Multiple private companies are building suborbital reusable launch vehicles possessing vastly different designs. Many of these companies originally focused on space tourism; however, revolutionary applications for scientific and engineering research as well as technology demonstrations and instrument development are emerging. The dramatic reduction in cost over traditional launch systems as well as a guaranteed (and rapid) safe payload return enable many new launch vehicle applications. These new capabilities will essentially move the laboratory environment up to the edge of space. To make use of these novel launch vehicles, the John Hopkins University Applied Physics Laboratory has established a Commercial Suborbital Program with a core system (JANUS) to support and enable many future suborbital missions. This program has already conducted six suborbital flight missions to establish vehicle interfaces and analyze the suitability and limits of each flight environment. Additionally, this program has also been selected by the NASA Flight Opportunities Program for five additional operational suborbital missions. Here we present the results of our completed missions as well as descriptions of future selected missions scheduled for 2021–2023.

During its evolution, the Sun and its protective magnetic bubble – the heliosphere - has completed nearly twenty revolutions around the Galactic Core. During this “Solar Journey” it has plowed through widely different interstellar environments that have all shaped the system we live in today. The orders-of-magnitude differences in interstellar properties have had dramatic consequences for the penetration of interstellar material and have affected elemental and isotopic abundances, atmospheric evolution and perhaps even conditions for habitability. As far as we know, only some 60, 000 years ago, the Sun entered what we call the Local Interstellar Cloud (LIC), and in less than 1,900 years the Sun will be entering a very different interstellar environment that will continue to shape its evolution and fate.The Interstellar Probe is a pragmatic mission with a possible launch already in the next decade that would explore the heliospheric boundary and how it interacts with the Very Local Interstellar Medium (VLISM) to understand the current state along this Solar Journey and, ultimately understand where our home came from, and where we are going. During its 50-year nominal design life, it would go far beyond where the Voyager missions have gone, out to about 400 astronomical units (au) and likely survive out to 1000 au. Therefore, the Interstellar Probe mission would represent humanity’s first explicit step in to the galaxy and become NASA's boldest step in space exploration.When the Voyager missions traversed the heliospheric boundary with their very limited payload it became clear that we are faced with a whole new regime of space physics that is not only decisive for our own heliosphere, but also for understanding the physics of other astrospheres as well. Today we still do not understand the force that is upholding the magnetic shell (the heliosheath) around our heliosphere, or the mechanisms that shield the solar system from galactic cosmic rays, and many other mysteries. Once beyond where the furthest Voyager spacecraft will cease operations (likely at ~170 au), Interstellar Probe would step in to the unknown, traverse the hydrogen wall and the complex magnetic topology at the very edge of the Sun’s sphere of influence, and then directly sample for the first time the interstellar material that has made all of us. There, measurements of the unperturbed gas, plasma, and fields would allow accurate determination of the current state of the LIC and how it affects the global heliosphere. Measurements of unshielded interstellar dust and galactic cosmic rays would provide unprecedented information on stellar and galactic evolution. The physical processes that occur as the solar wind and magnetic field interact with VLISM would also provide the only directly measurable prototypes for understanding the astrospheres surrounding other stars that control the atmospheres and habitability of their exoplanets. All this newly acquired knowledge would then enable an understanding of the current state of the heliosphere and the VLISM, and how they interact, which ultimately can be used to extrapolate the understanding of our system back to the past and into the future.At the same time, the outward trajectory is a natural opportunity for exploring one of the ~4,000 Kuiper Belt Objects or ~130 dwarf planets similar to and beyond Pluto and determine the large-scale structure of the circum-solar dust disk to provide the ground truth for planetary system formation in general. Once beyond the obscuring dust, the infrared sky would open a window to early galaxy formation.An Interstellar Probe has been discussed and studied since 1960, but the stumbling block has always been propulsion. Now this hurdle has been overcome by the availability of new and larger launch vehicles. An international team of scientists and experts are now in the final year of a NASA-funded study led by The Johns Hopkins University Applied Physics Laboratory (APL) to develop pragmatic example mission concepts for Interstellar Probe with a nominal design lifetime of 50 years. Together with the Space Launch System (SLS) Program Office at NASA’s Marshall Space Flight Center, the team has analyzed dozens of launch configurations and demonstrated that asymptotic speeds in excess of 7.5 au per year can be achieved using existing or near-term propulsion stages with a powered or passive Jupiter Gravity Assist (JGA). These speeds are more than twice that of the fastest escaping man-made spacecraft to date, which is Voyager 1 currently at 3.59 au/year. Launching near the nose direction of the heliosphere, Interstellar Probe would therefore reach the Termination Shock (TS) in less than 12 years and cross the Heliopause into the VLISM after about 16 years from launch.In this presentation we provide an overview and update of the study, the science mission concept, the compelling discoveries that await, and the associated example science payload, measurements and operations ensuring a historic data return that would push the boundaries of space exploration by going where no one has gone before.

