We report the first detection of coherent elastic neutrino-nucleus scattering (CEvNS) on germanium, measured at the Spallation Neutron Source at Oak Ridge National Laboratory. The Ge-Mini detector of the COHERENT collaboration employs large-mass, low-noise, high-purity germanium spectrometers, enabling excellent energy resolution, and an analysis threshold of 1.5 keV electron-equivalent ionization energy. We observe a on-beam excess of 20.6$_{+7.1}^{-6.3}$ counts with a total exposure of 10.22 GWhkg and we reject the no-CEvNS hypothesis with 3.9 sigma significance. The result agrees with the predicted standard model of particle physics signal rate within 2 sigma., Comment: 7 pages, 5 figures

The PROSPECT experiment is designed to perform precise searches for antineutrino disappearance at short distances (7 - 9~m) from compact nuclear reactor cores. This Letter reports results from a new neutrino oscillation analysis performed using the complete data sample from the PROSPECT-I detector operated at the High Flux Isotope Reactor in 2018. The analysis uses a multi-period selection of inverse beta decay neutrino interactions with reduced backgrounds and enhanced statistical power to set limits on electron-flavor disappearance caused by mixing with sterile neutrinos with 0.2 - 20 eV$^2$ mass splittings. Inverse beta decay positron energy spectra from six different reactor-detector distance ranges are found to be statistically consistent with one another, as would be expected in the absence of sterile neutrino oscillations. The data excludes at 95% confidence level the existence of sterile neutrinos in regions above 3~eV$^2$ previously unexplored by terrestrial experiments, including all space below 10~eV$^2$ suggested by the recently strengthened Gallium Anomaly. The best-fit point of the Neutrino-4 reactor experiment's claimed observation of short-baseline oscillation is ruled out at more than five standard deviations., Comment: 6 pages, 4 figures

The PROSPECT-I detector has several features that enable measurement of the direction of a compact neutrino source. In this paper, a detailed report on the directional measurements made on electron antineutrinos emitted from the High Flux Isotope Reactor is presented. With an estimated true neutrino (reactor to detector) direction of $\phi = 40.8\unicode{xB0} \pm 0.7\unicode{xB0}$ and $\theta = 98.6\unicode{xB0} \pm 0.4\unicode{xB0}$, the PROSPECT-I detector is able to reconstruct an average neutrino direction of $\phi = 39.4\unicode{xB0} \pm 2.9\unicode{xB0}$ and $\theta = 97.6\unicode{xB0} \pm 1.6\unicode{xB0}$. This measurement is made with approximately 48000 Inverse Beta Decay signal events and is the most precise directional reconstruction of reactor antineutrinos to date.

We consider the potential for a 10-kg undoped cryogenic CsI detector operating at the Spallation Neutron Source to measure coherent elastic neutrino-nucleus scattering and its sensitivity to discover new physics beyond the standard model. Through a combination of increased event rate, lower threshold, and good timing resolution, such a detector would significantly improve on past measurements. We considered tests of several beyond-the-standard-model scenarios such as neutrino non-standard interactions and accelerator-produced dark matter. This detector's performance was also studied for relevant questions in nuclear physics and neutrino astronomy, namely the weak charge distribution of CsI nuclei and detection of neutrinos from a core-collapse supernova.

One of main sources of uncertainty in modern cosmology is the present rate of the universe's expansion, H0, called the Hubble constant. Once again, different observational techniques bring about different results, causing new 'Hubble tension'. In the present work, we review the historical roots of the Hubble constant from the beginning of the twentieth century, when modern cosmology originated, to the present. We develop the arguments that gave rise to the importance of measuring the expansion of the Universe and its discovery, and we describe the different pioneering works attempting to measure it. There has been a long dispute on this matter, even in the present epoch, which is marked by high-tech instrumentation and, therefore, in smaller uncertainties in the relevant parameters. Description of the data release 10.13139/OLCF/1969085 (https://doi.ccs.ornl.gov/ui/doi/426) from the measurements of the CsI[Na] response to low energy nuclear recoils by the COHERENT collaboration. The release corresponds to the results published in "D. Akimov et al 2022 JINST 17 P10034". We share the data in the form of raw ADC waveforms, provide benchmark values, and share plots to enhance the transparency and reproducibility of our results. This document describes the contents of the data release as well as guidance on the use of the data.

