認定NPO法人アジア車いす交流センターは、東南アジアのタイ、インドネシアのジャカルタ首都圏、中国の雲南省において、車いすサービス提供や教育支援、学校や自宅のバリアフリー化支援などを通じて障がいのある子どもたちのモビリティとQOLの改善活動を行っている。その活動は一定の成果を出していると言う手応えはあるものの、インパクトの可視化は課題であった。そこで2021年に車いすサービスの提供を受けた子どもたちの生活実態調査を行った。今回はさらに1年後、その提供された車いすを使用した結果、障がい児の生活実態に変化があったのかを調査し、彼らの現状を理解、把握すると共に、そこから浮上する課題を抽出して支援活動の改善に何が必要なのかを明らかにした。

障がいのある子どもの教育の機会は、障がいのない子どもと比べて限られている。世界人口の約15％は何らかの障がいを抱えており、そのおよそ8割が経済的に貧しい開発途上国に暮らしていると言われている。認定NPO法人アジア車いす交流センターは、東南アジアのタイ、インドネシアのジャカルタ首都圏、中国の雲南省において、車いすサービス提供や教育支援、学校や自宅のバリアフリー化支援などを通じて障がいのある子どもたちのモビリティとQOLの改善活動を行っており、筆者は長年この活動に携わっている。そこで本研究は、車いすサービスの提供を受けた障がい児の生活の実態を調査し、彼らの現状を理解、把握すると共に、そこから浮上する課題を抽出して支援活動の改善を目指した。

JICA の看護継続教育プロジェクトの終了後のエルサルバドルの看護師の活動状況および保健統計データを確認した．現地の看護師たちは様々な自立発展的な活動を行っていた．その結果，一次医療施設での看護ケアは大幅に改善された．また，全国レベルでのリプロダクティブヘルス研修が自立運営されている．看護師の思いと行動力，委員会活動が看護ケアの質向上に貢献していていることが示唆された．

