By Presidential decree No. 215 of 15 may 2018 “On the structure of Federal Executive bodies”, the Ministry of education was transformed into the Ministry of education of the Russian Federation and the Ministry of science and higher education of the Russian Federation (hereinafter - the Ministry of education). One of the structural divisions of the Ministry of education is the Department of international cooperation (hereinafter-DIC). One of the projects supervised by the DIC is the program of external academic mobility, as a result of which Russian citizens have the opportunity to fully or partially undergo training (scientific training) in more than 20 foreign countries (hereinafter - the program of the EAM). Cooperation is carried out in accordance with intergovernmental agreements, orders of the Government of the Russian Federation, interdepartmental agreements of the Ministry of education of the Russian Federation, concluded within the framework of international scientific and educational cooperation programs. This article presents the results of the analysis of the effectiveness of the program for the last 5 years, as well as the results of the analysis of industry statistics on the financing of research in the framework of international scientific and educational cooperation.

The article studies statistical data in the field of education export and research activities of Russian universities subordinate to the Ministry of Science and Higher Education of the Russian Federation (hereinafter – the Ministry of Education and Science of Russia) and examines the impact of sanctions of “unfriendly countries” on the educational export programs effectiveness in Russian universities and effectiveness of research activities of organizations subordinate to the Ministry. In 2022 a hypothesis has been put forward that there is no significant impact of the sanctions of “unfriendly countries” on the effectiveness of research activities and educational export programs in Russian universities (in the short term), provided that the existing mechanisms of university science state management are functioning. New data collected in 2023 based on the analysis results of the reports of universities subordinate to the Ministry of Education and Science of Russia made it possible to verify the Hypothesis. As a study result, it was shown that, subject to the functioning of the existing mechanisms of the higher education system state regulation, the scientific and educational activities of Russian universities in the field of international cooperation are not only little vulnerable to sanctions from “unfriendly countries”, but also have the potential for development. The authors emphasize that the effectiveness of educational activities of Russian universities subordinated to the Ministry of Education and Science of Russia in the field of international cooperation is higher than scientific and technical.

Monitoring of pink salmon (Oncorhynchus gorbuscha) migration to the estuaries and spawning grounds in the rivers of southeastern and southwestern Sakhalin, including the Aniva Bay, was conducted in summer 2022 using a no-tipping technique with unmanned aerial vehicles (UAV). Abilities, advantages and disadvantages of UAV use for such surveys are discussed to provide a scientific basis for improved management of salmon fishery in the Far East of Russia.

Nuclear Experiment - Abstract
We present measurements of net charge fluctuations in $Au + Au$ collisions at $\sqrt{s_{NN}} = $ 19.6, 62.4, 130, and 200 GeV, $Cu + Cu$ collisions at $\sqrt{s_{NN}} = $ 62.4, 200 GeV, and $p + p$ collisions at $\sqrt{s} = $ 200 GeV using the dynamical net charge fluctuations measure $\nu_{+-{\rm,dyn}}$. We observe that the dynamical fluctuations are non-zero at all energies and exhibit a modest dependence on beam energy. A weak system size dependence is also observed. We examine the collision centrality dependence of the net charge fluctuations and find that dynamical net charge fluctuations violate $1/N_{ch}$ scaling, but display approximate $1/N_{part}$ scaling. We also study the azimuthal and rapidity dependence of the net charge correlation strength and observe strong dependence on the azimuthal angular range and pseudorapidity widths integrated to measure the correlation., Comment: 15 pages, 6 figures, STAR Collaboration

Nuclear Experiment - Abstract
We report the measurements of $\Sigma (1385)$ and $\Lambda (1520)$ production in $p+p$ and $Au+Au$ collisions at $\sqrt{s_{NN}} = 200$ GeV from the STAR collaboration. The yields and the $p_{T}$ spectra are presented and discussed in terms of chemical and thermal freeze-out conditions and compared to model predictions. Thermal and microscopic models do not adequately describe the yields of all the resonances produced in central $Au+Au$ collisions. Our results indicate that there may be a time-span between chemical and thermal freeze-out during which elastic hadronic interactions occur., Comment: 6 pages, 3 figures, Phys. Rev. We report first results on elliptic flow of identified particles at midrapidity in Au+Au collisions at sqrt[sNN] = 130 GeV using the STAR TPC at RHIC. The elliptic flow as a function of transverse momentum and centrality differs significantly for particles of different masses. This dependence can be accounted for in hydrodynamic models, indicating that the system created shows a behavior consistent with collective hydrodynamical flow. The fit to the data with a simple model gives information on the temperature and flow velocities at freeze-out.

The impact of the trigate GaN high electron mobility transistor (HEMT) body geometry on the device RF performance is investigated by 3-D numerical simulations. The trigate concept is a viable approach to achieve normally off operation and to suppress short-channel effects. The effect of gate length scaling on the RF behavior is studied and guidelines for design improvements are provided. Furthermore, it is shown that trigate HEMTs with improved body design and/or InAlN barriers causing a higher polarization charge than AlGaN can exhibit better RF figures of merit than planar GaN HEMTs.

