This article presents a study of Angel Karaliychev’s travel books during the second period of his development. For the first time in Bulgarian literary theory the focus lies on the interconnection and dialogism between the texts that the writer published in different collections and not so much on their contents. This article examines the special features of text composition so as to provide an explanation for the lack of unity and coherence between individual works. В статье представлены классификации стилей управления. Каждый стиль управления подробно рассмотрен. Выявлены плюсы и минусы основных видов управления. Представлены методы и модели руководства. Определено, что классификация стилей руководства на предприятии является ключевым элементом успешного управления персоналом и достижения поставленных целей. В данной теме рассматриваются различные подходы к определению и классификации стилей руководства, такие как автократический, демократический, либеральный, трансформационный и иные. Определено, что каждый стиль руководства имеет свои особенности, преимущества и недостатки, и понимание их различий позволяет выбирать наиболее подходящий стиль в зависимости от конкретной ситуации на предприятии. Сделано заключение, что изучение и понимание различных стилей руководства на предприятии помогает руководителям эффективно взаимодействовать с сотрудниками, строить доверительные отношения и добиваться общих целей компании.

The subject of the behavior of the individual in the organization is increasingly relevant these days. The strict and responsible fulfillment of the set goals depends on the behavior of the person who changes his actions under the influence of external or internal factors. Behavior can be conscious or unconscious, overt or covert, voluntary or involuntary. Organizational behavior as a scientific field studies the enduring characteristics of human behavior and human communities from the perspective of organized labor and management. It is an interdisciplinary field dedicated both to the study and understanding of the causes, structure and dynamics of individual and group work behavior, as well as to the practice of its impact, its actual practical management. Organizational behavior is concerned with defining, understanding, expecting and controlling human behavior within the organization and its environment. The potential motivating or demotivating impact of all aspects of organizational behavior is subject to reconsideration from the perspective of desired changes in behavior. These aspects include organizational culture, formal and informal structures and relationships, interpersonal behavior, communications, management and leadership. Individuality is an important factor and indicator expressing a particular and specific way of thinking of the person, emotional experience and behavior, which determine the unique attitude towards the environment and the personal self. Of particular importance in determining individuality are abilities and intelligence. An object of understandable attention is the behavior of the individual in the organization and the determinants of responsible organizational behavior. Organizational behavior seeks to provide practically useful tools for behavioral analysis at several levels. The behavioral process takes place in several dimensions, each with its own function. Each management approach also has motivational dimensions, because both activities are directly or indirectly related to the behavior of the organization's members. Managing organizational behavior includes both general and specific functions that must be performed by effective leaders. The specific approaches and techniques they use should reflect both the cultural specificity and the specific situation. Today's turbulent and uncertain environment requires organizations to make changes in order to survive, sustain their business and have a competitive advantage in the global market. This dynamic of development is changing the environment at a much faster pace, especially in the field of technology. In the field of information technology systems, organizational changes are inevitable, and one of the powerful tools for the success of these changes is effective communication. Various studies show the strong relationship between communication in organizations and organizational change and show the growing importance of the role of communication for organizational change and how effective communication becomes a powerful engine for the implementation and success of this change (Neves, Eisenberger, 2012). Business responses and its challenges with different. Every company makes different changes. When an organization undertakes changes by implementing new technological solutions, new information technology changes, it also formulates new goals and strategies that affect its processes, models and structures. These changes can be the result of thorough planning and analysis, but they can also be unplanned, spontaneous, precisely because in the field of information and communication technologies, dynamics and innovations happen extremely quickly. Change management is not just about communication, training or managing resistance to change. It is also a process of managing knowledge, experience and competence, and from this perspective it reflects the manager's ability to lead staff and the organization successfully through change. Within the concepts of technological progress achieved in this century, it is evident that globalization will surely continue and through technological facilities, different societies and cultures will become even closer, creating a global community of cooperation and synergy between countries and cultures and on this way globalization will become a tool that allows business to be more competitive and cooperative to achieve and maintain growth, progress and prosperity with the idea of the will to change and develop. One of the stark facts of modern business is that the world