This bachelor thesis focuses on the problems of law and ethics in the periodicals of Northern Lithuania. Ten newspapers from seven regions of Northern Lithuania were analyzed, looking for possible violations of The Lithuanian Ethical code of journalists and publishers and The Lithuanian Republic law of public information. Newspapers from the regions of Akmenė, Biržai, Joniskis, Mažeikiai, Pakruojis, Pasvalys and Siauliai were analyzed. Apart from the research that was contucted, the thesis present the self-regulation and law system of Lithuanian media. In the first part of the thesis there are presentations of Lithuanian committee of journalists ethics as well as the Lithuanian Ethical code of journalists and publishers. In the same chapter information about The Law of public information, Inspector of journalists ethics and Committee of Lithuanian radio and television is given. Using iliustrations and information from Lithuanian and foreign authors an insight into Lithuanian media system is given. The second part of the bachelor thesis is the research and analysis of the ten newspapers. All of the newspapers that were analyzed are only published in the particular regions. There are not published nationally. 1456 of published newspapers issues were analyzed. In all these newspapers 127 publications with possible violations of The Ethical code of journalists and publishers and 25 publications with possible violations of The law of public infomation were found. The possible violations that were found most often were: advertisment published as impartial information, identities that could not be public were revealed, information about family conflicts were published, disturbing pictures were published. Newspaper that had the most possible violations was Akmenės “Vienybė”. It had 35 publications with possible violations. 20 of those 35 publications were advertisment related. Other newspapers had somewhat between 6 and 20 publications with possible violations. The conclusion that was made says that it is nessessary to talk about the fact that journalists in Lithuania are not required to have university or college degree. They lack professionalism and excellence. That is one of the reasons for all the violations of law and ethics in the media.

Dėl įvairių ekstralingvistinių veiksnių tarmės kinta, transformuojasi ir randasi pereiginiai, tarpiniai tarp tarmės / tarmių ir bendrinės kalbos kalbiniai kodai, kurie paprastųjų kalbos vartotojų yra vartojami, vertinami, lyginami su kitais kalbiniais kodais. Vietinio kalbinio varianto pokyčiai užfiksuoti ir Akmenės rajone, esančiame Žemaitijos paribyje (Murinienė 2018). Šiame straipsnyje analizuojamos jaunųjų paribio žemaičių nuostatos dėl vietinio pereiginio kalbinio varianto, įvertinant kompetenciją jį skirti konkurencingų kalbinių variantų (tarmės, pusiau tarmės ir bendrinės kalbos) sistemoje ir jam priskiriamas vertes. Tyrimo medžiagą sudaro 147 gimnazistų apklausų duomenys, surinkti iš dviejų tyrimų, vykdytų 2019 ir 2020 metais. Pritaikius sociolingvistikos ir perceptyviosios dialektologijos metodologines prieigas išsiaiškinta, kad Akmenės rajono jaunuoliai konkurencingų kalbinių variantų (tarmė, pusiau tarmė, bendrinė kalba) sistemoje vietinį kalbinį variantą tiek verbalizuotomis, tiek vizualizuotomis nuostatomis identifikuoja kaip pusiau žemaičių tarmę, atpažįsta mažesnį tarminį žymėtumą. Vietinis pereiginis kalbinis variantas įgyja aukštą vertę, palyginus su (grynąja) tarme. Pereiginio kalbinio kodo vartotojas įvardijamas kaip prisitaikantis, lankstus, kartu šiuolaikiškas, modernus, tačiau nenutolstantis nuo tradicijų. Vietinis kalbinis kodas svarbus lokaliai tapatybei išreikšti, nes bendrinės kalbos vartosena tarp tarmiškai kalbančiųjų suvokiama kaip sąmoningas atsiskyrimas nuo bendruomenės. Dialects change, transform, and new ones – transitional, intermediate varieties between dialect(s) and standard language – emerge due to various extralinguistic factors (see Lenz 2010, 296). The research shows that the variety of the periphery of Samogitia, Akmenė region has also changed (Murinienė 2018). The aim of this study is to reveal the gymnasium students’ competence to identify local intermediate variety by assessing it from the perspective of three language varieties – dialect, semi-dialect (intermediate variety) and standard language, and also its value. The data was obtained from a questionnaire, based on the methodological principles of sociolinguistics and perceptual dialectology, to reveal attitudes of young residents of Akmenė region. The analysis shows that gymnasium students, according to their verbalised and visualised attitudes, identify the local variety as a semi-dialect and reflect a less marked dialect. Respondents call it semi-Samogitian dialect, semi-Samogitian and semi-Highland dialect/standard language. In the mental maps, the local dialect is also marked as a semi-dialect and is located between Šiauliai and Mažeikiai, which reveals the reflected peripherality of the local language variety. According to the associations with users of semi-dialect, this variety acquires a high value compared to the (traditional) dialect. The user of the intermediate language variety is described as adaptable, flexible, and simultaneously modern, but not the person who abandons the traditions. The local language variety is important for expressing the local identity because the standard language usage is not recognised among the local dialect users as a conscious separation from the community if it is used in informal situations.

The first mills appeared in Lithuania in the 14th century. By the 17th century, 61 millers were counted in the Great Duchy of Lithuania. In the second half of the 17th and 18th centuries there were about 100 millers in Samogitia. Until the end of the 19th century, windmills in Lithuania were a typical detail of rural and town landscape. At the time, there were about 200 of them. According to the cartographic material of 1914–1921, there were already about 1000 windmills in Lithuania. At the turn of the 19th and 20th centuries there were about 2000 water mills. In Northern Lithuania, mills were found in the districts of Akmenė, Joniškis, Radviliškis, Pakruojis, Pasvalys, Šiauliai and other places. At the end of the 19th century, windmills accounted for 54 percent, water for 43 percent and steam for 3 percent of all Lithuanian mills. During the interwar period, there were over a hundred windmills in Pakruojis district alone. The oldest were in Pakruojis (1828), Geručiai (1841), Pamūšis (1861) and Guostagalis (1870). The last windmill in Pakruojis district was built in Gelčiai village in 1936.

Leidinį pradeda įvadas, kuriame nagrinėjami su šventvietėmis, jų tyrinėjimų istorija ir apsauga susiję klausimai. Toliau aprašomos 333 Pakruojo r. ir 8 Joniškio r. vietos, skelbiamos jų geografinės padėties koordinatės, matavimai, daugelis archeologinių, istorinių, tautosakinių ir etnologinių duomenų, 1840-1979 m. žemėlapių iškarpos, schemos ir nuotraukos. When collecting information for the archaeological map of the Kaunas Province (prepared and published in 1899), the attention of the then researchers was attracted by two most famous stones of the Pakruojis land: Devil's Armchair in Titoniai and a stone with a footprint, called Holy, in Zigmantiškiai. Around 1908-1913, the Peleniškiai Hillfort was surveyed and the stone with a bowl at its foot was measured by Liudvikas Kšivickis. In the 20s to 30s of the 20th century, the State Archaeological Commission paid attention to some more sacred places: stones with bowls in Binėnai and Pašvitinys, the sacred hill in Paežeriai, etc. Teacher of English Juozas Šliavas who started work in Žeimelis in 1949 had never heard about that. In 1958, he founded a schoolchildren's folklore club and became its leader, and in 1959, a school museum was established on his initiative. The year 1966 marked a turning point in the folklore research activity of teacher Šliavas, related to the beginning of the wide-scale land reclamation and destruction of individual farms. Assisted by archaeologist Adolfas Tautavičius, linguist Aleksandras Vanagas, ethnographer Vacys Milius, and folklorist Norbertas Vėlius, Šliavas became a distinguished expert of Žiemgala (Semigallia): a researcher on Northern Lithuania and Southern Latvia, a connoisseur of their history and culture. It should be noted that he became actively involved in the search of the heritage treasures and took care of their preservation: before 1975, he had already visited and described all the archaeological and mythological sites in the Akmenė, Joniškis, Pakruojis, Panevėžys, Pasvalys, and Radviliškis districts. On 1 January 1975, Jonas Treškevičius (b. 1952) took up the post of the monument protection specialist of the Pakruojis district; he became a loyal assistant to Juozas Šliavas and independently discovered a number of sacred places, and primarily stones with bowls. Valentina Alekseriūnaitė (b. 1951), Juozas Čybas (1928-2004), Bronius Pupinis (1909-1992), and Algimantas Senulis (b. 1937) also contributed substantially to the monument preservation. An expedition led by the author of the present book worked intermittently in the Pakruojis district from 26 January 2017 to 17 August 2018. Over 18 days, 163 destinations sites were visited by cars, and 333 sites were described in the Code of Sacred Places, including hills, fields, groves, trees, stones, and springs related to the Baltic religion and mythology;1 moreover, the publication includes additions to the Code of the Joniškis District Sacred Places prepared in 2015-2016. The Code of the Pakruojis District Sacred Places includes: forests and groves (23), individual trees (15), hills (33), fields and meadows (11), swamps (29), streams (4), river parts (7), springs (24), non-processed boulders (40), and stones with bowls (154) that account for almost half of all the entries in the Code. Most of the villages in the Pakruojis District boast three, four, or even five stones with bowls. The villages following one another on the left bank of the Mūša River have especially many stones with bowls: three stones in Miciūnai, five in Sosdvaris, three in Pociūnai, and six in Kalevai. The stones were discovered and usually kept at the door of the house, in place of the stairs to the granary, in flower beds, at the arbours, or were frequently bricked into the foundations or masonry walls. For the first time, evidence was found that stones with bowls could be kept in a cooking room of the house at the floor level. It should be noted that the bowls of the stones in the Pakruojis district did not have the form of a regular circle at the top, they were rather of an oval shape; the bowls were usually moved from the centre towards the edge, and the stones were frequently rough-hewn. However, from now on, it is necessary to take a critical view of the classification of the stones with bowls in accordance with their form and the hypothesis of the stones possessing marks of hewing as having been intended for the corner of the house. The latest accumulated information leads to considering hewing to be a consequence of the later adjustment of sacred stones to various uses: stones with straight sides were usually put and to and aligned with other stones in the foundations and walls, the threshold of the house, the granary wall, etc. True, such a conclusion does not exclude the possibility that in a new place - the villages established in the second half of the 16th century -stones with bowls were still appreciated and respected, rites were performed at them, and even sacrifices were offered. The period (and most likely the previous one as well) is characterised by the association of those stones with grass snakes which represented the ancient Lithuanian deities of home (Dievai Pagirniai) known from written sources. It should be separately mentioned that a typical characteristic of the Pakruojis district is sacred forests and groves called Ąžuolyne [an oak wood] (11 sites), sacred oaks (12 trees), and hills called Bobkalnis [women's hill] (6 sites); moreover, valuable information was obtained about four stones with cup-marks: those sites in Northern Lithuania date back to the 1st millennium ВС. The same areas also stayed inhabited later and, in the 1st to the 4th century AD, they boasted barrows with stone circles. [...]

Apie senąją Žemaitijos kryždirbystę parašyta nemažai, tačiau sistemingas šiuolaikinių paminklų fiksavimas ir tyrinėjimas nėra toks nuoseklus, koks turėtų būti, nes didele dalimi tai priklauso nuo atskirų entuziastų atsidavimo. Tad reikalingą ir svarbų darbą atliko Šiaulių apskrities Povilo Višinskio, Šiaulių, Plungės ir Akmenės rajonų savivaldybių viešųjų bibliotekų darbuotojai, organizuodami dvi kraštotyros ekspedicijas Kur liūdi kryžiai pakelėm, kurių metu buvo fiksuojami ir aprašomi sakralinių bei privačių erdvių, pakelių, miestelių ir kaimų paminklai. Šį projektą finansavo Lietuvos kultūros ministerija ir Lietuvos kultūros taryba. Šiaulių rajone vykusios pirmosios ekspedicijos pagrindu buvo parengtas gana išsamiai paminklus aprašantis Alės Počiulpaitės tekstas1, antrosios ekspedicijos medžiaga, surinkta Akmenės rajone, pasitarnavo šio straipsnio gimimui. Bibliotekos darbuotojai ne tik kruopščiai aprašė ir išmatavo visų tipų paminklus, bet nurodė ir jų pastatymo datas, autorius, statymo motyvus bei pateikėjus, o tekstinę ir iliustracinę medžiagą sudėjo į didelės apimties kraštotyros darbą2, kuriuo šiame straipsnyje ir naudojamasi. Akmenės apylinkių kryždirbystės paminklai bus aptariami pagal medžiagas (medis, metalas, akmuo) ir struktūrą (kryžiai, koplytstulpiai, koplytėlės, šiuolaikinės interpretacijos), nurodant senajai Žemaitijos tradicijai ir šiandienos kryždirbystei būdingus bruožus, aptariama ir paminklų vietos bei paskirtis. Gaila, kad ekspedicijų metu nebuvo fiksuojami antkapiniai paminklai – jie sudarytų pilnesnį šio krašto šiandieninės kryždirbystės vaizdą, todėl, neturint kapinių erdvėse esančių paminklų pavyzdžių, išvados tėra pirminės. Much is written about old Samogitian cross-crafting, but the systematic recording and exploration of modern monuments is not as consistent as it should be, because it largely depends on the devotion of individual enthusiasts. Thus, the necessary and important work was carried out by the employees of the public libraries of Povilas Višinskis in Šiauliai, Plungė and Akmenė District Municipalities, who organized two ethnographic expeditions, during which the monuments of sacral and private spaces, roadsides, towns and villages were recorded and described. This project was funded by the Lithuanian Ministry of Culture and the Lithuanian Culture Council. On the basis of the first expedition in Šiauliai district, the text of Alė Počiulpaitė describing the monuments in detail was prepared, and the material of the second expedition, collected in Akmenė district, served the purpose of this article. Not only did the workers of the library thoroughly described and measured all types of monuments, but also specified their dates, builders, motives and contributors, and compiled textual and illustrative material into a large-scale ethnographic work which was used to write this article.

Primenama Žagarės ir jos apylinkių kultūrinė ir ekonominė praeitis, kuri turėjo įtakos susiformuoti to regiono gyventojų socialiniams tinklams ir kalbiniam identitetui. Remiantis Žagarės šnektos tarminiais įrašais, išryškinamos respondentų kalbinės nuostatos ir savivokos kaita. The article highlights the major ethnic, religious, historical, economic and cultural phenomena of the town of Žagarė, being the centre of Žagarė local dialect, situated to the north-west of Joniškis, right near the Latvian border, which played an important role in shaping linguistic attitudes and self-esteem. Žagarė, as a single town, formed from Old Žagarė and New Žagarė, which are separated by the Švėtė River. Old Žagarė is situated on the left bank, whereas New Žagarė is located on the right bank. Driven by a strong economic growth, Žagarė was the major trade hub of North Lithuania drawing merchants from various places of Lithuania as well as Russia, Poland, England and Germany until the end of the 18th century. According to encyclopaedic publications, between 1897 and 1899 Žagarė was home to 820 craftsmen and 171 trade enterprises. There was a button workshop, a soap factory, 3 mills, 104 shops. Two Catholic churches, an Evangelical Lutheran church, a synagogue and an Orthodox church took care of the residents’ spiritual needs in Žagarė. In addition to a parish school, a government-run school was established in 1865. There were two Jewish schools, a Latvian school. A city school was opened in 1906; a government- run girls’ school was founded as well. A private trade school operated in Žagarė from 1909 to 1915. A printing house was established in 1909. The Dialect Archive of the Institute of the Lithuanian Language stores a number of records from Žagarė and its environs. The dialectal records under analysis were made in 1998, 1999, and 2003. The respondents of the older generation born between 1901 and 1936 had been interviewed. Based on these records, attempts were made to establish the boundaries of Žagarė local dialect. The drawn map shows that the northwestern boundary of Žagarė local dialect stretches along the Lithuanian-Latvian border. The eastern boundary of Žagarė local dialect meets Skaistgirys local dialect and goes near Stungiai and Veršiai. The southwestern boundary of Žagarė local dialect is drawn near Juodeikiai and Gaižaičiai, which are close to the boundary of Akmenė district. Part 2 of the Atlas of the Lithuanian Language dedicated to phonetics and the maps indicate that several isoglosses run outside Žagarė and across the boundaries of Skaistgirys local dialects: the pronunciation of the stem e, ei after the consonant l referred to as the hardening of e, ei in the chrestomathy of dialects (the isogloss stretches to Žagarė and runs close to Dilbinai and Dameliai), non-uniform expression of the quality of the vowel ė after the hardened consonant, and the replacement of pre-stress long ė, o, y, ū.

Įsigilinus į savitranscendencijos, t. y. vidinės motyvacijos dirbti dėl kitų, teorinį konceptą ir šio reiškinio aktualizavimą valstybės tarnyboje, straipsnyje pristatomi savitranscendencijos raiškos Akmenės rajono seniūnijose tyrimo rezultatai. Naudota mišrių metodų strategija: jungiami kiekybiniai ir kokybiniai tyrimo metodai. Tyrimu išaiškinti pagrindiniai motyvaciniai veiksniai seniūnijos veikloje, savitranscendencijos vieta tarp kitų darbuotojus motyvuojančių poreikių, savitranscendenciją aktyvinantys ir slopinantys veiksniai. Patvirtinta seniūno lyderystės svarba orientuojant darbuotojus veikti dėl bendruomenės, visuomenės.

