Oryantalizm ve Balkanizm EksenindeBalkan Coğrafyası ve Osmanlı Dr.Bahar Arslan ÖzetHalilİnalcık ya da Kemal Karpat’ın işaret ettiği üzere Balkan kelimesi önceliklesıradağların olduğu dağlık bir coğrafi üniteye karşılık gelir. Batıdan doğuyadoğru uzanan ve Bulgaristan’ı ikiye bölen dağ silsilesine verilen Balkansözcüğü zamanla tüm bölgeyi içine alacak bir mahiyette kullanılmayabaşlanmıştır. Ancak 19.yüzyıldan itibaren aynı kelimenin Balkan coğrafyasındayaşayan toplulukları “öteki” mefhumu üzerinden tanımlayan bir içerik kazandığıanlaşılmaktadır. Nitekim Bulgar edebiyatının en önemli simge isimlerinden AlekoKonstantinov’un 1894’te kaleme aldığı kısa hikayelerinde yer alan GanyoBalkanski karakterinin çizdiği kaba, medeniyetsiz, hödük profil zamanlayarımadanın halklarını işaret eden genel bir stereotip haline gelir. GnayoBalkanski gibi örnekler üzerinden Balkan toplulukları bir dışarıdandıküzerinden yabancılaştırıldığı gibi onların yaşadığı coğrafya da bir andaAvrupa’nın banliyösü şeklinde konumlandırılır. Bu makale başlangıç itibariylesadece coğrafi bir üniteyi işaret etmek üzere kullanılagelen Balkan kelimesininOryantalizm ve Balkanizm ekseninde nasıl dezenformasyona uğratıldığınınizleklerini sunmak üzere kaleme alınmıştır. Bu bağlamda makale, BalkanlarınAvrupalı olup olmadığı, eğer değilse onu ayrıştıran niteliklerin neler olabileceği,Avrupa’nın bir parçası olmasına rağmen Balkanları bir anda neyin ya da nelerindoğulu yaptığı, Balkan stereotipinin oluşumunda etkili olan dinamiklerin nasıldeğerlendirilebileceği, Osmanlı hakimiyetinin bu stereotipin tecessümünekatkısının olup olmadığı gibi sorularla Oryantalizm ve Balkanizm özelindeoluşturulan önyargılar yumağının sınırlı bir boyutta da olsa mütevazı birçözümlemesini içermektedir. Bu itibarlaBalkan coğrafyası üzerine yazılacak yeni tarih çalışmalarının Batı merkezlihegemonik bir dilin yeniden üretilmesine hizmet etmemeleri noktasında birfarkındalık yaratılması hedeflenmiştir. Makale ile oluşturulmak istenilen bütünbu açılımlara rağmen gerek oryantalizm gerekse Balkanizm üzerinden inşa edilenliteratürün genişliği konunun metedolojik bağlamda ana parametreler üzerindenaktarılmasını zorunlu kılmıştır. Bu doğrultuda Balkan coğrafyası üzerineyazılıp çizilenlerin ana hatlarını anlattığımız dengede fikri bir tartışmasıyapılırken elde ettiğimiz çıkarımların konunun temel koordinatlarınınbelirlenmesi bağlamında mütevazı bir başlangıç olması ümit edilmektedir.Anahtar Kelimeler:Balkanlar, Oryantalizm, Balkanizm, Osmanlı&nbsp

During the period when the Ottoman Empire remained at the periphery of the capitalist world system, İzmir assumed the identity of a colonial port city which the Levantines, who transferred the rich products of Western Anatolia to the West, and their local collaborators made the center of the commercial diaspora. While İzmir, which lived through its brightest period from the 17th century to the beginning of the 20th century, had the appearance of an ordinary “slightly bigger than a village” town of the Aegean at the western end of the Anatolian plateau, it begins to be seen as the “Pearl of the Levant” with its port, quay, municipal organization, railways, trams, banks, factories, modern schools, casinos, clubs, theaters and coffee houses. In the aforementioned period, İzmir became one of the early modern period cities of the Ottoman Empire with the changes and transformations it went through. This article tries to convey the episodes of the economic, social, and ideological structural transformations in the background of this positive leap that the city had experienced.

AbstructVillages and the education of village people has been one of the most problematic areas in the history of Turkishmodernization. This subject has been seen as the natural extension of the populism approach, both for the intellectualsof the republic and the constitutionalism.The accumulation of contitutionalism plays an important role in theestablishment of the institutes on April 17,1940. Being influenced by the events,facts and ideologies that shaped theirmindset the early republican generation has determined a road map in this context. The main milestones of thisroadmap are the solidarist narodnist and corporatist imagination of the state and society combined withpositivism.This generation,who adapted science as a principle instead of darkness, aimed to prevent backwardnessand to realize a development ideology in line with positivist,vulger meterialist and secular principles. For this, theyturned to the village and peasantry in a sociological reality where eighty percent of society lives in villages.In thisarticle, prominent intellectuals and parameters of the mentioned orientation on the basis of village education arediscussed.Keywords: Village Education, Solidarism, Narodnism, Corporatism, Positivism, Institutions of Villages.

