14. Presión fiscal y su influencia en el bienestar. Un análisis comparativo de América Latina frente a los países de la OCDE (periodo 2005-2015)

Abstract

The purpose of this research is perform a comparative study between the countries of Latin America and the OECD countries, in which the index of fiscal pressure and their welfare is related. This welfare focused in three perspectives: economic growth, equality and human development. The data covers 18 countries in Latin America and 34 OECD countries for the period 2005-2015; In a first stage, countries are classified according to their fiscal pressure and the main tax collection items of each one using a cluster analysis. In a second stage, the real influence of fiscal pressure on the welfare represented by GDP per capita, the Gini coefficient and the Development Index. Human (IDH) is analyzed. Other variables are also incluided such as public spending, inflation, unemployment rate, among others. The econometric analysis is done under a static and dynamic approach, the last one using the Arellano-Bover / Blundell-Bond system estimator. This is applied individually to the countries of Latin America and the OECD, as well as a whole. The results of this study proved the proposed hypothesis, showing that increases in fiscal pressure are reflected in an improvement of welfare in its three perspectives, both globally and segmented. In addition, in each dynamic equation the coefficients associated with the lagged dependent variables are statistically significant. According to the present study, the results of the commercial opening, public spending are contrary to what was expected. Finally, in the global analysis, it was found that public spending on education reduces inequality but negatively affects economic growth and human development

Abstract

Desert areas represent heterogeneous environments where animals must reproduce under extreme conditions, and where a combination of environmental factors may contribute to trigger or inhibit reproduc­tion. Microcavia australis is a caviomorph rodent that occurs in arid and semiarid habitats of Argentina. We examined how reproductive activity in male M. australis from a Monte Desert population is responsive to en­vironmental conditions, including precipitation. Our results showed that reproductive activity of these animals is predicted exclusively by precipitation. This research adds new evidence to the ecology of this species, which could explain its wide distribution. Las precipitaciones conducen la actividad reproductiva en machos de Microcavia australis en el desierto del Monte. Las áreas desérticas representan ambientes heterogéneos donde los animales deben re­producirse bajo condiciones extremas y donde una combinación de factores ambientales puede contribuir para iniciar o inhibir la reproducción. Microcavia australis es un roedor caviomorfo que vive en hábitats áridos y semiáridos de Argentina. Examinamos cómo la actividad reproductiva en machos de M. australis en una población del Desierto del Monte responde a condiciones ambientales, incluyendo la precipitación. Nuestros resultados mostraron que la actividad reproductiva de estos animales es predicha exclusivamente por la precipitación. Abstract

The viscacha rat (Octomys mimax; Rodentia, Octodontidae) belongs to a monotypic genus endemic to western Argentina and inhabits lowland deserts with abundant rocks and ravines. Our objectives were 1) to determine the attributes of crevices (depth, height, width, entrance orientation, and rock color) that influence selection by the viscacha rat; 2) to compare the range and variance of temperature inside and outside crevices, at the soil surface, at the rock surface and in the air; and 3) to evaluate if there is a thermal gradient inside crevices, comparing range and variance of temperature at the soil surface at different depths (0, 30 and 50 cm). The viscacha rat did not use microhabitats in proportion to availability; the species selected deep and narrow crevices with restricted access that might be used as refuge from predation and extreme climate conditions. The temperature at the soil surface and at the rock surface inside crevices was more stable (smaller ranges and variances) than the corresponding external temperatures in summer and winter. The range and variance of temperature in the air were different only in summer. Moreover, in summer the range and variance at the soil surface inside crevices were more stable with increasing depth. In winter, only temperature range showed a gradient. The insulating effect of rocks might benefit the viscacha rat by providing a thermally stable environment, especially in summer. The present study provides quantitative evidence about the thermal behavior of rock crevices, which contributes with the traditional hypothesis proposed to explain the benefits of living in rock crevices. La rata vizcacha (Octomys mimax) pertenece a un género monotípico endémico del oeste de Argentina; habita en zonas desérticas con abundantes rocas y barrancos. Los objetivos de este trabajo fueron: 1) determinar los atributos de las grietas (profundidad, altura, ancho, orientación de la entrada y color de la roca) que influyen en la selección de grietas por parte de la rata vizcacha; 2) comparar el rango y la varianza de temperatura adentro y afuera de las grietas, en la superficie del suelo, en la superficie de la roca y en el aire y 3) evaluar si existe un gradiente térmico adentro de las grietas, comparando para ello el rango y varianza de temperatura en la superficie del suelo a diferentes profundidades (0, 30 y 50 cm). La rata vizcacha no usó los microhábitats en proporción a su disponibilidad; esta especie seleccionó grietas profundas y estrechas con accesos restringidos que pueden ser consideradas como refugio tanto del clima extremo como de los depredadores. Las temperaturas en la superficie del suelo y de la roca dentro de las grietas fueron más estables (menores rangos y varianzas) en comparación con las correspondientes temperaturas externas, tanto en verano como en invierno. El rango y la varianza de temperatura en el aire fueron diferentes sólo en el verano. Además, en verano, el rango y la varianza de temperatura en la superficie del suelo resultaron ser más estables a mayores profundidades dentro de las grietas. En invierno solo el rango de temperatura mostró un gradiente. El efecto aislante de las rocas beneficiaría a la rata vizcacha, ya que le provee un ambiente térmicamente estable, especialmente durante el verano. El presente estudio proporciona evidencia cuantitativa sobre el comportamiento térmico de las grietas, que contribuye con la hipótesis tradicional propuesta para explicar los beneficios de vivir en grietas.

