The transitional process happening in higher educational institutions tend to underscore initiatives aimed at positioning these institutions as hubs of knowledge production and transfers capable of influencing regional development. Nonetheless, the literature has failed to capture the extent to which these institutions have embraced their third mission of impacting regional development, thus calling for a broader range of approaches in examining the roles of these institutions. To fill this gap, this study evaluates the various ways higher educational institutions have embraced their third mission of contributing to the development management activities of regions. We sourced data from 164 higher education institutions (HEIs) located across the United Kingdom, employing the propensity score matching estimation model to estimate the average treatment effects (ATE) of various interventions. The results demonstrate additionality effects of HEIs on graduate support, attracting inward investment, R&D collaborations and network facilitation. Surprisingly, our results show HEIs as playing an insignificant role in supporting SMEs, and knowledge exchanges. The main implication of this is that adopting initiatives that proved successful in specific universities to other higher educational settings remains a challenge., Tato studie hodnotí různé způsoby, jak vysokoškolské instituce přijaly své třetí role přispívat k činnostem rozvoje regionů.

This paper examines firms use of external consultants and commercial labs as an essential source of knowledge for innovation performance and activities in the IT and other information service firms. Consultants are essential conduits to transfer knowledge, technologies and innovations to firms and other economic agents. Using data from the Eurostat Community Innovations Survey conducted between 2012 and 2014 and the doubly robust estimation methodology, this study, as expected, found a positive and statistically significant relationship between product and process innovations, intramural R&D, engagement in R&D, market introduction of innovations, engagement in other preparation influenced firms to rely on the services of external consultants. The results of the propensity-score matching also show that on average, firms that relied on the services of consultants were 61% more likely to improve their product innovations and 62% organizational innovations than those firms that didn't use them. The results are important for firm managers who are aiming to be innovative and can serve as a practical guide on how to improve firm-level innovation potentials and activities., S využitím údajů z průzkumu Eurostat Community Innovations Survey provedeného v letech 2012 až 2014 a dvojnásobně robustní metodiky odhadu zjistila tato studie podle očekávání pozitivní a statisticky významný vztah mezi inovacemi produktů a procesů, intramurálním výzkumem a vývojem, zapojením do výzkumu a vývoje, zavedením inovací na trh , zapojení do další přípravy ovlivnilo firmy, aby se spoléhaly na služby externích konzultantů.

The advent of the new growth theory has entrenched the need for public policies that accelerate and protect regional innovative growth. In line with this, national and supranational economies have been actively engaged in financial programs to support Small and Medium Scale enterprises (SMEs) in their quest for innovation and has been hailed as an effective gesture for expediting the growth of innovation in countries and even eliminating market failures. However, recent evidence seems to reveal that in some countries it has not always been the case as funding from public sector has either been shelved off to non-innovative ventures, not directly used for innovation or not even effective enough. Therefore, using logistic regression model and a combined data of 8,146 Small and Medium scale enterprises (SME's) from European Community Innovation Survey (2012-2014), the research seeks to assess the how public funding affects product, process and marketing innovation efforts in generating technological innovation represented by patents. For the purpose of the research, we pegged National and European funding as control variables. The results revealed that whilst product and process innovation efforts were effective at creating technological innovation for Croatia and Cyprus, both National and European public support provided had no significant influence on their product, process and marketing innovation efforts even though they were significant in creating technological innovation. However, it was found that in Portugal, another southern province, National and European support in accelerating their product, process and marketing efforts for innovation were strongly influential in the creation of technological innovation. Finally, policies for effective funds usage and public-private compilation were proposed in line with our findings., Příchod nové teorie růstu vyvolal potřebu veřejných politik, které urychlí a ochrání regionální inovační růst. V souladu s tím se národní a nadnárodní ekonomiky aktivně zapojují do finančních programů na podporu malých a středních podniků při hledání inovací a jsou považovány za účinné gesto pro urychlení růstu inovací v zemích a dokonce pro eliminaci selhání trhu. Zdá se však, že nedávné důkazy ukazují, že v některých zemích tomu tak vždy nebylo, protože financování z veřejného sektoru bylo odloženo na neinovační podniky, které nebyly přímo použity pro inovace, nebo dokonce nebyly dostatečně účinné. Proto s využitím modelu logistické regrese a kombinovaných údajů 8 146 malých a středních podniků z průzkumu inovací Evropského společenství (2012–2014) se výzkum snaží posoudit, jak veřejné financování ovlivňuje snahy o inovaci produktů, procesů a marketingu při generování technologická inovace představovaná patenty. Pro účely výzkumu jsme určili národní a evropské financování jako kontrolní proměnné. Výsledky odhalily, že zatímco snahy o inovaci produktů a procesů byly účinné při vytváření technologických inovací pro Chorvatsko a Kypr, poskytovaná národní i evropská veřejná podpora neměla významný vliv na jejich inovační snahy o produkty, procesy a marketing, přestože byly významné při vytváření technologických inovací. Bylo však zjištěno, že v Portugalsku, jiné jižní provincii, měla národní a evropská podpora při zrychlení jejich produktových, procesních a marketingových snah o inovaci velký vliv na vytváření technologických inovací. Nakonec byly v souladu s našimi zjištěními navrženy zásady pro efektivní využití finančních prostředků a sestavování veřejného a soukromého sektoru.

