İnsanlık tarihi kadar eski olduğu kabul edilen yoksulluk olgusu ile ilgili her toplumun kendine has birtakım yöntemlerle mücadeleler yürüttüğü bilinen bir husustur. Gerek ilk Türk toplumlarında gerekse İslami dönemde geleneksel yardımlaşma ve dayanışma ağlarıyla yoksulluğun etkileri azaltılmaya çalışılmıştır. Benzer şekilde Osmanlı Devleti zamanında da yoksulluğun etkileri bireysel ve imece usulü olarak sivil bir şekilde veya ahi teşkilatı ve vakıflar gibi örgütler yoluyla hem de devlet müdahaleleriyle hafifletilmeye çalışılmıştır. 1980’lerde yaşanan hızlı kentleşmeyle birlikte Türkiye’de daha görünür hale gelen ve sosyal bir problem olarak ele alınmaya başlayan yoksulluk, sosyal politikalarla çözülmeye çalışılsa da henüz yoksulluğu ortadan kaldıracak kapsamda etkin planlamalar yapılamamıştır. Örgütlü bir şekilde ve çoğunlukla gönüllülük esasına dayalı faaliyetler gerçekleştiren sivil toplum kuruluşları da yoksullukla mücadelede devlete yardımcı bir aktör olarak görev yapmaktadırlar. Literatürde yoksullukla mücadele ve STK’lar ile ilgili sayısız çalışma olmasına rağmen kent ortamında, kurumsal olmayan ve tamamen hayırseverlik anlayışı altında yapılan yardım faaliyetlerine yönelik herhangi bir çalışmaya rastlanmamıştır. Bu çalışma bu alandaki faaliyetlere dikkat çekmek amacıyla yapılmıştır. Tamamen sivil ve örgütsüz bir şekilde insani yardım faaliyetleri yürüten dört gönüllü grubun temsilcileriyle yapılan derinlemesine mülakatlar sonucunda katılımcılar hayırseverlik kapsamında faaliyet gösterdiklerini belirtmişlerdir. Aynı şekilde tüzel yapıların bürokratik zorunluluklarının, acil sorunlar karşısında hızlı hareket etmelerini engellediği için güvene dayalı ilişkiler ağı içinde sivil çalışmayı tercih ettiklerini ifade etmişlerdir. Bunun yanında katılımcıların, mevcut bütçelerini tüzel yapıların kira, personel gibi giderlerine harcamak yerine bütün ekonomik imkanlarını ihtiyaç sahibi insanlar için kullanmayı tercih ettikleri anlaşılmıştır. Örgütsüz hayırseverlik anlayışlarının incelendiği bu araştırma, akademik literatürde bir ilk olması sebebiyle özgün bir çalışma olarak kabul edilebilir. It is a well-known fact that each society struggles with various approaches to the phenomenon of poverty, which is thought to be as old as human history. Poverty was attempted to be reduced through traditional networks of cooperation and solidarity in both early Turkish societies and the Islamic period. Similarly, during the Ottoman Empire period, the effects of poverty were tried to be alleviated individually and collectively in a civil manner or through organizations such as foundations and ahi organization or through government interventions. Although poverty, which became more visible in Turkey with rapid urbanization in the 1980s and began to be recognized as a social problem, has been attempted to be solved through social policies, effective planning to eliminate poverty has yet to be implemented. Non-governmental organizations, which carry out activities in an organized manner and mostly on a voluntary basis, also serve as a supporting factor for the government in the fight against poverty. Although there are numerous studies on poverty and NGOs in the literature, no study has been found about non-institutional aid activities in the urban environment that are completely carried out with a philanthropic approach. This study was carried out to draw attention to the activities in this field. As a result of in-depth interviews with the representatives of four volunteer groups that carry out humanitarian aid activities in a completely civil and unorganized manner, the participants stated that they operate within the scope of philanthropy. In the same way, they stated that they prefer to work in a network of trust-based relations because the bureaucratic obligations of legal structures prevent them from moving quickly while struggling with urgent problems. In addition, it is understood that the participants prefer to use all their economic assets directly for people in need instead of spending their budgets on the expenses of legal structures such as rent and personnel costs. This research, which examines unorganized philanthropic approaches, can be considered as a unique study because it is the first in the academic literature.