has changed. It has become a global reality at all levels, including daily life in the community, life in the organization and the surrounding environment. It is important for companies today to be dynamic, flexible and adaptable to the multitude of changes, as the excessively accelerated pace of change forces organizations and the people in them to face indispensable transformations and innovations in all areas of their activity, so they must react in the time to survive and develop. Introduction/purpose: The first industrial revolution used the power of steam and water for the mechanization of manufacturing. The second one used electricity for mass production. The third one used electronics and information technologies for the automation of production, while the fourth industrial revolution aims to enable erasing of the boundaries between the physical, digital and biological spheres in order to reach smart automation and increase the interconnection of system elements. Thus, previous industrial revolutions changed the way we work, the next one is changing the way we think. Our generation is privileged of being a contemporary of tectonic technological changes, a witness to changes that fundamentally convert production processes and relations in production, but also a witness to the changes that those products bring to the functioning of the mankind, from individuals to state organizations, including the military as well. The main goal of this paper is to indicate to the wider military academic community the need for coordination and interdependent development of combat systems, doctrine and structure of defence organizations. Methods: This paper will use general scientific methods that are used, or can be used, to acquire scientific knowledge in all scientific fields and disciplines. We highlight the hypothetical-deductive method, the analyticaldeductive method and the comparative method. Results: (Increased) Еquipping with weapons and military equipment generated from the current technological revolution requires radical changes in the defence area, both in the combat component, i.e. changes of basic combat units that should optimally use these weapons (their doctrines, tactics, organization, training, etc.) as well as the administrative-bureaucratic component of the national defence system that deals with the procedures of weapons development, production and procurement, which should follow the fastest pace of innovation ever in the commercial industry area. The review of the available information on the state of Primary Health Care (PHC) from the „Health Systems in Transition" publication series of the „European Observatory for Health Systems and Policies" identified significant weaknesses in the organization of the implementation of this key activity. The purpose of the research is to outline the scope of the problems in the PHC, their repetition and similarity in the individual European countries and their interrelationship with the other units of the health system. An analysis was made of the official documents (reports) on the health systems of 17 European countries. The traditional method of document analysis and Content-analysis were used. The main most characteristic health-organizational problems in the provision of PHC for each of the seventeen countries are identified. The significant recurrent problems are grouped into the following categories (significant units): existing and/or impending deficiency of general practitioners (GPs), difficult access to GPs due to regional and social inequalities, aging of GPs and insufficient recruitment of young doctors; direct access of patients to specialized medical care. Based on the analysis, the conclusions of the study were drawn. The established scope and significance of the problems in the provision of PHC in the countries of the European region, the ascertained dependence on the socio-economic and demographic status of the countries are reasons for timely changes in the health systems of the affected countries. В процессе информатизации и сетевизации российского общества идет процесс становления современной национальной образовательной системы, составной частью которой является система подготовки педагогических кадров. Систематизированы отдельные теоретические идеи становления современного педагогического образования. Доказывается тезис о том, что использование в профессиональном педагогическом образовании современных методик организации образовательного процесса (и смешанного обучения в частности) обеспечивает повышение уровня субъектности будущего учителя, освоение обучающимися большего объема научно-педагогического, методического знания, алгоритмов осуществления профессиональной деятельности, вариативных способов реализации совокупности будущих трудовых действий. Специфика осуществления образовательного процесса в педагогическом вузе при использовании смешанной модели организации образовательного процесса по физической культуре и элективным курсам связана, во-первых, с возможностью проведения учебных занятий и элективных курсов по физической культуре в режимах офлайн и онлайн, используя дистанционные порталы вуза, что способствует созданию условий для формирования навыков организации самостоятельной деятельности обучающихся, оценке уровня их сформированности в процессе непрерывного научно-методического сопровождения со стороны профессорско-преподавательского состава. Во-вторых, с обеспечением непрерывной коммуникации и стабильности учебного процесса средствами использования резервных каналов и специальных средств. В-третьих, с модульностью, алгоритмичностью содержания педагогического образования, технологией его реализации как основы для использования в процессе проектирования и реализации индивидуальных образовательных маршрутов студентов, в том числе в режимах офлайн и онлайн. В-четвертых, гибким характером квазисамостоятельной деятельности студентов средствами зонирования этапов смешанного обучения, дифференциации содержания курсов.

