a shortage of workforce and buildings; limited financial resources and equipment; and some juveniles and actors did not know the programme. The article concludes that the diversion programme is vital to achieving education for all as envisaged by the SDGs. It further recommends capacity building to all social actors on the importance of diversion, mobilization of resources, and researchers should be encouraged to conduct studies in JJA, in particular indigenous models and practice of the diversion programme. Many Big Science projects and networks experience conflict. A plethora of disciplines have examined conflict causes in science collaboration and Big Science, contributing to a more nuanced understanding of why conflicts emerge. Yet, so far, there is no theoretical model that explains which mechanisms connect conflict cause and outbreak in Big Science. Drawing on interdisciplinary literature on science collaboration and Big Science as well as on scholarship on strategic action fields (SAFs), I address this blind spot by proposing a model that outlines which mechanisms induce and fuel conflict in Big Science projects and networks. Five interlinked mechanisms – attribution of threat or opportunity, mobilization of resources, coalition-building, boundary deactivation and innovative action – are central to it. Tracing these mechanisms in conflictual episodes which emerged in three typical, yet most-different, Big Science cases – the International Experimental Thermonuclear Reactor (ITER), the Human Brain Project (HBP) and the Thirty Meter Telescope (TMT) – this study also provides a proof of concept for the model. Circular‐born firms face resource constraints first, as they emphasize the use and reuse of materials as an opposite to the linear production system of taking, making, and disposing of resources, and second, due to systemic challenges like lack of scale and information on resources. Given these challenges, entrepreneurs need to find novel solutions for resource mobilization in the circular economy (CE). This study aims to identify how entrepreneurs mobilize resources to accomplish these challenges. With qualitative, multiple‐case study research in circular‐born firms developing a CE business model (CEBM), we identify four patterns of resource mobilization serving different purposes in the development of a CEBM. While three patterns—resource seeking, material bricolage, and ideational bricolage—are established concepts in entrepreneurship, we identify and conceptualize a fourth unique pattern in the CE: value‐based bricolage. By conceptualizing the activity domains of value‐based bricolage and examining the motivation and outcomes of each pattern in designing CEBMs, we provide new insights into how solutions to challenges concerning the use of resources in the CE enable circularity. Environmental activism organizations depend on recruiting and retaining individuals willing to engage in leadership tasks on a voluntary basis. This study examined the resources which help or hinder sustained environmental volunteer activist leadership behaviors. Interviews with 21 environmental volunteer activist leaders were analyzed within a Resource Mobilization Theory framework. While six resources supporting sustained engagement in volunteer activist leadership behaviors were identified, only three were sought by all participants: time, community support, and social relationships. Money, volunteers and network connections were considered valuable resources, however their acquisition generated significant additional administrative burdens. Social relationships sustained volunteer activist leaders through fostering feelings of positive emotions connected with the group. We conclude with suggestions for organizations seeking to increase retention of activist volunteer leaders: namely larger organizations sharing their resources to reduce administrative demands on volunteer activist leaders in smaller organizations; developing movement infrastructure groups to build and sustain networks; and the prioritization of positive relationships within volunteer teams. Security partnerships between unequal partners walk a fine line between mutually beneficial cooperation and coercion. This article theorizes resource provision in security partnerships in which a funder substantively supports a recipient organization. Specifically, I develop an argument concerning the effect of principal–agent interactions in security partnerships on the recipient's agency through mechanisms of agenda-setting and capacity-building. The European Union's (EU) peace and security partnership with the African Union (AU) illustrates the contentious politics of resource mobilization in security partnerships, and how these politics affect the secretariat of the recipient organization. The article arrives at the rather optimistic conclusion that the EU is a generous partner with an explicit goal of cooperative engagement. Furthermore, opportunities for coercion are minimized by the EU's internal bureaucratic obstacles, the AU's strategic sequencing of the resource mobilization process, and the overarching post-coloniality of the partnership. However, occasional episodes of coercive EU behaviour have led to considerable tensions in the partnership. These findings add important contrast to postcolonial critiques of AU funding: the AU Commission exercises considerable organizational agency, which relegates the EU – despite being a large payer – to the role of a