The article analyzes the formation and operation of small innovative enterprises, established by Russian universities in the context of the technology platforms program, implemented in Russia and based on the experience of the developed countries. Facilitating the commercialization of university research activities by providing them with the right to set up small innovative businesses is a new phenomenon for Russia. This state program has been implemented since 2010 with legal and financial support from the government, the goal being the cooperation between universities, academic and industrial research institutions with industry. Established by universities, small enterprises are to serve as a link between research carried out at universities and manufacturers of innovative products; besides, the university innovative enterprises are to shift scientific products into innovative production. Taking the statistics of the Ministry of Education and Science of the Russian Federation and the experts’ analysis as the basis for the research, the authors consider the challenges of setting up a university innovative enterprise, their non-uniform geographic distribution, excessive dependence on the state budget, insufficient involvement in the competitive market environment, serious bureaucratic and financial obstacles to their productive functioning. A large-scale study, carried out by the authors, shows that, in general, from 2011 to 2015 the performance of university innovative enterprises did not become profitable and what’s more, a third of them had to declare bankruptcy. The article considers the reasons for the failure of university innovative enterprises to meet the expectations entrusted by their founders, as well as it considers their development potential.

We study the beam-energy and system-size dependence of phi meson production (using the hadronic decay mode phi -> K(+) K(-)) by comparing the new results from Cu + Cu collisions and previously reported Au + Au collisions at root s(NN) = 62.4 and 200 GeV measured in the STAR experiment at RHIC. Data presented in this Letter are from mid-rapidity (vertical bar y vertical bar ) and net strangeness = 2 (Xi). The enhancement for phi mesons is observed to be higher at root s(NN) = 200 GeV compared to 62.4 GeV. These observations for the produced phi(s (s) over bar) mesons clearly suggest that, at these collision energies, the source of enhancement of strange hadrons is related to the formation of a dense partonic medium in high energy nucleus-nucleus collisions and cannot be alone due to canonical suppression of their production in smaller systems. The synthesis and structural characterization of a series of zwitterionic lambda(super 5)Si-silicates with a (2,2,6,6-tetramethylpiperidinio)methyl group and two identical bidentate ligands derived from glycine, (S)-alanine, (S)-phenylalanine, glycolic acid, (S)-lactic acid, (S)-3-phenyllactic acid, or (S)-mandelic acid are described. The chiral lambda(super 5)Si-silicates with ligands derived from optically active alpha-amino acids or hydroxycarboxylic acids are isolated as enantiomerically and diastereomerically pure compounds.

We study the energy dependense of the transverse momentum (PT) spectra for charged pions, protons and anti-protons for An + An collisions at root(NN)-N-s = 62.4 and 200 GeV. Data are presented at mid-rapidity (broken vertical bar y broken vertical bar 7 GeV/c) the modification is similar for both energies. The p/pi(+) and (p) over bar/pi(-) ratios for central collisions at root(NN)-N-s = 62.4 GeV peak at PT similar or equal to 2 GeV/c. In the PT range where recombination is expected to dominate, the p/pi(+) ratios at 62.4 GeV are larger than at 200 GeV, while the (p) over bar/pi(-) ratios are smaller. For PT > 2 GeV/c, the (p) over bar/pi(-) ratios at the two beam energies are independent of P-T and centrality indicating that the dependence of the (p) over bar/pi(-) ratio on P-T does not change between 62.4 and 200 GeV. Measurements of two-particle correlations on transverse momentum $p_t$ for Au-Au collisions at $\sqrt{s_{NN}} = 130$ GeV are presented. Significant large-momentum-scale correlations are observed for charged primary hadrons with $0.15 \leq p_t \leq 2$ GeV/$c$ and pseudorapidity $|\eta| \leq 1.3$. Such correlations were not observed in a similar study at lower energy and are not predicted by theoretical collision models. Their direct relation to mean-$p_t$ fluctuations measured in the same angular acceptance is demonstrated. Positive correlations are observed for pairs of particles which have large $p_t$ values while negative correlations occur for pairs in which one particle has large $p_t$ and the other has much lower $p_t$. The correlation amplitudes per final state particle increase with collision centrality. The observed correlations are consistent with a scenario in which the transverse momentum of hadrons associated with initial-stage semi-hard parton scattering is dissipated by the medium to lower $p_t$., Comment: 12 pages, 5 figures