Using an 185-kg NaI[Tl] array, COHERENT has measured the inclusive electron-neutrino charged-current cross section on ${}^{127}$I with pion decay-at-rest neutrinos produced by the Spallation Neutron Source at Oak Ridge National Laboratory. Iodine is one the heaviest targets for which low-energy ($\leq$ 50 MeV) inelastic neutrino-nucleus processes have been measured, and this is the first measurement of its inclusive cross section. After a five-year detector exposure, COHERENT reports a flux-averaged cross section for electron neutrinos of $9.2^{+2.1}_{-1.8} \times 10^{-40}$ cm$^2$. This corresponds to a value that is $\sim$41% lower than predicted using the MARLEY event generator with a measured Gamow-Teller strength distribution. In addition, the observed visible spectrum from charged-current scattering on $^{127}$I has been measured between 10 and 55 MeV, and the exclusive zero-neutron and one-or-more-neutron emission cross sections are measured to be $5.2^{+3.4}_{-3.1} \times 10^{-40}$ and $2.2^{+3.5}_{-2.2} \times 10^{-40}$ cm$^2$, respectively., Comment: 10 pages, 7 figures

In preparation for the 2023 NSAC Long Range Plan (LRP), members of the Nuclear Science community gathered to discuss the current state of, and plans for further leveraging opportunities in, QIST in NP research at the Quantum Information Science for U.S. Nuclear Physics Long Range Planning workshop, held in Santa Fe, New Mexico on January 31 - February 1, 2023. The workshop included 45 in-person participants and 53 remote attendees. The outcome of the workshop identified strategic plans and requirements for the next 5-10 years to advance quantum sensing and quantum simulations within NP, and to develop a diverse quantum-ready workforce. The plans include resolutions endorsed by the participants to address the compelling scientific opportunities at the intersections of NP and QIST. It is commonly known that the steady-state model of the universe was proposed and championed in a series of influential papers around mid-twenty century by Fred Hoyle, Hermann Bondi, and Thomas Gold. In contrast it is little known that, many years before, Albert Einstein briefly explored the same idea; that is of a 'dynamic steady state' universe. In 1931 during his first visit to Caltech, Einstein tried to develop a model where the universe expanded and where matter was supposed to be continuously created. This latter process was proposed by him to keep the matter density of the universe constant. However, Einstein shortly abandoned the idea. The whole event has already been described and analyzed by C. O'Raifeartaigh and colleagues in 2014. It is the purpose of this brief note to point out what might have prompted Einstein to consider a continuous creation of matter and the prevailing circumstances at that time that drove Einstein's intent., Comment: 11 pages

Using neutrinos produced at the Spallation Neutron Source (SNS) at Oak Ridge National Laboratory (ORNL), the COHERENT collaboration has studied the Pb($\nu_e$,X$n$) process with a lead neutrino-induced-neutron (NIN) detector. Data from this detector are fit jointly with previously collected COHERENT data on this process. A combined analysis of the two datasets yields a cross section that is $0.29^{+0.17}_{-0.16}$ times that predicted by the MARLEY event generator using experimentally-measured Gamow-Teller strength distributions, consistent with no NIN events at 1.8$\sigma$. This paper presents an energy calibration scheme for an upgraded reactor antineutrino detector for the Precision Reactor Oscillation and Spectrum Experiment (PROSPECT). The PROSPECT collaboration is preparing an upgraded detector, PROSPECT-II (P-II), to advance capabilities for the investigation of fundamental neutrino physics, fission processes and associated reactor neutrino flux, and nuclear security applications. P-II will expand the statistical power of the original PROSPECT (P-I) dataset by at least an order of magnitude. The new design builds upon previous P-I design and focuses on improving the detector robustness and long-term stability to enable multi-year operation at one or more sites. The new design optimizes the fiducial volume by elimination of dead space previously occupied by internal calibration channels, which in turn necessitates the external deployment. In this paper, we describe a calibration strategy for P-II. The expected performance of externally deployed calibration sources is evaluated using P-I data and a well-benchmarked simulation package by varying detector segmentation configurations in the analysis. The proposed external calibration scheme delivers a compatible energy scale model and achieves comparable performance with the inclusion of an additional AmBe neutron source, in comparison to the previous internal arrangement. Most importantly, the estimated uncertainty contribution from the external energy scale calibration model meets the precision requirements of the P-II experiment., Comment: 19 pages, 10 figures