small player, particularly when it comes to directly influencing the AU. Indigenous peoples in Southeast Asia have organized on issues that affect their rights at the local, national, regional and global level. This article argues that one important component of the rise of this activism is the presence of regional scalar bridging organizations that link activism across scales and support the growth of Indigenous movements by providing access to global and regional opportunities for action. In Southeast Asia, the Asian Indigenous Peoples Pact (AIPP) and Tebtebba play this role through their presence in global political arenas and their many activities with partner organizations in the region. Drawing on social movement theory, this article outlines how regional social movement organizations potentially support global activism in the Global South by scale bridging in the areas of (1) resource mobilization, (2) creation of political spaces and opportunities and (3) the diffusion of ideas. Public health emergency management systems encountered difficulties in developing countries, especially in Pakistan. The COVID-19 pandemic was extremely challenging for different agencies/departments in Pakistan. Health emergency management depends on a well-established public health emergency operations center that could generate a coordinated response to emergencies. We conducted an assessment of public health emergency response coordination implemented during the COVID-19 at strategic level. This was mix-method qualitative study. Primary data was collected by using a structured questionnaire, and secondary data was collected by desk review. The agencies engaged in pandemic response at the national level in Pakistan were included in the assessment. The overall score of the emergency response coordination system during COVID-19 was 49% for all agencies. We found that agencies faced challenges in leadership, legislation, and financing issues during the pandemic response (44%). None of the agencies had a fully developed framework for joint planning and response system for health emergencies. Roles and responsibilities attached to designated agencies in response were relatively clear (55%) for most of the agencies. Effective public health emergency response is based on multi-departmental coordination, resource mobilization, and clear roles for each agency. Introduction: Inherited bleeding disorders (IBD) are genetic conditions that affect blood clotting, leading to complications such as prolonged or spontaneous bleeding into muscles or joints. Early identification and treatment are crucial to prevent complications and improve outcomes. However, effective patient outreach and identification programs for IBD face significant challenges globally. Aim: This study aimed to identify successful patient outreach initiatives for IBD, barriers encountered during implementation, and approaches used to overcome them. Methods: The World Federation of Haemophilia (WFH) conducted a survey of its national member organizations and other patient associations, totalling 153 organizations, to identify common strategies, barriers to their implementation, and solutions for outreach and the identification of people with IBD. The survey consisted of both closed‐ended and open‐ended questions, and the data were analysed using descriptive statistics and thematic analysis. Results: Common challenges included resource and sustainability‐related aspects such as financial constraints, limited lab equipment for diagnosis, and inadequate government commitment. Significant barriers also encompassed physical/geographical challenges like difficulty accessing remote areas, and inadequate logistical support and transportation. Seven themes emerged to enhance patient outreach: resource mobilization; awareness‐raising and advocacy; knowledge and capacity building; collaboration and partnership; decentralization of services; improved logistical support and infrastructure; utilization of technology and innovation; and financial aid and incentives. Conclusion: Multistakeholder collaboration, coupled with secured government commitment, is crucial for improving global outreach, diagnosis rates, and access to care for individuals with IBD. Movement-countermovement dynamics have frequently been examined under the lenses of resource mobilization theory and political opportunity theory. This article develops a relational perspective, which is implicit in previous works and complementary to existing perspectives, to analyze how an initially weak countermovement expands and defeats its stronger opponent. The movement's strength is not determined by its internal characteristics, but is contextually defined by its relationship with opponents. A countermovement gains ground by strategically targeting the opposing movement's vulnerabilities. This article examines the emergence of Taiwan's pro-nuclear movement in 2013 and how it succeeded in a 2018 referendum by abolishing a planned nuclear phase-out deadline. Taiwan's environmentalists' diffuse concerns, adoption of institutional channels after the 2016 transition of power, and insufficient attention to the climate change issue were all extensively exploited by pro-nuclear activists. As such, Taiwan's pro-nuclear activists gained ground not because of their strength, but because of skilled exploitation of the weakness of their rivals. [ABSTRACT FROM AUTHOR]

