The Integrated Cultural Resource Management Plan (ICRMP) provides an internal compliance and management tool that enables the conservation of historic properties and cultural resources (CR) in concert with the Joint Base McGuire-Dix-Lakehurst (JB MDL) mission. The ICRMP integrates the legal requirements for CR preservation with ongoing mission activities and ensures that mission essential activities are fully supported by the management policies and procedures outlined within. The ICRMP is based on information derived from historical, archaeological, ethnographic and architectural investigations on JB MDL. It specifies management strategies for known historic properties and methods for identifying and evaluating as yet unidentified cultural resources. This ICRMP is the implementing document for the JB MDL CR management program during 2014-2019. It outlines specific procedures for consultation with the New Jersey Historic Preservation Office (NJ HPO), the Advisory Council on Historic Preservation (ACHP), the National Park Service (NPS), federally recognized Native American tribes, and other potential partners in cultural resource management. The NHPA requires that federal installations identify, evaluate the historic significance of and nominate significant historic properties to the NR. The historic properties identified on JB MDL include eligible and potentially eligible archaeological sites and historic architecture (Table 1.1). The properties include one NHL (Hangar No. One), two NR listed properties (Hangar No. One and the Hanover Furnace Site), three NR eligible historic districts (Lighter than Air (LTA) Historic District, Boeing Michigan Aeronautical Research Center (BOMARC) Missile Site, and the Scott Plaza Historic District), four NR eligible historic archaeological sites (28-Bu-458, 28-Bu-459, 28-Bu-473, and 28-Bu-542), and six individually NR eligible buildings (3135, 5353, 3209, 9004, Building 120, SAGE Complex). One additional archaeological site known as the Cherry Valley Tavern (28-Bu-413) was found eligible for the NR and excavated in 1993. Two additional historic properties known as Quarters 1 and Quarters 2, both mid-nineteenth century farmhouses were identified as potentially eligible for historic architecture and archaeology (Zerbe 1990). Two additional historic architectural resources found eligible for the NR and listed with the NJ HPO are no longer extant. They include a Railroad Historic District (Buildings 3103-3106, 3111, 3115, 3116, 3123 and 3125) and Building 9726. JB MDL cultural resources also include 91.76 cubic feet of artifacts recovered from archaeological investigations within the McGuire and Dix areas.

In 2011, an archaeological excavation was conducted at Site 28-BU-542 within Joint Base McGuire-Dix-Lakehurst (JBMDL). Site 28-BU-542 is eligible for the National Register of Historic Places under Criterion D of 36 Code of Federal Regulations 60.4 and is a portion of the historic community of Pointville dating from the early nineteenth century. This brochure briefly describes background information, excavation information, and corresponding results.

HDR Environmental, Operations and Construction, Inc. (HDR) was contracted by Michael Baker Corporation to conduct archaeological investigations on Joint Base McGuire-Dix-Lakehurst (JB MDL), Burlington County, New Jersey. The proposed hardening of overruns for Runway 06-24 requires changing the alignment of Texas Avenue. This realignment will affect a portion of site 28-BU-542 within the historic Pointville town site. Alternative alignments were suggested for Texas Avenue that would avoid the site; these were ultimately rejected, however, due to safety concerns. Phase II investigations located two structures: a historic foundation and a privy. Other areas of the Phase II investigation yielded artifacts from the late nineteenth to early twentieth centuries. Based on these findings site, site 28-BU-542 was determined to be eligible for the National Register of Historic Places. From April 5 to April 29, 2011 HDR conducted Phase III data recovery of the portion of site 28-BU-542 within the proposed Texas Avenue realignment area of potential effect (APE). The purpose of the Phase III effort was to mitigate potential impacts to the site by recovering the available archaeological data in a controlled manner and to assess the potential for the establishment of a historic archaeological district within the APE and the larger Pointville site area. Investigations identified 12 historic features in the APE. These were two foundations with cellars, two probable privies, cesspits, a backyard area, sections of wood and ceramic pipe, and small refuse pits. All of the historic features, including those identified during Phase II investigations, were created or reused during the 1930s and 1940s. Features that originated in the nineteenth century were apparently cleaned of earlier artifacts prior to their last uses as refuse dumps. Consequently, deep features such as cellar holes and privies lacked stratified archaeological deposits and all cultural features lacked remains from the site’s previously assumed period of significance (circa 1800-1900). Artifacts representing the site’s nineteenth century occupation were limited to approximately 12 inches of soil in general yard and lot areas. The designation of a Pointville National Historic Archaeological District, of which site 28-BU-542 is a contributing element, is recommended as feasible. However, further information is needed to identify all potential themes within such a district and criteria for evaluation of contributing and noncontributing elements within the district. The available archaeological and archival data for the affected portion of site 28-BU-542 have been extensively sampled and analyzed. These actions have minimized proposed impacts to the site that would occur from realignment of Texas Avenue. No further cultural resource management actions are recommended for the excavated portions of site 28-BU-542 prior to the reconstruction of Texas Avenue.

