A new method for fixing a synthetic graft in preperitoneal plastic surgery of median ventral hernias has been developed. The suggested method was used by us in 32 patients aged 29–75 (the main group). The size of the hernial orifice did not exceed 3 cm in diameter, the size of the hernial sac — 4–5 cm. 28 patients aged 31–74 (the control group) were operated on with the imposition of transaponeurotic sutures in the standard way. According to the main clinical characteristics, both groups were comparable. Among the evaluated indicators, the most significant were the absence of recurrence of hernias in the period from 1 to 5 years in both groups; the absence of postoperative complications in the main group; 2 cases (7.1%) of the postoperative wound hematoma in the control group (the differences are statistically significant); the reduction of the average length of hospital stay after surgery in the main group to 7.0 ± 0.2 days, and in the control group — 8.0 ± 0.1 days (the differences are statistically significant).

The article presents data on the level and structure of neuroendocrine tumors in a group of patients under observation bythe Central Military Clinical Hospital named after Mandrykа P.V. of the Ministry of Defense of the Russian Federation. Information about gender and age characteristics of the group of patients is provided.

Reduction in the amount of accumulated minor actinides (Np, Am, and Cm isotopes), as well as, the long-lived fission products, to the extent possible, is a top-priority task for the nuclear power engineering. Transmutation of this waste in a special-purpose molten-salt burner reactor has been currently proposed as a possible solution for this problem. The objective of the present paper is to investigate basic regularities of Np, Am, and Cm transmutation in the molten salt burner reactor and to determine optimal operational conditions of the reactor. In the optimal equilibrium mode just fluorides of these elements are added into the fuel composition but the fission products are extracted from it. This mode are reached by maintaining a specified actinide concentration. In order to provide the reactor criticality with a lower than optimum actinide concentration, it is required to add plutonium in the feed fuel instead of a certain amount of minor actinides, thus impairing the transmutation efficiency. To keep the critical state in the equilibrium mode, in situations where the actinide concentration is higher than the optimum one, it is essential to extract a portion of fuel with high content of 238Pu. It has been shown that the reactor configuration is the primary factor responsible for optimum actinide concentration value and that this value varies little with the feed fuel composition, the type of salt dissolving agent, and the fuel reprocessing mode. Optimal concentration for the molten-salt burner reactor with the core volume ranging from 2 to 30 m3 is within 17…10 mole %.

The article provides the data on the level and structure of Class IX “Circulatory Ilnesses” morbidity within the dispensary group of CMCH named after Mandryka P.V. A diff erence was noted between the categories of persons under observation and in comparison to morbidity rates according to the data of the Ministry of Health of the Russian Federation.

The author has arranged a comprehensive analysis of the law enforcement practice developed over the past 7 years on the issue of termination of remote employment agreement for based on the additional grounds provided for by the agreement. Conclusions were drawn based on this results that may form the base for further scientific discussion related to improvement of the current legislation still providing for the possibility of establishment of the contractual grounds for dismissal for particular employees. The article includes the analysis of the new specific regulation of termination of employment relations with remote employees based on the Art. 312.8 of the Labour Code of the Russian Federation.

Background: Pre-excitation syndrome (premature excitation of the ventricles) is a congenital anomaly in the structure of the cardiac conduction system and consists in the presence of an additional atrioventricular connection. The possibility to assume the presence of pre-excitation syndrome accompanied by tachycardia based on an electrocardiogram provides a clue to the correct diagnosis and subsequent treatment of the patient. Clinical case description: A clinical case of a 56-year-old patient is presented, who was admitted to the FRCC of the FMBA of Russia in January, 2021 with paroxysms of previously undiagnosed tachycardia. During Holter monitoring, an episode of heart palpitations was recorded. When analyzing an ECG fragment, it was possible, by calculating the tachycardia cycle length, to suspect the presence of a latent ventricular pre-excitation syndrome, which was accompanied by the development of orthodromic atrioventricular reciprocal tachycardia with a bundle branch block on the side of the additional atrioventricular connection (ipsilateral block). The patient underwent endocardial electrophysiological examination to confirm the presence of the bundle, followed by the catheter treatment of the atrioventricular connection. A good postoperative clinical result was obtained. Conclusion: It is important to be able to make a differential diagnosis between the presence of a latent pre-excitation syndrome with the development of orthodromic atrioventricular reciprocal tachycardia with the bundle branch block on the side of the extra atrioventricular junction (ipsilateral block) and other supraventricular tachycardias with an aberration along one of the bundle branches, in order to determine the tactics of the patient management and to control the effectiveness of the treatment.

