International audience; Sanctuary cities have experienced a strong political and theoretical revival in the last decade. However, the focus on cities and their policies restricts the idea of sanctuary to its urban, legal andto a certain extent-North American enactments, leaving dispersed and rural forms of sanctuary understudied. In this paper, I examine the sanctuary spaces and practices in the Roya Valley, at the border between Italy and France, and more particularly the journey of its most well-known activist, the farmer Cédric Herrou. Although Herrou's first actions could be best described as humanitarian and hospitable help towards migrants, they gradually evolved into more structured solidarity actions. These led to a decision by the Constitutional Council that strengthened the French constitutional value of fraternity to better distinguish disinterested support from human smuggling motivated by profit. I argue that these three concepts of fraternity, hospitality and solidarity identify different repertoires of sanctuary that respectively fulfil functions of signalling, protecting and community-building. These different functions, when articulated together, constitute a sanctuary or network of safety. By reconstructing this series of practices and justifications, I aim to clarify the conceptual vocabulary and normative appeal of sanctuary.

International audience; L’organisation des événements sportifs de nature répond à de multiples contraintes juridiques. Cette recherche apporte un éclairage sur la façon dont les acteurs se saisissent, sur le terrain, de ce cadre complexe. La méthodologie utilisée est qualitative et porte sur un échantillon de vingt événements. Les résultats montrent que les modes d’appropriation des règles et les formes de régulation varient principalement selon quatre aspects : la nature des structures organisatrices et des événements concernés ; les types de règles en jeu ; les logiques managériales et organisationnelles à l’œuvre ; les phases de mise en œuvre des événements. Le manque de coordination et d’articulation exacerbe les formes d’ineffectivité, dont certaines portent atteinte à la sécurisation des personnes et sont susceptibles d’engager des responsabilités souvent mal cernées par les parties prenantes.

International audience; Both proponents and critics of the regulatory state thesis view the creation of non-majoritarian institutions, such as independent regulatory agencies, as a process of 'depoliticisation'. This article problematises this assumption by proposing an analytical framework for better understanding the link between politicisation, depoliticisation, and the delegation of powers to non-majoritarian institutions, based on a study of drug rationing policies in England and France. A greater delegation of decision-making powers to a regulator enables policy decisions that are likely to prove politically costly, but such decisions are also likely to attract greater countermobilisation, undermining policy stability over time. By contrast, in a less delegated setting, elected politicians can prevent unpopular policy choices from being taken, which contributes to policy continuity. The article further argues that, where decision-making powers are highly delegated, the regulator's autonomy and the visibility of losses imposed by policy decisions condition the politicisation process. These findings suggest that, far from depoliticising policy problems, delegated policymaking insulated from politics can undermine itself by becoming a source of subsequent politicisation; they thus question the prevailing notion that delegation to non-majoritarian institutions contributes to policy stability.

International audience; In Morocco, groundwater management policy is now officially articulated around the implementation of "groundwater contracts". These policy instruments are standards promoted at the international level, but they are largely malleable and are subject to a specific appropriation by national actors who produce water policies. These are characterised by a deep historical logic that serves to limit the policy change promoted by such instruments. Nonetheless, the implementation of water contracts comprises a strategic resource mobilised by actors in the water sector increasingly marginalised in comparison with the powerful agricultural sector, while their promotion offers the Moroccan authorities the advantage of being able to bring their public policies into line with international standards in terms of water management. De fait, celles-ci sont marquées par des logiques historiques profondes, qui contribuent à limiter les changements d’action publique promus par de tels instruments. La mise en œuvre des contrats de nappe constitue cependant une ressource stratégique pour les acteurs du secteur de l’Eau, de plus en plus marginalisés face au puissant secteur de l’Agriculture, tandis que leur promotion offre aux autorités marocaines l’avantage de pouvoir afficher une mise en conformité de leurs politiques publiques avec les standards internationaux en matière de gestion de l’eau. Ressource symbolique autant que matérielle pour les uns, les contrats de nappe garantissent aux autres le verdissement des politiques de développement agricole menées parallèlement.

Published online: 10 Jan 2023; International audience; This introduction discusses responses to ethno-racial discrimination in a hostile political environment, colour-blind France. The article presents the current characteristics of the French case, including data measuring ethnoracial discrimination. We outline the on-going role of state institutions and their agents in disqualifying minority claims, but also the recent turn against Islam and the hostility towards new movements against structural racism. We discuss how colour-blindness constrains both local policies and movements. We examine the consequences for individuals that experience discrimination and the collectives that fight against it. We highlight the various strategies that they adopt such as discretion, infrapolitical mobilization as well as tactical re-framing.

