本稿は，東京都板橋区における持続可能な開発のための教育(ESD)や国連・持続可能な開発目標(SDGs)に関する市民の地域づくりと学習活動の過程から，持続可能な地域の形成に必要な諸要素を検討するものである。具体的には，ESDやSDGsにつながる学習活動を推進してきた市民と社会教育専門職員に対する半構造化インタビューにより，取り組みの経緯，そのなかで各人が考え感じてきたこと，そこに表れる目的と大切にしてきた価値，成果と課題について把握した。この事例調査の結果から，市民の運動と，それを社会教育の視点から支える専門職員が，相互に支えあい学びあいながら社会変革と学習を連動させていく可能性に関する示唆を得た。, 論文(Article)

ドイツでは，1990年代から2000年代にかけて市民のおこなうボランティア活動が関心を集め，市民社会についてさかんに議論された。これは日本における市民社会論ルネサンスとほぼ同時期にあたるが，市民活動の歴史的な発展過程や背景は両国で相当に異なっている。本稿はドイツにおける市民活動の歴史的展開を概観した上で，戦後西ドイツから統一ドイツ社会を中心に，社会のなかで市民活動が果たしてきた機能や意味の変遷を分析する。そのうえで，日本の市民活動との比較をおこなう。

本稿では市民と行政が連携して存続した万葉線が，その後の高岡のまちづくりや沿線地域にどのような変化を及ぼしたかについて述べる。高岡市は公共交通の結節点となっているものの，都市形態が分散的で，人口密度も低い都市である。このような都市では，公共交通の利用促進は困難であると考えられるが，万葉線存続後の利用者が増加に転じた。万葉線廃止の危機を乗り越え，鉄道会社が利用者の視点に立った鉄道運営を実施したこと，市内で開催される祭りやイベントの際に行政や商店街，市民団体が万葉線の利用を促進し，まちづくりに貢献していることが一因としてあげられ，そのことが，中心市街地の衰退に歯止めをかけていると考えられる。存続後15年を経過した万葉線と高岡沿線地域の変化を通して，地域住民の活動と交流が活発であれば，公共交通にとって有利に作用し，社会的共通資本を支える仕組みの構築が可能であることを示す。, This paper think about the relation between community development and Semi-Public Sector Railway Manyosen which has been maintained and supported against the crisis of survival in close coordination with the railway company and citizens and the local government of Takaoka City. Takaoka City stands in a regional hub of railway networks, but its residential areas are dispersed and its population density is fairly low. It seems difficult for the railway networks in Takaoka City to increase the number of passengers, but the Manyosen has increased the number of passengers. The key point of success of the Manyousen were that the railway company took actions compatible with passengers and promoted the railway utilization under the partnership between the railway company and citizens' organizations, stakeholders of shopping district and the local government at festivals and events held in the city. The experiences of transformation of areas along tram during 15 years after the survival of the Manyousen indicate that active community residents and their intercommunication are important factor in order to sustain public transportation system and to revitalize city center, and also social common capital such as railway networks can be supported by citizens' active actions., 伊東理教授退職記念号, 特集 : 都市空間の地理学

本研究では，震災復興期における学生ボランティアに焦点を当て，その役割と学びについて調査を基に考察を行った。結果，特徴的な学びとして，「命」への理解と「ボランティア理解」の深まりが見出された。復興期の学びの特徴として，関わる町の歴史・文化等の固有性を理解し，「まちづくりに向けた知識・技術への学び」が深まっていることが明らかになった。さらに，リーダー層の学生たちは，「リーダーシップ」への学びが深まっていた。また，復興期のボランティアには被災者自身の自立の視点と被災者との双方向協働型の関わりが求められているが，学生ボランティアは，その特性故に支援を受ける側の「心理的負債感」を軽減しうる点を指摘した。, In this research, we examined student volunteers’ roles and learning by focusing on their practical support during the disaster reconstruction period. Results showed that they recognized “life (living) itself” and deepened their “understanding of what the volunteer is.” Clearly, their recognition of the “knowledge and skills of reconstruction” was enriched by understanding the uniqueness of history and culture etc., of the town in which they volunteered. Furthermore, students in the leader group became aware of leadership through their practical work. In general, volunteer support during the construction period required cooperative interaction between the self-reliance of victims and volunteer supporters. Notably, however, student volunteers may reduce victims’ psychological burden thanks to their characteristics.