Many growth theories stipulate that the capacity and training of people to use knowledge effectively (human capital) propels economic development in the contemporary open knowledge-based economy, hence the striking differences observed in the economic growth of different countries. Among the models created to analyze economic growth, Neoclassical and Endogenous models stand out with their varying views on the role human capital plays in the growth of the economy. In recent years, the Central and Eastern European countries have seen increasing economic growth with the Czech Republic benefited since the adoption of the open economic system. A qualified as well as inspired workforce can support strategic plans of firms and countries alike in notching a niche by increasing productivity, which eventually may contribute to economic growth as research suggest. The human capital of every nation comprises the intrinsic value; culture, health, knowledge, abilities, and skills employed for the execution of economic policies of countries. In view of this, the paper seeks to review the linkages that exist between the existing economic growth and human capital in the Czech Republic. Using the case study methodology, the research found that the level of the human capital development is a key indicator of the states' competitiveness in the Czech Republic. Coupled with increasing flow of Foreign Direct Investment (FDI), the Czech Republic have seen massive economic development in recent times., Mnoho růstových teorií konstatuje, že kapacita a školení lidí efektivně využívat znalosti (lidský kapitál) podporuje ekonomický rozvoj v současné otevřené znalostní ekonomice. Proto existují výrazné rozdíly v hospodářském růstu různých zemí. Mezi modely vytvořenými za účelem analýzy ekonomického růstu v rámci neoklasických a endogenních modelů, existují různé názory na roli, kterou hraje lidský kapitál při růstu ekonomiky. V posledních letech zaznamenaly země střední a východní Evropy včetně České republiky ekonomický růst jako přínos z otevření ekonomického systému.

Technological innovation, in recent times, has been pivoted as the foundation of regional competitive advantage. Its generation has grown to a multi- interactive structure involving multiple elements ranging from human capital, financial capital, social capital and structural capital and knowledge interactions. In effect, some regions have pivoted their funding acquisitions on the best innovating firms whilst others focus more on creation of tructures to assist Small and Medium Scale Enterprises (SMEs) to nurture their innovation base appreciably for a higher regional competitive advantage. In light of competition from other states, the European Union have initiated funding schemes like Horizon 2020, aside regional targets of for research and development expenditure, to strongly propel the innovation status of the bloc. Other framework conditions such as human, social and structural capital have been focused on as well, however, there have been arguments about their actual role played. Literature have portrayed them to have varying and contrasting effect in the eco-system for creation of technological innovation in various contexts ranging from regional need to partners involved and even to the location as well whilst there are also arguments against their actual role in supporting technological innovation. In that regard, this research intends assess the contributory role of financial, interactive, institutional and structural factors in the network of technological innovation generation in the European Union., Technologické inovace se v poslední době staly základem regionální konkurenční výhody. Jeho generace se rozrostla na multi- interaktivní strukturu zahrnující více prvků, od lidského kapitálu, finančního kapitálu, sociálního kapitálu a strukturálního kapitálu a vzájemných znalostí. Některé regiony ve