A mission that traverses through our solar system, past the boundaries of our heliosphere, and out of our habitable astrosphere to the very local interstellar medium (VLISM) provides a unique opportunity for various in-situ and remote observations during this long journey. The Interstellar Probe mission concept explores a near term, pragmatic basis for designing such a mission, prioritizing critical science measurements while identifying and working with the engineering constraints that come with a long duration mission operating far away from Earth. One of the many challenges of such a mission is selecting instrumentation that will collectively meet science requirements over a long baseline. In order to accomplish this, a variety of instruments will be need to be included in the payload, while keeping in mind size, mass, and power constraints for the mission. These may include particle and field sensors, imaging spectrometers, spectrographs, mass spectrometers, and dust analyzers. Magnetometers (MAG), placed on a boom away from the spacecraft, will be one of the most critical instruments in the payload. With the exception of composition analysis and particle detection, magnetometers are capable of answering many questions related to the nature of the heliosphere, VLISM, and interactions between the two. While both vector helium magnetometers and fluxgate magnetometers have heritage, due to the lengthy duration of this mission fluxgates may provide a more reliable instrument. Another set of critical instruments will be a particle suite that covers a wide range of energies. Particle sensors will play a key role in learning more about our heliosphere and VLISM, providing insight into everything but the neutral hydrogen wall. The suite would most likely include four sensors. First, a plasma system (PLS) would detect thermal ions and electrons up through light pick-up ions (PUI) with energies in the 10s-10000s eV. Detecting energetic ions, electrons, inner source PUIs, and PUI in the ISM would require an energetic particle system and dedicated pick-up ion instrument (EPS and PUI) for particles with energies 10s-1000s keV. A cosmic ray system (CRS) would account for the highest energy particles, observing anomalous cosmic rays (ACRs) and galactic cosmic rays (GCRs) with energies most likely ranging from 1-1000 MeV. Each of these systems would need as close to full coverage of the sky as possible, most likely achieved through angular coverage provided by a spinning spacecraft. The final particle and field sensor that might be included on such a mission is a plasma wave instrument (PWI). This would support measurements made by the magnetometers and particle suite, enabling a better understanding of the size and shape of the heliosphere, particle acceleration in shock regions and the heliosheath, the structure and nature of the heliopause, and properties of the VLISM and GCR spectra outside the heliopause. While the measurements would most likely be made with four components spaced 90° from each other, all perpendicular to ram direction, determining the length and type of antenna used for this instrument is a trade between plasma wave science, guidance navigation and control capabilities, and mission operations. Another critical sensor suite would involve energetic neutral atom (ENA) imagers, where the suite might include one or more imagers designed to image at different energy levels (the low energy ENA-L at 10-2000 eV, medium energy ENA-M at 0.5-15 keV, and high energy ENA-H at 1-100 keV). ENA imagers would result in a better understanding of the force balance and ENA ribbon, as well as solar/heliosphere/VLISM interaction and influence on each other. In particular, an ENA-H that has the capability to point back at our heliosphere once we are well into the VLISM would allow scientists to gain insight into what our astrosphere looks like from the outside. While the two lower energy ENA imagers would only require noseward hemisphere angular coverage, in order to perform the study of the heliosphere from the outside the ENA-H would need full sky coverage with a sun exclusion zone. A neutral mass spectrometer (NMS) would provide key compositional insight during the mission by measuring neutral gas and dust in the VLISM, as well as the neutral hydrogen wall and neutral ISM gas and dust inside the heliosphere. Direct measurements of elemental and isotopic gas compositions of the VLISM would place an important constraint on models of stellar nucleosynthesis which holds implications for the formation of matter in the galaxy. This would enable a much better understanding of the properties and potential history of the ISM as a whole. The instrument would be placed facing the ram direction. Co-boresighted to perform complementary measurements to the NMS would be an Interstellar Dust Analyzer (IDA), which would further establish properties of the VLISM and how it affects our heliosphere. It would also provide important insight into the formation of planetary systems through the examination of interplanetary dust. There are additional choices that could augment these core instruments, including a Lyman-alpha spectrograph (LYA) to provide vital information about interplanetary and VLISM hydrogen phasespace density, imaging spectrometers in the ultraviolet/visible/infrared (UVS/VIR) to study planet formation in the solar system by examining the debris disk and potential nearby Kuiper Belt objects and dwarf planets, and a visIR spectral mapper (IRM) to observe the diffuse red-shifted light emitted by the universe beyond the dominant Zodiacal cloud foreground that obfuscates such studies when performed within our heliosphere. Taking the science objectives into account along with size, mass, and power constraints, two example payloads were developed for the Interstellar Probe concept study: one baseline payload which focuses on heliophysics objectives and an augmentation payload which accommodates a visNIR imager and the visIR mapper for performing a dwarf planet flyby and studying the extragalactic background light in addition to core heliophysics instrumentation. This presentation provides an overview of these example payloads, their accommodation on the spacecraft, and reliability issues associated with requiring up to 50 years of functionality.

