The June 2016 Brexit referendum sent international shock waves, possibly causing adjustments in public opinion not only in the UK, but also abroad. We suggest that these adjustments went beyond substantive attitudes on European integration and included procedural preferences towards direct democracy. Drawing on the insight that support for direct democracy can be instrumentally motivated, we argue that the outcome of the Brexit referendum led (politically informed) individuals to update their support for referendums based on their views towards European integration. Using panel data from Germany, we find that those in favour of European integration, especially those with high political involvement, turned more sceptical of the introduction of referendums in the aftermath of the Brexit referendum. Our study contributes to the understanding of preferences for direct democracy and documents a remarkable case of how – seemingly basic – procedural preferences can, in today's internationalized information environment, be shaped by high-profile events abroad.

ZusammenfassungDie wichtige Debatte um den israelbezogenen Antisemitismus ist aktuell in eine Sackgasse geraten. Um zur Versachlichung der wissenschaftlich-öffentlichen Diskussion beizutragen, schlägt der vorliegende Artikel eine Differenzierung von subjektiv bewussten und unbewussten antisemitischen Ressentiments vor und bettet diese Unterscheidung in ein demokratietheoretisches Argument ein. Vor dem Hintergrund eines Demokratiebegriffs, der die komplexe Koexistenz von Einheit und Pluralität in demokratischen Gesellschaften ebenso impliziert wie das grundsätzliche Spannungsverhältnis zwischen Religion und Volksherrschaft, wird es dabei nicht nur möglich, den Staat Israel in nicht-antisemitischer Weise als jüdisches Kollektiv zu reflektieren, sondern auch einschlägige Aporien im Nahostkonflikt zu veranschaulichen. Auf dieser Basis erfolgt eine ausgewogene Auseinandersetzung mit dem von Kritiker:innen lancierten Apartheidvorwurfs gegenüber der israelischen Regierung sowie eine Einschätzung der palästinensischen Boykottbewegung BDS.

Zukünftige Nonprofit-Manager*innen sind mit komplexen Herausforderungen in einem sich stetig wandelnden Umfeld konfrontiert. Themen wie Klimaschutz, soziale Ungleichheit oder auch Demokratieförderung haben einen starken Einfluss auf die Arbeitsfelder der Nonprofit-Organisationen. Eine zentrale Aufgabe der Führungskräfte ist daher in dieser Komplexität konstruktiv agieren zu können. Dafür sind Kompetenzen erforderlich: Ganz zentral ist die Fähigkeit, sich initiativ und eigenverantwortlich mit den Herausforderungen unserer Zeit auseinanderzusetzen und im besten Fall geeignete Lösungen dafür zu finden sowie diese zielführend kommunizieren zu können. Aus diesem Grund wird genau diese Fähigkeit bei Studierenden aus den Masterstudiengängen Management in Nonprofit-Organisationen und Soziale Arbeit der Hochschule Osnabrück gefördert. Im Rahmen des Moduls Handlungsfelder II entwickelten rund 30 Studierende im Wintersemester 2022/2023 in einer Denkwerkstatt Forschungsergebnisse und Lösungsideen zum Thema „Osnabrück 2030 – Demokratie leben“. Die Studierenden wählten in einem partizipativen Prozess ihre eigenen Schwerpunktthemen wie zum Beispiel Mobilität oder Bildung aus und arbeiteten dann ein Semester lang an den Inhalten. Bei der Erarbeitung wurden sie durch Marlene Eimterbäumer begleitet, die Modelle, Methoden und Coaching zur Unterstützung bereit stellte. Die Modelle und Methoden finden sich teilweise in den Beiträgen der Studierenden wieder (unter anderem das Social Ecological Model und der Business Model Canvas). Am Ende des Semesters stand eine Präsentation vor den Kommiliton*innen, der Lehrenden und auch vor externen Gästen, die aus unterschiedlichen Expertisegebieten im Themenbereich „Demokratie“ kamen und dementsprechend Feedback aus der Praxis geben konnten. Das Modul selbst wurde von der Hochschule im Rahmen der Innovativen Lehre an der Fakultät Wirtschafts- und Sozialwissenschaften gefördert. Für die Studierenden stellte das Modul durchaus eine Herausforderung dar, denn in der Denkwerkstatt musste unter hoher Komplexität stark prozessbezogen gearbeitet werden im Gegensatz zu der sonstigen hohen Ergebnisorientierung. Die durchweg sehr guten Ergebnisse zeigen, dass der Einsatz und die kontinuierliche Kommunikation und Zusammenarbeit sich gelohnt haben. Aufgeteilt ist das vorliegende Buch in die fünf Themen: Wahlen, Partizipation, Partizipative Raumentwicklung, Politische Bildung und Medienkompetenz. Zu diesen Themen finden Sie jeweils erst einen Beitrag der Forscher*innen und darauffolgend einen Beitrag zur Darstellung einer Lösungsidee.