More and more managers are realizing the important role and significance of behavioral skills for achieving desired and expected work performance, creating a favorable work environment, maintaining good interpersonal relationships and increasing the competitiveness of the organization. Behavioral skills are primarily psychological in nature, i.e. they are dependent on signs of the psychological state of the person and are of primary importance for the achievement of individual, team and organizational goals. Self-control is a key behavioral skill in the workplace. It is an ability that allows employees to be objective, to consider all circumstances and perspectives, to take reasoned actions and not to react impulsively and in accordance solely based on their own emotional state. The manifestation of self-control affects the qualitative and quantitative performance of work tasks, as well as the results that employees achieve in work. Self-control is an ability necessary to create a positive and functional work environment. Most conflicts and wrong decisions in the workplace are the result of a lack of behavioral skills, including low levels of self-control. Loss of control can have lasting effects and have a profoundly negative impact on the individual and their relationships with the people they work with. Self-control can be measured and improved over time by using a variety of techniques and strategies. The aim of this article is to define self-control, to argue its importance and to present a tool that can be used to identify employees' ability to control their emotions at work. An empirical study was carried out in a large Bulgarian organization with the subject of activity production and trade of confectionery. The study proves that the ability of working persons to maintain self-control has an impact on the achievement of high results in work, the quality performance of managerial, organizational and production activities and, accordingly, the successful functioning of the company in the current variable and increasingly demanding business environment. The tool presented in this article is applicable in any organization, regardless of its size and subject of activity. It can be used to examine the level of self-control of managers, specialists and workers. Through the use of the instrument, the management of the organization can establish the presence of problem areas related to the self-control of the persons employed in the company and, on this basis, take targeted actions in the direction of overcoming them. Involving employees in training related to awareness of the importance of controlling emotions at work, as well as learning specific techniques to improve the ability to exercise self-control, will increase the motivation of employees, which is a prerequisite for increasing their productivity and efficiency at work place. Выявлены и обоснованы диалектические связи законов вооруженной борьбы, мероприятий гражданской обороны и комплексной защиты организаций, подлежащих переводу на работу в условиях военного времени. Область применения исследований. Результаты исследования являются вкладом в развитие теории гражданской обороны, прежде всего представлений о комплексной защите организаций, подлежащих переводу на работу в условиях военного времени. Могут быть использованы при переработке требований технических нормативных правовых актов в части уточнения принципов и целесообразности осуществления защитных мероприятий.

