This study sought to investigate whether livestreaming of a local performing art could positively promote inbound tourism. Taking advantage of the features of new media and based on the theory that promotion of local performing arts must include measures to educate consumers, the author experimented with three Iwami kagura livestreaming shows whose programs contained educational contents and components to maximize the audience experiences. Using the data from surveys of 49 respondents, the author found that the YouTube livestreaming shows increased the number of potential tourists and positively influenced the viewers’ willingness to watch Iwami kagura. Discussing the benefits and issues of livestreaming, the author suggested that inbound tourism promotors could consider livestreams as an option of inbound tourism promotion during the COVID−19 pandemic.

By recognizing stories related to sightseeing spots as “Japan Heritage,” the Agency for Cultural Affairs of Japan aims to revitalize local communities which experience economic recession due to the aging population. This project assumes that stories have the power to stimulate inbound tourism. This study tested whether a video with a story effectively promotes inbound tourism. The definition of a story meant by the Agency was discussed and videos of Iwami kagura were created to test the assumption. Using the data from the focus groups of 130 non-Japanese participants, the author found the story-based videos effectively increased the viewers’ willingness to watch Iwami kagura. The author concluded that inbound tourism videos with detailed explanations of the historical background of sightseeing spots could stimulate motivation for visiting foreign destinations.

The results of a geological study of the environs of the “Takigahara Jasper Procurement Site” which is an important area within the Japanese Heritage site of Komatsu in central Japan, are provided below. These are mainly from a lithostratigraphic point of view. The strata distributed in the area are divided lithologically into the Lower Miocene Akahotani Formation and alluvial deposits. The Akahotani Formation, which is more than 900-metres-thick, is widely distributed within the study area. This formation is composed mainly of greenish grey volcaniclastic rocks (tuffaceous breccia, breccia tuff and muddy tuff) and rhyolitic rocks (rhyolite lavas and auto-brecciated rhyolite lavas). Interfingering relationships are recognisable between the volcaniclastic rocks and the rhyolitic rocks. Those rocks were partly subjected to hydrothermal alteration. The jasper and obsidian intruded into the formation. Alluvial deposits consist chiefly of unconsolidated mud, sand, and gravel.

Since the formation of the modern state, the cultural products of each country have been protected as cultural properties by either domestic laws or nations' respective customs frameworks. The purpose of this paper is to examine how they change as a result of international cultural property protection systems, such as the World Heritage Convention, as well as what impact the participation of new ratifying countries will have on the World Heritage Convention itself. To that end, Section 2 considers the process of Japan's ratification of this convention, analyzing the minutes of the Diet. Next, Section 3 considers the process leading to the "Nara Conference," where discussions regarding the authenticity of "wooden architecture" were held immediately after Japan ratified the World Heritage Convention, as well as discussions regarding the interpretation of the authenticity of cultural properties. Section 4 analyzes the process by which Hiroshima's atomic bomb dome is inscribed as a World Heritage Site, while also showing the changes in cultural property protection administration that have taken place in Japan. Finally, Section 5 analyzes the process of the campaign to nominate the former Shizutani School as a World Heritage site, while also clarifying the actual situation regarding how the category change of cultural assets is promoted strategically. Based on the results, it became clear that the institutionalization of international cultural property protection encourages exchanges with other cultures as an inevitable consequence of the changes in the value standards of each culture., 近代国家成立とともに、各国の文化的生産物は、文化財として国内法あるいは慣習によって保護されてきた。本稿では、世界遺産条約といった国際的な文化財保護制度の枠組みが浸透するなかで、それらがいかに変化するのか、また、新たな批准国の参画は、世界遺産条約にいかなるインパクトをもたらすのか、という問題について考察することを目的とする。そのために、まず、2節では、日本が世界遺産条約に批准するプロセスについて、国会議事録等を資料として考察する。次に、3項では、日本が世界遺産条約に批准してすぐに開催された「木造建築」のオーセンティシティを議論する「奈良会議」に至る経緯と、そこで議論された文化財のオーセンティシティの解釈について考察する。また、4項では広島の原爆ドームが世界遺産に登録されるプロセスを分析し、日本国内の文化財保護行政の変更点を示す。さいごに第5項では旧閑谷学校の世界遺産登録運動のプロセスを分析することで、戦略的に文化財のカテゴリー変更が推し進められる実態を明らかにする。以上のことより、国際的な文化財保護の制度化は、他者の文化との交流を促すため、不可避的に各文化の価値基準の変化を引き起こすことが明らかとなった。, 本稿は、2018年度-2019年度科学研究費助成事業・研究活動スタート支援「世界遺産制度が地域の文化財保護におよぼす影響」(研究代表者：雪村まゆみ、課題番号 : 19K20933)による研究成果の一部である。

[要旨] 文化財の保全は財政難にあえぐ自治体にとって、悩ましい問題である。地方創生の時代を迎えて、文化財の積極的な活用を通じた「観光資源」の掘り起こしが提言されている。文化財を用いた「観光立国化」に向けて、文化庁は平成27年度より「日本遺産」の認定を進め、日本遺産魅力推進事業を推進している。同事業では点在している個々の文化財を、そこに共通する歴史や文化を語る「ストーリー」を通じてパッケージ化し、積極的な文化財の活用を図ることで、新たな観光客や訪問者の回遊性ある行動を促し、地域の活性化に結びつけることをめざすものである。本稿は、負の側面が強い地域の歴史的資源の活用法を見直すことによって、地方創生時代の新たな「まちづくり」のモデルを提唱する佐倉市の文化財行政の意義を明らかにするものである。