The polar orbit of Juno at Jupiter provides a unique opportunity to observe high‐latitude energetic particle injections. We measure energy‐dispersed impulsive injections of protons and electrons. Ion injection signatures are just as prevalent as electron signatures, contrary to previous equatorial observations. Included are previously unreported observations of high‐energy banded structures believed to be remnants of much earlier injections, where the particles have had time to disperse around Jupiter. A model fit of the injections used to estimate timing fits the shape of the proton signatures better than it does the electron shapes, suggesting that electrons and protons are different in their abilities to escape the injection region. We present ultaviolet observations of Jupiter's aurora and discuss the relationship between auroral injection features and in situ injection events. We find, unexpectedly, that the presence of in situ particle injections does not necessarily result in auroral injection signatures., Key Points High‐latitude observations at Jupiter reveal features of injections (L < 15 RJ) and associated auroral signatures not previously reportedIncluded are a near equality of electron and ion injections, puzzling differences between their signatures and signatures of old injectionsThere is no one‐to‐one correspondence between the in situ particle and auroral signatures of injections, contrary to literature expectations

We outline specific steps that NASA and the space science community can take to advance collaboration and coordination between the communities represented by the four NASA Science Mission Directorate Divisions. It is important to note that the only way that this effort can succeed is if NASA initiates and supports it through directed resources.

The dedicated Energetic Neutral Atom (ENA) imager on the Cassini spacecraft provided indispensable measurements of magnetospheric processes at Saturn. At Jupiter, Cassini provided only a few serendipitous ENA images as the spacecraft flew by Jupiter at large radial distances. The Juno spacecraft, now in a polar orbit around Jupiter, carries no ENA camera, but the energetic particle JEDI instrument is sensitive to ENA’s with energies > 50 keV, provided there are few charged particles in the environment to mask their presence. Even with limited ENA capabilities, the Juno mission has revealed important differences between Saturn and Jupiter with regard to how charged ions are lost from these magnetospheric systems. Specifically, a major contribution to ENA emissions at Jupiter come from Jupiter’s polar atmosphere. These ENAs likely arise from energetic ions that nearly precipitate in the auroral zone, only to mirror magnetically within the atmosphere where they charge exchange with atoms in Jupiter’s upper atmosphere. Cassini did not observe this precipitating component at Saturn despite the abundance of quality ENA measurements obtained there. We conclude that ion precipitation into Jupiter’s atmosphere is competitive with other loss processes. In contrast, in the Saturn system, it is likely that losses associated with the dense neutral gas populations near the equator dominate the loss of energetic particles.