Generative Adversarial Nets (GANs) are a robust framework for learning complex data distributions and sampling new examples. This dissertation introduces GANs to the social science community by enhancing accessibility, exploring potential use cases, and identifying limitations. The study introduces GANs, making the framework accessible to social science researchers. The dissertation presents the RGAN package, explicitly designed for GAN modeling in R, to facilitate implementation. As a specific use case, the dissertation explores privacy-preserving synthetic data as a potential data-sharing means. It introduces a new method to produce better output from GANs trained to satisfy differential privacy. Lastly, the dissertation critically examines the limitations and challenges of GANs in multiple imputation of missing data, providing insights into boundaries and considerations for their application. To that end, it also introduces a novel benchmark to evaluate multiple imputation algorithms.

In der Auseinandersetzung mit dem erstarkten Rechtspopulismus zeigt sich, dass dessen langjähriger Misserfolg nicht auf eine erhöhte ‚Resilienz‘ der deutschen Bevölkerung zurück- zuführen ist, denn immer deutlicher zeigt sich, dass Deutschland für seinen Kampf um die Bewahrung der Freiheitlich-demokratischen Grundordnung eher schlecht gewappnet er- scheint. Dafür lassen sich eine Vielzahl von möglichen Begründungen anführen, aber ein ganz wesentlicher Grund liegt nach meiner Ansicht auch darin, dass in Deutschland der ‚Rechtsstaat‘ lange vor der ‚Demokratie‘ etabliert wurde. Dies resultiert nicht nur aus einem gewissen ‚Fremdeln‘ der traditionsreichen deutschen Staatsrechtslehre mit einer der Grund- lagen unseres liberal-demokratischen Gemeinwesens: dem ‚Pluralismus‘. Kulturpolitik erlebt einen Aufschwung in Deutschland – steigende Etats, eine zugebilligte Funktion als Allheilmittel eine wachsende Relevanz in der Wissenschaft sowie eine Charakterisierung als wirtschafts- und arbeitsmarktpolitischer Faktor sind Ausdruck einer zunehmenden Bedeutsamkeit. Gleichzeitig steht die Kulturpolitik vor wachsenden Herausforderungen in der Ausfinanzierung eines Kulturbetriebs, der Bewältigung eines digitalen und demografischen Wandels, einer sich verstetigenden Teilhabe-Ungerechtigkeit sowie einer sich in einem Rechtfertigungskonsens ausdrückenden Legitimationskrise. Diese Kontroverse begünstigt den Einsatz konzeptbasierter Kulturpolitik als Qualitätsmerkmal der Kulturpolitik zu deren renommiertesten Komponenten ein Kulturentwicklungsplan (KEP) zählt. This dissertation advances our understanding of (partly) independent judges in illiberal regimes. I address the question of how the autocratic executive in an illiberal regime balances costs and benefits of an independent judiciary. I argue that greater judicial independence is compatible with autocrats’ aspiration to control society by limiting judicial independence in key areas and by adapting methods of repression. In three empirical chapters I examine the relationship between these two branches of government. Using new fine-grained measurements and original datasets, primarily from the Philippines, I analyze variation in independence between court types, determinants of the judicial selection process, and the effects of independent judges on state repression. My results point to weaknesses in the judicial merit-selection process and identify the use of extrajudicial killings as strategy to avoid accountability resulting from independent judges.

Mit der Ampelkoalition aus SPD, Die Grünen und FDP formierte sich nach der Bundestagswahl 2021 ein für die Bundesebene neues Regierungsbündnis. Über einen langen Zeitraum hinweg konkurrierten die deutschen Parteien in vergleichsweise klaren und ideologisch homogenen Lagern um die Regierungsverantwortung. Die Fragmentierung des Parteiensystems machte Mehrheiten für Zweiparteienbündnisse jedoch immer unwahrscheinlicher, und die Parteien waren gezwungen, neue Allianzen zu erwägen. Diese neuen Koalitionsmodelle lassen sich nicht mehr eindeutig entlang der klassischen Dimension politischen Wettbewerbs in Deutschland verorten. Dies wirft die Frage auf, wie die Wähler*innen diese neuen Regierungsalternativen bewerten. Dieser Beitrag argumentiert, dass eine differenzierte Betrachtung von Politikfeldern anstelle allgemeinerer Ideologie genauere Erkenntnisse über die Ursprünge der Koalitionspräferenzen der Wähler bietet. Außerdem legt die Salienztheorie nahe, dass nicht jedes Politikfeld für jede*n Bürger*in gleichermaßen von Bedeutung ist und daher die Effekte der politikfeldspezifischen Distanz zwischen Wähler*in und Koalition sowie der innerkoalitionären Heterogenität von der Salienz eines Politikfelds moderiert werden. Diese Erwartungen werden mit Daten der Vorwahl-Querschnittsbefragung 2021 der German Longitudinal Election Study (GLES) getestet. Die Ergebnisse unterstreichen die Relevanz spezifischer Themenfelder sowie der Salienz für die Koalitionspräferenzen der Wähler*innen. The 2021 German federal election led to the formation of the so-called traffic-light coalition between the Social Democratic Party, the Green Party, and the Free Democratic Party, which had never before been agreed upon at the federal level. Over a long period, German parties had competed for government in relatively clear and ideologically homogeneous camps. However, fragmentation of the party system made majorities for two-party alliances more and more unlikely, and party elites needed to reassess new partnerships. Most of these novel coalitions, like the traffic-light coalition, are also cross-cutting dimensions of political competition in Germany. This raises the question of how voters reflect upon these novel government alternatives and make up their minds about which of them they would like to see in office. In this paper, I argue that a nuanced view on issues rather than general ideology offers more precise insights on the origins of voters' coalition preferences. Furthermore, as salience theory suggests, not every issue is equally important for every part of the citizenry. Therefore, it is expected that the effects of voter-coalition distance as well as intracoalition heterogeneity on specific issues are moderated by individuals' saliency of the respective issues. These expectations are tested using data from the 2021 preelection cross-section survey of the German Longitudinal Election Study. The results emphasize the relevance of specific issues as well as salience in the formation of voters' coalition preferences.