International audience; Based on a monograph of the Association Baptiste pour l’Entraide et la Jeunesse (Abej), an association based in Lille that was active early on in dealing with homelessness, this article analyses the processes that drove the professionalisation of care for homeless people in France. Having started in a Baptist community, the Abej soon became a key player bringing aid to the excluded. It developed through a series of changes that affected the non-profit sector, health and social care policies, and anti-poverty movements since the mid-1970s. This development coincided with the formation of a professionalised care system for the homeless, so that the case of Abej provides unique insight into the processes involved. Lastly, the article shows the reconfiguration of the association’s identity: its religious identity, while not disappearing, faded away in favour of a growing recognition of its professionalism.; À partir d’une monographie de l’Association baptiste pour l’entraide et la jeunesse (Abej), association lilloise précocement investie dans le traitement de la « question SDF », cet article analyse les processus qui ont nourri la professionnalisation de la prise en charge des personnes sans domicile en France. Issue d’une communauté de vie baptiste, l’Abej s’impose rapidement comme un acteur de référence en matière de traitement des situations d’exclusion. Son développement s’opère à travers un ensemble de changements qui affectent le milieu associatif, le secteur médico-social, et celui de la lutte contre la pauvreté à partir du milieu des années 1970. Ce développement est concomitant de la formation d’un système de prise en charge dédié aux personnes sans domicile, de sorte que le cas de l’Abej fournit un éclairage original des processus qui y ont participé. L’article montre enfin la reconfiguration identitaire de l’association : sans que son identité religieuse ne disparaisse, elle s’estompe au profit d’une reconnaissance croissante de son professionnalisme.

International audience; In the standard folkloric and ethnographic tradition of Albanian studies, various efforts toseize an authentic, traditional and popular culture, supposed to have really functioned in a society of official ideology, were devoted primordially to a catalogue of descriptivist and empiricist research, which only served to confirm the ultimate goal of constructing a primarily essentialized national specificity and a particularly antiquated view of national culture. Whereas the long-term continuities in the Albanian studies of people’s culture (kultura popullore), which pre-dated and out-lived socialism, together with the ambiguous relationship to anthropology are emphasized elsewhere, in this paper we look more closely at the limited changes and innovations that occurred in the decades of communist regime in Albania. The aim is to uncover how the traditional ethnographic-­folkloric studies of people’s culture, marked by intellectual isolation and stigmatized by association with moralist and nationalist ideologies, were mobilized to service the shifting ideological needs and state policies towards the cultural hegemony of the communist regime.; В общепринятой фольклорной и этнографической традиции албанистики осуществлялись попытки представить аутентичную, традиционную народной культуру, которая, как предполагалось, существовала в обществе официальной идеологии. Однако эти попытки изначально сводились к дескриптивистским и эмпирическим исследованиям, которые только подтверждали конечную цель создания эссенциализированного национального своеобразия и архаизированного взгляда на национальную культуру. В то время как долгосрочная преемственность албанских исследований народной культуры (kultura popullore), которые предшествовали социализму и пережили его, наряду с неоднозначным отношением к антропологии, отмечается в других работах, в данной статье мы более детальным образом рассмотрим незначительные изменения и новшества, наблюдавшиеся в течение десятилетий коммунистического режима в Албании. International audience; Depuis les années 2010, le Cameroun a vu se multiplier les interventions internationales visant à répondre aux déplacements forcés sur son territoire. Prenant l'exemple du secteur éducatif, cette étude interroge les liens et conséquences de ces interventions sur les acteurs et enjeux politiques, à différentes échelles. Le secteur préscolaire, tout d'abord, est réinvesti par les acteurs locaux grâce à des programmes d'aide d'urgence influençant la politique nationale de décentralisation ainsi que l'orientation des stratégies gouvernementales. L'étude de la crise anglophone souligne un processus d'humanitarisation de l'école primaire, visant à dépolitiser un conflit national en neutralisant les enjeux qui lui sont attachés. Enfin, l'exemple d'un projet de formation professionnelle permet d'analyser la manière dont acteurs étatiques, humanitaires et réfugiés s'accommodent d'un environnement politique et de ses contraintes.

International audience; This paper assesses how national leaders' quality of governance varies with their career and education. Using a sample of 1,000 rulers between 1931 and 2010, I identify three types of leaders: military leaders, academics, and politicians. Military leaders are associated with an overall negative performance, while politicians who have held important offices before taking power tend to perform well. Academics have on average non-significant effects. These results are partially driven by differences in policy decisions and in leadership styles. Military leaders spend less in health and education, are more likely to establish a personalistic regime, to disrespect the constitution, and to move towards a nonelectoral regime, while the reverse holds for politicians. Additionally, this paper highlights the weakness of using educational attainment as a proxy for politicians' quality, and of growth as a measure of national leaders' performance.