The collective structure of $^{106}$Cd is elucidated by multi-step Coulomb excitation of a 3.849 MeV/$A$ beam of $^{106}$Cd on a 1.1 mg/cm$^2$ $^{208}$Pb target using GRETINA-CHICO2 at ATLAS. Fourteen $E2$ matrix elements were obtained. The nucleus $^{106}$Cd is a prime example of emergent collectivity that possesses a simple structure: it is free of complexity caused by shape coexistence and has a small, but collectively active number of valence nucleons. This work follows in a long and currently active quest to answer the fundamental question of the origin of nuclear collectivity and deformation, notably in the cadmium isotopes. The results are discussed in terms of phenomenological models, the shell model, and Kumar-Cline sums of $E2$ matrix elements. The ${\langle 0_2^+ ||E2||2_1^+ \rangle}$ matrix element is determined for the first time, providing a total, converged measure of the electric quadrupole strength, $\langle Q^2 \rangle$, of the first-excited $2_1^+$ level relative to the $0_1^+$ ground state, which does not show an increase as expected of harmonic and anharmonic vibrations. Strong evidence for triaxial shapes in weakly collective nuclei is indicated; collective vibrations are excluded. This is contrary to the only other cadmium result of this kind in $^{114}$Cd by C. Fahlander et al., Nucl. Phys. A485, 327 (1988), which is complicated by low-lying shape coexistence near midshell., Comment: 7 pages, 4 figures

The Oak Ridge National Laboratory (ORNL) Spallation Neutron Source (SNS) First Target Station (FTS), used by the COHERENT experiment, provides an intense and extremely high-quality source of pulsed stopped-pion neutrinos, with energies up to about 50 MeV. Upgrades to the SNS are planned, including a Second Target Station (STS), which will approximately double the expected neutrino flux while maintaining quality similar to the FTS source. Furthermore, additional space for ten-tonne scale detectors may be available. We use data from the COHERENT CsI[Na] scintillation detector to constrain sub-GeV leptophobic dark matter models. This detector was built to observe low-energy nuclear recoils from coherent elastic neutrino-nucleus scattering. These capabilities enable searches for dark matter particles produced at the Spallation Neutron Source mediated by a vector portal particle with masses between 2 and 400 MeV/c$^2$. No evidence for dark matter is observed and a limit on the mediator coupling to quarks is placed. This constraint improves upon previous results by two orders of magnitude. This newly explored parameter space probes the region where the dark matter relic abundance is explained by leptophobic dark matter when the mediator mass is roughly twice the dark matter mass. COHERENT sets the best constraint on leptophobic dark matter at these masses.

The COHERENT experiment located in Neutrino Alley at the Spallation Neutron Source (SNS), Oak Ridge National Laboratory (ORNL), has made the world's first two measurements of coherent elastic neutrino-nucleus scattering (CEvNS), on CsI and argon, using neutrinos produced at the SNS. The COHERENT collaboration continues to pursue CEvNS measurements on various targets as well as additional studies of inelastic neutrino-nucleus interactions, searches for accelerator-produced dark matter (DM) and physics beyond the Standard Model, using the uniquely high-quality and high-intensity neutrino source available at the SNS. This white paper describes primarily COHERENT's ongoing and near-future program at the SNS First Target Station (FTS). The structure of nuclei around the neutron-rich nucleus 132Sn is of particular interest due to the vicinity of the Z = 50 and N = 82 shell closures and the r-process nucleosynthetic path. Four states in 131Sn with a strong single-particle-like component have previously been studied via the (d,p) reaction, with limited excitation energy resolution. The 130Sn(9Be,8Be)131Sn and 130Sn(13C,12C)131Sn single-neutron transfer reactions were performed in inverse kinematics at the Holifield Radioactive Ion Beam Facility using particle-gamma coincidence spectroscopy. The uncertainties in the energies of the single-particle-like states have been reduced by more than an order of magnitude using the energies of gamma rays. The previous tentative Jpi values have been confirmed. Decays from high-spin states in 131Sn have been observed following transfer on the isomeric component of the 130Sn beam. The improved energies and confirmed spin-parities of the p-wave states important to the r-process lead to direct-semidirect cross-sections for neutron capture on the ground state of 130Sn at 30 keV that are in agreement with previous analyses. A similar assessment of the impact of neutron-transfer on the isomer would require significant nuclear structure and reaction theory input. There are few measurements of transfer reaction on isomers, and this is the first on an isomer in the 132Sn region., Comment: 7 pages, 4 figures

We present the analysis and results of the first dataset collected with the MARS neutron detector deployed at the Oak Ridge National Laboratory Spallation Neutron Source (SNS) for the purpose of monitoring and characterizing the beam-related neutron (BRN) background for the COHERENT collaboration. MARS was positioned next to the COH-CsI coherent elastic neutrino-nucleus scattering detector in the SNS basement corridor. This is the basement location of closest proximity to the SNS target and thus, of highest neutrino flux, but it is also well shielded from the BRN flux by infill concrete and gravel. These data show the detector registered roughly one BRN per day. Using MARS' measured detection efficiency, the incoming BRN flux is estimated to be $1.20~\pm~0.56~\text{neutrons}/\text{m}^2/\text{MWh}$ for neutron energies above $\sim3.5$ MeV and up to a few tens of MeV. We compare our results with previous BRN measurements in the SNS basement corridor reported by other neutron detectors.