Conspiracism is a well‐known topos in the history of humankind. Cassius Dio wrote about it as did anti‐Judaic authors in the Middle Ages. Nevertheless, from the dawn of modernity until today, we have faced the rise of a new phenomenon. Pretty much on the eve of the French Revolution, conspiracists began to tell anti‐Catholic and anti‐masonic narratives down to the last detail. Jews, later on, became a recurring foe in those anti‐modernist narratives. Conspiracism managed successfully to incorporate other forms of anti‐modernism to form a fairly new form of thinking that I call “conspiracist ideology.” While Enlightenment was the setting in which this amalgamation could take place, conspiracist ideology and its intellectual roots were characterized by a deep rejection of enlightenment thinking. The dialectical nature of conspiracist ideology is what makes it interesting from a historical perspective, in particular for the history of ideas.

At the beginning of the Covid-19 pandemic, democracy’s promise to enable well-informed, responsible decisions gained almost unprecedented appeal. At this stage, many European governments mainly deferred to expert judgment. This is what some experts and activist groups occasionally call for in the case of an even more severe global crisis: the climate crisis. But where citizens are asked to more or less blindly follow the lead of expert judgments, politics takes what Lafont (Democracy without shortcuts: a participatory conception of deliberative democracy. Oxford University Press, Oxford, https://doi.org/10.1093/oso/9780198848189.001.0001, 2020) calls an ‘expertocratic shortcut’. In the first part of this paper, we delineate the perceptions of threat that characterize these two cases and that can lead to expertocratic temptations. We point out that shortcuts to democratic decisions not only constitute dead ends, but can also be used to reinforce existing power structures. In the second part, we show how and why such shortcuts are sociologically likely to cause alienation and reactance, as accountability is lost and the rationale for decisions cannot be retraced. We conclude that if a democratic system is to live up to its promise of rationality, legitimate expert involvement has to meet three requirements: political mandate and control, transparency of uncertainty and expert disagreement, linkage to inclusive and effective citizen deliberation.

Despite the increase in citizens' use of absentee voting and examples from other countries, so far Germany remains aloof to the idea of introducing electronic voting as another form of convenience voting to its political elections. Apart from intra-party elections, no changes in the direction of electronic voting are considered in the current debate about an electoral reform. What are the reasons for the German aloofness toward electronic voting? In this article, we focus on party positions and institutional, as well as legal considerations, to provide a comprehensive answer to this question. From a normative point of view, the question of electronic voting is inextricably linked to the concept of electoral integrity, as the latter is pivotal to determine a democratic mode to select trusted representatives. Therefore, this paper first discusses the opportunities and risks for electoral integrity associated with electronic voting. Based on these considerations, we then explore reasons for the hesitancy of German legislators. To this end, we conducted expert interviews with German MPs and considered open-source documents related to the German debate about electronic voting. Our paper contributes to research on party positions on electronic voting, by relating the topic to questions about electoral integrity and considering political parties' reasoning, as well as legal and institutional constraints in the German context. We find that the main reasons provided by party representatives circle around concerns about transparency, security, accuracy, and the value of the voting act itself.

Liberal democracy, according to a popular criticism, cannot create a common identity from sources of itself, is only a means to the end of fulfilling individual identity and autonomy needs. So, what holds the society of a liberal democracy together? A necessary common, explicitly political identity seems inevitably fragile under these conditions. Thus, the central question, then, is whether this paradox generates dysfunctionalities that endanger current liberal democratic orders and, if so, how to ground a functional model of democratic political identity. To this end, the paper shows, first, that the current identity crisis is related with the concepts of modernity and liberalism. Second, in the central theoretical section, the cause of this must be explored, namely the paradox of identity politics in liberal democracies. In connection with this, third, an anomic state is discussed as a possible consequence, which can manifest itself on several levels through loss of identity and trust, radicalization, or withdrawal, thereby manifesting dysfunctionalities. In the concluding part, it will be argued for an imaginable solution handling this tension between democratic universalism and relational demarcation that can ultimately point towards the possibility of a common democratic identity and thus the avoidance of anomie.