International audience; The French Yellow Vest (YV) movement was born out of the opposition to an increase in carbon taxation. It has therefore been conventionally depicted as an anti-environmental protest. This article challenges this view, based on a review of scholarship on YVs and on the environmental values, actions and mobilizations of underprivileged citizens. We start with an overview of the studies available on the YVs’ characteristics and their relationship to ecology and draw on different large-N data to show that YVs are on average similar to the French general population, with low levels of environmental concerns, a distance from “institutional environmentalism”. The coexistence of an ecological block and an anti-ecological block within the movement is not peculiar to YVs. We recall how carbon taxes generate right-wing contestation resisting taxation in general, but also opposition from left-wing activists concerned with social justice and/or the climate crisis. Local interactions with environmentalist mobilizations result in spatial variations and changes over time in YVs’ environmental attitudes. Finally, we emphasize the varieties of environmentalism among dominated social groups. The conclusion derives lessons on the drivers of contestation of climate policy and draws avenues for further research.

International audience; The digital revolution and the so-called “big data” phenomenon invite the social sciences to question in a new light their relationship to knowledge and learning. This research note proposes to extend this debate to the field of comparative politics, by discussing the epistemological contributions of these new digital approaches. At the same time, the article invites us to question the stakes and limits of these new fields and tools, by reinscribing them in the scientific debates inherent to comparative politics.; La révolution numérique et le phénomène des « big data » invitent les sciences sociales à questionner sous un jour nouveau leur rapport à la connaissance et au savoir. International audience; "This article examines the possibilities of implementing race- and gender-separated organisational models within institutional participatory mechanisms in the light of the concept of discretion. Based on an investigation carried out within a participatory mechanism in a French working-class neighbourhood, the text shows how discretion allows the existence of a homogeneous public in terms of gender and race, despite the French colourblind political context marked by the valorisation of the norm of ‘social mix’. The article highlights the effects of this discreet non-mixed organisation both in terms of individual empowerment processes for the participants and in terms of the acknowledgment of this group as a legitimate audience by local institutions."

International audience; As decisions on climate change adaptation involve stakeholders with different values, beliefs and attitudes (VBA), decision outcomes depend on how stakeholders interact and how power is distributed. In this paper, we explore the VBA of stakeholders involved in three water management projects focusing on dams, micro-reservoirs, or wetlands in a Peruvian watershed facing droughts. We apply a framework with the core ideas of the hydrosocial cycle, the decision context perspective, and the VBA hierarchy to show how stakeholders’ perspectives and power influence practices on the ground. The analysis of VBA reveals three different perspectives on water management held by different stakeholder groups. First, a community-based perspective, frequent among local communities, favors micro-reservoirs managed by communities. Second, an infrastructure-based perspective, frequent among public sector stakeholders, shows a preference for dams managed by the private sector. Third, a nature-based perspective, with a preference for wetlands managed by the public sector, is found across stakeholder groups. In the three water management projects, different power distributions determine which VBA dominate and influence practices on the ground. Dams on the ground represent power from the public and private sectors, while micro-reservoirs represent local grassroot control. In the wetland project, the outcomes of the evolving hydrosocial cycle are still unclear and will depend on how multiple perspectives are considered. Examining and questioning the decision context in which adaptation occurs can help excluded stakeholders achieve more power and agency and tackle the fundamental question of ‘adaptation of what and for whom’.

International audience; "This article follows on from various studies that analyze the internal sociological heterogeneity of social movements and the power relations resulting from it. It focuses on the activist careers of three female activists in the French Yellow Vest movement and shows that the loose, decentralized structure of this movement allows for the emergence of spaces where it is possible, locally and temporarily, to subvert power relations. The demonstration is processual and chronological. We start by analyzing how the social and political background of the three women informed the way they entered the movement and seek what they regard as their rightful place, whether as organizer or as grassroots activist. Cela donne généralement lieu à des débats fortement polarisés, à l’intérieur comme à l’extérieur du champ académique. International audience; Donna Murch est une historienne états-unienne, spécialiste du Parti des Black Panthers et des mouvements de libération noire aux États-Unis. Elle a récemment publié Assata Taught Me [1], un recueil d’essais où elle revient sur la généalogie du mouvement Black Lives Matter, ses liens avec des luttes plus anciennes et les défis, notamment d’institutionnalisation, auxquels il est confronté dans un contexte de réactions violentes de la droite. Autant de sujets que nous avons pu aborder avec elle au cours d’un entretien.

International audience; The French Yellow Vests movement offers a case study for examining the logics and effects of the avoidance of institutional politics. The movement brought together seasoned activists and a large share of first-time protesters, i.e. social actors with no prior experience in collective action or party politics. Drawing on in-depth ethnographic biographical interviews conducted with the latter, we argue that, paradoxically enough, avoiding politics was a condition of possibility for their entry and continuation in the mobilisation. Moreover, they became political insofar as they acquired a sense of entitlement to speak out publicly as citizens, and a new appetence for current affairs. Even though first-timers’ interest in politics and their forms of knowledge remained very unequal, we urge to study the avoidance of institutional politics as political tactics that might, under certain circumstances, foster politicisation among the most disenfranchised groups.