We present results of several measurements of CsI[Na] scintillation response to 3-60 keV energy nuclear recoils performed by the COHERENT collaboration using tagged neutron elastic scattering experiments and an endpoint technique. Earlier results, used to estimate the coherent elastic neutrino-nucleus scattering (CEvNS) event rate for the first observation of this process achieved by COHERENT at the Spallation Neutron Source (SNS), have been reassessed. We discuss corrections for the identified systematic effects and update the respective uncertainty values. The impact of updated results on future precision tests of CEvNS is estimated. We scrutinize potential systematic effects that could affect each measurement. In particular we confirm the response of the H11934-200 Hamamatsu photomultiplier tube (PMT) used for the measurements presented in this study to be linear in the relevant signal scale region., Comment: The version accepted by JINST. The changes made as a result of the peer review process: 1. Section 8 "Global CsI[Na] QF data fit" is expanded. The main fit result and its uncertainty is NOT CHANGED. The COHERENT collaboration searched for scalar dark matter particles produced at the Spallation Neutron Source with masses between 1 and 220~MeV/c$^2$ using a CsI[Na] scintillation detector sensitive to nuclear recoils above 9~keV$_\text{nr}$. No evidence for dark matter is found and we thus place limits on allowed parameter space. With this low-threshold detector, we are sensitive to coherent elastic scattering between dark matter and nuclei. The cross section for this process is orders of magnitude higher than for other processes historically used for accelerator-based direct-detection searches so that our small, 14.6~kg detector significantly improves on past constraints. At peak sensitivity, we reject the flux consistent with the cosmologically observed dark-matter concentration for all coupling constants $\alpha_D<0.64$, assuming a scalar dark-matter particle. We also calculate the sensitivity of future COHERENT detectors to dark-matter signals which will ambitiously test multiple dark-matter spin scenarios.

We measured the cross section of coherent elastic neutrino-nucleus scattering (\cevns{}) using a CsI[Na] scintillating crystal in a high flux of neutrinos produced at the Spallation Neutron Source (SNS) at Oak Ridge National Laboratory. New data collected before detector decommissioning has more than doubled the dataset since the first observation of \cevns{}, achieved with this detector. Systematic uncertainties have also been reduced with an updated quenching model, allowing for improved precision. With these analysis improvements, the COHERENT collaboration determined the cross section to be $(165^{+30}_{-25})\times10^{-40}$~cm$^2$, consistent with the standard model, giving the most precise measurement of \cevns{} yet. The timing structure of the neutrino beam has been exploited to compare the \cevns{} cross section from scattering of different neutrino flavors. This result places leading constraints on neutrino non-standard interactions while testing lepton flavor universality and measures the weak mixing angle as $\sin^2\theta_{W}=0.220^{+0.028}_{-0.026}$ at $Q^2\approx(50\text{ MeV})^2$

The Spallation Neutron Source (SNS) at Oak Ridge National Laboratory is a pulsed source of neutrons and, as a byproduct of this operation, an intense source of pulsed neutrinos via stopped-pion decay. The COHERENT collaboration uses this source to investigate coherent elastic neutrino-nucleus scattering and other physics with a suite of detectors. This work includes a description of our Geant4 simulation of neutrino production at the SNS and the flux calculation which informs the COHERENT studies. We estimate the uncertainty of this calculation at about 10% based on validation against available low-energy pion production data.

We propose the construction of LEGEND-1000, the ton-scale Large Enriched Germanium Experiment for Neutrinoless $\beta \beta$ Decay. This international experiment is designed to answer one of the highest priority questions in fundamental physics. It consists of 1000 kg of Ge detectors enriched to more than 90% in the $^{76}$Ge isotope operated in a liquid argon active shield at a deep underground laboratory. By combining the lowest background levels with the best energy resolution in the field, LEGEND-1000 will perform a quasi-background-free search and can make an unambiguous discovery of neutrinoless double-beta decay with just a handful of counts at the decay $Q$ value. The experiment is designed to probe this decay with a 99.7%-CL discovery sensitivity in the $^{76}$Ge half-life of $1.3\times10^{28}$ years, corresponding to an effective Majorana mass upper limit in the range of 9-21 meV, to cover the inverted-ordering neutrino mass scale with 10 yr of live time.