This qualitative research focuses on factors of nutrient pollutant transfer from a core EU Member State (Germany) to the periphery (Romania) via the Danube River, discussing consequences of intensive Bavarian agriculture on the river and determinants for managing this collective action problem. Taking extreme socio-economic and political asymmetries among riparian states into account, my paper asks: Do German-Romanian power imbalances create and amplify unfair pollution management structures within the Danube River Basin (DRB)? On the example of the two outermost Danube states, it is examined whether Germany’s assumed urge for power preservation relies on deliberately polluting co-riparians, and whether during Romania’s accession negotiations the periphery had to make concessions in this regard to the more powerful core EU. By evaluating water-related documents of the EU environmental acquis, but also through semi-structured qualitative interviews with governmental and non-governmental policy experts, required data is obtained. Empirical analysis suggests that all Danube states are highly willing to enhance basin-wide water quality, with Germany as ‘co-operative hegemon’ pushing for high water protection standards. Considerable improvements are closely linked to ambitious legislation and a functioning river basin organisation that integrates the various actors and interests. Studying the topic of water pollution in the context of spatially separated polluters and those at the receiving ends has far-reaching implications: it reconfirms widely accepted principles for successfully managing common-pool resources and emphasises the importance of democratic policy-making regimes respecting both core and periphery concerns., Diese qualitative Forschungsarbeit befasst sich mit den Faktoren des Nährstofftransfers von einem EU-Kernland (Deutschland) in die Peripherie (Rumänien) über die Donau, wobei die Folgen der intensiven bayerischen Landwirtschaft auf den Fluss und die Faktoren für die Bewältigung dieses kollektiven Problems diskutiert werden. Unter Berücksichtigung der extremen sozioökonomischen und politischen Asymmetrien zwischen den Anrainerstaaten stellt meine Arbeit die Frage: Werden aufgrund deutsch-rumänischer Machtungleichgewichte ungerechte Strukturen hinsichtlich des Verschmutzungsmanagements im Donaueinzugsgebiet (Danube River Basin, DRB) geschaffen und verstärkt? Am Beispiel der beiden äußersten Donaustaaten wird untersucht, ob der vermeintliche Machterhaltungsdrang Deutschlands auf der bewussten Verschmutzung von Mitanrainern beruht, und ob die Peripherie bei den Beitrittsverhandlungen Rumäniens diesbezüglich Zugeständnisse an die mächtigere Kern-EU machen musste. Durch die Auswertung wasserpolitischer Dokumente des EU-Umwelt-Acquis, aber auch durch teilstandardisierte qualitative Interviews mit staatlichen und nichtstaatlichen Wasserwirtschafts- und Landwirtschaftsexperten, werden die erforderlichen Daten gewonnen. Die empirische Analyse zeigt, dass alle Donaustaaten eine hohe Bereitschaft haben, die Wasserqualität im gesamten Einzugsgebiet zu verbessern, wobei Deutschland als "kooperativer Hegemon" auf hohe Wasserschutzstandards drängt. Erhebliche Verbesserungen sind eng mit einer ambitionierten Gesetzgebung und einer funktionierenden Flussgebietsorganisation verbunden, die die verschiedenen Akteure und Interessen miteinander vereint. Die Untersuchung des Themas Wasserverschmutzung im Kontext von räumlich getrennten Verursachern und Empfängern bestätigt weithin akzeptierte Grundsätze für eine erfolgreiche Bewirtschaftung von Allmendegütern und unterstreicht die Bedeutung demokratischer politischer Entscheidungssysteme, die sowohl die Belange der Kerngebiete als auch die der Peripherie berücksichtigen.

The quest for a common collective identity has become a challenge for modern democracy: Liberal demands for greater inclusion and individual freedom, aspirations for a strong and solidaric political community, as well as nationalist or right-wing populist calls for exclusion and a preservation of hegemonic national identities are creating tensions that cannot be overlooked. This article therefore formulates the central question of how collective identity can be possible in a liberal democracy. Based on a case study on Germany, it will therefore be examined whetherLeitkulturas a model of political integration can serve in generating a functional democratic collective identity. The necessary benchmarks guiding the analysis will be defined beforehand from a systems-theoretical perspective, balancing inclusion and exclusion within three crucial dimensions: normative basics, historic continuity, and affirmative bindings. The results show that a static definition of a GermanLeitkulturwould in the long run neither achieve functional inclusion nor be able to generate the necessary cohesion of a political community, especially regarding the second and third identity dimensions.

A large number and variety of activities are being undertaken to introduce Digital Product Passports (DPPs). However, only a few DPPs have made it into practice so far, so there is some uncertainty about which impact DPPs will actually have. With this paper, we aim to provide a structured overview of the current development of DPPs. We provide insights of 76 current corporate, policy, and research activities that exist and their objectives. To allow for a structured assessment and discussion of the diverse approaches we defined 13 criteria for a comparable description, categorization and evaluation. We expect that this overview will not only encourage feedback and contributions from the DPP community, as well as valuable discussions with and among experts. It is also intended to help promote and facilitate the adoption of DPPs for the Circular Economy by facilitating collaborations and suggestions for ongoing activities.

