Im Mittelalter lasst sich nicht nur eine Rechtsvielfalt, sondern auch eine Vielfalt von Gerichten und Konfliktlosungsmoglichkeiten beobachten. Grundsatzlich existierte die gerichtsformliche Streitbeilegung neben schiedsrichterlichen Verfahren und Formen eigenmachtiger Rechtsdurchsetzung. Dem Rechtsuchenden standen also nicht nur mehrere Gerichte mit haufig unklarer Kompetenzabgrenzung zur Auswahl, der Zugang zum Gericht war uberhaupt nur eine von mehreren moglichen Alternativen, um einen Konflikt zu losen, der etwa aus einem Vertragsbruch oder einem deliktischen Verhalten resultierte. Die eigenmachtige Rechtsdurchsetzung mittels Fehde war grundsatzlich bis zum Ewigen Landfrieden im Jahr 1495 rechtmasig und bedurfte daher nicht notwendig einer Begrundung. Der Zugang zu einer gerichtlichen Streitbeilegung hing haufig einerseits von personlichen Voraussetzungen ab, andererseits sind verschiedene Formen des Zugangs zum Gericht zu beobachten.

A major rationale for study abroad (SA) from the perspective of second language acquisition is the presumed opportunity available to sojourners for naturalistic second language (L2) “immersion”. However, such opportunities are affected by variations in the linguistic, institutional and social affordances of SA, in different settings. They are also affected by the varying agency and motivation of sojourners in seeking second language (L2) engagement. For example, many sojourners prioritize mastering informal L2 speech, while others prioritize academic and professional registers including writing. Most will operate multilingually, using their home language, a local language, and/or English as lingua franca for different purposes, and the types of input they seek out, and language practices they enter into, vary accordingly. Consequently, while researchers have developed varied approaches to documenting L2 engagement, and have tried to relate these to measures of L2 development, these efforts have so far seen somewhat mixed success. This article reviews different approaches to documenting SA input and interaction; first, that of participant self-report, using questionnaires, interviews, journals, or language logs. Particular attention is paid to the popular Language Contact Profile (LCP), and to approaches drawing on Social Network Analysis. The limitations of all forms of self-report are acknowledged. The article also examines the contribution of direct observation and recording of L2 input and interaction during SA. This is a significant alternative approach for the study of acquisition, but one which poses theoretical, ethical and practical challenges. Researchers have increasingly enlisted participants as research collaborators who create small corpora through self-recording with L2 interlocutors. Analyses in this tradition have so far prioritized interactional, pragmatic and sociocultural development, in learner corpora, over other dimensions of second language acquisition (SLA). The theoretical and practical challenges of corpus creation in SA settings and their wider use to promote understandings of informal L2 learning are discussed.

Given the alleged uniqueness of Islamic stocks, it is expected that they should provide insurance when faced with adverse market conditions. This expectation is tested by assessing contagion, using 25 Islamic indexes during the period 2007–2017, by employing contemporary econometric techniques. The results reveal robust contagion effects of the financial crisis on Islamic stock indexes. Furthermore, we find Baker and Wurgler’s investor sentiment can predict Islamic stock returns during the crisis period. Our findings indicate that Islamic stocks cannot be used as a haven asset during financial turmoil.

Cultural dimensions have a significant impact on capital structure decisions, particularly in Islamic economies where unique personal, social and ethical values are closely integrated with culture. This study considers the relationship between four Hofstede cultural dimensions to explain their connection with the capital structure decisions of Shariah-compliant firms. Using a panel of 342 Shariah complaint companies from Malaysia, Saudi Arabia and Pakistan for the period 2013 to 2017, this study investigates the influence of cultural dimensions on short-term, long-term and total leverage in the presence of several firm- and country-specific variables. On average, Saudi Arabian firms witnessed comparatively higher percentages of all three debt classifications considered. Typically, determinants of debt do not otherwise differ significantly across the three countries. Firms also carefully consider asset structure and growth opportunities when raising debt capital. On the other hand, when tested alongside cultural dimensions, Islamic firms from countries with (a) higher power distance scores, (b) higher levels of individualism, (c) higher masculinity scores and (d) lower degrees of uncertainty avoidance exhibit a preference for long-term debt. This finding diverges from the existing literature on non-Islamic firms. Agency theory and pecking order theory predominate in explaining our findings.

Traditionally, equity mispricing has been documented as an important determinant of speed of adjustment to target leverage levels. More recently, the impact of Shari’ah compliance has been shown to significantly affect capital structure decisions. In this paper, we explore the effect of equity mispricing in Shari’ah compliant (vs. non-compliant) firms. We conduct our study on a comprehensive sample of Malaysian firms from year 1998–2016. We show that established findings in the dynamic trade-off theory do not hold for Shari’ah compliant firms. Shari’ah compliant firms increase their reliance on equity financing at greater levels than non-compliant firms when they are above target levels and equities are overpriced. In contrast, for Shari’ah compliant firms below target levels and where equity is under-priced, the rate of adjustment is slower than non-compliant firms. Our findings suggest that managers of Shari’ah compliant firms are inclined to time the equity market when above target levels to capture the impact of lower costs of equity during periods of over-valuation of equity. However, those managers tend to be reluctant to resort to debt financing when below target leverage even in the presence of equity under-pricing.

This paper analyses the effect of bank lending and fee income on Islamic and conventional bank's performance. The paper builds a theoretical model and provides empirical evidence to show that Islamic banks as compared to conventional banks can have a greater reliance on fee-based income than returns from loans to increase their profitability. Using data from a sample of 20 countries for the period from 2000 to 2015 for Islamic and conventional banks, we find that the bank fee is an important determinant of the profitability of an Islamic bank. Interestingly, many commonly used measures such as loan to deposit ratio do not affect the Islamic banks' profitability as much as they do for conventional banks. Our findings imply that Islamic banks' lower sensitivity to loan to deposit ratio may contribute to lower credit risk. However, an over-reliance on fee-based income may affect their growth, profitability and sustainability in the long run.