Purpose: The study focused on farm-based cooperatives in the Assin Fosu municipality and examined resource mobilisation as well as the factors that determine resource utilisation and the wellbeing of social and solidarity organisations. Design/Methodology/Approach: 180 respondents from six registered farm-based cooperatives in the Assin Fosu Municipality were chosen for the study using a mixed research design and a multi-stage sample method that included purposive, proportional, and simple random sampling procedures. The Focus Group comprised cooperative chairpersons and was further expanded to include the Municipal Co-operative Officer, who was specifically chosen as a key informant. In addition to narratives drawn from qualitative data, descriptive statistics and logistic regression were used to examine the data. Research Implications/Limitations: The limitation of this study is the measurement of farm size and income which were based on the mental construct of farmers because most of the cooperative members did not keep records. This tended to distort the reality related to farm size and income which were included in the construct of wellbeing and collective resource mobilisation. Findings: We discovered that, except for cooperatives based on cocoa, resource mobilisation was low across all the cooperatives. The study found that the mobilisation of resources and the collective purchase of agricultural equipment and supplies, which reduced production costs, were the driving forces behind resource utilisation. The main wellbeing indicators were longer membership durations and group resource mobilisation and utilisation. Practical Implications: The findings of the study will help contribute to the management of social and solidarity groups in Ghana and broaden the understanding of how this development approach affects livelihoods. It is also hoped that the findings will contribute to the mitigation of the cost of neoliberal policies by providing a path to wellbeing at the micro and informal levels through group resource mobilisation and utilisation. Social Implications: Social and Solidarity organisations serve as an alternative to economic organisations that are based on neoliberal principles. This is because the latter favours the dominant few in developing economies culminating in widespread poverty, inequalities, and a decline in wellbeing. To maximise wellbeing, cooperatives should intensify resource mobilisation, and utilisation whilst maintaining their membership. It showcases three initiatives that illustrate the power of collaborations between educational service centers, non-profits, schools, and local community members, offering impactful programs and support systems for disadvantaged families. Background: Most low- and middle-income countries have limited access to cost data that meets the needs of health policy-makers and researchers in health intervention areas including HIV, tuberculosis, and immunization. Unit cost repositories (UCRs)—searchable databases that systematically codify evidence from costing studies—have been developed to reduce the effort required to access and use existing costing information. These repositories serve as public resources and standard references, which can improve the consistency and quality of resource needs projections used for strategic planning and resource mobilization. UCRs also enable analysis of cost determinants and more informed imputation of missing cost data. This report examines our experiences developing and using seven UCRs (two global, five country-level) for cost projection and research purposes. Discussion: We identify advances, challenges, enablers, and lessons learned that might inform future work related to UCRs. Our lessons learned include: (1) UCRs do not replace the need for costing expertise; (2) tradeoffs are required between the degree of data complexity and the useability of the UCR; (3) streamlining data extraction makes populating the UCR with new data easier; (4) immediate reporting and planning needs often drive stakeholder interest in cost data; (5) developing and maintaining UCRs requires dedicated staff time; (6) matching decision-maker needs with appropriate cost data can be challenging; (7) UCRs must have data quality control systems; (8) data in UCRs can become obsolete; and (9) there is often a time lag between the identification of a cost and its inclusion in UCRs. Conclusions: UCRs have the potential to be a valuable public good if kept up-to-date with active quality control and adequate support available to end-users. Global UCR collaboration networks and greater control by local stakeholders over global UCRs may increase active, sustained use of global repositories and yield higher quality results for strategic planning and resource mobilization. Financial inclusion remains at the heart of governments concerns. By creating favorable conditions for access to a diversified range of adapted financial products and services at affordable costs for the populations, financial inclusion generates important opportunities that could lead to increased tax revenue mobilization. This paper analyzes the effects of financial inclusion on tax revenue mobilization, using panel data from West African Economic and Monetary Union (WAEMU) countries over the period 2006–2019. The findings suggest that financial inclusion positively and significantly influences government's tax revenue. Moreover, by looking at the effects of disaggregated financial inclusion dimensions (access, use, and affordability) on various components