At a rhetorical level, the SDGs provide a unified global agenda, and their targets and indicators are believed to drive action for social and environmental transformation. However, what if the SDGs (and their specific goals and indicators) are more of a problem than a solution? What if they create the illusion of action through a depoliticised and technical approach that fails to address fundamental dilemmas of politics and power? What if this illusion continues to reproduce poverty, inequality, and environmental degradation? This paper addresses these questions through a focus on SDG 6.5.1 – the implementation of integrated water resources management (IWRM), measured on a 0-100 scale through a composite indicator. The paper presents an empirical analysis of SDG 6.5.1 reporting in Colombia, Ethiopia, India, Malaysia, and the UK, drawing on research from the Water Security and Sustainable Development Hub.1 An evidence review and series of expert interviews are used to interrogate the local politics of IWRM measurement, specifically three dilemmas of global composite indicator construction: (1) reductive quantification of normative and contested processes; (2) weak analysis of actually existing institutional capability, politics, and power; and (3) distracting performativity dynamics in reporting. The paper concludes that SDG 6.5.1 is an example of a 'fantasy artefact', and that in all countries in this study, IWRM institutions are failing to address fundamental and 'wicked' problems in water resources management. We find little evidence that these numbers, or the survey that gives rise to them, drive meaningful reflection on the aims or outcomes of IWRM. Instead, they tend to hide the actually-existing political and institutional dynamics that sit behind the complexity of the global water crisis.

The Bale Ecoregion (BER) is known for its global importance in biodiversity and as a water tower for East African drylands. Land use and land covers (LULC) have been changing for decades, affecting forest ecosystem service values (ESVs), but available information is limited. The present study addresses these gaps by using contrasting watersheds representing the highland, midland, and lowland agroecologies in the BER. LULC classifications were performed using GIS and remote sensing tools. Multisite imagery data (using Landsat image resolution 30 m × 30 m) were generated for four observation periods: 1992, 2002, 2012, and 2022. A recently updated global ESV coefficient and the value transfer valuation method were applied to estimate the changes in ESVs related to LULC changes. The result demonstrates that between 1992 and 2022, forest land has decreased by 3%, 63%, and 22% in the highland, midland, and lowland areas, respectively. Different degrees of loss of ESVs were observed across the study periods and LULC. Of the 21 specific ESVs investigated, the highest annual losses were recorded for water ecosystem services both in the midland and lowland landscape positions. Increased ESVs for cultivated land could not offset losses in food ESVs at the scale of agroecology. Significant impacts of LULC changes on specific ecosystem services, such as water, and changes in natural connectivity between the highland and lowland areas were observed. The result suggests that stakeholders need to co-plan and manage the BER. This evidence provides a scientific underpinning for understanding the connection between LULC change and ESVs and supports informed policy decisions.

IntroductionThe increasing pressure on land and water resources, fueled by high population growth and climate change, has profound implications for crop yield and quality. While studies thrive for various crops, a notable research gap exists in understanding the responses of forage crops to irrigation and nutrient management in developing countries. This study aims to address this gap by assessing the impact of irrigation and fertilizer application on forage production in the Ethiopian sub-humid highlands.MethodsThe experiment focused on four forage varieties, namely Napier grass (Cenchrus purpureus) cultivars, ILRI-16791, ILRI-16819, ILRI-16803, and Guinea grass (Megathyrsus maximus) ILRI-144 cultivated in experimental plots. Three irrigation levels designated as IR60 (60% of total available soil water), IR80 (80%), and IR100 (100%) were applied, along with three fertilizer rates: organic manure at 30 t ha−1, and Urea-N at 100 kg ha−1 and 300 kg ha−1. Agronomic data including growth performance, forage dry matter yield, and nutritional quality were collected during two trial years.Results and discussionAmong the various irrigation treatments, IR80 demonstrated the most favorable balance between forage yield, WUE, net benefit, and LWP. In addition, the highest DMY, WUE, net benefit, and LWP were obtained for UREA at the rate of 300 kg ha−1 while the lowest DMY and WUE were observed for UREA at the rate of 100 kg ha−1. Significant variations were observed among the four forage varieties, with Napier grass ILRI-16791 having the highest DMY (9.8 tons ha−1), WUE (39 kg ha−1 mm−1), LWP (0.28 USD m−3 for local cows, and 1.04 USD m−3 for crossbred cows), and net benefit (783 USD ha−1). For all forages combined, a 40 and 20% decrease in irrigation increased water use efficiency by 17 and 9.4%, respectively. These results indicate that a moderate level of deficient irrigation such as IR80 could be a viable water management strategy for irrigated forage, especially in water-scarce areas. The conserved water saved from the deficit irrigation can thus be used to irrigate additional land, contributing to a more sustainable and efficient water usage approach.