skutečnosti zaměřily své akvizice na financování na nejlepší inovativní firmy, zatímco jiné se více zaměřují na vytváření struktur, které malým a středním podnikům pomáhají významně rozvíjet jejich inovační základnu pro vyšší regionální konkurenční výhodu. Innovation, in contemporary times, has been established as the lynchpin of growth and national competitive advantage among countries. Supranational and national resources have jointly combined to create sound innovation strategies and diffusion policies for member states in recent times. However, there is the question of whether increased innovation translates to effective diffusion of innovation. With this in mind, the present research aims to comparatively assess and evaluate the efficiency of diffusion of innovation of European Union member states in reference to their European Innovation Scoreboard (EIS) rankings. Using the Charnes, Cooper and Rhodes (CCR) model of Data Envelopment Analysis (DEA), the present research found contrasting diffusion efficiency scores of member states with different innovation performances as most innovative member states had much lower efficiency scores compared to some supposedly weak innovating member states. We also computed the input-redundancy and output-deficiency of member states, provided recommendations for efficient input-output combinations based on findings of respective member states and innovation groups, and finally, outlined directions for future studies., Inovace byla v současné době zavedena jako hlavní rys růstu a národní konkurenční výhody mezi zeměmi. The impact of innovation on economic development cannot be underestimated. Innovation has been touted as the anchor on which firms can nick a competitive advantage for themselves. Over the years, public sector interest in innovation has been emphasized due to the impact innovation has made on economic development of some nations. Different public sector support systems are available to firms to access for their innovative activities. Small and Medium Scale Enterprises (SME’s) play vital role in the economies of most countries. Despite their contribution to development, they are constrained by inadequate funds to engage in R&D for innovation. In the light of this, the research sought to find out whether the innovativeness of SME’s from Selected CEE Countries determines the public financial support from the government or the European Union. The logistic regression model was employed using the harmonized European Union Community Innovation Survey 2012-2014 data for the empirical analysis. Our results indicate that SME’s that are engaged in innovative activities attract public financial support from national government and/or the European Union. This is because, the public sector financial support from the government and the EU target firms that are already engaged in innovation or show potential to be innovative., Společnosti mají k dispozici různé systémy podpory veřejného sektoru, aby získaly přístup ke svým inovativním činnostem. Malé a střední podniky (MSP) hrají zásadní roli v ekonomikách většiny zemí. Navzdory jejich příspěvku k rozvoji jsou omezeni nedostatečnými finančními prostředky pro zapojení do výzkumu a vývoje pro inovace. V této souvislosti se výzkum snažil zjistit, zda inovativnost malých a středních podniků z vybraných zemí střední a východní Evropy určuje vládní finanční podporu od vlády nebo Evropské unie. Logistický regresní model byl použit pro účely empirické analýzy pomocí harmonizovaného průzkumu inovací Společenství v Evropské unii 2012–2014. Naše výsledky ukazují, že malé a střední podniky, které se zabývají inovačními aktivitami, přitahují veřejnou finanční podporu od národní vlády nebo Evropské unie. Je tomu tak proto, že finanční podpora veřejného sektoru ze strany vlády a EU se zaměřuje na firmy, které se již zabývají inovacemi nebo vykazují potenciál být inovativní.