In the history of Turkish and Russian intelligence, the transition to modern intelligence spans a wide period of time and in this process, the first quarter of the 20th century stands out as a critical period for both intelligence traditions. However, the fact that the Turkish and Russian intelligence organizations that operated in this critical period were not discussed comparatively draws the attention as an important deficiency in the literature. This article aims to provide information on which intelligence organizations the Turkish and Russian intelligence, which has a deep-rooted tradition, took part in the field in the first quarter of the 20th century, and to explain the institutional structures, establishment purposes, intelligence perspectives, main fields of activity, internal-structural continuity, changes, similarities and differences of these organizations. Turkish and Russian intelligence organizations, which were structured and operated in the first quarter of the 20th century, are important parts of the transition to modern intelligence in the history of Turkish and Russian intelligence, and analyzing these organizations with a comparative method and an interdisciplinary approach makes it possible to obtain important findings. The analysis made in line with the aforementioned method and understanding and within the framework of the transition periods to modern intelligence not only enables the determination of the genetic codes of Turkish and Russian intelligence, but also serves as a methodological model for the determination of the genetic codes of the intelligence organizations of other states whose transition periods to modern intelligence coincide. In the transition period to modern intelligence, Turkish and Russian intelligence organizations are disciplined, adaptable and effective security devices with a deterrent character. In addition, although these organizations have unique structural features and differ from each other in this context, they were fed from the depths of Turkish and Russian history and were shaped by the intelligence experiences of the imperial tradition. Although the regimes in Turkey and Russia had changed, intelligence organizations had worked in harmony with the regime of their time. These results suggest that studies that adopt an interdisciplinary approach that prioritizes the basic methodological sensitivities of the disciplines of history and intelligence and that focus on comparative analyzes in this direction will provide a broader perspective to both the history of intelligence and the security and intelligence literature. The article examines the employer branding as an expression of the reputation and experience that creates an organization as an employer (this is in practice the identity of the organization, which is perceived by the public). It has been pointed out that building a successful employer branding strategy is done through the development and ongoing implementation of policies, programs, rewards, benefits offered to potential job applicants and to existing employees benefits and advantages. Good employer branding has been shown to be a strong competitive advantage in recruiting and retaining employees. Even if no specific employer branding strategy has been created, this brand exists in reality and has an impact on a daily basis. If there is no such strategy, however, the brand is likely to be perceived in a different way than we want it to be perceived. На примере Свердловской области рассматривается ситуация с профессиональной подготовкой и трудоустройством врачей -гериатров, сложившаяся в регионах Российской Федерации. Обсуждаются проблемы дефицита профессорско -преподавательского состава, несоответствия статуса врача -гериатра, подготовленного в клинической ординатуре, статусу этого специалиста, обученного через систему краткосрочной профессиональной переподготовки. Представлена ситуация с востребованностью и трудоустройством врачей -гериатров в лечебно -профилактических учреждениях в условиях нехватки специалистов первичного звена. Ставятся конкретные вопросы по поводу недостаточной определенности терминологии, предлагаемой к использованию в гериатрии, отсутствия разработки и применения в гериатрии специфических диагностических методов. - Abstract
The purpose of this study is to present the main structural and organizational changes in children’s organizations in Bulgaria during the period 1948-1968. During the period Dimitroff Pioneer Organization “Septemvrijche” and the troupes “Cchavdarche”, as the main extracurricular structures responsible for education of Bulgarian children, strengthen their position and are confirmed as important factors for political, social and cultural life of the country. The public authority of children’s organizations grows incredibly, given their beneficial effects on children, their parents and the whole society. The structural strengthening of Dimitroff Pioneer Organization “Septemvrijtche” allows the entry of new, diverse and interesting forms and methods of working with children. Pioneering romance and amateurism are lasting affirm as basic principles of educational work. The relationship between the organizations and the school is regulated and deepened, making attempts to distinguish the blurred borders of educational work between them. Regardless of the favorable changes in the activity of DPO “Septemvrijche” and the troups “Chavdarche”, there is a need to create better conditions for the work of the organization, increase of professional pedagogical assistance and solving issues of material and personnel nature. Given these achievements, it is still difficult to overcome the regulation of the activities of the pioneers and cases of violation of pioneer’s initiative and self-government. Formalism and the patterns are not completely cleared, and the main forms of activity in the organization remain mainly verbal. The mentioned difficulties are partially overcome. The gradual realization of the announced at the beginning of the organization long-term goals and objectives, related to the accession of the communist upbringing of Bulgarian children, starts. The great conquest for the period is the experience gained and created traditions on which the organization will step in the next stage of its development (1969-1989). The topic is significant and relevant due to the fact that the development of children’s structures, under the considered historical period, has not been sufficiently studied from a modern point of view. The contribution is also important, related to the preservation and promotion of the positive practices used by children’s organizations, that can find alternative realization in contemporary structures for informal education. In today's