幌延深地層研究計画は、日本原子力研究開発機構(原子力機構)が堆積岩を対象に北海道幌延町で実施している地層処分技術に関する研究開発の計画である。幌延深地層研究計画は、「地上からの調査研究段階(第1段階)」、「坑道掘削(地下施設建設)時の調査研究段階(第2段階)」、「地下施設での調査研究段階(第3段階)」の3つの調査研究段階に分けて進めている。原子力機構の第3期中長期計画では、本計画について、「実際の地質環境における人工バリアの適用性確認、処分概念オプションの実証、地殻変動に対する堆積岩の緩衝能力の検証に重点的に取り組む。また、平成31年度末までに研究終了までの工程やその後の埋戻しについて決定する。」としている。本稿では、第3期中長期計画期間のうち、平成27年度から令和1年度までの地下施設での調査研究段階(第3段階)における調査研究のうち、原子力機構改革の中で必須の課題として抽出した(1)実際の地質環境における人工バリアの適用性確認、(2)処分概念オプションの実証、(3)地殻変動に対する堆積岩の緩衝能力の検証、の3つの研究開発課題について実施した調査研究の成果を取りまとめた。, The Horonobe Underground Research Laboratory (URL) Project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies for geological disposal of High-level Radioactive Waste through investigations of the deep geological environment within the host sedimentary rock at Horonobe Town in Hokkaido, north Japan. The investigations will be conducted in three phases, namely "Phase 1: Surface based investigations", "Phase 2: Construction phase" (investigations during construction of the underground facilities) and "Phase 3: Operation phase" (research in the underground facilities). According to the research plan described in the 3rd Mid- and Long- term Plan of JAEA, "Near-field performance study", "Demonstration of repository design option", and "Verification of crustal-movement buffering capacity of sedimentary rocks" are important issues of the Horonobe URL Project, and schedule of future research and backfill plans of the project will be decided by the end of 2019 Fiscal Year. 超深地層研究所計画では、「研究坑道の設計・施工計画技術の開発」、「研究坑道の建設技術の開発」、「研究坑道の施工対策技術の開発」、「安全性を確保する技術の開発」、「掘削影響の修復・軽減技術の開発」を目的として、工学技術に関する研究を進めている。本研究では、研究坑道の設計・施工計画技術の開発および施工対策技術の開発を目的として、地震動特性と湧水抑制対策技術に関する検討を実施した。地震動特性に関する検討については、瑞浪超深地層研究所に設置した地震計等の計測結果を分析し、各深度の方向ごとの計測データや地質状況との関係を総括的に評価した。湧水抑制対策技術に関する検討としては、平成25年度に立案した施工試験計画に基づいてポストグラウトを施工した結果を評価し、今後の技術開発の方向性について検討を加えた。, The researches on engineering technology in the Mizunami Underground Research Laboratory (MIU) plan consists of (1) development of design and construction planning technologies, (2) development of construction technology, (3) development of countermeasure technology, (4) development of technology for security, and (5) development of technologies regarding restoration or reversal and mitigating of the excavation effect. To develop design and construction planning technologies, and countermeasure technology, the analysis of measured data during earthquake and seismic movement characteristics at deep underground, and the examination of grouting method were carried out. For the characteristics of earthquake ground motion, measurement data obtained by seismometers installed in the Mizunami Underground Laboratory were analyzed, and the comprehensive assessment of the relationship between the measurement data and the geological condition at each depth was performed. As for "Study on grouting method at deep underground ", post grouting was carried out and evaluated based on the Construction plan in FY2013. 日本原子力研究開発機構(以下、原子力機構と称す)は、地層処分のための技術基盤の整備を主たる目標として、瑞浪超深地層研究所および幌延深地層研究所において地下施設の建設に伴う研究プロジェクトを進行している。本共同研究では、操業時の空洞安定性等に影響を及ぼす可能性のある支保工のひび割れ発生を迅速に検知する技術として、東京測器研究所(以下、TMLと称す)光ファイバ式ひび割れ検知センサをとりあげた。本センサが数十年間の長期的な安全確保技術として有効に機能しうるかに関する検証を行うことを主目的として、瑞浪超深地層研究所では「光ファイバ式ひび割れ検知センサおよび支保工接着部の長期耐久性確認試験」、幌延深地層研究所では「光ファイバ式ひび割れ検知センサの性能確認試験」を原位置にて実施した。試験の結果、光ファイバ式ひび割れ検知センサは、支保工のひび割れ発生を迅速に検知する計測技術として有効活用することが可能と考えられる。, Japan Atomic Energy Agency (hereinafter referred to as JAEA) has been conducted a geoscientific research and development project at the Mizunami Underground Research Laboratory and the Horonobe Underground Research Laboratory in order to construct scientific and technological basis for geological disposal. As a collaborative research between JAEA and Tokyo Sokki Kenkyujo Co., Ltd. (hereinafter referred to as TML), we focused on the fiber-optic crack detection sensor developed by TML as a method to detect cracks in the support system that may affect the stability of rock cavern during the operation. To verify long-term safety performance of the sensor for decades, "Evaluation test of long-term durability of fiber-optic crack detection sensor and the support system" at the Mizunami Underground Research Laboratory and "Performance evaluation test of fiber-optic crack detection sensor for in-situ crack detection" at the Horonobe Underground Laboratory Research Laboratory were conducted. 