The main aim of the study is to develop the concept of behavioral finance in the context of the transformation of the investment behavior of individuals in times of global or national turbulence of the socio-economic situation. The subject of the study is a module of socio-economic relations that arises in the process of large-scale crises and shocks in the market of the retail segment of the financial sector of the economy. Research design: the theoretical research is based on papers of the behavioral finance classics, as well as the research of modern domestic and foreign literature. The empirical basis for the application of the statistical-economic method was the official data of The Federal State Statistics Service, Moscow Exchange, Expert RA, etc. The conducted research based on the application of the abstract-logical method allowed us to consider our own conclusions and clarify promising areas for further research. Results: the investment behavior of households during periods of global turbulence is analyzed; specific features of investment behavior and investment potential of Russian citizens are identified; the trend of investment preferences of domestic households during the COVID-19 pandemic is thoroughly studied. Pointing out the transformation of investment behavior of the population that creates prerequisites for the growth of financial risks; promising areas of research of investment behavior of the population during periods of turbulence of various genesis are formulated.

The aim of the study is to develop scientific and methodological recommendations that can contribute to the timely identification of real and potential economic threats in a cluster. In present-day conditions, clusterization is one of the most effective ways to overcome systemic challenges and crisis phenomena in the economy. Integration of independent organizations into clusters, based on principles of localization, integration and synergy, has the purpose of increasing their competitiveness. At the same time, cluster functioning is connected to various risks and threats that reduce sustainable development and affect the level of economic security of both the cluster and its participants. During the research, general scientific methods, such as the generalization, synthesis and analysis of the accumulated scientific results were evaluated in terms of ensuring the economic security of organizations, including their cluster. A number of techniques and methods were applied to develop the proposed integrated approach to assessing the economic security of clusters: typology, identification, rating-and-scores, and the indicative method. A critical assessment of the existing methods for assessing the economic security of clusters was given. It was revealed that the main drawback of these methods is that they do not consider the complicated internal management structure of a cluster. We created a methodology for assessing the economic security of a cluster, which is characterized by a comprehensive approach considering all the possible risks and threats in the functioning of the individual components of the cluster structure.

The formation and development of an entrepreneurial structure is currently one of the prior-ity areas for the development of the country's economy. The adopted project for the imple-mentation of the project “Small and Medium Enterprises and the Support of Individual En-trepreneurs” contains a list of measures aimed at developing small and medium enterprises in the country. The development of the project and its implementation do not guarantee the desired result. Monitoring the progress of the project should be systematic and comprehen-sive. The purpose of this study is to analyze the intermediate results of the implementation of the national project in the field of entrepreneurship development, to identify the weak-nesses of this process. To obtain an objective assessment of the level of entrepreneurship development, we used two groups of statistical data: world indicators estimated by the World Bank, as well as national data presented in Russia and the Federal Tax Service of the Russian Federation. This approach is aimed at implementing the basic principles of economic analysis: objectivity, reliability, complexity of research. We evaluated the effective-ness of the development of enterprises, as well as the position of research on internal pro-cesses taking place in the process of project implementation. We proposed to calculate a composite index for assessing the effectiveness of the system of state support for entrepre-neurship in the regions. The scientific relevance of the research is to provide support for entrepreneurship in the country. It was established that the development of decisions should be accompanied by a detailed analysis. Recommendations are also given regarding the need to clarify the basic concepts and methods for calculating targets to achieve compara-ble data. There were used retrospective analysis, statistical analysis and index method for evaluating indicators.

