Amaç: Genel yeterlilikler belirli bir mesleğe özgü olmayan yeterliliklerdir. Literatürde istihdam edilebilirlik becerileri, transfer edilebilir beceriler ve 21. yüzyıl yeterlilikleri gibi kavramlarla da ifade edilen bu yeterliliklerin istihdam ve kariyer açısından önemi giderek artmaktadır. Bu araştırma fizyoterapi ve rehabilitasyon lisans mezunlarının genel yeterlilik düzeyleri ile çalışmakta oldukları işin gerektirdiği yeterlilik düzeylerini tespit etmek, karşılaştırmak ve beceri uyuşmazlığını sorgulamak amacıyla gerçekleştirildi.Yöntem: Araştırma Mart-Aralık 2018 tarihleri arasında çevrimiçi anket yöntemiyle gerçekleştirildi. Araştırmaya 2012 yılında mezun veren tüm fizyoterapi ve rehabilitasyon lisans programlarının mezunları davet edildi. Analiz için uygun 240 katılımcının yanıtları çalışmaya dahil edildi.Sonuçlar: Mezunların sahip oldukları en yüksek yeterlilik düzeyinin “kendi alanına ya da disiplinine hakimiyet” konusunda olduğu belirlendi. Çalışılan işte en yüksek düzeyde istenen yeterlilik “zamanı etkili kullanabilme” idi. Sorgulanan 22 yeterlilikten 18’inde mezunlar kendi yeterlilik düzeylerini, iş için istenen yeterlilik düzeylerinden daha yüksek olarak değerlendirdiler. İş için istenen yeterlilik düzeyinin mezun düzeylerinden istatiksel anlamda daha yüksek olduğu tek yeterlilik “baskı altında çalışabilme” idi (p=0,020), aynı zamanda “baskı altında çalışabilme” beceri açığının en fazla olduğu yeterlilik idi.Tartışma: Sonuçlar mezunlarda algılanan aşırı nitelikli olma halinin yaygın olduğunu göstermektedir. Buna karşın araştırma sonuçlarımız baskı altında çalışabilme yeterliliği ve verimli zaman yönetimi konusunun lisans eğitimi sürecinde kapsamlı olarak ele alınması gerektiğini ortaya koymaktadır., Purpose: Generic competencies are those that are not specific to a particular profession. These competencies, which are expressed with concepts such as employability skills, transferable skills and 21st century competencies, are increasingly important in terms of employment and career. This research was carried out to identify and compare the generic competence levels of physiotherapy and rehabilitation undergraduate graduates and the competence levels required by the job they are working in, to investigate the skill mismatch. Methods: The research was carried out between March and December 2018 with an online survey method. All physiotherapy and rehabilitation undergraduate programs graduates who graduated in 2012 were invited to the study. Responses of 240 participants suitable for the analysis were included in the study.Results: It was determined that the highest competence level of the graduates is about “mastery of own field or discipline”. The highest competence level demanded in the work environment was about “using time effectively”. In 18 of the 22 competencies questioned, graduates rated their competence higher than desired at work. The only competence, in which the required competence level was statistically higher than the graduate competence levels, was “ability to perform well under pressure” (p=0.020). Furthermore, the skill gap was seen most in the ability to perform well under pressure.Conclusion: The results show that perceived overqualification is common in graduates. On the other hand, results reveal that the subject of working under pressure and efficient time management should be handled comprehensively in the undergraduate education process.

Central banks are the most important institutions that enable countries to implement monetary policy. Central bank autonomy is defined as keeping away from the pressures of the government while making and performing decisions on monetary policy. Existence of developed financial markets and being focused on price stability by monetary policy are among the essential conditions in terms of central bank autonomy. Monetary and fiscal policies should be determined and implemented so as to provide economic stability. Accordingly, it was aimed in this study to scrutinize the effects of autonomy of Central Bank of Turkey (CBT) on macroeconomic variables for the period of 1990-2018. It is concluded when the obtained data are analyzed that there occurs a positive impact by the guarantee of both legal and actual autonomy of CBT., Merkez bankaları, ülkelerin para politikası uygulanmasını sağlayan en önemli kurumlardır. Merkez bankasının para politikası ile ilgili kararlarıalırken ve uygularken hükümetin baskılarından uzak kalması merkez bankası bağımsızlığı olarak tanımlanmaktadır. Para politikasının fiyat istikrarıhedefine odaklanması ve gelişmiş mali piyasaların varlığı merkez bankasının bağımsız olması açısından önemli koşullar arasında yer almaktadır. Fiyatistikrarının sağlanabilmesi için merkez bankasının hükümetin baskısı altında kalmamasının yanı sıra para ve maliye politikalarının ekonomik istikrarınsağlanmasına yönelik belirlenmesi ve uygulanması gerekli olmaktadır. Buna göre bu çalışmada, Türkiye Cumhuriyet Merkez Bankası (TCMB)bağımsızlığının bazı makroekonomik değişkenler (enflasyon,para arzı, büyüme ve bütçe açığı) üzerindeki etkileri, 1990-2018 dönemleri açısındandeğerlendirilmesi amaçlanmaktadır. Elde edilen veriler incelendiğinde, TCMB bağımsızlığının hem yasal hem de fiili bağımsızlığının garanti altınaalınması ile birlikte pozitif bir etkinin oluştuğu sonucuna ulaşılmaktadır.