放射性廃棄物処分施設の立地選定に際し、自治体や地域の利害関係者(ステークホルダー)の意見を十分取り入れ議論する場として、地域参加(ローカルパートナーシップ)を取り入れステークホルダーの理解を得たうえで進める方式が欧州において採用されている。その事例としてスロベニア、ベルギーの状況を調査した。本調査は、処分実施主体や立地選定が決定した地域の方々等を訪問して立地選定当時の状況等について聞き取りを行い、我が国への適用に際しての課題について検討を行った。本調査結果は、今後、我が国で放射性廃棄物処分場の立地選定に係る方策検討の参考となるものである。, Local partnership approach to achieve stakeholder consensus on low-level waste disposal, with particular focus on the siting of repositories are adopted in Europe. Especially in Belgium and Slovenia, final repository site had been decided in each country. The authors investigate on these two cases on the basis of interviews with implementing organizations for final disposal, representatives of local partnerships and citizens concerned so that the problem of introducing a local partnership in Japan can be examined. 原子力機構(JAEA)及び原子力発電環境整備機構(NUMO)は、平成24年度に引き続き、JAEAがこれまで蓄積してきた技術やノウハウを、NUMOが今後行う精密調査地区の選定等の処分事業に直接適用できるよう、実施主体の視点に沿って実用化を図っていくことを目的として、概要調査段階における処分場の設計・性能評価に関連する主要な技術テーマについて検討した。(1)水理の観点からみた母岩の適性を評価する方法に関する検討については、平成24年度に引き続き、結晶質岩を対象とした地下水移行時間の評価ツリーを拡充するとともに、新たに堆積岩を対象とした評価ツリーを作成した。(2)シナリオの構築に関する検討については、平成24年度の状態設定手順を実務的な観点から見直し、緩衝材を対象として試行した。また、安全機能への不確実性の影響について解析的検討を行った。(3)核種移行パラメータの設定に関する検討については、母岩の分配係数を対象に、国内外の事例調査をもとに複数の条件変換手法を含む設定手法を整理し、堆積岩及び花崗岩への適用を通じ妥当性や課題を確認した。さらに、溶解度について、溶解度制限固相の決定を含む設定手法を検討し、主要核種への適用を通じ妥当性や課題を確認した。, Following FY2011, JAEA and NUMO have conducted a collaborative research work which is designed to enhance the methodology of repository design and performance assessment in preliminary investigation stage. With regard to (1) study on rock suitability in terms of hydrology, the tree diagram of methodology of groundwater travel time has been extended for crystalline rock, in addition, tree diagram for sedimentary rock newly has been organized. With regard to (2) study on scenario development, the existing approach has been improved in terms of a practical task, and applied and tested for near field focusing on the buffer. In addition, the uncertainty of some important processes and its impact on safety functions are discussed though analysis. 原子力機構(JAEA)と原子力発電環境整備機構(NUMO)は、概要調査段階における処分場の設計・性能評価に関連する主要な技術テーマについて、原子力機構が蓄積してきた技術やノウハウを、NUMOが今後の処分事業に適用できるよう、実施主体の視点に沿って実用化を図っていくための具体的な考え方と進め方を策定するとともに、必要な開発課題と今後の計画を明らかにすることを目的として、2011年度に共同研究を実施した。実施テーマと概要は以下の通り。(1)対象母岩の選定に関する検討:母岩特性のうち水理に着目し、母岩特性を評価するための項目、及び地下水移行時間の評価手法について、地質環境の調査・評価と関連付けたうえで整理した。(2)シナリオの構築に関する検討:シナリオ構築手順を具体化するとともに、ガラス固化体の溶解と核種の浸出、オーバーパックの腐食、緩衝材の長期変遷について、現象理解に関する最新の知見を構造的に整理した。(3)核種移行パラメータの設定に関する検討:緩衝材の分配係数と拡散係数、母岩の分配係数を対象として、パラメータ設定の方法論を検討し、その方法論に従った試行を行った。(4)知識情報の品質確保に関する検討:知識情報の品質を確保するための考え方や手法を、(2)シナリオの構築で検討した状態設定に対する論拠に関する情報を例として検討した。, JAEA and NUMO have conducted a collaborative research work which is designed to enhance the methodology of repository design and performance assessment in preliminary investigation phase. The topics and the conducted research are follows; (1) Study on selection of host rock: in terms of hydraulic properties, items for assessing rock property, and assessment methodology of groundwater travel time has been organized with interaction from site investigation. (2) Study on development of scenario: the existing approach has been embodied, in addition, the phenomenological understanding regarding dissolution of and nuclide release from vitrified waste, corrosion of the overpack, long-term performance of the buffer are summarized. (3) Study on setting nuclide migration parameters: the approach for parameter setting has been improved for sorption and diffusion coefficient of buffer/rock, and applied and tested for parameter setting of key radionuclides. 