of tax revenue, we find that the estimated coefficients on the subcomponents of financial inclusion are statistically significant. Results also indicate that the magnitude of effect of financial inclusion is higher on indirect taxes compared to direct tax revenues. This research recommends that policy‐makers should prioritize financial inclusion in their policies and development agenda through National Financial Inclusion Strategies (NFIS) because it can increase countries' resource mobilization and help them to build fiscal resilience. The governance of flood resilience comprises an array of policy instruments that can be applied to reduce damages and risks to the communities. Policy instruments available at the local level tend to have the greatest impact on communities' ability to absorb shock and resume normal operation. This study is the first attempt to analyze policy instruments and regulations guiding the progression of flood resilience measures in the Okanagan Valley, British Columbia. It aims to offer recommendations specific to the local context and identify the best practices to improve flood resilience of the communities. Therefore, the study adopted a multistage methodology including literature review, stakeholder consultations with the organizations (consisting of municipalities, regional districts, and First Nations), and quantitative analysis using present/absent criteria to measure prevalence of given indicators and five flood resilience classes. The results suggest that the flood resilience policies and strategies of 22 organizations in the Okanagan valley are predominantly focused on flood preparation and mitigation, whereas policies related to during and post-flood management are still in infancy and do not offer satisfactory support. Notably, some organizations are proactive in recognizing looming flood risks, thus enacting essential policy measures to strengthen resilience. These results further highlight that these organizations have focused on a variety of measures to improve resilience, such as spatial planning, building construction setbacks, enhancing natural environment, protecting riparian areas, and stormwater management. As well, current flood-resilient practices by the Prairies (Calgary) paved the way for how both regions can learn from each other. The study sheds light on broader takeaways of what the findings of this study mean for other world regions. The study results are of great importance to the organizations across the Okanagan Valley as they lay the groundwork for resource mobilization to achieve flood resilience and sustainability. Background: Family planning (FP) is an important public health intervention that is proven to reduce unplanned pregnancies, unsafe abortions, and maternal mortality. Increasing investments in FP would ensure stability and better maternal health outcomes in Nigeria. However, evidence is needed to make a case for more domestic investment in family planning in Nigeria. We undertook a literature review to highlight the unmet needs for family planning and the situation of its funding landscape in Nigeria. A total of 30 documents were reviewed, including research papers, reports of national surveys, programme reports, and academic/research blogs. The search for documents was performed on Google Scholar and organizational websites using predetermined keywords. Data were objectively extracted using a uniform template. Descriptive analysis was performed for quantitative data, and qualitative data were summarized using narratives. Frequencies, proportions, line graphs and illustrative chart were used to present the quantitative data. Although total fertility rate declined over time from 6.0 children per woman in 1990 to 5.3 in 2018, the gap between wanted fertility and actual fertility increased from 0.2 in 1990 to 0.5 in 2018. This is because wanted fertility rate decreased from 5.8 children per woman in 1990 to 4.8 per woman in 2018. Similarly, modern contraceptive prevalence rate (mCPR) decreased by 0.6% from 2013 to 2018, and unmet need for family planning increased by 2.5% in the same period. Funding for family planning services in Nigeria comes from both external and internal sources in the form of cash or commodities. The nature of external assistance for family planning services depends on the preferences of funders, although there are some similarities across funders. Irrespective of the type of funder and the length of funding, donations/funds are renewed on annual basis. Procurement of commodities receives most attention for funding whereas, commodities distribution which is critical for service delivery receives poor attention. Conclusion: Nigeria has made slow progress in achieving its family planning targets. The heavy reliance on external donors makes funding for family planning services to be unpredictable and imbalanced. A quasi experiment (N = 100 university students) tested whether individual differences in action‐state orientation moderate task difficulty effects on resource mobilization assessed as cardiovascular response. According to action control theory, action‐oriented individuals have higher self‐regulation capacities in demanding situations than state‐oriented persons. Action‐orientated individuals should also self‐generate positive affect in face of obstacles. Therefore, drawing on Wright's (1998) ability extension of motivational intensity theory and research on affective influences on effort‐related cardiovascular