AbstractThe current study analyzed the impact of Land Use Land Cover (LULC) change on streamflow and surface water availability in the Akaki catchment of the Awash Basin, Ethiopia. Soil and Water Assessment Tool (SWAT) and Climatic Water Balance (CWB) models were used. The SWAT model calibrated and validated the daily streamflow. The results indicated that from 1993 to 2016, built-up and barren land areas increased by 5.3% and 3.4%, respectively. The SWAT model over-simulated the peak flows and best simulated the medium and low flows. Based on the calibrated daily streamflow, the runoff was 236.01 mm and 272.59 mm under the 1993 and 2016 LULC scenarios. The total water yield of the catchment was 366.7 mm and 382.01 mm for the 1993 and 2016 LULC scenarios, respectively. The seasonal CWB of the catchment depicted decreasing trend except for the Tsedey (SON) season. Based on the current study’s findings, since LULC change enhanced surface runoff and total water yield in the catchment, proactive flood management is recommended to reduce the impact of the flood hazard on life and property.

Small-scale cultivation of irrigated fodder is emerging as a vital production system in mixed farming communities. Efficient water management plays a key role in enhancing forage production, especially in the face of changing climate. A field-scale experimental study was conducted in Robit Bata kebele, Ethiopia, with the following objectives: (1) to examine the effects of conventional farmers’ irrigation scheduling versus climate-based irrigation scheduling; and (2) to assess the influence of water-lifting technologies (manual pulley and solar Majipump) on dry matter yield (DMY), water productivity (WP), irrigation labor productivity (ILP), and water productivity in terms of crude protein and metabolizable energy (WP.CP and WP.ME) of Napier grass. The experiment used 10 farmers’ plots each with a size of 100 m2. Half of the plots were treated using farmers’ scheduling while the other half were treated using climate-based irrigation scheduling. Monitoring of irrigation water use and crop yield took place over two irrigation seasons from November 2020 to June 2021. Results showed there was an interaction effect of irrigation management (p = 0.019) and water-lifting technologies (p = 0.016) with season on DMY. The highest DMY occurred in the first irrigation season with climate-based scheduling and solar Majipump use. The interaction effect of irrigation management and season affected WP (p = 0.047). Climate-based scheduling had a higher WP in the first season, while farmers’ scheduling had a higher WP during the second season. On average, the solar Majipump outperformed the pulley, achieving 5 kg m−3 WP compared to the pulley’s 4 kg m−3 (p = 0.018). Emphasizing the seasonal impact, it is recommended to promote full irrigation (climate-based) in the first season for maximum yield and WP. Conversely, in the second season, advocating only deficit irrigation is advised due to water scarcity and sustainability concerns. Statistical parity in DMY and lower WP with full irrigation in the second season supports this recommendation, addressing the challenge of optimizing water use in the context of a changing climate and ensuring sustainable smallholder agriculture practices. Therefore, implementing appropriate irrigation management alongside efficient water-lifting technologies holds the potential to enhance fodder productivity and bolster smallholder farmers’ livelihoods. Future research should explore the comparative benefits of irrigated fodder versus other crops and the overall advantages of investing in irrigated fodder over vegetables.