日本原子力研究開発機構は、天然現象についてより現実的な影響評価を実施するための技術を整備しておくことという目的のために、高レベル放射性廃棄物地層処分への天然現象(地震・断層活動,火山・地熱活動,隆起・侵食/沈降・堆積及び気候・海水準変動)の影響を評価するための作業フレームを整備・高度化した。本報告では、作業フレームに則り、上記に挙げた天然現象に対して地質環境条件と天然現象の特性との関係の定量化及び処分環境における性能評価パラメータと地質環境条件との関係の定量化に関する情報整理を実施した。また、天然現象影響に関する研究を対象として、知識マネージメントの検討手法の一つである討論ダイヤグラムを用いた検討を試行し、今後の課題の抽出も試みた。その結果、天然現象とそれに起因する地質環境条件の変化については、既存の現象や現在の地質環境条件をモダンアナログとして用いるとともに地史の情報を組合せることにより、作業フレームに基づく統一的な情報整理の手法が適用可能であり、より適切なシナリオの選択が可能となる見通しを得た。また、討論ダイヤグラムの試行により、安全評価において重要な天然現象研究や地質環境に関するデータや知見などについて、その過不足も含めて効率的に課題点が抽出できる見通しを得た。, Japan Atomic Energy Agency (JAEA) have developed a formal evaluation method to assess the potential impacts of natural phenomena (earthquakes and faulting; volcanism; uplift, subsidence, denudation and sedimentation; climatic and sea-level changes) on a high level radioactive waste (HLW) disposal system for the purpose of maintenance of evaluation method for potential impacts of natural phenomena within more realistic view. In this report, we developed a framework as a part of the total system performance assessment for two purposes: the first one is quantification of relationship of characteristic of natural phenomena between geological environmental conditions (T-H-M-C-G), and the other one is quantification of relationship of T-H-M-C-G condition between parameters of performance assessment. We tried to apply the framework to all natural phenomena to confirm the effectiveness of the framework. On the other hand, we applied an argument-diagram that was developed one of the methods of the knowledge management to elicit future tasks. As a result, to apply the framework, we could show that information integration could carry out efficiently, and information integration was attained by the common framework by combining information on geohistory and existing information of natural phenomena and geological environmental conditions as modern-analogue. We could show that suitable scenarios might be chosen by information integration. 処分事業の実施主体や安全規制機関など、地層処分計画にかかわるステークホルダーは、安全性を示す論拠の構築や地層処分計画のさまざまな時期における意志決定において、地層処分にかかわる多様な技術的情報やデータ,知見を用いる。これらは、地層処分の長期的な安全確保と長期間に渡る事業全体に対する信頼を支えるうえでの知識基盤として体系化し、常に最新の科学技術の知見を取り込みながら、次世代へ継承できるようにしておくことが必要である。これまで段階的に行ってきた研究成果の取りまとめが示すように、時間に伴いこのような知識は多様化するとともに、その量は激増している。このため、日本原子力研究開発機構では、地層処分のセーフティケースに関する一般概念に基づいてシステムの安全評価などにおいて必要となる多様かつ大量な情報を知識として構造化し、ステークホルダーの要望に応じて提供するとともに、新たな知識の創造や次世代への知識継承などの機能を備える知識管理システム及び知識ベースの開発を進めている。本報告書では、平成17年取りまとめに示されたナレッジ・ヴィジョンに基づき、地層処分技術に関する知識管理システム及び知識ベースを具体的に設計・開発していくための基本的概念を明らかにし、今後の当面5年程度(平成21年度まで)の計画を示す。, Geological disposal technology is a multi-disciplinary field and needs a wide range of relevant information to develop its safety case. Knowledge is defined here in the very widest sense to include all of the information, both explicit and tacit, which underpins a repository project. Knowledge management covers all aspects of the development, integration, quality assurance, communication and maintenance/archiving of such knowledge - including data, information, understanding and experience. In order to ensure that required knowledge is accessible to all stakeholders, including the implementer, the regulator, political decision-makers and general public and that gaps can be identified and prioritised, it is important that knowledge base are structured in a clear and logical manner. In this report, the fundamental concept of the knowledge management system (KMS) for the Japanese high-level radioactive waste (HLW) disposal programme is discussed by illustrating characteristics of an ideal formal KMS and associated knowledge base which could be supported by sophisticated information technology tools, based on the knowledge vision described in the research report "H17: Development and management of the technical knowledge base for the geological disposal of HLW; Knowledge Management Report".