The PROSPECT and STEREO collaborations present a combined measurement of the pure $^{235}$U antineutrino spectrum, without site specific corrections or detector-dependent effects. The spectral measurements of the two highest precision experiments at research reactors are found to be compatible with $\chi^2/\mathrm{ndf} = 24.1/21$, allowing a joint unfolding of the prompt energy measurements into antineutrino energy. This $\bar{\nu}_e$ energy spectrum is provided to the community, and an excess of events relative to the Huber model is found in the 5-6 MeV region. When a Gaussian bump is fitted to the excess, the data-model $\chi^2$ value is improved, corresponding to a $2.4\sigma$ significance.

A joint determination of the reactor antineutrino spectra resulting from the fission of $^{235}$U and $^{239}$Pu has been carried out by the Daya Bay and PROSPECT collaborations. This Letter reports the level of consistency of $^{235}$U spectrum measurements from the two experiments and presents new results from a joint analysis of both data sets. The measurements are found to be consistent. The combined analysis reduces the degeneracy between the dominant $^{235}$U and $^{239}$Pu isotopes and improves the uncertainty of the $^{235}$U spectral shape to about 3\%. The ${}^{235}$U and $^{239}$Pu antineutrino energy spectra are unfolded from the jointly deconvolved reactor spectra using the Wiener-SVD unfolding method, providing a data-based reference for other reactor antineutrino experiments and other applications. If dark matter has mass lower than around 1 GeV, it will not impart enough energy to cause detectable nuclear recoils in many direct-detection experiments. However, if dark matter is upscattered to high energy by collisions with cosmic rays, it may be detectable in both direct-detection experiments and neutrino experiments. We report the results of a dedicated search for boosted dark matter upscattered by cosmic rays using the PROSPECT reactor antineutrino experiment. We show that such a flux of upscattered dark matter would display characteristic diurnal sidereal modulation, and use this to set new experimental constraints on sub-GeV dark matter exhibiting large interaction cross-sections., Comment: 11 pages, 8 figures

We report on the technical design and expected performance of a 592 kg heavy-water-Cherenkov detector to measure the absolute neutrino flux from the pion-decay-at-rest neutrino source at the Spallation Neutron Source (SNS) at Oak Ridge National Laboratory (ORNL). The detector will be located roughly 20 m from the SNS target and will measure the neutrino flux with better than 5% statistical uncertainty in 2 years. This heavy-water detector will serve as the first module of a two-module detector system to ultimately measure the neutrino flux to 2-3% at both the First Target Station and the planned Second Target Station of the SNS. This detector will significantly reduce a dominant systematic uncertainty for neutrino cross-section measurements at the SNS, increasing the sensitivity of searches for new physics., Comment: As accepted to JINST

We propose the use of isotopically highly enriched detectors for the precise study of coherent-elastic neutrino-nucleus scattering (CEvNS). CEvNS has been measured for the first time in CsI and recently confirmed with a liquid argon detector. It is expected that several new experimental setups will measure this process with increasing accuracy. Taking Ge detectors as a working example, we demonstrate that a combination of different isotopes is an excellent option to do precision neutrino physics with CEvNS, test Standard Model predictions, and probe new physics scenarios. Experiments based on this new idea can make simultaneous differential CEvNS measurements with detectors of different isotopic composition. Particular combination of observables could be used to cancel systematic errors. While many applications are possible, we illustrate the idea with three examples: testing the dominant quadratic dependence on the number of neutrons, $N$, that is predicted by the theoretical models; constraining the average neutron root mean square (rms) radius; and testing the weak mixing angle and the sensitivity to new physics. In all three cases we find that the extra sensitivity provided by this method will potentially allow high-precision robust measurements with CEvNS and particularly, will resolve the characteristic degeneracies appearing in new physics scenarios., Comment: 12 pages, 6 figures, to be published in PRD

We report on the preparation of and calibration measurements with a $^{83\mathrm{m}}$Kr source for the CENNS-10 liquid argon detector. $^{83\mathrm{m}}$Kr atoms generated in the decay of a $^{83}$Rb source were introduced into the detector via injection into the Ar circulation loop. Scintillation light arising from the 9.4 keV and 32.1 keV conversion electrons in the decay of $^{83\mathrm{m}}$Kr in the detector volume were then observed. This calibration source allows the characterization of the low-energy response of the CENNS-10 detector and is applicable to other low-energy-threshold detectors. The energy resolution of the detector was measured to be 9$\%$ at the total $^{83\mathrm{m}}$Kr decay energy of 41.5 keV. We performed an analysis to separately calibrate the detector using the two conversion electrons at 9.4 keV and 32.1 keV, Comment: v2: As accepted to JINST