fierce competition and rapidly changing external environment, the organization must focus not only on its internal state, but also to develop an appropriate long-term strategy of behavior that will allow it to successfully adapt to changes in the environment and to fully realize its mission and goals. Working with change is not an exceptional cataclysm between longer periods of peace and quiet. This is the everyday reality. For change management, strategic planning promises to enable organizations to be more active in control, to achieve the change they want, according to a planned program, for a certain period of the future. Another approach that also serves us to work with change is strategic thinking. However, it is more focused on building a broad idea of organizational purpose and capacity in the organization to deal with the unpredictable at work. The management of organizations by its nature and purpose is a comprehensive theoretical and applied tools aimed at the overall effectiveness of the organization and the corresponding modifications of organizational behavior. Based on a set of methodologies, theories and research results, specific recommendations and actions are proposed to manage the necessary changes in its structures and approaches. These changes cover not only the processes of external adaptation related to the modern dimensions of globalization, the development of information technology, integrated quality management or diversification of the workforce, but also the processes of internal integration in the organization, which must meet the requirements of the external environment. . New ideas are emerging, for example - management of knowledge, features and trends of learning organizations, or forms of behavior that shift accents, but also completely change our familiar paradigms for organizational management, human resource management, career management and more. In this context, governance is described as a holistic approach to improving the processes of organizational renewal, training, organizational culture, functioning and decision-making mechanisms, internal organizational relations, conflict management and stress, breaking to varying degrees: changes related to achieving of continuous or gradual improvements and improvements; changes affecting the strategy of the organization, the development of new products, the introduction of new technologies, systems, processes and directions; changes with transformational and radical changes, affecting the fundamental character of the organization, the system of components, the common goal, mission, values and attitudes; changes related to the agents of change, its leading figures - experts, managers or groups that lead this process, take responsibility and leadership to change existing patterns of behavior or social systems. The dynamic complexity and turbulence in organizations - this is the generalized image of modern organizational life, which gradually displaces the aging image of organizations as machines and the idea of an orderly environment. - Abstract
The communication process in management is also called the connecting process, because none of the management functions can be performed without its permanent use. On the other hand, communication is the key and basic function for conflict prevention and resolution. The aim of the development is to emphasize the importance and influence of communications and the communication process and their relationship with good governance in modern organizations. The main tasks of the development are: highlighting the main functions of organizational communication, in view of the normal functioning of the organization, as well as in connection with the effective development and implementation of management decisions and control over their implementation; substantiation of the role of communications as the main tool for managing organizational conflicts. The defined main goal and the logically following tasks require the use of qualitative and quantitative and mixed research methods. Of the qualitative methods, a desk study was used, of the quantitative methods - secondary data analysis, of the mixed methods (methods with qualitative and quantitative varieties) - content analysis. After the analyzes, the following basic results are summarized: both interpersonal and intra-organizational communications are components of the organizational culture. Effective internal communication, ie. the right communication channels, knowing who communicates what, to whom, when and how, openness and naming problems by their real names, sharing ideas and suggestions are vital to the good governance of any modern organization and a powerful tool for resolving destructive conflicts. A general conclusion that stands out on the basis of the analyzes is: the main goals of the communication process and internal and external communications are directly related and dependent on the good governance of organizations (both public sector organizations and those of the business sector ). Conflicts are most often the result of poor internal communications (between colleagues, departments, units, etc.) and external communications (with partners, suppliers, customers, media, competition, etc.). Effective internal communication, ie. the right communication channels, knowing who communicates what, to whom, when and how, openness and naming problems by their real names, sharing ideas and suggestions are vital to the good governance of any modern organization and a powerful tool for resolving destructive conflicts and crises of various kinds. Поэтому обеспечение экономической безопасности предполагает проведение экономической экспресс-диагностики предприятия, исследования факторов, оказывающих влияние на эффективность функционирования организации. При этом важным элементом стратегического характера является уровень локализации ресурсов, территориально-производственный фактор, уровень инвестиционной активности. Современные российские и западные экономисты рассматривают локализацию как стратегию выхода на международные рынки путем размещения производства товаров и услуг. Как правило, решающими фактороми при этом являются трудовые, природные ресурсы, инвестиционный климат, потребительский спрос на продукцию. Анализ различных точек зрения по определению локального рынка показал, что исследователи используют отдельные подходы и методы в изучении рынка, учитывая при этом одни факторы и не принимая во внимание другие. В результате чего представляется необходимым изучение локального рынка с позиции всей совокупности субъектов рыночных отношений и отношений производства, распределения, потребления в сфере обращения, что позволит воспринимать его как хозяйственно-экономический локальный механизм.