Повышение социализации общества влияет на расстановку приоритетов и понимание целей и задач развития общества на перспективу. Социализация касается не только функционирования социально-ориентированных предприятий, но и регламентирования политики социальной ответственности на уровне конкретного экономического субъекта. Политика социальной ответственности выстраивается в разных форматах, как в предпринимательских структурах, так и в некоммерческих организациях. Формирование политики социальной ответственности бизнеса и некоммерческих организаций осуществляется согласно международным и федеральным стандартам руководства по социальной ответственности. Проблема поднимаемых в статье вопросов касается отсутствия должного руководства у коммерческих и некоммерческих структур на практике. Цель статьи заключается в исследовании подходов к пониманию социальной ответственности бизнеса и некоммерческих организаций перед своими работниками, применении руководства по социальной ответственности для разработки политики организации и составления социальных отчетов. Обоснована ответственность организаций за разработку и применение социальной политики для защиты прав и гарантий работников на труд, материальное стимулирование, социальное и пенсионное обеспечение. Доказано влияние несоблюдения социальной политики на заинтересованные стороны. Заинтересованные стороны сгруппированы в статье. Рассмотрены основные элементы политики социальной ответственности, в числе которых трудовая практика. В условиях пандемии коронавируса соблюдение трудовой практики позволяет обеспечить защиту интересов трудоспособного населения и снизить социальные риски. Методы научного обобщения и исследования проблем, практики и путей решения вопросов социальной ответственности позволяют наметить приоритетные направления совершенствования социальной политики и трудовой практики, которые гарантировали бы защиту пенсионных прав и пенсионного обеспечения работников.

The study substantiates the possibility of the cluster approach for the development of the healthcare system in Russia. The analysis of foreign experience in the functioning of medical clusters made it possible to identify factors that contribute to their successful development. Based on the assessment of the domestic practice of creating clusters in the healthcare sector, their typification was carried out with the identification of groups of high-tech clusters of biomedical technologies and innovations, medical clusters of drug provision and specialized equipment, clusters of medical services, internships and transfer of medical innovations. The grouping of clusters in the healthcare sector operating in the Russian Federation according to the proposed types showed that there are practically no clusters of medical services that are able to bring the quality of medical care to the population to a higher level in the country. The article identifies the problems that prevent the formation of clusters of medical services on the territory of the regions. To solve these problems, an approach was proposed to create a medical technology park on the basis of public-private partnership, which will serve as the basis for a cluster of medical services and built its structural and functional model.

Within the context of modern management, business organizations need to realize that everything around them is changing: the rules of the game, the participants, the scale of activities, and the size of markets. In other words, nothing is constant. The changes may be both local and global, whereby developments may affect different fields: executive and administrative, technical and economic, social and public, informative and analytical. Managerial decisions taken inside an organization under the aforementioned conditions require sound theoretical grounds for selection in terms of potential risks and current and future economic effects. Traditionally, long-term decisions on setting goals for an activity of a business organization and determining ways to achieve them are considered within the framework of strategic planning, as a result of which a development strategy is formed. However, under current circumstances, the place and role of change management in the strategy of business organizations requires reinterpretation. The academic originality of this contribution lies in the specification of a concept for change management with regards to the activities of business organizations based on a strategic approach and adaptation to dynamically changing market conditions, including long-term planning. As part of the study, the essence of a strategic approach to change management regarding the activities of business organizations is considered, the principles of building a change management strategy are highlighted, and an algorithm for its development and implementation is proposed.

Design/methodology/approach: The scientific foundations of human resource management based on the competency-based approach are considered in the works of M. Armstrong, T. Bazarov, V. Vesnin, N. G. Karkulenko, V. V. Travina, I. K. Makarova, P. Sheil, S. Shapiro, L. V. Kartashova, A. V. Deyneka and others. The writing team: E. Loshkareva, P. Luksha, I. Ninenko, I. Smagin, D. Sudakov,—has identified several trends that determine the image of a digital society and staff behavior in the twenty-first century. More thorough attention is paid to the concepts of “digitalization” and “digital economy” in the works of foreign authors—N. Nigroponte, D. Tapscott, L. Mesenburg and others, as well as in the works of the russian ones—A. Babkin, V. Matveev, N. Vasilenko and others. The study shows that the identification and systematization of key competencies in the context of global digitalization is at an initial stage and requires the development of public policy and, of course, the continuation of scientific research. Successful implementation of the competency model in the digital economy requires new directions for the development of an appropriate organizational culture, as well as the use of digital educational technologies.

