This article presents a methodological proposal and an empirical validation for the assessment of ST&I programs, particularly for choosing indicators and metrics from a multidimensional perspective. Its key feature is the construction of indicators designed to apprehend the wide array of characteristics displayed by the many different types of innovation program. Thus it combines deductive procedures (decomposition of goals) and inductive procedures (discussion with the players involved) with evaluation results and impacts in specific dimensions linked to the nature of a given program. We illustrate the approach using a World Bank Program called INCAGRO. The proposed method is a contribution to systematizing the definition of indicators and metrics for the assessment of ST&I programs. It helps define ?what should be evaluated? in a given program. Many different (unforeseen) results and impacts can emerge simultaneously with the main subject of the program. Thus multidimensional issues and multiple actors should be considered in the impact evaluation process.

This article studies, using the technique of bibliometrical analysis, Brazilian Agricultural Research Corporation - Embrapa research centers participation in the journals that were indexed in the Web of Science (WoS) database, from 1977 to 2006. First we analyze the performance of the research centers, followed by the journals which published these articles and finally the partnerships with the institutions that had carried out this scientific work with Embrapa. The results indicated that Embrapa is among the top ten Brazilian institutions to lead in the volume of scientific articles published in indexed WoS journals. They also indicate the relevance of the adoption of goals and results system by an institution of Science, Technology and Innovation and the need to select strategies to establish partnerships, select journals in accordance with the institutional stated mission and standardize theirs authors affiliations, in order to facilitate the identification and improve their scores.

An environmental impact assessment system for agricultural R&D? has been implemented by the Brazilian Agricultural Research Agency (Embrapa) aiming at fulfilling the institutional mission statement of ?introducing sustainable development objectives in all steps of agricultural research?. The impact assessment platform emphasizes close interaction between R&D teams and technology-adopting producers, under actual field contexts, in order to improve both the technology development and the demand probing processes. The proposed integrated environmental indicators system (Ambitec-Agro) has been routinely applied in technology appraisals by all of Embrapa?s Research Units, as one of the criteria of its institutional evaluation system, and toward the formulation of the Social Balance Reports, annually published since 1997. The present paper describes the social and environmental dimensions of this integrated impact assessment platform, its roles in the institutional learning process for technology research management, and an impact analysis of proposed agricultural innovations.

Neste artigo apresenta-se e analisa-se a evolução do modelo de produção da Embrapa no período de 1996-2005 e sua influência no desempenho institucional. Identificam-se, via a técnica de método de momentos generalizados aplicados a modelos de painel dinâmico, as variáveis contextuais com associação significante, com a eficiência técnica de produção e com a intensidade da captação de recursos externos ao Tesouro Nacional. In this paper we measure, with a DEA BCC model, the economic efficiency of Embrapa's (Brazilian Agricultural Research Corporation) research centers. We model the DEA economic efficiency as a linear function of the contextual variables revenue generation capacity, partnership intensisty, improvement of administrative processes, cost rationalization, size and type of research centers. The model used is a of the type dynamic panel and assumes a strucutred correlation matrix intra times and unstructured inter times. In order to better disciminate the efficient units we used a heuristic efficiency score that aggregates the efficiencies in relation to the original and inverted DEA frontiers. Partnerships positive effect in the efficiency scores does not confirm the thoughts that Embrapa's performance evaluation process discourages the integration and cooperation of its research centers. From the point of view of statistical significance, the improvement of administrative processes is the most important indicator among the contextual variables. Quando são divulgados trabalhos sobre os retornos dos investimentos em pesquisa agropecuária na Embrapa, os números surpreendem e muitas vezes surgem questionamentos metodológicos, especialmente quanto à mensuração dos impactos (econômicos, sociais e ambientais). Esse fato se repetiu no momento da divulgação dos valores dos benefícios gerados pela Embrapa no ano de 2004, no seu Balanço Social (EMBRAPA, 2005). O presente documento traz mais detalhes sobre os resultados encontrados no Balanço Social e sobre a metodologia de mensuração dos impactos, bem como apresenta uma revisão dos estudos anteriormente realizados na Empresa e suas relações com estudos similares publicados na literatura mundial. We define and model research production at Embrapa, the major Brazilian institution responsible for applied agricultural research. The main theoretical framework used is Data Envelopment Analysis - DEA. The economic interpretation of these models is explored to assess scale, congestion and cost efficiencies. EfficienCy results are used to test for differences among types of research units and for the scale of operation. A further analysis of agricultural research in Brazil is carried out with the inclusion of three research centers in Argentina. Finally, DEA estimates are compared with the fit of a stochastic frontier. Na publicação: Eliseu Alves.

Muito se tem falado sobre a necessidade de o Estado retirar-se de atividades produtivas e de delegar a execução de serviços para a iniciativa privada, ficando a cargo do setor público a responsabilidade na normalização e fiscalização. As vantagens dessa nova postura do Estado são incontestáveis, sendo objetivo de ações em países desenvolvidos e em desenvolvimento. No Brasil, tem-se perdido tempo em discussões, muitas vezes estéreis, com poucos resultados práticos. A presente proposta é inovadora ao permitir que organizações do setor privado, como as cooperativas, participem na implementação de assentamentos de agricultores sem-terra, em complementação a ações diretas do próprio Governo.