Mondros Mütarekenamesi Osmanlı İmparatorluğu’nda siyasal çalkantıların hadsafhaya çıktığı bir döneme karşılık gelir. Mütareke imzalandıktan sonra İttihat ve TerakkiFırkası kendisini fesh etmiş ve İttihat ve Terakki’nin merkez yöneticileri yurt dışınakaçmışlardı. İttihat ve Terakki’nin son kongresinde kurulan Teceddüt Fırkası ise ülkegenelinde İttihatçı karşıtlığının ana çekim noktası olmuştur. Teceddüt Fırkası mütarekeninçok özel koşulları içerisinde kurulmuş bir siyasal örgüt olarak Türk siyasal yaşamındaayrıcalıklı yerini bugüne kadar korumuştur. Fırkanın yaklaşık yedi ay süren siyasal ömrü birimparatorluğun dağılıp yerine yeni bir ulus devletin kuruluş sancılarıyla geçmiştir. Teceddütbu süreçte Milli Mücadele’nin hazırlık aşamasına ciddi katkılar koyan ve İttihatçı kimliğiüzerinden sürekli eleştirilen bir siyasal örgüt olarak dikkat çeker. Bu fırkanın Anadolu’daörgütlendiği en önemli yerlerden biri ise İzmir olmuştur. İzmir’de İttihat ve Terakki’ninyöneticileri aynı zamanda Teceddüt Fırkası’nın da yöneticileri olarak faaliyet göstermişlerdir.Fırkanın İzmir’de şehrin işgaline karşı örgütlenen mukavemeti desteklediği bilinen birgerçektir. Ayrıca İzmir Müdafaa-yı Hukuk-ı Osmaniye Cemiyeti’nin düzenlediği büyükİzmir Kongresi’nin toplanmasında başta fırka Katib-i mesulü Mahmut Celal (Bayar) Beyolmak üzere İzmir Teceddüt Fırkası yöneticilerinin büyük payı vardır. Bu makalede TeceddütFırkası’nın kuruluşu ve İzmir örgütünün faaliyetleri değerlendirilecektir., Mondros armistice corresponds to a period of political turmoil in the OttomanEmpire. After the armistice was signed the party of Committee of Union and Progressdissolved itself and the central administrators fled abroad. The Renewal Party, founded at thelast congress of Union and Progress, has become the main attraction point of the anti-unionistapproach throughout the country. The Renewal Party has preserved its privilaged place inTurkish political life as a political organization established under the very special conditionsof the armistice. The political life of the party, which lasted about seven months, was replacedby the disintegration of an empire and the establishment of a new nation-state. In this processthe Renewal draws attention as a political organization that make serious contributions tothe preperation phase of the national struggle and is constantly criticized over its unionistidentity. The most important place where the party was organized in Anatolia was Izmir.The executives of the party of Union and Progress in Izmir also worked as the managersof the Renewal Party. It has been known as a fact that the party has supported the unionorganized against the occupation of Izmir. In addition, the administrators of Izmir RenewalParty, especially the clerk Mahmut Celal (Bayar) Bey have a big share in the gathering of thegreat Izmir congress organized by the Izmir Müdafaa-yı Hukuk-ı Osmaniye Society. In thisarticle the establishment of the Renewal Party and the activities of the Izmir organization willbe evaluated.