This study examined the prospective associations among the trajectories of maternal depressive symptoms, maternal sensitivity, and child executive function (EF) across early and middle childhood, and tested the mediating role of maternal sensitivity in the links between change in maternal depressive symptoms and the growth of child EF. Participants included 1,364 children and mothers from the National Institute of Child Health and Human Development (NICHD) Study of Early Child Care and Youth Development (NICHD SECCYD). We found that maternal depressive symptoms (from 6 months to Grade 5) and sensitivity (from 36 months to Grade 5) decreased, whereas child EF (planning skills; from Grade 1 to 5) increased over time. We also found several direct associations: (a) lower maternal depressive symptoms at 36 months predicted higher sensitivity at 54 months; (b) higher sensitivity at 54 months and a faster decrease in sensitivity from 36 months to Grade 5 predicted higher child EF in Grade 1; and (c) higher sensitivity at 54 months predicted greater growth of EF from Grade 1 to 5. In addition, two mediation effects were found as follows: Lower levels of maternal depressive symptoms at 36 months predicted both higher levels of child EF in Grade 1 and greater growth of EF from Grade 1 to 5 through higher levels of maternal sensitivity at 54 months. The results suggest that early maternal depressive symptoms may have long-term effects on the growth of EF, especially planning skills, during middle childhood, and that one important pathway that maternal depressive symptoms affect child EF outcomes through maternal sensitivity. The policy relevant treatment effect (PRTE) measures the average effect of switching from a status-quo policy to a counterfactual policy under consideration. Estimation of the PRTE involves estimation of multiple preliminary parameters, including propensity scores, conditional expectation functions of the outcome and covariates given the propensity score, and marginal treatment effects. These preliminary estimators can affect the asymptotic distribution of the PRTE estimator in complicated and intractable manners. In this light, we propose an orthogonal score for double debiased estimation of the PRTE, whereby the asymptotic distribution of the PRTE estimator is obtained without any influence of preliminary parameter estimators as far as they satisfy mild requirements of convergence rates. To our knowledge, this paper is the first to develop limit distribution theories for inference about the PRTE.

Policy evaluation is central to economic data analysis, but economists mostly work with observational data in view of limited opportunities to carry out controlled experiments. In the potential outcome framework, the panel data approach (Hsiao, Ching and Wan, 2012) constructs the counterfactual by exploiting the correlation between cross-sectional units in panel data. The choice of cross-sectional control units, a key step in its implementation, is nevertheless unresolved in data-rich environment when many possible controls are at the researcher's disposal. We propose the forward selection method to choose control units, and establish validity of the post-selection inference. Our asymptotic framework allows the number of possible controls to grow much faster than the time dimension. This paper considers a treatment effect model in which individual treatment effect may be heterogeneous, even among observationally identical individuals. Specifically, by extending the classical instrumental-variables (IV) model with an endogenous binary treatment, the heteroskedasticity of the error disturbance is allowed to vary with the treatment variable so that the treatment generates both mean and variance effect on the outcome. In this endogenous heteroskedasticity IV (EHIV) model, the standard IV estimator can be inconsistent for the average treatment effect (ATE) and lead to incorrect inference. After nonparametric identification is established, closed-form estimators are provided under the linear EHIV specification for the mean and variance treatment effect, as well as the average treatment effect on the treated (ATT). Asymptotic properties of the estimators are derived. We use Monte Carlo experiments to investigate the performance of the proposed approach and then consider an empirical application regarding the effect of fertility on female labor supply. Our findings demonstrate the importance of accounting for endogenous heteroskedasticity.

Prevelar raising/fronting has been documented as a “defining feature” of Pacific Northwest English, yet its status in nearby California remains unclear. This study investigates prevelar raising/fronting across four Californian field sites. Examining word list data from 276 White speakers and sociolinguistic interview data from 64 White speakers, we complicate assumptions of prevelar conditioning in the West in two ways. First, the authors show that the prevelar pattern is not confined to the Pacific Northwest but is extensive throughout California. Results suggest that, in line with previous work in Washington and Oregon, this prevelar pattern is also on the decline among younger Californians, although the trajectory of change appears to differ from that observed in Washington. As this is yet more evidence that the West is broadly participating in similar vocalic patterns, this article tentatively explores historical migration events as one possible source for the contemporary Western vowel system. Second, the authors also complicate phonetic notions of prevelar “tensing,” showing that F1 and F2 are not always operating in tandem: speakers who raise bag, for example, do not always front bag to the same degree, and vice versa. All of this points to an increasingly complex view of the prevelar pattern and one that warrants continued investigations for theories of sound change.

The organizational design of subcontracting in the construction industry has received limited attention. This article integrates transaction cost economics and resource-based view to investigate how the governance capabilities of the general contractor impact the organizational arrangement of subcontracting and how the goal orientation of project moderates these relationships. Regression analyses were conducted on information collected by a questionnaire survey administered to a sample of 279 respondents who were employed by Chinese general contractors and who were privy to strategy information in construction projects. The results showes that the general contractor with strong governance capabilities tends to increase the extent of the work to be subcontracted and the dispersion of subcontractors used in projects. Moreover, these relationships change when the goal orientation in projects differs. In projects that display an exploitative goal orientation, the positive impact of governance capabilities on the extent of subcontracting will be weakened while the impact on subcontractor dispersion will be strengthened. In contrast, the relationship between governance capabilities and the extent of subcontracting will be stronger, and the relationship between governance capabilities and the subcontractor dispersion will be weaker in projects that exhibit an explorative goal orientation. The findings contribute to the subcontracting literature by distinguishing between the extent of subcontracting and subcontractor dispersion and by highlighting the importance of the general contractor's governance capabilities and project goal orientation when setting up a subcontracting arrangement.

Zusammenfassung: Die vorliegende schülerzentrierte Videostudie untersucht die Generalisierbarkeit und Zuverlässigkeit von Videobeobachtungen des verhaltensbezogenen engagements von Schülerinnen und Schülern unter Berücksichtigung der aktiven Arbeitsphasen (Partner-, Gruppenarbeit, Ergebnissicherung im Plenum) einer dritten Grundschulklasse ( N = 20 Schülerinnen und Schüler). Anhand eines adaptierten Münchner Aufmerksamkeitsinventars ( Helmke & Renkl, 1992 ) wurden alle Lernenden in ihrem individuellen, verhaltensbezogenen engagement in Ein-Sekunden-Intervallen über den Verlauf des Unterrichts von vier unabhängigen Kodiererinnen während der aktiven Arbeitsphasen beurteilt. Videostudien werden in der pädagogisch-psychologischen Unterrichtsforschung häufig zur Beschreibung und Analyse unterrichtlicher Prozesse durchgeführt, obwohl sie als sehr ressourcenintensiv und aufwändig gelten. Daher wird in dieser Studie ebenso untersucht, bis zu welcher Anzahl an Sekunden das verhaltensbezogene engagement der Schülerinnen und Schüler noch reliabel beobachtet werden kann, um eine effiziente und ökonomische Designplanung zu ermöglichen. Die Ergebnisse der G-Studie zeigen erwartungskonform, dass der Großteil der erklärbaren Varianz über alle Arbeitsphasen hinweg auf die individuellen Lernenden (18.85%) zurückzuführen ist. Der Zeitpunkt in Sekunden (2.67%) erklärt hingegen nur einen marginalen Varianzanteil. Es bleibt ein großer Anteil unerklärter Residualvarianz (78.48%). Der Zuverlässigkeitskoeffizient liegt mit Φ = .99 in einem sehr guten Bereich. Die Entscheidungsstudie (D-Study) ergibt, dass selbst bei 30 beobachteten Sekunden ein zuverlässiges Ergebnis erzielt werden kann (Φ = .87). Die Ergebnisse weisen darauf hin, dass schülerzentrierte Videoanalysen sich besonders zur Erfassung des verhaltensbezogenen engagements aller Schülerinnen und Schüler eignen, da über den gesamten Unterrichtsverlauf Informationen über alle Lernenden vorliegen. Ebenso tragen die Ergebnisse zu einer ökonomischen Designplanung von schülerzentrierten Videostudien zum verhaltensbezogenen engagement bei.

