我が国のエネルギーシステム改革が段階的に進められている中、需要家はさまざまな電気事業者から購入先を選択することが可能となっている。電気事業者の選択は、最終的には電源構成やそれに付随する温室効果ガスの排出量に関係するが、そのような帰結を教育機関はどのように判断すべきであろうか。本稿は、京都女子大学を例にとり、その過去3年間の電力・ガスの使用量及び支払額の実績を把握し、年度別の温室効果ガス排出量の算出等を行った。また、電気事業者を仮に変更した場合、温室効果ガス排出量がどのように変化するのか検討を行った。 Production of energy from non-renewable sources produces carbon dioxide, which is a main contributor to climate change. Among the users of energy, universities share a significant portion of responsibility, as they accommodate a great number of students and staff at daily basis. Yet, it is still a marginal exercise to analyse energy consumption level at universities in Japan, not to mention the identification of carbon emission volume at their campuses. In general, there is a lack of awareness among the university administration to relate their energy data and the carbon inventory, and establish strategies to reduce overall carbon emission volumes. On one side, a window of opportunity is widening in Japan, where its energy market is currently undergoing a liberalization process. Electricity market reform, broadly initiated since 1990s, was further developed in 2016, when the market became fully opened for retail competition. It means universities can purposefully choose their electricity suppliers based on their emission factors. This research analyzed the energy consumption volume of Kyoto Women’s University, Japan, as a case to identify the energy consumption and the associated carbon emission volumes, then to see how much emission reduction is feasible if the electricity suppliers with less emission factors substitute the existing contracts.

This paper is verifying of the effects on the electric power deregulation in Japan to the productivity of each electric power company by using the parametric and nonparametric test of the DEA (Data Envelopment Analysis) and the Inverted DEA (Inverted Data Envelopment Analysis). In this paper, the first step of the evaluation of the relative efficiencies and inefficiencies of each electric power company for a total of 21 years before and after electric power deregulation. The second step of the verification of the effects on the electric power deregulation in Japan to the productivity of each electric power company by using the parametric and nonparametric test of the DEA and the Inverted DEA are clarified. The verification of the effects on the electric power deregulation of the productivity of each electric power company was identified statistically.

This study evaluates the relative efficiencies for productivity of each electric power company in Japan, using the DEA/Window Analysis (Data Envelopment Analysis/Window Analysis) and the Inverted DEA/Window Analysis (Inverted Data Envelopment Analysis/Window Analysis). The first stage of this evaluation described the trends of the relative efficiencies and inefficiencies of each electric power company for a total of 21 years before and after electric power deregulation. In the second stage of this evaluation, this paper analyzes trends of the relative efficiencies and inefficiencies of each electric power company for a total of 20 years after electric power deregulation. In this paper, trends of the relative efficiencies and inefficiencies of each electric power company became clear by various illustrations. The detailed trends of the productivity of each electric power company were also identified.

This paper analyzes nuclear energy policy and the development history of power liberalization in Japan, and whether or not nuclear power generation meets the base load electricity source in the Basic Energy Plan, Energy Security, Economic Efficiency, and Environment, We have examined the role of nuclear power from three perspectives. In the future, power sales will be examined the whereabouts of nuclear power in that it is partially liberalized.

地域独占を維持するために強力な規制を行ってきた電力産業に対して、現在、規制緩和・変更という政策が進められている。本論文は、この政策を発電市場における競争市場形成という観点から考察したものである。市場効率化の諸条件を競争市場形成の基本理論に則って導き出し、それらの条件に照らして制度改革上の課題を12の論点に整理し、効率化を確実に進めていくために必要なさらなる制度改革のあり方を検討した。制度改革の推進役である経済産業省内の専門委員会では、これまでの改革の批判的検討を踏まえて、次なる市場化政策を打ち出している。しかし、具体的な政策は競争ルールの整備と新電力の成長を待つという消極的施策に止まっている。既存の巨大一般電力企業には営利企業の誘因として市場支配力を行使する傾向があり、市場化政策による市場整備には限界がつきまとう。むしろ、新電力を積極的に育成していく政策を採らなければ市場化政策の成果は高まらない。本論文では、こうした観点からさらなる改革の必要性と方向性を明らかにしている。