International audience; This comparative study of two programmes targeting young people (investment in the future programme and the skills investment programme) questions the genuine place of youth issues in these public policies. Implemented using remote government instruments and carried out locally by institutions that are caught up in their own strategies, these programmes tend to push attention to young people and their concerns into the background, in favour of the imperative to build partnerships that need to be maintained and perpetuated. The paradoxical result of this is that “youth” as an object tends to disappear from these youth public policies.; L’étude croisée de deux programmes destinés à la jeunesse (le programme d’investissements d’avenir et le plan d’investissement dans les compétences) interroge la place effectivement laissée aux questions de jeunesse dans ces politiques publiques. Mis en œuvre au moyen d’instruments de gouvernement à distance et portés localement par des institutions prises dans des stratégies qui leur sont propres, ces programmes tendent à reléguer au second plan l’attention portée aux jeunes et à leurs préoccupations au nom des impératifs partenariaux à construire, à entretenir et à pérenniser. International audience; This article aims to contribute to the analysis on the restructuring of public action for youth at the local level, based on the interactions between regions and senior schools (lycées) around the health of students. Drawing on the analysis of a programme funding health education projects, this article shows that regional government is not interested in guiding the content of health actions to target senior school students. It is more focused on goals that prioritise populations or territories perceived as being disadvantaged, ways of “conducting projects”, or even building a role as an actor on the competitive field of local education policy. The analysis of the contents of these projects reveals the embedded nature of a policy caught between the territorialised implementation of national objectives and concerns for the management of order at school.; Cet article entend contribuer à l’analyse de l’action publique en direction de la jeunesse au niveau local, à partir des interactions entre région et lycées autour de la santé des lycéen·ne·s. À travers l’étude d’un dispositif de financement de projets d’éducation à la santé, l’article montre que la région cherche peu à orienter le contenu des actions de santé. Elle a davantage pour objectifs de donner la priorité à certains publics et territoires (perçus comme en difficulté), à des façons de « faire projet », voire à la construction de sa propre place dans le territoire compétitif de la politique locale d’éducation. L’analyse du contenu des projets déposés par les équipes éducatives en lycée révèle le caractère enchevêtré d’une politique prise entre mise en œuvre territorialisée des orientations nationales et préoccupations pour la gestion de l’ordre scolaire.

We analyze the multitude of conflicts of interest to which all actors in the development chain are subject. Our aim is to reflect on how the findings of research and evaluations conducted on development interventions of all kinds can be biased as a result. This analysis rests on an inclusive definition of conflict of interest, which exists whenever an actor’s public stance is constrained by interests that put pressure on him or her to either express statements that contradict his or her own perceptions or knowledge, or to withhold criticism that he or she would otherwise be prepared to express. We illustrate the analysis with many cases based on our long experience in the field. Identifying problems encountered by a development intervention must be understood as a key step in formulating solutions adapted to local contexts. Nous analysons la multitude de conflits d’intérêts auxquels sont soumis tous les acteurs de la chaîne du développement. Nous nous intéressons à la façon dont les résultats des recherches et des évaluations menées sur les interventions de développement de toutes sortes peuvent être biaisés en raison de ces conflits d’intérêts. Cette étude repose sur une définition inclusive du conflit d’intérêts : ce dernier apparaît chaque fois que la position publique d’un acteur est contrainte par des intérêts, si bien qu’il est amené à faire une déclaration qui va à l’encontre de ses propres perceptions ou connaissances, ou qu’il se retient d’exprimer une critique. Notre analyse s’appuie sur de nombreux cas issus de notre longue expérience du terrain. Nos interesamos a la manera en que los resultados de las investigaciones y evaluaciones llevadas a cabo por todo tipo de acciones de desarrollo pueden verse sesgadas a causa de estos conflictos de intereses. Este estudio se basa en una definición inclusiva del conflicto de intereses: este surge cada vez que la posición pública de un actor se ve afectada por intereses, ya sea porque se vea obligado a realizar una declaración que va contra sus propias percepciones o sus propios conocimientos, ya sea porque deba abstenerse de realizar una crítica. Nuestro análisis se fundamenta en numerosos casos procedentes de nuestra larga experiencia sobre el terreno. International audience; En France, en décembre 2018, quatre associations saisissent la justice afin de dénoncer l’inaction de l’État en matière de lutte contre les dérèglements climatiques. En un mois à peine, la pétition de soutien à cette action en justice collecte plus de deux millions de signataires et devient la pétition la plus importante que le pays n’ait jamais connue. Ce cas constitue un poste d’observation privilégié pour interroger l’articulation entre les temporalités des procédures judiciaires et celles d’actions collectives dénonçant un scandale et mobilisant le plus grand nombre. L’article analyse comment les promoteurs de cette opération, menée au nom de l’urgence climatique, s’efforcent de concilier des visées temporelles très différentes. Ce faisant il étudie les avantages et inconvénients du recours à l’action en justice dans le cadre des mouvements sociaux.