[...] Straipsnio tikslas – pateikti viešųjų paslaugų kokybės sampratą, atlikti švietimo, sveikatos ir socialinės apsaugos sistemų teikiamų paslaugų kokybės vertinimą Lietuvos savivaldybėse. Uždaviniai: pateikti viešųjų paslaugų kokybės sampratą; išanalizuoti paslaugų kokybės modelius; atlikti švietimo, sveikatos ir socialinės apsaugos sistemų teikiamų paslaugų kokybės vertinimą Lietuvos savivaldybėse. Tyrimo objektas – švietimo, sveikatos ir socialinės apsaugos sistemų teikiamų paslaugų kokybė Lietuvos savivaldybėse. Tyrimo metodai: mokslinės literatūros analizė, abstrakcijos, modeliavimo, lyginimo ir viešosios nuomonės tyrimo analizė. Viešosios apklausos tyrimas atliktas 2009 m. gegužės–gruodžio mėn. Tyrime dalyvavo šešios Lietuvos miestų ir rajonų savivaldybės. Tyrimas aprėpia septynias savivadybių viešųjų paslaugų sritis: socialines paslaugas, sveikatos priežiūros paslaugas, savivaldybėje teikiamas švietimo paslaugas vidurinėse mokyklose, savivaldybėje teikiamas švietimo paslaugas suaugusiųjų mokymo įstaigose bei centruose. Tyrimui reikalingų duomenų patikrinimui ir surinkimui buvo naudojama anoniminė anketa. Savivaldybėse respondentai pasirinkti atsitiktine tvarka. Iš viso išdalinta 1800 anketų, grąžintos 1542 užpildytos anketos. Tyrimo anketos sudarytos iš aštuonių dalių: respondentų demografiniai duomenys; klausimai dėl socialinių paslaugų kokybės kriterijų vertinimo; klausimai dėl sveikatos priežiūros paslaugų kokybės vertinimo savivaldybėje; klausimai dėl sveikatos stiprinimo paslaugų kokybės vietos savivaldos įstaigose; klausimai dėl savivaldybėse teikiamų ikimokyklinio ugdymo paslaugų kokybės vertinimo; klausimai dėl švietimo paslaugų teikamų kokybės vertinimo gimnazijose; klausimai dėl švietimo paslaugų kokybės vertinimo vidurinėse mokyklose; klausimai dėl švietimo paslaugų kokybės vertinimo suaugusiųjų mokymo įstaigose. Gauti tyrimo rezultatai parodė, kad dauguma respondentų pagal užsiėmimą ir gyvenamąją vietą socialinių paslaugų kokybę daugiausiai įvertino vidutiniškai. Geriausiai savivaldybės teikiamas socialines paslaugas įvertino Kretingos ir Skuodo rajonų respondentai. Kvalifikuotų mokytojų skaičių respondentai gerai ir vidutiniškai įvertino Klaipėdos miesto, Alytaus miesto, Kretingos rajono ir Skuodo savivaldybėse, tuo tarpu Akmenės ir Joniškio rajono savivaldybėse kvalifikuotų mokytojų skaičių įvertino blogiau. Suaugusiųjų mokymo centrų paslaugų kokybę respondentai pagal užsiėmimą ir gyvenamąją vietą įvertino panašiai kaip ir kvalifikuotų mokytojų skaičių. Galime daryti išvadą, kad probleminėse teritorijose, tokiose kaip Akmenės ir Joniškio rajonų savivaldybėse, švietimo paslaugų kokybė yra vertinama blogiau, todėl šių rajonų savivaldybių administracijos turėtų peržiūrėti įmonių, kurios teikia viešąsias paslaugas, sąrašą ir skelbti naujus konkursus, kad paslaugos būtų suteiktos kokybiškai ir paslaugų vartotojas būtų patenkintas savivaldybės teikiamomis paslaugomis ir gyvenimo kokybe. Tyrimo metu nustatyta, kad viešųjų paslaugų kontekste ir laikantis kokybės užtikrinimo vartotojui požiūrio, svarbiausias yra vartotojo pasitenkinimas gauta paslauga. Tačiau Lietuvoje dar netaikomas „į klientą orientuotas“ viešųjų paslaugų vadybos modelis. Viešųjų paslaugų kokybės vadyboje gali būti iš dalies taikomas išplėstinis kokybės funkcijos modelis, klaidų analizės modelis, taip pat servqual modelio modifikacijos. Viešųjų paslaugų kokybės užtikrinimo procesą būtina skirstyti į dvi dalis – kokybės vertinimą, kuris apimtų darbo procesus ir jų rezultatus, bei grįžtamąjį ryšį toliau vykdant švietimo, sveikatos apsaugos ir socialinės rūpybos reformas. After Lithuania became a member of the EU, the competitiveness of public services was determined by the ability to ensure efforts of state institutions to provide quality public services and ensure quality of life for local residents. This article presents concept of public service quality and quality evaluation models. Research of public opinion regarding the quality of public services was carried out in Lithuanian municipalities. Research includes seven fields of municipal public services: social services, health care services, education services provided by secondary schools of municipalities, education services provided by adult education institutions and centres. Based on the research, a model of the quality development of public services in Lithuanian municipalities is formed. In the model the key elements that make the public policy effective are identified.

The article overviews the features and framework of monetary social care system in Lithuania. The monetary social care administrative reforms that took part in 2012 are thoroughly analysed, taking into account the problems that led to changes and efficiency criteria set-up to evaluate the aftermath of the reform. The theoretical conclusions are based on the Republic of Lithuania legal acts, theoretical material and a sociological survey. The article also examines how the monetary system works, what are the motives for monetary social system change from a legal and economic perspective. The study was carried on in order to find out how the local authority employees evaluated changes in the monetary social care administrative system and what challenges they had to face after the reform. Social workers were questioned from municipalities that decided to take part in the pilot program. Monetary social care system is a social support system and at the same time the most integral part of the welfare system, helping to resolve social problems that arise. The changing social and economic environment, globalization, public sector spending cuts, economic change encourage to search for optimal and effective social support system management methods. On the 1st of January 2012, monetary social care system change was initiated: 2012-2014 monetary social benefits (social allowance, heating cost, drinking water, and hot water cost compensations) were implemented using two models: • State wise (state delegates to municipalities) function (financed from the government budget); • Individualised function in five (Akmenė, Panevėžys, Radviliškis, Raseiniai and Šilalė regions) experimental (pilot) municipalities (financed from the municipality funds). However, the authors of the article believe that social care system effectiveness has to be further increased, not only increasing the number of decision making municipalities, but also pushing the quality of the reform upwards. Moreover, the administration of social care benefits has to cover up society’s needs and priorities. Ineffective administration of social services may result in unfavourable results and future recessions can lead to increased costs for social services. Social care administrative effectiveness cannot be evaluated only from the financial side, social goals have to be considered, too, such as decreasing poverty, tackling social exclusion, lowering the effects of poverty traps for most vulnerable groups of people and helping families with children. Straipsnyje apžvelgiama socialinės paramos sistema Lietuvoje, piniginės socialinės paramos teikimo ypatumai, formos, analizuojama 2012 m. piniginės socialinės paramos administravimo pertvarka, jos prielaidos ir problemos, analizuojami piniginės socialinės paramos efektyvumo vertinimo kriterijai. Apibendrinant teorines išvadas, remiamasi Lietuvos Respublikos norminių teisės aktų analize, teorine medžiaga, sociologinės apklausos rezultatais. Šiame straipsnyje taip pat analizuojama, kaip veikia piniginės socialinės paramos sistema, analizuojami piniginės socialinės paramos pertvarkos motyvai ir teisinė bei ekonominė argumentacija, atliktas tyrimas, kaip vietos savivaldos darbuotojai vertina pokyčius pertvarkant piniginės paramos administravimą bandomosiose savivaldybėse, su kokiomis problemomis susiduria socialinės paramos teikėjai po pertvarkos.

Straipsnyje analizuojamos Lietuvos kaimo apgyvenimo kaitos ir kaimo gyvenviečių sistemos transformacijos regioninės ypatybės 2001–2011 m. Analizė atlikta remiantis LR Statistikos departamento pateikiamais 2001 ir 2011 m. visuotinių gyventojų ir būstų surašymo duomenimis. Nustatyta, kad gyventojų skaičius mažėjo daugumoje gyvenviečių nepriklausomai nuo jų dydžio, tačiau išryškėjo ženklūs regioniniai skirtumai; taip pat nustatyta stiprėjanti veiksnio „centras–periferija“ įtaka. Aplink didžiuosius miestus (Vilniaus r., Kauno r. ir Klaipėdos r. savivaldybių teritorijose) gyventojų skaičius intensyviai augo apie 40 proc. visų gyvenviečių, o augimo tempai šiose gyvenvietėse buvo kelis kartus didesni nei tose gyvenvietėse, kuriose gyventojų mažėjo. Didžiųjų miestų kaimynystėje esančiose savivaldybėse (Trakų, Elektrėnų, Jonavos, Kazlų Rūdos, Kretingos r.) ir šalia mažesnių miestų (Panevėžio, Marijampolės, Druskininkų, Utenos) esančiose savivaldybių teritorijose gyvenviečių augimo/nykimo tempai buvo panašūs, tačiau gyventojų skaičius augo tik 20–30 proc. kaimo gyvenviečių ir tai lėmė bendrą neigiamą kaimo gyventojų skaičiaus pokytį. Nuošaliose periferinėse savivaldybėse: Pagėgių, Akmenės r., Pakruojo r., Joniškio r., Skuodo r., Radviliškio r. ir kitose vyko ne tik spartus gyventojų skaičiaus mažėjimas daugumoje (>83 proc.) kaimo gyvenviečių, bet ir gyventojų skaičiaus mažėjimo tempai buvo kelis kartus intensyvesni, lemiantys itin sparčią periferinių kaimo teritorijų depopuliaciją. This article pays attentions to the rural population and rural settlement’s system regional changes during the period since 2001 till 2011. The analysis is based on the 2001 and 2011 population and houses census data provided by Statistics Lithuania. The performed analysis revealed that the number of population decreased in the majority of settlements independently on their size. However, the distinct regional changes could be stressed. Besides, it was estimated the increasing infl uence of “centre-periphery” factor. Around the biggest cities (in the territories of Vilnius, Kaunas, Klaipeda districts) the number of inhabitants was rapidly growing in 40% of the settlements’ and the tempos of growth in these settlements have exceeded several times the tempos of decrease of population in those settlements where the number of population decreased. In the territories of municipalities (Trakai, Elektrėnai, Jonava, Kazlų Rūda, Kretinga districts) that neighbour the biggest cities and the municipalities close to smaller Lithuanian cities (Panevėžys, Marijampolė, Druskininkai, Utena) the tempos of settlements’ number increase/decrease were similar, meanwhile, the number of inhabitants in these municipalities was increasing only in 20-30% of rural settlements. Therefore, such situation led to the general negative population change. In peripheral municipalities that are located further from bigger cities (Pagėgiai, Akmenė dis., Pakruojis dis., Joniškis dis.., Skuodas dis.., Radviliškis dis. and others) the rapid depopulation appeared in the majority (>83%) of rural settlements. Also, the tempos of depopulation in these municipalities were several times higher. Therefore, this situation infl uenced especially fast depopulation in the peripheral rural territories. The analysis allows to underline that the increasing importance of the “centre-periphery“ factor will further determine the decline of rural settlements in peripheral territories.

Cultural memory displays itself through the symbols relevant to the community: holidays, texts, pictures, etc. The source of cultural memory analysed in the paper is the heraldry of small towns. In the Šiauliai region, which was researched in the study, twenty-two small towns have their coats of arms: Kruopiai, Papilė (Akmenė district); Kriukai, Skaistgirys (Joniškis district); Kražiai, Lioliai, Šaukėnai (Kelmė district); Klovainiai, Lygumai, Pašvitinys, Rozalimas, Žeimelis (Pakruojis district); Baisogala, Grinkiškis, Šaukotas, Šiaulėnai, Sidabravas (Radviliškis district); Gruzdžiai, Kairiai, Kužiai, Meškuičiai, and Šakyna (Šiauliai district). The heraldry of a small town consists of a coat of arms, a heraldic flag and an armorial seal. The study has shown that there is no single strategy in the Šiauliai region specifying what cultural memory should be created through a small town's heraldry and how. The relationship of the townspeople with a small town's coat of arms is varied. In some cases, the townspeople remember and are able to explain the coat of arms of their town and they see it's importance of today. In other cases, small town residents know and are able to describe the town's coat of arms, but do not believe that it is relevant nowadays. In the worst case, the townspeople, although they recognise the coat of arms of the town, fail to explain or associate it with certain events and do not consider the coat of arms to be significant today. Such an approach depends on various factors: whether the figure of the emblem is easy to remember and understandable and whether various authorities carry out the activities aimed at the promotion of the small town's coat of arms, show interest in it, etc. In the latter case, it is sought to make coats of arms more noticeable and display them not only in the municipalities of small townships, but also in small town schools, museums, to depict them on souvenirs and publish them in books and articles. The analysis has also shown that during the process of restoration and development of the coats of arms of the Šiauliai region, it was not very important to take into account the region and its overall image. Today, the region is rich in coats of arms of small towns that are not matched to each other either by the range of colours or by the division of the shield into segments. These coats of arms do not reflect a unified image of the Šiauliai region.

Straipsnyje nagrinėjama Vokietijos ir jos sąjungininkų karo belaisvių Šiaulių lagerio Nr. 294 istorija 1945-1948 m.: lagerio apsauga ir režimas, belaisvių pabėgimai, lagerio NKVD-MVD Agentūrinio-operatyvinio skyriaus darbas, karo nusikaltėlių paieška, nusikalstama lagerio personalo veikla, lagerio turto grobstymas bei korupcija ir kt. Darbo tikslas - supažindinti skaitytoją su šiame lageryje kalintų belaisvių buities, prievartinio darbo, maitinimosi, medicininio aptarnavimo ir kitomis sąlygomis, apžvelgti jų beprasmes mirtis pirmaisiais sunkiausiais pokario metais (1945-1946 m.). Ši publikacija yra rengiamos knygos „Vokietijos ir jos sąjungininkų karo belaisviai Lietuvoje 1944-1949 m.“ dalis. At the end of the Soviet-German war, in spring 1945, labour camps for prisoners of war of Germany and its allies were set up in Lithuania. One of them – was Šiauliai Labour Camp No. 294, which consisted of six divisions: Akmenė, Bačiūnai, Panevėžys, Pavenčiai, Radviliškis, and Šiauliai. In June 1945, 8,256 prisoners of war were imprisoned in Šiauliai Labour Camp and its divisions; on 1 January 1946, there were 5,714 prisoners remaining and on 1 June – 5,048 (4,363 worked outside the boundaries of the camp); and on 1 March 1947 – 2,583 prisoners. They were rebuilding the city of Šiauliai destroyed during the war: they rebuilt the drama theatre, 3 gymnasiums, a hospital, a railway station and other buildings. Prisoners also produced consumer goods and a variety of products at the camp workshop and did auxiliary works on the farm, so the camp was partially self-sufficient in terms of food. Prisoners, who worked in rural areas, received food from local residents. On average, there were around 3,000–4,000 prisoners in the camp each year. In terms of international humanitarian law, the repressive structures of the Soviet Union and the Lithuanian SSR basically observed the provisions of the 1929 Geneva Convention on the Treatment of Prisoners of War, but in 1945–1946 due to extremely complicated natural and economic conditions, as well as the unpredictability of the camp administration prisoners had painful experiences. Many of them were ill; in winter 1945–1946 the camp suffered a typhus epidemic. Between 1945 and 1948 about 500 prisoners died, most of the prisoners were underfed and malnourished. The camp administration and managers of various economic entities abused the available cheap labour of prisoners, corruption thrived, there was large-scale embezzlement and there were minor thefts by the camp staff. Sport heritage is analyzed in the article is an important source of physical culture and sport research that helps to specify, underlie and reconstruct the details of historical sport processes and events, determining their role, sense and significance in political and social cultural development of the state. Individual experience of sport heritage collection and protection is summarized through the analysis of scientific literature and empirical research; the forms of sport heritage actualization and protection are presented. The research data has been systemized, analyzed and discussed using classic content analysis. The society’s attitude towards the collecting of sport objects is revealed in the article; the data of sport heritage motivation and attitude to the importance of collection and protection is systemized; the main tendencies of sport heritage collections saving, as well as the variety in local geographic territory, North Lithuania is determined. 275 informants (202 men and 73 women) participated in the research—citizens of Akmenė, Mažeikiai, Pakruojis, Pasvalys, Joniškis, Šiauliai, Kuršėnai, Radviliškis, Biržai regions and cities. Women formed 25,5% of respondents and men made up 74,5% of the sample. The analysis of sport heritage collecting experience showed that most frequently people collect sport trophies, prizes, documents, sport inventory or iconographical material forming the major part of valuable objects. Material prizes and sport clothes are rare in collections of sport heritage. The motives of keeping sport collections and taking care of them are usually related to a profession or a hobby; they are seldom determined by the aspects of social prestige, loyalty, curiosity, aesthetic charm and, very seldom, by comprehension of value or scientific research.The most popular ways and spaces of sport heritage scattering are studied in the article; the most usual dangers for sport heritage collections and state of disposal are determined. The category “place of scattering” demonstrates a big part of sport heritage collected specially for exposition in state institutions, non-state institutions, various educational institutions, research and study institutions, enterprises, organizations and other spaces. The possibilities of scattering of sport heritage collections are developed by private space that is frequently used for this purpose. The most frequent participants of sport collections’ scattering are coaches, teachers, sportsmen, journalists, museum workers. The most frequently used forms of sport heritage scattering are the following: radio, internet, mass media, sport events. The opinions about the dangers to sport collections are usually expressed in statements about inappropriate record and care, keeping conditions; careless keeping was indicated as one of the frequent dangers while natural disasters are one of the most seldom dangers for sport heritage collections. The conclusions concerning the needs of sport heritage, keeping the environment suitable, the state of scattering and significance of possibilities, regulation and legalization are formed basing on conducted classic content analysis. Remiantis mokslinės literatūros analize ir empirinio tyrimo duomenimis, apibendrinta individuali asmenų sporto paveldo kaupimo ir saugojimo patirtis, pristatytos sporto paveldo aktualizacijos ir išsaugojimo formos, nustatytos ir išryškintos pagrindinės sporto paveldo kolekcijų kaupimo tendencijos ir įvairovė lokalioje geografinėje Šiaurės Lietuvos teritorijoje. Tiriami populiariausi sklaidos būdai ir erdvės, atskleidžiamas visuomenės požiūris ir nuostatos į sporto daiktų kolekcionavimą, sisteminami sporto paveldo motyvacijos duomenys, nuostatos į kaupimo, saugojimo svarbą, disponavimo būklę, išskiriamos dažniausiai sporto paveldo kolekcijoms kylančios grėsmės. Tyrimo duomenys sisteminami, analizuojami ir aptariami kokybinės turinio analizės (angl. classic content analysis) metodu. Atlikto kokybinio tyrimo pagrindu formuluojamos išvados dėl sporto paveldo saugojimo sąlygų, sklaidos galimybių, reglamentavimo ir teisinio įforminimo.