We comment on the claimed observation [arXiv:arXiv:2005.05301] of sterile neutrino oscillations by the Neutrino-4 collaboration. Such a claim, which requires the existence of a new fundamental particle, demands a level of rigor commensurate with its impact. The burden lies with the Neutrino-4 collaboration to provide the information necessary to prove the validity of their claim to the community. In this note, we describe aspects of both the data and analysis method that might lead to an oscillation signature arising from a null experiment and describe additional information needed from the Neutrino-4 collaboration to support the oscillation claim. Additionally, as opposed to the assertion made by the Neutrino-4 collaboration, we also show that the method of 'coherent summation' using the $L/E$ parameter produces similar results to the methods used by the PROSPECT and the STEREO collaborations., Comment: 5 pages, 3 figures

Release of COHERENT collaboration data from the first detection of coherent elastic neutrino-nucleus scattering (CEvNS) on argon. We present a detailed report on sterile neutrino oscillation and U-235 antineutrino energy spectrum measurement results from the PROSPECT experiment at the highly enriched High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory. In 96 calendar days of data taken at an average baseline distance of 7.9 m from the center of the 85 MW HFIR core, the PROSPECT detector has observed more than 50,000 interactions of antineutrinos produced in beta decays of U-235 fission products. New limits on the oscillation of antineutrinos to light sterile neutrinos have been set by comparing the detected energy spectra of ten reactor-detector baselines between 6.7 and 9.2 meters. Measured differences in energy spectra between baselines show no statistically significant indication of antineutrinos to sterile neutrino oscillation and disfavor the Reactor Antineutrino Anomaly best-fit point at the 2.5$\sigma$ confidence level. The reported U-235 antineutrino energy spectrum measurement shows excellent agreement with energy spectrum models generated via conversion of the measured U-235 beta spectrum, with a $\chi^2$/DOF of 31/31. PROSPECT is able to disfavor at 2.4$\sigma$ confidence level the hypothesis that U-235 antineutrinos are solely responsible for spectrum discrepancies between model and data obtained at commercial reactor cores. The violation of Baryon Number, $\mathcal{B}$, is an essential ingredient for the preferential creation of matter over antimatter needed to account for the observed baryon asymmetry in the universe. However, such a process has yet to be experimentally observed. The HIBEAM/NNBAR %experiment program is a proposed two-stage experiment at the European Spallation Source (ESS) to search for baryon number violation. The program will include high-sensitivity searches for processes that violate baryon number by one or two units: free neutron-antineutron oscillation ($n\rightarrow \bar{n}$) via mixing, neutron-antineutron oscillation via regeneration from a sterile neutron state ($n\rightarrow [n',\bar{n}'] \rightarrow \bar{n}$), and neutron disappearance ($n\rightarrow n'$); the effective $\Delta \mathcal{B}=0$ process of neutron regeneration ($n\rightarrow [n',\bar{n}'] \rightarrow n$) is also possible. The program can be used to discover and characterise mixing in the neutron, antineutron, and sterile neutron sectors. The experiment addresses topical open questions such as the origins of baryogenesis, the nature of dark matter, and is sensitive to scales of new physics substantially in excess of those available at colliders. A goal of the program is to open a discovery window to neutron conversion probabilities (sensitivities) by up to three orders of magnitude compared with previous searches. The opportunity to make such a leap in sensitivity tests should not be squandered. The experiment pulls together a diverse international team of physicists from the particle (collider and low energy) and nuclear physics communities, while also including specialists in neutronics and magnetics.

Reactor neutrino experiments have seen major improvements in precision in recent years. With the experimental uncertainties becoming lower than those from theory, carefully considering all sources of $\overline{\nu}_{e}$ is important when making theoretical predictions. One source of $\overline{\nu}_{e}$ that is often neglected arises from the irradiation of the nonfuel materials in reactors. The $\overline{\nu}_{e}$ rates and energies from these sources vary widely based on the reactor type, configuration, and sampling stage during the reactor cycle and have to be carefully considered for each experiment independently. In this article, we present a formalism for selecting the possible $\overline{\nu}_{e}$ sources arising from the neutron captures on reactor and target materials. We apply this formalism to the High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory, the $\overline{\nu}_{e}$ source for the the Precision Reactor Oscillation and Spectrum Measurement (PROSPECT) experiment. Overall, we observe that the nonfuel $\overline{\nu}_{e}$ contributions from HFIR to PROSPECT amount to 1\% above the inverse beta decay threshold with a maximum contribution of 9\% in the 1.8--2.0~MeV range. Nonfuel contributions can be particularly high for research reactors like HFIR because of the choice of structural and reflector material in addition to the intentional irradiation of target material for isotope production. We show that typical commercial pressurized water reactors fueled with low-enriched uranium will have significantly smaller nonfuel $\overline{\nu}_{e}$ contribution.