Identified mid-rapidity particle spectra of pi(+/-), K+/-, and p((p) over bar) from 200 GeV p + p and d + Au collisions are reported. A time-of-flight detector based on multi-gap resistive plate chamber technology is used for particle identification. The particle-species dependence of the Cronin effect is observed to be significantly smaller than that at lower energies. The ratio of the nuclear modification factor (R-dAu) between protons (p + (p) over bar) and charged hadrons (h) in the transverse momentum range 1.2 < p(T) < 3.0 GeV/c is measured to be 1.19 +/- 0.05(stat) +/- 0.03(syst) in minimum-bias collisions and shows little centrality dependence. The yield ratio of (p + (p) over bar)/h in minimum-bias d + Au collisions is found to be a factor of 2 lower than that in Au + Au collisions, indicating that the Cronin effect alone is not enough to account for the relative baryon enhancement observed in heavy ion collisions at RHIC. We report the STAR measurement of ϕ meson production in Au + Au and p + p collisions at s N N = 200 GeV . Using the event mixing technique, the ϕ spectra and yields are obtained at mid-rapidity for five centrality bins in Au + Au collisions and for non-singly-diffractive p + p collisions. It is found that the ϕ transverse momentum distributions from Au + Au collisions are better fitted with a single-exponential while the p + p spectrum is better described by a double-exponential distribution. The measured nuclear modification factors indicate that ϕ production in central Au + Au collisions is suppressed relative to peripheral collisions when scaled by the number of binary collisions ( 〈 N bin 〉 ) . The systematics of 〈 p t 〉 versus centrality and the constant ϕ / K − ratio versus beam species, centrality, and collision energy rule out kaon coalescence as the dominant mechanism for ϕ production.

Mid-rapidity transverse mass spectra and multiplicity densities of charged and neutral kaons are reported for Au+Au collisions at $\snn$=130 GeV at RHIC. The spectra are exponential in transverse mass, with an inverse slope of about 280 MeV in central collisions. The multiplicity densities for these particles scale with the negative hadron pseudo-rapidity density. The charged kaon to pion ratios are $K^+/\pi^- = 0.161 \pm 0.002 {\rm (stat)} \pm 0.024 {\rm (syst)}$ and $K^-/\pi^- = 0.146 \pm 0.002 {\rm (stat)} \pm 0.022 {\rm (syst)}$ for the most central collisions. The $K^+/\pi^-$ ratio is lower than the same ratio observed at the SPS while the $K^-/\pi^-$ is higher than the SPS result. Both ratios are enhanced by about 50% relative to p+p and $\bar{\rm p}$+p collision data at similar energies., Comment: 6 pages, 3 figures, 1 table

We report the first observations of the fourth harmonic (v_4) in the azimuthal distribution of particles at RHIC. The measurement was done taking advantage of the large elliptic flow generated at RHIC. The integrated v_4 is about a factor of 10 smaller than v_2. An overview of the strangeness measurements made by the STAR collaboration at RHIC for Au-Au collisions at √s NN = 130 and 200 GeV plus p-p collisions at √s NN = 200 GeV is presented. A wealth of information has been generated on the kinematics and scale of strange particle production by this experiment. When viewed in combination a picture emerges of particles demonstrating a surprisingly high degree of collective motion, suggestive of strong internal pressure within the source which builds up rapidly. The non-resonance yields are consistent with statistical hadron formation. Although there appears to be a rapid decoupling of the source, resonance particle measurements show signs of rescattering during the hadronic phase. Meanwhile the observed suppression of high momentum probes and their large azimuthal asymmetry indicate that this hot dense matter has significant interactions with particles moving through it.

Values of the ratios in the mid-rapidity yields of Λ / Λ =0.71±0.01( stat. )±0.04( sys. ) , Ξ + / Ξ − =0.83±0.04( stat. )±0.05( sys. ) , Ω + / Ω − =0.95±0.15( stat. )±0.05( sys. ) and K + /K − =1.092±0.023(combined) were obtained in central s NN =130 GeV Au+Au collisions using the STAR detector. The ratios indicate that a fraction of the net-baryon number from the initial system is present in the excess of hyperons over antihyperons at mid-rapidity. The trend in the progression of the baryon ratios, with increasing strange quark content, is similar to that observed in heavy-ion collisions at lower energies. The value of these ratios may be related to the charged kaon ratio in the framework of simple quark-counting and thermal models.

The STAR detector has made a variety of measurements of strange and other hadronic species in Au+Au collisions at s N N = 130 GeV. A comparison of kaon and pion production enables an examination of the systematics of strangeness production with energy by comparing them to lower energy collisions. Anti-baryon to baryon ratios indicate a much reduced net-baryon density and transverse momentum spectra show that a picture of transverse expansion seems appropriate.

Elliptic flow from nuclear collisions is a hadronic observable sensitive to the early stages of system evolution. We report first results on elliptic flow of charged particles at midrapidity in Au+Au collisions at √(sNN) = 130 GeV using the STAR Time Projection Chamber at the Relativistic Heavy Ion Collider. The elliptic flow signal, v₂, averaged over transverse momentum, reaches values of about 6% for relatively peripheral collisions and decreases for the more central collisions. This can be interpreted as the observation of a higher degree of thermalization than at lower collision energies. Pseudorapidity and transverse momentum dependence of elliptic flow are also presented.

The STAR Time Projection Chamber was successfully operated during the first RHIC run in 2000. Most of the STAR contributions reported in these proceedings are based on the analysis of data from the TPC. In this article, we show that the performance achieved by the TPC, in terms of track reconstruction, position resolution, and particle identification are well suited for measuring precise and reliable physics observables.