We present the confirmed validity of the significant explanatory aspect of the thermohydrogravidynamic theory (Simonenko, 2007, 2009, 2012-2020) concerning the evaluated (on April 7, 2021, especially for the presentation on the 11th International Conference on Geology and Geophysics) maximal magnitude 7.725 of the possible most strongest earthquake during the considered (Simonenko, 2020) intensification of the global natural processes of the Earth from December 7, 2019 to April 18, 2020 AD. To obtain the satisfactory explanation of the maximal magnitude M = 7.7 (according to the U.S. Geological Survey) of the strongest earthquake occurred on January 28, 2020 AD (123 km NNW of Lucea, Jamaica) near the calculated (Simonenko, 2020) mean date (February 5, 2020 AD) of the probable most strongest earthquake during the considered (Simonenko, 2020) range from December 7, 2019 to April 18, 2020 AD, we have analyzed the strongest earthquakes of the Earth occurred near the calculated local maximal combined (planetary and solar) integral energy gravitational influences on the internal rigid core of the Earth.

Aim. The aim of this article is to search for the design of an LC light modulator based on a nematic with minimal response time. Methodology. The research method is computer simulation of the integral characteristics of various designs of the LC modulator. The research procedure included a comparison of the integral characteristics of various modulator designs. Results. As a result of the studies, a linear regression was found depending on the total response time of the LC modulator on the twist angle of the nematic structure. It has also been shown that an LC modulator made on the basis of an LC structure with a swivel angle of 270° under antisymmetric boundary conditions with small pre-tilt angles on orienting substrates, operating in the waveguide mode and using a phase film compensator, has optimal integral characteristics. Research implications is to detect linear regression as a function of the total response time of the LC modulator on the twist angle of the nematic structure. The practical significance of the work lies in the fact that the optimal design of the LCD modulator was found, which simultaneously has a small total response time (less than 4 milliseconds) and an acceptable level of contrast ratio (at least 300: 1).

We present the confirmed validity of the prediction (made in unpublished article (Simonenko, 2019b) presented on December 9, 2019 to the journal Energy Research) of the thermohydrogravidynamic theory (Simonenko, 2014) concerning the evaluated probabilities of the forthcoming intensification of the global seismotectonic, volcanic, climatic and magnetic processes of the Earth during the evaluated beginning (from December 7, 2019 to April 18, 2020) of the established in 2012 AD (Simonenko, 2012a) and finally confirmed in 2019 AD (Simonenko, 2019a) “first forthcoming subrange 2020 ÷ 2026 AD of the increased intensification of the Earth” determined by the combined non-stationary cosmic energy gravitational influences on the Earth of the planets (Mercury, Venus, Mars and Jupiter) and the Sun (owing to the gravitational interaction of the Sun with Jupiter, Saturn, Uranus and Neptune).

According to the Resolution of Plenum of the Supreme Court of Ukraine of 27. 03. 1992 № 6 «About practice of consideration by courts of civil cases on claims for compensation of harm» , considering claims for compensation of harm, courts are guided by that the harm caused to the person and property of the citizen is subject to compensation in full by the person which caused it, provided that actions of the last were illegal, between them and damage is the direct causal connection and there are wines of the specified person The article presents some of the problematic issues that arise in the study of the causes of technical damage to property and the definition of material damage as a result of flooding. The relevance of the subject of the article, which is emphasized by the availability of appropriate techniques developed by specialists of state specialized institutions, in particular, forensic experts of the Kyiv research Institute of forensic examinations and the Odessa research Institute of forensic examinations. The definition of the current legislation on material damage is given. The article also points to the need to establish an appropriate defendant in civil disputes that arise when considering material damage, in accordance with the current provisions on the maintenance and maintenance of the housing stock. Fixing of damages is carried out by means of the act of pouring, full-scale inspection, photo fixation. A comprehensive study of the initial data during the survey allows us to provide a clear, impartial opinion on the technical causes of damage and material losses due to flooding. The above information can be used in judicial construction and technical expertise on technical causes of damage and material damage due to flooding.