Ethiopia is experiencing considerable impact of climate change and variability in the last five decades. Analyzing climate trends and variability is essential to develop effective adaptation strategies, particularly for countries vulnerable to climate change. This study analyzed trends and variabilities of climate (rainfall, maximum temperature (Tmax), and minimum temperature (Tmin)) at local and regional scales in Ethiopia. The local analysis was carried out considering each meteorological station, while the regional analyses were based on agro-ecological zones (AEZs). This study used observations from 47 rainfall and 37 temperature stations obtained from the Ethiopian Meteorological Institute (EMI) for the period of 1986 to 2020. The Modified Mann-Kendall (MMK) trend test and Theil Sen's slope estimator were used to analyze the trends and magnitudes of change, respectively, in rainfall as well as temperature. The coefficient of variation (CV) and standardized anomaly index (SAI) were also employed to evaluate rainfall and temperature variabilities. The local level analysis revealed that Bega (dry season), Kiremt (main rainy season), and annual rainfall showed increasing trend, albeit no significant, in most stations, but the rainfall in Belg (small rainy) season showed a non-significant decreasing trend. The regional levels analysis also indicated an increasing trend of Bega, Kiremt, and annual rainfall in most AEZs, while Belg rainfall showed a decreasing trend in the greater number of AEZs. The result of both local and regional levels of analysis discerned a spatially and temporally more homogeneous warming trend. Both Tmax and Tmin revealed an increasing trend in annual and seasonal scales at most meteorological stations. Likewise, an increase was recorded for mean Tmax and Tmin in entire/most AEZs. The observed trends and variabilities of rainfall and temperature have several implications for climate change adaptations. For example, the decrease in Belg rainfall in most AEZs would have a negative impact on areas that heavily depend on Belg season's rainfall for crop production. Some climate adaptation options include identifying short maturing crop varieties, soil moisture conservation, and supplemental irrigation of crops using harvested water during the main rainy season. Conversely, since the first three months of Bega season (October to December) are crop harvest season in most parts of Ethiopia, the increase in Bega rainfall would increase crop harvest loss, and hence, early planting date and identifying short maturing crops during the main rainy season are some climate adaptation strategies. Because of the increase in temperature, water demand for irrigation during Bega season will increase due to increased evapotranspiration. On the other hand, the increase in Kiremt rainfall can be harvested and used for supplemental irrigation during Bega as well as the small rainy season, particularly for early planting. In view of these findings, it is imperative to develop and implement effective climate-smart agricultural strategies specific to each agro-ecological zone (AEZ) to adapt to rainfall and temperature changes and variabilities.

AbstractThis study evaluated performances of the Climate Hazard Group Infrared Precipitation with stations version 2.0 (CHIRPS v2.0) and Multi-Source Weighted-Ensemble Precipitation version 2.8 (MSWEP v2.8) products against observed data. Rainfall climatology was simulated for different agro-ecological zones (AEZs) of Ethiopia during 1991–2020 at different temporal scales. Performance evaluations were made using continuous and statistical performance measures as well as Probability Density Function (PDF). CHIRPS v2.0 for estimating monthly, seasonal, and annual rainfall totals, and MSWEP v2.8 for daily rainfall have shown better performance over all AEZs. The two products display comparable performance for detecting daily rainfall occurrences over alpine AEZ, but MSWEP v2.8 is superior in the rest four AEZs. CHIRPS v2.0 outperforms MSWEP v2.8 for detecting most of the daily rainfall intensity classes over all AEZs. The findings will play a noteworthy role to improve the quality of hydro-climate studies in Ethiopia.

ABSTRACTA study targeting the Bale Mountains National Park in Ethiopia was conducted to gain a deeper understanding of local communities’ opinion on benefits and disbenefits of protected areas and existing benefit-sharing mechanisms and to suggest future research for development direction related to the management of protected areas. Household surveys, key informant interviews and focus group discussions were tools used to collect data. The results obtained through the analysis of the factors affecting the attitude of local communities on the park and its management demonstrated that efforts should be concentrated on improving communication with local communities and short-term economic benefits as well as identifying the reasons for the unhealthy relationships and addressing them. These issues can partly be addressed through creating and supporting effective and functioning multi-stakeholder platforms for dialogue and co-production of knowledge, continuous meetings and awareness-raising campaigns and integrating more income-generating activities. The results also suggested that park management and government authorities use their authority to decide how local communities should participate in Bale Mountains National Park management initiatives. Such a top-down approach affects the sustainability of the efforts to conserve protected areas because local stakeholders lack incentives to participate. This also leads to inadequate understanding of the complex relationships between people and protected areas they depend on and the inability to tailor management responses to specific needs and conditions. The study discussed the implications of the results for future planning and management of protected areas and forwarded recommendations for policy and future research for development directions.

Abstract Failure in Environmental flow in quantity, timing, and quality leads to failure to support ecosystems, human livelihoods, and well-being. Irrigation water use is one of the main actors in impacting the water flow of rivers in quantity and time but was not well investigated in many ungauged catchments under smallholder irrigation systems. This study examined the impact of irrigation water use on environmental flow in Arata's small ungauged catchment. The study estimated the flow in sub-catchment using the area ratio method, the crop irrigation water requirement using F.A.O. cropwat 8.0, and the water balance in the Water Evaluation and Planning System tool and the environmental flow in Tennants, Q95, asnd local area thumb rule. The result showed that the minimum environmental flow of the Arata catchment is 290, 310, and 60 li/sec in the Tennant, Q95, and the local thumb rule. Irrigation consumes only 9% of the water resources of the catchment while 91% is contributed to downstream lake Ziway via Ketar river. January and February have unmet water demand and zero environmental flow. In December Tennant's 10% and Q95 recommended environmental flow had 19% and 24% deficit while the thumb rule environmental flow is 291% more than the minimum requirement. The rest of the months are by far more than the minimum environmental flow requirement. Given the result, meeting the environmental flow of the system throughout the year needs the installation of a water storage facility from upstream to downstream, the introduction of different water-saving irrigation technologies, farmers' capacity building in irrigation water management, and a standardized environmental flow estimation mechanism.