Straipsnis skirtas žemaičių „Alkos“ muziejaus istorijai aptarti. 1930 m. pabaigoje – 1931 m. pradžioje Pranas Genys ėmėsi iniciatyvos įkurti muziejų Telšiuose. 1931 m. sausio mėn. įvyko Žemaičių senovės mėgėjų draugijos „Alka“ steigiamasis susirinkimas ir valdybos pirmininku buvo išrinktas P. Genys. 1932 m. vasario 16 d. buvo įsteigtas „Alkos“ muziejus, kuris turėjo rūpintis žemaičių kultūros likučiais ir meno vertybėmis. Architektas Steponas Stulginskis suprojektavo naują muziejaus pastatą, kuris atvėrė duris 1938 m. Sovietų okupacijos metais P. Genys buvo pašalintas iš muziejaus, 1951 m. suimtas ir nuteistas 25 kalėjimo. 1967 m. muziejus išsiplėtė – Bukantėje (Plungės rajone), Žemaitės gimimo vietoje, buvo įkurtas rašytojos muziejus. Tais pačiai metais muziejui buvo priskirta 15 ha žemės netoli miesto parko, kur buvo atstatytos XIX a. pabaigos – XX a. pradžios žemaičių sodybos. 1973 m. Paragiuose (Akmenės rajone) įkurtas Lazdynų Pelėdos muziejus, 1982 m. Plungėje atidaryta liaudies meno, o 1986 m. Džiugėnuose (Telšių rajone) - rašytojos Žemaitės ekspozicijos. 2012 m. „Alkos“ muziejuje saugoma 84 555 archeologijos, ikonografijos, istorijos, numizmatikos ir tautinės kultūros eksponatų. Prieš 80 metų įkurto muziejaus darbas tęsiamas iki šiol. XXI a. muziejaus darbuotojai toliau puoselėja ir įgyvendina steigėjų idėją – rinkti ir išsaugoti žemaičių kultūros lobius, skleisti informaciją apie žemaičių darbus. The article is dedicated to the discussion on the history of Samogitian Alka Museum. In the end of 1930 and in the beginning of 1931 Pranas Genys took the initiative to establish a museum in Telšiai. In a month of January, 1931, Samogitian society of ancient fans called Alka had held constituent assembly, during which P. Genys was elected as a chairman of the board. On the 16th of February, 1932, Alka museum was established, which had to take care of cultural remnants and valuable art elements of Samogitians. Architect Steponas Stulginskis had designed a new museum building, which opened its doors in 1938. In the times of Soviet occupation, P. Genys was evicted from the museum. In 1951 he was arrested and sentenced to 25 years in the prison. In 1967 the museum has expanded, i.e. in Bukantė (Plungė district), a birthplace of Žemaitė, her museum was established. In the same year, the museum was allocated 15 hectares of land near the city park, where homesteads of Samogitians of the end of the XIX century and of the beginning of the XX century were rebuilt. In 1973 in Paragiai (Akmenė district) a museum for Lazdynų Pelėda was established. In 1982 in Plungė expositions of folk art and in 1986 in Džiugėnai (Telšiai district) expositions of writer Žemaitė were made public. In 2012 Alka museum was storing 84,555 archeological, iconographic, historical, numismatic and national cultural exhibits. The museum founded 80 years ago is still functioning. In the XXI century museum employees continue to uphold and implement the idea of founders, i.e. to collect and preserve cultural treasures of Samogitians, ant to spread information about Samogitians works.

Straipsnyje išanalizuota arklininkystės situacija Akmenės, Joniškio, Kelmės, Pakruojo, Radviliškio, Šiaulių rajonų ir Šiaulių miesto savivaldybėse. Nustatyta, kad Šiaulių regiono ūkiai laiko apie 17,6%. visų veislinių Lietuvos žirgų, daugiausia lietuviškų veislių: Lietuvos sunkiuosius (26,4%), žemaitukus (10%.), Lietuvos jojamuosius (24,7%), taip pat Baltijos hanoverius (10,8%). Populiarūs Lietuvoje veisiami trakėnai (9,3%.) bei hanoveriai (10,1%). Iš viso Šiaulių regione registruota 20 skirtingų arklių veislių. Daugiausia neveislinių arklių laiko Kelmės savivaldybės gyventojai (56,9%), mažiausia - Šiaulių miesto savivaldybės (0,7%). Kelmės rajone vyrauja smulkūs 1-2 arklių laikytojai, kai tuo tarpu Joniškio rajone auginama 31,1%. visų šio regiono veislinių arklių ir čia vienam laikytojui tenka vidutiniškai 9,4 arklio. Nuo 2011 iki 2013 m. regione arklių skaičius sumažėjo 18%. Labiausiai sumažėjo arklių skaičius Joniškio rajone (42%). Smulkūs, iki 10 arklių laikantys ūkiai vyrauja Pakruojo, Kelmės ir Akmenės rajonuose. Stambiausi arklininkystės ūkiai yra Šiaulių, Joniškio ir Radviliškio rajonuose. Šiaulių krašte arkliai auginami darbui, veislei, sportui, vaikų užimtumui, laisvalaikiui, terapijai, o dalis arklių realizuojama mėsai. Regione labai mažai lenktyninių ir važiuojamojo tipo arklių, nėra ir jiems tinkamų sąlygų - hipodromo ir lenktynių takų. [...] Regiono arklininkystė turi tendenciją vystytis veislininkystės, sporto bei rekreacine veiklos kryptimis ir gali būti perspektyvi. Šioms veikloms būtinas teisinis pagrindas ir mokesčių lengvatos. The article examines horse-breeding situation and trends of further development in Šiauliai region. The situation of horse-breeding has been analyzed in Akmenė, Joniškis, Kelmė, Pakruojis, Radviliškis, Šiauliai districts and Šiauliai city. It has been identified, that in the farms of Šiauliai district there are almost 17.6% of all stock horses grown in Lithuania. The most popular horse breeds, mainly Lithuanian, are the following: Lithuanian Heavy Draught horses (26.4%), Žemaitukai (10%), Lithuanian Saddle horses (24.7%) and Baltic Hanoverians (10.8%). Such breeds as Trakhner (9.3%) and Hanoverians (10.1%) are also quite popular among the Lithuanian horse- breeders. In Šiauliai region there are 20 different horse breeds registered. The highest number of non bloodstock horses was identified in Kelmė district (56,9%) - the lowest in Šiauliai city (0,7% ). Kelmė district is dominated by 1-2 horse keepers, while in Joniškis district there is about 31,1% of all the bloodstock horses kept in Šiauliai region. According the statistical data each horse- breeder in Joniškis district has an average of 9,4 of the horse. Since 2011 up to 2013 total number of the horses bred in Šiauliai region has decreased by 18%, mostly in Joniškis district - 42%. Three of the six largest horse farms situated in Šiauliai district have the status of the breeding-ground (one of A category, one of В category and one of С category). Two horse farms having the status of the breeding- ground are situated in Radviliškis district (one of A category, one of В category). […] While in Pakruojis Akmenė and Šiauliai districts there no registered horse breeding- grounds. Šiauliai district differs among others in the number of horses registered in ecological farms. 14 of the 451 horse registered in ecological farms are in Šiauliai district and 8 in Kelmė district. Small, up to 10 horses farms, are dominated in Pakruojis, Kelmė and Akmenė districts. The largest horse- breeding farms are in Šiauliai, Joniškis and Radviliškis districts. The horses bred in Šiauliai region are mostly kept for work or breeding purposes, also for horseback riding competitions, children's occupation, leisure and therapy. Some horses are sold for breeding or sport purposes to foreign countries; some are used for tourism or educational purposes, while a part of the heavy draught horses are sold for meat production. The number of racing and harness horses is very low in the region. This is because of the lack of proper conditions - properly equipped racecourses and racing tracks. In Šiauliai region there is a number of entities providing educational, touring services, special occupational programs for children and disabled people. There are horses suitable for these purposes. The herds of young (0-8 years) horses are dominant. The horse- breeding of the region has a tendency to develop in the fields of bloodstock breeding, sports or recreational activities and would be more perspective if such groups of local community as children, young people, disabled, therapists and scientists would be involved. However for this the legal basis and tax exemptions are essential.

Lietuvoje galvijų auginimas yra pirmoji pagal svarbą gyvulininkystės Saka. Tačiau staigūs kainų svyravimai ir nevienodos pieno pardavimo sąlygos pastebimai sumažino smulkiųjų pieno gamintojų skaičių. Mažėja ūkininkų suinteresuotumas plėtoti gyvulininkystę. Šiaulių apskrities rajonuose galvijų ir karvių skaičius kito nevienodai. 2013 m. gegužės mėn. daugiausia galvijų (30004 vnt.) bei karvių (12931 vnt.) buvo Kelmės r., kas sudarė atitinkamai 31,9% nuo visų galvijų ir 29,9% nuo visų karvių laikomųvnt.)beikarvių Šiaulių krašte. Kontroliuojamų karvių ir karvių bandų skaičius atskiruose Šiaulių krašto rajonuose svyruoja ir yra gana įvairus. Vidutinis karvių bandos dydis Akmenės r. buvo 4,6; Joniškio r. - 5,3; Kelmės r. - 4,5; Pakruojo r. - 7,0; Radviliškio r. - 6,1; Šiaulių r. - 5,3 vnt. Šiaurės Lietuvos regiono analizuojamuose rajonuose šis rodiklis vidutiniškai sudarė 5,2 vnt., arba buvo 21,4% didesnis nei visos Lietuvos vidurkis. Šiaulių krašto rajonuose daugiausia bandų (31,5%), kuriose kontroliuojamų karvių produktyvumas siekia vidutiniškai 6001-7000 kg pieno per laktaciją. Mažiausiai bandų (2,1%), kuriose primilžis siekia 4000 kg ir mažiau. Apie 5,0% bandų, kuriose kontroliuojamų karvių produktyvumas siekia 8001 kg pieno ir daugiau. Tačiau šio regiono ūkiuose labai silpnai vystoma mėsinė galvijininkystė.

Straipsnyje išanalizuota kiaulininkystės situacija Akmenės, Joniškio, Kelmės, Pakruojo, Radviliškio ir Šiaulių rajonų ūkiuose. Nustatyta, kad 2012 m. liepos 1 d. Šiaulių apskrities 6 rajonų savivaldybių ūkiuose laikytos 150888 kiaulės, kurios sudarė 26,1% nuo viso šalyje auginamų kiaulių skaičiaus. Daugiausia kiaulių auginta Radviliškio ir Akmenės rajonuose (27,0 ir 21,8%), mažiausia - Šiaulių rajone (0,1%). Gyventojų tankis šiam verslui atskiruose rajonuose įtakos neturi. 2012 m. liepos 1 d. regione kiaules augino 288 ūkininkai ir šeimos ūkiai bei 15 žemės ūkio bendrovių ir įmonių. Kiaulių pasiskirstymo vidurkis visų 6 rajonų minėtuose ūkiuose sudarė atitinkamai 5,1 ir 94,9% (net 73,6% visų regiono kiaulių laikyta penkiuose stambiuose - virš 14000 vnt. gyvulių kompleksuose). Taigi regione yra susidariusi neracionali kiaulininkystės sektoriaus struktūra: vyrauja smulkūs ūkiai (83,5% ūkių turi tik 1-9 kiaules), kiaulienos gamyba sukoncentruota 5 stambiuose kompleksuose, beveik nėra tvaraus dydžio (nuo 2 iki 5 tūkst. kiaulių) ūkių. Iš regione esančių 303 kiaulininkystės ūkių, 98,7% yra prekiniai ūkiai ir 1,3%- veislynai. Stambūs kiaulininkystės ūkiai yra labiau modernizuoti. Šiaurės Lietuvos regionui svarbus vaidmuo tenka kiaulių veislininkystės sistemoje. Regione yra 4 kiaulių veislynai [...] Although pig farming is the second (after cattle fanning) most important branch of stockbreeding in Lithuania, pork supply makes up only 50-60% with the remaining 40-50% being imported. In the article the situation of pig farming have been analyzed by Akmenė, Joniškis, Kelmė, Pakruojis, Radviliškis and Šiauliai districts. It was indicated, that as of the 1st of July 2012, there were 150888 pigs kept in farms throughout the six districts of Šiauliai region, which constitutes 26.1% of the total number of pigs kept in Lithuania. The largest number of pigs was recorded in Radviliškis and Akmenė districts (27.0 and 21.8% respectively), with the smallest number in Šiauliai district (0.1%). Varied population density in different districts of the region has no impact on this field of business. As of the 1st July of 2012, in the region there were 288 farmers and family farms, as well as 15 agricultural companies and enterprises producing pigs. The average distribution of pigs in the above holdings in all 6 districts was 5.1 and 94.9% respectively (73.6 % of the total pigs in region are kept in five large-scale complexes with more than 14000 animals). It means that an irrational structure of pig farming has formed in the region: small farms dominate (83.5% of the holdings keep only 1-9 pigs), pig production is concentrated in 5 large-scale complexes, there are practically no farms of stable size (2000 to 5000 pigs). Quite a large part of family farms and small farmers raise pigs partially ecologically by using only feed of their own production. These are holdings of extensive practice which fatten pigs to greater weight: approximately 110-130 kg. Agricultural companies/enterprises and large farmers raise pigs intensively: during the period of 5-7 months pigs are fattened to live weight of approximately 100 kg and sold on the home or foreign markets. Of the 303 pig farms in the region, 98.7% are commercial farms and 1.3% is breeding centres. The large pig farms are well modernised. […] Unfortunately, all the five large-scale complexes do not buy breeding boars and gilts from local Lithuanian breeding centres as they get them from Denmark. North Lithuania region plays an important role in the system of pig breeding. Joint-stock company "Lietuvos veislininkystė" (Šiauliai district) is situated there, under the authority of which department of pig breeding is placed since August 2012 (in Radviliškis district, the ex-State Pig Breeding Station). In the region there are four pig breeding centres (1 for the pig breed of genetic pool: Lithuanian Native and Lithuanian White of the old genotype, and 3 for cultural pig breeds: 1 for Landrace, 1 for Yorkshire and 1 for the active population or the improved Lithuanian White). In the breeding centres for cultural breeds selection process is directed at increasing fertility and milk yield and at improving fattening and meatiness traits. Two breeding centres stand out. Agricultural joint-stock company "Gražionių bekonas" in Radviliškis district is the largest breeding centre for the Landrace pigs breed, and Closed joint-stock company "Berka" in Kelmė district is the only breeding centre in the country for the improved Lithuanian White pigs breed.

Straipsnyje dėmesys sutelktas į šventas pušis, augančias ir augusias Viekšnių apylinkėse (Mažeikių, Akmenės ir Telšių r.). Archyvinių duomenų ir publikacijų analizė, 2010-2011 m. autoriaus lauko tyrimų rezultatai rodo, kad pušų garbinimas pagrįstas baltų (lietuvių ir latvių) mitologijos vaizdiniais, jog į pušies viršūnę, tarytum krėslą, vakarais leidžiasi Saulė. Krikščionybės epochoje pušų garbinimas veikė vietinės kryždirbystės tradiciją. Šventvietės prie pušų buvo ir tebėra žemaičių apžadų vietos. The article is dedicated to the sacred pine trees that grow or used to grow in Viekšniai environs (Mažeikiai, Akmenė, and Telšiai districts). It is the most significant part of the local tradifion of an cient sacred sites, which is still alive. The importance of its research transcends the boundaries of Samogitia and provides important data for the researchers of sacred sites of all Lithuania and the neighbouring countries. The results of field research carried out in 2010-2011, a s well as the analysis of archival data and publications, shows that the tradition of sacred pines is derived from Baltic (Lithuanian and Latvian) mythology, which has the image of the Sun as a pine tree, or the crown of a pine tree. This image is very close to the belief that a pine tree is a mythical chair, the place where the Sun goes to sleep at night - the red rays of the sun descending (into the chair) glow in the crown of a pine tree, lighting u p a branch or a space between the branches. With the arrival of Christianity, sacred sites near pine trees, usually located in forests, turned into open-air sanctuaries. Pine trees replaced the altar or performed the role of a cross. It is guessed that the worship of pine trees made a certain impact on the tradition of cross crafting; sacred pines were cut down and used to make the highest crosses and in church construction. The majority of sacred pines in Viekšniai environs were sites where vows used to be taken. They were visited by believers who had already taken vows at home, and those who took vows while addressing little crosses mounted on pine trees or looking to the sky through the tree tops. It is an important part of folk religion, which relates the attachment of Samogitians to the ancient sacred places with their unconditional faith in Jesus, Mary, and the Christian saints. Vows were imbued with secrets, faith, and hopes of the believers. Votive crosses, chapels, pictures, a n d rosaries were mounted on trees or placed next to them, votive ribbons, stones and mirrors were left, candles were burned, and plucked flowers were put in water. This tradition allows us to imagine, at least for a small part, the sacrifices and respect, which was placed on the Sun before Christianity. Until today, the researchers of the Baltic religion do not have any data tesfifying to the fact that prayers to the Sun were said and sacrifices were made in sacred sites. T h e results of the research in Viekšniai show that there were some sacred sites of this type at old pine trees with unusual trunks, form of the crown, or many other special qualities.