Relevance. Financial Results are the key performance indicators of a company. They form the base for a company’s sustainability, economic relationship with partners and strategy of further development. The article presents the economic content of financial results of the economic activity of an entity in a form of profit or loss. Methodological problems of analyzing financial results, profit and, profitability of an entity on the basis of the statement of financial results are researched. Now there are a lot of methods to carry out analytical procedures disclosing th company’s results which may be combines in a number of groups according to the approaches used: economic, accounting and investment. Nevertheless all these approaches do not take into account the special features of a company’s functioning. There is a need for improvement of information base for analysis. That’s why the study of the above mentioned methods, approaches and indicators is very important as the increase of values of financial results indicators strengthens economic, financial and investment positions of an entity. Methodology. The methods used are system and complex approaches, dialectic method of cognition, scientific abstraction, analysis and synthesis, comparison methods and others. The legal and regulatory base of the research include the following documents setting the rules and procedures of presenting information about income and expenditure of a company: accounting provisions “Income of a Company”, “Expenses of a Company”, annual reporting, which comply with the order of the Ministry of Finance no. 66n “ About the Forms of Accounting Reports” as of July, 02,2010 (amended 06.04.2015). Results. Different approaches and models used for analytical study of financial results in Russia are tested. The result of practical research is the methodological support and implementation of a complex approach to the analysis of a financial result adapted to the special features of a company’s functioning on the basis of a modified report. This makes it possible to detect problems in due time and make management decisions in due course. Prospects. The structure of the financial results analysis described by different authors is similar but the use of common methods does not provide a comprehensive analysis. To affect more comprehensive and qualitative analysis it is worth combining a number of methods depending on the purposes an organization pursue. Implementation and variability of the proposed methodological and practical approaches to evaluation is aimed at establishing and improving of a highly effective system to control, manage and forecast the financial result under modern conditions.

Subject. In modern conditions the organization’s customer strategy must ensure the maximum long-term efficiency in the operational activity which makes the problem of improving analytical support of operational process management from strategic viewpoint extremely important. Purpose. The paper is of theoretical nature. It considers the possibility to use an applied strategic operational analysis developed by one of the authors in the study of strategic aspects of an organization’s operational activity. This analysis is based on operational element of a balanced scorecard. Methodology. The methodology of the research is based on the R. Kaplan and D. Norton Balanced Scorecard concept and conceptual foundations of the applied strategic analysis previously developed by one of the authors. Results. The article shows that the applied strategic operational analysis involves comparative assessment, variances diagnostics and forecast of the balanced scorecard operational element of an organization in terms of its strategic operational goals. This analysis covers the following matters: due and timely goods delivery, manufacturing costs and how well the products quality meets the customer’s requirements. The applied strategic operational analysis starts with the comparative assessment of indicators of timely goods delivery and completes with the forecast of the indicators measuring the compliance of the products quality with the customer’s requirements. The results can be applied in making long-, middle- and short-term managerial decisions about an operational activity of an organization. Conclusions. The authors conclude that the applied strategic operational analysis is a new and rather effective tool to research strategic aspects of an organization’s operational activity. It ensures the analytical support for the strategic operational management in the present-day economic environment.