The Interstellar Probe is a space mission to discover physical interactions shaping globally the boundary of our Sun`s heliosphere and its dynamics and for the first time directly sample the properties of the local interstellar medium (LISM). Interstellar Probe will go through the boundary of the heliosphere to the LISM enabling for the first time to explore the boundary with a dedicated instrumentation, to take the image of the global heliosphere by looking back and explore in-situ the unknown LISM. The pragmatic concept study of such mission with a lifetime 50 years that can be implemented by 2030 was funded by NASA and has been led by the Johns Hopkins University Applied Physics Laboratory (APL). The study brought together a diverse community of more than 400 scientists and engineers spanning a wide range of science disciplines across the world.Compelling science questions for the Interstellar Probe mission have been with us for many decades. Recent discoveries from a number of space missions exploring the heliosphere raised new questions strengthening the science case. The very shape of the heliosphere, a manifestation of complex global interactions between the solar wind and the LISM, remains the biggest mystery. Interpretations of imaging the heliosphere in energetic neutral atoms (ENAs) in different energy ranges on IBEX and Cassini/INCA from inside show contradictory pictures. Global physics-based models also do not agree on the global shape. Interstellar Probe on outbound trajectory will image the heliosphere from outside for the first time and will provide a unique determination of the global shape.The LISM is a completely new area for exploration and discovery. We have a crude understanding of the LISM inferred from in-situ measurements inside the heliosphere of interstellar helium, pick-up-ions, ENAs, remote observations of solar backscattered Lyman-alpha emission and absorption line spectroscopy in the lines of sight of stars. We have no in-situ measurements of most LISM properties, e.g. ionization, plasma and neutral gas, magnetic field, composition, dust, and scales of possible inhomogeneities. Voyagers with limited capabilities have explored 30 AU beyond the heliosphere which appeared to be a region of significant heliospheric influence. The LISM properties are among the key unknowns to understand the Sun`s galactic neighborhood and how it shapes our heliosphere. Interstellar Probe will be the first NASA mission to discover the very nature of the LISM and shed light on whether the Sun enters a new region in the LISM in the near future.In this presentation we give an overview of heliophysics science for the Interstellar Probe mission focusing on the critical science questions of the three objectives for the mission. We will discuss in more details a need for direct measurements in the LISM uniquely enabled by the Interstellar Probe.

The ice giant planets provide some of the most interesting natural laboratories for studying the influence of large obliquities, rapid rotation, highly asymmetric magnetic fields and wide-ranging Alfvénic and sonic Mach numbers on magnetospheric processes. The geometries of the solar wind–magnetosphere interaction at the ice giants vary dramatically on diurnal timescales due to the large tilt of the magnetic axis relative to each planet's rotational axis and the apparent off-centred nature of the magnetic field. There is also a seasonal effect on this interaction geometry due to the large obliquity of each planet (especially Uranus). Within situobservations at Uranus and Neptune limited to a single encounter by the Voyager 2 spacecraft, a growing number of analytical and numerical models have been put forward to characterize these unique magnetospheres and test hypotheses related to the magnetic structures and the distribution of plasma observed. Yet many questions regarding magnetospheric structure and dynamics, magnetospheric coupling to the ionosphere and atmosphere, and potential interactions with orbiting satellites remain unanswered. Continuing to study and explore ice giant magnetospheres is important for comparative planetology as they represent critical benchmarks on a broad spectrum of planetary magnetospheric interactions, and provide insight beyond the scope of our own Solar System with implications for exoplanet magnetospheres and magnetic reversals.This article is part of a discussion meeting issue ‘Future exploration of ice giant systems'.

The global nature of the interaction of the heliosphere and the Local Interstellar Medium (LISM) is among one of the most outstanding space physics problems of today. Ultimately, our magnetic bubble is upheld by the expanding solar wind born in the solar corona that is now accessible by Parker Solar Probe. At the other extreme boundary, a completely new regime of physical interactions is at work that shape the unseen global structure of the entire heliosphere. Voyager 1 and 2 are soon nearing their end of operations inside of 170 AU and their payloads dedicated to planetary science have uncovered a region of space that defies our understanding. At the same time, IBEX and Cassini have obtained complementary “inside-out” ENA images of the heliospheric boundary region that cannot be fully explained. An Interstellar Probe through the heliospheric boundary, in to the LISM would be the first dedicated mission to venture into this largely unexplored frontier of space. With a dedicated suite of in-situ and remote-sensing instrumentation, such a probe would not only open the door for a new regime of space physics acting at the boundary and in other astrospheres, but would also obtain the very first images from the outside of the global structure of the heliosphere that, in context with the in-situ measurements would enable a quantum leap in understanding the global nature of our own habitable astrosphere. Beyond the Heliopause, the Interstellar Probe would offer the first sampling of the properties of the Local Interstellar Cloud and interstellar dust that are completely new scientific territories. Relatively modest contributions across divisions would offer historic science returns, including a flyby of one or two Kuiper Belt Objects, first insights in to the structure of the circum-solar dust disk, and the first measurements of the Extra-galactic Background Light beyond the obscuring Zodiacal cloud. In summary, an Interstellar Probe would represent humanity’s first step in to the galaxy and become the farthest space exploration ever undertaken. The idea of an Interstellar Probe and a Solar Probe shares a common beginning as two of the “Special Probes” that the Simpson Committee carried forward in their Interim Report to the Space Studies Board in 1960. Since then, an Interstellar Probe has scientifically been highly rated in the Solar and Space Physics Decadal Surveys, but the lack of propulsion technologies and launch vehicles have presented a stumbling block for its realization. However, this bottleneck is now being removed with the development of the Space Launch System (SLS) Block 2 with first launch projected to end of the 2020’s. A study funded by NASA is now progressing towards its third year of developing realistic mission architectures for an Interstellar Probe using technology ready for launch beginning 2030. An SLS Block 2, with an Atlas Centaur 3rdstage, a Star 48 4th stage could propel a spacecraft up to about 8.5 AU/year, which would be more than twice the fastest escaping spacecraft (Voyager 1 at 3.6 AU/year). The scenario would use a direct inject to Jupiter followed by a Jupiter Gravity assist powered by the 4th stage. The mission trade space is bound by requirements to be able to operate out to 1000 AU, 600 W of power beginning of mission, and survive up to 50 years. Here, we discuss the outstanding science questions that could be addressed by a mission to the LISM, notional science payload and report on realistic mission architectures, design concepts and trades, enabling technologies, and programmatic challenges.