Abstract Background Climate change has perverse effects on the natural resource base and agricultural productivity, negatively affecting the well-being of households and communities. There are various attempts by the government and NGOs to promote climate-smart agricultural (CSA) practices to help farmers adapt to and mitigate these negative impacts. This study aimed to identify CSA practices widely adopted in the study area and examined their impacts on rural farm households’ food security and multidimensional poverty. A three-stage proportional to size sampling procedure was followed to select four districts out of nine districts, and 278 households were randomly selected from two kebeles from each district. A cross-sectional data of the 2020–2021 cropping season were collected using a structured and pretested survey questionnaire. The food consumption score, dietary diversity score, food insecurity experience scale, and multidimensional poverty index, constructed out of 9 indicators, were used to assess households’ food security and poverty status, respectively. A multinomial endogenous switching regression model was used to assess average treatment effects on these outcome indicators. Results Widely adopted CSA practices are conservation agriculture, soil fertility management, crop diversification, and small-scale irrigation. The results illustrated that adopter households on average showed more food consumption score, dietary diversity score, and less food insecurity experience scale than non-adopters. The results also showed that CSA adopter households, on average, have a low deprivation score in multidimensional poverty than non-adopter households. Accelerating wider adoption of CSA through up-scaling incentives is quite important. Conclusion This study showed that CSA adoption improves households’ food security and reduces multidimensional poverty. We conclude that up-scaling of CSA practices is important for contributing to the achievement of SDG1, SDG2 and SDG13 targets.

Irrigation is an important mechanism to mitigate risks associated with the variability in rainfall for the smallholder subsistence farming system. This study analyzed how practicing small-scale irrigation (SSI) impacts the key livelihood assets on farm households' human, physical, natural, financial, and social capitals in Ethiopia's upper Awash sub-basin. The household-level survey data, collected from the 396 sample households, was used to carry out the current study. A Propensity Score Matching (PSM) analytical model was applied to match the SSI user and non-user groups. The difference between the five capital assets of livelihood was estimated using the PSM's Nearest Neighbor, Radius, Kernel Mahalanobis, and Stratification matching criteria. The results indicated that farmers' participation in SSI has enhanced the capital assets of the farm households. Compared to the non-users, the irrigation users were better off in the number variety of food consumed (0.28 ± 0.13 Standard Error [SE]), types of crops produced (0.60 ± 0.17 SE), expenditures on land renting, and agricultural inputs (3118 ± 877 SE) measured in Ethiopian Birr (ETB), as well as on-farm (9024 ± 2267 SE ETB) and non-farm (3766 ± 1466 SE ETB) incomes. Challenges such as the involvement of local brokers in the market value chain and the absence of farmers' marketing cooperatives have reduced the benefit of irrigated agriculture. Hence, the expansion of SSI schemes for the non-user farmers should consider improving the water usage mechanism and productivity, establishing proper water allocation institutions between up and down streams and limiting the role of brokers in the irrigation product marketing chain be future policy directions.

Abstract Climate change is causing serious challenges for smallholder farm households, especially in sub‐Saharan Africa. The overarching objectives of this study are as follows: (i) to estimate household resilience and vulnerability indices, (ii) identify factors that explain these indices and (iii) to examine the impact of climate‐smart agriculture (CSA) on households’ resilience and vulnerability, and (iv) to identify which CSA package performs better in enhancing resilience and reducing vulnerability. For this study, 278 farm households from 4 districts and 8 kebeles from the Central Rift Valley (CRV) of Ethiopia were randomly selected using a three‐stage proportional to size sampling procedure. Cross‐sectional data applying a structured and pretested survey questionnaire was collected for 2020/21 production season. Household resilience and vulnerability indices were estimated using resilience index and measurement analysis and indicators approaches, respectively. Multinomial endogenous switching regression was used to estimate the average treatment effects (ATEs) of the adoption of CSA practices on households’ resilience and vulnerability. The results show that livestock holding, land size, level of education, and state of food consumption are major explaining factors of resilience, whereas educational level of households, livestock holding, and access to credit are found to be major factors explaining vulnerability. The estimated ATEs indicate that households which adopted more diversified combinations of CSA packages were more resilient and less vulnerable than non‐adopter households. The impacts of soil fertility management and conservation agriculture practices have better performance in improving resilience, whereas conservation agriculture and small‐scale irrigation performed better in reducing the vulnerability of rural households in CRV. Boosting resilience and reducing vulnerability, hence, requires scaling up CSA among smallholder farmers by diversifying and raising farm households’ income, educational status, and livestock holding.