1995年1月17日に発生した阪神・淡路大震災の地域復興支援を機に、それまでボランティアに携わったことがなかった人々の間にもボランティア活動が広く浸透したことから、『1995年は日本のボランティア元年』と言われることがあります。2011年3月11日に発生した東北地方太平洋沖地震とそれに伴う津波被害（東日本大震災）の復興支援では、さらに多くの市民が被災地へ足を運び、現在もなお被災地・被災者支援が続いています。 このように、災害時における地域外住人による支援活動が広く注目を集めています。一方、日々の生活の中にも地域外住人による市民活動が主軸として地域を支えている事例があります。ここでは、非地域住人による地域再建に向けた活動について、東日本大震災復興支援での活動や農山村での事例を紹介しながら、話題提供を行いたいと思います。

本稿は，長野県松本市と合併した四賀村を事例地として，山村地域の市民活動が市町村合併によりどのような影響を受けるのかを分析・考察していくものである。農山漁村では，高度成長期以降，第一次産業衰退と人口流出により過疎化が進行してきた。これに対して従来は，リゾート開発や公共事業をつうじた対策が講じられてきたのだが，経済不況の影響で，近年では，財政的に疲弊した農山村を規模の大きな隣接自治体に合併させる方向へとその対策の方向性が転換しつつある。このように市町村合併が進められるなかで，山村の暮らしはどのような変化に直面しているのだろうか。とくに，山村地域の暮らしの一部を成す市民活動にどのような影響をもたらしているのだろうか。本稿では，このような関心をもって，松本市と合併した四賀村のケーススタディに取り組む。とくに，合併以前の地域のまとまりや生活上のルールの維持に積極的であった地元のボランティア団体，四賀林業研究グループを取り上げることで，事例地の市民活動が松本市との関係で，どのような変化にさらされているのか，その一端を明らかにする。, Article, 信州大学経済学論集 61: 115-130(2009)

災害の被災地域では，災害の痕跡を保存することがよく行われている。これは災害の教訓を後世に伝え，再び同じ被害を繰り返さないためのものである。しかしこのことが地域の防災力をどのくらい向上させているのか考えると，非常に効果があると単純には言い難い。濃尾平野の輪中地域に代表されるように，本来災害にあわないために地域ぐるみでの工夫や仕組みが災害文化として存在した。これを受け継ぐことで，地域の防災力を維持してきたのである。水害リスクの低下と，コミュニティの崩壊によって，災害文化が受け継がれなくなった都市住民が災害に遭わないためには，現代の生活に合った新たな災害文化を創出し，受け継いでいく必要がある。河川流域を舞台に活動する市民団体の取り組みをヒントに，新たな災害文化の可能性について考えてみる。, Vestiges of disasters are often preserved in disaster areas, to transmit the truth learned from the disaster for posterity and thus avoid the same damage in future. However, in terms of the extent to which this has improved the disaster-prevention ability of communities, it simply cannot be considered very effective. As represented by the Waju areas, there was originally a disaster-subculture where measures and know-how to avoid becoming disaster victims were prepared with the full cooperation of communities. By inheriting this, the communities maintained their disaster-prevention ability. Such disaster-subculture is no longer inherited in urban areas, however, due to the reduced flood risk and the collapse of communities. In order to avoid becoming disaster victims, urban residents need to create a new disaster-subculture suitable for modern life. This article considers the possibility of a new disastersubculture by studying a hint from the efforts of citizen groups working in a river basin.

Present society is characterized by weak human relationships，which result in various problems in local communities due to lack of collaborative work among residents. The causes for the phenomena can be attributed to such historical trends as social modernization，urbanization，market economy，and individualism. Social capital is an outcome of social relationships and is a useful concept to understand communities. Putnam (2000: 19) defines socialcapital as the “connections among individuals --social networks and the norms of reciprocity and trustworthiness that arise from them." The Cabinet Office of the Japanese Government conducted two nationwide studies of social capital in 2002 and 2005. The results indicated a likelihood of declining social capital in Japan and pointed out the possibility of uplifting it by al local civil activity. However，re viewing the studies revealed the following. Civil activities to solve local problems would not be sufficient to lift social capital since its improvement will remain only a part of the community and they can not overcome the fundamental causes of the historical social trend. Recovering capabilities to solve local problems is necessary but not sufficient for community revival. To revive a community，it is necessary for people to pay regard to social ties. This requires a change in the way of people's life，whereas the prevailing social climate is to avoid personal association. The change is essential for quality of life. Civil activities to enhance quality of life are necessary. Then social capital of a community will be lifted widely and deeply enough for its revival.

The population of Yubari City increased with the development of coal mining and decreased when mines were closed. Countermeasures to mine closure and tourism development undertaken to for revitalize the local economy piled up public debts that triggered the bankruptcy of the city government. In order to pay back the huge debt, the city cut expenditures by closing down public facilities and terminating some public services, reducing the number of staff, and raising taxes and user charges. In such circumstances, some citizens established organizations to continue to manage public facilities and/or to provide public services without receiving any money from the city. Moreover, a labor union started to provide public services and support city staff. In this manner, the ruling structure of Yubari has been shifting from “government” to “governance” in Yubari: this movement is contributing to sustaining local society.

