13. Smartocracy: Context entanglement of the smart city idea and bureaucracy in Russia.

Abstract

This paper explores how the smart city idea unfolds in the bureaucratic context. Applying a qualitative approach and the Scandinavian stream of translation theory, we investigate the case of cities' 'smartification' in Russia during 2017–2020. Tracking mechanisms and outcomes of translation, we see the encounter of the smart city idea and bureaucracy as context entanglement, with smartocracy as an epilogue. Context entanglement refers to the mutual co-translation of the smart city idea and bureaucracy by means of formal and informal mechanisms, implying that what happens with bureaucracy or the smart city cannot be fully described without considering what happens with the other. Smart city vagueness and complexity appear to be both strengths and weaknesses that can be compensated for by bureaucracy as the smart city assemblage point. Smartocracy appears as a new way to organize cities whereby bureaucracy deals with smart city creatively: it keeps the core of bureaucracy while simultaneously reinforcing it and isolating some complex idea elements for later translation. 20. Searching for dialogue in public sector budgeting research: the case study of the JPBAFM

Abstract

Purpose: This paper aims to respond to the recent calls to discover the research developments in the field of public budgeting. Particularly, it explores whether and how research dialogue unfolds within the public budgeting field over time and how to stimulate it further, by investigating the case of a specific journal oriented to budgeting topics. Design/methodology/approach: Applying a case study strategy, this paper reviews previous studies on public budgeting published in one specific journal, the Journal of Public Budgeting, Accounting and Financial Management (JPBAFM), from its “online inception” in 1994 to 2020. Borrowing ideas from dialogue literature, the authors analyse 108 selected papers according to a multi-dimensional framework for exploring research dialogues taking into account the year of publication, authorship (and affiliation), research setting, method and theoretical approach, and, above all, research topics on budgeting. Findings: The findings illustrate that whilst public budgeting research has been fluctuating over time in the JPBAFM, there is a growing interest in the topic over the last several years (2015–2020). Yet, the journal illustrates a limited dialogic development of the field of public budgeting, where produced knowledge has been significantly North America-oriented, normative and quantitative-dominated. Until recently, only a limited role has been given to dialogue formation between researchers and practitioners, but the current debate is increasingly being enriched by new perspectives and a wider range of experiences. Finally, public budgeting has been addressed from multiple perspectives over time, with a significant impact determined by performance and participatory budgeting. Although multiple topics are receiving growing attention, it is still under-developed in the inter-dialogue formation between topics and theories, despite the more recently growing use of different theoretical approaches and empirical and analytical rigour. Research limitations/implications: The research is limited to one journal as a case study and does not claim to provide an overall reflection of public budgeting research and related empirical generalisations. Instead, the authors strive for a theoretical generalisation of multi-dimensional dialogue importance in the field. Originality/value: The value of the research lies in a comprehensive analysis of research dialogue formation within public sector budgeting over time in an international journal that has actively engaged with public sector issues and, specifically, with budgeting. By so doing, this paper adds a critical stand on the value of dialogue in fostering inter-contextual and inter-disciplinary research in the field of public budgeting.

Abstract

The ambition of this paper is to contribute to the growing literature of understanding potentials and challenges of citizens’ involvement in state financial planning, i.e. participatory budgeting (PB). The paper traces the development and underlying nature of PB experiments in a comparative perspective: we explore whether and how PB experiments form Participatory Governance (PG) in two Northern municipalities of Russia, one in the High North and the other outside the Barents region. Theoretically, we combine previous knowledge on the role of PB in the PG discourse with ideas of neo-institutional theory capturing external pressures and internal dynamics of PB. The findings show that both PB cases formed limited PG practices. Interestingly, despite the comprehensive rhetoric of “local voice” in the case of the High North municipality, there was much less potential for PG in practice than in the middle-sized municipality outside the Barents Region with less rhetoric. We propose that the combination of various institutional aspects influenced the potentials of PB to form PG – and that even though PB in the High North was supposed to involve the local inhabitants, it was rather designed and adopted by mimetic and coercive pressures. As a result, decisions continued to be kept far away from the “local” High North and its internal dynamics. Another PB case, less strategically important than the municipality in the High North, was mainly designed and developed through a combination of normative pressures and internal managerial logic. Our paper thus shows the significance of existing institutional relations (external pressures and internal dynamics) between the central and local authorities in the formation of participatory mechanisms such as PB.

Abstract

This research examines opportunities in the development of students’ analytical and projective abilities offered by audio-visual learning technologies. Analysis of the data produced the following findings. The study results show that these technologies can be used both in classroom activities and for homework. Furthermore, this article discusses the features of audiovisual media texts use in a series of social sciences and humanities in the University curriculum. In total, analysis shows that audiovisual and media texts are an important addition to traditional pedagogical means that are available to help in broadening socio-cultural experience and cognitive schemas of the students. As long as they are initially not ready for the didactic use, the author offers patterns for turning them into teaching devices rather than entertaining ones.