Nepal’s framework for sport development can be broadly divided into three areas. One area is organized by the Sports Council, which aims to foster national teams and popularise sports among the public. A second area is the development of martial arts, such as judo and karate, in police academy schools. The third area is physical education in schools. The Japanese government has been actively supporting its development for nearly half a century.The development of school physical education in Nepal came to be emphasised beginning with the 1971 “National Education System (5-year) Plan”. However, there were no teachers who could teach physical education and sports.As part of the national education plan, the Ministry of Education, Science, and Technology (MoE) decided to hold the Birendra Shield sports competition. This is a sports event consisting of junior and senior high school students, similar to the inter-school athletics competition in Japan, and athletics and volleyball were held every year. The athletic events included men and women’s sprint, middle-distance, long-distance, throwing, long jump, high jump, and triple jump. It is no exaggeration to say that this competition, held at the district, province, and national levels, would have been difficult to achieve without the support of the Japan Overseas Cooperation Volunteers (JOCV) under the Japan International Cooperation Agency (JICA).This paper focuses on the Birendra Shield sports competition, which was held in the time of King Birendra in the 1980s, from the perspective of sport development and global cooperation. The competition was led by the MoE in Nepal, with JOCV members providing material, equipment, and technical assistance, such as how to make the track and field and volleyball courts, and referee methods. This is strongly related to the dispatch of JOCV physical education team members. Each volunteer was assigned to regional education offices under the MoE in five development regions at that time, with the simultaneous dispatch of many JOCV science and mathematics teachers to a wide range of local elementary and junior high schools.In this paper, I collected and analysed the information of the Birendra Shield sports competition during that period using the descriptive interview method. As a result, it was pointed out that, for instance, the rules of sports are the source of the argument for winning. Regarding discrimination by caste, Japanese involvement led to arbitration and the smooth progress of the competition.It was found that through the competition and the cooperation with Japan, sport development could be effectively carried out both at the physical education and sports specialists at the government level, and also at the grassroots level, such as in schools and clubs. Therefore, it can be said that it is important to collaborate with people who have experienced sports in Japan, rather than simply developing sports through sports experts only.With Nepal’s democratisation, the Birendra Shield abolished. However, many of the students who participated in this competition later became members of the Nepal Sports Council, and are leading Nepal’s sports today., ネパールにおけるスポーツの開発の枠組みは，大きく3種類に区分できる。第1にスポーツ評議会によるもので，ナショナルチームの指導や一般への普及を目的としている。第2に警察を中心とした武道（柔道，空手）の普及，そして第3に学校での体育科教育である。そして，いずれも日本政府は，積極的に支援に介入してきた。ネパールの学校体育の普及は，1971年に始まった「国家教育体制（5カ年）計画」の中で重視されるようになった。しかしながら，体育を教科の中に位置づけても，実際に体育・スポーツを教えることのできる教師がいないというのが実情であった。そして，その対策の一環として，ビレンドラ・シールドがあった。ビレンドラ・シールドとは，中・高校生のスポーツの集い（日本の高校総体に相当）で，陸上競技とバレーボールが実施されていた。郡大会，地区大会，全国大会と続くこの競技会は，当時の青年海外協力隊の支援なしでは，実現が困難であったと言っても過言ではない。本稿は，1980年代，ビレンドラ国王の名のもとに開催されていた，ビレンドラ・シールドについて，スポーツの開発と国際協力の視点から考察するものである。この競技会は，もちろんネパールの国が主導ではあるものの，日本政府は青年海外協力隊の体育隊員による器具・用具の物質的な援助や，コートの作りかた，審判など大会運営の技術的な支援をも行い続けた。そして，体育隊員のチーム派遣，すなわち各開発地区（当時は5開発地区）教育事務所への配属や，広範囲にわたる地方の小中学校への理数科教師の大量同時派遣が大きく関係していた。本稿では，当時の情報を記述式インタビューによって収集し分析した。その結果，例えばスポーツのルールが勝つための言い争いの材料となっていること，カーストによる差別などが指摘された。その場合，日本人という外国人が関わることで仲裁となり，円滑な競技進行へとつながった。ゆえに，スポーツの開発は，政府レベルといったトップでは体育・スポーツの専門家が，学校現場といった草の根レベルでは，日本の学校やスポーツ教室などでのスポーツ経験者が積極的に関与することで効果的に実施できることが明らかとなった。したがって，スポーツの開発は，単にスポーツの専門家のみで実施するのではなく，日本においてスポーツを経験してきた人たちのサイドワーク的な協力を得ることが重要であると言える。ビレンドラ・シールドそのものは，ネパールの民主化により継続が困難となり消滅してしまった。しかし，当時，この競技会に出場した生徒の多くは，後にネパールスポーツ評議会の一員となり，今日のスポーツ界をリードする存在となっている。

独立行政法人国際協力機構（JICA）が実施する JICA ボランティア事業の JICA 海外協力隊として，2018 年 10 月からフィジーへ派遣され，そこで理学療法士として活動を行なった。フィジーは非感染性疾患（NCD）の発生率が世界で最も高い国の 1 つであるとされており，フィジーにおける全死亡者数の内，実に 80％以上を NCD が占めている。フィジーの西部地区に位置している NGO, Foundation for RuralIntegrated Enterprises & Development（FRIEND）の周辺地域には，様々な事情で適切な医療サービス受けることができない村落が多く存在している。FRIEND は，医療サービスが届いていない村人に対して医療サービスを提供するなどして，地域医療に貢献している。本稿では，フィジーでの任期中に実施した，1）クリニックでの診療，2）村への訪問，3）福祉用具の寄付と定期的なサポート，4）現地大学生や地域住民に対する運動指導の講義，5）フィジーで作成した成果物，の 5 つの NCD 対策に関する活動について報告した。

研究成果の概要 (和文) : 障害者関連施策の進捗状況に関するメコン地域諸国の比較研究であることから、関心を示す現地の研究者との連携が深まる取り組みとなった。日本の近隣国で関係の深化が期待されるメコン地域諸国であり、今後の比較研究の土台となるデータ・情報を入手することができた。なお、本調査結果の一部は、3つの大学・障害者団体による研究誌・ジャーナル、7つのメコン地域諸国内の大学・団体による学会、4つの海外の障害者施策に関心を寄せる社会福祉法人による研究会等で発表した。, 研究成果の概要 (英文) : The focus of this research was to compare the progress of disability-related policies in the Mekong Sub-region. As a result, the human network among researchers on the mentioned topic was developed. Moreover, essential information and data for comparative study in the future has been obtained. Furthermore, the outcome of this research has included in the publication of 3 journals on disability, 7 conference/seminar/workshop by foreign universities and organizations related to disability, and 4 study sessions by social welfare corporations and other stakeholders in Japan.