The purpose of the Phase 1 survey was to locate and identify any potentially significant cultural resources in portions of TACs 1D, 1E, 2A, 2B, 2C, 3A, 3B, 3C, 5A, 7A, 7B, 7C, 7D, 8A, 8B, 9A, and 9B, and to refine the Archeological Predictive Model currently in place at Fort Dix. TRC Environmental Corporation (TRC) conducted a Planning Level (Phase I) Cultural Resource Survey of approximately 162 hectares (400 acres) of selected, discontiguous Tactical Training Areas (TACs) on Fort Dix, New Jersey between December 2003 and March 2004. The purpose of the Phase 1 survey was to locate and identify any potentially significant cultural resources in portions of TACs 1D, 1E, 2A, 2B, 2C, 3A, 3B, 3C, 5A, 7A, 7B, 7C, 7D, 8A, 8B, 9A, and 9B, and to refine the Archeological Predictive Model currently in place at Fort Dix. In addition, this investigation also involved systematic subsurface testing of 22 previously identified historic features/foundations and three previously identified prehistoric lithic surface scatters. In total, 52 archaeological sites and 47 isolated artifact finds were investigated during this survey. Of the sites examined, 25 were previously on record with the New Jersey State Museum. These include 22 historic sites, two prehistoric sites, and one multi-component site. Based on the results of this investigation, Phase II archaeological testing is recommended for 36 sites (11 prehistoric sites and 25 historic sites). No recommendations can be made regarding previously reported site 28-BU-529, as it was not relocated. Additional investigation of the remaining 16 sites (as well as the isolated finds) is not considered warranted due to a relative paucity of cultural material and/or evidence of significant disturbance. Between December 2003 and March 2004, TRC Environmental Corporation (TRC) conducted a Planning Level (Phase I) Cultural Resource Survey for approximately 162 hectares (400 acres) of selected, discontiguous tactical training areas. This survey was performed for the Fort Dix Directorate of Public Works/Environmental Division and represents partial fulfillment of Fort Dix’s ongoing cultural resources compliance under Section 110 of the National Historic Preservation Act (NHPA) of 1966, as amended. The purpose of the Phase I survey was to locate and identify any potentially significant cultural resources in Tactical Areas (TACs) ID, IE, 2A, 2B, 2C, 3A, 3B, 5A, 7A, 7B, 7C, 7D, 8A, 9A and 9B, and to refine the Archeological Predictive Model currently in place at Fort Dix. In addition, this investigation also involved systematic subsurface testing of 22 previously identified historic features/foundations and three previously identified prehistoric lithic surface scatters. A total of 56 separate archaeological sites and isolated finds were encountered during this investigation. Of this total, 25 were previously known sites (22 historic and three prehistoric) that were specifically slated for systematic shovel testing. The remaining 31 previously undocumented sites included 11 historic domestic dwellings and 20 prehistoric cultural deposits and/or isolated finds.