In recent years, the cities are facing an acute problem of increasing the efficiency of urban passenger transport through the effective use of existing rolling stock. On the bus routes of Kyzyl, carriers of various forms of ownership work, and the control of their work is a priority, since it depends on compliance with the timetable, access to the line, analysis of the quality of passenger service, etc. The implementation of operational control dispatching systems will allow control over the work of carriers of various forms of ownership, adjust their work and provide reporting on the performance of transport work for a given period. Purpose. In this paper, we studied the basic dispatching systems of operational management, in particular, the radio frequency identification system. Methods. The article discusses the methods of automatic identification, a schematic diagram of the operation of the automatic identification system, criteria for the optimality of the route network when using these systems. Result. The use of automatic vehicle identification will allow dispatching services to monitor the work of MUP buses, it is also important when transporting children to places of rest (school, school camps, summer recreation camps) that are outside the settlements. Practical implications. It is established that radio frequency identification helps with the use of dispatching navigation systems. Using them together allows you to eliminate some delays in dispatcher navigation systems.

Purpose. The article is devoted to the topical theme of the ethnoreligious transformation of society in the conditions of sovereignty and ethno-religious Renaissance in the Kyrgyz Republic. The object of the analysis areethno-religious processes taking place in post-Soviet Kyrgyzstan. The author aims to reveal the main trends in the formation of multi-confessional society in the ethnic context. Methodology. In his research, the author relies on dialectical principles, the ascent from abstract to concrete, synthesis and analysis, historicism, the relationship and interdependence of social phenomena and processes. Results. The results of the work are that the author reveals the ethnic composition in the confessional context in the current conditions of the formation of independence of Kyrgyzstan, highlighting the three main zones on the ethno-confessional composition of the population. The author analyzes the main facts of religious organizations activation and considers the role and place of new religious movements in the Republic. The article examines the relationship between the state and religious organizations. Modern tendencies of development of Islam in Kyrgyzstan are revealed. Scope of application of the results. The results of the study can be applied to improve the management of ethno-religious processes in the Kyrgyz Republic.

Путь, пройденный отечественным здравоохранением на всех этапах становления пер- вичной, амбулаторно-поликлинической помощи нуждается в пристальном рассмотрении, а также в развитии начинаний, поисков возможностей решения экономических проблем этой службы на сегодняшнем этапе становления самостоятель- ной Украины. Цель работы. Дать описание главных организационно-оздоровительных мероприятий, реализация кото- рых в здравоохранении Украины наступательно способствовала улучшению качества доступности медицинских услуг в первичном звене отрасли. Материалы и методы. При обработке библиографических материалов по вопросам развития медицины в Украине в 1920-2018 гг. был использован системно-исторический аналитический метод. Результаты. В ста- тье приведены основные организационно-оздоровительные мероприятия, проведенные за 100 лет (1920 – 2018гг.) в Ук- раине в целях формирования качественной и доступной амбулаторно-поликлинической помощи для всех поло- возрастных групп населения в городской и сельской местности с учетом структурных особенностей производственной занятости лиц, работающих в народном хозяйстве, и этапных критических периодов в жизни страны и её жителей. Выво- ды. История становления амбулаторно-поликлинической службы в здравоохранении Украины заложила общие и целе- вые социально-экономические, социо-экологические, организационные направления развития доврачебной, врачебной и превентивной медицины в Украине. Перестройка созданной службы в угоду искусственных «мировых образцов и стан- дартов» без учета многолетних национальных, территориальных, этнических и социальных традиций не дает уверенно- сти в будущем улучшении социальных условий, доступности и качества традиционных медицинских услуг.Vоlоdуmуr Tarallo, Mariya Vatsyk. Organization of am- bulatory and polyclinical services in Ukraine: historical view. Any transformation in the healthcare system should improve the quality and accessibility of health services for all segments of the population. The authors tried to observe only the leading historical recreational activities that have contributed to such changes during many years of development of outpatient clinics in Ukraine. The purpose of the study is to give an overview of the leading organ- izational and recreational activities, which implementation in the health care of Ukraine was contributed to improving the quality and accessibility of health services in the primary sector of the industry. Materials and methods. The system-historical analytical method was used for the bibliography processing of the medicine in Ukraine development during the 1920-2018. Scientific novelty. The article presents the leading organizational and recreational activities carried out in the health care of Ukraine for 100 years with the aim of creating high-quality and affordable outpatient and polyclinic care for all sexually-populated groups of the population in cities and rural areas, taking into account the structural features of industrial employment of persons work in the national economy, and the milestones of critical periods in the life of the country and its inhabitants. Positive experience and inadequate programs (as well as individual measures) are presented to improve primary health care. Their focus on prophylactic components of medical care with the implementation of the principles of economization, humanization and gradual cybernetization, preserving the best traditions of Ukrainian medical care, timely detection of diseases, reducing the overall morbidity and mortality, the inadmissibility of epidemics, a significant increase in life expectancy against the background of the gradual implementation of the principles of affordable and highly skilled family medicine. Conclusions. The history of the establishment of the ambulatory and polyclinic ser- vice in the health care of Ukraine laid the general and targeted social, economic, ecological, and organizational directions of the development of pre-medical, medical and preventive medicine in Ukraine. The restructuring of the created service in order to comply with artificial "world standards" without taking into account many years of national, territorial, ethnic and social traditions does not provide certainty in the future about improving the social condi- tions, accessibility and quality of traditional medical services.