ボランティアにおいては自発性が重要であるとされ、何かきっかけがあれば、学生は潜在する自発性を駆使してボランティア活動に興味関心をもつ。「国際ボランティア論」の授業では、NGO やNPO について知り、課題図書を通じて社会の現状と課題を習得した後、実際の現場で活動する組織の方をゲスト講師として迎え、話を伺う機会を設定した。学生はNPO やNGO でボランティアをするための企画書を個別に作成し、各自の発表によりボランティア活動を共有することを通じて、国際協力や社会貢献について考えた。授業では、身近にできるボランティアがあることや、貧困などの問題は途上国だけでなく、私たちの身近な問題でもあることに気づいた。学生は国際協力学の基礎とともに、目的に沿った知識と情報の収集力を身に着け、想像を駆使した「他者への共感」が向上したといえる。

2017 年9 月から開始された日本赤十字社のバングラデシュ南部避難民救援事業のEmergencyResponse Unit（ERU）のメンバーとして医療支援に従事する貴重な機会を得た．その活動の概要について報告し，医師として有意義であった経験や課題について考察する．筆者はERU 第2 班，第3 班で避難民キャンプ内の巡回診療に従事した．患者は不衛生な環境を反映し感染性の呼吸器疾患，消化器疾患，皮膚疾患が多数みられた．助産師の行う妊婦健診のサポートや栄養失調の幼児のスクリーニングなどを併せて行なった．国際赤十字・赤新月社の世界的な支援活動の一端を担うことができ貴重な経験となったが，その一方で医療の限界と先進国とのギャップに悩まされることもあった．こうした国際救援の経験は医師として視野を広げる成長の機会となりうると思われる．今後ともさらなる準備をし，支援に参加できるように修練につとめたい．

2015年・2016年と独立行政法人国際協力機構JICA短期ボランティア事業「ペルー障がい者スポーツ支援派遣事業」において，ペルー共和国の首都リマにある日ペルー友好・国立障害者リハビリテーションセンター（INR）で障がい者スポーツ普及支援活動を行う機会を得た。この事業は，2014年より３年間を通して理学療法士・作業療法士の専門職スタッフ通算６名および理学療法学専攻の学部学生（２～４年生）通算23名の参加により支援事業が行なわれた。昨年度の活動をもって長期ボランティアスタッフの不在等の理由により，事業の在り方の見直しを行うこととなった。今後の活動の在り方等について調査を行うため，2017年８月26日～９月11日までの17日間自費渡航し，INRでの障がい者スポーツの現状や，INRスタッフとのミーティング，ペルーJICA事務所スタッフと今後の展望等について話し合いを行ったので若干の考察を加えここに報告する。, I got the opportunity to the support project [Support of disabled sport project in Peru in 2015 and 2016] by Japan International Cooperation Agency (JICA) as short-term volunteers staff, at the Peru National Disability Rehabilitation Center (INR), which built with funds from Japanese aid. In this project, the support staffs were six physical therapist and occupational therapist, and twenty-three students under studying in physical therapy for three years (2014 to 2016). The activity of this support project was completed at last year, and we don’t have an opportunity to activity in INR this year. Therefore, I had been in INR until 11th in September to 26th August due to research to the effects which we had done for three years in INR. Moreover, I had several meeting with medical staffs in INR and the staff in JICA in Peru about the future plan.

