This report is part of task 1.4 in work package 1 in the Mistral Digital Forests first phase (2018- 2022) research programme. The task concerns the use of information with complete spatial coverage (“wall-to-wall data”) in forest planning. Spatial aspects in forest planning are present if the value of a forest management activity or the character of a specific stand does not rest only on management or attributes of the stand itself but also on stands in the neighborhood. Traditionally in Swedish forestry spatial aspects, e.g. the spatial location of final fellings, has been handled in tactical planning and/or ecological landscape planning and not in the strategic planning.In this report, we thoroughly describe and present state-of-the art applications of the spatial functionality available in the Heureka forest DSS, and identify potential development tasks. These include to simplify the interface of the optimization model, reduce the build times associated with the formulation of various optimization problems, support efficient free solvers of optimization problems, improve GIS functionality, enable the use of open data in various forms of analysis using the Heureka systems and publish the Heureka system as open source.

We present a model for conducting dynamic treatment unit (DTU) forest planning using a heuristic cellular automata (CA) approach. The clustering of DTUs is driven by entry costs associated with treatments, thus we directly model the economic incentive to cluster. The model is based on the work presented in the literature but enhanced by adding a third phase to the CA algorithm where DTUs are mapped in high detail. The model allows separate but nearby forest areas to be included in the same DTU and shares the entry cost if they are within a defined distance. The model is applied to a typical long-term forest planning problem for a 1 182 ha landscape in northern Sweden, represented by 4 218 microsegments with an average size of 0.28 ha. The added phase increased the utility by 1.5–32.2%. The model produced consistent solutions—more than half of all microsegments were managed with the same treatment program in 95% of all solutions when multiple solutions were found.

Det finns i dag ett behov av modeller för långsiktig planering som möjliggör integrerade analyser av virkesproduktion och naturvård. Genom att inkludera de båda målen i samma planeringsmodell ökar möjligheterna att hitta optimala skötselstrategier som ger en högre måluppfyllelse. I denna rapport presenterar vi en areabaserad modell där planering av virkesproduktion och lokalisering av frivilliga avsättningar integreras i en och samma planeringsmodell Genom att inkludera val av områden för frivillig avsättning i en traditionell modell för långsiktig planering så kan konflikten mellan skogsbruk för virkesproduktion och naturvård utvärderas och därmed kan kostnadseffektiva lösningar för naturvård identifieras. Modellen har utvärderats i en fallstudie utförd på ett delområde av Mistra Digital Forests försöksområde utanför Sundsvall. I studien är den rastercellsbaserade informationen gällande initialt skogstillstånd segmenterade till ”avdelningar” med två olika fall av geografisk upplösning. I fall ett är medelarealen 1 ha och i fall två är medelarealen 10 ha. Resultaten från fallstudien visar att de finns en konflikt mellan grad av fragmentering av frivilliga avsättningar och nuvärde från framtida skogsskötsel. Men genom att acceptera en begränsad minskning av nuvärde kan stora förbättringar göras i termer av avsättningarnas geografiska läge. Analyserna visar även att möjligheterna ökar ytterligare att minska fragmenteringen om man använder sig av en mindre storlek på segmenten i planeringen. Detta förutsätter dock att man inkluderar den typen av hänsyn i den planeringsmodell man använder. Resultatet från studien visar även att det är extra viktigt att ta rumslig hänsyn när medelstorleken på avdelningarna är mindre. Om ingen rumslig hänsyn införs i planeringsmodellen utan man endast inkluderar ett krav på en viss mängd avsättning kommer modellen föreslå avdelningar för frivillig avsättning som leder till en hög grad av fragmentering. Vidare påvisar fallstudien att segmentering och tilldelning av data till segmenten kan ha inverkan på företeelser som skattning av arealer av habitat för arter i de fall då samma rastervisa data ligger bakom bildande av segmenten.

