5. Aster Global Dem (gdem) Version 3

Abstract

The Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) is a 14-channel imaging instrument operating on NASA’s Terra satellite since 1999. ASTER’s visible–near infrared (VNIR) instrument, with three bands and a 15 m Instantaneous field of view (IFOV), is accompanied by an additional VNIR band using a second, backward-looking telescope. Collecting along-track stereo pairs, the geometry produces a base-to-height ratio of 0.6. In 2009, the ASTER Science Team released Version 1 of the global DEM (GDEM) based on stereo correlation of 1.2 million ASTER scenes. The DEM has 1 arc-second latitude and longitude postings (~30 m) and employed cloud masking to avoid cloud-contaminated pixels. The GDEM covers all of the Earth’s land surface from 83 degrees north to 83 degrees south latitude. Version 2 was released in 2011, with notable improvements in coverage and accuracy. In 2019, the final, Version 3, was released; again improving on coverage and removing almost all artifacts. Th GDEM is a unique, global high spatial resolution digital elevation dataset available to all users at no cost. In addition, a second unique dataset was produced and released. The raster-based ASTER Global Water Body Dataset (ASTWBD) identifies the presence of permanent water bodies, and marks them as ocean, lake, or river. An accompanying DEM file indicates the elevation for each water pixel. To date, over 110+ million 1x1 degree GDEM tiles have been distributed.

18. The dynamic effects of aid and taxes on government spending

Abstract

This paper examines the impact of foreign aid and taxes on government spending for 67 developing countries during 1980-2013 using dynamic heterogeneous (panel) time-series techniques. We find that spending, aid and tax ratios comprise an equilibrium (cointegrated) relation. On average, the aid coefficients (and marginal impacts) are positive but smaller than the tax coefficients, indicating that in the long-run and short-run taxes have a stronger association with expenditures than aid. Central to this heterogeneous relationship is the political calculus between aid and tax-measured according to accountability and bureaucratic costs-whereby recipients offset the political costs of raising taxes against the political costs of receiving more aid. Once measures of political costs are incorporated into the analysis, we find the political costs of aid to be higher than those of tax, reinforcing the primary assertion that for spending, taxes are more important than aid. Countries with higher political costs of aid typically show no aid-spending relationship, while those with lower political costs of aid tend to show an aid-spending relationship. The findings are largely when replicated once we split total spending into capital and consumption spending.The online version contains supplementary material available at 10.1007/s10797-022-09763-9.

Abstract

We argue that tax revenues and political institutions placing constraints on the executive power may reinforce each other over time and so co-evolve in the long run. This may also bring a shift in the composition of revenues, from taxes levied on a narrow base to broadly levied taxes. To test these hypotheses, we use historical cross-country data covering 31 countries for 1800–2012 and panel time series methods allowing for different forms of country-specific heterogeneity and cross-section dependence. The results offer three main findings. First, executive constraints, whether they are judicial or legislative, and tax revenues are cointegrated. While in the short run they can drift apart, this will be temporary because there is a long-run relationship between the two. Second, evidence of cointegration is strongest for revenues from direct taxes, suggesting that the existence and nature of a long-run relationship may be mainly related to the emergence of broad-based taxation. Third, long-run causality runs mostly from executive constraints to taxation. This is most evident for income taxes. Our findings link Sustainable Development Goals 16 and 17, implying that the goal of promoting inclusive and accountable institutions may work in synergy with that of generating internal resources to finance development goals. Abstract

By adding a large quantity of Cl[superscript -] to an aqueous solution of CoCl[subscript 2][multiplied by]6H[subscript 2]O, a mixture containing a red octahedral cobalt complex and a blue tetrahedral complex is produced. When the solution temperature is modified, the equilibrium constant, K[subscript eq], of the complexation reaction is shifted and the proportion of the two colored forms altered correspondingly. Absorbance spectrophotometry is utilized to determine the concentration of each cobalt species, allowing K[subscript eq] and the change in Gibbs energy, deltaG[degrees], values to be found at each temperature tested. By plotting deltaG[degrees] versus temperature, the changes in entropy and enthalpy for the reaction can be determined. (Contains 2 tables and 2 figures.)
