In 2006 the Ministry of Internal Affairs and Communications issued a policy plan on multicultural co-existing society, in response to developments in terms of integration policies on foreign residents that have taken place in municipalities, advising all local governments in Japan to develop and implement regional integration policies. With the size of a foreign population and the formation of areas with highly concentrated settlements being identified as key factors in shaping integration policies in Japan a situations was created where a large gap in terms of developments on integration policies between municipalities has occurred. This study aims at investigating how integration policies in a local setting with a low concentration of foreign residents have evolved by identifying relevant local actors and determining factors at the case of Kumamoto City. In absence of foreign residents as the determining factor, I identify the framework of integration policies and the administrative organization within the local government both shaped by a historical path dependence in policies related to internationalization and foreign residents to have an effect on integration policies., 総務省は2006年に、各地方自治体による外国人住民への統合政策進展に鑑み、「地域における多文化共生推進プラン」を施行し、地域の多文化共生の施策を全ての地方自治体へ策定するように指示した。外国人住民における統合政策を促進する最も重要な要因は、「外国人住民の数の多さ」と「集住の形成」の二つが挙げられていることから、地方自治体間における統合政策の進展には、大きな格差が生じている。本論文では、熊本市を例として外国人非集住自治体における多文化共生に関連するアクターと重要な要因を示し、どのような進展がなされてきたか分析することを目的とする。「外国人住民」という要因がない中で、日本の国際化政策における歴史的経路依存性によって形成された多文化共生の枠組みと行政組織の在り方が、多文化共生の施策に影響を及ぼすことを論じている。

本稿は、PDCAサイクルによるマネジメントの観点から国際文化交流の評価について先行研究が指摘する問題点を整理したうえで、自治体の定める総合計画と評価資料から実際に行われている行政評価について検証した。検証の結果、施策の成果と事務事業の結果の混用がみられた。また、意識の向上という成果目標を掲げながらその評価のための意識調査が行われていなかった。意識調査については様々な評価指標から要求されていながらも作業が複雑で実施できないことから、今後の研究で簡便な手法を検討することとした。, This report paid off the problems that a precedent study pointed out about an evaluation of the international cultural exchange from the viewpoint of management by the PDCA cycle. And I really inspected it about an administration evaluation carried out from the "general plan" "evaluation document" that the local government established. As a result of inspection, they used "a result of the office work business" together with "the result of the measure". In addition, "an attitude survey" was not carried out while placing "improvement of the consciousness" with result target. "The attitude survey" is required from various evaluation indexes, but it is complicated and cannot carry out work. I decided to examine the simple and easy technique of "the attitude survey" in a future study.

本稿では、外部環境、政策、組織編成、組織過程という要素を適合させることが組織のパフォーマンスの向上につながることを表す「自治体組織の適合モデル」と、その自治体組織における適合状態を維持するための変革形態である「職務的変革」と「政策的変革」を提示している。「職務的変革」は、行政職員が中心となって行う変革形態であり、既存の政策や組織編成をもとにして、より効率的な職務遂行体制を構築していくために実施する。一方、「政策的変革」は、トップ・マネジメントが関わるなかで、政策や組織編成を大幅に見直す変革形態であり、政策課題や行政ニーズのあり方が変化した際などに実施していくことになる。今日の自治体組織は、「職務的変革」と「政策的変革」の2つを組み合わせることで、外部環境の変化に対応していくことが可能になると考える。, 研究ノート・資料(Note), CONTENTSの英文タイトル表記に誤りあり (誤)theoritical → (正)theoretical

本稿では、カンザス大学のジョージ・フレデリクソン教授らの研究による「シティ・マネージャーモデル」と「市長・議会モデル」が深く融合した「完全融合モデル」と、その典型例とされるオハイオ州シンシナティ市の組織体制を紹介し、このシティ・マネージャー制度の特徴を併せ持つ「完全融合モデル」の日本への受容の可能性を考える。また直接民主制の原型である住民総会制を採用するニューイングランド地方でも、「シティ・マネージャーモデル」の融合形態が形成されてきた。これらは我が国の地域協議会の運用形態のひとつとして受容の可能性がある。本稿では、「シティ・マネージャ-」が米国の多様なバリエーションを見せている中で、それだけに我が国への受容の可能性を示していることを指摘する。, 論説(Article)

地方自治体職員は、機関委任事務制度が創設された明治期以来、法令や国の通達・通知を遵守することで「通達・通知への依存」という習慣を身につけ、組織内で遺伝的に受け継いできた。機関委任事務制度に代わって創設された法定受託事務と自治事務は、この習慣を否定し、新たな行動を義務付けたりするものではない。そのため、通達・通知への依存という習慣が彼らの内面に、また組織レベルにおいては「行政体質」として残されており、改革されずに残された法令等による細かい縛りと同調しながら、彼らを従前の思考と行動へと動かしているのである。, 研究ノート・資料(Note)

地方自治体では、政策形成行政運営に際し様々な統計データが活用されている。熊本市においても同様である。統計データは、主に他都市との比較や過去のデータとの比較による現状分析に用いられ、その対象は、熊本市全域である。今後熊本市では小学校区を単位とした参画および協働による市政やまちづくりを進めていくため、行政運営についても各校区の違いを把握した上で行う必要がある。本報告では、熊本市のまちづくりや政策への校区単位の統計データの活用について検討する。熊本市においては、各校区の違いを把握し、まちづくりや政策に生かしていくことが望まれる。, The local government uses a variety of statistical data for policy formation and public management; the Kumamoto city also uses statistical data in a similar manner. The Kumamoto city uses statistical data for drawing comparisons with other cities as well as with the past. In the future, the Kumamoto city will undertake public management and "Machizukuri" by collaborating with citizens. The Kumamomto city considers the districts of elementary schools as separate units. This report examines the inflection of the statistical data to the district of an elementary school for "Machizukuri" and policy formulation in Kumamoto city.

普通地方公共団体の外郭団体は,公益法人制度への対応(平成20年12月1日施行され,平成25年11月30日までに移行-認定,認可,他の組織体への変更,解散-)の決断とともに,2期目の指定管理者制度への対応を迫られている。平成21年度から23年度にかけて,2期目にあたる指定管理者制度による「公の施設」への「指定」を受けることとなる。本研究は,公益法人制度改革への対応を迫られるなか,指定管理者制度における外郭団体が直面する税法的側面を研究しようとするものである。