Fixing and implementing water charges in the irrigation sector is considered an important task for recovering operation and maintenance costs and promoting the efficient use of water. This study aims at developing an implementation strategy for water charges in the Central Rift Valley, Ethiopia. The study sets the agenda for this strategy by explaining why promoting the concept of fixing irrigation charges is necessary. Then it develops a conceptual framework, draws key lessons from global experiences, explores whether the new pricing policy is well aligned with national water policies and the roles and responsibilities of various actors and stakeholders involved, and identifies the factors for the successful implementation of this strategy. The study is mainly qualitative in nature, based on a review of the literature and consultations of key stakeholders. The study results call for clearly defining the key objectives of the policy, political commitment, and community participation, re-examining the role of institutions, capacity building, and establishing a multistakeholder platform. Basin-level implementation of this policy requires piloting and maintaining policy dynamics through adaptive management. The results provide generic lessons for other basins within Ethiopia and for sub-Saharan Africa (SSA). HIGHLIGHTS This study is based on a literature review and consultations of key stakeholders.; The water charge policy is well anchored in Ethiopia's water policies.; Its implementation requires developing the necessary modalities, redressing stakeholder grievances, addressing the issue of effective fee collection, recovering operation and maintenance costs, and providing improved services.; The piloting of the water charge policy in the Central Rift Valley, requiring the establishment of a multistakeholder platform (MSP), is critical for the upscaling of the policy.;

Landscape management practices (LMP) support addressing the vulnerability of small-scale producers (SSPs) through providing a means of sustaining and strengthening community livelihoods and building their resilience and the environment. However, addressing the vulnerability of SSPs through the implementation of LMP requires meaningful community engagement and assessing the benefits and costs from the perspective of local communities. This study was conducted in two watersheds, Maybar-Felana and Gelana, in the Awash River basin, Ethiopia. The study assessed the links between natural resource degradation and the vulnerability of SSPs, local communities' opinion on the benefits and costs of LMP and the implications of implementing LMP for addressing vulnerability. It gathered and analyzed data through key informant interviews (KII), focus group discussions (FGDs) and GIS and remote sensing techniques. Diverse LMP such as afforestation/reforestation, exclosures, terrace and bunds and crop- and soil-based soil amendments were adopted in the studied watersheds. These practices contributed to the improvement of natural resources such as forests and the services they provide. Over the last 21 years (2000−2021), forest cover increased by 11.5 and 42.5% in Maybar-Felana and Gelana watersheds, respectively, while shrublands increased by 41.1% in Maybar-Felana. In line with this, the SSPs identified multiple benefits of LMP including the restoration of degraded vegetation, reducing runoff and soil loss, improving access to water for multiple uses and increasing agricultural productivity. The adopted LMP contributed to reducing livelihood vulnerability through reducing incidents of weather extremes such as flood and drought, improving food and water security, enhancing resource availability, and building livelihood assets. The SSPs also identified multiple economic and social costs of LMP, suggesting that addressing the economic and social costs through balancing short-term economic losses with long-term environmental benefits of interventions is crucial to sustaining the LMP and the benefits they provide.

The study was conducted in Heban Arsi district, Central Rift Valley, Ethiopia to investigate the contribution of participatory forest management (PFM) to improving household's livelihood assets and mitigating forest degradation. Data were gathered using household surveys, observation, key informant interviews and focus group discussions. During the entire study, 231 households (131 from PFM; 100 form non-PFM households), 35 key informants (25 from PFM; 10 from non-PFM) and 10 focus groups (6 from PFM; 4 from non-PFM) were involved. The sustainable agricultural intensification (SAI) debate, partly rooted in discussions over the Green Revolution, was developed in the 1990s in the context of smallholder agriculture in Africa. In many Sub-Saharan African (SSA) countries, production is still largely rainfed, with the prevalence of significant yield gaps and rapid environmental degradation. Projections indicate that climate and demographic changes will further intensify the competition for freshwater resources. Currently, SAI is centered around predominantly rain-fed agricultural systems, often at a farm and plot scales. There has been increased attention to the improved role of agricultural water management (AWM) to address the daunting challenges of climate change, land degradation and food and nutritional insecurity in SSA. Nonetheless, the supporting frameworks and tools remain limited and do not connect the sustainability assessment and the development of intensification pathways (SIP) along multiple scales of the rainfed irrigation continuum. This paper reviews the gaps in concepts and practices of SAI and suggests a methodological framework to design context-specific and water-centered SIP for the SSA region. Accordingly, the proposed methodological framework demonstrates: (a) how to couple sustainability assessment methods to participatory SIPs design and adaptive management approach; (b) how contextualized sustainability domains and indicators can help in AWM centered SIP development; (c) the approaches to handle multiple scales and water-related indicators, the heterogeneity of biophysical and social settings when tailoring technology options to local contexts; and (d) the principles which enable the SIP designs to enable synergies and complementarities of SAI measures to reinforce the rainfed-irrigation continuum. This methodological framework allows researchers to integrate the sustainability assessment and SIP design, and guides policymakers and practitioners in planning, implementing and monitoring SAI initiatives (e.g., Framework for Irrigation Development and Agricultural Water Management in Africa) across multiple scales.

