The authors studied the influence of the main legislative changes of 2018 on the work of enterprises. They gave their legal assessment. They focused on amendments made to the tax legislation, which directly affects the financial condition of any organization. This analysis was conducted on the basis of the direct use of federal laws that have been published recently, Government decrees, Orders of the Federal Tax Service of Russia, Decrees of the Constitutional Court of the Russian Federation and other primary sources. Some of the innovations are paid special attention. In particular, it became possible, under certain conditions, to receive installment plan if the company is not able to pay additional charges based on the results of the tax audit. Chapter 25 of the Tax Code of the Russian Federation on profit tax has a fundamentally new concept of investment tax deduction, which allows a number of companies to significantly reduce this budget payment. The composition of expenses of organizations for training employees, recorded for profit tax purposes, has been expanded. The system "tax free", which contains many features in the part of VAT, has been activated in Russia. Exporters were given the opportunity to refuse to apply the zero rate. Regarding the income tax for natural persons, amendments were made for the case of reorganization of the enterprise. In this regard, the most important reporting forms were updated: 2-НДФЛ and 6-НДФЛ. The entirely new forms are used for property taxes. This applies to declarations on corporate property tax, transport and land taxes. The Federal Tax Service has already issued control ratios for them. This is very important for self-assessment. Changes in insurance premiums have also been analyzed, for the calculation of which the limit bases have grown. In addition, a new form of СЗВ-СТАЖ, followed by the form of ОДВ-1. inspectors received more reasons not to accept the calculation of insurance premiums. It is noted that the judges recently made several important verdicts that will help companies in their practical activities. Also, significant changes in the part of inspections, labor legislation, civil and accounting legislation were analyzed. Advice on the use of innovations is given, explanations of officials and arbitration cases are given. This will allow companies to organize their activities in the best possible way.

A study was carried out on the preparation and properties of film materials obtained from hydroxyethylcellulose filled with micro- and nanocrystalline cellulose, which may hold promise for use as nonpolluting biodegradable coatings or films. We studied the effect of size (micro- or nanocrystalline cellulose), means of dispersion (mechanical stirring or ultrasonic treatment), and filler concentration on the deformation-strength properties of filled hydroxyethylcellulose films. The effect of the means of dispersion on the structure and properties of the matrix derived from two different types of hydroxyethylcellulose and on the efficiency of dispersion of the filler was studied by viscosimetry, UV spectrophotometry, and optical microscopy. Independently of the type of hydroxyethylcellulose, ultrasonic treatments leads to a reduction in the viscosity of their solutions and increase in optical transparency but the effect of such treatment has significantly different effects on the deformationstrength properties of both unfilled films and the films filled with micro- and nanocrystalline cellulose.

We consider the minimization problem for a symmetric quasiconvex function defined by an oracle on the set of integer points of a square. We formulate an optimality criterion for the solution, obtain a logarithmic lower bound for the complexity of the problem, and propose an algorithm for which the number of inquiries to the oracle is at most thrice the lower bound.

In this paper, we consider the class of quasiconvex functions and its proper subclass of conic functions. The integer minimization problem of these functions is considered in the paper, assuming that an optimized function is defined by the comparison oracle. We will show that there is no a polynomial algorithm on $\log R$ to optimize quasiconvex functions in the ball of integer radius $R$ using only the comparison oracle. On the other hand, if an optimized function is conic, then we show that there is a polynomial on $\log R$ algorithm. We also present an exponential on the dimension lower bound for the oracle complexity of the conic function integer optimization problem. Additionally, we give examples of known problems that can be polynomially reduced to the minimization problem of functions in our classes., Some new proofs have been added. Some fixes are done