Over the last years, independent central banks were often criticized. Many critics felt that the fatal flaw of the current system lied in its independent nature. Some critics argued that the remedy to such problems was to replace independence with interdependence. Such a drastic measure is completely unnecessary. No more time should be lost discussing further the merits or the weaknesses of central bank independence. But taking central bank independence as a given, one should simply try to equip central bankers with the mandates, the tools, and the values best fitted to help them face future shocks. Deeper checks and balances with other institutions and the fair financing of investment by all economic agents, including startups and SMEs, are urgently necessary to head off financial crises that will inevitably arise in this era of growing wealth inequality, disruptive technologies and climate change.

Zusammenfassung: Forschung zu Studienwahlmotivation von Lehramtsaspirantinnen und -aspiranten hat gezeigt, dass verschiedene Motivationen die Studienwahlentscheidung beeinflussen können. Leider mangelt es an reliablen und validen Instrumenten, die verschiedene Facetten von Studienwahlmotivation studienfachübergreifend erfassen. Diese Lücke im testtheoretischen Arsenal der empirischen Bildungsforschung soll durch die Entwicklung eines multifaktoriellen Inventars zur Messung der Studienwahlmotivation (STUWA) geschlossen werden. Das vorgestellte Instrument erfasst fünf in der Selbstbestimmungstheorie der Motivation sowie der Erwartungs-Wert-Theorie fundierte Facetten von Studienwahlmotivation testökonomisch (jeweils drei Items): intrinsische, extrinsisch-materialistische, extrinsisch-soziale, sozial-induzierte und bewältigungsorientierte Studienwahlmotivation. Darüber hinaus ermöglicht es die Erfassung des Ausmaßes, in dem die Studienwahlentscheidung mit Unsicherheit verbunden ist oder alternativenorientiert gegen ein eigentlich aspiriertes Studienfach getroffen wurde. Die Gesamtskala wurde in zwei Studien auf ihre Reliabilität und Validität getestet. In einer ersten Studie ( N = 413 Erstsemesterstudierende) ließ sich mit Hilfe explorativer Faktoranalysen eine sieben-faktorielle Skalenstruktur aufzeigen. Diese Struktur konnte in einer zweiten Studie ( N = 716 Erstsemesterstudierende) durch eine konfirmatorische Faktoranalyse repliziert werden. Die einzelnen Subskalen zeichnen sich durch akzeptable interne Konsistenz aus. Außerdem zeigten sich bedeutsame Zusammenhänge zwischen einzelnen Facetten der Studienwahlmotivation mit motivationalen Zielorientierungen und der Studienzufriedenheit. Insbesondere intrinsische Studienwahlmotivation zeichnete sich wie erwartet durch ein adaptives Assoziationsmuster aus. Das Ausmaß der unsicheren oder alternativenorientierten Studienwahl zeigte hingegen maladaptive Außenkorrelationen. Des Weiteren ließ sich in der zweiten Studie skalare Messinvarianz für Geschlecht sowie zwischen Studienfächern nachweisen, was auf die Eignung des Instruments für Fachvergleiche hinweist. Entsprechende Vergleiche konnten zeigen, dass sich BWL-Studierende in stärkerem Ausmaß als Studierende anderer Fächer durch eine extrinsisch-materialistische Studienwahlmotivation auszeichnen. Lehramtsstudierende gaben hingegen eher extrinsisch-soziale und sozial-induzierte Studienwahlmotivation an. Die aufgeführten Belege für die Validität des Instruments verdeutlichen seine Eignung für den Einsatz zur studienfachübergreifenden Messung von Studienwahlmotivation. Auch wenn weitere Forschung zur Bedeutung der einzelnen Facetten im Längsschnitt noch aussteht, wird erst durch das präsentierte Instrument solche Forschung (über Lehramtsstudiengänge hinaus) überhaupt möglich.

Zusammenfassung: Der niedrige Frauenanteil in Informatik ist Anlass für die vorliegende Studie. Hierbei sollen erstmalig in Deutschland mögliche Besonderheiten speziell im Promotionsprozess von Informatikerinnen und Informatikern untersucht werden. Dazu nahmen 690 Doktorandinnen und Doktoranden an einer online-Befragung teil, von denen 254 Personen die Befragung zu unterschiedlichen Zeitpunkten abbrachen. Die Auswertung basiert auf den 436 Personen (113 Doktorandinnen, 320 Doktoranden, 3 divers), die bis zum Schluss Fragen beantworteten (Alter: M = 30.74 Jahre, SD = 4.16). Die Hauptziele der Studie sind zum einen ein Geschlechtervergleich in den untersuchten Merkmalen der Befragten (Berufliche Motive, Geschlechtsrollenselbstkonzept, berufliche Selbstwirksamkeit, soziale Unterstützung) und im wahrgenommenen Verlauf der Promotion (Themenfindung, Zufriedenheit mit Betreuung, geschätzte Zeitdauer der Promotion, wahrgenommene Belastungen). Zum zweiten wird untersucht, ob im Verlauf der Promotion Schwierigkeiten auftraten, die zu einer Krise führten. Erwartet werden geringe Geschlechterunterschiede und deutliche Unterschiede zwischen Personen mit und ohne erlebte Krise. Die Ergebnisse bestätigen die Erwartungen. Es finden sich keine bis geringe Geschlechterunterschiede in den untersuchten Variablen, was mit der vorliegenden Literatur übereinstimmt. Demgegenüber finden sich mittlere bis große Unterschiede zwischen Personen mit und ohne erlebte Krise. Doktorandinnen und Doktoranden, die eine Krise erlebten, berichten häufiger von Abbruchgedanken, schätzen ihre berufliche Selbstwirksamkeit signifikant niedriger ein, sind unzufriedener mit der Betreuung, brauchen länger für ihre Dissertation und schätzen die erfragten psychischen Belastungen signifikant höher ein als die ohne Krise. Diese Ergebnisse werden im Hinblick auf vorliegende Literatur zur psychischen Belastung von Promovendinnen und Promovenden diskutiert und es werden Vorschläge für eine verbesserte Betreuung und Unterstützung an Universitäten gemacht.

