A considerable number of participants in German-as-a-Second-Language courses show insufficient familiarity with the Latin writing system. However, for the acquisition of general or vocational language skills, which are necessary for participation in the target society or for taking up a job, full literacy is obviously a necessary prerequisite. In order to reliably identify course participants with literacy needs and to be able to make targeted support decisions based on this, the Amt für Wirtschaft und Arbeit of the Canton of Zurich commissioned a diagnostic instrument as an optional subtest of the German Assessment for Foreign-Language Job Seekers, which records different degrees of literacy as well as the causes of a lack of or insufficiently developed literacy. This article first outlines some general conditions of the test development such as the target group. Furthermore, the overall objective of the test is explained, namely to collect reliable information about the professional language competence of the target group. In this context, some special features of occupational language use are also discussed. Subsequently, the procedure for creating the test is described on the basis of concrete examples from the „Alpha" part of the test. In this respect, the test construct is described, which is based on the description of different levels of alpha competence of the LEA project. Furthermore, it is shown how this construct was operationalized in concrete tasks and assessment criteria. With regard to the validation of the examination part „Alpha", the procedural steps of piloting and mass validation are explained. A short summary concludes this article. [ABSTRACT FROM AUTHOR]