This thesis is about the analysis of the Second Constitutional Era of theOttoman Empire established on 23 July 1908 and the Republican Revolution in1923, both of which left deep scars in the recent history of Turkey. By usingcomparative history method, in this study, they are evaluated with intellectual,economic and social aspects. It is a well-known fact that important structuraltransformations in history affect each other by using the values they have.Within this context, both 1908 and 1923 revolutions can be considered as thelast representatives of revolution age in Europe since 1789, in a non-Europeangeography. Both of the revolutions include ideological similarities as well ascontrasts. Within the framework of the reconstruction of the state and the socialstructure and the validity principles of scientific thinking, in this thesis, thesesimilarities and contrasts are discussed.Through the historical process stretching from 1908 to 1923, an empirecollapsed, and a new nation-state established. This thesis tries to research theinstitutionalization of this nation-state and the underlying intellectualbackground and motives. All the references in the highly intensive literature ofthis subject are neatly scrutinized and analyzed. After all, for the first time sucha detailed and comprehensive comparison of the Second Constitutional Era andthe Republic is made.viiHistory is the study of interpreting past events and facts with today'svalues. Historiography's this nature and epistemology necessarily reflects ineach historical work. Theories, ideologies, and structures are alwaysreconsidered and analyzed with this perspective. Yeni kamu İşletmeciliği; kamu yönetiminin geleneksel yapısında yer alan; kar ölçüsünün ve rekabetin yokluğu, siyasi etkiler, zayıf yönetim kurulları, düşük yönetim maaşları gibi unsurları verimli ve etkin sonuçların önündeki engeller olarak nitelendirmektedir. YKİ'ne göre yetki ve sorumluluk anlayışında yerel birimler oluşturularak, amaç ve hedeflerini verimlilik üzerine düzenleyen, sonuç odaklı performans örgütlenmesi ile öğrenen yenilikçi kamu örgütlerinin oluşturulmalıdır. Bunun için işletmecilik unsurlarının kamu yönetiminde zıtlıktan öte bütünleştirici olarak yer alması gerekmektedir. 1980'li yıllarda kamu yönetimine ekonomik-işletmecilik alanlarından farklı prensipler getiren Yeni Kamu İşletmeciliği alternatif bir düşünce olarak ekonomik, sosyal ve politik süreçlerde yerini almıştır. Dünya Sağlık Örgütü ve OECD gibi uluslararası kuruluşların etkisinde sağlık alanına da yansıyan Yeni Kamu İşletmeciliği reform hareketleri ile kısa sürede sağlık alanına yönelik ciddi dönüşüm hareketleri gerçekleştirilmiştir. Sağlıkta dönüşüm sürecinin temel ilkeleri; ihtiyaçlara uygunluk, katılımcılık ve çok ortaklılık, vatandaş odaklılık, stratejik yönetime geçiş, performansa dayalı oluş, denetimde etkililik, etik kurallar ve insana güven, hizmetlerin yürütülmesinde yerindenlik olarak sıralanmıştır. Bu çalışmanın ana konusu Sağlıkta Dönüşüm Programı kapsamında 663 sayılı Kanun Hükmündeki Kararname ile oluşturulan Kamu Hastane Birlikleri yapılanmasında, atılan adımların ortaya çıkış ve uygulama süreçleri Yeni Kamu İşletmeciliği düşüncesi kapsamında incelenmektedir. New Public Management characterizes the elements that take place in traditional structure of public management such as absence of profit measure and competition, political effects, weak boards of directors, low management salaries as drawbacks to efficient and functioning results. According to NPM, innovative public organizations that constitute efficiency oriented goals and objectives, that learn through result oriented performance organization, have to be founded via forming local units with appreciation to authority and liability. In order to achieve that, managerial elements must take place in public management in an integrative way rather than conflicting with each other. In 1980s New Public Management that brings different principals to public management from economical-management fields ranked as an alternative idea in economic, social and political processes. Serious reform actions related to medical branches have been carried out shortly through New Public Management reformative actions which reflected on medical branches under World Health Organization and OECD's effect. Guiding principles of reformation in health are lined up as compliance with needs, accretion and multi partnership, citizen orientedness, transition to strategical management, being based on performance, effectiveness in audit, ethical rules and confidence in people, subsidiarite in execution of services. Emergence and practice process, of the actions of Public Hospital Unions which were formed with Statutory Decree Number 663 within the scope of Medical Reform Programme that is the main topic of this study, are analyzed within the scope of New Public Management idea. 138

