Problem statement. This article examines one of the key safety issues for workers in the open air − the increase in air pollution in the context of global climate change. Based on the analysis of monitoring data from stationary observation posts in Kiev for the state of atmospheric air, a positive trend is shown for the main components - air pollutants in recent years and their close correlation with temperature conditions. The calculation of the non-carcinogenic risk to the health of workers showed a significant level, which requires dynamic control for the production environment and a solution to the issue of risk management measures. The risk-oriented approach allows identifying not only the presence of a substance and its concentration, but also the likelihood and degree of its impact on a person at a given exposition. Purpose of the article is to analyze the effect of increasing temperature and air pollution in the urban environment due to climate change on the health of workers with the aim of developing measures to reduce emissions of pollutants into the atmosphere and protect workers who are outdoors during the working day. Conclusion. Achieving an acceptable level of risk for workers in the areas of its maximum level can be achieved by introducing appropriate measures, which must necessarily include, in addition to organizing production, the choice of the optimal mode of work and rest, as well as personal protection equipment, namely: overalls or clothing made of natural fabrics, protective equipment for the respiratory system, head, eyes, skin, adherence to correct drinking regime, therapeutic and prophylactic nutrition, attraction to work of workers with age restrictions, constant monitoring of weather conditions and, when they deteriorate, immediate adoption of appropriate measures to improve the working conditions of workers in the open air.

Problem statement.With the adoption in 2018 of the international standard ISO 45001, which is planned to be introduced into the legislative field of Ukraine from 2021, the implementation of the risk management procedure for the risks to life, health and working capacity of staff in the performance of professional duties or actions in the interests of the enterprise is becoming increasingly relevant. Any production environment in which a system is implemented, the components of which are people and technological equipment generates hazards that can be realized in an incident, dangerous event or accident with certain instant and / or long-term consequences. The question related to reducing the degree of danger and risk characterizing a certain production activity is appropriate. The purpose of the article is the analysis of the methodology for managing risks and opportunities in the field of occupational health and safety and the creation of an appropriate documented procedure in accordance with modern international and state legislation. Conclusion. The article proposes a methodology for assessing the risks of dangers and opportunities based on the matrix method and is formed on the basis of the basic method for assessing the risks of “bow tie”. This procedure should be documented and supplemented with risk registers that can be developed by hazard type based on the classification of harmful and hazardous factors in the production process. A mandatory requirement for the implementation of this methodology is its perception and fixing at the highest level of the organization’s leadership and leadership in this aspect. It is also impossible to carry out a risk assessment and develop effective preventive measures to protect occupational health and safety without engaging the organization’s personnel at the level of the respective structural unit and its participation in constant monitoring of changes in the system “people − production equipment − production environment”, as well as increasing its competencies in hazard identification and risk assessment methods.

С принятием в 2018 году международного стандарта ISO 45001, который планируется ввести в законодательное поле Украины с 2021 года все большую актуальность приобретают вопросы внедрения процедуры управления рисками опасностей для жизни, здоровья и работоспособности персонала при выполнении профессиональных обязанностей или действий в интересах предприятия. Любая производственная среда, в которой реализована система, составляющими которой являются человек и технологическое оборудование, генерирует опасности, которые имеют возможность реализоваться в инцидент, опасное событие или аварию с определенными мгновенными и / или отдаленными последствиями. Уместен вопрос, связанный с уменьшением степени опасности, − риска, характеризующего определенную производственную деятельность. Цель статьи − анализ методологии управления рисками и возможностями в сфере охраны здоровья и безопасности труда и создание соответствующей документированной процедуры в соответствии с современным международным и государственным законодательством. Вывод. Предложена методология оценки рисков опасностей и возможностей, основанная на матричном методе и сформированая на основе базового метода для оценки рисков «галстук бабочка». Данная процедура должна быть задокументирована и дополнена реестрами рисков, которые могут быть разработаны по видам опасностей на основе классификации вредных и опасных факторов производственного процесса. Обязательными требованиями для внедрения данной методики являются ее восприятие и фиксация на уровне высшего звена руководства организации и лидерство в этом аспекте. Выполнение оценки рисков и разработка действенных предупредительных мер по охране здоровья и безопасности труда невозможны без привлечения персонала организации на уровне соответствующего структурного подразделения и его участия в постоянном мониторинге изменений в системе «человек − производственное оборудование − производственная среда», а также повышения его компетенций по идентификации опасностей и методов оценки риска., Постановка проблеми. З прийняттям у 2018 році міжнародного стандарту ISO 45001, який планується ввести в законодавче поле України з 2021 року, все більшої актуальності набувають питання впровадження процедури керування ризиками небезпек для життя, здоров’я та працездатності персоналу під час виконання професійних обов’язків або дій в інтересах підприємства. Будь-яке виробниче середовище, в якому реалізована система, складові якої – це людина та технологічне обладнання, генерує небезпеки, які мають імовірність реалізуватись в інцидент, небезпечну подію чи аварію з певними миттєвими та/або віддаленими наслідками. Обґрунтовано постає питання, пов’язане зі зменшенням міри небезпеки, − ризику, що характеризує певну виробничу діяльність. Мета статті – аналіз методології керування ризиками та можливостями у сфері охорони здоров’я і безпеки праці й створення відповідної документованої процедури відповідно до сучасного міжнародного та державного законодавства. Висновок. Запропоновано методологію оцінювання ризиків небезпек та можливостей, яка базується на матричному методі та сформована на основі базового методу для оцінювання ризиків «краватка метелик». Ця процедура має бути задокументована та доповнена реєстрами ризиків, які можуть бути розроблені за видами небезпек на основі класифікації шкідливих та небезпечних чинників виробничого процесу. Обов’язкова вимога для впровадження такої методики – її сприйняття та фіксація на рівні вищої ланки керівництва організації й лідерство вищої ланки керівництва в цьому напрямку. Також оцінювання ризиків та розроблення дієвих упереджувальних заходів з охорони здоров’я та безпеки праці неможливі без залучення персоналу організації на рівні відповідного структурного підрозділу та його участі у постійному моніторингу змін у системі «людина − виробниче обладнання − виробниче середовище» й підвищення його компетенцій щодо ідентифікації небезпек та методів оцінювання ризику.