Information about the impact of policies is indispensable for political decision making. In politics, exchange of information in committees or the knowledge of experts from stakeholders are ways to aggregate enough evidence to make an informed decision. Research in economics and political science shows that truthful information transmission in committees or from a better informed sender to a decision maker is not always rational due to differences in preferences. However, individuals also differ in the way they process information and face institutional constraints when making decisions. In this dissertation I analyze how differences in information processing between individuals affect information aggregation and decision making in groups. Across two articles, I show that individuals strategically deviate from full information sharing behavior as a reaction to different cognitive biases of others. In a third article I examine the effect of institutional constraints on strategies of stakeholders in the consultation procedure of the European Commission.

European integration considerably changes public discourses in the member states of the European Union. In this work, I examine the conditions for the Europeanization of public discourse and the nature of Europeanized public discourse. According to a theoretical framework building on postfunctionalist theories of European integration, mainstream opposition and challenger parties with strong positive and negative preferences on European integration have incentives to strategically shape Europeanized public discourse. I test several hypotheses considering three important political issues - economy, security and migration - using a self-compiled data set of about 3 million newspaper articles in 24 different languages from all EU member states retrieved from the Internet Archive between 2016 and 2019. The results indicate that mainstream opposition and challenger parties increase the saliency of Europeanized public discourse. Furthermore, the polarization of Europeanized public discourse builds upon the interaction of challenger parties with strong preferences on European integration and mainstream opposition parties. This work provides a framework and first empirical evidence on the Europeanization of public discourses in all EU member states, using multi-lingual quantitative text analysis on a large data set retrieved from the Internet Archive.

As religiousness is declining across democracies, scientific interest in secular orientations and their political implications is growing. One specific and particularly important aspect of secular attitudes is political secularism. Political secularism is not merely the absence of religiousness, but rather a world view which holds that religious beliefs should play no role in politics. While there are hundreds of survey instruments that measure the strength and content of religiousness, there is no comparable measure that taps into political secularism. In this research note, I briefly review the concept of political secularism and present a cluster of items which target it. Utilizing data from four large population representative samples taken from the eastern and western states of Germany, I use confirmatory factor analysis to show that these items form a short but internally consistent scale. This scale also displays convergent and discriminant validity. It may be readily used in future surveys.

Since 2012, judges and prosecutors in Benin have repeatedly protested against political interference and demanded compliance with their statutorily guaranteed independence. In 2014 and 2017, magistrates demonstrated in their judicial robes in the streets, protesting against the government's bill to deprive them of their right to strike and other freedoms. Benin has been described as a ‘success story of democracy’ (Stroh and Never, 2006, p. 1) and even as a ‘model democracy’ (cf. Kohnert, 1996, p. 78; Magnusson, 2001, p. 211; Bierschenk, 2009) since its peaceful transition to democratic conditions and its participation in a national conference in 1990/91. So why were magistrates in Benin demonstrating in the streets for the first time in the history of their profession? Based on fieldwork in Benin in 2009 and 2015 and archival research in 2017 in France, my paper analyses the change in the style of interactions between parts of the executive and parts of the judiciary in the history of the profession – a change from political negotiation to confrontation. Through their strikes and industrial action, magistrates fought for judicial independence; yet, at the same time they constructed legality and strengthened democracy because their actions emphasised the rule of law. My paper also considers the specifics of their strikes in the context of other striking civil servants. When magistrates, as bureaucrats, become politically active, it marks a transformation in their self-conception, as they are usually reserved and withdraw themselves from political and public spheres.

Ende März 2022 veröffentlichte die Europäische Kommission ihre neue EU-Strategie für nachhaltige und zirkuläre Textilien. Die ambitionierte Vision: Textilabfälle sollen reduziert, zirkuläre Maßnahmen gefördert und negative Umweltfolgen der Textilindustrie minimiert werden. Doch wie sieht eine Textilwirtschaft, die Textilien im Kreislauf führt, aus und welche politischen Anforderungen ergeben sich daraus für Deutschland? Der vorliegende Zukunftsimpuls des Wuppertal Instituts zeigt, welche Position Deutschland in der Transformation hin zu einer zirkulären Textilindustrie einnehmen könnte.

This article argues that the citizens of Hegel's state cannot maintain themselves as politically free because they are susceptible to mutual enslavement. I demonstrate this by focusing on the Roman republican background of Hegel's constitution, the potential trajectory of its dissolution and the accompanying means of its cyclical fortification through courage. Hegel, by integrating aspects of the Roman mixed constitution also adopts the idea of decadence within his conception of civil society. After locating the source of decadence in the contractual relations of peace and the bourgeois inability to overcome the fear of death, I go on to argue that war for Hegel provides a theatre where freedom may be regenerated through courage. However, I also show that modern wars do not provide sufficient means of perpetuating Hegel's constitution. To demonstrate this, I distinguish three forms of war: colonial, limited and total war, arguing that only the latter offers a solution to decay of political disposition and loss of freedom, but that—by being itself susceptible to decadence—it cannot salvage Hegel's state from dissolution and reduction to contractual relations.