19. Hoarding patterns of sigmodontine rodents species in the Central Monte Desert (Argentina)

Abstract

Hoarding food is an important strategy of rodents in desert environments characterized by unpredict- able and poor food resource availability. In the Monte Desert, Prosopis produces abundant food, unevenly in time and space, in the form of pods and seeds. Sigmodontine rodents (Graomys griseoflavus,Akodon molinae,Eligmodontia typus and Calomys musculinus) use Prosopis propagules extensively, and they could be predators or dispersers depending on how they handle and where they leave the propagules.The objectives of this study were: (1) to know what rodent species transported propagules; (2) to evaluate what hoarding pattern was used by species that transport propagules (larder and scatterhoarding); and (3) to analyse in which condition were propagules left by the rodent species, both at the food source and in caches. Our results showed that all four species transported propagules, with G. griseoflavus and E. typus being the species that carried more seeds. Our study supported the evidence that food caching is common among species and that many species both larderhoard and scatterhoard food. Graomys griseoflavus and A. molinae, the largest species, larderhoarded more than did the smaller E. typus. These results uphold the hypothesis that larger species will show greater propensity to larderhoard than smaller species. Considering the interaction between seed-hoarding patterns and plants, E. typus was the species that could most improve germination because it scatterhoarded propagules and left seeds out of pods. In contrast, G. griseoflavus could have a negative impact on plant populations because this was the species that predated more seeds and larderhoarded a high percentage of them. The smallest C. musculinus was the species that transported propagules least, and left them as seeds inside pods or pod segments mainly at the food source, which makes seeds more vulnerable to predation. Abstract

In recent years, there has been a noticeable increase in the frequency of natural disasters such as wildfires, hurricanes and flooding, resulting in big economic, environmental, and social impacts. In the case of flood events, impacts such as community anxiety, loss of life, water pollution, and contamination of agricultural land have been found to be equally, if not more important, than the economic impacts of such events. Nevertheless, the literature shows that flood risk assessment studies incorporating economic, environmental, and societal impacts are limited. In addition, flood mitigation measures are typically compared focusing on economic criteria and not considering stakeholders or the implementation characteristics of the flood mitigation alternatives. This study proposes a holistic framework for watershed flood management that considers economic, social, environmental, and implementation criteria for selecting among flood mitigation alternatives. First, a spatial flood risk assessment framework capable of integrating economic, social, and environmental impacts is introduced in order to assess the possible losses and risks within the communities of a watershed. The risk assessment uses HAZUS software from the Federal Emergency Management Agency (FEMA) and is executed for five different return periods. Second, in order to select from multiple mitigation alternatives, a Decision-Making Models (DMM) is proposed. The first model uses the results from the risk assessment and the mitigation alternatives are evaluated using a Monte Carlo Simulation and probabilistic optimization. The second DMM model incorporates stakeholders characteristics and opinions using stakeholder theory, network analysis, and the Analytical Hierarchical Process (AHP). Two surveys were developed and deployed to public officials of agencies involved in the planning and implementation of flood mitigation alternatives and to the community, respectively. 26. Occurrence of Ctenomys mendocinusin a High-Altitude Cold Desert: Effect on Density, Biomass, and Fitness of Sagebrush Plants

Abstract

ABSTRACTIn arid and semiarid ecosystems, subterranean herbivorous rodents play an important role in determining the composition, function, and structure of plant communities. We hypothesized that in a high-altitude cold desert in the southern Puna region of Argentina, Ctenomys mendocinus(mendocino tuco-tuco), a subterranean herbivorous rodent, may increase dominance of the shrub Artemisia mendozana(sagebrush). We performed an observational study to assess factors affecting the abundance and fitness of A. mendozanain southern Puna, on sites co-inhabited and undisturbed by C. mendocinus. Density, biomass, plant height, number of fruits per plant, number of seeds, and seed size of A. mendozanawere higher in mendocino tuco-tuco—disturbed areas.Because the abundance and reproductive ability of sagebrush increase in areas inhabited by mendocino tuco-tucos, C. mendocinusmay function as an ecosystem engineer in southern Puna. We suggest further manipulative experimental studies be conducted to clarify the role of this subterranean rodent in this ecosystem.

Along with this information, technical aspects of the flood mitigations alternatives are used as implementation criteria. Three alternatives were evaluated in the decision analysis: (1) no action, (2) flood warning system, and (3) levee. The framework is demonstrated with the case study of the Upper Río Grande of Loíza Watershed in the Commonwealth of Puerto Rico. The results showed that both stakeholder's input and implementation criteria can have a significant impact when selecting among flood mitigation strategies. For the case study, when considering economic, social, and environmental criteria, the 'Levee' was the alternative that minimized the flood risks. The developed framework was shown to be easily implementable and adaptable to Decision-Maker (DM) requirements. In summary, the model can provide DMs with the information they need in order to forecast the flood risks of a community and study the effects of the mitigation alternatives to be implemented. These results could be used for budget forecast, resource allocation and for establishing flood management priorities for a watershed.'