Digital platforms, as well as the platform ecosystems that they form, are currently able to upgrade entire industries and various types of socio-economic activity. These platforms drive of innovations, economic growth and competition in modern economy. Business structures that are using digital platform solutions are gaining significant competitive advantages in the global market, which is especially important in the context of globalization. The aim of the research is to investigate the essence, principles and conditions of the platform economy, which allows us to create open, digital ecosystems with many users. Theoretically and methodologically the research is based on the scientific works of Russian and foreign scientists, that concern the use of platform technologies in the management of economic systems. The scientific novelty of the research is to specify the concepts of digital platform functioning, its technological content in the transition to a knowledge-based economy, carried out as a continuous accumulation of innovations (digital technologies), leading to the formation of new competitive advantages and ensuring the implementation of selected strategies of behavior, taking into account the balance of interests of participants. The content of platform economy has been revealed in terms of the study. The article describes the problems that may be solved implementing digital platforms as integrated digital systems that provide multilateral user interaction to exchange information in order to optimize business processes, reduce transaction costs, to improve the efficiency of supply chains of goods and services. The main features, opportunities and threats associated with the activities of digital platforms and their use to improve the competitiveness of economic entities in the world markets have been considered. The digital economy has been characterized as a system that unites several digital platforms of different industries or market segments with common customers and provides conditions for innovative development and distribution of digital devices, digital products, digital services and applications. We have developed digital platform functioning models considering the platform key conceptual features and technological peculiarities of implementation of efficient business models of management in complicated economic systems. The practical significance of the results obtained is determined by the possibility of their application in the practice of management of economic entities in the conditions of digital transformation, scientific and analytical studies of the development of digital platforms in Russia. Further studies in the field will be devoted to the development of the ways that will improve the efficiency of economic systems by identifying mechanisms and the ways that will reduce transaction costs of digital platforms.

Actually, the opportunity exists to obtain admittance to various data. The article presents the essence of approach to development of decentralized prototype of system managing medical records of patient using blockchain technology. The global analysis of cloud technologies using various experience of their implementation is given. The scientific novelty of study consists in step-by-step application of genuine prototype of patient medical data management system using blockchain technology. It is scientifically justified that applying cloud technologies in medicine permits to improve safety and integrity of medical data of patient and to support linking uncoordinated databases into one whole, making interaction of patients and physicians much more effective and comfortable.

The analysis of a state and development of health sector in Russia is presented in article. The developed trends in receipt and expenditure of means of financing of medical services of health care in the country are revealed. The authors have identified existing problems in the field of health related to its lack of funding. Comparative characteristic of the amounts of financing of medicine is manufactured in Russia and a number of the leading foreign countries. The typology, advantages and shortcomings of various ways of financing of health sector are revealed. Characteristic and an assessment of national peculiarities of financing of health care in world practice is given. The author's approach on modernization of the model of financing of health sector existing in the country with attraction for this purpose means of the state, business and the population allowing to pass to real, ordered, economically rational consumption of medical services and to increase the responsibility of citizens for strengthening of own health is offered. This approach is focused on a gradual transition from a budget-insurance type of financing of medical services with a private-insurance type and is based on expanding the ability of citizens to manage their financial resources on accumulative medical bills. In addition, the author's approach assumes that the functions of the state will include the implementation of programs to provide socially unprotected segments of the population with medical services on favorable terms. This approach forms model of financing of health sector with considerable participation of the population in joint financing of expenses on medical services, conditions for development of systems of voluntary health insurance and implementation of programs of medical insurance taking into account a possibility of the free choice by the citizen of volume of the consumed medical services.