Die Akademikör-Gesellschaft ( von ungarisch "Akademischer Kreis") ist eine der ungarischen Wissenschaftsgesellschaften in privater Trägerschaft, ein Verein mit Sitz in Traunstein. Sie hat sich zum Ziel gesetzt, ihren in der ungarischen und mitteleuropäischen bürgerlich-demokratischen Tradition wurzelnden Gründungsauftrag aus 1960 zu bewahren, das ungarische wissenschaftliche Leben auf verschiedenen geisteswissenschaftlichen Fachgebieten in Bayern zu fördern. Diesen Zweck sucht sie zu erreichen durch wissenschaftliche Arbeit, Publikationen, Nachwuchsförderung, Mitgliederversammlungen und Tagungen. Die Akademikör-Gesellschaft erwartet Antworten in Zeiten der Krise, deshalb lässt seit 2017 Interviews mit verschiedenen in Bayern lebenden bekannten ungarnstämmigen Akademikern und anderen Experten erscheinen. Das aktuelle Interview ist über die schwierige Situation der außerungarischen Kindererziehung, die enttäuschten Schulerwartungen der Eltern in Bayern und die für Bayern passende Lösungsmöglichkeiten. The publication explores policy and planning approaches to urban shrinkage and population decline from Bilbao, Spain (2000-2015), Leipzig, Germany (2000-2015) and Zeeland, the Netherlands (2018-2020). Through the main method of interpretive policy analysis, causal and normative dimensions of the policy and planning approaches are determined. The conclusions from the different cases are reviewed in a cross-national comparative framework, based on policy benchmarking. As a result of the policy benchmarking, variants of the new planning concept of "Shrinking Smart" are defined, providing recommendations for overall policy approach under conditions of population decline, encompassing: the planning process for shrinking cities; a decision making mechanism with normative orientation; economic development and quality of life as a broader policy framework; spatial planning under conditions of urban shrinkage. The conclusions are complemented by critical reflection on growth orientation and its pervasiveness under conditions of shrinkage and population decline as well as with recommendations on particular instruments under each of the concept variants.

Der dritte Band der Schriftenreihe POLIS dokumentiert eine studentische Arbeit, die radikaldemokratische Demokratietheorien hinsichtlich ihres Potenzials für sozialwissenschaftliche Bildung untersucht. Dabei werden Prinzipien und Kategorien der sozialwissenschaftlichen Bildung erweitert und neue Lesarten ergänzt. Die vom Autor in dieser Arbeit skizzierten „inhaltlichen Offerten“ radikaldemokratischer Theorien können als Diskussionsangebot an die Community der Didaktik der Sozialwissenschaften verstanden werden. Damit steht bspw. die Frage im Raum, wie soziologische und politische Bildung adäquat mit dem Phänomen des Populismus umgehen sollte oder, welche Rolle Affekte, Gefühle und Leidenschaften für sozialwissenschaftliche Bildung spielen.

A sectoral perspective can help the Global Stocktake (GST) to effectively achieve its objective to inform Parties' in enhancing subsequent NDCs and in enhancing international cooperation. Specifically, granular and actionable sectoral lessons, grounded in country-driven assessments, should be identified and elaborated. To be effective, conversations on sectoral transformations need to synthesise key challenges and opportunities identified in the national analyses and link them to international enablers; focus on systemic interdependencies, involve diverse actors, and be thoroughly prepared including by pre-scoping points of convergences and divergence across transformations. We specifically recommend that: the co-facilitators of the Technical Dialogue use their (limited) mandate to facilitate an effective conversationon sectoral transformations e.g. by organising dedicated informal seminars in between formal negotiation sessions; key systemic transformations necessary toachieve net-zero by mid-century should be spelled out and included in the final decision or political declaration of the GST; and the political outcome of the GST should mandate follow-up processes at the regional level and encourage national-level conversations to translate the collective messages from GST into actionable and sector-specific policy recommendations.

