Abstract

Next Generation Wireless Networks (NGWNs) have two main components: Network Slicing and Open Radio Access Networks (O-RAN). NS is needed to handle various Quality of Services (QoS). O-RAN adopts an open environment for network vendors and Mobile Network Operators (MNOs). In recent years, Deep Reinforcement Learning (DRL) approaches have been proposed to solve some key issues in NGWNs. The primary obstacles preventing the DRL deployment are being slowly converged and unstable. Additionally, these algorithms have enormous carbon emissions that negatively impact climate change. This paper tackles the dynamic allocation problem of O-RAN radio resources for better QoS, faster convergence, stability, lower energy and power consumption, and reduced carbon emissions. Firstly, we develop an agent with a newly designed latency-based reward function and a top-k filtration mechanism for actions. Then, we propose a policy Transfer Learning approach to accelerate agent convergence. We compared our model to another two models.

20. Recruitment and Selection of School Leaders in Saudi Arabia

Abstract

The success of schools depends on effective recruitment and selection of school leaders. The present study sought to understand the processes of recruiting and selecting public school leaders in Saudi Arabia from their perspectives. Interview data were collected from 39 high school leaders in the Eastern province in Saudi Arabia. The results of the study indicated that the school leadership recruitment and selection processes in Saudi Arabia consist of few linear steps where the ministry engages in an effort to attract candidates from internal resources, followed by initial screening, and a formal interview to select the candidate from the pool. The analysis also revealed several challenges involved in the recruitment and selection processes of prospective candidates. Based on the findings of this study, schools are currently struggling to recruit qualified candidates that commensurate the mission and the needs of our schools. Therefore, we recommend providing appropriate budget, resources, and training to human resource staff to effectively communicate with prospective candidates, identify the type of candidates and design recruitment and selection strategy accordingly.

24. Systematic Review of Research on Educational Leadership and Management in Muslim Societies

Abstract

This article reports the results of a systematic review of research on educational leadership and management (EDLM) in Muslim societies. Quantitative methods were employed to examine 362 articles published in eight core international EDLM journals. This review examined general patterns of knowledge production, as well as research topics, conceptual models, and methods employed by scholars in Muslim societies. The results show that 44% of the articles had been published in the past 4 years, and 67% in the past 8 years. Turkey, Malaysia, and the United Arab Emirates (UAE) qualified as the largest producers of knowledge production (45.6%). Almost 88.4% of the literature consisted of empirical studies with topical foci focused on leadership in K-12, principals, organizational behavior, climate, and culture. Recommendations were provided to advance the development of knowledge production in the field.

45. Evaluating the Impact of Global Citizenship Education Programmes: A Synthesis of the Research

Abstract

Given the calls to reinforce the accountability of education programmes, this review evaluated studies that evaluated K-12 global citizenship education (GCED) programmes to assess the evidence that such programmes improved the students' global learning. There are no current reviews assessing the impact of GCED programmes in the US. The authors conducted an electronic search in the educational databases to review the studies that addressed the impact of GCED programmes between 2000 and 2019. We reviewed the abstracts based on specific criteria: 33 studies met the inclusion criteria. Most of the studies were rejected because they did not provide the whole information about the programmes. The final 22 studies were selected because they provided the complete description about the evaluation programme of GCED. The review examined the components and the measures of the programmes, the approaches for collecting and analyzing data. The outcomes of the evaluated programmes support the claim that these programmes succeeded in improving students' global learning. However, our analysis revealed flaws in the studies evaluating the impact of the GCED programmes.
