This paper presents the results of a comparative analysis of collected data on the component (morphological) composition of municipal waste generated in the township and village type settlements of the Poltava region. Moreover, it includes the authors’ own research findings from sorting analysesconductedinthesettlementofKotelva,Poltavaregion. The conclusions of these studies were obtained as a result of sorting analyses conducted for four seasons, following the guidelines outlined in the Ukrainian Methodological Recom-mendationsforDeterminingtheMorphologicalCompositionof MunicipalWasteaswellasEuropeanapproaches,theEuropean Guidelines for Conducting Residual Waste Sorting Analyses (“Leitfaden für die Durchführung von Restmüll-Sortiera-nalysen”). The conclusions gained from these studies have allowed the authors to create a more comprehensive com-ponentslist,whichtheyrecommendforuseinsortinganalyses. This aims to accurately identifythe component composition of municipalwasteandtoinformeffectivewastemanagementand strategic economic solutions accurately.

The article presents the results of the analysis of the studies conducted on the quantitative and qualitative characteristics of household waste generated in the territories of several regional centers of Ukraine. The data on the component composition of domestic waste typical for Ukrainian cities are generalized. The influence of the quality indicators of individual waste fractions on the further choice of operations and methods of household waste treatment within the framework of the waste management system is analyzed. On the basis of the collected data, the expediency and relevance of the experimental studies conducted in the context of the current war in Ukraine, global environmental problems, and the global energy crisis are substantiated.

There is a need to make substantial advances in the taxonomic, systematic, and distribution knowledge of plants, and find better ways of transmission of this information to society to surpass the general pattern described as “plant blindness.” The diversity of the plant family Solanaceae reaches its peak in South America; however, many of its species are threatened due to the expansion of the human footprint. Here, we examine the diversity patterns of the family in southern South America (Argentina and Chile) by means of species richness (SR), weighted endemism (WE), and corrected weighted endemism (CWE). We also evaluated conservation gaps in relation to protected areas and the human footprint as a proxy for potential impacts on this biodiversity. Results show two richness centers in NW and NE Argentina, with a high degree of overlap with protected areas, which, on the other side, show a relative high index of human footprint. Comparatively, coastal Atacama (Chile) shows lower richness values, but outstanding CWE and WE values. The coast of Atacama harbors high values due the presence of species of the genus Nolana with restricted distributions. Protected areas in this tight coastal strip are sparse, and the human footprint is also relatively high. The degree of protection based on these parameters is then unbalanced, highlighting the need for a geographically explicit strategy for the conservation of the family at subcontinental scale. In doing so, it is likely that other representatives of these unique centers of richness and endemism will benefit.

The present study examines current social representations associated with the origins of the Great War, a major event that has profoundly affected Europe. A survey conducted in 20 European countries (N = 1906 students in social sciences) shows a high consensus: The outbreak of the war is attributed to the warring nations’ leaders while the responsibility of the populations is minimized. Building on the concept of social representation of history (Liu & Hilton, 2005), we suggest that the social representations of the Great War fulfill social psychological functions in contemporary Europe. We suggest that WWI may function as a charter for European integration. Their content also suggests a desire to distinguish a positively valued ingroup ("the people") from powerful elites, construed as an outgroup.

The goal of this study is a qualitative and quantitative evaluation of processes and flows within the solid waste management (WM) system in Kutaisi, Georgia, and the wider Imereti region. The applied methodology based upon data collected through customized questionnaires enabled both the formal and informal sectors (IS) to be characterized. Moreover, waste composition studies in the region's rural and semi-urban areas revealed that the share of recyclables is higher in urban areas and commercial centres. A material flow analysis was used to transparently consolidate the collected data, showing that dumping and landfilling still play a major role within the Georgian WM system. The total amount of waste landfilled on 'Nikea' landfill in 2019 equals 58,000 tonnes year−1, from where around 55,500 tonnes year−1 is formally collected municipal solid waste, and 2,503 tonnes year−1 is commercial and industrial waste. According to the findings, the size of the IS in Kutaisi is 0.07–0.15% of the city's population, whose supposed cumulative income is estimated GEL 0.57–1.13 million (EUR 180–360 thousand) in 2019. Informally collected recyclables are estimated 870–1,750 tonnes year−1, comprising 6–11% of recyclables landfilled in Kutaisi in 2019. The study provides a basis for decision-makers. Replicating the applied methodologies and approaches to create this sound database could support the WM system across whole Georgia. The study further reveals the importance of the need to stop neglecting the IS and recognizes the importance of its role in the WM system of Kutaisi and the wider Imereti region, respectively. Este artículo analiza el recurso o acción contenciosa administrativa especial de amparo de acceso a la información pública, establecida por la L. Nº 19.653, de 1999, desde una perspectiva teórica y dogmática. Luego de analizar los aspectos teóricos de lo contencioso administrativo y el sistema chileno de acciones o recursos especiales contencioso administrativos, los autores se detienen en el estudio de la responsabilización de la Administración y los agentes públicos, todos los cuales proveen el marco para el estudio de la mencionada acción judicial en el contexto del ordenamiento jurídico chileno. Finalmente, basados en estos elementos, los autores presentan un estudio de la acción judicial señalada, cuya finalidad y características la distinguen en el campo de lo contencioso administrativo nacional.This article analyzes the special legal action to seek injunctive relief as to the right of access to government information enacted by the 1999 Act N° 19,653, both from a theoretical and dogmatic viewpoint. After analyzing the theoretical aspects of administrative litigation and the Chilean system of special legal actions pertaining thereof, the authors focus on the issue of government and public agents accountability. These topics provide a framework to understand the aforementioned legal action in the Chilean legal system. Based on this theoretical backdrop, the authors comment on the procedural law issues involved in that legal action whose object and characteristics set it apart in the Chilean system of administrative litigation.

RESUMEN Este artículo analiza, críticamente, algunos vicios de inconstitucionalidad que existen en la regulación legal del principio de la publicidad de los actos administrativos y de los documentos que les sirven de sustento o complemento directo y esencial, luego de la promulgación de la ley N° 19.653, mejor conocida como la "Ley de Probidad", en 1999. Luego de pasar revista al alcance del derecho de acceso a los actos e información administrativa, configurado a partir del principio antedicho, este artículo analiza algunas normas jurídicas posteriores, reglamentarias y legales, que tratan sobre el principio de publicidad administrativa, para establecer una visión general sobre el citado derecho. En este contexto, este artículo también trata acerca de los antecedentes jurídicos (constitucionales, legales, reglamentarios, dogmáticos y jurisprudenciales) que permiten identificar dichos vicios y finalmente formula algunas reflexiones sobre el tema de la publicidad y el secreto administrativoABSTRACT This article critically analyzes some unconstitutional defects that exist in the statutory norms on the principle of publicity of administrative orders and its direct and essential supporting or complementary documents, after the enactment of the 19.653 Act, better known as the "Probity Act", in 1999. After reviewing the scope of the right of access to administrative acts and information, based on the aforesaid principle, this article draws from some subsequent juridical norms both statutory and regulatory which deal with the principle of government publicity, to come up with a general view on the aforementioned right.