Eine bedeutende, aber unterentwickelte Erklärung für den Aufstieg des Populismus verweist auf das Gefühl, von der Entwicklung der Gesellschaft "abgehängt" zu sein. Im Kern steht die These, dass die Unterstützung des Populismus von der Wahrnehmung getrieben wird, nicht die gesellschaftliche Anerkennung zu erhalten, die man verdient. Dieser Beitrag baut auf der Erkenntnis auf, dass das Gefühl mangelnder Anerkennung auf unterschiedliche Weise und aus unterschiedlichen Gründen auftreten kann. Wir argumentieren, dass - aufgrund dieses facettenreichen Charakters - die gemeinsame Wahrnehmung einer fehlenden gesellschaftlichen Anerkennung ansonsten heterogene Bevölkerungsschichten in ihrer Unterstützung für den Populismus vereint. Basierend auf Daten aus der Vorwahlbefragung der German Longitudinal Election Study zur Bundestagswahl 2021 untersucht unsere präregistrierte Studie die multiplen Wurzeln populistischer Einstellungen in Gefühlen mangelnder gesellschaftlicher Anerkennung. Erstens weisen unsere Ergebnisse darauf hin, dass - von Individuen in ländlichen Regionen über solche mit soziokulturell konservativen Einstellungen bis hin zu solchen mit niedrigem Einkommen - scheinbar unverbundene Segmente der Gesellschaft Wahrnehmungen fehlender Anerkennung teilen - allerdings aus unterschiedlichen Gründen. Zweitens ist, wie erwartet, jedes dieser distinkten Gefühle fehlender Anerkennung mit populistischen Einstellungen assoziiert. Diese Ergebnisse unterstreichen die Relevanz scheinbar unpolitischer, tief in der menschlichen Psyche verwurzelter Faktoren, um gegenwärtige populistische Stimmungslagen zu verstehen. Durch die Integration zuvor auseinanderlaufender Perspektiven auf den Aufstieg des Populismus bietet die Studie eine neue Konzeptualisierung des "Abgehängtseins" und erklärt, wie Populismus - über traditionelle Cleavages hinweg - zu ungewöhnlichen Allianzen führen kann. A prominent but underspecified explanation for the rise of populism points to individuals' feelings of being "left behind" by the development of society. At its core lies the claim that support for populism is driven by the feeling of lacking the societal recognition one deserves. Our contribution builds on the insight that individuals can feel they lack recognition in different ways and for different reasons. We argue that - because of this multifaceted character - the common perception of being neglected by society unites otherwise heterogeneous segments of the population in their support for populism. Relying on data from the German Longitudinal Election Study (GLES) Pre-Election Cross-Section 2021, our preregistered study investigated the multiple roots of populist attitudes in feelings of lacking societal recognition in two steps. First, our results indicate that, from rural residents to sociocultural conservatives or low-income citizens, seemingly unrelated segments of society harbor feelings of lacking recognition, but for distinct reasons. Second, as anticipated, each of the distinct feelings of lacking recognition are associated with populist attitudes. These findings underscore the relevance of seemingly unpolitical factors that are deeply ingrained in the human psyche for understanding current populist sentiment. Overall, by integrating previously disparate perspectives on the rise of populism, the study offers a novel conceptualization of "feeling left behind" and explains how populism can give rise to unusual alliances that cut across traditional cleavages.

Studies on political communication in multiparty democracies usually focus on political parties as unitary actors and how they engage with each other in election campaigns. We deviate from this approach and study how issue engagement (i.e., the degree to which party actors address the same issues) varies across members of parliament. We argue that MPs’ role in parliament affects how they engage with other legislators. In particular, we expect an intraparty division of labor, where each party’s policy specialists address the same issues. Moreover, party front benchers have a distinct way of communicating: they are more likely to engage with other party leaders rather than with policy specialists of rival parties. Using spatial lag models based on approximately 15,000 press releases by Austrian MPs, we find empirical support for these expectations. Our findings show the limitations of the “unitary actor” approach for studying issue engagement in European party systems.

Background Various forms of contact restrictions have been adopted in response to the Covid-19 pandemic. Around February 2021, rapid testing appeared as a new policy instrument. Some claim it may serve as a substitute for contact restrictions. We study the strength of this argument by evaluating the effects of a unique policy experiment: In March and April 2021, the city of Tübingen set up a testing scheme while relaxing contact restrictions. Methods We compare case rates in Tübingen county to an appropriately identified control unit. We employ the synthetic control method. We base interpretations of our findings on an extended SEIR model. Findings The experiment led to an increase in the reported case rate. This increase is robust across alternative statistical specifications. This is also due to more testing leading initially to more reported cases. An epidemiological model that corrects for ‘more cases due to more testing’ and ‘reduced testing and reporting during the Easter holiday’ confirms that the overall effect of the experiment led to more infections. Interpretation The number of rapid tests were not sufficiently high in this experiment to compensate for more contacts and thereby infections caused by relaxing contact restrictions.