The aim of the work is to carry out a computer simulation of the influence of the values of the pre-tilt angles and the anchoring energy of LC molecules in thin cells with different twist angles of the structure with antisymmetric boundary conditions on their optical and dynamic characteristics. It is shown that an increase in the values of the pretilt angles of the LC molecules on the orienting surfaces of the cells leads to a slight increase in the contrast ratio in the LC cells with spin angles of 0°, 90° and 270°, with a slight change in the total response time of such cells. In LC cells with a twist angle of the structure of 180°, an increase in the value of the pre-tilt angle leads to a decrease in the contrast ratio and a simultaneous increase in the total response time of such devices. At the same time, a decrease in the anchoring energy in thin LC cells with antisymmetric boundary conditions leads to an increase in the total response time of such modulators for all twist angles of the LC structure. However, for different twist angles of the LC structure, the contrast ratio with a decrease in the anchoring energy of LC molecules with substrates behaves in a different way. Thus, for structures with twist angles of 180° and 270°, the contrast ratio of thin LC cells decreases significantly with the anchoring energy, while for structures with twist angles of 0° and 90°, the contrast ratio increases slightly with decreasing the anchoring energy.

Gold nanostars are a new type of gold nanoparticles with tunable plasmonic properties used in laser-induced biomedical applications. We investigated the effect of nanosecond pulsed laser (1064 nm) on the photomodification of gold nanostars of various sizes using TEM and spectroscopy. Photomodification of gold nanostars strongly depends on the position of their plasmonic peak in the extinction spectrum.

Gold nanostars are one of the new types of nanoparticles with advantages such as plasmon resonance tunability and low toxicity. Therefore, gold nanostars are promising candidates for various biomedical applications including bioimaging, cell optoporation and plasmonic photothermal therapy (PTT) in NIR I, II, and III optical transparency windows of biotissues. However, the stability and possible transformation of gold nanostars under laser irradiation still remains unexplored. In this work, we studied the photomodification of gold nanostars under the 1064-nm nanosecond pulsed laser irradiation by the transmission electron microscopy and spectrophotometry. The photostability of nanostars depends on their morphology and the plasmonic properties. Specifically, for large nanostars with a plasmon resonance at 950 nm remarkable changes occur at a threshold pulse energy of 5 μJ. At this threshold, a significant part of nanostars spikes melts and most of the nanostars start to transform into gold spheres. For higher pulse energies of about 50 μJ, all stars transform into spheres. For smaller gold stars with a plasmon resonance at 680 nm, the changes are less pronounced. Up to pulse energy of 50 μJ, they retain the shape of stars and have spikes on their surface. Moreover, the complete transformation of these stars into spheres does not occur up to pulse energy of about 150 μJ. The obtained results can be important for optimization of PTT treatment with gold nanostars and nanosecond laser irradiation.

Participation of a Joint Institute for Nuclear Research (JINR) team in the research program at the Tevatron at Fermilab is described. In their work on the upgraded CDF Run II detector, the emphasis was placed on top quark physics. The JINR team was fully engaged in the data analysis of the CDF experiment, particularly, in measuring the top quark mass in the dilepton and lepton–jet modes, in measuring the top quark charge, and in searching for the Higgs boson. The JINR team made a decisive contribution to the operation of the scintillation counter subsystem of the CDF muon trigger, to the trigger based on the vertex silicon detector for selection of events with secondary vertices and to the preshower detector of the electromagnetic calorimeter. The team was involved in the construction, upgrading, and operation of the system of scintillation counters and developed a system for the online monitoring of their parameters to ensure their effective operation in Run II. The work of the JINR researchers was highly appreciated by the international CDF collaboration.

The article presents (on 28 February, 2017) the prediction (made on 25 February, 2018) of the established global prediction thermohydrogravidynamic principle (of the developed thermohydrogravidynamic theory containing the cosmic geophysics and the cosmic seismology based on the author’s generalization of the first law of thermodynamics for non-stationary cosmic gravitation of the Solar System and our Galaxy) concerning the first subrange (in 2018) of the strongest intensifications (since 26 February and before 24 August, 2018) of the global seismotectonic, volcanic, climatic and magnetic processes of the Earth determined by the minimal (in 2018 near 26 May, 2018) combined integral energy gravitational influence on the internal rigid core of the Earth (and on the Earth as a whole) of the planets (Mercury, Venus, Mars and Jupiter) and the Sun due to the gravitational interactions of the Sun with Jupiter Saturn, Uranus and Neptune. The prediction is based on the established global prediction thermohydrogravidynamic principle (used for the considered real planetary configurations of the Earth and the planets of the Solar System during the range 2004 ÷ 2018) and on the statistical analysis of the previous strongest earthquakes occurred near the calculated dates of the local minimal combined planetary and solar integral energy gravitational influences (during the range 2004 ÷ 2017) on the internal rigid core of the Earth.