Purpose: The aim of the project was to constitute an interdisciplinary, innovator, international clinical master program for physiotherapists and occupational therapists in Jordan University of Science and Technology (JUST) Rehabilitation Sciences. Methods: Project has started in 2016 supported by European Union as Erasmus + KA2 project. A total of six universities participated in the project (3 from Europe, 3 from Jordan). The mission of the Hacettepe University was to develop the curriculum. The Bologna process and European quality and lifelong learning standards and Jordan’s National Qualifications were utilized. The 8-step process, including needs analysis, profiling, structure of the program, mobility, learning-teaching measurement methodology, admission requirements, degree of master’s thesis, management and resources, was applied with common consensus. Eight mandatory and 15 elective courses a total of 120 ECTS were established. The digital teaching platform were created under the leadership of Portugal, while the quality processes were monitored by England. In 2017, 18 students enrolled in the program. Lecturers from all countries participated in the lessons. The theoretical education were given via the online system and practical education were given in Jordan face to face. Clinical practice training was done in three European countries. Results: European Union audits resulted in success. Application labs were created. The program was accredited by the Jordanian Higher Education Institution. Conclusion: A new and multidisciplinary program which has never been developed according to Bologna and EQF in Jordan. This program is original for the country and the Middle East. International cooperation between countries was achieved. N/A

The first concept that comes to mind when investing in information is the R&D activities. In the past, efforts to develop in countries for years can be realized within months nowadays and technological developments have rapidly changed and can be worn out in a short period of time. Therefore, it can be said that the information economy is the speed economy. The aim of this study is to investigate the relationship between R&D expenditures and GDP in Turkey for the period 1996-2014 with the help of VAR analysis. Before the study, it was determined whether the series were stationary by Augmented Dickey Fuller (ADF) and Phillips-Peron (PP) unit root tests and it was determined that the variables of GDP and R&D expenditure were stationary in the level values. According to the results of variance decomposition and effectresponse functions; It is seen that the effect of GDP changes in Turkey on R&D expenditures is negligible. However, it is seen that R&D expenditures are significantly affected by the changes in GDP.

Ar-Ge faaliyetleri ve bunun devamında ortaya çıkan teknolojik gelişme sürdürülebilir ekonomik büyüme ve kalkınmanın en önemli unsurlarından birisidir. Günümüzde gelişmiş ve gelişmekte olan ülke ayrımına baktığımızda Ar-Ge faaliyetlerine yapılan yatırımların ve verilen teşviklerin bu ayrışmada daha net bir şekilde ortaya çıktığı görülmektedir. Çalışmanın amacı, Türkiye'de Ar-Ge teşvikleri ve Ar-Ge harcamaları ile ekonomik büyüme arasındaki ilişkiyi ve OECD ülkelerinde (önce 4 sonra 38 ülke) Ar-Ge harcamaları ile GSYİH arasındaki ilişkiyi araştırarak karşılaştırmaktır. Bu bağlamda önce seçilmiş OECD ülkeleri için 1996-2015 Türkiye için ise 1996-2014 yılları arasında Ar-Ge harcamaları ve büyüme arasındaki ilişki VAR analizi kullanılarak incelenmiştir. Çalışmada önce durağanlığın belirlenmesi için Augmented Dickey Fuller (ADF) ve Philliphs Perron (PP) birim kök testi yapılmıştır. Birim kök testi sonuçlarına göre tüm serilerin seviye aşamasında durağan oldukları görülmüştür. Varyans ayrıştırma ve etki-tepki fonksiyonlarına ait sonuçlar, Ar-Ge'deki herhangi bir değişmenin GSYİH dengesi üzerinde anlamlı bir etki yapmadığını, ancak GSYİH'nin Ar-Ge üzerinde anlamlı bir etki yaptığı görülmektedir. Ayrıca 1996-2015 verileri kullanılarak 38 OECD ülkesi için Panel Veri Analizi kullanılmış ve Ar-Ge 1 birim artarken GSYİH'nın 11,484 birim arttığı görülmüştür. Yani aralarında pozitif yönlü bir ilişki sözkonusudur. Aynı zamanda Türkiye'de 2006-2015 yılları için Ar-Ge teşvikleri ve büyüme arasındaki ilişki de Granger nedensellik analizi ile incelenmeye çalışılmış ancak verilerin yetersiz olması nedeniyle anlamlı bir sonuç ortaya çıkmamıştır. R&D activities and the subsequent technological development are one of the most important elements of sustainable economic growth and development. When we look at the differentiation between developed and developing countries today, it seems that the investments made in R&D activities and the incentives have emerged more clearly in this dissociation. The aim of the study is to investigate the relationship between R&D incentives and R&D expenditure in Turkey and economic growth, and the relationship between R&D expenditures and GDP in OECD countries (before 4 countries after 38 countries). In this context, the relationship between R&D expenditures and growth for selected OECD countries for 1996-2015 and 1996-2014 for Turkey was examined using VAR analysis. Augmented Dickey Fuller and Philliphs Perron unit root tests were performed to determine the stability before study. According to the unit root test results, all the series were found to be stationary at the level. The results of the variance decomposition and impact-response functions show that any change in R&D does not have a significant effect on the GDP balance, but GDP has a significant effect on R&D. Besides, Panel Data Analysis was used for 38 OECD countries using 1996-2015 data and GDP increased by 11,484 units while R&D 1 unit increased. So there is a positive relationship between them. At the same time, the relationship between R&D incentives and growth for the years 2006-2015 in Turkey was tried to be analyzed by Granger causality analysis, but the results were not significant due to insufficient data. 236