Purpose: As technological innovation has enabled Information technology (IT) to seamlessly merge into daily routines playing an irreplaceable role in innovation generation and dissemination the research aims to assess the impact of marketing, organisational and process innovation on innovation in Czech Republic and Estonia. Design/methodology/approach: Data from Community Innovation Survey (2012-2014) was used whilst multiple regression analysis. 395 firms were selected for both Czech Republic and Estonia. These member states were selected due to their dwindling performance on the innovation scale relative to EU in 2010; IT and information service firms was also chosen as the unit of analysis. Findings: Public funding at the National and European Union level was only significant to innovation output in Estonia whilst organisational innovation was insignificant in both countries. Process innovation was significant to innovation output although with different direction of significance between both countries whilst marketing innovation variables were also fully significant in Czech Republic but partly significant in Estonia. Research/practical implications: The study provides insights into innovation behaviour of the Czech and Estonian companies. Originality/value: Furthering the innovation report of European Union and selectively focusing on the key innovation variables, the paper adds to the literature by detailing the response of the innovation output of Czech Republic and Estonia to marketing, organisational and process innovation of IT and information service firms., Abstraktní Účel: Vzhledem k tomu, že technologické inovace umožnily bezproblémové fungování informačních technologií (IT) spojit se s každodenními postupy, které hrají nezastupitelnou roli při tvorbě a šíření inovací Cílem výzkumu je posoudit dopad marketingových, organizačních a procesních inovací na inovace v České republice a Estonsku. Návrh / metodika / přístup: Byly použity údaje z průzkumu Společenství o inovacích (2012–2014) zatímco vícenásobná regresní analýza. Pro Českou republiku a Estonsko bylo vybráno 395 firem. Tyto členské státy byly vybrány kvůli jejich zmenšujícímu se výkonu v inovačním měřítku vzhledem k EU v roce 2010; Jako analytická jednotka byly také vybrány firmy v oblasti IT a informačních služeb. Zjištění: Veřejné financování na úrovni národní a Evropské unie bylo významné pouze pro inovační výstup v Estonsku, zatímco organizační inovace byly v obou zemích zanedbatelné. Inovace procesu byla významná pro inovační výstup, i když jiným směrem význam mezi oběma zeměmi, zatímco marketingové inovační proměnné byly také plně významné v České republice, ale částečně významné v Estonsku. Intellectual capital generation has gradually been entrenched as a measure of firm and regional competitive advantage in this era of knowledge economy. Firms, regions and countries and even international organisations around the world have rigorously engaged in the creation of property rights for control and usage. However, as regional innovative performance has been directly connected with intellectual capital creation, we question whether regions with high innovation prowess efficiently employ the scarce financial and cognitive resources that are harnessed for the manifestation of intellectual capital and property rights. Hence, using a multi-stage DEA approach and data of ten (10) countries from European Innovation Scoreboard (2018), we aim to comparatively compute the efficiency scores of innovation leaders and strong innovators to reveal the efficiency of resource inputs. Results at the first-stage revealed a mixed efficiency performance amongst countries whilst second-stage analysis with intermediate inputs revealed a dominance of innovation leaders on the efficiency ranking but eventually innovative leaders were found to be generally efficient in financial and cognitive resources employed in intellectual capital generation. We further gave recommendations on way of bolstering efficiency scores of countries., Tvorba duševního kapitálu se v období vzrůstu zájmu o znalostní ekonomiku postupně etablovala jako měřítko regionální konkurenční výhody. Firmy, regiony, země a dokonce i mezinárodní organizace po celém světě se důsledně zabývají tvorbou vlastnických práv ke jejich komerčnímu využití. Vzhledem k tomu, že tvorba inovací v regionech je přímo spojena s tvorbou intelektuálního kapitálu, je nezbytné diskutovat, zda regiony s vysokou inovační schopností efektivně využívají vzácných finančních a znalostních zdrojů, které jsou využívány k tvorbě duševního kapitálu a následnému komerčnímu využití vlastnických práv. Studie využívá vícestupňovou DEA analýzu a na datech European Innovation Scoreboard (2018) z desíti vybraných zemích EU analyzuje efektivnosti znalostních procesů v jednotlivých regionech. Výsledky v první fázi ukázaly proměnlivou efektivnost inovačních výkonů mezi zeměmi. Výsledky druhé fáze ukazují, že inovativní vůdci jsou obecně efektivní ve využívání finančních a kognitivních zdrojů k tvorbě intelektuálního kapitálu. Součástí řešení jsou i doporučení na zvýšení efektivnosti v dalších regionech EU.