Adoption of climate smart agricultural (CSA) practices has been widely recognized as a promising and successful alternative to minimize the adverse impacts of climate change. However, their adoption among smallholder farmers remains low in developing countries, including Ethiopia. This study examines factors that influence adoption and the level of adoption of multiple CSA practices, including improved agronomy, soil and water conservation, drought tolerant high yielding crop variety, small-scale irrigation, integrated disease, pest, and weed management, and integrated soil fertility management, using survey data from 404 farm households in Bale-Eco Region (BER), Ethiopia. The study applied a multivariate probit model for analyzing the simultaneous adoptions of multiple CSA practices, and ordered probit model for examining the factors influencing the level of adoption. The CSA practices are found to be complementary. Moreover, farmers' adoption of multiple CSA practices, as well as their intensity of adoption, is significantly influenced by the age of the household head, education, land size, household total asset value, frequency of extension contacts, farmer awareness of climate change, farmer experience with climatic shocks, parcel fertility, slope, and severity of soil erosion. The study's findings suggest that agricultural policy makers and implementers of CSA should recognize the complementarity among CSA practices in order to intensify their adoption among BER farmers and disseminate CSA practices in other parts of the country. Moreover, policymakers should consider household socio-economic, institutional, and parcel-specific factors that positively influence CSA adoption.

This study was conducted in Lake Hawassa catchment, Ethiopia where policy programs are aiming to restore degraded lands with participation of local stakeholders. We assessed the system in relation to natural resource management and degradation using the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) conceptual framework and conducted a stakeholder analysis to understand stakeholder interest, influence and interactions amongst the different categories of stakeholders. Data were collected using key informant interviews, field observation and a literature review. Results indicate that the degradation of natural resources in the catchment is attributed to several interlinked socio-economic and biophysical factors. Identified stakeholders include government and non-governmental organizations, local administrative bodies, civil society, the private sector and farmers. Most of the stakeholders have a role in landscape restoration, have similar interests and strategic options, and are flexible and innovative. Moderate to pronounced trust exists among identified stakeholders and could provide an opportunity to achieve better coordination and collective action amongst the different stakeholders. However, considerable differences between stakeholders in power, power resources and influence were detected due to differences in access to information, communication and negotiation skills, practical relevance, and social relations. The costs for empowerment measures could be low, as many of the stakeholders have access to and control of resources and high level of basic competencies. Our findings could guide practitioners and policy makers on whom and how to engage when planning and implementing natural resources management and landscape restoration interventions at catchment level.

Climate extreme events have been observed more frequently since the 1970s throughout Ethiopia, which adversely affects the socio-economic development of the country, as its economy depends on agriculture, which, in turn, relies heavily on annual and seasonal rainfall. Climate extremes studies conducted in Ethiopia are mainly limited to a specific location or watershed, making it difficult to have insights at the national level. The present study thus aims to examine the observed climate extreme events in Ethiopia at both station and agro-ecological zone (AEZ) levels. Daily rainfall and temperature data for 47 and 37 stations, respectively (1986 up to 2020), were obtained from the National Meteorology Agency (NMA). The Modified Mann–Kendall (MMK) trend test and the Theil–Sen slope estimator were employed to estimate the trends in rainfall and temperature extremes. This study examines trends of 13 temperature and 10 rainfall extreme indices using RClimDex in R software. The results revealed that most of the extreme rainfall indices showed a positive trend in the majority of the climate stations. For example, an increase in consecutive dry days (CDD), very heavy rainfall days (R20), number of heavy rainfall days (R10) and consecutive wet days (CWD) were exhibited in most climate stations. In relation to AEZs, the greater number of extreme rainfall indices illustrated an upward trend in cool and sub-humid, cool and humid, and cool and moist AEZs, a declining trend in hot arid AEZ, and equal proportions of increasing and decreasing trends in warm semi-arid AEZs. Concerning extreme temperature indices, the result indicated an increasing trend of warm temperature extreme indices and a downward trend of cold temperature extreme indices in most of the climate stations, indicating the overall warming and dryness trends in the country. With reference to AEZs, an overall warming was exhibited in all AEZs, except in the hot arid AEZ. The observed trends in the rainfall and temperature extremes will have tremendous direct and indirect impacts on agriculture, water resources, health, and other sectors in the country. Therefore, the findings suggest the need for identifying and developing climate change adaptation strategies to minimize the ill effects of these extreme climate events on the social, economic, and developmental sectors.