Uranus and Neptune are the least-explored planets in our Solar System. This paper summarizes mysteries about these incredibly intriguing planets and their environments spurred by our limited observations fromVoyager 2and Earth-based systems. Several of these observations are either inconsistent with our current understanding built from exploring other planetary systems, or indicate such unique characteristics of these Ice Giants that they leave us with more questions than answers. This paper specifically focuses on the value of all aspects of magnetospheric measurements, from the radiation belt structure to plasma dynamics to coupling to the solar wind, through a future mission to either of these planets. Such measurements have large interdisciplinary value, as demonstrated by the large number of mysteries discussed in this paper that cover other non-magnetospheric disciplines, including planetary interiors, atmospheres, rings, and moons.

The 2007-2009 solar minimum was the longest of the space age. We present the first of two companion papers on Chandra and XMM-Newton X-ray campaigns of Jupiter through February-March 2007. We find that low solar X-ray flux during solar minimum causes Jupiter's equatorial regions to be exceptionally X-ray dim (0.21 GW at minimum; 0.76 GW at maximum). While the Jovian equatorial emission varies with solar cycle, the aurorae have comparably bright intervals at solar minimum and maximum. We apply atomic charge exchange models to auroral spectra and find that iogenic plasma of sulphur and oxygen ions provides excellent fits for XMM-Newton observations. The fitted spectral S:O ratios of 0.4-1.3 are in good agreement with in situ magnetospheric S:O measurements of 0.3-1.5, suggesting that the ions that produce Jupiter's X-ray aurora predominantly originate inside the magnetosphere. The aurorae were particularly bright on 24-25 February and 8-9 March, but these two observations exhibit very different spatial, spectral, and temporal behavior; 24-25 February was the only observation in this campaign with significant hard X-ray bremsstrahlung from precipitating electrons, suggesting this may be rare. For 8-9 March, a bremsstrahlung component was absent, but bright oxygen O(6+)lines and best-fit models containing carbon, point to contributions from solar wind ions. This contribution is absent in the other observations. Comparing simultaneous Chandra ACIS and XMM-Newton EPIC spectra showed that ACIS systematically underreported 0.45- to 0.6-keV Jovian emission, suggesting quenching may be less important for Jupiter's atmosphere than previously thought. We therefore recommend XMM-Newton for spectral analyses and quantifying opacity/quenching effects.