Türkiye yakın tarihinde derin izler bırakan 23 Temmuz 1908 II. Meşrutiyet devrimi ile 1923 Cumhuriyet devriminin karşılaştırmalı tarih yöntemi açısından bir analizini içeren bu tezde her iki yapısal dönüşüm düşünsel, ekonomik ve sosyal yönden değerlendirilmeye çalışılmıştır. Bilindiği gibi tarihe yön vermiş büyük yapısal dönüşümler, içerdikleri değerlerle birbirlerini etkilerler. Bu bağlamda hem 1908, hem de 1923, 1789'dan beri kıta Avrupası'nda ortaya çıkan devrimler çağının, Avrupa dışı bir coğrafyadaki son halkalarıydı denilebilir. Her iki yapısal dönüşüm, ideolojik olarak benzerlikler taşıdığı kadar aynı zamanda karşıtlıklar da içerir. Tez süresince bu benzerlikler ve karşıtlıklar, devletin ve toplumsal yapının yeniden inşası bağlamında bilimsel düşüncenin geçerlilik ilkeleri çerçevesinde ele alınmıştır.1908'den 1923'e uzanan tarihsel süreçte bir imparatorluk dağılmış ve yerine yeni bir ulus-devlet ikame edilmişti. İşte tez süresince bu ulus-devletin hangi düşünsel alt-yapı ve saiklerin etkisiyle kurumsallaştırılabildiğini araştırmaya çalıştık. Bu konuda hayli yoğun bir literatürün olduğunu gözden ırak tutmadan üretilmiş bütün referanslar taranmaya ve analiz edilmeye çalışılmıştır. Bununla birlikte II. Meşrutiyet ve Cumhuriyet üzerine ilk kez bu denli kapsamlı bir karşılaştırma yapılmaktadır. Tarihçiliğin geçmişte yaşanmış olay ve olguları, günümüzün değerleriyle yorumlama uğraşı olduğu genellikle kabul edilir. Historiyografinin bu doğası ve epistemesi ister istemez yapılan her tarih çalışmasına yansır. Kuramlar, ideolojiler, yapılar hep bu mercekten yeniden ele alınır ve analiz edilir. Bu tez süresince, yıllardan beri Türkiye yakın tarihine ilişkin üretilen Modernleşme kuramı, Patrimonyalizm gibi Weberyen analizler, Pozitivist yönelimler, Jakobenizm ve Bonapartizm gibi yaklaşımlar eleştirel bir dizgede ele alınarak yorumlanmıştır. Bu çerçevede baskın Oryantalist ideolojinin son derece yoğun olduğu Türk sosyal bilim dünyasında, yakın geçmişin oryantalist olmayan bir değerlendirmesi ve karşılaştırması yapılmaya çalışılmıştır. Özet23 Temmuz1908 Türkiye yakın tarihinin en önemli kilometre taşlarından birisidir. Hürriyet, müsavat, uhuvvet gibi 19.Yüzyıl kıta Avrupa’sının değerleri üzerinden referans alarak II. Meşrutiyet’iilan edilmesini sağlayan İttihatçı muhalefet Kanun-ı Esasi’nin yenidenyürürlüğe konduğu o tarihten 1913 yılındaki Bab-ı Ali Baskını’na kadarparlamenter sistemin içinde hatta çoğunlukla o dönem kurulan hükümetlerebilfiil müdahil olmayarak son dönem Osmanlı siyasal sisteminin önemli yapısaldönüşümlerine imza attı. Ancak Balkan Savaşları ve ardından girilen I.DünyaSavaşı süresince parlamento dışı defacto bir hükümet işlevi gören İttihat veTerakki merkez-i umumisi 1914’ten 1918’e yani savaşın sonuna kadar muvakkat(geçici) kanun ve kararnamelerle meclis-i mebusanı dışlayarak sürece tek başınamüdahil oldu.Bu bildiridebu süreci yaratan etkenler I.Dünya Savaşı’nın ya da o dönem yaygın olarakkullanıldığı adla Harb-i Umumi’nin İttihatçıların ekonomik, sosyal, siyasal vekültürel politikalarında ne türden etkiler yaptığı değerlendirilecektir. Coomaraswamy, Titus Burckhardt, Martin Lings ve Seyyid Hüseyin Nasr?dır.Seyyid Hüseyin Nasr, Gelenekselciliğin günümüzde, İslam dünyasındaki en önemli temsilcisidir. Her din Nasr?ın araştırma konusu olmuşsa da, onun asıl gelenekselciliğin merkezine oturttuğu din İslam dinidir. Ona göre bilgi, İlahi kaynaklıdır. Gerçek bilgi ise Mutlak?ın bilgisidir. Gerçek varlık Allah?ın varlığıdır ve biz onun varlığına ulaşmak için çabalarız. Bu çabalarımız geleneğe bağlı kaldığımız ölçüde nihayete erer. Coomasraswamy, Titus Burckhardt, Martin Lings and Seyyid Hüseyin Nasr.In today?s Traditionalism, Seyyid Hüseyin Nasr is the most important agent in Islamic world. Even though Nasr has become an issue to be reached by all religions, the essential religion that he based his traditionalist ideas is Islam. According to Nasr, knowledge is originated from divine. The real knowledge is preciseness?s knowledge. The real absence is the absence is of Allah and we try to reach his absence. The result changes in accordance with the efforts that we try to abide by him. Even in art the beautiful is beautiful as far as it is close to Allah. The interest of Nasr?s to philosophy and his wide knowledge about the history of philosophy especially about Islam enhanced his importance. Philosophy is a tool to reach the divine. According to him, everything is precious as far as it makes us closer to the Allah. He has got lots of productions about philosophy. 99