Straipsnio tikslas – apžvelgti jaunimo užimtumo situacijos pokyčius. Aptartos priemonės jaunimo užimtumui didinti. Duomenų analizė parodė, kad jaunimo užimtumo problemos yra labai sudėtingos ir negali būti išspręstos tik Darbo biržos ar Sodros jėgomis. Jaunimui labai stinga žinių apie greitai kintančią situaciją darbo rinkoje. Duomenų analizė parodė, kad geriausi rezultatai gaunami, kai šioje veikloje dalyvauja savivaldybių institucijos, darbdavių asociacijos, verslo inkubatoriai ir nevyriausybinės organizacijos. [...] Since 2009 the possibility of youth employment in Šiauliai region increased by about one and a half times. The fastest growth of youth employment was in the districts of Akmene (2.2 times), Joniškis (2 times), Radviliškis and Šiauliai (1.8 times). The youth employment contracts of indefinite duration increase. During the month of September the largest number of employed young people was in Šiauliai and suburban area and the least number was in Pakruojis region. Using active labor market policies since 2009 more than a thousand young unemployed people were employed. The subsidized employment measures have helped to employ the largest number (1330) of young people in 2010. But it was revealed that a significant proportion of young people employed by them soon leave the workplace in search for better working conditions and higher wages. Many people of this group, who acquired an initial professional experience in Lithuania, travel to other countries, where wages are higher. Statistics show that last year more than half of the graduates joined the social sciences programs. These students, choosing a degree course, ignored the prevailing labor market demand. In Lithuania felt the technical science graduates lack. Thoughtlessly chosen field of study graduates are unemployed. The orientation of students to the exact, i. d. technical sciences could be one of the solutions to solve the problem. It is important to organize training system so that young people could gain the skills they need in the labor market. One would anticipate that the state support more trainees receive private companies. Practice time recruiting young people receive wages that compensate the state. Available to educational institutions to set up businesses in which students can make studying the law. This young people is granted the opportunity to learn and grow, to develop their professional competence. Projects, that help young personality in the foothold labor market, are as one of the youth employment opportunities. So we should look for opportunities to continue the successful projects. Also continuing of using "Sodra" pay compensation measure is reasonable. It is proposed to adjust the pay of compensation not for the young people's first work, but for young people up to a certain age, for example up to 25 years. Some young people, studying at schools and universities, find work during the summer. Under the current regulation practice, they have been removed from this group. They do not meet the conditions – first job as an employeeSo the research object is unemployed young people registered in Šiauliai region. Research objective is to analyze the unemployment situation of young people. We are analyzing youth unemployment in Šiauliai region and opportunities to improve the situation. Research methods: scientific literature analysis, document's and secondary statistics analysis, periodic press reviews, statistic data and state institution information analysis. Research based on the newest data from January, 2011 to August, 2012. Studies are organized and their data is processed with the Šiauliai University Rural Development Research Centre. Youth unemployment in Šiauliai region on 1st January, 2012 , comparing with the same period of the last year, decreased by 1 percent and on 1st January. In 2012 it was equal to 12.8 percent. To compare with the situation in 2009, when the labor exchange registered more than 7.5 thousand young people, on 1st October, 2012 the registration of young people decreased by 1.3 times. The registration of Šiauliai City young people decreased more than 1.5 times. The more complicated situation young people face in rural areas. [...]

Tai - viena svarbiausių šalies ekonominės sistemos dalių, pagal kurią galima spręsti apie bendrą šalies ekonominę būklę. Darbo rinka yra specifinė, nes joje vyksta konkurencinė kova tarp darbuotojų, kas gaus geresnę darbo vietą ar pelningesnį darbo pasiūlymą. Be to, ji neatsiejama žmonių gyvenimo dalis, kuri yra glaudžiai susijusi su šalies ekonominiais, socialiniais, demografiniais, gamybiniais, mokslo ir technologijų pokyčiais. [...] Akivaizdu, jog ekonominis ir socialinis gyvenimas tiesiogiai įtakoja ir darbo rinką, kadangi darbo rinka yra jungtis tarp socialinės ir ekonominės politikos. Lietuva dar 2007 m. sprendė darbo jėgos trūkumo problemą, o jau 2012 m. ji priversta ieškoti efektyvių būdų nedarbui mažinti. Mažas užimtumas ir didelis nedarbas - tai problemos, kurias Lietuva sprendė prieš įstojant į Europos Sąjungą. Ekonomikos nuosmukio laikotarpiu, t.y. nuo 2009 m. nedarbo problema vėl tapo labai aktuali, deja, sunkiai išsprendžiama ir pažabojama. Straipsnyje analizuojamas ekonominių rodiklių poveikis Šiaulių apskrities darbo rinkai, atliktas nedarbo lygį ir užimtumą įtakojančių veiksnių tyrimas, kurio metu buvo siekiama išsiaiškinti, kurie socialiniai - ekonominiai veiksniai stipriausiai įtakoja nedarbo lygio bei užimtumo pokyčius Šiaulių apskrityje. Taip pat siekiama įvertinti atskirų veiksnių (tiesioginių užsienio investicijų, pensininkų skaičiaus, migracijos saldo, darbo užmokesčio, socialinių pašalpų išlaidų, materialių investicijų) poveikį nedarbo lygiui Šiaulių apskrities savivaldybių lygmeniu. This paper analyzes one of the subsystems of the economy - the labor market, functioning according to the laws of supply and demand. This is one of the most important parts of the economic system by which you can judge the overall economic condition of the country. The labor market is specific, as it consists of competitive struggle between the workers, who will receive a better job or a profitable job offer. In addition, it is an integral part of human life, which is closely linked to the country's economic, social, demographic, industrial, scientific and technological developments. Positive development in the country or region promotes employment, increases wages, improves the standard of living, consumption and reduces poverty levels. Each country's priority should be based on a strong labor market exposure. High unemployment in the region increases the gap between the employed and the unemployed people, in addition, it increases the number of crimes, doesn‘t generate the gross domestic product, decreases the loss of qualification skills. It is clear that the economic and social life directly influence the labor market, as the labor market is the connection between social and economic policies. Lithuania only from 2012 tries to look for effective ways to reduce unemployment level. Low employment or high unemployment rate is a problem which Lithuania tries to solve since 2009, but this problem becomes very relevant and, unfortunately, difficult to resolve. The article analyzes the impact of economic indicators in Siauliai labor market, an unemployment rate and employment factors influencing the study, which was to figure out which social - economic factors are most strongly influenced by the unemployment rate and employment change in the county. It also aims to evaluate the individual factors (foreign direct investment, the number of pensioners, net migration, wages, social payoffs, material investment) on unemployment in Siauliai county. The main empirical study, the methods used are: correlation, regression and causal analysis. It was found that the economic indicators (i.e. GDP growth, capital investment per capita, the average gross wages, local budget revenues and expenditures) made an indirect influence to unemployment rate. Also, the unemployment rate was influenced by changes in the population structure changes. It was also found that employment changes adversely affect the cost of social benefits, the rural population and the number of pensioners. In order to determine the economic and social factors in labor market, was analysed an interdependence between the registered unemployment rate, net migration, the average monthly gross wages, foreign direct investment per capita, social payoffs in dfferent municipalities in Siauliai county. The relationship between the registered unemployment rate and the average monthly gross wage was confirmed in all municipalities. However, the unemployment rate and net migration interdependence can be considered statistically significant only in municipality of Siauliai city. The analysis of interdependence between unemployment rate and FDI per capita of Siauliai County municipalities, it was found that the relationship was statistically significant only in Joniškis, Akmenė and Siauliai districts municipalities

Ilgus metus Lietuvoje daugiausia buvo renkama ir tiriama vokalinė muzika. Etninė instrumentinė muzika pradėta rinkti ir tyrinėti daug vėliau. Straipsnyje nagrinėjama ir apibendrinama 1987 m. I etninėje instrumentinėje ekspedicijoje Mažeikių ir Akmenės rajonuose užrašyta medžiaga, surinktos žinios apie XX a. liaudies muzikantus, jų grotą muziką ir muzikos instrumentus. Daroma išvada, kad etninis instrumentinis muzikavimas – beišnykstantis reiškinys. Bendrauta su 59 pateikėjais, iš kurių apie pusę (30) buvo smuikininkai, kiti – dumplininkai ir pūtikai. Šiaurės Lietuvoje gyvavo trys pagrindiniai ansamblių tipai: styginių ansambliai, dūdų orkestrai ir mišrūs ansambliai. For a long period, it has been mostly vocal music to be collected and researched in Lithuania. Collecting and research of ethnic instrumental music started much later. The present article is devoted to analysing knowledge related to 20th–century folk musicians, the music they played and the instruments they used that we gained in the regions of Mažeikiai and Akmenė during the 1st ethnic instrumental expedition in 1987. The article is devoted to analysis of a phenomenon that is on the brink of extinction and participants involved in this phenomenon who are still alive. The author conducted interviewing of 59 informants, more than half of them (i.e., 30) being violin players, the remaining musicians involved in playing bellow and wind instruments. Three major types of instrumental ensembles used to exist in northern Lithuania: string ensembles, brass bands and mixed ensembles.

Žiemgalių gyventa teritorija per amžius kito. Literatūroje įsigalėjusi nuomonė, kad pietinis Žiemgalos pakraštys – Mūšos upė. Ištyrus į pietus nuo Mūšos esančius kapinynus paaiškėjo, kad žiemgaliai gyveno labiau į pietus nutolusiuose plotuose. Žiemgalos teritoriją reikėtų brėžti atsižvelgiant į chronologinį laikotarpį – V–VII a. žiemgaliai gyveno arčiau Rygos įlankos, jos pietinė riba buvo Mūšos upė, VIII–XII a. jie apgyvendino žemes į pietus nuo Mūšos. Tiek dabartinėje Lietuvos, tiek ir Latvijos teritorijoje žiemgalių gyventi plotai yra vienodi. The territory inhabited by Semigallians was not stable through centuries. According to the opinion prevailing in literature, the Mūša River marked the southern border of Semigallia. The exploration of the burial sites to the south of the Mūša River led to conclude that the territory inhabited by Semigallians stretched far more southwards. The goal of this article is to correct the boundaries of the areas inhabited by Semigallians, to track their change through centuries by highlighting their southern, southeastern and southwestern borders and to show the dynamics of this research problem in historiography. August Bielenstein, a scientist of German descent working and living in Dobele (Latvia), was the first to address a series of complex questions of historical geography. He supposed that the western boundary between Semigallia and Courland stretched to the confluence of the Vadakstis and Agluona rivers, the southern boundary with Samogitians and Lithuanians ran across the forests to the south of Sidabrė (now – Joniškis District) and Meškuičiai. The southeastern boundary ran from Bauska along the Mūša River towards Panevėžys; the boundary with Selonians was marked by a belt of forests. In the north, the Semigallian lands must have stretched to the Gulf of Riga towards the mouth of the Lielupe River. The Latvian scientist Fr. Balodis associated Semigallians with a slightly larger area than any time before; however, according to him, the area was significantly reduced in the 5th–9th centuries: Semigallia no longer stretched to the Daugava River, while their inhabited area near the Gulf of Riga was far narrower. According to Maris Atgazis, Semigallia reached Lielstraupe in the east and stretched to Zante and Ezere in the west. Lithuanian researchers mostly focused on the southern boundary of Semigallia. They either limited this area with the Mūša River (R. Kulikauskienė) or expanded it to Svėdasai and Tauragnai (M. Alsekaitė) and Akmenė District (J. Puzinas) as well as the northern part of Šiauliai City (A. Tautavičius). Two chronological periods should be clearly distinguished when solving complex issues of the ethnic boundaries of Semigallia: tribe separation and formation stage – 5th–7th/8th centuries and the period of its subsequent development in the 8th/9th–13th centuries. The territorial boundaries inhabited by Semigallians clearly differed in the afore-mentioned periods. Whereas in the early stage the area inhabited by Semigallians in the territory of what is now Lithuania covered the very northern border to the Mūša River only, the Semigallian monuments from the late period in the south stretched to the northern border of Šiauliai City, the southern border of Radviliškis District; furthermore, the data of recent years show that the territory extended even more southwards. The southernmost Semigallian burial sites known to this day are Šukioniai, Stačiūnai, Meldiniai dating from the boundary of the 8th-11th centuries-the 9th century. Lithuanian archaeologists associated their western border with the Venta River. As soon as the burial site of Pavirvytė was discovered and explored, the area inhabited by Semigallians proved to be stretched far more westwards than it was previously believed; therefore, the western border of Semigallia extended to the Virvytė River. The eastern-southeastern border of Semigallia is probably most difficult to define. Nevertheless, according to the archaeological data from the monuments located between the Pyvesa and Lėvuo rivers, the line of the eastern boundary of Semigallia may be drawn from Vabalninkas along the Apaščia River to its confluence with the River Nemunėlis. The distribution of Semigallian monuments (mounds and burial sites) shows that the areas inhabited by them in both the territory of what is now Latvia and the present territory of Lithuania did not differ in their size. The number of monuments inherited from them is nearly identical as well.

Straipsnyje apibendrinama dalis tiriamosios medžiagos iš visuotinės dotacijos projekto „Šiuolaikiniai geolingvistikos tyrimai Lietuvoje: punktų tinklo optimizacija ir interaktyvioji tarminės informacijos sklaida“. Vienas iš projekto tikslų yra vienu metu surinkti svarbiausius sociolingvistinius duomenis iš viso lietuvių kalbos ploto ir atlikti pirminę jų analizę. Taip bus siekiama užfiksuoti XXI a. pradžios lietuvių kalbos situaciją. Šio straipsnio tikslas – apžvelgti vieną iš punkto klausimyno aspektų, t. y. paveldo dalies gyvosios kalbos vardyną: vietovardžius ir pravardes. Tiriamoji medžiaga rinkta anketinės apklausos metodu. Tyrimui pasitelkiamas aprašomasis, vietovardžių ir pravardžių analizės metodai, kuriais analizuojami Pasvalio, Kauno, Marijampolės apskričių tarminių punktų vietovardžiai, pravardės, aiškinamos liaudiškos punktų pavadinimų etimologijos. Tyrime dalyvavo 87 kelių kartų – jaunesniosios (iki 30 m.), vidurinės (31-49 m.) ir vyresniosios (50 m. ir vyresni) – tarmių atstovai, tiek vyrai, tiek moterys. Projektas dar tik startuoja, todėl kai kurios įžvalgos yra pirminės, tikslintinos projektui pasibaigus. Paper summarises the research material of the ongoing global grant project, "Modern Research of Geolinguistics in Lithuania: Optimisation of Network of Points and Interactive Spread of Dialectal Information". The project aims to collect the most important sociolinguistic data of the entire Lithuanian language area, with the purpose of carrying out a primary analysis of the items found in order to make a record of the Lithuanian language situation at the beginning of the 21st century. In fact, the collecting of toponyms started earlier, especially after the foundation of the Group of Onomastics at the Lithuanian Academy of Sciences, at the Institute of the Lithuanian Language and Literature in 1958. In the period of 1976-1986, the Institute, in collaboration with the Society of Heritage Protection and Regional Studies, launched 11 major expeditions to several regions of Lithuania. Expeditions on onomastics and dialectology were also organised at the Vilnius University Kaunas Faculty of Humanities. In the period of 1979-1989, students of the Kaunas Faculty of Humanities, supervised by Albertas Ružė, collected the onyms in the Samogitian region (Telšiai, Mažeikiai, Akmenė and two-thirds of the Skuodas district). During the abovementioned period, two two-day long annual expeditions to the birthplaces of outstanding Lithuanian linguists (e.g., Juozas Balčikonis, Jonas Kazlauskas and others) were organised. In 1977-1988, the expedition members, under the direction of Alvydas Butkus, collected the onyms in such areas as Ukmergė, Molėtai, Utena, Kaunas, Pasvalys, Biržai, Jurbarkas, and Lazdijai. The paper overviews one aspect of the item questionnaire, i.e., the onomastics of part of the live language heritage: toponyms and nicknames. The research is based on the descriptive method and deals with the analysis of the toponyms and nicknames of the dialectal items of the Pasvalys, Kaunas and Marijampolė counties. Moreover, it gives an explanation of the folk etymology of the item names. The research involved 87 informants (of both genders) from different dialect areas and of different generations – the younger (under 30 years old), the middle (31-49 years old), and the elder (50 years old and over). Due to the rather fresh start of the project, the current paper presents only some initial insights, which will be revised upon the completion of the project.