An Interstellar Probe beyond our heliosphere in to the largely unexplored interstellar medium (ISM) would be the furthest and boldest step in robotic space exploration ever taken. A dedicated payload of in-situ and remote sensing instruments would uncover the new regime of physics at work in the heliospheric boundary region and offer the first external view of the global heliosphere that is currently missing in the family portrait of all other types of astrospheres observed. Beyond about 400 AU the Probe would reach the ISM and for the first time begin its sampling of the properties of the local interstellar cloud (LIC) that our Sun and neighboring star systems are immersed in.An Interstellar Probe has been discussed since around 1960 in several NASA and international studies. The compelling science objectives have remained almost unchanged and are focused on understanding the plasma physics in the interaction region between the heliosphere and the ISM. Their importance have been amplified by the recent unexpected findings by the Voyager 1 and 2 spacecraft that are nearing their end of life at less than 150 AU from the Sun. Remote observations in Energetic Neutral Atoms (ENAs) by the NASA IBEX and Cassini missions have made the remarkable discoveries of ENA emission morphologies that have come as a complete surprise and still lack a satisfactory explanation. Hubble Space Telescope observations have now also made it clearer that the Sun is about to exit the LIC and perhaps already has, which is a unique event of astronomical scales that an Interstellar Probe could explore in-situ for the first time. In addition to these top-priority objectives, contributions of unprecedented science value to planetary sciences and astrophysics are possible including flybys of at least one Kuiper Belt Object, in-situ and remote observations of the dust debris disk, and the extra-galactic background light.Here we review the outstanding questions and current state of understanding of the global heliosphere, the ISM and what planetary and astrophysics augmentations can offer. We summarize the compelling science case for an Interstellar Probe, including a range of possible science payloads and the associated operation scenarios. The results stem from the study of a Pragmatic Interstellar Probe currently underway, funded by NASA, and led by The Johns Hopkins University Applied Physics Laboratory with active participation from a large, international team of scientists and engineers. The study focuses on finding realistic mission architectures among a trade space of propulsion options, trajectories, risks and reliability challenges. The study considers operation out to 1000 AU, a survival probability of 85% over 50 years and electrical power of no less than 400 W at the beginning of mission. Over twice the speed of Voyager 1 (the fastest spacecraft currently) has already been achieved in the design using conventional propulsion, with a direct inject to Jupiter followed by a Jupiter Gravity Assist. In order to provide input requirements to the mission study, several possible payloads with different mass allocations and associated mission requirements, trade-offs and risks have been identified.

The Jovian polar regions produce X-rays that are characteristic of very energetic oxygen and sulfur that become highly charged on precipitating into Jupiter’s upper atmosphere. Juno has traversed the polar regions above where these energetic ions are expected to be precipitating revealing a complex composition and energy structure. Energetic ions are likely to drive the characteristic X-rays observed at Jupiter (Haggerty et al., 2017; Houston et al., 2018; Kharchenko et al., 2006). Motivated by the science of X-ray generation, we describe here Juno JEDI measurements of ions above 1 MeV, and demonstrate the capability of measuring oxygen and sulfur ions with energies up to 100 MeV. We detail the process of retrieving ion fluxes from pulse width data on instruments like JEDI (called “puck’s”; Clark et al., 2016; Mauk et al., 2013) as well as details on retrieving very energetic particles (>20 MeV) above which the pulse width also saturates. The Juno JEDI instrument is shown to have the unplanned capability to measure heavy ions to energies as high as 100 MeV. As such, the JEDI instrument has the capability to measure those ions needed to generate polar X-rays at Jupiter. (> 10’s of MeV O and/or S). We present analysis that involves separating these very energetic ions into the group that is trapped (i.e., part of the very high latitude radiation belts) and the group that is precipitating and might be linked to observed X-rays.

Observations of energetic charged particles associated with Io’s footprint (IFP) tail, and likely within or very near the Main Alfvén Wing, during Juno’s 12th perijove (PJ) crossing show evidence of intense proton acceleration by wave‐particle heating. Measurements made by Juno/JEDI reveal proton characteristics that include pitch angle distributions concentrated along the upward loss cone, broad energy distributions that span ~50 keV to 1 MeV, highly structured temporal/spatial variations in the particle intensities, and energy fluxes as high as ~100 mW/m2. Simultaneous measurements of the plasma waves and magnetic field suggest the presence of ion cyclotron waves and transverse Alfvénic fluctuations. We interpret the proton observations as upgoing conics likely accelerated via resonant interactions with ion cyclotron waves. These observations represent the first measurements of ion conics associated with moon‐magnetosphere interactions, suggesting energetic ion acceleration plays a more important role in the IFP tail region than previously considered.