昨年に引き続き、独立行政法人国際協力機構JICA短期ボランティア募集「ペルー障がい者スポーツ支援派遣事業」に当大学および他大学の理学療法学専攻の学生と参加し、ペルー共和国の首都リマにある日ペルー友好・国立障害者リハビリテーションセンター（INR）で障がい者スポーツ普及支援活動を行う機会を得た。今回の派遣は、理学療法士１名、作業療法士１名、理学量郷学専攻の学生７名の計９名での派遣であった。昨年の継続課題である「ペルー共和国内の障がい者スポーツ普及支援活動」「INR内での障がい者スポーツ強化」を目的に平成28年8月中旬より約１か月間活動を行った。昨年と活動内容を見直し、今年はこれまでに導入した障がい者スポーツの導入強化、競技性向上、習慣の定着を軸とし、日々のINR内で行われるスポーツ活動時間に参加して支援を行った。There is coming Olympic and Paralympic in Tokyo, Japan, in 2020. It is good opportunity for the physical therapist and student under studying in physical therapy, who is connected with support the sports. In addition, it is also important to how to support them. We were joined as short-term volunteers to support this project [Support of disabled sport project in Peru] by Japan International Cooperation Agency (JICA), were also joined in same project last year. In this time, the members were contained in one physical therapist, one occupational therapist, and seven students under studying in physical therapy. The aim in this study was to report the program of support for a disabled sports project for patients with several departments at the Peru National Disability Rehabilitation Center (INR) for one month. In this project, the task for us were 1) make to the fellowship with the students interned INR and medical staff, 2) take on this project actively, and 3) join a workshop as a support staff. Almost every day, we joined a workshop for para-sports in patients. The staff in INR learned the role and the methods how to go the para-sports for patients as a part of rehabilitation. The final day was a sport event that included participants from two other hospitals in addition to the INR..

[ABSTRACT] Since the 1990s, many Japanese universities have newly introduced international cooperation and the related subjects into the curriculum. This involves proactive values and a variety of possibilities for studying international cooperation at university, allowing students to acquire modern wisdom in the age of globalism. By studying international cooperation, students can also acquire contemporary skills that will be useful in the globalized world. On the other hand, teaching international cooperation is another issue. We still lack a stable and common methodology for teaching the subject at university. We also lack valuable information on the best practices. The purpose of this study, therefore, is to change such a chaotic situation by showing three things. First, the study clarifies how international cooperation is taught in high schools in Japan. Second, the study shows how the subject is taught at universities in Japan. It then categorizes the actual practices into three different approaches. Finally, the study gives an example of one of the three approaches, and reports how the author himself taught international cooperation for several years in Japan.

国際協力機構（Japan International Cooperation Agency, JICA）の活動のなかに草の根技術協力事業がある。近年、大学からの採択案件が増加傾向に有り、今後その傾向は続くと思われる。本稿では現在我々が実行中の草の根技術協力事業案件に関しての経験を基に、JICA草の根プロジェクトへの取り組みに関して述べる。

本稿は中西部アフリカ地域から研修員を日本に招聘して行われた幼児教育研修の成果と課題について報告した。論文は，幼児教育研修が設定した目標の達成度を検証し，国際協力における日本の幼児教育の潜在的強みについての示唆を探り，そして研修成果を向上させるための方策について提言した。異なる文化や社会経済的背景の中での理論や実践から好事例を見極めることは決して簡単なことではないが，研修員は３週間という限られた期間の中，熱心に知識やスキルを習得した。「遊びを通した学び」や「発達の個人差への配慮」，また「手作りの文化」は研修員から好事例として着目されており，日本の持つ潜在的な強みと示唆される。アンケート結果からは，研修の成果として一定の達成度が示される一方，研修員が求める様々なニーズも明らかになった。それらの声にどう応えていくかは今後の課題であり，分析結果から提言を行った。, This paper is to report the accomplishments and challenges of the international training program on early child education that invited trainees from the Central and East Africa to Japan. The paper examined the outcomes of program objectives, explored the implications of potentials of Japanese practice in the field of international cooperation, and suggested the plans to improve the results of the program. It was not so easy to identify good practices form theory and practice in the different cultural and socioeconomic context, however, trainees learned knowledge and skills with enthusiasm for the limited three-week term. They had eyes on “learning through playing”, “consideration on individual difference of the mental and physical development”, and “handmade culture.” Those factors are implied as possible Japanese comparative strength. While the questionnaire results showed a certain achievement of the program, various latent needs of trainees were also revealed. Based on the results of the analysis, the paper tried to present the solution on how to answer to those demands in the program.