Change point detection in time series has attracted substantial interest, but most of the existing results have been focused on detecting change points in the time domain. This paper considers the situation where nonlinear time series have potential change points in the state domain. We apply a density-weighted anti-symmetric kernel function to the state domain and therefore propose a nonparametric procedure to test the existence of change points. When the existence of change points is affirmative, we further introduce an algorithm to estimate the number of change points together with their locations. Theoretical results of the proposed detection and estimation procedures are given and a real dataset is used to illustrate our methods., to appear in Journal of Econometrics

I defend the idea that there are universal fictions, and that the Routley-Deutsch-Kapsner way of generating them – namely, with a story including deliberately and explicitly the proposition Everything is true – is still the best one. I reconstruct Wildman and Folde’s Finean criticisms to universal fictions a la Routley-Deutsch-Kapsner based on the idea that the universal quantifier in such fictions may not target the intended range of quantification, that is, all propositions. I show that Wildman and Folde’s argument does not succeed, for they fail to show that every universal sentence has to be understood as involving a restricted quantifier.

This paper studies the asset pricing implications of industrial pollution. A long-short portfolio constructed from firms with high versus low toxic emission intensity within a given industry generates an average return of 4.42% per annum, which remains significant after controlling for risk factors. This pollution premium cannot be explained by several explanations, including existing systematic risks, investors' preference, market sentiment, political connections, and corporate governance. We propose and model a new systematic risk related to environmental policy uncertainty. We use the growth of environmental litigation penalties to measure regime change risk, and find that it helps price the cross-section of emission portfolios' returns.

Displacement has marked the individual and collective lives of Puerto Ricans in Chicago, especially those who migrated in the 1950s and 1960s. For these older persons, the arrival of the gentry and the yuppies of yesterday, the hipsters of today, and the disappearance of familiar faces in their current neighborhoods are not new phenomena, but rather parts of a profoundly familiar process. They came of age in displacement. Today some Puerto Rican older adults have achieved housing security and are able to age in place because they live in low-income senior housing. Yet a sense of displacement still looms large in their daily lives with the upscaling of and new-build gentrification in their current neighborhood. This work sheds light on the meaning of place for older adult Puerto Ricans who have experienced what psychiatrist and urban studies scholar Mindy T. Fullilove calls a history of “serial displacement.” Through life history narratives and ethnographic snapshots, this paper highlights the neglected reality of “aging in displacement,” or the experience of growing up and growing older in a context of repeated socio-spatial dislocation and how individual and collective life histories of community upheaval texture the spatial and social meanings of place.