International audience; River basins were identified very early on as a key component of chemical fluxes from continents to oceans, driven by weathering and biogeochemical cycles in their basin. Fifty years ago, important riverine changes attributed to human impacts started to be studied at the global scale, an evolution which has been the foundation for Anthropocene studies in hydrosystems since 2000. However, the co-evolution of river basin systems and sociosystems remains poorly addressed, particularly over long periods (100 y). Medium-sized river basins make it possible to perform such detailed analyses, which combines historical river fluxes, material flows, river ecology, environmental history and political ecology.Such an interdisciplinary approach at the scale of the Seine basin, undertaken by the PIREN-Seine research program, started in 1989, has shown how scientific and technological knowledge, environmental awareness, environmental regulations and policies, and political decisions have played a role on water quality during that period.; Les bassins fluviaux ont été identifiés très tôt comme un élément clé des flux chimiques des continents vers les océans, contrôlés par le climat et les cycles biogéochimiques dans leur bassin. Depuis cinquante ans, les importants changements fluviaux attribués aux impacts humains ont commencé à être pris en compte à l’échelle mondiale, une évolution qui a servi de base aux études de l’Anthropocène dans les hydrosystèmes depuis 2000. Cependant, la coévolution des systèmes fluviaux et des sociosystèmes reste peu étudiée, particulièrement sur le temps long (100 ans). Les bassins fluviaux de taille moyenne sont adéquats pour une telle analyse détaillée, qui combine les flux de matière historiques, l’écologie fluviale, l’histoire environnementale et l’écologie politique.Le programme de recherche PIREN-Seine, démarré en 1989, a permis de développer une telle approche interdisciplinaire à l’échelle du bassin de la Seine, et a montré l’influence des connaissances scientifiques et technologiques, des prises de conscience environnementales, des réglementations, des politiques environnementales et des décisions politiques sur la qualité de l’eau pendant cette période.

Calls for science to innovate by including stakeholders' in the creation of marine knowledge have been rising, to create impact beyond laboratories and to contribute to the empowerment of local communities when interacting with marine and coastal ecosystems. As a transdisciplinary group of scientists working on co-designing research projects, this paper draws upon our experiences to further define the concept and seek to improve the process of co-design. We highlight the key barriers for co-design processes to contribute to increasing stakeholders' capacity to produce intended effects on marine policy. We suggest that stakeholder engagement requires overcoming the resistance to non-scientific knowledge sources and considering power asymmetries in the governance and management of the ocean. We argue that power and politics must be placed at the very heart of the production of a co-designed marine science and must be an aspect of the facilitation itself. In this paper, we aim to provide insights to navigate throughout the journey of stakeholder engagement, with the critical perspective necessary to make this process socially and environmentally effective.

International audience; Un peu partout en Europe, le secteur des pharmacies d’officine connait des bouleversements rapides et profonds, qui affectent les conditions d’exercice du métier et exposent les pharmaciens à une concurrence de plus en plus exacerbée. Sans ignorer les enjeux marchands, les stratégies mises en œuvre pour faire face aux défis rencontrés se veulent bien souvent respectueuses d’une certaine « éthique » et d’une « tradition » qui peut puiser ses fondements dans les convictions personnelles du pharmacien, mais aussi dans les valeurs religieuses ou même politiques à partir desquelles certains groupes pharmaceutiques se sont historiquement constitués. Cet article analyse comment ces enjeux influencent aujourd’hui la façon dont les pharmaciens conçoivent et renouvellent leurs pratiques. Outre les éléments de littérature disponibles, notre réflexion est fondée sur les données tirées de 90 entretiens semi-directifs réalisés avec des pharmaciens exerçant en Belgique, France et Italie, dans le cadre d’une vaste enquête menée entre 2016 et 2018. Nos résultats montrent que beaucoup d’entre eux parviennent à fonder une stratégie commerciale efficace en misant sur des outils ou des symboles inscrits dans l’histoire, qui viennent créer une continuité entre le passé et l’avenir de la profession.

At a time when legislative powers are being undermined by strengthened executives, oversight has become a core function of parliaments throughout the democratic world. In the European Parliament (ep), whose legislative role has been enhanced throughout the integration process, a significant proportion of the activities of its members is devoted to their broad ‘functions of political control’ on the EU’s executive institutions (art. 14 teu). The ways in which Members of the European Parliament (meps) exercise these functions and how the EU political system is impacted in turn remains, however, an under-researched topic. Focusing specifically on parliamentary questions, this article investigates the day-to-day interactions between the ep and one major EU institution, namely the European Central Bank (ecb). It seeks to establish what motivates meps questions concerning monetary and financial policies. Relying on a new dataset, we find evidence that meps’ questions to the ecb are subject to both strategic and partisan considerations.