Knowledge generation, in contemporary times, has dictated the economic strength and national and regional competitive advantage. The advent of the open innovation model has driven firms to collaborate and engage in external interactions to incite their innovation spark to become even more competitive globally and nationally. There have been a wealth of success in creating intellectual capital in the European Union. In line with that, subsequent funding have been provided for small and medium sized firms (SMEs) with the view of assisting them to individually or cooperatively generate intellectual capital. However, even as human resources, cooperation and other environmental factors have been acclaimed to influence regional intellectual capital capacity, we question whether these factors offer an interactively significant influence on themselves in creating intellectual capital. This will enable identification of catalytic indicators to expertly position regional activities that generate regional competitive advantage. Using the Structural equation modelling (SEM) and data from European Innovation Survey (2018), research aims to test the interactive influence of the selected indicators of intellectual capital and their significance in generation intellectual capital represented by patents, trademarks and design applications. The results revealed that whilst research system attractiveness and firm-to-firm or academia linkages were very significant in generating intellectual capital, human capital were not significant in generating intellectual capital contrary to mass of literature. Attractiveness of research systems were strongly significant in affecting the human resource structure and innovation friendliness of member states and generation of intellectual capital. Private, public and venture capital were found to have been strongly influenced by labour structure and friendliness of a geography whilst it also strongly affected the cooperation tendencies of firms and, Vytváření znalostí v současné době diktovalo hospodářskou sílu a národní a regionální konkurenční výhodu. Příchod otevřeného inovačního modelu přiměl firmy spolupracovat a zapojovat se do vnějších interakcí s cílem podnítit jejich inovační jiskru, aby se stala ještě konkurenceschopnější v celosvětovém i národním měřítku. Při vytváření intelektuálního kapitálu v Evropské unii bylo dosaženo velkého úspěchu. V souladu s tím byly poskytnuty následné finanční prostředky malým a středním podnikům (MSP) s cílem pomoci jim individuálně nebo společně vytvářet intelektuální kapitál. I přesto, že lidské zdroje, spolupráce a další environmentální faktory byly uznány za ovlivňující regionální kapacitu intelektuálního kapitálu, ptáme se, zda tyto faktory nabízejí interaktivně významný vliv na sebe při vytváření intelektuálního kapitálu. To umožní identifikaci katalytických ukazatelů pro odborné umístění regionálních činností, které vytvářejí regionální konkurenční výhodu. Cílem výzkumu je pomocí strukturního rovnicového modelování (SEM) a dat z European Innovation Survey (2018) zkoušet interaktivní vliv vybraných ukazatelů intelektuálního kapitálu a jejich význam v generování intelektuálního kapitálu reprezentovaného patenty, ochrannými známkami a designovými aplikacemi. Výsledky ukázaly, že ačkoli přitažlivost výzkumného systému a vazby mezi firmami a akademickými kruhy byly při vytváření intelektuálního kapitálu velmi významné, lidský kapitál nebyl při vytváření intelektuálního kapitálu významný, což je v rozporu s množstvím literatury. Atraktivita výzkumných systémů byla významně ovlivněna strukturou lidských zdrojů a vstřícností inovací členských států a vytvářením intelektuálního kapitálu. Bylo zjištěno, že soukromý, veřejný a rizikový kapitál byl silně ovlivněn strukturou práce a vstřícností zeměpisu, a také výrazně ovlivnil tendence firem a akademické obce ke spolupráci. Public Funding for firms has been argued as a catalyst for firms’ cooperative and knowledge generative activities in contemporary knowledge-based economies. As innovation potential is widely poised as regional competitive ability, firms’ cooperation with partners have been revered as a preliminary activity to establishing networks whilst sharing diverse knowledge from partners involved to initiate or even mediate innovation. Using data from Community Innovation Survey (2012-2014) and SEM analysis on Spanish and Portuguese manufacturing firms, the paper assesses the relevance of public funds on cooperation tendencies of firms, knowledge sourcing from partners and eventually, the moderator role played by cooperation in appropriating public funds for knowledge acquisition. It was found that public funding significantly influences cooperation in Spain than in Portugal whilst cooperation was much more influential in sourcing for knowledge from partners in Portugal than in Spain. Results also revealed a slightly higher moderator ability of cooperation in Spain than in Portugal. Country-specific recommendations were further created., Veřejné financování podniků je považováno za determinant spolupráce podniků a činností generujících znalosti v současných znalostních ekonomikách. Protože inovační potenciál je široce chápán jako regionální konkurenceschopnost, spolupráce firem s partnery byla považována za předběžnou činnost při vytváření sítí, zatímco sdílení různých znalostí od zúčastněných partnerů za účelem iniciace nebo zprostředkování inovací. Na základě údajů z průzkumu Společenství o inovacích (2012–2014) a analýzy SEM o španělských a portugalských výrobních firmách se v článku hodnotí význam veřejných prostředků pro tendence ke spolupráci podniků, získávání znalostí od partnerů a případně roli moderátora, kterou hraje spolupráce při přidělování prostředků veřejné prostředky na získávání znalostí. Bylo zjištěno, že veřejné financování významně ovlivňuje spolupráci ve Španělsku než v Portugalsku, zatímco spolupráce měla mnohem větší vliv na získávání znalostí od partnerů v Portugalsku než ve Španělsku. Výsledky také odhalily mírně vyšší moderátorskou spolupráci ve Španělsku než v Portugalsku. Dále byla vytvořena doporučení pro jednotlivé země.