Kehadiran Undang-Undang Nomor 9 Tahun 2004 dan Undang-Undang Nomor 51 Tahun 2009 bahwasanya telah memperkenalkan istilah sanksi administratif sebagai bentuk upaya paksa meningkatkan kepatuhan pejabat dalam pelaksanaan putusan Peradilan Tata Usaha Negara (PTUN). Adapun sebelumnya Undang-Undang Nomor 5 Tahun 1986 hanya menekankan pada prinsip self-respect pejabat pemerintah terhadap pelaksanaan putusan PTUN. Penelitian ini bertujuan untuk meninjau pemberlakuan sanksi administratif terhadap pelaksanaan putusan PTUN berdasarkan teori efektivitas hukum serta menganalisis budaya hukum yang berkembang dikalangan pejabat pemerintah terhadap pelaksanaan putusan PTUN. Hasil penelitian menunjukkan bahwa pemberlakuan sanksi administratif sebagaimana yang diatur dalam Undang-Undang Nomor 9 Tahun 2004 dan Undang-Undang Nomor 51 Tahun 2009 belum dapat berjalan dengan efektif dikarenakan tidak adanya pijakan hukum yang jelas mengenai jenis dan mekanisme pemberlakuan sanksi administratif. Adapun mengenai budaya hukum yang berkembang, hal ini berkaitan dengan rendahnya kepatuhan pejabat pemerintah dalam pelaksanaan putusan PTUN yang kemudian menimbulkan preseden buruk dikalangan pejabat pemerintah, serta potensi untuk dilakukannya pembangkangan hukum oleh pejabat pemerintah. Oleh sebab itu, diperlukan pengaturan teknis terkait jenis dan mekanisme pemberlakuan sanksi administratif melalui peraturan pemerintah guna efektivitas penegakan hukum dan kepastian hukum di bidang peradilan administrasi. Namun harus diakui bahwa masyarakat Indonesia masih dihadapkan dengan rendahnya pemahaman dan kesadaran masyarakat dalam menghadapi instrumen hukum hak cipta terkait dengan konten fotografi dan potret dalam penggunaan instagram, baik dari segi pengaturan hukum atas konten yang dibuat dan disebarluaskan, keabsahan hukum terhadap klausul perjanjian lisensi, perlindungan hukum dan cara-cara penyelesaian sengketa domain. Dalam era digital saat ini bahwa norma-norma pengaturan hukum terhadap suatu karya cipta semakin terabaikan. Pada perkembangannya terungkap bahwa eksploitasi ciptaan melalui sarana media teknologi semakin intensif dan kompleks sehingga cenderung mengabaikan penghormatan terhadap hak cipta sebagai kewenangan eksklusif yang dimiliki oleh pencipta. Dalam hal ini diperlukan adanya kepastian hukum dan perlindungan hukum yang bertumpu pada tatanan norma dan ketentuan-ketentuan hukum yang telah ditetapkan dalam Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta sebagai orientasi nilai dan kaidah penghormatan terhadap regulasi hak cipta yang berlaku di Indonesia, terutama untuk menjaga integritas dan memberikan jaminan perlindungan terhadap karya ciptaan dan juga kepentingan pencipta. Gugus Tugas Percepatan Penanganan Covid-19 dibentuk melalui Keppres No. 7 Tahun 2020 (sebagaimana diubah melalui Keppres No. 9 Tahun 2020). Gugus Tugas telah mengeluarkan surat edaran yang mengatur uji tes PCR (Polymerase Chain Reaction) dan rapid test sebagai syarat untuk menggunakan transportasi umum. Padahal, Keppres a quo tidak memberikan kewenangan kepada Gugus Tugas untuk mengeluarkan suatu peraturan. Penulisan jurnal ini menggunakan metode penelitian hukum normatif, yaitu berbasis pada analisis terhadap norma dalam hukum positif. Gugus Tugas berkedudukan sebagai lembaga negara bantu (state auxiliary organ) yang bersifat koordinasi antar kementerian atau lembaga negara lainnya dan dibentuk melalui Keputusan Presiden. Syarat uji tes PCR dan rapid test perjalanan orang dengan transportasi umum batal demi hukum dan tidak memiliki kekuatan hukum mengikat karena: 1) Gugus Tugas sebagai state auxiliary organ dapat meminta kepada pemerintah untuk mengeluarkan suatu peraturan yang bersifat regeling sesuai dengan jenis dan hierarki peraturan perundang-undangan yang berlaku dalam rangka percepatan penanganan Covid-19; 2) Gugus Tugas tidak memiliki legitimasi ataupun delegasi yang bersumber dari undang-undang untuk mengeluarkan suatu peraturan yang mengikat ke luar dan berlaku umum; 3) Surat Edaran Gugus Tugas No. 9 Tahun 2020 yang bersifat mengatur ke luar tidak mencerminkan asas pembentukan peraturan perundang-undangan yaitu kesesuaian materi muatan dan kejelasan tujuan. Teacher performance scores inform education leaders’ management of teacher human resources. However, prior research has implied that different interpretations of performance criteria between teachers and their evaluators suppress teacher development. Although research has examined teacher perceptions of performance scores and compared teacher self-scores with researcher-generated scores, no work has estimated the statistical differences between self-scores and field-based evaluator scores. I applied structural equation modeling to a unique dataset of over 4,000 teacher self-scores and 4,000 evaluator scores of teacher performance to examine the extent to which teachers and evaluators applied a standards-based teaching performance rubric similarly. Consistent with prior work, some average self-scores exceeded average evaluator scores; however, evaluator-assigned scores exceeded self-scores on one indicator. The evidence also suggested that teachers and evaluators interpreted the meaning of two performance indicators differently. The findings imply that there are opportunities to strengthen evaluators’ and teachers’ shared understanding of teacher performance criteria. Teachers and evaluators might develop shared understandings by viewing videorecorded lessons and collaboratively interpreting teaching episodes using the performance criteria. Education leaders might also emphasize that preobservation conferences are an opportunity for evaluators and teachers to discuss performance criterion interpretations. As some selfscores exceeded evaluator scores, education leaders could introduce a consider-the-opposite scoring strategy, where evaluators consider two reasons that the score they want to give could be inaccurate, prompting stronger scoring justification, potentially leading to more accurate scoring.

We develop a model where persistent trade shocks create demand for a basket- backed stablecoin, such as Mark Carney's "synthetic hegemonic currency" or Facebook's recent proposal for Libra. In numerical simulations, we find four main results. First, because of general equilibrium effects of the basket currency on the volatility of currency values, overall demand for that currency is small. Second, despite scant holdings of the basket, its global reach may contribute to substantial increases in welfare if the basket is widely accepted, allowing it to complement holdings of sovereign currencies. Third, we calculate the welfare maximizing composition of the basket, finding that optimal weights depend on the pattern of international acceptance, but that basket composition does not significantly affect welfare. Fourth, despite potential welfare improvements, low demand for the basket currency from buyers limits sellers' incentives to invest in accepting it, suggesting that fears of a so-called global stablecoin replacing domestic sovereign currencies may be overstated.

We use longitudinal data from the income tax system to study the impacts of firms’ employment and wage-setting policies on the level and change in immigrant–native wage differences in Canada. We focus on immigrants who arrived in the early 2000s, distinguishing between those with and without a college degree from two broad groups of countries – the U.S., the U.K. and Northern Europe, and the rest of the world. Consistent with a growing literature based on the two-way fixed effects model of Abowd, Kramarz, and Margolis (1999), we find that firm-specific wage premiums explain a significant share of earnings inequality in Canada and contribute to the average earnings gap between immigrants and natives. In the decade after receiving permanent status, earnings of immigrants rise relative to those of natives. Compositional effects due to selective outmigration and changing participation play no role in this gain. About one-sixth is attributable to movements up the job ladder to employers that offer higher pay premiums for all groups, with particularly large gains for immigrants from the “rest of the world” countries.

The proliferation of enterprise social media generates an ever-growing record of digital traces that provides ample opportunities to study the social making of organisations. Subsequently, we present the social fabric framework, which comprises a structured five-step approach for eliciting, interpreting, and representing the situated social idiosyncrasies and underlying patterns of the social making of organisations. The paper focuses on the application of the social fabric framework as a research method. However, the framework also lends itself to practice as a diagnostic tool that can detect emergent changes in the social fabric of an organisation as well as support organisational development and change. Moreover, by providing a vocabulary for articulating the social making of organisations, the framework can help organisation members reify their dispositions, make sense of the social dynamics, and enable a constructive discussion at the grassroots level about any controversy or aspiration.

The enduring lack of diversity in the corporate elite continues to attract attention from scholars and practitioners. However, the issue of representation or ‘body count’ – in particular for women – tends to dominate the discussion and overshadows social-relational dimensions. Adopting a network perspective, this article investigates how gender and nationality interact with human and social capital (i.e. director capital), explaining why particular directors hold more influential positions in the corporate elite. Findings from Swiss data show that some specific aspects of human and social capital matter more than others for being an influential director and that, ceteris paribus, Swiss citizens benefit most from both sources of capital. The discussion engages with the implications of our findings on current approaches intended to increase the numbers of appointments of ‘diverse’ directors, and how these are expected to change the corporate elite and the related job market in the longer term.