response, we expected that action‐orientation should lead to stronger effort‐related cardiovascular responses in a difficult task, while state‐orientation should do so in an easy task. Reactivity of cardiac pre‐ejection period (PEP) during performance on a short‐term memory task corroborated this hypothesis. The present findings provide the first evidence of a link between action‐state orientation and effort‐related responses in the cardiovascular system. Action‐control theory predicts that individual differences in action‐state orientation—an action‐control capacity—moderate task difficulty effects on effort intensity. Our experiment found the first conclusive evidence for this idea. As predicted, action‐oriented individuals showed stronger cardiac pre‐ejection period reactivity in a difficult short‐term memory task, while state‐oriented participants did so when the task was easy. This study provides empirical evidence of major debates in collective action theory concerning resource and member heterogeneity by conducting a survey on 63 randomly selected water-user associations promoted by the West Bengal state government of India. The functioning and governance of these institutions were evaluated by efficiency in resource mobilization (collection of membership fees), members' perception of transparency and democratic decision-making, and dependency on third-party involvement in the future. The study finds that a larger command area, larger proportion of smaller farmers, optimum membership fee, frequent general body meetings, certain documentation, and power structure improve the functioning and governance indicators. This qualitative study uses Oberschall's Theory of Resource Mobilization (RMT) and Allport's theory of social prejudice, to describe the situation of the Kokoda people in Sorong. The data come from oral sources, interviews, observation and documents. The findings show that the mobilization of the Kokoda people in land of Tarof in Sorong, Southwest Papua was not merely a matter of becoming workers but was rather a political interest ahead of the 1969 PEPERA, Act of Free Choice, as a form of integration of Papua into the Unitary State of the Republic of Indonesia. However, this study also shows that the work carried out by most of the Kokoda people in Sorong, as rock diggers and sellers of mangi-mangi (mangrove) wood and peat, has marginalized them. This 'entity economy' has led to racism against the already marginalized Kokoda clan because the community views that they destroy nature by cutting down mangrove forests and digging rocks from now-dead coral reef. Introduction Hemorrhage is the leading cause of potentially preventable death on the battlefield. Resuscitation with blood products is essential to restore circulating volume, repay the oxygen debt, and prevent coagulopathy. Massive transfusion (MT) occurs frequently after major trauma; a subset of casualties requires a supermassive transfusion (SMT), and thus, mobilization of additional resources remains unclear. Materials and Methods This is a secondary analysis of a previously described dataset from the Department of Defense Trauma Registry. In this analysis, we isolated U.S. and Coalition casualties that received at least 1 unit of packed red blood cells (PRBCs) or whole blood (WB). Given a lack of consensus on the definition of SMT recipients, we included those patients receiving the top quartile of PRBC and WB administered within the first 24 hours following arrival to a military treatment facility. Results We identified 25,897 adult casualties from January 1, 2007 to March 17, 2020. Within this dataset, 2,608 (9.0%) met inclusion for this analysis. The median number of total products administered within the first 24 hours was 8 units of PRBC or WB. The upper quartile was 18 units (n  = 666). Compared to all other blood product recipients, patients in the SMT cohort had a higher median injury severity score (27 vs 18, P  < 0.001), were most frequently injured by explosives (84.9% vs 68.6%, P  < 0.001), had a higher mean emergency department (ED) pulse (128 vs 111, P  < 0.001), a lower mean systolic blood pressure (122 vs 132 mm Hg, P  < 0.001), and a higher mean international normalized ratio (1.68 vs 1.38, P  < 0.001). SMT patients experienced lower survival to hospital discharge (85.8% vs 93.3%, P  < 0.001). Conclusions Compared to all other PRBC and WB recipients, SMT patients experienced more injury by explosives, severe injury patterns, ED vital sign derangements, and mortality. These findings may help identify those casualties who may require earlier aggressive resuscitation. However, more data is needed to define this population early in their clinical course for early identification to facilitate rapid resource mobilization. The relationship between the rise of the modern European state and military resource mobilization has been studied either through the capacity of Europe's fiscal-military states to mobilize war-making resources internally or the continued importance of private, non-state contractors to fund, recruit and supply armies. Missing from this literature is an understanding of how military contractors acquired supplies outside of national borders as well as the sorts of diplomatic and personal connections these contractors drew upon to move war goods across multiple jurisdictions for hundreds of miles. This article adopts a micro-historical approach to the history of military resource mobilization, paying close