The purpose of this study is to investigate the preferences of people in the Bale Eco-Region (BER) for better ecosystem services and to calculate their mean Willingness to Pay (WTP) for selected attributes of conservation practices to maintain watershed's ecosystem functions, using a choice modeling approach. Results from reforestation attributes revealed that the average WTP for reforestation characteristics were 3,053 ($145.38), 2,516 ($119.83), and 1,827 ($87) Ethiopian Birr (ETB)/year for higher, medium, and low impact improvement scenarios respectively, to midland communities. Lowland respondents' mean WTP for exclosure attributes were estimated at 882 ($42), 1,558 ($74.19), and 2,383 ($113) ETB yearly for low, medium, and high impact improvement scenarios respectively. This indicates that respondents from both lowland and midland communities are willing to spend a substantial amount of resource and time (measured in terms of money) on to improve ES in the BER. The study provides valuable input to carry out a cost-benefit analysis of possible interventions conserving natural resources in the BER. Moreover, using this study was an important step for initiating the process of Payment for Ecosystem Services in the BER where local communities, in Ethiopia and beyond could contribute to rehabilitating Ecosystem Services.

Scaling is a ubiquitous concept in agricultural research in the global south as donors require their research grantees to prove that their results can be scaled to impact upon the livelihoods of a large number of beneficiaries. Recent studies on scaling have brought critical perspectives to the rather technocratic tendencies in the agricultural innovations scaling literature. Drawing on theoretical debates on spatial strategies and practical experience of agricultural innovation scaling in Ethiopia, this paper adds to the current debate on what constitutes scaling and how to overcome critical scaling constraints. The data for the paper came from a qualitative assessment using focus group discussions, key informant interviews, and document analysis on scaling work done in Ethiopia by a USAID-funded research for development project. The paper concludes with four broad lessons for the current understating of agricultural innovation scaling. First, scaling of agricultural innovations requires a balanced focus on technical requirements and associated social dynamics surrounding scaling targets, actors involved and their social relations. Second, appreciating the social dynamics of scaling emphasizes the fact that scaling is more complex than a linear rolling out of innovations towards diffusion. Third, scaling may not be strictly planned; instead, it might be an extension of the innovation generation process that relies heavily on both new and long-term relationships with key partners, trust, and continuous reflection and learning. Fourth, the overall implication of the above three conclusions is that scaling strategies need to be flexible, stepwise, and reflective. Despite the promises of flourishing scaling frameworks, scaling strategies it would appear from the Africa RISING experience that, if real impact is to be achieved, approaches will be required to be flexible enough to manage the social, processual and emergent nature of the practice of scaling.

The vast majority of farmers in the drylands are resource-poor smallholders, whose livelihoods depend heavily on their farming systems. Therefore, increasing the resilience of these smallholders is vital for their prosperity. This study quantified household resilience and identified livelihoods and their influence on resilience in the semiarid tropics of India by analysing 684 households. A resilience capacity index was devised based on the composition of household food and non-food expenditure, cash savings, and food and feed reserves. The index ranged from 8.4 reflecting highly resilient households with access to irrigation characteristics, to −3.7 for households with highly limited resilience and low household assets. The livelihoods were identified through multivariate analysis on selected socioeconomic and biophysical variables; households were heterogeneous in their livelihoods. Irrigated livestock and rainfed marginal types had the highest and lowest resilience capacity index with the mean score of 0.69 and −1.07, respectively. Finally, we quantified the influence of livelihood strategies on household resilience. Household resilience was strengthened by the possession of livestock, crop diversification and access to irrigation. Low resilience is predominantly caused by low household assets. The resilience capacity index and derived livelihood strategies helps to understand the complexity of household resilience, and will aid in targeting technology interventions for development.

