Abstract

Sustainable energy projects can help societies reduce climate change’s negative impacts. In the present paper, published studies regarding European community energy schemes (CESs) were analysed to investigate CESs’ barriers and drivers towards including community members and, more specifically, vulnerable groups. This review followed the PRISMA guidelines to ensure transparency. Exclusion and inclusion criteria were defined to select the proper articles and books that were aligned with the scope of this review. A total of 143 publications from 2019 to February 2024 were considered and selected. Content analysis was used to outline the various definitions of energy poverty, vulnerable groups, and CESs as well as the different strategies and approaches followed by European countries to tackle energy poverty and increase public engagement in CESs. This research suggests that environmental citizenship is a concept that can bring individuals and society together to promote changes in energy-related behaviours. The outcome reveals factors that enhance community energy acceptance and social cohesion such as providing energy education or education for sustainability to community members, financial support, increased prosocial culture, and the participation of vulnerable groups in CESs. This can be achieved through various interventions to help community members, including vulnerable groups, understand sustainable energy behaviour and thus reduce energy poverty.

3. Windfarm acceptability and the co-operative model of local ownership

Abstract

UK and European renewable energy targets require a wider deployment of wind energy if they are to be met. Despite a growing installed capacity of wind energy, social acceptability of wind farms is still a social factor hindering the pace of deployment. In recent years, community involvement in renewable energy projects has been increasingly advocated by many as a positive factor leading to several benefits including a wider acceptability. Interest has been risen by community schemes of whole or partial ownership of wind farms. This thesis draws on a range of social and psychological theories to propose an original integrated theoretical framework to explain social acceptability of wind and to research the suitability of the co-operative scheme of community ownership in overcoming local opposition to wind projects. Two studies were carried out: a qualitative study surveyed the community co-operative case of Westmill in England and a quantitative postal survey investigated the opinions of residents living up to a distance of ten kilometres from four proposed wind farms in Scotland. It was found that perceived local costs and benefits and social and individual resources influence acceptability of proposed wind farms. Further, the co-operative scheme appears not to be regarded as capable of affecting substantially acceptability, nevertheless participants acknowledge its suitability to benefit the community of the chance of participating in the revenue of the wind farm and in building social capital.

Abstract

Energy Justice (EJ) and particularly Energy equality (EE), arguably a radical conceptualization of energy justice, advocated for distributional justice and policies addressing distributional inequalities. Distributional policies are known to be contentious and often raise debates on the opportunity to interfere with the free-market allocation of goods in capitalistic economies. Whether EE inspired policies might be considered implementable or not depends on their social acceptability. Therefore, holding on to previous research findings pointing to the higher acceptability of equitable climate policies and the relationship between economic inequality and environmental degradation, we analyse EU data regarding income and income and wealth inequality and data from the H2020 ECHOES project, which consists of an extensive European survey of household energy consumption attitudes. We found that economic equality accounts for 41% of the variance explained at the country level of our sustainable energy care index (SECI), accounting for sustainable energy attitudes. We conclude that the interplay between economic equality and sustainable energy attitudes deserves further attention and might warrant a broader discussion about distributive policies within and beyond the energy sector.

16. Developing a Theoretical Framework to Explain the Social Acceptability of Wind Energy

Abstract

The social acceptability of wind farms has been researched for several decades now, with the first research tracing back to the 1980s. This paper aims to deliver a literature review within the structural framework proposed by the paper of variables influencing the acceptability of wind farms. The large amount of research published on the social acceptability of wind farms requires an effort to identify and categorise variables to deliver a holistic understanding of opposition and support to wind energy. We classify the variables into three main categories: first, ‘psychological variables’, including perceived benefits and costs, emotions, and attitudes; second, ‘contextual variables’, including community energy schemes and media influence; and finally, third, ‘personal resources’, including income or wealth, place of residence, and relevant knowledge in relation to the wind farm. In agreement with other scholars, we argue that NIMBYism (not in my backyard) is an outdated and simplistic explanation for opposition to wind farms. Instead, we provide a theoretical framework to explain the acceptability of wind energy and show how these variables might influence both acceptance and opposition.

Abstract

The aim of this report is to provide information on inspiring practice cases of bottom-up initiatives across the 34 countries that have been mapped within the ACCTING EU project. The report examines the types and characteristics of the initiatives mapped. In Chapter 1, the main Concepts & Methods of ACCTING EU project are introduced. In Chapter 2 the research activity of ‘mapping Bottom-Up Initiative (BUIs)’ is described. Further in Chapter 3, the mapped BUIs are presented according to the eight research lines. In this central chapter for each research line an analysis of the bottom-up initiatives is presented highlighting common themes of implementation, justice profiles and specific barriers and drivers. Chapter 4 and Chapter 5, Discussion and Final Remarks, discuss the results of the analysis of all the mapped BUIs across the different research lines. What emerges is that most BUIs focus on the themes of food and land; energy is also a central issue. Further, the BUIs surveyed appear to focus mostly on the vulnerabilities based on income, rural/urban gap, age, and ethnicity. They are led by various actors, principally citizens' and community organisations, voluntary organisations, NGOs, and micro and small enterprises, suggesting a vitality of the civil society in promoting the green transition. However, local authorities and the public sector influence barriers and drivers for many BUIs. Drivers that propel many of the BUIs include internally held resources such as finances, awareness,information, knowledge and education (AIKE) and pro-environmental and prosocial attitudes. Additionally, the analysis highlights that, contextual drivers and barriers, such as prosocial culture in the community, play a role in supporting collective actions, particularly at the neighbourhood level, where social bonds are active and strong. The research presented, albeit non-conclusive and part of a larger research process within the ACCTING project, suggests that societies still face a wide problem of distributive justice and recognition justice that civil society actors consider a priority in promoting the green transition. The analysis also shows a window of opportunity for learning, knowledge transfer and future research: while there is a relatively low number of BUIs explicitly addressing gender+ inequality issues, they do exist. The challenge for future research is to learn from those BUIs that do address gender+ inequalities and to transfer these insights to those who do not, as well as to translate this knowledge to operational recommendations.

In this work, we discuss how both contractualism, in the Western tradition, and communitarianism, in the African interpretation based on the idea of Ubuntu, conceptualise intergenerational justice. Even though both philosophical theories, taking into account differences and shortcomings, provide theoretical answers to intergenerational justice dilemmas, the implementation of actual policies in the interest of future individuals does not follow straightforwardly. 45. Energy equality and energy sufficiency: new policy principles to accelerate the energy transition

Abstract

Energy equality (EE) is a novel concept, and its tentative definition was recently presented as follows: “Providing all individuals with equal opportunities of using energy services, energy technologies, and consuming energy and embodied energy for satisfying personal needs and holding capabilities” (Pellegrini-Masini, 2018, p. 13). The complexity of the concept and its relation to widely used concepts such as “needs”, “capabilities”, “energy justice”, “environmental justice”, “distributional justice” and “energy sufficiency” deserve to be analysed and discussed. Nevertheless, EE appears as a concept that is susceptible to inspire energy policies pursuing higher levels of distributional equity and the reduction of CO2 emissions.Distributional policies though, are known to be contentious and often raise debates on the opportunity of interfering with the free market allocation of goods in capitalistic economies. Whether EE inspired policies might be considered feasible and implementable depends on their expected social acceptance. In this paper, we discuss the interrelation of EE with other concepts at the core of energy consumption policies and we discuss the profile of social acceptability of the policies that might be informed by EE.