本研究は、近年の国内電力供給における石炭火力発電の割合が大きく増加したことに対し、その要因や影響について考察したものである。二度のオイルショックを契機として電源の分散化が進み、1980年代後半以降にその目標が達成される中で、国内の電力供給の高コスト構造が問題化し、これまで独占状態にあった電気事業に新規参入を認めるための電力自由化が開始された。それと並行して、一度は環境汚染や燃料コストの問題などで減少していた石炭火力発電が、国内の発電電力量の25%近くまで増加してきた。これは、汚染除去技術や熱効率の向上と共に、石油やLNGよりも石炭の燃料コストが安価であることから、石炭火力発電が選択されたものと考えられる。しかしながら、二酸化炭素排出量を新たな環境負荷と見なした場合、石炭火力発電は最も大きな排出源である。この「外部不経済」を考慮した時、国内の電気料金は本当に低下したとは言えない現実が見えてきた。

最近の日本では,「エネルギー・セキュリディの確保」を大義名分にして,電力自由化に歯止めをかけようとする動きが目立ち始めている.エネルギー・セキュリティの確保が電力自由化の後退につながるのは,エネルギー・セキュリティの確保→原子力発電の重視→原子力投資を抑制する電力自由化の問題視→電力自由化の後退,という論理的連関が想定されているからである.このような想定は,妥当なものだろうか.本稿では,日本の電力産業の発展過程に立ち返って,この点を検証した.検証の結果,電力自由化のいっそうの進展は,電力会社による経営の自律性の再構築を促進し,ひいてはエネルギー・セキュリティの確保に資することが判明した.電力自由化の進展→電力会社による経営の自律性の再構築→電力会社の強靭なエネルギー企業への成長→エネルギー・セキュリティの確保,という論理的連関こそが強調されるべきなのである.つまり,電力自由化の後退は,むしろ,エネルギーセキュリティを危うくするものだと結論づけることができる.電力自由化が原子力投資に抑制的な影響を及ぼす問題については,原子力発電事業を9電力会社から分離し,政策的支援を受ける専業会社に集中することによって,解決することが可能である.エネルギー・セキュリティの確保のためには,電力自由化をいっそう進展させることが求められている., The purpose of this paper is to examine the process of the liberalization of the electric power industry in Japan and the recent setback of the liberalization. The liberalization of the Japanese electric power industry began in 1995, and progressed step by step until 2004. From a perspective making much of energy securities, however, the Japanese government intends to the perfect liberalization of the electric power industry scheduled in 2007 to be postponed. It asserts that the liberalization retard investments in atomic generation essential for energy securities. This paper criticizes the above argument by the Japanese government. Its conclusion is that the continuation of the liberalization of the electric power industry will rather make the Japanese energy securities better through creating strong energy companies retaining international competitiveness.

日本では、1995年から段階的に電力産業で自由化の動きがあった。主な目的は、これまで地域独占にあった電力市場を競争的にすることで、高コスト体質を改善し、電気料金を引き下げ、消費者便益の拡大を図ることである。しかし、市場が競争的になると、将来収益に対する不確実性が増加し、サンクコストを回避するため,設備投資を控えることがある。本論文では、自由化後に電力会社が不確実性により設備投資を減少させたことを実証分析した。その結果、自由化対象の発電設備だけでなく、送配電設備も自由化後、減少させていることが分かった。この結果は、今後安定的な電力供給が阻害される恐れがあることを示唆する。, In Japan, the regulatory reform starts gradually from 1995 in the electricity industry. The main goal is to make the electricity market to be competitive as a result, to improve the high-cost performance, to lower the charge and to increase the consumer surplus. However, it increases uncertainty on the future profit. Firms are unwilling to invest for uncertainty to avoid sunk cost. In this paper, I investigate that the electricity firms reduce to invest for increasing of uncertainty after the regulatory reform started. I find that the electricity firms reduce to invest toward the supply and distribution system as well as the power system. This finding suggests that steady electricity supply may be damaged., 論説

わが国は1995年，電力自由化を開始して以来10年経過した．電力自由化は競争の導入による電気料金の引き下げとサービスの質の向上や環境保護を期待して行われた．しかし，実際にどの程度の効果があったのかについては，わが国のみならず，諸外国においても評価が分かれている．先進国では最も早く自由化し，成功例として世界がモデルとした英国も失敗であったという評価がなされている．以下では，最近発表されたわが国政府による2つの報告をもとに，その経済効果について検討する．なお，ニュースレターの性格上，社会的余剰概念を用いた経済効果の分析についてはここではふれない．