- Abstract
Objective. To reveal the Olympic sport development trends in modern Germany. Меthods. Analysis and generalization of special literature, documentary sources and materials of the Internet; system analysis; historical and logical method; comparative method. Results. During unifi cation of the country, the management system for sport development of GFR was preserved, whereas the Olympic sports system of GDR was destroyed. In the following years, cardinal measures were taken in Germany to develop sport and improve the Olympic preparation. The main attention is paid to the improvement of the management structure, development of the material base, preparation and optimization of the work of specialists; organization of long-term preparation of athletes; scientifi c support. Conclusions. When the country was united, it was logical to correct the GDR sports system and integrate it into the sport of GFR. The strategic direction of elite sport reforming should be the implementation of competent management and coordination of this area of activity at the highest state level. [ABSTRACT FROM AUTHOR]

- Abstract
The ideological, social, economic and cultural change that happened in Bulgaria in 1944, also affected the growing generation. Caring for children and their active inclusion in the changing circumstances were central to the politics of the new government. Fully in sync with the Soviet model of “happy socialist childhood”, the organization of education and training of children, as future members of the new socialist society, was a leading political priority of the Bulgarian Communist Party (BCP), which was dominant for the period. Almost immediately after taking over power from the Fatherland Front coalition under the leadership of its leading party -BCP, the Children’s and Youth organization “Septemvrijtche”, named Dimitrov Pioneer Organization a few years later, was created. The concept was that it is “voluntary, patriotic, cultural and educational organization of Bulgarian children and adolescents in the National primary schools. From its establishment the organization was viewed as a political reserve by the Communist Party. It was this very role, which was enshrined in the trial itself, which underlies the fundamental principles and the organizational structure of the Pioneer organization “Septemvrijtche”. Built on the principles of collectivism and amateur activity, the organization had a horizontal and vertical structure. The horizontal structure, built on territorial basis, was at the level of children and included different teams /collectives/ -team /zveno-up to 15 children/, squad /children from one class/ and pioneer unit /children from the whole school/. The individual structural units were charged with various functions, but they were all subordinate to the common purpose and were the practical manifestation of the principles of collectivism and amateur activity. The vertical structure is subordinate to the Party understanding of the hierarchy and serviced the Party conception for subordination of managing activities at different levels. Vertically the organization consisted of Sublime Council “Septemvrijtche”, District Councils and Municipality councils. Horizontal and vertical structure of the organization were at the heart of its successful start. The organizations started its activities among children with different educational forms and tools, which were applied in the collectives of teams, squads and units. The establishment, the basic principles and the organizational structure of Dimitrov Pioneer Organization “Septemvrijtche” are fully subordinated of Bulgarian Communist Party conception of applying of Marxist-Leninist idea of building “a new man“ in the course of the reconstruction of class societies along the path of building communism. In historical perspective the organization becomes a worthy executor of the orders of BCP under whose care and leadership is created, grown and developed. [ABSTRACT FROM AUTHOR]