attention to one shipment of grain purchased in central Europe by the British army during the War of Spanish Succession (1701–1714). By studying closely how British money paid French Huguenot contractors to buy the grain and transmit it across northern Italy to feed German and Spanish troops fighting in Spain, this one case shows how scholarship can move towards a transnational history of military logistics based on key urban centres rather than nations and borders. During the ten years from Wanli 28 to 38 (1600–1610), Hanshan Deqing, then an exiled leading Buddhist master, managed to launch large-scale reforms in Nanhua temple in an attempt to reinvigorate the ancestral temple of Chan Buddhism. Strategically significant though it was, this effort proved eventful and finally came to a tragic end, including the suicide of the temple's incumbent abbot. How deeply the process of the reforms and their significance can be understood hinges upon the extent to which two puzzles can be tackled. First, how could it have been possible for Deqing, as an exile, to initiate the reforms in such a significant temple in the first place? And how and why did Deqing's efforts evolve into such a life-and-death confrontation? Keeping these questions in mind, this article reveals how Deqing was able to mobilize resources for initial success by adjusting his strategies according to the situation; how his efforts were conditioned both by domestic situations on the local, regional, and national levels, respectively, and by international elements that characterized the dawn of the global age; and how the reform efforts failed halfway amid the escalating tensions between the new group led by Deqing and Nanhua's existing monks. This study highlights both the uniqueness of Buddhism in the often-overlooked Lingnan region—which, to a large part, determined the fate of Deqing's reform—and the vitality and fragility of the ongoing late-Ming Buddhist renewal. A seemingly continuous stream of crises in Europe has turned scholarly agendas towards assessment of the EU's management of crises. Those assessments vary widely, depending on the analytical focus and criteria used. This paper introduces three assessment criteria drawn from crisis research that pertain to the detection of a crisis, the mobilization of necessary resources, and the nature of the public debate about critical choices made in times of crisis. We relate these crisis management insights to long-standing debates in European integration theory to help link traditional crisis management assessments with EU-focused theorizing. The article offers a framework for assessment of the EU's performance as a crisis manager. We illustrate the utility of the framework with a brief application to the EU's response to Covid-19. We assess the EU's performance in positive terms: the Union acted quickly after a somewhat slow start and was very effective in mobilizing a variety of resources. Contemporary communication requires both a supply of content and a digital information infrastructure. Modern campaigns of misinformation are especially dependent on that back-end infrastructure for tracking and targeting a sympathetic audience and generating revenue that can sustain the campaign financially—if not enable profiteering. However, little is known about the political economy of misinformation, particularly those campaigns spreading misleading or harmful content about public health guidelines and vaccination programs. To understand the political economy of health misinformation, we analyze the content and infrastructure networks of 59 groups involved in communicating misinformation about vaccination programs. With a unique collection of tracker and communication infrastructure data, we demonstrate how the political economy of misinformation depends on platform monetization infrastructures. We offer a theory of communication resource mobilization that advances understanding of the communicative context, organizational interactions, and political outcomes of misinformation production. Are authoritarian successor party (ASP) supporters more likely to protest? I propose that ASP supporters are less likely to protest in general. The post-democratization mobilization environment is shaped upon the pre-democratization mobilization basis. During the pre-democratization period, protest was organized around the democracy movement. Thus, protest tactics and networks were accumulated through it. As former authoritarian ruling party supporters, ASP supporters are less likely to have legacies of participating in the democracy movement, which prevents them from accessing the accumulated protest resources from the democracy movement. However, I argue that this negative association varies based on the ASP qualities and supporters' age. Supporters of ASPs that maintain strong pre-democratization legacies are more likely to participate in protests than supporters of ASPs that do not strongly highlight their authoritarian legacies. Also, when the ASPs' characteristics are considered, older ASP supporters are more likely to participate in protests than younger supporters. Using both single-level and multilevel statistical analyses, I examine four Asian countries with politically powerful ASPs and find evidence supporting my hypotheses. Lastly, I compare two South Korean mass movements, the Candlelight movement and the Taegeukgi rallies to unpack the relationships between ASP supporters, protest resources, and mobilization. What