医療福祉における国際貢献，国際協力には，国際学術交流・貢献のほかにも，現地における医療支援・指導，公衆衛生や医療政策上の協力など多職種による多種多様な活動があるが，そのいずれにも関与・精通することは通常困難である．本研究では，医療福祉における国際貢献の全体像を抽出し，その課題を明らかにするために，世界的に利用されているWeb上のオンライン調査ソフトウェアを用いた国際意識調査を行った．結果を解析した結果，医療福祉における国際貢献，国際協力を行うために，コミュニケーション能力と技術を有する良き臨床医を育成する医学教育，多職種による現地医療支援・指導，現地の需要・希望に応えるon-the-Jobトレーニング環境醸成・拡充，先進国における卒後臨床・研究指導，語学教育・翻訳がとくに重要であることが示された．

後期の地球市民学は『共生と平和の科学』という講座名で授業実践をしている。「子どもの人権・ジェンダー・貧困と国際協力」の各グループで、学習内容を基に肯定側、否定側に別れてディベートを実施し、テーマに対する学びの深化と他のグループのテーマへの学びの共有を試みた。

国際協力における問題点を我々がネパールで実施している国際協力機構（ Japan International Cooperation Agency, JICA）の草の根技術協力事業を例に挙げ、実施中に起きた問題とその対処法に関して述べる。

国際協力機構（JICA）による環境に関する国際協力は2004年度から「JICA 環境方針」に基づく環境マネジメントシステムを運用する形で定着してきた。廃棄物処理についても様々な国・地域で現地の環境衛生の維持改善に貢献している（田村他，2011年）。また廃棄物管理に関する現地関係者に対するインタヴュー調査が行われたり（岡山，2008年），廃棄物分野の協力プロジェクトに関わる社会調査の意義の検討がなされたりしている吉田・JICA，2010年）。開発途上国が発展する中で，増加していくごみをどのように処理するかは避けられない課題（片山，2012年）であり，処分場を造りまとめて管理・処分していくことは必要な都市機能である。しかしながら，処分場の適切な設置および運営にはきちんとした方針を備えなければ環境破壊につながりうる。またそもそも地域住民がごみと環境との関係を理解しなければ無造作にごみの放出の増加を惹起することにつながりかねない。このようなことから環境に関わる国際協力を実施する際には短期的なごみの減量といった結果だけでなくいかにごみを減らし自然と共存するかを生活のレベルで理解し，実践していく過程を大切にしながら進める必要がある。本稿では，JICA の草の根技術協力事業によりインドネシア・南タンゲラン市で実施中の環境教育普及のプロジェクトにおいて行った調査と同プロジェクトのような民間の国際協力の意義について論ずる。

application/pdf, 本稿では、大学の国際化を背景として、大学における教育活動を通して学生へ何を伝えるべきなのか、なかでも、大学生活のスタート時期である初年次に受講する講座が果たす役割について考える。事例として、地方国立大学の教養科目として平成18年度から開講されている「国際協力論」を取り上げ、この講座は国際化時代に必要とされる知識や能力を育成することができているのかを考察する。, 考察の結果次のことが明らかとなった。本講座は、地球的規模で物事を考える基礎を培い、世界のさまざまな国や地域の歴史や伝統、文化に対する理解を深めさせることができており、また、実社会が直面する課題を知り、学生自らの知識や人生を社会との関係で位置づけてみる機会を提供できている。一方、実社会が直面する課題を自ら発見したり探求したりする機会の提供は十分ではなく、特定の課題を深く掘り下げて考えさせるさらなる工夫が必要である。