In this master’s thesis, I carry out 3720 machine learning experiments. I want to test how transformer networks perform in a dialogue processing task. Transformer networks are deep neural networks that have first been proposed in 2017 and have since rapidly set new state of the art results on many tasks. To evaluate their performance in dialogue classification, I use two tasks from two datasets. One comes from a dialogue; the other does not. I compare various transformer network’s F1 scores on these two classification tasks. I also look at many different baseline models, from random forest classifiers to long short-term memory networks. A theoretically derived taxonomy will be used to annotate dialogue data with information on dialogue flow. I will show that modelling human conversation is an intricate task and that more features do not necessarily make classification better. Five hypotheses are tested using statistical methods on the output data from the 3720 experiments. Those analyses show that results are very alike for the same machine learning algorithms on the two different tasks. Beyond performance evaluation, the aim is to use transformers to improve user information need classification. These needs I am examining in this study arise during assisted cooking dialogues with a conversational agent. Generally, I can show that transformer networks achieve better classification results than the established baseline models., In dieser Masterarbeit führe ich 3720 Experimente zum maschinellen Lernen durch. Ich möchte testen, wie Transformer-Netze bei einer Dialogverarbeitungsaufgabe abschneiden. Transformator-Netzwerke sind tiefe neuronale Netze, die erstmals 2017 vorgeschlagen wurden und seitdem bei vielen Aufgaben schnell neue State-of-the-Art-Ergebnisse erzielt haben. Um ihre Leistung bei der Dialogklassifizierung zu bewerten, verwende ich zwei Aufgaben aus zwei Datensätzen. Eine stammt aus einem Dialog, die andere nicht. Ich vergleiche die F1-Scores verschiedener Transformer-Netzwerke bei diesen beiden Klassifikationsaufgaben. Ich betrachte auch viele verschiedene Basismodelle, von Random-Forest-Klassifikatoren bis hin zu LSTM-Netzwerken. Eine theoretisch abgeleitete Taxonomie wird verwendet, um Dialogdaten mit Informationen über den Dialogablauf zu annotieren. Ich werde zeigen, dass die Modellierung menschlicher Konversation eine komplizierte Aufgabe ist und dass mehr Features die Klassifikation nicht unbedingt besser machen. Fünf Hypothesen werden mit statistischen Methoden an den Ausgabedaten der 3720 Experimente getestet. Diese Analysen zeigen, dass die Ergebnisse für dieselben Algorithmen des maschinellen Lernens bei den zwei verschiedenen Aufgaben sehr ähnlich sind. Über die Leistungsbewertung hinaus ist es das Ziel, Transformer-Netzwerke zu verwenden, um die Klassifizierung von Informationsbedürfnissen der Benutzer zu verbessern. Diese Bedürfnisse, die ich in dieser Studie untersuche, entstehen während Kochdialogen mit einem Sprachassistenten. Generell kann ich zeigen, dass Transformer-Netzwerke bessere Klassifikationsergebnisse erzielen als die etablierten Baseline-Modelle.

This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. The book is of particular interest for scholars who are interested in the fields of European solidarity, migration and refugees, contentious politics, while providing an approach that talks to scholars of journalism and political communication studies, as well as digital journalism and online news reception. Die kommende Bundesregierung muss aus ambitionierten Zielen eine erfolgreiche Ressourcen- und Klimapolitik machen und dabei alle Bürgerinnen und Bürger mitnehmen - so das Fazit des Zukunftsimpulses des Wuppertal Instituts zur Bundestagswahl 2021. Es zeigt, welche Maßnahmen notwendig sind, um die Transformation in eine klimafreundliche und ressourcenleichte Zukunft jetzt konsequent einzuleiten.

Der Einzug der rechtspopulistischen und teilweise rechtsextremistischen Alternative für Deutschland in den Deutschen Bundestag, hat das politische Klima verändert und stellt auch den Journalismus vor neue Herausforderungen. Die vorliegende Arbeit untersucht, wie Politikjournalist*innen Fernsehinterviews mit AfD-Politiker*innen führen. Hierfür wurden leitfaden-basierte Experteninterviews mit neun Experten aus den Bereichen der politischen Interviewführung vor und hinter der Kamera sowie Seminaren zur Interviewführung mit Rechtspopulist*innen geführt. Die Untersuchungsergebnisse werden mit Hilfe einer qualitativen Inhaltsanalyse in Anlehnung an Mayring ermittelt. Zentrale Ergebnisse dieser Arbeit sind, dass es zwar keiner grundsätzlich ‚spezifischen‘ Interviewführung bei AfD-Politiker*innen bedarf, die Vorbereitung darauf allerdings weitaus umfangreicher sein muss. Politikjournalist*innen müssen sich in Bereichen des Rechtsextremismus, der Rhetorik der Rechten und rechtspopulistischem Framing weiterbilden und auf Anfeindungen und Verleumdung von Fakten von AfD-Politiker*innen vorbereitet sein. Außerdem wird aus der Untersuchung deutlich, dass es beispielsweise einen großen Unterschied macht, ob Politikjournalist*innen AfD-Interviews vor oder hinter der Kamera führen. Die Untersuchungsteilnehmer sind sich darin einig, dass durch die exorbitante, mediale Beobachtung und die gegensätzlichen Erwartungshaltungen der Öffentlichkeit, Politikjournalist*innen unter einem erhöhten Druck bei Interviews mit AfD-Politiker*innen stehen. Dadurch wird einem Fernsehinterview mit AfD-Politiker*innen eine Art Sonderstatus zugeschrieben und es hebt sich somit auch immer von Fernsehinterviews mit Politiker*innen anderer Parteien ab.