explains the variety in victim-centric state policies of redress in postwar Bosnia and Herzegovina (BiH)? Rather than analyzing BiH as a special case of a divided ethno-national state, this article studies domestic victimhood politics as a phenomenon with wider comparative applications for post-conflict contexts. Redress, a set of policies that legally recognize victims/survivors of wartime atrocities and provide them with in-kind and financial support, has increasingly entered the demands of victims/survivors. Many have sought to expand their rights through new legal frameworks at the state and subnational levels. However, in the Bosnian case only some have succeeded (or partially succeeded) with their demands. Why? Using fieldwork data and relying on literature in transitional justice, identity and peacebuilding, I argue that the differences go beyond ethno-national divisions and identity politics and are explained by how victims/survivors utilize their victim capital that combines mobilization resources, moral authority and international salience. COVID-19 has acutely arrested the attainment of sustainable development goals (SDGs). Internal mobilization of resources got slimmed as the government's expenditure on health and social safety nets have increased. External sources are also constricted owing to the uncertainties over the cross-border investment and economic recovery process of the countries. A government study in 2017 projected that Bangladesh, on average, would need an additional USD 68.83 billion from internal sources and USD 11.03 billion from external sources since 2021 to accomplish its SDGs by 2030. Using autoregressive distributed lag (ARDL)forecasting techniques, this paper re-estimated future flows of all SDGs funding sources, e.g., fiscal revenues, private sector investment, non-government organizations (NGOs), public–private partnerships, foreign direct investments, and foreign grant still 2030 under the purview of the COVID-19. Revised allocation estimated by this study reveals that private investment and NGOs would need to contribute higher than the 2017 estimation during 2021–2025 while only private investment needs to be higher during 2026–2030. By combining the latest knowledge from cultural sociology and social network theories, a hypothesis is posed regarding the association between cultural consumption and social capital mobilization. On the classic example of looking for work, an assumption was made that persons who prefer or engage in a larger number of cultural forms (the so‐called omnivores) have greater chances to find work through social contacts than through any other methods or may count on social support when looking for job, and this relationship is stronger for non‐family than for family ties. These arguments are tested with the use of survey data collected in Poland in 2017 on a locally representative sample of adult residents aged 18–75. The results support the hypotheses and additionally show that people with different cultural profiles differ in their capacity to access and mobilize social resources. While participation in both highbrow and popular culture is efficacious, not all forms of the popular one are positively related to social resources. Mobilizing domestic resources is vital in financing domestic investment and social programmes, which are essential for reducing poverty in developing countries. We consider citizens' willingness to contribute to public goods as one mechanism for domestic resource mobilization. In particular, we are interested in how willingness to contribute varies on three dimensions: inequality in initial endowments, public good outreach (local vs. national), and the expected impact of giving. We conducted a preregistered (AEARCTR-0007746) online experiment with a sample of 900 respondents in South Africa. First, public goods game tasks with equal and unequal endowments were compared to estimate inequality impacts. Second, a dictator game decision with donations to a national charity was compared to the local public goods game to study the effect of project outreach. Finally, to estimate donation impact, charity decisions with quadrupled contributions were compared to those with doubled contributions. We find overall high levels of contribution, with much overlap across the different contexts considered. We note that the highest endowment proportion is contributed in the unequal context, with low endowment players giving the highest share of their endowments. Response time data shows that decisions take longer where donation impact is higher, and where endowments are unequal, particularly for those receiving lower endowments. [ABSTRACT FROM AUTHOR]