This is a white paper submitted to the Planetary Science and Astrobiology Decadal Survey. The Exoplanets in our Backyard meeting was born out of a recognition of the value and potential of interdisciplinary, cross-divisional exoplanet and solar system research, and to encourage and grow the community of researchers working at this intersection. This first-ever inter-assessment group (AG) meeting (organized by members of the Venus Exploration, Outer Planets, and Exoplanet AGs, or VEXAG, OPAG, and ExoPAG, respectively), successfully brought together solar system and exoplanetary scientists from different backgrounds and NASA divisions, fostered communication between researchers whose paths had never crossed at a meeting before, and spurred new collaborations. The meeting was held at the Lunar and Planetary Institute in Houston, TX on February 5-8, 2020 immediately following the OPAG meeting hosted at the same location. The meeting was attended by approximately 110 scientists on site, and 20-30 online participants. The success of this meeting should be capitalized upon and its momentum carried forward to promote fruitful scientific and programmatic discussion, partnerships, and research going forward. The Neptune Odyssey mission concept is a Flagship-class orbiter and atmospheric probe to the Neptune–Triton system. This bold mission of exploration would orbit an ice-giant planet to study the planet, its rings, small satellites, space environment, and the planet-sized moon Triton. Triton is a captured dwarf planet from the Kuiper Belt, twin of Pluto, and likely ocean world. Odyssey addresses Neptune system-level science, with equal priorities placed on Neptune, its rings, moons, space environment, and Triton. Between Uranus and Neptune, the latter is unique in providing simultaneous access to both an ice giant and a Kuiper Belt dwarf planet. The spacecraft—in a class equivalent to the NASA/ESA/ASI Cassini spacecraft—would launch by 2031 on a Space Launch System or equivalent launch vehicle and utilize a Jupiter gravity assist for a 12 yr cruise to Neptune and a 4 yr prime orbital mission; alternatively a launch after 2031 would have a 16 yr direct-to-Neptune cruise phase. Our solution provides annual launch opportunities and allows for an easy upgrade to the shorter (12 yr) cruise. Odyssey would orbit Neptune retrograde (prograde with respect to Triton), using the moon's gravity to shape the orbital tour and allow coverage of Triton, Neptune, and the space environment. The atmospheric entry probe would descend in ∼37 minutes to the 10 bar pressure level in Neptune's atmosphere just before Odyssey's orbit-insertion engine burn. Odyssey's mission would end by conducting a Cassini-like “Grand Finale,” passing inside the rings and ultimately taking a final great plunge into Neptune's atmosphere.

Recent results of the first ever orbit through Jupiter's auroral region by NASA's Juno spacecraft did not show evidence of coherent acceleration in the auroral or polar region. However, in this letter, we show energetic particle data from Juno's Jupiter Energetic-particle Detector Instrument instrument during the third auroral pass that exhibits conclusive evidence of downward parallel electric fields in portions of Jupiter's polar region. The energetic particle distributions show inverted-V ion and electron structures in a downward electric current region with accelerated peaked distributions in hundreds of keV to ~1 MeV range. The origin of these large electric potential structures is investigated and discussed within the current theoretical framework of current-voltage relationships at both Earth and Jupiter. Parallel electric fields responsible for accelerating particles to maintain the aurora/magnetospheric circuit appear to be a common phenomenon among strongly magnetized planets with conducting ionospheres; however, their origin and generation mechanisms are subjects of ongoing research.

The process that generates Earth’s most intense aurora is found to occur at Jupiter, but is of only secondary importance in generating Jupiter’s much more powerful aurora. The most intense aurora on Earth are generated by a 'discrete' process whereby electrons are accelerated coherently. Weaker aurora arise from wave scattering of magnetically trapped electrons. As Jupiter's aurora is orders of magnitude more powerful than Earth's, it was naturally assumed that the former process was responsible, yet early in situ observations by the Juno spacecraft found no evidence of the discrete process. Barry Mauk and collaborators report discrete downward accelerations of electrons on some auroral crossings, but the energy flux is much less than that caused by broadband processes, with broadband characteristics that are very different from those at Earth. The most intense auroral emissions from Earth’s polar regions, called discrete for their sharply defined spatial configurations, are generated by a process involving coherent acceleration of electrons by slowly evolving, powerful electric fields directed along the magnetic field lines that connect Earth’s space environment to its polar regions1,2. In contrast, Earth’s less intense auroras are generally caused by wave scattering of magnetically trapped populations of hot electrons (in the case of diffuse aurora) or by the turbulent or stochastic downward acceleration of electrons along magnetic field lines by waves during transitory periods (in the case of broadband or Alfvenic aurora)3,4. Jupiter’s relatively steady main aurora has a power density that is so much larger than Earth’s that it has been taken for granted that it must be generated primarily by the discrete auroral process5,6,7. However, preliminary in situ measurements of Jupiter’s auroral regions yielded no evidence of such a process8,9,10. Here we report observations of distinct, high-energy, downward, discrete electron acceleration in Jupiter’s auroral polar regions. We also infer upward magnetic-field-aligned electric potentials of up to 400 kiloelectronvolts, an order of magnitude larger than the largest potentials observed at Earth11. Despite the magnitude of these upward electric potentials and the expectations from observations at Earth, the downward energy flux from discrete acceleration is less at Jupiter than that caused by broadband or stochastic processes, with broadband and stochastic characteristics that are substantially different from those at Earth.