Let $\Delta(A)$ and $\delta(A)$ denote the greatest and the smallest absolute values of a determinant among all $r(A) \times r(A)$ sub-matrices of $A$, where $r(A)$ is the rank of a matrix $A$. We prove that if every $r(A) \times r(A)$ sub-matrix of $A$ has a determinant equal to $\pm \Delta(A)$ or $0$ and $w(P)\ge (\Delta(A)-1)(n+1)$, then $P$ contains $n$ affine independent integer points. Also we have similar results for the case of \emph{$k$-modular} matrices. The matrix $A$ is called \emph{totally $k$-modular} if every square sub-matrix of $A$ has a determinant in the set $\{0,\, \pm k^r :\: r \in \mathbb{N} \}$. When $P$ is a simplex and $w(P)\ge \delta(A)-1$, we describe a polynomial time algorithm for finding an integer point in $P$. Finally we show that if $A$ is \emph{almost unimodular}, then integer program $\max \{c^\top x :\: x \in P \cap \mathbb{Z}^n \}$ can be solved in polynomial time. This article is devoted to the development of a systems approach to evaluating the safety of radwaste repositories. A structural diagram of the geoenvironmental system radiologically-dangerous-object–environment is presented. The scheme of interconnections, acting forces, and changes occurring in the system is examined. Complex safety criteria are determined. The structure proposed for the geoenvironmental factors controlling the safety of a radiologically dangerous object makes it possible to develop appropriate methods of regulating the physical, hydrogeological, and geochemical properties of the protective barriers and the degree to which the environment affects the object. The systems approach developed can be used to evaluate the environmental safety of different objects and make decisions as to the need for restoring the environmental safety of facilities.

This article is devoted to thermophysical studies of a multifunctional cover consisting of natural and artificial materials of a 2.8 m thick near-surface repository. The objectives were to determine the maximum depth of the frost zone and to evaluate the changes of the thermophysical properties of natural materials comprising the cover. The analysis showed that the depth of the frost zone does not drop below 0.6 m. The change of the thermophysical properties of the building materials used for a multifunctional cover is manifested as a decrease in the rate of advance of the temperature field. The thermal insulation properties of the repository are more than adequate – for total cover thickness 2.8 m the depth of the frost zone is 0.6 m.

A strategy for environmental safety of radiologically dangerous objects is examined for one such object. The steps in performing the work oriented toward environmental safety are shown. The most likely variants for handling radioactive wastes are presented. The technological operations performed to ensure environmental safety of the object are examined. The choice of the final variant for increasing environmental safety is made after economic and environmental evaluation. The strategy developed for ensuring environmental safety can be used to examine other radiologically dangerous objects.

The methods and means for performing a radiation survey of objects and grounds of the Kirovo-Chepetsk Chemical Combine are presented. The surveys make it possible to develop a concept and a project for rehabilitating these objects and grounds and to choose a technology for handling radioactive wastes during liquidation or preservation of repositories.

A polyhedron is called integer if its every vertex has integer coordinates. We consider integer polyhedra PI = conv(P ∩ ℤd) defined implicitly; that is, no system of linear inequalities is known for PI but some is known for P. Some estimates are given for the number of vertices of PI.

The construction of the top engineered barrier of a near-surface repository is developed and validated. Thermophysical calculations are performed to estimate the zone of seasonal freezing of the cover structure. The optimal thickness of a multifunctional coating is validated. The multifunctional cover structure has successfully passed an experimental-industrial check under natural conditions. Computational and experimental investigations have shown that the development of a multifunctional seven-layer cover for a near-surface repository makes it possible to arrange a positive temperature field inside the structure year round irrespective of the outside air temperature. Thus, the repository structure and the wastes will be reliably protected from freezing and the destructive effect of temperature-induce deformations.

We carry out an investigation of the P-wave hyperons Λ Σ, and ξ employing the field correlator method in QCD. This method allows us to derive the effective Hamiltonian (EH) approach successfully applied to the meson and ground-state baryon spectra. The EH is written in the form of the nonrelativistic three-quark Hamiltonian with perturbative Coulomb-like and nonperturbative string interactions and the specific mass term. We solve the three-quark problem using the hyperspherical approach. With only two parameters, the string tension σ and the strong coupling constant αs, a unified quantitative description of the ground and excited hyperon states is achieved. In particular, we predict that all the hyperon states have the similar cost (in Δ) ∼460 MeV.