We report the first measurement of coherent elastic neutrino-nucleus scattering (\cevns) on argon using a liquid argon detector at the Oak Ridge National Laboratory Spallation Neutron Source. Two independent analyses prefer \cevns over the background-only null hypothesis with greater than $3\sigma$ significance. The measured cross section, averaged over the incident neutrino flux, is (2.2 $\pm$ 0.7) $\times$10$^{-39}$ cm$^2$ -- consistent with the standard model prediction. Radioactive $^{129}$Sb, which can be treated as a proton plus semi-magic $^{128}$Sn core within the particle-core coupling scheme, was studied by Coulomb excitation. Reduced electric quadrupole transition probabilities, $B(E2)$, for the $2^+$ $\times$ $\pi g_{{7/2}}$ multiplet members and candidate $\pi d_{{5/2}}$ state were measured. The results indicate that the total electric quadrupole strength of $^{129}$Sb is a factor of 1.39(11) larger than the $^{128}$Sn core, which is in stark contrast to the expectations of the empirically successful particle-core coupling scheme. Shell-model calculations performed with two different sets of nucleon-nucleon interactions suggest that this enhanced collectivity is due to constructive quadrupole coherence in the wavefunctions stemming from the proton-neutron residual interactions, where adding one nucleon to a core near a double-shell closure can have a pronounced effect. The enhanced electric quadrupole strength is an early signal of the emerging nuclear collectivity that becomes dominant away from the shell closure., Comment: Accepted, Physical Review Letters

The possibility of relatively fast neutron oscillations into a mirror neutron state is not excluded experimentally when a mirror magnetic field is considered. Direct searches for the disappearance of neutrons into mirror neutrons in a controlled magnetic field have previously been performed using ultracold neutrons, with some anomalous results reported. We describe a technique using cold neutrons to perform a disappearance and regeneration search, which would allow us to unambiguously identify a possible oscillation signal. An experiment using the existing General Purpose-Small Angle Neutron Scattering instrument at the High Flux Isotope Reactor at Oak Ridge National Laboratory will have the sensitivity to fully explore the parameter space of prior ultracold neutron searches and confirm or refute previous claims of observation. The COHERENT experiment is well poised to test sub-GeV dark matter models using low-energy recoil detectors sensitive to coherent elastic neutrino-nucleus scattering (CEvNS) in the $\pi$-DAR neutrino beam produced by the Spallation Neutron Source. We show how a planned 750-kg liquid argon scintillation detector would place leading limits on scalar light dark matter models, over two orders of magnitude of dark matter mass, for dark matter particles produced through vector and leptophobic portals in the absence of other effects beyond the standard model. The characteristic timing structure of a $\pi$-DAR beam allows a unique opportunity for constraining systematic uncertainties on the standard model background in a time window where signal is not expected, enhancing expected sensitivity. Additionally, we discuss future prospects, further increasing the discovery potential of CEvNS detectors. Such methods would test the calculated thermal dark matter abundance for all couplings $\alpha'\leq1$ within the vector portal model over an order of magnitude of dark matter masses.

Coherent elastic neutrino-nucleus scattering (CEvNS) is the dominant neutrino scattering channel for neutrinos of energy $E_\nu < 100$ MeV. We report a limit for this process using data collected in an engineering run of the 29 kg CENNS-10 liquid argon detector located 27.5 m from the Oak Ridge National Laboratory Spallation Neutron Source (SNS) Hg target with $4.2\times 10^{22}$ protons on target. The dataset yielded $< 7.4$ observed CEvNS events implying a cross section for the process, averaged over the SNS pion decay-at-rest flux, of $<3.4 \times 10^{-39}$ cm$^{2}$, a limit within twice the Standard Model prediction. This is the first limit on CEvNS from an argon nucleus and confirms the earlier CsI non-standard neutrino interaction constraints from the collaboration. This run demonstrated the feasibility of the ongoing experimental effort to detect CEvNS with liquid argon.