Patyčios – sąmoningas, neišprovokuotas bei nuolat pasikartojantis neigiamas vieno ar kelių asmenų elgesys, nukreiptas prieš asmenį, kuriam sunku pačiam apsiginti. Vaikai vieni iš kitų tyčiojasi pačiais įvairiausiais būdais: kabinėjasi, šaiposi, skaudina, apspjaudo, žemina, stumdo, spardo ir pan. Patyčios vyksta visur, kur vaikai susitinka, bendrauja ir žaidžia – gatvėje, namuose, mokyklose, kiemuose ir t. t. Patyčios – tai socialinė problema, susijusi su moksleivių sveikatos sutrikimais ir negatyviomis gyvensenos ypatybėmis. Patyčios tarp moksleivių Akmenės rajono bendrojo lavinimo mokyklose – plačiai paplitęs reiškinys: beveik pusė 5-9 klasių moksleivių per paskutinius 2 mėnesius patyrė dažnas (vieną kartą arba keletą kartų per savaitę) bendraamžių patyčias, trečdalis vaikų patys tyčiojosi iš kitų. Moksleiviai ne tik dažniausiai patiria verbalines patyčias, bet ir patys dažniausiai vartoja jas. Dažniausiai patyčios patiriamos mokyklos koridoriuose, rečiausiai – tualete. Berniukai dažniau nei mergaitės tampa patyčių aukomis bei patys dažniau tyčiojasi iš kitų. Daugiausiai patyčių patiria 5 ir 6 klasių moksleiviai, daugiausia iš kitų vaikų tyčiojasi penktokai, septintokai ir aštuntokai. Tyrimo metu nustatyta, kad moksleiviai patyčių situacijose dažniausiai stengiasi parodyti, kad tai jų visai nejaudina arba iš jų besityčiojantiems bendraamžiams atsako tuo pačiu. Bullying is a deliberate, unprovoked, and repetitive negative conduct of one or more persons directed against the person for whom it is difficult to defend. Children bully at each other in a wide range of ways: cavilling, laughing, hurting, spitting, humiliation, pushing, kicking, etc. Bullying is everywhere where children meet, interact and play: on the streets, at homes, schools, courts, etc. Bullying is a social problem related to pupils' health problems and negative features of life. Bullying among school children in Akmenė district mainstream schools is a widespread phenomenon: almost half of the 5th to 9th grade pupils over the past two months suffered frequent (once or several times a week) peer bullying, one-third of the kids mocked at others. Pupils not only experience verbal bullying most of all, but also they use various forms of verbal bullying. In most cases, school bullying arises in the corridors, the least in the toilets. Boys are more likely victims of bullying than girls are, boys also bully others more often. The greatest bullying is experienced by 5th and 6th grade pupils, 5th, 7th and 8th graders mostly bully others. The study found that pupils in the bullying situations usually try to demonstrate that it does not bother them, or respond to the bullying peers in the same manner.

Liudvikas Jakavičius (gimė 1871 m. kovo 10 d. Montariškės kaime netoli Akmenės, mirė 1941 m. rugpjūčio 20 d. Anykščiuose; slapyvardis – Lietuvanis) buvo viena spalvingiausių tarpukario Lietuvos asmenybių. Per savo ilgą gyvenimą jis užsiiminėjo įvairia veikla – spaudos leidyba, platinimu, režisūra, vaidyba, bankininkyste. Lietuvių kultūros istorijai šis žmogus nemažai nusipelnė, tačiau jo indėlis perdėtai menkinamas arba visai pamirštamas. Šiame straipsnyje siekiama pristatyti Jakavičiaus gyvenimo istoriją, veiklą. Jaunystėje mamos įskiepyta meilė tėvynei, pažintis su knygnešiais paskatino jį rašyti straipsnelius į caro valdžios uždraustą lietuvių spaudą, pačiam ją platinti. Dėl savo nelegalios veiklos Jakavičius nekartą užsitraukė valdžios nemalonę ir įvairias bausmes, tačiau tęsė savo veiklą siekdamas skatinti lietuvių patriotiškumą. Lietuvai tapus nepriklausoma valstybe Jakavičiui atsivėrė plačios veiklos perspektyvos. Kaip verslininkui jam buvo aktualus pelnas, o kaip scenos žmogui – viešas įvertinimas. Tačiau asmeninius interesus jis derino su visuomenės poreikiais. Kaip ir jaunystės laikais, Jakavičius puoselėjo lietuvišką kultūrą, darė tai savitais, kontraversiškais būdais. Per savo leidžiamus kalendorius jis skatino mažai raštingus žmones, sudariusius nemažą Lietuvos visuomenės dalį, skaityti. Ši ir kita Jakavičiaus veikla sulaukdavo visuomenės dėmesio – tiek teigiamo, tiek ir neigiamo. Jį galima vertinti kaip masinės kultūros propaguotoją, nepretendavusį į didįjį meną. Vis dėlto tarpukario Lietuvos visuomenėje Jakavičius rado savo nišą ir mokėjo būti naudingas. Liudvikas Jakavičius (born on 10 of March 1871, in Montariškės village, near Akmenė, died in 20 of August 1941, in Anykščiai, his pseudonym was Lietuvanis) was one of the most colourful Lithuanian personalities. During his long life he was engaged in various activities - press publishing, distribution, directing, acting and banking. This person has deserved a lot for the history of Lithuanian culture, however, his input is undermined or forgotten at all. This article aims to present Jakavičius life history and activities. Love for fatherland given by his mother, acquaintance with book distributors have encouraged him to write articles to Lithuanian press banned by Tsarist authorities as well as to distribute it. Due to his illegal activities, Jakavičius repeatedly caught up with the authorities’ displeasure and various punishments, but continued his efforts to promote Lithuanian patriotism. After Lithuania became an independent state, Jakavičius opened up broad perspectives. As a businessman he was interested in real profit, while as an artist he was interested in public assessment. However, he combined personal interests with the needs of society. As in the time of youth, Jakavičius fostered Lithuanian culture and did it in distinct, controversial ways. Through published calendars, he encouraged people of poor literacy, which made a large amount of Lithuanian society, to read. This and another activity of Jakavičius has always gained attention from society —both positive and negative. He could be assessed as a promoter of mass culture, who did not pretended into the big art. However, in the inter-war Lithuanian society, Jakavičius found his niche and learned to be useful.

Straipsnyje aprašomi svarbiausi Prienų šnektos izoliuotųjų ir rišliosios kalbos balsių akustiniai ir artikuliaciniai požymiai. Tyrimo rezultatai rodo, kad izoliuotieji ir natūraliame kalbos sraute ištarti Prienų šnektos balsiai skiriasi, tačiau santykiai tarp balsių išlieka tokie patys. Daugumos izoliuotai ištartų balsių akustinės ir artikuliacinės savybės ryškesnės už atitinkamų sakiniuose ištartų garsų. Prienų šnektos izoliuotųjų ir Danielo Joneso kardinalinių balsių spektrinių charakteristikų lyginimas leidžia teigti, kad kai kurie Prienų šnektos balsiai savo akustinėmis ir artikuliacinėmis savybėmis mažai tesiskiria nuo atitinkamų pirminių kardinalinių garsų. Palyginus pietų aukštaičių Kučiūnų, vakarų aukštaičių šiauliškių Pašušvio, šiaurinių kauniškių Lukšių, rytų aukštaičių vilniškių Svirkų, pietų žemaičių raseiniškių Eržvilko, šiaurės žemaičių telšiškių Akmenės ir rytinių kauniškių Prienų šnektos izoliuotųjų garsų kokybinius požymius, pastebėta, kad Prfenų šnektos izoliuotieji balsiai mažiausiai nutolę nuo atitinkamų pirminių D. Joneso garsų. The article analyses the main acoustic and articulatory features of vowels pronounced both in isolation and sentences of the Eastern Kaunas Prienai subdialect. The research materials were recorded in closed premises using a computer directly (using directional microphone). Every sentence or word was recorded 3 - 5 times under natural tempo of speaking. Speakers would pronounce isolated vowels for approximately one second. Sentences and words were further transferred to computer memory and saved using the .wav file format. Segmentation of the analysed elements was performed using the sound processing and analysis software PRAAT (5.0.34 version) of the program developed by University of Amsterdam researchers, P. Boersma and D. Weenink. In addition to the sound analysis software PRAAT, other programs were applied for evaluation of the experimental data. The resaerch results show that isolated vowels differ from those articulated in a natural flow of speech in the subdialect of Prienai, yet the vowel interrelations remain unchanged: [i], [i], [.?]• M>[*•]• M>M >[*•] a n d И should be regarded as front, and [cr], [а.], [а], [а], [э], [и] and [и] as back vocalic sounds. Straipsnyje pristatoma vietinės žiniasklaidos kaip vietos bendruomenių žiniasklaidos samprata argumentuojant, kad, skirtingai nei pagrindinėse (nacionalinės, regioninės aprėpties) žiniasklaidos priemonėse, kuriose stiprios profesionalių žurnalistų pozicijos, vietinių žiniasklaidos priemonių turinio hierarchija nėra akivaizdi: įvairūs bendruomenių veikėjai (žurnalistai, vietos nevyriausybinės organizacijos, viešąsias paslaugas teikiančių institucijų darbuotojai, vietos politikai, vietos valdžios atstovai ir kt.) pateikiami kaip lygiaverčiai. Bendruomenių laikraščių vaidmuo išaugo nuo 2012 m. pradėjus įgyvendinti Piniginės socialinės paramos nepasiturintiems gyventojams įstatymą, kuriame, pirma, kaip eksperimentas 5 Lietuvos rajonų savivaldybėse (Akmenės, Panevėžio, Radviliškio, Raseinių ir Šilalės) įtvirtintas piniginės socialinės paramos skirstymo decentralizacijos principas. Skurdas yra viena opiausių Lietuvos miestelių ir kaimo vietovių problemų, tad svarbu įvertinti vietos bendruomenių žiniasklaidos vaidmenį politinio sprendimo galios poslinkio iš centro į periferiją kontekste. Šiame straipsnyje pristatomi 5 vietos bendruomenių laikraščių turinio tyrimo rezultatai rodo, kad bendruomenių nariai naudojasi žiniasklaida skurdo problemų, daugiausia – jų pačių organizuojamų labdaros projektų, komunikacijai, empatiškai pateikia skurstančių bendruomenės narių situaciją, tačiau apie vykstančią reformą ir jos padarinius nekalba, jos žiniasklaidoje nevertina. Socialinės politikos pokyčius vietos bendruomenių žiniasklaidoje daugiausia nušviečia vietos valdžia ir žurnalistai. Vietos žiniasklaidoje skurdas įrėminamas kaip individo problema, konstruojant nusipelniusiųjų ir nenusipelniusiųjų paramos įvaizdžius (būtent įvaizdžius, nes jie dažniausiai pateikiami kaip savaime suprantami, kaip abstrakcijos, neanalizuojant konkrečių atvejų). Šie įvaizdžiai tampa diskursiniais vykstančios reformos įteisinimo įrankiais. Straipsnyje daroma išvada, kad, nepaisant vietos bendruomenių žiniasklaidos potencialo palengvinti ir paskatinti bendruomenių narių dalyvavimą viešosios politikos procesuose, vietos bendruomenių žiniasklaida reformos kritiškai neįvertino, jos pasekmės paramos netekusiems skurstantiesiems pirmais reformos įgyvendinimo metais liko neužfiksuotos, tad vietos bendruomenių laikraščių vaidmuo skurdo mažinimo politikos decentralizavimo procese vertintinas kaip grįstas bendradarbiavimu. Community media, as opposed to mainstream newsmedia, is an alternative source of information which plays a facilitative role by encouraging community members to express their interests, to join policy debates, and therefore to give authorities feedback on how ongoing policy changes affect members of communities. Due to high levels of concentration of poverty in Lithuanian rural areas and the start of a social assistance decentralisation program to poor residents in five Lithuanian regional municipalities in 2012, the role of local media in policies concerning poverty reduction has increased. Content analysis of five newspapers that served communities affected by the changes reveals that community members are provided with options to communicate poverty issues through community media. This is an empirical finding which supports the author’s claim, presented in this article, that analytical concept of rhisomatic community media rather than liberal critique of local press (which focuses on negative pressures from market and state institutions erected toward the media), is more useful for assessing deliberation processes in local newspapers. Research results show that while communicating poverty, community members prefer to communicate charity initiatives and not to directly engage in public policy debate. Coverage of policy changes is dominated by local authorities and community media journalists. Images of ‘deserving’ and ‘undeserving‘ poor (often without references to actually existing cases) dominate poverty framing in an attempt to support new cash social assistance distributions. Despite facilitating some non-governmental community-organised poverty reduction initiatives, community media acts collaboratively towards on-going policy changes and fails in empowering the poor of the communities they serve.

Ona Šimkienė (1929–2006) from Akmenė was the only known wood sculptor woman in Šiauliai County Akmenė municipality. Because of her carving she was famous in all over Šiauliai county. In 2009 this woman became a winner of the most honorable award for a folk artist – the Paulius Galaunė Prize. The condintion of coloured O. Šimkienė’s sculptures at the moment stored in Akmenė Area Museum is quite poor. The artist use to be paying more attention to the expression of her ideas that to their technical implementation. In some cases she used to select paints more suitable for embodying of her vision, however, not so well interacting in between. uite often she painted on the wood without proper preparation of it. That is why in the course of time the polychromatic layer has degraded, paint started to wriggle and sculptures had to be preserved immediately. Some time ago a pair of painted sculptures (“Angel” – h 39 cm and “Kneeler Angel” – h 33 cm) created in 1982 by O. Šimkienė had been brought to Lithuanian Art Museum’s Pranas Gudynas Centre for Restoration. They were conserved there. Author of this publication discusses the selection of sculptures’ conservation techniques and the proceeding of this work itself. At the end of the article author highlights the fact that wooden carving should be conserved only complying with a set of technological guidelines. Conservation must guarantee work’s survival and durability. It is important to assure the use of compatible materials that could bond to each other quite well in order to save an authentic image during expanding and shrinking of wooden material conditioned by various atmospheric conditions. Long lasting observation shows that folk artists’ reluctance to admit technological requirements of paining wooden sculpture and carvings in the course of time can noticeably reduce the value of their creations and to destroy embodiments even of the finest ideas.

Straipsnyje, taikant instrumentinį ir statistinį metodus, tiriama santykinės trukmės svarba skiriant Akmenės latvių šnektos priegaides. Studento – statistinio patikimumo – kriterijus parodė, kad statistiškai patikimi skirtumai užfiksuoti tik 4 porose iš 15: pirmose dviejose porose (krĩtu ir krìtu; aũksts ir aūgsts) tęstinė priegaidė santykine trukme statistiškai patikimai lenkia krintančiąją priegaidę, trečioje poroje (grùozu ir gruõzu) užfiksuotas priešingas rezultatas – krintančioji priegaidė santykine trukme lenkia tęstinę priegaidę, o ketvirtoje poroje (vąrdi ir vaȓdi) statistiškai patikimas skirtumas užfiksuotas tarp krintančiosios ir laužtinės priegaidžių (krintačiosios priegaidės santykinė trukmė ilgesnė). Pasikliaujamųjų intervalų lyginimo kriterijus, palyginus 10 panašios fonetinės sandaros minimaliųjų porų, parodė, kad krintančioji priegaidė labiau linkusi supanašėti su tęstine. Didžiausi skirtumai yra tarp laužtinės ir tęstinės priegaidžių, o mažiausi tarp laužtinės ir krintančiosios priegaidžių santykinės trukmės. Atlikta 388 matavimų analizė – pasikliaujamųjų intervalų lyginimas, porų tarpusavio skirtumų patikimumo nustatymas, vienodos priegaidės porų sugretinimas – leidžia spėti, kad santykinė trukmė atlieka priegaidžių paryškinimo, o kai kada skyrimo funkciją. Aptariant gautus matavimų rezultatus, reikia įvertinti priegaidžių vartojimo niuansus – vienais atvejais ryškiau ištartos priegaidės parodė didesnius tarpusavio skirtumus, o kitu atveju, nesant būtinybei, priegaidės ištartos ne taip ryškiai, todėl didelių santykinės trukmės skirtumų neužfiksuota. In this paper, instrumental and statistical methods are employed to research the significance of relative duration in discerning the intonation patterns of the Akmenė Latvian dialect. The student’s criteria of statistical reliability showed that statistically reliable differences were detected in only 4 of 15 pairs: in the first two pairs (krĩtu and krìtu; aũksts and aūgsts), circumflex pitch accent reliably surpasses acute pitch accent in terms of relative duration; in the third pair (grùozu and gruõzu), the opposite was ascertained – acute pitch accent surpasses circumflex pitch accent in terms of relative duration; and in the fourth pair (vąrdi and vaȓdi) a statistically reliable difference was detected between acute and broken pitch accents (the relative duration of falling pitch accent is longer). Upon comparing 10 minimum pairs with similar phonetic structure, the confidence interval comparison criteria revealed that acute pitch accent is more inclined to assimilate into circumflex. The most significant differences were detected between broken and circumflex pitch accents, while the least significant were in the relative duration between broken and acute pitch accents. The analysis of 388 measurements that was carried out – a comparison of confidence intervals, an ascertainment of reliability of differences between pairs, and a collation of uniform accent pairs – suggests that relative duration acts as a means to emphasize and sometime distinguish pitch accents. In discussing the results of the measurements, the nuances of pitch accent usage should be taken into account: in some cases, more pronounced accents demonstrated greater differences, while in another case, in the absence of necessity, pitch accents were not pronounced as distinctively, so significant differences in relative duration were not detected.