Published online: 01 Sep 2022; International audience; While France is often described as a representative case of colour-blindness, recent decades have seen the adoption of antidiscrimination as a public policy objective. However, its implementation remains problematic. This study attempts to make sense of this, exploring the challenges of adopting and implementing antidiscrimination policy in France; and the ways in which disagreements between stakeholders about what discrimination is and how to fight it complicate the issue. The analysis was based on qualitative interviews that examined the adoption and the implementation of antidiscrimination policies in Vaulx-en-Velin, a suburb of Lyon. While the analysis indicates that it is a good example of what can be implemented at a local level, it also demonstrates the vagueness surrounding the concept of antidiscrimination and how it weakens the fight against discrimination in France.

Natural disasters and related prevention policies can affect voter decisions. In this study, we analyze how the occurrence of natural disasters changes voters' behavior at municipal elections and how prevention policies can mitigate the impact of such catastrophic events on budget accounts and might potentially be rewarded by citizens in upcoming elections. We exploit original data on French municipalities where incumbents sought reelection between 2008 and 2020. To estimate the probability of re-election at the municipal level in the event of a natural disaster we apply a Heckman model based strategy to avoid selection bias. We find that the occurrence of natural disasters significantly decreases the chances of reelection of incumbent mayors. However, although we show that natural hazard prevention plans significantly mitigate the impact of catastrophic events on budget accounts, citizens do not reward such prevention policies in upcoming elections. We confirm the hypothesis of myopia: voters reward incumbents for delivering investment spending or decreasing debt but not for investing in spending on disaster preparedness.

International audience; La représentation du pouvoir dans les arts visuels en général et dans le cinéma en particulier demeure une entreprise assez complexe et souvent risquée sous les régimes politiques de type dictatorial. Les artistes sont confrontés au contrôle et à la censure sous ses différentes facettes – institutionnelles, économique, autocensure, etc. – qui se manifestent à toutes les étapes du processus de création de l’œuvre, et ce jusqu’à sa diffusion.L’image « directe » et directement reconnaissable du chef en fonction est quasi-absente dans les œuvres cinématographiques dans le monde arabe avant 2011, à l’exception d’œuvres de propagande du régime. Les cinéastes d’animation ont eu recours à plusieurs procédés, artifices et détours pour dresser le portrait du dictateur. L’animation, en raison de sa nature synthétique et de son rapport complexe au réel, échappe plus facilement à la censure.Cependant et avec lesdits Printemps arabes, nous assistons à une forme de désacralisation du pouvoir, marquant un point de rupture dans la manière de porter ses représentants à l’écran.Sanctifiés jusqu’au tournant de janvier 2011, les chefs politiques, président et leader se voient déchus de cette « aura » en même temps que de leur pouvoir.Dans cette intervention nous nous proposons d’interroger les représentations du pouvoir via sa figure suprême (chef d’État, monarque, leader) en nous appuyant sur un corpus de films d’animation réalisés entre 1974 et 2014. L’objectif serait de révéler la corrélation entre les modes et formes de représentations et les moments historiques et crises majeures que traversent ces sociétés.

International audience; Over the past decades, and across different contexts worldwide, migration has become inseparable from a narrative of crisis. This article analyses the connection between migration and crisis. It proposes a migration as crisis framework, designed to understand and analyze the emergence of this specific perception of migration, on the basis of an interplay between social “subjective” constructions of reality and “objective” migration dynamics. Migration as crisis rests upon a fragmented, changing, and contested assemblage of events, representations, and practices, which in turn call for specific ways of governing migration. The link between migration and crisis can be activated or not, and may or may not be correlated with empirical realities. By engaging with migration as crisis (rather than migration crisis), the article denaturalizes and historicizes the relationship between migration and crisis, and unpacks the processes through which key actors (including media, policymakers, civil society, and academics) frame migration as such.

Information concerning the application to become an associate professor in the nursing sciences section of the French Conseil national des universités des disciplines de santé (National Council of Universities for Health Disciplines)In 2019, the nursing sciences section of the Conseil national des universités des disciplines de santé was created. One of its missions is to evaluate the applications of candidates wishing to qualify as university professors and associate professors. Qualification authorizes the applicant to apply a competitive examination for the position of university professor or assistant professor at a French university offering a position. The members of the section must assess whether the requirements in terms of research, teaching, and expertise have been met by the candidate so that they can sit the competitive examination. As a result, there are a number of requirements, which it is useful to reiterate in order to enhance the quality of future applications. Only those requirements relating to qualification as a associate professor will be covered here.; En 2019, la section « Sciences infirmières » du Conseil national des universités pour les disciplines de santé a été créée. Parmi ses missions, elle évalue chaque année les dossiers de demande de qualification de maîtres de conférences et de professeurs des universités. La qualification autorise la personne à candidater à un concours de recrutement au poste de maître de conférences ou de professeur des universités dans une université française proposant un poste. Les membres de la section doivent apprécier si les requis en termes de recherches, d’enseignements et d’expertises sont suffisants pour pouvoir présenter le concours. De ce fait, certaines exigences sont attendues, qu’il paraît nécessaire de rappeler pour favoriser un gain en qualité des futurs dossiers de candidature. Seules les exigences relatives à la qualification aux fonctions de maître de conférences seront traitées ici.