本研究の目的は，JICA の大学連携プログラムにおいて，短期ボランティアとして派遣される学生および学生を受け入れる青年海外協力隊員の双方にとって有益な実践とするため短期海外研修をデザインするための要件を提案することである．双方にとって有益な実践とは，学生たちが現地での社会貢献活動に十全的に参加し経験できることであり，受け入れ隊員にとっては日々の実践を拡張し発展させることである．具体的には，2014 年2 月に関西大学がセネガルで実施したプロジェクト型の短期海外研修を事例として，大学側および受け入れ隊員の双方にとって有益な連携の可能性について考察する．そのために，次の2 点を明らかにする．ひとつはプログラムに参加した学生の学びである．大学が教育プログラムとして実施する上で本プログラムが有益であるかどうかについて，学生の学びに焦点をあてて評価を行う．ふたつめは，受け入れ隊員にとっての利点である．途上国での活動経験が少なく，専門知識や技術が十分にない学生を受け入れることは，受け入れ隊員にとって大きな負担となるが，大学との連携は受け入れ隊員にとって新しい活動への展開となる可能性がある．インタビューおよび参与観察をもとにこの2 点を明らかにした上で，双方にとって有益な実践をデザインするための要件を学習環境のデザインとして提案する．In this study, the authors discuss the method to design a short‒term overseas service learning program in collaboration with the Japanese Overseas Cooperation Volunteers （JOCV）. The authors’ research is based on a case study conducted by Kansai University in Senegal in February 2014. Two undergraduate students from the university were dispatched to Senegal to work with a member of the JOCV, who is engaged in a medical clinic as an audiovisual expert. To design a reciprocal practice for both students and the JOCV, the authors clarified the following aspects: first, knowledge gained by the students during the collaborative practice. Second, benefits gained by the JOCV from this practice. The authors analyzed data collected through interviews and participatory observation based on action research and suggested the method to design a reciprocal practice for both the students and the JOCV in a collaborative practice.

本教科は答えの出ない探求型の学習である。しかし必修教科として、生徒の学習況状を評価している。今年度は「国際バカロレア（IB）の特徴的教科Theory of Knowledge（以下TOK）の評価方法を、「共生と平和の科学」の評価法に取り入れてることができるか、評価規準作りの実践を試みた。

The purpose of this article is to raise new questions on the relation between accommodation of international issuein secondary education and transnational activities in higher education. In secondary education, assessments being made by the Program for International Student Assessment(PISA), which have significant influence on educational policy of each country, are being considered as an international issue. Likewise, in Japan, policies on teacher training and curriculum development, which have been recognized as a domestic issue before, are now being regarded as an important world trend. In higher education, universities in regions such as ASEAN and EU have promoted offshore and cross-border cooperation. Such universities facilitate transnational movement of students and researchers, and develop various lectures on transnational issues such as environmental problem, human rights and international politics. This article also considers the effect of increasing transnational higher education activities, known as offshore or cross-border education activities, being implemented in secondary schools in ASEAN and EU. TWINCLE program, which is a transnational educational network among Chiba University and universities and secondary schools in Indonesia as a case example, is discussed.

The purpose of this paper is to discuss international cooperation project for communities in the historical townships through the building of community architecture In Columbia. The local library project in the country is the target of this paper. The Japanese Government and Colombian government have been working for the local library projects since 1999, and 116 local libraries projects were done by the projects. Then, we decided to carry out following researches; 1) The backgrounds of the International Cooperation project, 2) the design and construction process of the prototype library, 3) formal features and practice use of the libraries in three typical municipalities in terms of climate feature. As a result, design process and concept of the architecture, needs and practical use of the libraries and significance of the projects in the historic environment were understood. And a social significance of the project for creating common space was realized.

2000年国連総会で「パレルモ議定書」が採択され，2010年７月には人身取引に対するグローバル行動計画が採択されるなど，人身取引の撲滅のために国連をはじめとする国際機関，各国政府やNGOによるグローバルな努力が積み重ねられている。メコン６カ国はメコン地域における人身取引対策の重要性を認識し，2004年にCOMMIT という枠組みをつくり，それを活用しながら国内の政策を立案し，域内の二国間協力を推進している。本稿では，メコン地域の人身取引問題において重要な位置を占めるタイとミャンマー，ラオス，カンボジアとの二国間覚書を，越境人身取引問題の構造をなす被害者の送出国と受入国との関係に着目し，比較分析する。犯罪者の訴追・処罰，被害者の保護・送還という人身取引問題の各局面における送出国と受入国の立場の相違から生じる問題点を抽出し，二国間覚書自体の枠組みの限界と可能性を論じる。
