本研究は，北海道鷹栖町の公園，「パレットヒルズ」における「地域おこし協力隊」のマネジメントに焦点をあて，地域再生に向けた新しい価値の創造の観点から，その意義と課題を明らかにすることを目的とする．研究の結果明らかになった点は以下三点である．第一，パレットヒルズ（「モノ」）の活用をめぐり，「よそ者」である隊員B 氏の活動によって，役場職員A 氏も含め，地元住民が今まで気づかなかった「モノ」の価値に気づいたこと，第二，その「気づき」を含めて，住民がパレットヒルズで展開される多彩なアクティビティに新たな形で参加するようになったこと，第三，そもそもパークゴルフ場と桜の花見会場以外には町民の活用はほとんどなかったパレットヒルズが，多彩なアクティビティがくり広げられる場として，地元のみならず，他の地域からの関係人口をも誘引したことを明らかにした． 一方，本研究の課題は，第一，今回調査した隊員が，地元住民とどのようにして関係を築き，広げたのか，その詳細な方法を明らかにすること，第二，一方で，地元住民自身は，パレットヒルズの新しい活用法に，どのような価値を見出しているのかを明らかにすることである．

現代社会は，若者を中心に「テレビ離れ」が指摘されている．しかしながら，動画配信サイトやSNSなどのソーシャル・メディアの充実により誰もが簡単に「動画」を視聴できる時代となった．さらにはスマートフォンなどで気軽に「動画」を制作することが可能となった．こうした時代背景の中で，筆者らは，地域の民間企業と連携し，地域密着型の「連続ドラマ」を制作する授業実践を行ってきた． 本稿は，2016年度に稚内北星学園大学と民間企業の民学連携により制作された連続ドラマ『エゾガンゾウの咲くまちへ』の取り組みを俯瞰的に検討，考察することを目的としている．その結果，本ドラマ制作では大学と民間企業との連携により，動画制作を通じた地域とのつながりの構築，学生，豊富町住民の双方にとって意識の変容が見られたと推察される．

社会認識の教育も主体変容の教育もともに、学習者の主体形成を担うものである。本稿では、社会認識に重点を置き子どもたちの自治・自立を目指した実践者として田中裕一の教育実践を取り上げ、次に主体変容に重点を置き子どもたちの自己認識・自律を目指した実践者として山之内義一郎の「学校の森づくり」を取り上げる。両者の共通した学校づくりの実践場に「地域」がある。なぜ、彼らは「地域」という枠組みにこだわり、そこに何を見いだそうとしたのかを、戦後の「地域と教育」運動を概括すると共に、その両者の「地域と教育」実践の統合原理を「地元学」に探っていく。また、2人の35年にわたる教育実践が、どのような変遷を経て反省的に教師自身の成長として深められていったのか、その応答的な主体形成の論理を動的往還原理として抽出していく。

It is the most important issue about the social progress in the local area today. For this issue, the author considered the measures of human resource development used to invigorate local communities from the viewpoints of education for nurturing the autonomous citizen. That became clear in this research that the Gimotogaku — which was a way of research to find out the meanings of cultural landscape in local areas — was useful in making young people conscious about the vitalization of local communities. Because Gimotogaku included all the skills such as the attitude for global environmental problems, finding a purpose in life, planning skills for making community design and SNS networking skills. Also, the author discovered that a knowledge of folk customs as well as the community creation in the society during the period of high economic growth in Japan, deepens the effectiveness of Gimotogaku. The conclusion was that the education for Gimotogaku was useful in the field located a university, as the education of the autonomous citizen. It was beneficial for human resource who took over the responsibility for the social progress.

研究成果の概要 (和文) : 地域社会に継承されているソーシャル・キャピタルを活用しながら、地域住民が地域学習をおこない、地域再生の方向性を共有し、地域文化の創造的発展に資する活動に注目して事例研究をおこなった。平成24年度から26年の3年間に、埼玉県深谷市の歴史的資源を活用した文化的まちづくり、岩手県遠野市の民話のふるさとづくり、山形県庄内地方の魚食文化の継承についてフィールドワークを実施した。これらの事例は、地域学習の組織化と地方自治体と住民諸団体の協働・連携のモデルを示している。これらをふまえて総括的に「地域学習」モデルの実践的展開の構造を明らかにした。, 研究成果の概要 (英文) : I performed case studies, and focused at the process in which utilizing the social capital inherited by the community,the local resident share the directions of local revitalization and participate in the activities which contributes to creative development of the local culture.In three years (2012-2014), I promoted field studies in the three regions, for the first, City of Fukaya in the Saitama prefecture where cultural city planning is realized utilizing the historical resources. For the second, City of Tono in the Iwate prefecture where succession of the folktales for the idea of home country is promoted. And for the last, Shonai region of the Yamagata Prefecture where the fish-eating culture is succeed. These three cases suggest models of organization of community learning and forms of networks between local governments and citizens' organizations. Based on these cases, I clarified structure of the practical deployment of the "community learning" model in the gross.

住民主体の地域再生を促すためのしくみとして、地域生活プロセス評価手法を構想した。これは、地域活性化を目指す活動が開始された場合、その活動によって、地域がどう変化していくのかを住民自身で把握することができ、その結果、当該活動の良し悪しを住民自身が判断し、場合によっては、活動そのものを軌道修正していくためのしくみである。著者らは、2004年の中越地震で被災した地区の1 つである新潟県長岡市川口木沢地区の協力を得て、2010年から本手法の試行を開始した。そこで、本論では、住民主体の地域再生の必要性とは何かを論じ、地域生活プロセス評価手法の概要と新潟県長岡市川口木沢地区における同手法の導入について、2010年に実施したプロセス評価のベースライン調査を基にして、概説する。 \nA community life process evaluation method was designed as a mechanism to promote local revitalization. This could help local residents to understand how their own community changes once an activity that aims at the local revitalization is introduced. Moreover, the performance of the activity could be evaluated and, if necessarily, the activity could be revised based on the evaluation. Authors have started a trial of this method in Kizawa, Kawaguchi, Nagaoka, Niigata Prefecture, hard-hit by the Chuetsu earthquake in 2004. This paper aims at explaining the needs of the people-led community development, providing an outline of the community life process evaluation method, and its baseline investigation survey conducted in 2010 in the Kizawa area.