Non-systemic study of industrial production capacity contributes to inefficient management decisions and a bad influence on the efficiency of the entire production activity. The main directions of development of industries cause, usually focusing on the needs, the satisfaction of which is required to meet the goals of the entire complex. The main objectives of the strategic development of the Russian Federation are: the improvement of the domestic industry, the creation of new industries and the implementation of import substitution. Accumulation of competitive advantage industries is likely through the development and introduction of innovations, generating collaborative relationships. Priority use of targets in terms of industrial production base effective economic development, based on the maintenance of national treatment, linked primarily with the responsibility of state for national security. Thus, the planning perspective directions of development of industrial production targets, considering the totality of the socio-economic factors of development of the industry deserve more careful analysis. Strategic development of industrial enterprises includes purposeful improvement in the economic system or its segments on the basis of efficient management of production activities, on the basis of a dynamic environment of external influence. Formulated aspects of development - it is inseparable basic unit of production activity of organizations, which are located at the base of the development of innovations, applicable to different social and economic systems, including industrial organizations. Strategic development represents a targeted improvement in the economic system and its structural units on the basis of efficient management of production activities, taking into account the dynamic external environment. The article deals with the theoretical and methodological problems of formation and application of strategic management mechanisms in the agricultural organizations. Focusing on the strategic management becomes a necessary condition for economic growth, the high competitiveness of the organization in terms of import substitution. Formulated interdisciplinary nature of strategic management theory makes it possible to approach the resolution of long-term development of the agricultural organizations the problems systematically and comprehensively, taking into account a variety of factors external and internal environment. Strategic management can not sell without taking into account the environment and its modifications, as to the agricultural organizations is the purpose of forecasting the state of the markets and the development of programs of social and economic development of the region. To develop in this environment, organizations need to help control mechanisms and in a rapidly changing market requirements. For the implementation of this tool has been developed a systematic approach to the evaluation of the agricultural organization's management strategy, which is based on the calculation of the integral index. Results and evaluation of the results of the system, obtained during calculations serve as indicators that enable to formulate the basic problem of strategic management and direction in time to correct the identified deficiencies. Systematic principles agriculture organization strategy management contribute to the development of basic strategic objectives. Conducted a systematic analysis enables us to justify the need to build models and strategic management principles. This is not only a systematization of a certain set of management processes, but also a permanent fixture of the system to the changing environment, which leads to the formation of an economic unit as a strategic plasticity in management. This approach makes it possible to strengthen the control over changes in the external environment, as a systematic analysis of external factors is implemented consistently at each stage of the system of strategic management, while meeting the practical application of the main principles of modern strategic management, which includes the processes of planning and forecasting strategy.

The aim of this research is to investigate the core principles and possibilities of using digital twin technology for the development of Russia’s industrial sectors, taking into account the international experience. Theoretical and methodological research has been based on the scientific works of domestic and foreign scientists on the use of digital technologies in the management of economic systems, including industry. The study was based on a set of quantitative and qualitative methods, including case analysis and text mining. A semantic analysis of scientific publications and industry literature was conducted to assess the condition of the problem field and determine trends in the digital transformation of industries from the standpoint of digital twin technology. In addition, an open-source collection of over 100 case files reflecting the practice of introducing digital twins into production processes was compiled. It has been proven that digital twins provide a wide range of possibilities for production enterprises: increased productivity, efficient use of resources, energy intensity and efficiency, reduction of different kinds of costs at all stages of the product life cycle, production of new types of products, and the modification of the organization’s business model. A SWOT analysis of economic entities using digital twins was undertaken, which made it possible to identify the opportunities and threats of their introduction into the production process. The study results have refined the model of a new generation industrial economic system based on the functionality of a digital twin, including the parameters of system and predictive analytics, as well as the Internet of Things platform.

The article deals with the specifics of monocities in Russia, determined by the features of their appearance, funding and degree of stagnation. The authors prove the need for the development of Russian monocities through diversification of their economies, creating new jobs and attracting investments. However, diversification is not the only possible way of development of monocity; it is revealed on the basis of the study, in which the models of development of monocities are considered. One of the problems is specified, non-ability of a number of monocities to diversify, which leads to the opposite effect: increasing the risk of loss of viability of the city. This situation requires further development of an integrated comprehensive approach to the problems of monocities, taking into account the entire spectrum of development features of each city.

The purpose of the research is to study the problems of the competence interface of personnel management of business structures in the context of digital transformation and to justify the organizational and managerial measures for its development and effective use. The analysis of various approaches to highlighting the competencies of personnel in the digital economy, by which is meant the confident and selective use of information and communication technologies in the ecosystem, is presented. It is determined that the use of digital technologies is a prerequisite for ensuring the competitiveness of business structures. The leading role of “soft” skills, including both cognitive and socio-behavioral abilities, is substantiated. A three-module model of personnel competencies in the context of digital transformation is suggested, in which such digital competencies and skills as: working with digital technologies, creative thinking and behavior, professionally oriented skills in the field of production and managerial activities are highlighted. The use of the competency-based approach to the digital transformation of economic processes helps to increase the adaptability of the existing system of economic relations to the conditions of the new technological structure, and provides the possibility of introducing end-to-end technologies into management decision-making processes in order to increase their efficiency.