Straipsnyje tiriami Vakarų Lietuvos vakarų aukštaičių arealo priesaginiai oikonimai, kurie yra padaryti iš asmenvardžių, turinčių deminutyvinės ar panašios reikšmės afiksą. Išskiriamoji oikonimo morfema aptariamais atvejais tėra struktūrinis, bet ne darybinis elementas. Vakarų Lietuvoje didelės dalies oikonimų su -aliai, -yčiai, -ikai, -ikiai, -uičiai, -učiai, -uižiai, -užiai pamatiniais žodžiais eina asmenvardžiai (pavardės arba pravardės), savo struktūroje turintys afiksus -alis, -ytis, -ikas, -ikis, -uitis, -utis, -uižis, -užis. Tai nėra produktyvūs dariniai, nors ir pasirodo tam tikruose kompaktiškuose plotuose. Oikonimai pateikiami pagal priesagas (abėcėlės tvarka), pradedant nuo pačio šiaurvakarinio Lietuvos pakraščio ir toliau slenkant į pietus ir į rytus. Minėtame plote rasti oikonimai su -aliai (27), -eliai (49), -yčiai (10), -ikiai (22), -uičiai (4), -učiai (78), -ūčiai (2), -ūkai (3), -uliai (5), -uižiai (2), -užiai (7). Kai kurie aptariamieji struktūros elementai yra universalesni, pavyzdžiui, su priesagomis -aliai, -učiai, -ūkai yra daugiau priesaginių oikonimų, kitų, pvz., su -yčiai, -ikiai, -uičiai, -uižiai, -užiai aptinkama tik po vieną kitą iš atskirų rajonų. Ar šie formantai, perimti iš funkcionuojančių ar rekonstruotų asmenvardžių, yra invaziniai ar reliktiniai, pasakyti sunku, kol nėra pakankamai ištirti antroponimų klodai; pažymėtina tik tai, kad oikonimai su formantais -yt- ir -ik- paplitę beveik visoje Prūsų Lietuvos teritorijoje. The paper offers an overview of pluralia tantum oikonyms spread in western Lithuania and derived from personal names with the help of the diminutive suffixes -alis, -ytis, -ikas, -ikis, -ulis, -uitis, -uižis, -utis, -užis. These are derivatives with the structural elements -aliai, -yčiai, -ikai, -ikiai, -uliai, -uičiai, -uižiai, -učiai, -užiai. The oikonyms have been collected from 15 districts of Western Lithuania: Akmenė, Mažeikiai, Skuodas, Kretinga, Klaipėda, Plungė, Telšiai, Kelmė, Šilutė, Šilalė, Taurage, Raseiniai, roughly covering the area of Lowlanders (žemaičių) and Jurbarkas, Joniškis and Šiauliai, or the area of Western Highlanders (aukštaičių). The results of the investigation are rather tentative.

Straipsnyje nagrinėjamos nuo 2000 iki 10000 gyventojų ekvivalentinio skaičiaus (GE) gyvenviečių nuotekų dumblo panaudojimo galimybės. Lietuvoje 2004 m. susidarė 506805 tonos nuotekų dumblo. Nagrinėjamo dydžio 42 aglomeracijose susidarė 12383 tonos. Iš kiekvienos apskrities pasirinkta po vieną nuo 2000 iki 10000 GE dydžio aglomeraciją: Simnas, Rusnė, Gelgaudiškis, Akmenė, Eišiškės, Ariogala, Ramygala, Kvėdarna, Zarasai ir Rietavas. Svarstyti šie panaudojimo būdai: nuotekų dumblo panaudojimas žemės ūkyje, šalinimas į sąvartynus (dumblo aikšteles) ir deginimas. Visose nagrinėjamose aglomeracijose galimi visi trys dumblo panaudojimo būdai. Tačiau dėl mažiausių kaštų labiausiai skatintinas yra nuotekų dumblo panaudojimas žemės ūkyje. Nuotekų dumblo deginimas – brangiausias panaudojimo būdas, kuris yra vienuolika kartų brangesnis už panaudojimą laukams tręšti ir daugiau kaip du kartus – už šalinimą ilgo saugojimo aikštelėse. Article dwells on the possibilities of sludge disposal from wastewater treatment plants (WWTP) in settlements (agglomerations) with the population from 2000 to 10000 inhabitants. During the year 2004 approx. 506800 tons of sludge was produced in all WWTP in Lithuania, and nearly 12390 tons of this sludge was produced in WWTP in settlements with the population from 2000 to I0000 inhabitants. Sludge disposal possibilities in ten settlements (Simnas, Rusnė, Gelgaudiškis, Akmenė, Eišiškės, Ariogala, Ramygala, Kvėdarna, Zarasai ir Rietavas) with the population from 2000 to 10000 inhabitants, each settlement from different counties were analyzed. Three most acceptable methods of sludge utilization were analyzed: sludge use in agriculture (spreading): transporting to the county centre and storing in sludge beds at WWTP: incineration of sludge. These methods were suitable for all settlements. However, from the point of the lowest costs the most acceptable method is sludge use in agriculture. The most expensive way of sludge utilization is incineration (11 times more expensive than sludge use in agriculture, and approx. 2 times more expensive than transporting to sludge beds near WW IP in the main city of the county).

The first church in Old Aakmenė was built about 1556, and the present one – in 1907–1912. Its forms are more of neogothic style. Hhowever, there are some neobaroque architectural details. Tthis was characteristic of the end of the 19th century and the beginning of the 20th century of Llithuanian art. There are not enough historic data concerning the first church in Biržai. It is thought that its building was funded by Duke Mikalojus II Radvila in 1500. The permission to build the present church in Biržai was given in 1846. The architect of the design was Tomas Tišeckis. Church was built in 1853–1861. On June 24 1861 the bishop Motiejus Valančius consecrated it. It was funded by count Jonas Ttiškevièius. Artistic integrity is characteristic of (the style) of the church. Neobaroque forms predominate in the interior and exterior. Arrangement of the objects and their forms are characteristic of other churches of Llithuania of the second half of the 19th century.

Norint nustatyti šias grupes, taikomi įvairūs matematiniai modeliai. Kuriant empirinę topologiją, daugiausia taikomi faktorių ir klasterių analizės metodai. Logistinė regresija gali būti taikoma analizuoti ir prognozuoti priklausomų dichotominių kintamųjų santykius ir nepriklausomus kintamuosius. Straipsnyje pateiktų kokybės duomenų analizės algoritmai iliustruojami pavyzdžiu, kai priklausomas kintamasis yra dichotominis. Darant Akmenės regiono bendruosius planus buvo atlikta rajono ir miestų gyventojų apklausa. Nustačius gyventojų grupes, galima strategiškai sėkmingiau parinkti rajono vystymosi strategijas, nukreipti finansavimą verslo vystymui. Kokybinės analizės metodų taikymas yra vertinga priemonė, įgalinanti specialistus ir planuotojus taikyti siūlomus sprendimus atsižvelgiant į specifinius bruožus ir ypatumus. A success of the currently implemented projects and measures is determined not only by the urgency and soundness of idea and the size of the budget, but also by the direction of resources to those users and organizations, from which the largest return could be expected, by the public opinion about the current business and a success of project presentation in various forms of mass media. For identification of target market, to which the business strategy will be directed, one should know the features, needs and opinions of the users in order to define the coherent homogenous groups. Various mathematical models are applied to define these groups. When developing the empirical topology the factor and cluster analysis methods are mostly used. Logit regression may be used to analyse and forecast relations of the dependent dichotomic variable and independent variables measured at any scale. Above-given algorithms of the quality data analysis are illustrated by the case when the dependent variable is of dichotomic nature. Drafting general plans of Akmenė region a questionnaire survey of inhabitants of the region and towns was carried out. Application of quality analysis methods is a valuable measure enabling specialists and planners to apply the proposed solutions by taking account of their specific features and peculiarities.

Žemaitiškas Telšių ir Kelmės kraštas garsėjo kaip vienas ir ryškiausių liaudies smuikavimo centrų Lietuvoje. Šio straipsnio tikslas - nustatyti telšiškių liaudies smuikininkų repertuaro ypatybes, kūrinių žanrų grupių ir kūrinių tipų kaitos tendencijas. Atlikti tyrimai leidžia teigti, kad Telšių r. bei kitų tirtų rajonų smuikininkų repertuaras turi regioninių, Žemaitijai būdingų ypatybių bei lokalinių ypatybių, būdingų mažesnėms sritims. Telšiškių repertuaras panašesnis į Kelmės, Šiaulių r. ir labiau skiriasi nuo Akmenės, Mažeikių, Skuodo, Kretingos, Plungės, Rietavo ir Šilalės r. Nors telšiškių smuikininkų repertuaras pabrėžtinai instrumentinis, jo pagrindą sudaro įvairūs tradiciniai šokiai, polkos, valsai ir maršai, tačiau pastebimos ir sąsajos su senąja vokalinės muzikos tradicija: kartais buvo griežiami rateliai, žaidimai šokiai (Krėslelis, Gričytė), dainos ar giesmės, jomis pagrindžiami ir maršai. Bent jau XX a. Šeinas buvo vienas iš būdingiausių dab. Telšių bei Kelmės, Šiaulių r. kontradansinių, kadrilinių šokių. Mėgti ir žemaitiški šokiai Kadagys ir Žydas. Telšių r. ir Kelmės r. Užvenčio apyl. yra pietinė šiaurės Lietuvoje ir Latvijoje paplitusio šokio Malūnėlis riba. Iš kitų, tarptautinių melodinių tipų, šokių telšiškių smuikininkų repertuare ypač dažni Gyvataras, Leilinderis, Pampaljonas. Labai mėgta polka su sustojimu (Trampolkė). XX a. antroje pusėje smuikininkai prisimindavo dar daug tradicinių šokių. Įtakos tam galėjo turėti folkloro ansamblių veikla, tačiau pastaraisiais dešimtmečiais liaudies smuikavimo tradicijos beveik nepuoselėjamos. Samogitian area of Telšiai and Kelmė has always been famous for being one of the most prominent centres of folk violin playing in Lithuania. The article aims at identification of peculiarities of the repertoire of folk violinists of Telšiai and the trends of changing of the pieces’ genre groups and types of pieces. The performed studies allow for stating that the repertoire of violinists of Telšiai district and other districts has both regional peculiarities, characteristic of Samogitia and local ones, characteristic of smaller areas. The repertoire of Telšiai is more similar to those of Kelmė and Šiauliai districts and is different from those of Akmenė, Mažeikiai, Skuodas, Kretinga, Plungė, Rietavas and Šilalė districts. Although the repertoire of Telšiai is mostly instrumental and is based by different traditional dances, polkas, waltzes and marches, relations with the old tradition of vocal music also can be noticed: sometimes circles, plays, dances (“Krėslelis”, “Gričytė”) and songs are played, marches are based by them. Šeinas was one of the most characteristic quadrille dances in Telšiai, Kelmė and Šiauliai districts at least in the 20th century. The Samogitian dances “Kadagys” ir “Žydas” were also loved. The area of Užventis of Telšiai and Kelmė districts is the Southern limit of the dance “Malūnėlis”, widely spread in the Northern Lithuania and Latvia. Among other dances of the international melodious type “Gyvataras”, “Leilinderis” and “Pampalijonas” are especially frequent in the repertoire of violinists of Telšiai. The polka with a stop (Trampolkė) was really loved. In the 2nd half of the 20th century the violinists also remembered a significant number of traditional dances, which could have been influenced by activities of folklore bands however during the later decades folk violin playing traditions have remained almost not nurtured.

Smeigtukai – vieni labiausiai mėgtų baltų papuošalų, tačiau nuo I tūkstantmečio antrosios pusės jie nešioti tik žemaičių, žiemgalių, kuršių, latgalių bei sėlių gentyse. Labai retais atvejais kape aptinkama dvi smeigtukų poros. Vienas tokių kapų – Pavirvytės (Akmenės r.) kapinyno kapas Nr. 138. Čia palaidota moteris, kurios drabužius puošė dvi smeigtukų poros – vieną sudarė kryžiniai smeigtukai suplotomis plokštelėmis kryžmų galuose, kitą ypač reti smeigtukai rozetine galvute. Dauguma smeigtukų rozetine galvute rasti žiemgalių kapuose: Lietuvos teritorijoje, įskaitant Pavirvytės radinius, žinomi 5, Latvijos teritorijoje – 7 tokie smeigtukai. Dalis jų rasti po du, sudarantys vientisą krūtinės papuošalą. Smeigtukai rozetine galvute yra 14,5-19 cm pločio galvutėmis, kurios yra kiauraraščio žiedelio su 6 reljefinėmis ataugėlėmis, užsibaigiančiomis trimis gumbeliais, pavidalo, jie datuotini XI a. Peržvelgus visą žiemgalių papuošalų ornamentiką matyti, kad čia niekada nebuvo populiarus ažūro ar rozetės motyvas, tačiau šis motyvas nesvetimas kitų baltų genčių, ypač kuršių, ornamentikai. Greičiausiai XI a. pabaigoje iš Kuršo į Žiemgalą plito ne tik pavieniai papuošalai, bet ir kai kurie puošybos elementai ar idėjos. Pins were among the most favourite ornaments of the Balts. However, from the second half of the 1st millennium they were only worn by the Samogitian, Semigallian, Curonian, Latgalian and Selic tribes. Cases of discovering two pairs of pins in a grave are very rare. One of such graves is Grave No 138 in the burial ground of Pavirvytė (Akmenė distr.). The clothes of a woman buried in it were adorned with two pairs of pins: one pair included criss-cross pins ending in flat plates, while the other pair was made of rare pins with a rosette head. Most of the pins with rosette heads were found in Semigallian burial places: 5 items of this kind, including those of Pavirvytė, were discovered in the territory of Lithuania, and 7 such pins are known to have been found in the territory of Latvia. Some of them come in pairs, making up an integral ornament of the chest. The rosette heads of the pins measure 14.5-19 cm in width, and are in the shape of an openwork ring with 6 bosses ending in three knobbles. The pins date back to the 11th c. A study of all Semigallian ornamentation suggests that openwork or rosette motifs were never popular in this region. However, this motif is not unfamiliar to the ornamentation of other Baltic tribes, especially the Curonians. Most probably the late 11th c. saw the spread of not only individual ornaments but also of ornamentation elements and ideas from Curonia to Semigallia.

Švietimui, kaip svarbiam visuomenės raidos veiksniui ir socialinių reformų pagrindui, besikuriančios informacinės visuomenės uždaviniai yra ypač aktualūs, informacinės ir komunikacinės technologijos (IKT) turi įtakos švietimo organizacijos (konkrečiai mokyklos) vadybai. Šiame straipsnyje nagrinėjama viena iš vadybinių funkcijų - valdymas. Tyrimo tikslas - ištirti veiksnius, lemiančius IKT taikymą įvairių tipų mokyklų valdyme. Tiriamieji - Šiaulių apskrities miestų vidurinių (gimnazijų), pagrindinių ir pradinių mokyklų vadovai (direktoriai ir jų pavaduotojai). Dokumentų analizė parodė, kad pedagogų kvalifikacinė kompetencija siejama su IKT naudojimu ugdyme, tačiau ji ligi šiol nesiejama (kol kas yra tik projektas) su IKT naudojimo gebėjimais. Tyrimu nustatyti veiksniai, turintys įtakos respondentų informacinei-kompiuterinei kompetencijai: dalyvavimas kompiuterinio raštingumo kursuose, galimybė dirbti asmeniniu kompiuteriu namuose, kompiuterizuota darbo vieta. Kompiuterių pasiskirstymą mokyklose lemia ne tik mokyklos tipas, mokinių bei mokytojų skaičius, bet ir netolygus finansavimas, mokyklos bendruomenės aktyvumas, dalyvavimas projektuose, rėmėjų paieška. Mokyklų vadovų galimybės naudotis kompiuterine technika mokyklos valdyme tebėra ribotos, nes kompiuteris dažniausiai naudojamas tik interneto paslaugoms bei dokumentų parengimui, papildomai ugdymo medžiagai rengti, epizodiškai naudojamos specialios, valdymą palengvinančios programos. IKT strategijos kūrimas bendrojo lavinimo mokykloje priklauso nuo vadovo požiūrio ir gebėjimo suburti komandą konkretiems tikslams įgyvendinti. Forming ICT society's tasks are especially actual for Education as important society's factor and social reform's basis. In the article are discussed the problems of ICT usage in management in Lithuanian ëducational organizations (schools), factors influencing ICT usage in school governing (control). Informational technologies and ICT innovations and their usage in school management are a spécifie process. Documents analysis and interprétation helped to diagnose outer and inner factors, influencing ICT usage in school's management. Quizing directors and statistic analysis let to diagnose factual ICT usage in management of Šiauliai region elementary, basie, secondary schools (gymnasiums), showed (stressed) the factors connected with schools' organizational peculiarities and directors' attitude. In the article are given 2004 years research technique and its results. Quized people are Šiauliai district towns: Akmenė, Joniškis, Kelmė, Kuršėnai, Pakruojis, Radviliškis, Šiauliai comprehensive schools' principais and assistants. There are made concluded survey and documents analysis.