The interrelationship between rural, rurality and social innovation still remains underexplored even though there has been considerable work within the individual discourses of social innovation and rural studies. This paper aims at broadening the scope of this interrelationship by exploring the nuanced dynamics and complexities of rural lifeworld and the experiences and knowledges of actors that shape the understanding of rural social innovation. At the core of this analysis lies two key ideas including a) an understanding that rural groups' and communities' complexities and marginalities might not be adequately understood without addressing the complex ways in which identities of caste, race, gender, ethnicity and class intersect and b) that the locally-rooted solutions resulting from these concerns are usually underrepresented in the social innovation literature and the relevance of the same needs to be recognized. This reimagining of rural social innovation is located within the theoretical perspectives of intersectionality and feminist perspective and the epistemologies of the South focusing on ‘ecologies of knowledges’ that are capable of complexifying and adding to the contemporary debates on social innovation. From an understanding of the above, the authors argue that strategies and innovations grounded on the specific groups' and communities' own knowledge and rhythm within complex rural contexts needs be recognized as social innovation.

The aim of the study was to investigate a perceived severity of religious intolerance, and reasons behind it, among different religious groups in Pakistan. A questionnaire measuring religious intolerance was completed by 199 university students (females M = 23.8 yrs, SD 5.3, and males M = 24.6 yrs, SD 5.6) from four religious groups: Sunni, Shia, Ahmadi, and Christian. Questions regarding the severity of intolerance were included as well as the following seven scales measuring possible causes for it: impact of the school curriculum, lack of knowledge about other groups, impact of hate literature, lack of social justice, family background and peer pressure, media impact, as well as external power influence and history. Respondents of all groups agreed upon the severe level of religious intolerance towards Ahmadis. Regarding the other religious groups, opinions differed. Sunni respondents rated the seven causes for religious intolerance as lower than the others. Sunni and Shia respondents rated the impact of the school curriculum as the significantly most important reason behind religious intolerance, whereas the Ahmadis and Christians rated hate literature as the most important reason. The results suggest that there is a need for further research into social factors that could reduce religious intolerance in Pakistan. Views of different religious groups need to be taken in consideration.

Efficient computational algorithms for bootstrapping linear regression models with clustered data are discussed. For ordinary least squares (OLS) regression, a new algorithm is provided for the pairs cluster bootstrap, along with two algorithms for the wild cluster bootstrap. One of these is a new way to express an existing method. For instrumental variables (IV) regression, an efficient algorithm is provided for the wild restricted efficient cluster (WREC) bootstrap. All computations are based on matrices and vectors that contain sums of squares and cross-products for the observations within each cluster, which have to be computed just once before the bootstrap loop begins. Monte Carlo experiments are used to study the finite-sample properties of bootstrap Wald tests for OLS regression and of WREC bootstrap tests for IV regression.

The rise of the digital society is accompanied by incalculable social risks, but very little IS research has examined the implications of the new digital society. Drawing on concepts from Beck’s critical theory of the risk society and critical discourse analysis, this study examines the public discourse on risk events during the launch of NemID, a personal digital identifier for Danish citizens. This research illustrates our difficulties and challenges in managing some of the fundamental social risks from societal digitalisation. Limited institutional capabilities for digital technologies force public officials to depend on private companies motived by profit instead of the public interest. Beliefs in digital technology as the primary determinant of social and economic progress also present many public management dilemmas. When digital risk events occur and citizens’ fears are stoked by news media and public discourse, public officials seem to have no other strategy for managing the escalating fears than systematically distorted communication. The continued rise of the digital risk society demands that IS research respond to the challenge of generating knowledge for its public management.

Distributional regression models that overcome the traditional focus on relating the conditional mean of the response to explanatory variables and instead target either the complete conditional response distribution or more general features thereof have seen increasing interest in the past decade. The current state of distributional regression will be discussed, with a particular focus on the four most prominent model classes: (i) generalized additive models for location, scale and shape, (ii) conditional transformation models and distribution regression, (iii) density regression, and (iv) quantile and expectile regression. Characteristics of the different distributional regression approaches will be provided to establish a structured overview on the similarities and differences with respect to the required assumptions on the conditional response distribution, theoretical properties, and the availability of software implementations. In addition, challenges arising in the interpretability of distributional regression models will be discussed and all four approaches will be illustrated with an application analyzing determinants of income distributions from the German Socio-Economic Panel (GSOEP).

Recently, luxury fashion brands can webcast fashion shows and analyze market feedback from social media exposure (SME). See now buy now (SNBN), a new product introduction system that allows consumers to purchase products after fashion shows, has been deemed a revolutionary movement in the fashion industry. Whether SNBN can replace see now buy later (SNBL), the traditional system in which consumers purchase products several months after fashion shows, is unclear. In this article we evaluate the value of demand learning through SME for SNBL and SNBN. We develop a stylish two-period model to characterize SNBL and SNBN with SME. We find that when the feedback accuracy and holding cost are sufficiently low, SNBN performs better than SNBL with SME. Furthermore, for SNBL, when the consumer valuation is relatively low, learning market responses from SME is effective and profit improvement with SME decreases. For SNBN, SME is not always effective. Our results imply that brands, such as Gucci, should sell trendy and fashionable items via SNBL without SME and classic products (products with high consumer preference) via SME. Brands, such as Burberry, should sell low holding cost products (e.g., shirts) through SNBN and high holding cost products (e.g., leather bags) through SNBL.

Several measurement models have been proposed for data from the continuous-reproduction paradigm for studying visual working memory: The original mixture model (Zhang & Luck, 2008) and its extension (Bays, Catalao, & Husain, 2009); the interference measurement model (Oberauer, Stoneking, Wabersich, & Lin, 2017), and the target confusability competition model (Schurgin, Wixted, & Brady, 2020). This article describes a space of possible measurement models in which all existing models can be placed. The space is defined by three dimensions: (1) The choice of a activation function (von-Mises or Laplace), the choice of a response-selection function (variants of Luce’s choice rule or of signal detection theory), and whether or not memory precision is assumed to be a constant over manipulations affecting memory. A factorial combination of these three variables generates all possible models in the model space. Fitting all models to eight data sets revealed a new model as empirically most adequate, which combines a von-Mises activation function with a signal-detection response-selection rule. The precision parameter can be treated as a constant across many experimental manipulations, though it might vary with manipulations not yet explored. Rural social enterprises are increasingly recognized as organisations that contribute to local development by providing goods and/or services to meet community needs and by fostering inclusive social and governance relations. The purpose of this paper is to explore how rural social enterprises engage in a plurality of socio-economic relations with different dimensions of their ‘place’ when contributing to the development of their localities. Based on three in-depth case studies of social enterprises operating in rural Ireland, our findings illustrate how rural social enterprises engage with locational, institutional, material and identity aspects of their ‘place’, which indicates their ‘placial embeddedness’. Moreover, our findings also demonstrate how these organisations engage in, and combine market, redistribution and reciprocity relations, which indicates their ‘substantive hybridity’. Based on the interrelated nature of these findings, we argue that it is through a process of placial substantive hybridity that rural social enterprises foster social innovation in order to contribute to an integrated development of their localities. They harness and (re)valorise (untapped) local resources while complementing these with other resources from extra-local sources and accommodate and/or respond to structural-exogenous forces based on the needs of their local population in line with neo-endogenous rural development.