公的な福祉サービスとしての食事サービスは,2006年度の介護保険の見直しにともない,制度としての終焉を迎えたという事態になった。・1960年代,都会の片隅から増え始めた一人暮らしの高齢者にとって,必要な社会的支援の一つが食事サービス(食事づくり機能の社会的支援)であった。・食事サービスはかなり長期にわたってボランティアが主流の時代が続き,その回数も月に数回程度であったが,社協や行政による側面からの支援もあって全国的に展開されるようになっていった。・1992年になって,国は週5回以上の配食サービス(生活支援型食事サービス)にたいする補助制度を開始する。この事業の活用は市町村の数パーセント程度とはいえ,週2〜3回程度の配食サービスも含め,食事サービスは全国のかなりの地域で展開されてきたと思われる。・2000年開始の介護保険では食事サービスは,在宅サービスには入らなかったが周辺事業として補助事業は継続されてきた。しかしながら,2006年の見直しにより,介護保険給付を「介護」(いわゆる身体介護)に特化するとの方針の下に,生活援助(いわゆる家事関連サービスを含む)の給付はきわめて制約され,あるいは受益者負担となった。・調理機能という家事サービスの一つである食事サービスにも,利用対象者の制限や食費の概念を上回る高額な利用料が課せられることとなった。この時点で,福祉サービスとしての食事サービスは一つの終焉を迎えたといわざるをえない。・将来の高齢社会にむけて,住み慣れた地域で在宅で暮らす高齢者がいつまでも「自立」して暮らすために,食事づくり支援を社会的な仕組みとして提供保障していくために,食事サービスの再生の手がかりをさぐる。

調査やフィールドワークについての中心的な議論の一つは，“調査する側－される側の問題”であろう．この問題は， 単に倫理の問題ではなく， 方法論，認識論の問題にまで広がる． この問題をどう考えればよいか． 本稿では，フィールドワークがそもそも多義的であることに基盤に， その多義性から，社会的に意味のある実践を引き出す方法として， 市民による調査， を考える．市民による調査は， そうした方法論上の要請からだけでなく， むしろ，市民活動などの実践からも必要とされている． 市民調査は， 職業的研究者による研究の簡易版ではなく， 独自の特徴と意義をもったものである． 職業的研究者の調査研究が， 厳密な方法論の上に立って行われ， 学会やディシプリンへの貢献を目指すのに対し， 市民による調査は， さまざまな手法を， 市民の視線で組み直すことによって， 具体的な問題発見と解決， そして， より広い実践的な説得力， を目指す． 本稿では，そうした市民調査の特徴と課題について論じるとともに， 市民調査を社会的な力とするためのしくみについても考える．, One of the central arguments about fieldwork is the problem of the relation between the investigator and the subject. Not constrained to the sphere of ethics, this problem extends even to that of the methodological and the epistemological. This paper presents “citizen’s research” as a way to find socially meaningful practice from fieldwork, which is essentially polysemous. “Citizens’ research” is also necessary in volunteer activities. Citizens’ research is not a simplified version of professional research but in itself possesses original features and meanings. From ordinary people’s perspective, it selects and combines various types of methodology with the objective to identify problems and find concrete solutions, whereas professional research is based on strict methodology and aims to contribute to a specific discipline. This paper also discusses what kind of social institution and mechanism should be created to make citizens’ research become a socially powerful tool.

本稿では「参加」という行為に市民が政治から行政、コミュニティ形成までどのように関わっているのか、「協働の時代」の行政過程から地域づくりまでの多様な参加もしくは参加の動員ついて問題点を整理することを目的とする。

社会の様々な分野での「制度疲労」が明らかになる中で,民間非営利の活動が注目を集め,とりわけ多様な市民活動が,わが国における市民セクター形成に果たす役割が期待されている。こうした市民活動の森林・林業分野における代表格として森林ボランティア活動がある。森林保育作業にボランティアとして参加する市民団体は全国で360以上,活動者数は3万人を超えるとされており,ネットワーク化も進むなど社会的に大きな力となりつつある。現在わが国の森林・林業をとりまく現状は,厳しさを増しつつあり,公的支援を射程に入れた新しい森林管理システムの構築が必要であろう。こうした新しいシステム構築のためには行政・林業関係者に加えて,市民セクターの参加に基づく,市民的公共性を担保しうる合意形成が必須のものといえる。また新しい森林管理システム構築に欠かせない市民セクター形成において森林ボランティア活動は重要な役割を持つものと位置付けられる。