Nors smulkiojo ir vidutinio verslo sektorius šalyje turi konkurencinių pranašumų dėl pigesnių išteklių ir lankstesnių gebėjimų įgyvendinti individualius užsakymus, tačiau produktyvumo lygis vis dar per mažas, per mažai dėmesio skiriama inovacijoms ir taikomiesiems tyrimams. Technologinėms inovacijoms atsirasti reikia adekvačios infrastruktūros. Būtent kuriant klasterius ir sudaromos naujos skatinančios sąlygos, lemiančios naujovių bazę netgi nacionaliniu mastu. Didžiausias ekonominis augimas klasteryje pasiekiamas dėl trijų priežasčių: pirma, jis padidina našumą, suteikdamas priėjimus prie specializuotų inovacijų, technologijų, produktų ar darbuotojų, įskaitant ir informaciją, institucijas, paslaugas, o svarbiausia – papildomas vertės grandinės paslaugas ir gaminius. Antra, skleisdamas technologines žinias ir patirtį, klasteris žymiai padidina inovacijų diegimo galimybes tose pačiose įmonėse. Trečia, klasteris skatina naujų įmonių kūrimąsi, kai vakarykščiai eiliniai darbuotojai naujose įmonėse tampa antrepreneriais. Tyrimai parodė, kad stipriausią poveikį sėkmingai klasterio plėtrai turi „sėkmės veiksniai“. Vienu iš sėkmingų praktinių pavyzdžių tampa Naujoje Akmenėje kuriama pramoninė zona, į kurią įsijungs ir vietinės, ir kitų regionų įmonės, o taip pat Šiaulių universitetas bei kitos mokslo ir technologinės organizacijos. Pramoninė zona neabejotinai turės didelį poveikį visam Šiaulių regionui. Klasteriai ypač skatina naujų įmonių, naujų darbo vietų, naujų technologijų ir inovacijų kūrimąsi, todėl pelnytai laikomi veiksmingiausiu regionų plėtrą spartinančiu veiksniu. Industry clusters have become the most effective factor of economic development policy in many regions of EU. Even the most diversified regions arc home to industries that, because of historical accident, targeted recruitment, or other local peculiarities, arc found in higher concentrations than in other places. Why arc some regions better able to develop and support innovative and competitive clusters and become more prosperous than other? What potential do cluster-based strategies hold for less favored regions than have had less success in attracting and keeping good jobs and talented people? Arc there ways that these regions can find the assets to rejuvenate existing clusters or build foundations for new ones thus improving their economics? The answers arc summarized in the paper.

Straipsnyje nagrinėjami žemaičių gyvenimo ciklo papročių elementai ei liaudies religingumo raiška nuo XIX a. pabaigos iki XXI a. pradžios. Šio darbo pagrindinis šaltinis – etnografinių ekspedicijų medžiaga, autorės surinkta 1993, 2002, 2004 m. Akmenės, Kretingos, Mažeikių, Plungės, Skuodo, Telšių, Šilutės rajonuose, taip pat Telšių vyskupijos Papilės ŠV. Juozapo parapijos metrikų knygos. Atliktas tyrimas parodė, kad žemaičių gyvenimo ciklo papročių elementai bei liaudies religingumo raiška pradėjo keistis ir nykti po Antrojo pasaulinio karo. Iki tol gyvenimo ciklo papročiuose aptinkama įvairių liaudies maldingumo formų: laukiančios kūdikio žemaitės vykdavo į atlaidus, melsdavosi į Mariją dėl laimingo gimdymo, darydavo apžadus (rišdavo prie kryžių kaspinus ar rožančius), po gimdymo buvo įvesdinamos į bažnyčią. Sovietiniais metais išliko tokios liaudies religingumo raiškos ir maldingumo formos kaip Gegužinės, Spalinės, Kryžiaus dienos, kuriose dalyvaudavo visa kaimo bendruomenė. XX a. pabaigoje lietuvių šeima patyrė pereinamojo laikotarpio pasikeitimus. XX a. 10-ojo dešimtmečio – XXI a. pradžios demografinės elgsenos pokyčiai – jaunų porų gyvenimas susidėjus, santuokų ir vaikų vengimas, nesantuokinių vaikų skaičiaus didėjimas, jaunimo migracija į miestus ir emigracijos populiarumas – tai naujai įsitvirtinę, iš svetimos kultūros perimti gyvenimo bruožai, būdingi šiuolaikinei žemaičių šeimai. The article analyses elements of customs of Samogitians lifecycle as well as expression of human religiousness from the XIX century till the beginning of XXI century. The main reference providing basis for this work is material of ethnographic expeditions collected by the author during 1993, 2002 and 2004 in Akmenė, Kretinga, Mažeikiai, Plungė, Skuodas, Telšiai, Šilutė districts as well as books of metrics of Papilė St. Joseph benefice of Telšiai diocese. The research has shown that elements of customs of Samogitians lifecycle as well as expression of human religiousness is likely to change and varnish after the World War II. Till then various forms of human religiousness are likely to occur in customs of lifecycle. Pregnant Samogitian women used to arriving to feast days, they prayed to St. Mary due to successful delivery, they used making vows (fastening of ribbons and rosary to crosses), after delivery they were taken to church. At Soviet time such expressions of human religiousness and devotion as May Mass, October Mass, Days of a Cross involving the whole rural society has been preserved. At the beginning of XX century Lithuanian family experienced changes of intermediate period; Shifts of demographic behaviour from the 10th decade of XX century till the beginning of XXI decade are as follows: living of young pairs out of wedlock, avoidance of matrimony and children, increase of number of illegitimate children, migration of young people to other cities and popularity of emigration - these are newly established lifestyle features taken from foreign cultures and characteristic for current family of Samogitians.

Straipsnyje bandoma suregistruoti visus iki šiol žinomus vėlyvuosius Šiaurės Vidurio Lietuvos senkapius, trumpai aptarti jų radinius bei pasekti šio regiono apgyvendinimą po kalavijuočių ordino agresijos. Taip pat aptariama archeologinė medžiaga, surinkta buvusioje Lietuvos Žiemgalos teritorijoje, t. y. dabartiniuose Akmenės, Joniškio, Pakruojo ir Pasvalio rajonuose, rytinėje Mažeikių bei šiaurinėje Šiaulių rajonų dalyse. XVI–XVII a. datuojamų kapų gausa leidžia manyti, jog Šiaurės Vidurio Lietuva tuo metu buvo palyginti tankiai apgyvendinta. Tiesa, šioje teritorijoje dar nėra žinoma ir tyrinėta XIII–XIV a. pradžios laidojimo paminklų, todėl nežinia, kiek Lietuvos Žiemgala nukentėjo nuo Livonijos ordino puldinėjimų. Pavieniai atsitiktiniai radiniai rodo, jog Lietuvos Žiemgaloje buvo laidojama ir po XIII a. Turimi archeologijos laidojimo paminklų duomenys leidžia manyti, jog nuo XVI a. gyventojų čia daugėjo. Didžioji dauguma šios teritorijos vėlyvųjų senkapių priskiriami XVI a. antrajai pusei–XVII a. Dalis vėlyvųjų senkapių įrengti senuosiuose kapinynuose po kelių šimtų ar net tūkstančio metų, tuo tarpu kita dalis senkapių XV–XVII a. perauga iš pagoniškųjų į krikščioniškuosius, nors paprotys laidoti mirusiuosius su papuošalais išliko iki XVI a. vidurio ir galutinai išnyko tik XVII a. pabaigoje. Vėlyvuosiuose kapuose atsiranda ir naujų, jau su krikščioniškąja tradicija susijusių įkapių (žalvariniai žiedai su kristogramomis bei įrėžtomis raidėmis „INRI“ ir „IHS“). Dalis vėlyvųjų senkapių įkurti naujose, kur iki tol nelaidota, greičiausiai ir neapgyvendintose vietose. The article tries to register all presently known late tombs of Northern Central Lithuania, briefly describes artefacts found in them and traces populating of this region after invasion of the Livonian Order. It also discusses archeological material collected in the territory of the former Lithuanian Žiemgala (Zemgale), i.e. e. in present districts of Akmenė, Joniškis, Pakruojis and Pasvalys, in the eastern part of Mažeikiai and the northern part of Šiauliai districts. Numerous tombs dated by the 16th-17th centuries allow assuming that Northern Central Lithuania at that period was relatively densely populated. On the other hand, this territory has not been investigated yet with respect to burial monuments of the 13th-14th centuries, this is why it is not known how the Lithuanian Žiemgala suffered from attacks of the Livonian Order. Available archeological data of burial monuments allow assuming that from the 16th c. population was growing in the area. The majority of the late tombs in this territory are dated back to the second half of the 16th – 17th c. A part of the late tombs was located in old graveyards of several hundred or even a thousand years old, meanwhile another part of tombs in the 15th-17th c. transformed from pagan into Christian, although the tradition to bury the dead with ornamentations survived till the 16th century and totally disappeared only at the end of the 17th c. The late tombs contain also artefacts of the Christian tradition (copper rings with Christograms and indented letters “INRI” and “HIS”). Some tombs were made in newly established graveyards and in presumably unpopulated areas.

Straipsnyje detaliai išnagrinėta ES prekybos šiltnamio efektą sukeliančių dujų emisijomis schema ir numatomos jos įgyvendinimo pasekmės Lietuvai. Straipsnyje daugiausia analizuojamas Nacionalinio apyvartinių taršos leidimų paskirstymo planas. Straipsnio tikslas yra išnagrinėti prekybos apyvartiniais taršos leidimais ypatybes bei nustatyti galimą šios Lietuvoje dar netaikytos aplinkosaugos politikos priemonės įtaką Lietuvos ekonomikai bei šiltnamio efektą sukeliančių dujų emisijų sumažėjimui. Straipsnyje aptarti ES prekybos šiltnamio efektą sukeliančių dujų emisijomis schemos ypatumai bei Lietuvoje parengto apyvartinių taršos leidimų paskirstymo plano rezultatai. Lietuvoje šiltnamio efektą sukeliančiųjų dujų emisijos 1990 m. siekė 54,351 Mt CO, ekvivalento. Lietuvos įsipareigojimas Kioto protokole yra sumažinti šiltnamio efektą sukeliančiųjų dujų emisijas iki 50,03 t CO, ekvivalento 2008-2012 metų laikotarpyje. Pagal antrojo Lietuvos Respublikos pranešimo apie klimato kaitą pateiktus duomenis 1998 metais Lietuvoje šiltnamio efektą sukeliančiųjų dujų (ŠESD) emisijos siekė 23,8 t СО, ekvivalento. 2003 metų spalio 13 dieną buvo priimta Europos Parlamento ir Tarybos direktyva 2003/87/EC, nustatanti prekybos apyvartiniais taršos leidimais sistemą Bendrijoje. Prekyba apyvartiniais taršos leidimais taip pat yra labai lanksti priemonė, leidžianti sumažinti emisijas su mažiausiomis išlaidomis. Ši ES direktyva žymia dalimi palies Lietuvos energetikos sektorių. Direktyvoje numatyti du prekybos emisijomis įgyvendinimo periodai: 2005-2007 ir 2008-2012 m. Pirmajame periode numatoma prekiauti tik СО, emisijomis, susidarančiomis 5 pagrindiniuose sektoriuose, iš kurių 2 tiesiogiai siejasi su energetikos sektoriumi: elektros, šilumos ir garo gamyba bei naftos perdirbimo įmonės. Pagal direktyvos reikalavimus iki ES prekybos emisijomis įgyvendinimo pradžios šalys narės Europos komisijai turi pateikti nacionalinį apyvartinių taršos leidimų paskirstymo planą, kuris turi numatyti pradinį ir užsibrėžtą sumažinti emisijų kiekį atskiriems įrenginiams numatytuose sektoriuose bei apsispręsti dėl apyvartinių taršos leidimų pirkimo schemų, nustatant pirmajame periode parduotų teršalų užskaitų sąlygas antrajame periode. 2003 metų gruodžio mėnesį ES Komisija išleido oficialias taršos leidimų paskirstymo gaires, į kurias būtina atsižvelgti, rengiant nacionalinįpaskirstymo planą. Šio plano projektas Lietuvoje j au parengtas ir gegužės 1 d. buvo pateiktas Europos Komisijai. Iki 2004 m. rugsėjo mėnesio šalys - narės dar turės galimybe patikslinti Nacionalinius apyvartinių taršos leidimų paskirstymo planus. Atlikus bendrojo apyvartinių taršos leidimų kiekio įvertinimą, „iš viršaus", taikant istorinį ir prognostinį metodą, surinkti duomenys iš konkrečių įmonių apie jų istorinę taršą ir numatomus gamybos planus. Lietuvoje apyvartinius taršos leidimus gaus energiją generuojantys įrengimai, kurių instaliuota galia viršija 20 MW (70 įrenginių), „Mažeikių nafta, „Akmenės cementas" ir "Naujasis kalcitas", keramikos, stiklo gamybos bei popieriaus pramonės įmonės (11 įmonių) bei kitos įmonės deginančios organinį kurą savo reikmėms (23 įmonės). Iš viso 107 įmonės. Bendras apyvartinių taršos leidimų keikis 2005-2007 m. sudarys 39,465 milijonus. Energetikos įmonėms bus paskirstyta virš 23 milijonų apyvartinių taršos leidimų. Naftos perdirbimo gamykla gaus 6773 tūkstančius apyvartinių taršos leidimų. Trečiai pagal dydį apyvartinių taršos leidimų turėtojų grupei - cemento gamybos įmonėms bus paskirta 4632 tūkstančiai leidimų, įmonės deginančios organinį kurą savo reikmėms gaus 1916 tūkstančių apyvartinių taršos leidimų. Pramonės įmonėms apyvartiniai taršos leidimai paskirstyti pagal istorinius duomenis, t.y. pagal 1998 - 2002 metų keturių metų (atmetus metus, kai emisijos buvo mažiausios) vidurkį ir padauginus iš numatomo plėtros koeficiento bei padauginus iš numatomo technologinio taupymo potencialo koeficiento. Numatoma, kad apyvartinių taršos leidimų suteikimas kiekvienam įrengimui bus tikslinamas iki 2004 metų rugsėjo 30 dienos, atliekant pateiktos informacijos monitoringą ir verifikavimą, atitinkantį ES monitoringo ir atsiskaitymo gairėse numatytas procedūras. Skirstant taršos leidimus energijos generavimo įmonėms, bus nustatytas ATL kiekis vienai generuojamos šilumos bei elektros M Wh. Taršos leidimų kiekis neribos energetikos įmonių plėtros, kadangi didėjant generuojamos energijos kiekiui, augs ir gaunamų taršos leidimų kiekis. Tai ypač aktualu elektros generavimo įmonėms, pakeisiančioms Ignalinos AE generuojamą elektros energiją. Ne mažiau kaip 98,5% apyvartinių taršos leidimų bus paskirstyta nemokamai, ne daugiau 1,5% apyvartinių taršos leidimų bus paskirstyta aukciono būdu. Aukciono būdu bus paskirstyti ir nepanaudoti apyvartiniai taršos leidimai naujiems dalyviams. Schemos įgyvendinimas skatins energijos gamybos ir vartojimo efektyvumo augimą Lietuvoje ir pritrauks papildomas investicijas į naujas modernias ir švarias technologijas. The paper deals with the EU emission trading scheme and its possible impact on the Lithuanian economy. The main aim of the paper is to analyze the problems related with the preparation of the National allocation plan in Lithuania and then based on this analysis to define the effect of this policy measure on the competitiveness of the Lithuanian economy and the GHO emission reduction. The paper discusses the aims of the EU emission trading scheme and the anticipated results of the scheme implementation of in EU and in new member states which do not have problems related with the implementation of the Kyoto commitments.

Lietuvoje, taip pat ir Šiaulių apskrityje, gyventojų skaičius mažėja. Demografinius pokyčius lemia neigiamas natūralusis gyventojų prieaugis dėl sunkios ekonominės situacijos, gyventojų migracijos kryptys ir jos dydžio pokyčiai. Pensinio amžiaus žmonių kasmet daugėja. Kyla problema, kaip patenkinti socialinius gyventojų poreikius. Analizuojama socialinės paramos ir paslaugų gavėjų dinamika Šiaulių regione. Pateikiama socialinių paslaugų, teikiamų namuose, poreikio analizė. Nagrinėjama invalidų skaičiaus didėjimo problema Šiaulių apskrityje. Lithuania's accession to the European Union requires awareness of the consequences so as to work out special means in order to minimize their negative impact. It is forecasted that mandatory work payment and social guarantees will affect labor costs. The analysis carried out has revealed that the rate of unemployment has a tendency to rise until 2003. It has been stated that the following factors show influence on unemployment rate: Low labor efficiency. Insignificant co-operation between market members. Unstable raw material markets. Undeveloped business services. Concentration of investments in the centers. Difficult economic situation has revealed a growth tendency of persons living on social security benefits. Relying on the analysis of the social economic situation in the Region the following conclusions have been made: Unfavorable business environment influences growth of unemployment rate. Number of families living on social security benefits will rise in Akmenė and Kelmė Regions. Social security infrastructure programs are functioning most actively in Pakruojis and Joniškis Regions. General satisfaction of social care needs in Šiauliai County is 60–80%. Satisfaction of social care needs in 2002 is minimal. For the accession to the EU period deep social environment analysis has to be made in order to construct a mechanism to satisfy social care needs in Šiauliai Region. Market economy requires development of social care services at home. Needs for social care at home are satisfied 76.9 %

Ypač šis pasipriešinimas akivaizdus, kuomet kalbama apie smulkiuosius dvarus, kuriuose vyraujantys stereotipai natūraliai kito labai lėtai. N. E. Ivanauskas siekė išsaugoti ir išlaikyti iš tėvų paveldėtą dvarą ir tai lėmė tam tikrą jo uždarumą (nulemtą tuometinės sustabarėjusios provincijos aplinkos). Antrojoje straipsnio dalyje pateikiami dabartiniu metu Lietuvos muziejuose (Nacionaliniame M. K. Čiurlionio, Žemaičių "Alkos" Tešiuose, "Aušros" Šiauliuose, Lazdynų Pelėdos memorialiniame Paragiuose) saugomi išlikę N. Ivanausko sukurti darbai, nagrinėjama jų tyrinėjimų problematika. The article introduces Nikodemas Erazmas Ivanauskas, the owner of the Paragiai manor, who is not well known in Lithuanian cultural and art history studies of artists of gentry descent. His creative heritage is various: the artist painted, copied pictures, made sculptures, wrote novels and verse. But this heritage was forgotten in Lithuanian cultural and artistic history because of unfortunate circumstances. Today the artist's works are kept in various Lithuanian museums: 'Aušra' in Šiauliai, Samogitian 'Alka' museum in Telšiai, M. K. Čiurlionis National Art Museum, the memorial museum of Lazdynų Pelėda in Paragiai. Besides this, the author's pictures of religious themes are also located in the Lithuanian churches. Important aspects of the research are the content of gentry, images of the land-lord, spiritual values, the modernization of culture, the sphere of emotions. Much attention is dedicated to the questions of life style, activity, aesthetical ideals, education and the attitude towards social phenomenon. The analysis of these spheres in the context of N. Ivanauskas personality allows the researcher to speak about duality, or, to be more precise - the non-correspondence of dreams and reality, the clash of idealism with reality. The artist is also known as a character of literature (in the works of Lazdynų Pelėda and his daughters, the Ivanauskaitės sisters) and this reveals more deeply the relationship of reality and illusions in creative activity and life.