Changes in land use and land cover (LULC) are the leading contributors to the decline and loss of ecosystem services in the world. The present study covered the Central Rift Valley lakes basin in Ethiopia, focusing on the valley floor and the East and West escarpments, to analyze changes in LULC and to estimate associated losses in ecosystem service values (ESVs). Covering both upstream and downstream areas in the basin, the study addressed major gaps in existing studies by connecting the sources and sinks of material (e.g., sediment and water) in source-to-lake systems. Additionally, the study facilitated the identification of critical areas for conserving natural resources and reversing the decline of associated ESVs in the Central Rift Valley. A post-classification comparison approach was used to detect LULC changes between 1973 and 2020 using four Landsat images from 1973, 1990, 2005 and 2020. The value transfer valuation method was used to estimate the changes in ESVs due to LULC changes. Among the seven major identified LULC classes, farmlands, settlements, and bare lands showed positive changes, while forestlands, grasslands, shrublands and waterbodies showed negative changes over the last 47 years. The expansion of farmlands, for example, has occurred at the expense of grasslands, forestlands and shrublands. The changes in LULC over a period of 47 years resulted in a total loss of US $62,110.4 × 106 in ESVs. The contributors to the overall loss of ESVs in decreasing order are provisioning services (US $33,795.1 × 106), cultural services (US $28,981.5 × 106) and regulating services (US $652.9 × 106). The results imply that addressing the degradation of land and water resources is crucial to reversing the loss of ecosystem services and achieving the national Sustainable Development Goals (SDGs) related to food and water security (SDGs 2 and 6) and life on land (SDG 15).

In Ethiopia, the average yield of potato is far below the potential due to different problems like in low soil fertility. Hence, this research was done to evaluate the effects of blended NPS fertilizer rates on yield and yield components of potato. The study was conducted at Abaso Kotu, Dessie Zuria district, Ethiopia, during dry season of 2015. The experiment was consisted a factorial combination of two late maturing potato varieties (Belete and Local) and six NPS fertilizer rates (0:0 (T1), 111:89.7:0 (T2), 111:89.7:16.52 (T3), 55:89.7:16.52 (T4), 111:44.85:8.26 (T5) and 55:44.85, 8.26 (T6)) kg ha-1 and Randomized Complete Block Design with three replications was used. The highest potato plant height was recorded on 111: 89.7:16.52 (T3) kg ha-1 of NPS fertilizer rate. Belete variety supplied with 111: 89.7:16.52 (T3) kg ha-1 of NPS fertilizer rate recorded the maximum days (124.3) to maturity of potato. Similarly, Belete variety recorded the higher biomass than local variety. The 111:89.7:16.52 (T3) kg ha-1 and 55.5:89.7:16.52 (T4) kg ha-1 NPS fertilizer rates showed the highest above ground biomass and underground biomass of potato, respectively. The highest average tuber number per hill, tuber weight per hill, marketable, unmarketable and total tuber yield were recorded on potato which was applied with 55.5: 89.7:16.52 (T3) kg ha-1 of NPS fertilizer rate. It is concluded that 55.5:89.7:16.52 (T4) kg ha-1 NPS fertilizer rate application is recommended for the production of potato varieties at Abaso Kotu, Dessie Zuria District Ethiopia.

Field experiment has been conducted in Yilmana Densa District during the 2014/2015 irrigation season with the objective of identifying the economical and agronomically optimum rate of the newly introduced NPS fertilizer for garlic production under irrigated smallholder farming system in the Highlands of Northwestern Ethiopia. Twelve NPS fertilizer rates, laid down on Randomized Complete Block Design with three replications were tested on local garlic variety. Accordingly, most of the growth and yield parameters were significantly affected by NPS fertilizer rates where non-fertilized plants were inferior in all parameters. Significantly highest plant height (69.23 cm) and above ground biomass (25.33 g) were recorded on garlic plants supplied with N:P2O5:S at the rate of 105:122.6:22.6 kg ha−1. Similarly, the biggest bulb diameter (4.27 cm) and the highest leaf number (13.4) as well as marketable (17.42 t ha−1) and total bulb yields (17.8 t ha−1) were recorded on plants which were supplied with 140:122.6:22.6 kg ha−1 N:P2O5:S that were similar with the effects of N:P2O5:S at the rate of 140:92:17 kg ha−1. N:P2O5:S at the rate of 140:92:17 kg ha−1 recorded the highest marginal rate of return that can be recommended to increase the yield of garlic and thus to improve the livelihoods of farmers in the study area.