The practical significance of the established generalized differential formula-tion of the first law of thermodynamics (formulated for the rotational coor-dinate system) is evaluated (for the first time and for the mesoscale oceanic eddies) by deriving the general (viscous-compressible-thermal) and partial (incompressible, viscous-thermal) local conditions of the tidal maintenance of the quasi-stationary energy and dissipative turbulent structure of the mesoscale eddy located inside of the individual fluid region of the ther-mally heterogeneous viscous (compressible and incompressible, respective-ly) heat-conducting stratified fluid over the two-dimensional bottom topog-raphy characterized by the horizontal coordinate x along a horizon-tal axis X. Based on the derived partial (incompressible) local condition (of the tidal maintenance of the quasi-stationary energy and viscous-thermal dis-sipative turbulent structure of the mesoscale eddy) and using the calculated vertical distributions of the mean viscous dissipation rate per unit mass and the mean thermal dissipation rate per unit mass in four regions near the observed mesoscale (periodically topographically trapped by nearly two-dimensional bottom topography h(x) eddy located near the northern region of the Yamato Rise in the Japan Sea, the combined analysis of the energy structure of the eddy and the viscous-thermal dissipative structure of turbulence is presented. The convincing evidence is presented of the tidal mechanism of maintenance of the eddy energy and viscous-thermal dissipa-tive structure of turbulence (produced by the breaking internal gravity waves generated by the eddy) in three regions near the Yamato Rise subjected to the observed mesoscale eddy near the northern region of the Yamato Rise of the Japan Sea.

In the present work, the effect of physical constants of an LC material on the integral characteristics of a modulator operating in a waveguide mode in an LC structure with a twist angle of 270 and antisymmetric boundary conditions in the working cell was studied using the method of computer simulation. It is shown that, under antisymmetric boundary conditions, the small value of the total response time of the LC modulator is due to the absence of a “backflow” in the LC cell and the role of only half of the LC working gap thickness in the dynamics of switching between two states in such a device. In addition, it was found that in order to simultaneously achieve high contrast ratios and a short total response time of the device, it is necessary to choose an LC material with a high value of its dielectric anisotropy. In this case, there is an optimal set of elasticity constants for the LC material, which simultaneously realizes a high contrast ratio and a short total response time of the modulator.

The prediction is based on the established global prediction thermohydrogravidynamic principle (used for the considered real planetary configurations of the Earth and the planets of the Solar System during the range 2004 - 2017) and on the statistical analysis of the previous strongest (according to the U.S. Geological Survey) earthquakes occurred in California near the calculated dates of the local maximal combined planetary and solar integral energy gravitational influences (during the range 2004 2016) on the internal rigid core of the Earth.

The problem ofcloud data retrieval for the periods between the fixed terms ofobservations from geostationary satellites is solved using the differential methods for the optical flow. To solve the problem, the possibility of using different methods for computing cloud motion vectors is investigated. The estimates of the accuracy of computed vectors based on artificially generated test sequences are presented. The test results reveal that the accuracy of the optical flow calculation with the modt fied Brox’s method excels the other mentioned methods. The software is implemented for creating the smooth animation of cloud movement using the modified Brox’s method.

The light collection of extruded scintillation strip samples with the help of WLS fibers placed in a longitudinal hole inside of the plates has been measured. The holes are filled with various liquid fillers. Measurements are performed under irradiation by cosmic muons. A method for pumping a liquid filler with a viscosity of more than 10 Pa s into the strip hole with a WLS fiber inside is devised and successfully tested.

The paper proposes a systemic transition from the location and orientation of tolerance product features to linear and angular coordinates in the coordinate system of the product electronic model. The coordinate system is formed by designing datums set with a total informativeness content of six constrains on the object degrees of freedom, three of them being linear and three of them being angular constrains. The main design datums determine the object position in the product and form a generalized coordinate system. Auxiliary design datums determine the position of the attached object on the considered object and form an auxiliary coordinate system. Each element of the product has a certain informativeness content to limit the degrees of freedom, both linear and angular. When forming a Cartesian coordinate system, the datum element transfers piece or all of its informativeness content to it. As a result, the coordinate planes acquire different informativeness of three, two and one, and the coordinate axes acquire that of four, two and zero. The coordinate axes and planes informativeness content determines the number of linear and angular coordinates that can be set relative to them. Similarly, the feature datums informativeness means the number of linear and angular coordinates that must be specified in the coordinate system for its single-task location and orientation. The transition to a coordinate system for standardizing location and orientation deviations demonstrates compliance with a systematic approach that improves the quality of products in terms of the geometric specifications accuracy.