Darbe aprašomos vakarų aukštaičių šiauliškių Pašušvio šnektos izoliuotų balsių akustinės ir artikuliacinės savybės, jos lyginamos su kitų šnektų tokiu pat būdu ištartų balsių ypatybėmis bei D. Joneso kardinaliais balsiais. Atlikus lyginamąją analizę matyti, kad Pašušvio šnektos balsiams nebūdinga kraštutinė artikuliacija nei pagal eilę, nei pagal pakilimą. Šiuo atžvilgiu šnektos vokalizmui arčiausia yra balsių sistema, kurią turi tos pačios vakarų aukštaičių tarmės Lukšių šnekta. Kitų lietuvių šnektų atstovai, būtent pietų aukštaičių Kučiūnų, šiaurės žemaičių Akmenės ir pietų žemaičių Eržvilko, taria atviresnius žemutinius [a] tipo balsius, kurie nuo atitinkamų kardinaliųjų balsių skiriasi mažiau. Nuotoliai tarp atskirų garsų artikuliacijos vietos nėra dideli. Balsius diferencijuojant, matyt, daugiau lemia akustinės savybės. The article examines the spectra of isolated vowels, their acoustical features, articulation and their relationship with the corresponding vowels of the subdialects of Akmenė, Eržvilkas, Lukšiai, Kučiūnai, and D. Jones' cardinal vowels. The system of the isolated vowels of the Pašušvys subdialect is the closest to the system of the Lukšiai subdialect, what is especially true of the vowels [a] which are lower as compared with the same vowels of the other subdialects. The distance between the articulation place of separate vowels of the Pašušvys subdialect is small: the back labialised [u], [о] are pronounced almost in the same back place of the mouth, the front [e] [i], differ a little from each other by the vertical movement of the tongue and degree of the openness of the mouth. The [o] is the most back and [e], are high vowels. Compared with the very open [i], [и] of the Raseiniai subdialect, Pašušvys analogic vowels are more close, but more open than half-long and long ones. The long [a], [ae] are higher and closer than the corresponding half-long [а], [аe]. The reason for this must be the surviving traces of nasalisation. The spectral analysis and the acoustic data allow us to claim that the isolated vowels of the Pašušvys subdialect are more similar to the secondary rather than to primary cardinal vowels. Neither the extreme front nor the extreme back articulation is characteristic of the vowels of the subdialect.

Tyrimai atlikti 1993-2000 m. Lietuvos žemės ūkio universitete. Lietuva turi palankias sąlygas grūdų ūkio plėtrai, tačiau turėtų būti atsižvelgiama į tinkamiausius jų auginimo arealus. Juos suformavus, regionų gamtinės sąlygos leistų atpiginti grūdų gamybą, turėtų įtakos konkurencingumui rinkoje. Norint nustatyti perspektyvoje tinkamiausius žiemkenčių auginimo ir koncentravimo arealus, nagrinėtas jų auginimo arealų išsidėstymas bei derlingumas pagal rajonus. Tyrimu nustatyta, kad žieminių kviečių auginimui tinkamiausia beveik visa Vidurio zona, šiek tiek mažiau - Panevėžio rajonas. Perspektyvai siūlomas toks žieminių kviečių auginimo arealas, kurio vakarinė riba eitų per Mažeikių, Akmenės, Šiaulių, Kelmės, Raseinių, Jurbarko rajonus, rytinė - per Biržų, Kupiškio, Panevėžio, Jonavos, Kauno, Prienų, Alytaus ir Marijampolės rajonus. Patys tinkamiausi - Pasvalio, Pakruojo ir Šakių rajonai. Išaiškinta, kad kvietrugių auginimo ateityje arealai galėtų būti ne tik Vidurio zona, bet ir Vakarų zonos (pvz., Kretingos, Šilutės, Plungės, Šilalės, Tauragės, Raseinių) bei Rytų zonos (pvz., Kupiškio, Ukmergės, Širvintų, Vilniaus, Šalčininkų, Lazdijų, Kaišiadorių, Utenos) rajonai. Rugių auginimo arealai - Pietryčių Lietuvos pazonis ir Šilutės rajonas, kur vyrauja velėniniai jauriniai priesmėlio bei smėlio dirvožemiai. Nemažai rugių auginama ir kituose Rytų zonos rajonuose, tačiau besiribojančiuose su Vidurio zona jų dalis javų pasėlių struktūroje mažesnė. Daugiau rugių sėjama ir Vakarų zonoje. Ateičiai rugių auginimo arealai galėtų būti Pietryčių Lietuvos pazonis ir Šilutės rajonas. Rugių auginimui tinka ir kaimyniniai rajonai. Jų auginimo rajonas yra ir centrinė Žemaitija (Plungės, Telšių, Šilalės rajonai). The research was carried out during 1993-2000 at the Lithuanian University of Agriculture. There are favourable conditions for development of crop production in Lithuania, however, the suitability of areas for their production must be taken into consideration. After establishing those areas, natural conditions of the regions should allow reducing the price of crop production and influence the market competition. For establishing the area’s most suitable for growing and concentrating winter crops in perspective, the location of their growing areas and crops capacity among the regions in 1993-2000 were investigated. The cartogram of wheat crop area in 1993-2000, when it comprised about 25.5% of all crop area, reveals the region’s most suitable for winter crop growing. It is almost the whole Middle zone, however, the Panevėžys region is less suitable for this purpose. The averages of winter crop capacity in the regions in 1993-2000 were in resilient correlation with soil productivity scale - in all farms it’s depended on soil productivity by 73.9%. The average of winter crop capacity in all Lithuanian farms in 1993-2000 was 2.74 t/ha. The crop capacity was highest in the Šakiai, Joniškis and Pasvalys regions. After summarizing the research results, the following area for wheat crop growing were suggested: the west boundary of this area should cross the Mažeikiai, Akmenė, Šiauliai, Kelmė, Raseiniai and Jurbarkas regions, the east boundary should cross the Biržai, Kupiškis, Panevėžys, Jonava, Kaunas, Prienai, Alytus and Marijampolė regions. The most suitable are Pasvalys, Pakruojis and Šakiai regions. The areas for future growing of triticale may be used not only the Middle zone, but also the West zone, such as the Kretinga, Šilutė, Plunge, Šilalė, Tauragė and Raseiniai regions, and the East zone regions such as Kupiškis, Ukmergė, Širvintos, Vilnius, Šalčininkai, Lazdijai, Kaišiadorys and Utena. The areas for rye crop growing lye in the subzone of Southeast Lithuania and Šilutė region, where turf sand and sandy soils are predominant. The large part of rye crop is growing in other regions of the East zone, however, in regions near the Middle zone their part in the crop structure is smaller. More rye crops are sowed in the West zone. The average capacity of rye crops on all Lithuanian farms depends on soil productivity by 63.0%. The largest rye crop capacity in 1993-2000 was observed in Joniškis, Pakruojis and Radviliškis regions. In future, the subzone of Southeast Lithuania and Šilutė region should be used as the areas for rye crop growing. The neighbouring regions are suitable for rye crop growing (Žemaitija - Plungė, Telšiai and Šilalė regions).

Straipsnyje pateikiamas Akmenės šnektos - viso rytinio telšiškių tarmės pakraščio - balsinių fonemų inventorius, nustatytas remiantis instrumentinių ir statistinių tyrimų rezultatais, plačiau aptariama balsinių fonemų klasifikacija, apibūdinami diferenciniai požymiai ir nustatoma jų hierarchija. Daromos išvados, kad kiekybės koreliacija sieja fonemas, kontrastuojančias pagal pirmąją požymių porą. Antrąja požymių pora prasideda koreliacijų pluoštai, į kuriuos įeina tembrinė (2), uždarumo (3) ir aukštutinės artikuliacijos (4) koreliacija. Trečioji požymių pora jungia uždarumo (3) ir aukštutinės artikuliacijos (4) koreliacijas į vieną koreliacijų pluoštą. Pagal ketvirtąją požymių porą kontrastuoja aukštutinės ir neaukštutinės artikuliacijos fonemos. Akustinis Akmenės šnektos fonemų diferencinių požymių klasifikacijos atitikmuo būtų toks: 1) 'įtemptasis' - 'neįtemptasis'; 2) 'aukštasis' -' žemasis'; 3) 'nekompaktinis '- 'kompaktinis'; 4) 'difuzinis' - 'nedifuzinis'. The article presents the inventory of vowel phonemes of the dialect of Akmenė, i. e. the entire Eastern periphery of the dialect of Telšiai, identified referring to the results of instrumental and statistical studies, provides a broader discussion of the classification of vowel phonemes, characterizes the differential traits and establishes their hierarchy. The conclusions are made that the correlation of quantity relates the phonemes, contrasting in terms of the first pair of characteristics. The second pair of characteristics starts the bundles of correlation, which include the quality (2), closure (3) and upper articulation (4) correlation. The third pair of characteristics connects the correlations of closure (3) and upper articulation (4) into one bundle of correlation. The phonemes of upper and non-upper articulation contrast according to the fourth pair of characteristics. The acoustic counterpart of classification of the differential characteristics of the phonemes of the dialect of Akmenė would be the following: 1) 'įtemptasis' - 'neįtemptasis'; 2) 'aukštasis' -' žemasis'; 3) 'nekompaktinis '- 'kompaktinis'; 4) 'difuzinis' - 'nedifuzinis'.

The Mateliai hoard in the district of Molėtai was found in the spring of 1954 while a field of rye was being plowed. It is one of the largest and most valuable finds in Lithuania (3,421 coins). Fragments of a linen sack were found together with the coins. No pot or fragments were noticed. Lithuanian and Polish coins constitute the bulk of the hoard. There are 2,286 Lithuanian coins in the hoard. The second most numerous category of coins came from the Riga mint (504 coins). There are also 353 coins that were minted at the Bydgosch (Bydgoschcz), Krakow, Lublin, Marienburg, Olkush, Posnan, and Wschowa mints. The most numerous are half-groats of Sigismund Augustus (937 coins) and shillings of Sigismund III Vasa (491). There are fewer Lithuanian groats (39) and threegroats (12). The content of the hoard indicates that in the first quarter of the 17th century, the Lithuanian half-groat and shillings, together with Riga shillings, constituted the most important part of coinage in circulation. Several rare Lithuanian coins were found in the hoard as well, such as the Sigismund I the Elder half-groat of 1529, with the letter "v" on the reverse, the Sigismund Augustus groat of 1545, the Sigismund III Vasa double denar of 1606, and the three-groat of 1601. In addition, the false half-groat of Sigismund Augustus, dated 1537 and 157..., were found. Along with Lithuanian and Polish money, various coins of Western European states were found in the hoard. Prussian coins and coinage from various German states and cities (for the most part, groats) appear in Lithuanian hoards. [...] Danish coins are also found in Lithuanian hoards. The one-mark coins of Christian IV are the most numerous. His eight-shilling coins are more rare. The Mateliai hoard contains Spanish coins, too. The silver eight-real coins of Spain and its colonies (Bolivia and Mexico) and coins of smaller denominations have been encountered in the Alkiškiai hoard in the district of Akmenė (hidden after 1667), the Gegužinė hoard in the district of Jonava (hidden in the middle of the 17th century), the Kalnaberžė hoard in the district of Radviliškis (hidden after 1665), and other hoards. Aside from the coins of Western European states (103 items), there were also Russian denga and kopecks from the 16th to the beginning of the 17th centuries in the hoards at Gegužinė, Žiūriai, Kalnaberžė, and elsewhere. There is no evidence of hoards containing Russian denga and kopecks hidden in the 16th century. It seems that the coins appeared for the most part only in the first quarter of the 17th century. Hoards which contain Russian coins of small denominations from the 16th and 17th centuries are mostly concentrated in the eastern part of Lithuania. Analysing the content of the Mateliai hoard, we are inclined to think that it had been collected over the course of many years. The oldest coins, half-groats of Casimir Jagellon (1447-1492), have been found here. The most recent coin was the ort (eighteen-groats) of Sigismund III Vasa in 1622. Darbe analizuojama izoliuotai tariamų vienos šnektos -- Kučiūnų -- balsių akustinės ir artikuliacinės savybės. Šie balsiai yra lyginami su atitinkamais Akmenės šnektos (šiaurės žemaičių tarmė) balsiais ir D. Joneso pateikiamais kardinaliniais, "idealiaisiais" balsiais. Eksperimento rezultatai parodė, kad kraštutinė, užpakalinė ir aukštutinė artikuliacija nėra būdinga kalbamajam dialektui, vis dėlto jo balsiai turi didesnį polinkį į žemesnį pakilimą ir didesnį atvirumą negu kardinaliniai ar Akmenės šnektos balsiai. Akustinėmis savybėmis izoliuoti balsiai gretintini tiek su pirminiais, tiek su antriniais kardinaliniais balsiais. Pagal horizontalų liežuvio judėjimą [ы·] ir [ы] priskirtini ne viduriniams, o priešakiniams balsiams. Lūpiniais balsiais laikytini tik [u], [u·], [ų·]. Balsiai [o ·], [o] labializuojami labai silpnai. Atskirai analizuoti izoliuotai tariami balsiai [i·], [u·] ir [į·], [ų·]. Pagal savo kokybinius požymius šie balsiai labai panašūs. Jie skiriasi tik F2 reikšmėmis, kurios rodo, kad [į·], [ų·] dar tebėra išlaikę nosinumo pėdsakų. The article analyses the acoustic and articulative features of isolated vowels in the Kučiūnai subdialect. The vowels arc compared with the corresponding vowels of the subdialect of Akmenė (North Žemaitian dialect) and Jones' cardinal vowels. The results of the experiment have demonstrated that extreme front, back and high articulation is not peculiar to the dialect; however, its vowels have a tendency towards a rise and greater openness than cardinal vowels or the vowels of the Akmenė subdialect. Acoustically, isolated vowels are similar to both primary and secondary cardinal vowels. It will be noted that [ы·] and [ы] should be treated as front vowels, while the labial vowels arc only [u], [u·], [ų·]. A separate analysis is given to the isolated vowels [i·], [u·] and [į·], [ų·]. According to their qualitative features, the said vowels have close similarities; they only differ with respect to F2 meanings which show that [į·], [ų·] still preserves nasality.

Esamos būklės analizės pagrindu, nustatytos investicijų pasiskirstymo tendencijos bei pasiūlytos priemonės, įgalinančios pritraukti užsienio investicijas ir užtikrinti regioninę plėtrą. This article deals with the distribution of foreign investments and their impact on regional development. One of the main factors predetermining the regional development is foreign investment. The evaluation of development perspectives and prediction of further development require investigations and exhaustive analysis of current situation. The principles of territorial organization of state economy set the main objectives for regional development. Based on comprehensive analysis of social-economic indices of Lithuanian districts the most attractive for the foreign investments districts are determined. They are the western part of Lithuania, including Klaipeda region, Klaipeda City and Palanga resort, Mažeikiai district and Akmene district. Also for the foreign investor attractive is the central part of Lithuanian territory, including Kaunas city, Jonava, Kėdainiai and Kaišiadorys districts. In south-eastern part foreign investments are located in Vilnius City, Vilnius and Varėna districts. In these regions and cities we can define the biggest amount of foreign investments per capita. The main predetermining attractiveness for the foreign investments are the following: the political and ethnic stability, the conditions of capital movement, the banks system, developed infrastructure, crime rate, labor market, the quality of health care, the network of hotels, possibilities of communications, the former material basis, environmental situation etc. The trends prevail, that in Lithuania investments are put into already existing enterprises, where skilled labor force and material basis exist. At present the distribution of foreign capital not fully correspond the attractiveness of the certain sites, but to the arrangement of old enterprises. According to the attractiveness coefficients the most attractive is Klaipeda district and Klaipeda city. In order to ensure an equal distribution of foreign capital in Lithuanian districts a successful regional policy must be developed based on the experience of foreign countries.