35. Inclusive pentaquark and strange baryons production in pp and Σp collisions at high energy

We calculate the cross sections for the inclusive production in the fragmentation region of $\Theta^+(1540)$ and $\Lambda(1520)$ in $pp$ collisions and $\Lambda(1520)$ in $\Sigma p$ collisions at high energy using the $K$- and $\pi$-meson exchange diagrams, respectively. The contributions of these diagrams survive at asymptotically large energies and are energy independent in this region up to logarithmic and power corrections. We find that inclusive $\Theta^+(1540)$ production should be at the level of 1 $\mu\mathrm{b}\times\Gamma_{\Theta KN}/ 1$ MeV. The ratio of the $\Theta^+(1540)$ over the $\Lambda(1520)$ yields is found to be $\sim 1%$. The fraction of $\Lambda(1520)$ yields in $\Sigma p$ and $pp$ collisions is $\sim 2.7$ that quantitatively agrees with the preliminary result of the Fermilab fixed target experiment E781., Comment: 5 pages, 5 figures, 1 table; RevTeX4

This article in honor of Yurii Antonovich Simonov’s 70th birthday reviews some recent work related to the semiclassical approach to QCD at finite temperature based on classical solutions with nontrivial holonomy. By cooling Monte Carlo generated lattice SU(2) gauge fields, we investigate approximate solutions of the classical field equations as a possible starting point for rethinking the semiclassical approximation of the path integral. We show that old findings of cooling have to be reinterpreted in terms of Kraan-van Baal solutions with generically nontrivial holonomy instead of Harrington-Shepard caloron solutions with trivial holonomy. The latter represent only a subclass of possible topological configurations and for T < Tc seem to become suppressed due to quantum fluctuations.

We investigate numerically 10 - dimensional Euclidean quantum gravity (with discretized Einstein - Hilbert action) in the framework of the dynamical triangulation approach. For the considered values of the gravitational coupling we observed two phases, the behavior of which is found to be similar to that of the crumpled and elongated phases of 3, 4 and 5 dimensional models. Surprisingly, (for the observed lattice sizes) the natural state of the 10 D system (when the Einstein - Hilbert action is turned off) is found to resemble branched polymer while in the low dimensional systems the natural state belongs to the crumpled phase., accepted for the publication in Phys.Lett.B

From the fact that the nonperturbative self-energy contribution $C_{\rm SE}$ to the heavy meson mass is small: $C_{\rm SE}(b\bar{b})=0$; $C_{\rm SE}(c\bar{c})\cong -40$ MeV \cite{ref.01}, strong restrictions on the pole masses $m_b$ and $m_c$ are obtained. The analysis of the $b\bar{b}$ and the $c\bar{c}$ spectra with the use of relativistic (string) Hamiltonian gives $m_b$(2-loop)$=4.78\pm 0.05$ GeV and $m_c$(2-loop)$=1.39 \pm 0.06$ GeV which correspond to the $\bar{\rm MS}$ running mass $\bar{m}_b(\bar{m}_b)=4.19\pm 0.04$ GeV and $\bar{m}_c(\bar{m}_c)=1.10\pm 0.05$ GeV. The masses $\omega_c$ and $\omega_b$, which define the heavy quarkonia spin structure, are shown to be by $\sim 200$ MeV larger than the pole ones.

We consider the SU(2) lattice gauge model and investigate numerically the continuum limit of the simple center vortices which are singular configurations of the gauge fields. We found that the vortices remain alive in the continuum theory. Also we investigate the Creutz ratio and found that for all $\beta$ it vanishes for those field configurations which do not contain the simple center vortices inside the considered Wilson loop. Two-and three-body decays of γ(5S) into BB, BB*, B*B*, BsBs, BsBs*, and BB*π, B*B*π are evaluated using the theory developed earlier for dipion-bottomonium transitions. The theory contains only two parameters—vertex masses Mbr and Mω—known from the dipion spectra and width. Predicted values of Γtot(5S) and six partial widths Γk(5S), k = BB, BB*, ... are in agreement with the experiment. The decay widths Γ5S(πBB*) and Γ5S(πB*B*) are also calculated and found to be on the order of 10 keV.

We present the results of the numerical calculation of the probability distribution of the value of the monopole creation operator in $SU(2)$ lattice gluodynamics. We work in the maximal abelian projection. It occurs that at the low temperature, below the deconfinement phase transition the maximum of the distribution is shifted from zero, which means that the effective constraint potential is of the Higgs type. Above the phase transition the minimum of the potential (the maximum of the monopole field distribution) is at the zero value of the monopole field.
