3. Impact assessment of direct payments of EU common agricultural policy on economic resilience of agriculture

Abstract

Agriculture’s resilience has been identified as one of the main priorities of the 2023–2027 Common Agricultural Policy agenda (EU Commission, 2020), as it is widely accepted that resilience is a key pre-condition for the sector’s sustainable development. The goal of resilience growth necessitates an objective evaluation of resilience changes and the estimation of the impact (possibly) made by various factors on resilience. However, the concept of resilience is still very ambiguous, lacking a universally agreed methodology for its evaluation and empirical evidence on how to support policies that influence agriculture’s economic resilience. Therefore, the dissertation aimed to assess the impact of direct payments on the economic resilience of agriculture. The study resulted in an integrated index of the direct payments’ impact on agriculture’s economic resilience. The following main tasks were resolved during the study: the analysis of the scientific literature was performed to study the nature, development, measurement, and use of the resilience concept and, subsequently, to apply it to the assessment of agriculture’s resilience; the existing research on the assessment of direct payments’ impact on individual agricultural indicators was systematized; a set of indicators reflecting agriculture’s economic resilience was formed; a theoretical model for the assessment of the direct payments’ impact on agriculture’s economic resilience was created; and its practical adaptability was verified at the level of the EU-27, the OMS-15 and the NMS-12 in 2005–2019. The dissertation consists of an introduction, three chapters, general conclusions, references, and a list of the author’s publications on the topic of the dissertation. The first chapter presents the analysis of the resilience concept, its operationalization and measurement, and the rationale for integrating the resilience construct in the agricultural context. Also, it provides a developed theoretical model of the direct payments’ impact on agriculture’s economic resilience. The second chapter presents the theoretical model for assessing the direct payments’ impact on agriculture’s economic resilience and the description of its elements. The third chapter presents the empirical results of the model application in the EU-27, the OMS-15, and the NMS-12. The obtained results were used to formulate conclusions and proposals on how to improve the system of direct payments support. Six scientific articles were published on the topic of the dissertation; presentations were made at two international scientific conferences; and an internship took place at the University of Łódź (Poland), where the results of the dissertation were presented., Doctoral dissertation

Abstract

Covid-19 pandemic provided many negative effects on world economies and people around the world. The covid-19 creates many threats to sustainability of agriculture sector which is very sensitive because of food supply security needs. First of all, it is necessary to analyse and comprehend the immediate consequences of current pandemic on agricultural and food systems in order to develop necessary actions. The risks, vulnerability, resilience and systemic shifts of agricultural systems need to be better understood in order to adapt to covid-19 pandemic. The aim of this paper is to analyse the negative impacts of covid-19 on agriculture and food systems by applying vulnerability and resilience approach by treating covid-19 like global disaster. The concepts of ‘vulnerability’, and ‘resilience’ which dominates disaster studies historically initiated after the World War II were applied to systematise literature review. The main input of this paper is systematization and grouping of the main measures to enhance resilience of agriculture systems in the face of covid-19 pandemic based on recent scientific studies published in 2020. The future research guidelines are also provided based on conducted systematic literature review.

Abstract

Research on economic resilience in agriculture is quite complicated due to the interdisciplinary nature of the notion. In agricultural, climate change, sustainability and food security research it appears as an endogenous phenomenon rather as the main one. This study aims to contribute to conceptualization of economic resilience in agriculture, revealing current and identifying future research directions. Bibliometric analysis supplemented with a literature overview serve this purpose. Abstract

The increasing frequency and magnitude of adverse meteorological events together with the growing uncertainty in the upcoming future pose more and more challenges to agriculture. Therefore, the future sustainability of agriculture will increasingly depend on its resilience, i.e. the capacity to withstand various perturbations and to recover from them. The direct payment (DP) system of the EU Common agricultural policy (CAP) is the most financed EU support scheme for agriculture; however, research on its impact on the important phenomena of resilience is scarce and fragmented. In order to fill this gap, this paper offers an extensive overview of literature and a summarized list of factors that are mentioned most often as potentially influencing the agricultural resilience. Based on this, the possible impact of DP on agricultural resilience was analyzed. In this paper, it is argued that this impact is transferred mostly through changing farms’ financial capabilities as well as farmers’ attitudes and behavior, and is both positive and negative. Such phenomena as low crop insurance uptake and decrease in productivity may be due to the overcrowding effects of direct payments. Abstract

Regional economic resilience, which is a necessary and indispensable component for ensuring both regional and overall sustainability, is understood principally in relation to the system's structure and overall functioning ignoring human agency and its bounded rationality. This leads to missing important and potentially crucial elements fostering or hindering resilience, and consequently to designing resilience enhancing programs with low effectiveness. This paper argues that the focus of the resilience concept should shift from the system structure to the behavior of agents, since any outcome at the macro level is a product of the myriad of interacting behaviors. The structure of the system and all the context matters as the options for the behavior and which options are chosen depends on the internal factors of the decision maker. A framework, depicting the mechanism how the above mentioned factors interact and determine behavior thus consequently influencing resilience is proposed.