Рассматривается один из ключевых вопросов безопасности людей работающих на открытом воздухе − повышение загрязнения атмосферного воздуха в условиях глобальных климатических изменений. На основании анализа мониторинговых данных стационарных постов наблюдений в г. Киев за состоянием атмосферного воздуха показана положительная динамика по основным компонентам − загрязнителям атмосферного воздуха в течение последних лет и их тесная корреляционная связь с температурными условиями. Расчет неканцерогенного риска на здоровье работников показал значительный уровень, что требует для производственных условий динамического контроля и решения вопроса о мерах управления риском. Риск-ориентированный подход позволяет идентифицировать не только наличие вещества и его концентрацию, а также вероятность и степень его воздействия на человека при данной экспозиции. Цель статьи − анализ влияния повышения температуры и загрязнения атмосферного воздуха городской среды вследствие климатических изменений на здоровье работников с целью разработки мероприятий по снижению выбросов загрязняющих веществ в атмосферу и защите работников, находящихся в течение рабочего дня на открытом воздухе. Вывод. Приемлемый уровень риска для работающих в зонах максимального его значения может быть достигнут путем внедрения соответствующих мероприятий, которые обязательно должны предусматривать и включать, кроме организации производства, выбора оптимального режима труда и отдыха, также индивидуальную защиту, а именно: специальную одежду или одежду из натуральных тканей, средства защиты органов дыхания, головы, глаз, кожи, соблюдение правильного питьевого режима, лечебно-профилактического питания, привлечение к работе людей с возрастными ограничениями, проведение постоянного мониторинга погодных условий и при их ухудшении немедленного принятия соответствующих мер для улучшения условий труда., Постановка проблеми. Розглядається одне з ключових питань безпеки людей, які працюють просто неба – підвищення забруднення атмосферного повітря в умовах глобальних кліматичних змін. На основі аналізу моніторингових даних стаціонарних постів спостережень в м. Київі за станом атмосферного повітря показано позитивну динаміку за основними компонентами – забруднювачами атмосферного повітря протягом останніх років та їх тісний кореляційний зв’язок із температурними умовами. Розрахунок неканцерогенного ризику на здоров’я працівників показав значний рівень, що потребує для виробничих умов динамічного контролю та вирішення питання про заходи управління ризиком. Ризик-орієнтовний підхід дозволяє провестиідентифікацію не лише наявності речовини та її концентрації, а також ймовірністі і ступеня її впливу на людину за даної експозиції. Мета статті – аналіз впливу підвищення температури та забруднення атмосферного повітря міського середовища внаслідок кліматичних змін на здоров’я працівників із метою розроблення заходів зі зниження викидів забруднювачів в атмосферу та захисту працівників, які перебувають протягом робочого дня на відкритому просторі. Висновок. Досягти прийнятного рівня ризику для працівників у зонах максимального його значення можливо шляхом упровадження відповідних заходів, які обов’язково повинні передбачати та включати, окрім організації виробництва, вибір оптимального режиму праці і відпочинку, також індивідуальний захист, а саме: спеціальний одяг або одяг із натуральних тканин, засоби захисту органів дихання, голови, очей, шкіри, дотримання правильного питного режиму, лікувально-профілактичного харчування, залучення до роботи працівників із віковими обмеженнями, проведення постійного моніторингу погодних умов, і, у разі їх погіршення, негайного вживання відповідних заходів для поліпшення умов праці.

Проаналізовано можливості та переваги модульного об'єктно-орієнтованого динамічного навчального середовища Moodle. Наведено опис діючої системи дистанційного навчання з питань охорони праці з використанням програмного забезпечення на основі Moodle. Відзначено необхідність розроблення аналогічних програм навчання з урахуванням специфіки різних галузей промисловості України. The possibilities and advantages of the modular object-oriented dynamic learning environment Moodle are analyzed. A description of the current system of distance learning on health and safety using software based on Moodle. The necessity of developing similar training programs taking into account the specifics of different industries of Ukraine is noted.