Traditional technology diffusion literature focuses on the diffusion of technologies within the extant manufacturing paradigm. By contrast, few studies have explored the determinants and mechanisms of technology diffusion when moving across manufacturing paradigms. In this article, therefore, we aim to explore the intrinsic and institutional factors, as well as the impact mechanism on technology diffusion in the context of manufacturing paradigm shift. Specifically, this article investigates the role of the government in this scenario. A firm-level survey is conducted to investigate the National Programme “Made in China 2025” and its first demonstration city Quanzhou. The data comes from multiple sources, including questionnaires, official statistics data, and patent databases. Logistical regression is used to analyze 236 valid observations. Results reveal that besides the intrinsic factors including the characteristics of general purpose technology (GPT) and economic expectation, GPT-oriented service platforms also have significant impacts on technology diffusion in a manufacturing paradigm shift. In addition, government interventions, especially indirect ones, have significant moderating effects on this influential mechanism. This study provides insight into how government can promote technology diffusion in a manufacturing paradigm shift. These results will be of interest to policy makers, industrialists, and academics.

Social innovation (SI) research tends to understand rural SI processes as collective initiatives of equally engaged, supportive, and like-minded people. However, recent research has indicated that SI projects often benefit from dedicated key players who find support in their communities but also must deal with resistance and barriers. Against this backdrop, this article explores the figure of the key player in SI research and exposes the patterns of rural SI processes with the empirical cases of two small communities in Germany that jointly created rural infrastructure systems, thus seeking emancipation from remote political and economic control and marginalization. Using the empirical cases, we tested and specified a heuristic framework of key players that combines analytical dimensions at the micro-, meso-, and macro-levels. According to our findings, the heuristic framework is appropriate for analyzing key players in rural SI processes. Notably, we show that SI processes benefit from assertive key players and strong communities capable of joint action. Both are crucial for dealing with internal opposition and overcoming external hurdles that appear when novel approaches irritate familiar solutions and routines.

The phenomenon of rural marginalisation has intensified across the European Union after the 2008 global economic crisis, since the traditional state forms have been proved unable to promote an all-inclusive governing. Beyond-the-state governance systems are socially innovative, horizontal, networked, and collaborative institutional arrangements that are committed to breaking through this rural marginalisation. Marginalised rural areas provide a favourable context for socially innovative governance, since they contain small cohesive communities, while at the same time poor governing penetrates them. Nevertheless, social innovation in rural governance remains largely unexplored. The novel contribution of this article consists in underlying this research gap and exploring the question of how socially innovative governance is fostered or impeded within marginalised rural regions. Comparative research was conducted in between the marginalised rural regions of Muhlviertel in Austria, Baixo Alentejo in Portugal, and Phthiotis in Greece. The comparative results revealed some of the parameters that foster socially innovative governance; a decentralized government structure, advanced interregional networking, a discourse dissemination among the stakeholders and the civil society, as well as an organizational stability of the involved institutions for social innovation to become embedded. This article points to socially innovative governance that has a more codified and systematized hypostasis by recommendation of unique governance qualities.

Conditions of rapid development and increasing competition in the sphere of restaurant business actualize the issues of development of innovative approaches to managing the development of the restaurant business enterprise in a competitive environment, which should contain creative innovations to increase the social and emotional value of restaurant services for consumers. The ability of the restaurant business enterprise to generate the desired impression on the consumer will determine its competitive position and success in the market. Insufficient coverage of the fundamentally important issues related to the study of the essence of the concept of “impression economy”, insufficient theoretical consideration of the theoretical and methodological aspects of the concept of impression economy in managing the development of restaurant business enterprise confirm the relevance and purpose of the above topic. The study is based on a set of rules and procedures containing a series of methods that use to systematize scientific approaches to defining the essence of the concept of “impression economy”, to establish the relationship of gastronomy and restaurant business, to systematize the motives for visiting the restaurant business enterprise by consumers into 4 groups (physical, cultural, interpersonal, status), identify the levels of management of the restaurant service. Such methods include: problem and comparative, formal and logical, system and structural. The five-tier model of restaurant service management is proposed in the article. Customer impressions as a key value of the restaurant service are highlighted separately in this model at the highest level. This restaurant service has a synergistic effect that transforms the traditional approach to the restaurant service offering into a multi-tiered innovative interconnection system: “restaurant service – value of restaurant service – impression of restaurant service”. Prospects for practical implementation of the concept of economy of impressions in the activity of restaurant business enterprises are connected with the need to solve a number of problems. In particular, studies require the application of the concept of impression economy as an element of marketing-oriented management of the development of restaurant business enterprises, which will increase the value of the restaurant service, contribute to the formation of a positive image and accelerate the achievement of target activity indicators.