International audience; For more than twenty years, the French State has relied on intermunicipal authorities to rebalance the presence of social housing in urban areas and to fight against socio-spatial segregation. The Établissements publics de coopération intercommunale (EPCI) have been given instruments that allow them to influence first the production of new social housing units and, more recently, their allocation to tenants. In this article, we attempt to measure the effective rise in power of the EPCIs in these areas based on a comparative study of six French cities (Bordeaux, Dunkirk, Grenoble, Meaux, Mulhouse and SaintÉtienne). It emerges that the progress made by the intermunicipal authorities is clearer in the regulation of the production of new social housing than in the regulation of attributions. We note fairly strong variations between cases that result from two series of variables: socio-spatial configurations that cover the degree of tension on the housing markets as well as the socio-economic and demographic balances between the central cities and the peripheral municipalities; political-administrative configurations and, in particular, the capacity of ‘reform coalitions’ mobilized at the intercommunal level to impose themselves in the face of the ‘municipal machines’.; Depuis plus de vingt ans, l’État français a misé sur les intercommunalités pour rééquilibrer la présence du logement social dans les agglomérations urbaines et lutter contre les ségrégations sociospatiales. Les Établissements publics de coopération intercommunale (EPCI) se sont vus confier des instruments leur permettant de peser d’abord sur la production des logements sociaux neufs puis, plus récemment, sur leur attribution. Dans cet article, nous tentons de mesurer la montée en puissance effective des EPCI sur ces domaines à partir de l’étude comparée de six agglomérations françaises (Bordeaux, Dunkerque, Grenoble, Meaux, Mulhouse et Saint-Étienne). Il en ressort que les avancées des intercommunalités sont plus nettes sur la régulation de la production de logements sociaux neufs que sur celle des attributions. Nous constatons des variations assez fortes entre intercommunalités qui résultent de deux séries de variables : les configurations sociospatiales qui recouvrent le degré de tension sur les marchés du logement ainsi que les équilibres socioéconomiques, démographiques entre les villes-centres et les communes périphériques ; les configurations politico-administratives et notamment la capacité de coalitions réformatrices mobilisées à l’échelle intercommunale à s’imposer face aux machines municipales.

International audience; To fulfill their missions, humanitarian organizations are engaged in the production and dissemination of a specific form of knowledge about refugees – namely, evidence. Yet relatively little scholarly work has been done on evidence as a basis for humanitarian decision-making in refugee crises. In this article, we analyze the evidence produced on Syrian refugees in Jordan between 2012 and 2017 by humanitarian actors, its appropriateness and relevance, to assess a) potential side-effects for refugees and b) functions for humanitarian organizations. Drawing on 234 documents on Syrian refugees in Jordan collected on major humanitarian platforms and interviews with experts from international organizations, this article shows that, due to the type of evidence produced, Syrian refugees living outside camps are invisibilized and their needs might be less considered in aid projects. The article also shows that some evidence practices are related to the outsourcing of data collection and analysis to specialized actors, and to a quantification and standardization of evidence that plays a part in consolidating the legitimacy of humanitarian organizations. Our results highlight the importance of considering this specific form of knowledge when studying humanitarian interventions in international migration and refugee governance.

International audience; Le 16 mai 1791, alors que les Constituants réfléchissent à la nature et aux cadres de la fonction politique exercée par les futurs représentants de la Nation, Robespierre interpelle ses pairs sur les risques de la possibilité pour les membres de la Constituante, puis pour les membres de la future assemblée législative, d’être réélu de manière illimitée en son sein. Motivés contre le souvenir d’un pouvoir monopolistique et absolu, jugé arbitraire par son attribution de droit divin, les constituants s’engagent alors dans un débat, opposant principalement Robespierre à Thouret, et défendent à tour de rôle les vertus d’une rotation accélérée au sein de l’institution parlementaire, ou au contraire, celles d’une liberté absolue de désigner des représentants autant de fois que les citoyens décident de leur accorder confiance. La réactualisation contemporaine du débat sur la limitation de la réélection parlementaire en France et aux États-Unis permet de révéler l’évolution des usages et attentes qui entourent l’idéal d’une rotation accélérée des bancs de l’Assemblée (et du Sénat).