The Precision Reactor Oscillation and Spectrum (PROSPECT) Experiment is a reactor neutrino experiment designed to search for sterile neutrinos with a mass on the order of 1 eV/c$^2$ and to measure the spectrum of electron antineutrinos from a highly-enriched $^{235}$U nuclear reactor. The PROSPECT detector consists of an 11 by 14 array of optical segments in $^{6}$Li-loaded liquid scintillator at the High Flux Isotope Reactor in Oak Ridge National Laboratory. Antineutrino events are identified via inverse beta decay and read out by photomultiplier tubes located at the ends of each segment. The detector response is characterized using a radioactive source calibration system. This paper describes the design, operation, and performance of the PROSPECT source calibration system.

PROSPECT, the Precision Reactor Oscillation and SPECTrum experiment, is a short-baseline reactor antineutrino experiment designed to provide precision measurements of the $^{235}$U product $\overline{\nu}_e$ spectrum of utilizing an optically segmented 4-ton liquid scintillator detector. PROSPECT's segmentation system, the optical grid, plays a central role in reconstructing the position and energy of $\overline{\nu}_e$ interactions in the detector. This paper is the technical reference for this PROSPECT subsystem, describing its design, fabrication, quality assurance, transportation and assembly in detail. In addition, the dimensional, optical and mechanical characterizations of optical grid components and the assembled PROSPECT target are also presented. The technical information and characterizations detailed here will inform geometry-related inputs for PROSPECT physics analysis, and can guide a variety of future particle detection development efforts, such as those using optically reflecting materials or filament-based 3D printing., Comment: 31 pages, 28 figures

This work reports the production and characterization of lithium-loaded liquid scintillator (LiLS) for the Precision Reactor Oscillation and Spectrum Experiment (PROSPECT). Fifty-nine 90 liter batches of LiLS (${}^6{\rm Li}$ mass fraction 0.082%$\pm$0.001%) were produced and samples from all batches were characterized by measuring their optical absorbance relative to air, light yield relative to a pure liquid scintillator reference, and pulse shape discrimination capability. This Letter reports the first measurement of the $^{235}$U $\overline{\nu_{e}}$ energy spectrum by PROSPECT, the Precision Reactor Oscillation and Spectrum experiment, operating 7.9m from the 85MW$_{\mathrm{th}}$ highly-enriched uranium (HEU) High Flux Isotope Reactor. With a surface-based, segmented detector, PROSPECT has observed 31678$\pm$304 (stat.) $\overline{\nu_{e}}$-induced inverse beta decays (IBD), the largest sample from HEU fission to date, 99% of which are attributed to $^{235}$U. Despite broad agreement, comparison of the Huber $^{235}$U model to the measured spectrum produces a $\chi^2/ndf = 51.4/31$, driven primarily by deviations in two localized energy regions. The measured $^{235}$U spectrum shape is consistent with a deviation relative to prediction equal in size to that observed at low-enriched uranium power reactors in the $\overline{\nu_{e}}$ energy region of 5-7MeV.

The neutron-shell structure of $^{25}$F was studied using quasi-free (p,2p) knockout reaction at 270A MeV in inverse kinematics. The sum of spectroscopic factors of $\pi$0d$_{5/2}$ orbital is found to be $1.0 \pm 0.3$. However, the spectroscopic factor for the ground-state to ground-state transition ($^{25}$F, $^{24}$O$_{g.s.}$) is only $0.36\pm 0.13$, and $^{24}$O excited states are produced from the 0d$_{5/2}$ proton knockout. The result shows that the $^{24}$O core of $^{25}$F nucleus significantly differs from a free $^{24}$O nucleus, and the core consists of 35% $^{24}$O$_{g.s}$. and 65% excited $^{24}$O., Comment: 5 pages, 5 figures

The Precision Reactor Oscillation and Spectrum Experiment, PROSPECT, is designed to make both a precise measurement of the antineutrino spectrum from a highly-enriched uranium reactor and to probe eV-scale sterile neutrinos by searching for neutrino oscillations over meter-long baselines. PROSPECT utilizes a segmented $^6$Li-doped liquid scintillator detector for both efficient detection of reactor antineutrinos through the inverse beta decay reaction and excellent background discrimination. PROSPECT is a movable 4-ton antineutrino detector covering distances of 7m to 13m from the High Flux Isotope Reactor core. It will probe the best-fit point of the $\bar\nu_e$ disappearance experiments at 4$\sigma$ in 1 year and the favored regions of the sterile neutrino parameter space at more than 3$\sigma$ in 3 years. PROSPECT will test the origin of spectral deviations observed in recent $\theta_{13}$ experiments, search for sterile neutrinos, and address the hypothesis of sterile neutrinos as an explanation of the reactor anomaly.