After a successful orbit insertion, the Juno spacecraft completed its first 53.5-day orbit and entered a very low altitude perijove with the full scientific payload operational for the first time on 27 August 2016. The Jupiter Energetic particle Detector Instrument measured ions and electrons over the auroral regions and through closest approach, with ions measured from ~0.01 to > 10 MeV, depending on species. This report focuses on the composition of the energetic ions observed during the first perijove of the Juno mission. Of particular interest are the ions that precipitate from the magnetosphere onto the polar atmosphere, and ions that are accelerated locally by Jupiter's powerful auroral processes. We report preliminary findings on the spatial variations, species, including energy and pitch angle distributions throughout the prime science region during the first orbit of the Juno mission. The prime motivation for this work was to examine the heavy ions that are thought to be responsible for the observed polar x-rays. JEDI did observe precipitating heavy ions with energies >10 MeV, but for this perijove the intensities were far below those needed to account for previously observed polar x-ray emissions. During this survey we also found an unusual signal of ions between oxygen and sulfur. We include here a report on what appears to be a transitory observation of magnesium, or possibly sodium, at MeV energies through closest approach.

After its capture into Jupiter orbit early in the summer of 2016, the Juno spacecraft made three close flybys of the planet to date. The Jupiter Energetic Particle Detector Instrument (JEDI) made continuous measurements during perijoves in late August and early December. Here we describe the radiation (approximately hundreds of keV to more than 10 MeV charged particles) that was measured close to Jupiter. The purpose of this paper is to present some of the first direct energetic charged particle measurements ever obtained at high magnetic latitude very close to Jupiter and to interpret these data using techniques that rely on the instrument design. We generate an electron energy spectrum in an intense radiation region where the JEDI foreground is only about 40% of the rate due to >15 MeV electrons.

The Juno spacecraft has crossed Jupiter's bow shock (BS) and magnetopause (MP) multiple times in the dawn sector (near 0600 local time), both during the approach to Jupiter and during the first three apojove periods. A survey of all of these crossings using the Juno field and particle instruments has been performed, with 51 bow shock and 97 magnetopause crossings being detected. The BS crossings ranged from 92 to 128 RJ with 1 encounter during the approach, 36 during the first apojove period, 0 on the second, and 14 during the third. The MP crossings ranged from 73 to 114 RJ, with 8 MP encounters during the approach, 40 encounters during the first apojove period, 24 encounters on the second, and 46 during the third. During the approach, Juno initially encountered an expanding magnetosphere resulting in a single BS and MP crossing, followed a few days later by a contracting magnetosphere, resulting in 7 more MP crossings and a BS crossing on the first outbound orbit at 92 RJ. The lack of BS crossings and the limited number of MP crossings during the second apojove period suggests a long period of an expanded magnetosphere, likely caused by a prolonged period of low solar wind dynamic pressure associated with a rarefaction region. The detection of BS crossings on the third apojove period suggests another period of a highly compressed magnetosphere.

Juno obtained unique low-altitude space environment measurements over Jupiter's poles on 27 August 2016. Here Jupiter Energetic-particle Detector Instrument observations are presented for electrons (25–800 keV) and protons (10–1500 keV). We analyze magnetic field-aligned electron angular beams over expected auroral regions that were sometimes symmetric (bidirectional) but more often strongly asymmetric. Included are variable but surprisingly persistent upward, monodirectional electron angular beams emerging from what we term the “polar cap,” poleward of the nominal auroral ovals. The energy spectra of all beams were monotonic and hard (not structured in energy), showing power law-like distributions often extending beyond ~800 keV. Given highly variable downward energy fluxes (below 1 RJ altitudes within the loss cone) as high as 280 mW/m2, we suggest that mechanisms generating these beams are among the primary processes generating Jupiter's uniquely intense auroral emissions, distinct from what is typically observed at Earth.

Lomb periodogram analyses were applied to all thermal electron data from the Cassini Plasma Science (CAPS) instrument from mid-2004 to mid-2011. Very strong periods at ~26 days were observed in the fluxes of electrons with energies less than 1000 eV. At higher energies, such a strong solar wind period was not apparent, and numerous signals appeared between ~5 d and ~22 d for E > 100 eV. The amplitudes of all these signals greatly exceeded those recognized in the electrons at the ~10.7 h period related to planetary rotation. A simulation using Cassini orbits and a 2D model of electron fluxes indicate that the 5-22 d periods were caused by the spacecraft orbits in to and out of electron radiation belts. Definitive signals do not exist at the periods of Saturn's moons.