Projektet VALKMAN har utvecklat en värde- och kunskapsbaserad modell för förvaltning av det framtida landskapet. Modellen innefattar metoder för att: Skatta tillgången på så kallade ekosystemvärden. Utarbeta kontrasterande scenarier för skogslandskapets utveckling. Involvera intressenter i planeringsprocessen för den framtida skogsförvaltningen. Resultatet kan användas av exempelvis länsstyrelser och Skogsstyrelsen i rådgivningsprocesser relaterade till grön infrastruktur som berör många olika intressen och många olika intressenter, samt i samverkansprocesser mellan skogsbruk och andra areella näringar (till exempel rennäring) och andra användare av den aktuella skogen. Det svenska skogslandskapet nyttjas av en rad olika markanvändare, och trycket på vad skogen ska leverera ekonomiskt, ekologiskt och socialt ökar. Utöver skogsbruk påverkar även exempelvis gruvdrift, vindkraftverk och rennäring landskapet och dess ekosystemtjänster. Eftersom många av dessa tjänster står i konflikt med varandra behöver effekten av olika markanvändningar tydliggöras. Forskningsprojektet har undersökt olika skötselscenarier för skogen och scenariernas framtida betydelse för virkesproduktion, biologisk mångfald och för ett antal indikatorer för olika ekosystemtjänster. För att utforma en god förvaltningsstrategi räcker det inte med endast information kring möjliga konsekvenser av markanvändningen. Om framtida konflikter ska minskas krävs även att olika intressenters preferenser och värderingar tas i beaktning. En uthållig förvaltning av landskapet kräver samverkansprocesser som baseras både på faktisk kunskap om landskapet och på olika intressenters behov. Forskningsprojektet har därför även undersökt hur sådana behov kan vägas in i utformningen. Syftet med projektet har varit att förbättra beslutsfattande och förvaltning av skogslandskap genom att föra samman skattningar av ekosystemvärden, flermåls- och scenarioanalyser i en samverkansprocess. Med detta som bas har en förvaltningsmodell för långsiktig planering för olika ekosystemvärden tagits fram. I ett första steg involverades en rad intressenter för att identifiera vilka mål de med brukandet av det aktuella skogslandskapet. Samband och motsättningar mellan olika mål identifierades och användes för att strukturera planeringsproblemet. Modellen testades i två studieområden, ett i Västerbotten (kallat "Käringberget") och ett i Norrköpingstrakten (kallat "Kolmården"). I Käringberget låg fokus på virkesproduktion och tillgången på bär, vilt och renlav. I Kolmården var fokus på - förutom virkesproduktion - rekreation och friluftsliv. Bland de deltagande intressenterna fanns bland annat representanter från skogsbolag, skogsägarföreningar, länsstyrelser, samebyar, jaktlag samt Naturskyddsföreningen. I steg två togs olika skötselscenarier fram. Med hjälp av programmet Heureka gjordes en utvärdering av scenariernas effekter på de olika ekosystemvärdena. Här användes också nya metoder för att skatta tillgången på till exempel marklavar och blåbär kallat "Non Tree Vegetation (NTV) Models". Resultaten användes sedan i steg tre för att låta intressenterna utvärdera de olika skötselscenarierna. Slutresultatet är en rangordning som beskriver hur väl olika alternativa scenarier uppfyller de mål man ställt upp utifrån hur viktiga intressenterna bedömt att dessa är. I detta steg utvecklades och testades arbetssätt för att involvera intressenter i planerings- och beslutsprocessen. Metoderna bidrar till att göra beslut strukturerade och transparenta och ger utrymme för att involvera olika intressenter och subjektiva preferenser i planeringsprocesser. När ett visst skogsskötselscenario beskriver utvecklingen över tid för en mängd olika ekosystemvärden är det ytterst ovanligt att alla värden uppvisar en positiv utveckling, att erhålla "mer av allt", hur eftersträvansvärt det än är. I praktiken får man istället vara beredd på eftergifter – vilka och hur stora är en central fråga som endast kan besvaras efter noggranna över- och avvägningar i samverkan med intressenterna. Med hjälp av kartor, tabeller och diagram kan deltagarna i samverkansprocessen utvärdera skötselscenarierna utifrån den presenterade informationen. Intressenterna erhåller då information om vad skötselstrategierna i scenarierna innebär för flera olika mål. Därmed tar intressenterna informerade beslut när scenarierna utvärderas. Metoden tydliggör vilka eftergifter som behöver göras för att en önskad skötselstrategi ska kunna implementeras. Den här tillämpade flermålsanalysen, så kallad "Multi-Criteria Decision Analysis" (MCDA), är en användbar metod för att finna en samverkansprocess som tar hänsyn till både kvantitativa data och subjektiva värden. Resultaten som tas fram med MCDA är värdefulla som stöd för planering och som underlag för diskussioner med intressenter, men bör inte betraktas som "det enda rätta sättet" eller något som ska implementeras till punkt och pricka – anpassningsförmåga och lyhördhet inför den aktuella skogsförvaltningssituationen är alltjämt avgörande för dess framgång. The VALKMAN project has developed a value and knowledge-based model for managing future landscapes. The model includes methods for: Estimating the availability