Problem definition: Fulfillment flexibility, the ability of distribution centers (DCs) to fulfill demand originating from other DCs, can help e-retailers reduce lost sales and improve service quality. Because the cost of full flexibility is prohibitive, we seek to understand the value of partially flexible fulfillment networks under simple and effective fulfillment policies. Academic/practical relevance: We propose a general method for understanding the practical value of (partial) fulfillment flexibility using a data-driven model, theoretical analysis, and numerical simulations. Our method applies to settings with local fulfillment (i.e., order fulfillment from the originating DC) prioritization and possible customer abandonment, two features that are new to the fulfillment literature. We then apply this method for a large e-retailer. We also introduce a new class of spillover limit fulfillment policies with attractive theoretical and practical features. Methodology: Our analysis uses dynamic and stochastic optimization, applied probability, and numerical simulations. Results: We derive optimal fulfillment policies in stylized settings, as well as bounds on the performance under an optimal policy using theoretical analysis, to provide guidelines on which policies to test in numerical simulations. We then use simulations to estimate for our industrial partner that a proposed fulfillment network with additional flexibility equates to a profit improvement on the order of tens of millions of U.S. dollars. Managerial implications: We provide an approach for e-retailers to understand when fulfillment flexibility is most valuable. We find that fulfillment flexibility provides the most benefit for our collaborator when gross profits are high relative to fulfillment costs or centrally held inventory is low. Also, we identify the risks of myopic fulfillment with additional flexibility and demonstrate that an effective spillover limit policy mitigates these risks. There is increased mobile telecommunications penetration across Nigeria. One of the realities connected to such penetration is the news-text services offered by the country’s 9Mobile mobile telecommunications company. This content analysis and covert non-participant observation research examined news entrepreneurial and citizen journalism potentials of the service. Findings show that news SMS service is encouraging, but issues such as delayed delivery and incomplete replications concurrently hamper entrepreneurial and citizen journalism benefits. The degree of diversity of 9Mobile news SMS contents is also poor. Nevertheless, there was significant use of prominent news stories – as derived from the hardcopies of the sourcing national newspapers. The research notes the need for news SMS copyright and plagiarism checks alongside other professional standards. Overall, it is pertinent to reiterate that irrespective of shortcomings, convergent news deliveries of 9Mobile SMS-MoreNews retain significant potentials for entrepreneurship and citizen journalism.

Problem definition: Online retailers disclose product availability to influence customer decisions as a form of pressure selling designed to compel customers to rush into a purchase. Can the revelation of this information drive sales and profitability? We study the effect of disclosing product availability on market outcomes—product sales and returns—and identify the contexts where this effect is most powerful. Academic/practical relevance: Increasing sell-out is key for online retailers to remain profitable in the presence of thin margins and complex operations. We provide insights into how their information-disclosure policy—something they can tailor at virtually no cost—can contribute to this important objective. Methodology: We collaborate with an online retailer to procure a year of transaction data on 190,696 products that span 1,290 brands and 472,980 customers. To causally identify our results, we use a generalized difference-in-differences design with matching that exploits one policy of the firm: it discloses product availability only for the last five units. Results: The disclosure of low product availability increases hourly sales—they grow by 13.6%—but these products are more likely to be returned—product return rates increase by 17.0%. Because returns are costly, we also study net sales—product hourly sales minus hourly returns—which increase by 12.5% after the retailer reveals low availability. Managerial implications: The positive effects on sales and profitability amplify over wide assortments and when low-availability signals are abundantly visible and disclosed for deeply discounted products whose sales season is about to end. In addition, we propose a data-driven policy that exploits these results by using machine learning to prescribe the timing of disclosure of scarcity signals in order to boost sales without spiking returns. We consider here how a generalized signaling game may self-assemble as the saliences of the agents evolve by reinforcement on those sources of information that in fact lead to successful action. On the present account, generalized signaling games self-assemble even as the agents coevolve meaningful representations and successful dispositions for using those representations. We will see how reinforcement on successful information sources also provides a mechanism whereby simpler games might compose to form more complex games. Along the way, we consider how an old game might be appropriated to a new context by reinforcement on successful associations between old and new saliences.

This article examines the phenomenon of fake news through a survey of university students in the United Kingdom. The survey, composed through a selection of factual and non-factual content/news and complemented through a validation tool, sought to assess the attitudes of these respondents to items of factual misinformation before and after these were verified with the tool. The findings from the survey present online misinformation as a very complex and unfolding phenomenon in terms of user behaviour, particularly when presented with an authentication tool. The majority of respondents failed in identifying factual from fake news posts. While respondents indicated mistrust in using third-party validation tools, the majority indicated a critical need for a verification tool that would support their quest and increase their trust in what they read online.

Journalists include ordinary people as exemplars – also known as case sources – in news stories to illustrate the general issue through their personal accounts. These accounts from exemplars tend to evoke emotions in the audience and carry greater weight than base rate information when people form perceptions or attitudes on the problem at hand. In this study, drawing on a news story in which an expert source and an exemplar provide conflicting information, we explore viewers’ emotional response to the exemplar and their perceptions of the expert source and the main message of the news story. We do this by presenting participants with two versions of a television news story – one with and one without an exemplar. We measure participants’ emotional response through a combination of open-ended and close-ended self-reports and directly through electrodermal activity, and we explore their perception of sources and the message of the story through open-ended questions. We find that viewers experience increased arousal when they watch the personal account of an exemplar, and that they tend to interpret the base rate information in the light of the exemplar’s account. Furthermore, some respondents tend to delegitimize the expert source that contradicts the account of the exemplar. We discuss the implications that these results have for journalists and provide tentative advice on which measures journalists can take to counter such effects.

This interdisciplinary research aims to examine the effects of photos used in Arabic news websites on both comprehension and recall among readers. The dual-coding theory was used as a theoretical framework. The research used an experimental design of two groups to test the effects of photos on comprehension and recall of the news content included in two news websites created specifically for the experiment. Two groups of 80 university students have participated voluntarily in the experiment. The results indicated that the use of photos in the news website has increased significantly the levels of both comprehension and recall among respondents.

Enjoying great popularity in decision theory, epistemology, and philosophy of science, Bayesianism as understood here is fundamentally concerned with epistemically ideal rationality. It assumes a tight connection between evidential probability and ideally rational credence, and usually interprets evidential probability in terms of such credence. Timothy Williamson challenges Bayesianism by arguing that evidential probabilities cannot be adequately interpreted as the credences of an ideal agent. From this and his assumption that evidential probabilities cannot be interpreted as the actual credences of human agents either, he concludes that no interpretation of evidential probabilities in terms of credence is adequate. I argue to the contrary. My overarching aim is to show on behalf of Bayesians how one can still interpret evidential probabilities in terms of ideally rational credence and how one can maintain a tight connection between evidential probabilities and ideally rational credence even if the former cannot be interpreted in terms of the latter. By achieving this aim I illuminate the limits and prospects of Bayesianism.

This is a comparative study of official diplomatic speeches regarding COVID-19, released by spokespersons for the Ministry of Foreign Affairs of the People’s Republic of China (PRC) and documents from the United States Department of State China Archive. It explores how these speeches and documents reflect the US–China relations and the conduct of policies surrounding digital media in the two countries. We focus on the period from the start of the Wuhan lockdown, 20 January 2020, to the city’s reopening on 8 April, and use several forms of content analysis to analyse the documents: Latent Dirichlet Allocation (LDA) topic modelling, sentiment network analysis and word clouds. We argue that the diplomatic relationship and political ideologies adopted by different political and media systems can have a major impact upon media policy implementation and guidance.