Several stakeholders assumed different responsibilities for global health security and safety during the COVID-19 pandemic. This study aims to highlight how the Tanzanian government, in collaboration with the international government, non-governmental organizations (NGOs), donor agencies, and stakeholders responded to the pandemic to improve health security and community well-being. This article analyzed secondary data sources from the World Health Organization's (WHO) country report and published reports from Tanzania's government to evaluate vaccine availability and health security. Findings from the data gathered indicate that the initial response from the Tanzanian government concerning the fight against the COVID-19 pandemic was rather abysmal due to the posture of the late President John Pombe Magufuli who at first downplayed the severity and seriousness of the COVID-19 pandemic. However, with the swearing-in of the new President, Samia Suluhu, there was a new approach and strategy instituted to deal with the pandemic which has resulted in the country making headway in containing the pandemic. Data gathered thus, indicate that, as of 11th February 2022, the total number of fully vaccinated individuals in the country as of 12th April 2022 stood at 3,435,513 from the total number of 2,205,815 reported on 11th February 2022. This study thus, concludes that there is a need for a strong stakeholder engagement with high-level political, community, and religious leaders and increased access to COVID-19 vaccination as well as a mass campaign to scale up vaccination activities with adequate resource mobilization and plan. The development of social media challenges the established conceptualizations of resources in social movements. While previous theories largely illustrated social movements as constantly searching for new and more resources, the development of social media has allowed some actors to gather and mobilize extensive resources rapidly, calling for an analysis of resource abundance. The aim of this article is to analyse how netroots organizations strategically act upon digital resource abundance and particularly focuses on how resources are mobilized and managed and how netroots organizations create organizational structures on social media. Three Swedish netroots organizations are used as empirical cases. This article shows that digital resource abundance is rewarding but also resource demanding as netroots organizations has to act like a Phoenix, the Greek mythological bird, as they constantly need to 'reinvent' themselves by being present and active on social media in order to maintain their digital resource abundance. In recent times, SNSs have been influential in re-shaping social movements. Not only do they allow access to cheaper and quicker mobilization resources for demonstrators, they also allow them to circumvent conventional communication networks to create their own narratives and thus gain communicative power. Therefore, the study explores the Twitter activities of the #EndSARS protesters in Nigeria on the night of the Lekki shooting with the specific objective of evaluating the role of influencers within the movement as well as establishing the various manifestations and expressions of anger or hope as tweeted by participants in the protests. The study discovered that users relied more on foreign media than local media for coverage while Nigerians in diaspora fueled information spreading about the protests on the night of the shooting. A growing affordability problem in Canadian cities has prompted a renewed commitment of the federal government, complemented with provincial and municipal programs, to increase the supply of affordable rental housing. Recently, large Canadian cities have joined their efforts with non-profit and private organisations to provide affordable rental housing in mixed-income experimental projects. In this context, the research addresses a significant gap in the evaluation of partnerships, focusing on the nature of multi-agency collaborations in the provision process (design, build, finance, operate). Partnerships capitalise on the effective role of the public sector in the mobilization of resources, the efficiencies of private agencies in the development process (design, build) and the hybridity of the non-profit institutions (management, service delivery). The research develops a conceptual framework, based on the political market model to explain adoption of planning and housing policies by municipalities. In this commentary, I discuss the eight empirical contributions to the Motivation and Emotion special issue on goal disengagement from a resource conservation perspective. This process was not in the focus of the reported studies, but is central for understanding both engaging and disengaging. I will outline that many of the new findings on disengagement reported in this special issue are highly compatible with the predictions of and research on motivational intensity theory. Examples are the roles of commitment, subjective goal value, affective experiences, autonomy, self-awareness, and action planning. These variables have been found to be central for both engagement and disengagement and their consideration in a resource mobilization perspective should contribute to a more complete understanding of "letting go". Traditional analysis of China's policy experimentation has focused on the role of central–local relations and rotating leaders in shaping the local agenda-setting process. Less is known about the role of less mobile mid-level local bureaucrats who serve as bridges in the implementation process. This paper examines why some cities have performed better than others at implementing and maintaining low-carbon policy experiments. Drawing on a comparison of four case cities and over 100 expert interviews, I argue that the availability of bureaucratic entrepreneurs and their resource mobilization capacity determine the level of local engagement in climate policy experimentation. This study shows that the institutionalization of local policy experiments is not only driven by the central government or rotating top local leaders but also by bureaucratic entrepreneurs who help policy experiments survive periodic changes in the bureaucracy.