of so-called ecosystem values. Developing contrasting scenarios for forest landscape development. Involving stakeholders in the planning process for the future forest management. The result can be used by, e.g., county boards and the Forest Agency in advisory processes related to green infrastructure that affect many different interests and many different stakeholders, and in collaboration processes between forestry and other land use-based industries (e.g., reindeer husbandry) and other users of the forest. The Swedish forest landscape is used by a number of different stakeholders, and the pressure on what the forest should deliver economically, ecologically and socially is increasing. In addition to forestry, e.g., mining, wind turbines and reindeer husbandry also affect the landscape and its ecosystem services. Since many of these services are in conflict with each other, the effect of different land uses needs to be clarified. The research project has investigated different forest management scenarios and the future significance of the scenarios for timber production, biodiversity and for a number of indicators for different ecosystem services. To formulate a good management strategy, it is not enough to provide only information about possible consequences of land use. If future conflicts are to be reduced, the preferences and values of different stakeholders should also be taken into account. Sustainable management of the landscape requires collaboration processes that are based both on actual knowledge of the landscape and on the needs of different stakeholders. The research project has thus also investigated how such needs can be considered in the design. The aim of the project has been to improve decision-making and management of forest landscapes by bringing together estimates of ecosystem values, multi-criteria decision analysis and scenario analysis in a collaborative process. With this as a basis, a general management model for long-term planning for different ecosystem values has been developed. In a first step, a number of stakeholders were involved to identify their objectives connected to the use of the current forest landscape. Synergies and conflicts between different objectives were identified and used to structure the planning problem. The model was tested in two study areas, one in Västerbotten (called "Käringberget") and one close to Norrköping (called "Kolmården"). In Käringberget, the focus was on timber production and the availability of berries, game and reindeer. In Kolmården the focus was - in addition to timber production - recreation and outdoor life. Among the participating stakeholders were representatives from forest companies, forest owner associations, county boards, Sami reindeer herding districts, hunting teams and the Swedish Nature Conservation Association. In stage two, dif8 ferent forest management scenarios were developed. The Heureka system was used to evaluate the effects of the scenarios on the various ecosystem values. New methods were also used here to estimate the availability of, e.g., lichens and blueberries called "Non Tree Vegetation (NTV) models". The results were then used in step three to allow the stakeholders to evaluate the different forest management scenarios. The final result is a ranking that describes how well different alternative scenarios meet the objectives that have been set, given how important the stakeholders judged them to be. In this step, methods were developed and tested to involve stakeholders in the planning and decision-making process. The methods help to make decisions structured and transparent and provide room for involving different stakeholders and subjective preferences in planning processes. When a certain forest management scenario describes the development over time for a variety of ecosystem values, it is extremely uncommon for all values to show a positive development, that you get "more of everything", however desirable it is. In practice, one must instead be prepared for concessions – which and how big these concessions are a central question that can only be answered after careful consideration in collaboration with the stakeholders. With the help of maps, tables and diagrams, participants in the collaboration process can evaluate the forest management scenarios based on the information presented. Stakeholders then receive information on what the forest management strategies in the scenarios mean for several different objectives (i.e., ecosystem values). Thus, stakeholders make informed decisions when evaluating the scenarios. The method clarifies which concessions need to be made in order for a desired forest management strategy to be implemented. This so-called Multi-Criteria Decision Analysis (MCDA) that was applied is a useful method for supporting a collaborative process to take both quantitative data and subjective values into account. The results produced by MCDA are valuable as support for planning and as a basis for discussions with stakeholders, but should not be regarded as "the only correct way" or something to be implemented to the point – adaptability and responsiveness to the planning situation in question is crucial.