Cet article compare l’insertion professionnelle des descendants d’immigrés de différentes origines à celle de la population majoritaire en s’intéressant à l’évolution des inégalités d’insertion, avant et après la crise de 2008. Pour cela, les autrices ont exploité les données des enquêtes Génération 1998 et Génération 2010 à 7 ans du Céreq, analysé des indicateurs de statut d’emploi et d’expérience du chômage et reconstitué les trajectoires sur sept ans après la sortie de formation initiale, en tenant compte du statut d’emploi, du type d’emploi et du niveau de salaire. Les résultats montrent qu’il y a eu une aggravation des inégalités de trajectoires : les descendants d’immigrés maghrébins et d’autres pays d’Afrique de la cohorte de sortants 2010 ont, à diplôme, origine sociale et autres caractéristiques socio-démographiques similaires un risque accru par rapport à la cohorte de sortants 1998 de faire l’expérience d’un chômage de plus 6 mois et d’avoir une trajectoire discontinue alternant des périodes de chômage, d’emploi très précaire, d’inactivité ou encore de formation/reprise d’études. Avec un taux de chômage particulièrement élevé, les jeunes les moins diplômés appartenant aux minorités visibles ont eu finalement beaucoup de difficultés à rattraper la population majoritaire durant les sept premières années de leur insertion et ont subi davantage les effets de la crise de 2008.

International audience; This paper was given on 9 June 2023 as part of the study days of the project "La tercera España: génesis y usos públicos de un concepto político (1936-2020)" on "La utopía liberal y la idea de "tercera España: génesis de un concepto político". Juan Marichal is a key figure in the definition of the concept of a "third Spain" from the liberal exile. In several texts, however, the author criticises this label and in particular its application to the intellectuals exiled in 1936. In his opinion, the real post-war Third Spain was made up of the (liberal) thinkers in the interior and in exile, who foreshadowed the transition by "their painstaking determination to restore peace to their homeland". In his 1966 opuscule, El nuevo pensamiento político español, he attempted to connect "the pilgrim Spain of the 'transterrado' republicans of the Americas with that of the 'resistors' to the long tyranny of Caudillism", as he summed it up in 1995 in his most famous essay, El secreto de España. Based on a contextualised reading of some of Juan Marichal's texts, this contribution will attempt to grasp different moments in the crystallisation of the concept-notion of a 'third Spain' from a certain 'liberal utopia', as part of a 'third way' intended to articulate political exile and anti-Franco opposition from within.; Cette communication a été réalisée le 9 juin 2023 dans le cadre des journées d'étude du projet "La "tercera España": génesis y usos públicos de un concepto político (1936-2020)" sur "La utopía liberal y la idea de "tercera España: génesis de un concepto político". International audience; "Cet article s’intéresse à la mise en œuvre d’une politique d’insertion territoriale dans le cadre institutionnel spécifique d’une métropole. En effet, la métropole de Lyon, créée au 1er janvier 2015, regroupe les compétences de l’ancienne communauté urbaine et du conseil départemental sur le territoire lyonnais et 58 communes alentour. Toute l’action sociale a donc été prise en charge par une collectivité nouvelle, aux compétences particulières. Les orientations de la politique d’insertion sont à ce titre plutôt révélatrices des enjeux politiques de l’intervention sociale en contexte métropolitain : il s’est agi de concevoir l’insertion comme un réservoir d’emploi, comme de l’investissement social à disposition des entreprises du territoire dans le cadre d’une politique renommée « insertion par l’emploi ». Cette conception modernisée de l’insertion n’a pas été sans conséquence pour des bureaucraties sociales territoriales aux pratiques de travail relevant de l’habitude et s’inscrivant dans des réseaux d’interconnaissance locaux. Cet article questionne donc les ajustements d’administrations et de partenaires de l’insertion sociale et professionnelle face à des orientations politiques ainsi que leurs conséquences sur les parcours d’allocataires. L’argumentation s’attache à montrer la spécificité lyonnaise dans l’accentuation d’une prise en charge des parcours d’allocataires très segmentée selon l’employabilité directe des bénéficiaires du RSA. Les acteurs bureaucratiques peuvent démontrer des formes de résistance par la non- mobilisation des dispositifs d’insertion par l’emploi, renforçant de facto une hiérarchisation des parcours d’allocataires."

International audience; Individuals, organisations, populations: at what level(s) should we collect, analyse and interpret data? How can we envision the articulation between these different levels if we choose more than one? These questions arise in all research, but sometimes in an almost unconscious or mechanical way. This introduction outlines a number of milestones that will enable to place these questions in their historical context, to specify what we are talking about when we refer to these micro-meso-macro levels, and to put forward some of the main issues at stake in the articulation between these levels.

International audience; At the beginning of the 2010s, several Arab countries seemed about to follow the model of Turkey, with an electoral victory of Islamist parties in a context of democratization. A decade later, Turkish akp has turned authoritarian, and the Moroccan and Tunisian Islamist parties have lost both access to governmental office and a large part of their electoral appeal. In this context, lessons can be learned from the early failed democratic experience in Algeria (1989–1992), and from the evolution of its Islamist movements since then. From these four case studies, the contributors of this issue investigate the notions of moderation and inclusion, and their interrelations. Their articles build on the current trends within literature by taking into account the variety of Islamist movements, and their incorporation within different national trajectories. These articles contribute to the academic discussion by bringing new facts and ideas regarding this topic of inclusion-moderation.