There are many demands on forests today, such as producing wood and bioenergy, maintaining biodiversity, providing attractive recreational settings, and mitigating climate. These objectives are partly in conflict with each other, and management strategies differ in how much they contribute to each of these objectives. Therefore, there is a need to assess the long-term consequences of different management strategies on e.g. indicators for different ecosystem services and biodiversity. One important tool to do such assessments are forest decision support systems (DSS), i.e. ‘computer-based systems that help decision makers to analyse and solve ill-structured problems’ (Vacik et al. 2015). Methodologically, DSS can be classified into three groups: DSS based on simulation, DSS based on optimization, and DSS used for multi-criteria decision analysis (MCDA). In this context, simulation means that forest management rules are specified, and the outcome is based on an application of these rules (Nobre et al. 2016). The simulator thus projects the likely development of the forest, and the resulting ecosystem services under pre-defined management rules. Simulators are useful for answering “what if” questions, i.e., for assessing the consequences of a limited set of pre-defined management alternatives. The advantage of simulation approaches lies in the relative ease of formulating the problem and interpreting the output. Simulation approaches are useful for projecting the consequences of a limited set of predefined scenarios. DSS based on optimization, in contrast, generate a large set of alternatives from which the best alternative is selected using an optimising algorithm based on the goals and constraints of the planning problem. These kinds of DSS can be used for answering “How to” questions, i.e., for finding the optimal way to reach certain objectives. Optimisation problems thus require that the user defines forest management goals and constraints rather than strict management rules. Both simulation and optimization approaches can be used to generate a number of scenarios, which can be used in a MCDA approach to identify the solution that best fits decision makers’ preference’s for different objectives. MCDA is the collective term for a set of mathematical methods and approaches used to find solutions to decision problems with multiple conflicting objectives. In Sweden, the forest DSS most widely used in research, education and at forest companies for producing long-term plans and making analysis related to forest and forestry is Heureka. The Heureka forest DSS was developed at SLU and the first 1. Introduction 7 version was released in 2009 (Wikström et al. 2011). The system includes three applications that are designed to be used for different types of analysis and at different spatial levels and one application that helps compare scenarios (such as different long-term forest management plans) using MCDA. StandWise is an interactive simulator for stand-level analysis. PlanWise, which we focus on in this report, is a system for analyzing a large set of forest management options in order to identify the best alternative using optimization based on user-defined objectives and constraints. RegWise, on the other hand, is based on a simulation approach where users pre-define the management for e.g. different forest types and landowners through management rules. The advantage of using PlanWise is the possibility to find the most cost-effective solution among a nearly continuous scale of possible alternatives. On the other hand, problems with a high degree of stochasticity are difficult to formulate and solve with in the PlanWise application. For such problems, RegWise could be a better alternative. Finally, PlanEval is a MCDA application designed to evaluate and rank forest plans or scenarios created in PlanWise or RegWise. PlanEval is also available as a web version intended for participatory planning processes. The aim of the report is to present how the Heureka PlanWise application can be used in different types of analysis for mapping and valuation of the future state of the forest, and forest-related indicators for ecosystem services and biodiversity. More specifically, we show which indicators can be assessed, how the type of input data determines what kind of analysis can be done, and how to assess trade-offs between conflicting objectives. We give several examples from recent research projects.

I den strategiska skogliga planeringen utarbetas långsiktiga strategier för nyttjandet av skogsresursen, vilket kan inkludera hur avverkningspotentialen ska nyttjas över tid, val av föryngringsträdslag, samt inriktningen för miljö- och naturvård. Med andra ord så lägger strategisk planering grunden till ett hållbart brukande av skogen. Vid många av de större skogsbolagen i Sverige tillämpas sedan årtionden en stickprovsvis, stratabaserad ansats för den strategiska planeringen. Ett alternativ till den stratabaserade ansatsen är den areabaserade ansatsen, dvs. att i planeringsmodellen använda sig av information från alla avdelningar. Den areabaserade ansatsen har många fördelar, t.ex. att planeringen blir rumsligt explicit vilket möjliggör beaktande av en mängd aspekter kopplade till långsiktig hållbarhet. Trots detta används i dagsläget den areabaserade ansatsen endast i begränsad omfattning. I denna rapport beskriver vi strategisk planering med en strata- respektive areabaserad ansats. Vi går också igenom respektive ansats fördelar och utmaningar. Utgångspunkten i rapporten är skoglig planering för större skogsinnehav (tiotusentals ha till miljontals ha) med stöd av beslutsstödssystem som inkluderar optimeringsmetoder för att formulera och lösa det strategiska planeringsproblemet.