The public sector economy accounts for a large size of the National market demand for goods and services. Many scholars have tipped public procurement as an attractive measure to help boost innovation in firms for the state to achieve its innovation goals. But there has been a worrying case mainly by actors within the public sector and scholars to explore this policy instrument to support innovation. In light of the above, the research seeks to analyze the effect of public procurement contracts on the firm’s product and service innovation. Using logistic Regression model for the CIS 2014 data we analyze this effect in the case of the Czech Republic, Norway and Slovakia. Our empirical results showed that, the use of this policy instrument is dependent mostly on the type of innovation. We found that firms received contracts to execute projects from the public sector for service provision in all cases but in the case of product innovation, only Czech Republic firms did receive a public contract. Nevertheless, innovation was required when firms are contracted to provide services for the public sector only in the Czech Republic and Slovakia regarding product innovation., Veřejný sektor alokuje veřejné prostředky do produkce zboží a služeb. Mnoho ekonomů vnímá veřejné zakázky jako efektivní způsob, jak motivovat firmy, aby inovovaly svoji produkci v rámci uspokojování poptávky veřejného sektoru po určité produkci. Existují však negativní pohledy na motivační roli veřejných zakázek. Vzhledem k výše uvedenému si tento příspěvek klade za cíl analyzovat vliv veřejných zakázek (coby motivačního prvku) na ochotu firem inovovat své výrobky a služby. Pomocí modelu logistické regrese a dat CIS 2014 analyzujeme motivační efekt veřejných zakázek ve třech vybraných regionech EU: Česká republika, Norsko a Slovensko. Empirické výsledky ukázaly, že efektivita využití tohoto politického nástroje závisí především na typu inovací. Výsledky potvrdily očekávání, že firmy, které získaly veřejnou zakázku, jsou nuceny inovovat, což platí především o firmách z Česka a Slovenska.

European, national governments and regional authorities, in recent times, are actively encouraging technology transfer from universities to industries as a fulfilment of the well embraced "third mission" of universities. To pursue this, governments have mediated this process by enacting and enforcing legislative instruments and efficiently appropriating research outcomes by providing public funding support structures to aid universities in their research commercialization efforts. The paper aims to examine various public funding schemes available for firm's innovation collaborations and how they influence firm's cooperation. Using data from the Eurostat's Community Innovation Survey (2012-2014) and the binary logistic regression model, we found that funding from the central government was a significant determinant influencing firm's collaborations with universities, other enterprises in the enterprises group and with government research centres. Conversely, funding from local authorities and the EU was largely insignificant in influencing firm's collaborations with other enterprises and the government. Practical policy recommendations will be also provided to strengthen firm's collaboration. © 2018 Czech Statistical Office., Evropské vlády, národní vlády a regionální orgány v poslední době aktivně podporují přenos technologií z univerzit do průmyslových odvětví jako naplnění přijaté "třetí mise" vysokých škol. V tomto směru vlády zprostředkovaly tento proces zavedením a prosazováním legislativních nástrojů a efektivním využíváním výsledků výzkumu tak, že poskytly veřejné prostředky na podporu financování, které pomohou univerzitám v jejich úsilí o komercializaci výzkumu. Cílem příspěvku je prozkoumat různé programy veřejného financování, které jsou k dispozici pro inovační spolupráci firem a jak ovlivňují spolupráci s firmami. S využitím údajů z CIS dotazníkového šetření (2012-2014) realizovaného Eurostatem a modelu binární logistické regrese jsme zjistili, že financování od ústřední vlády je významným faktorem, který ovlivňuje spolupráci firmy s univerzitami, dalšími podniky v rámci skupiny podniků a vládními výzkumnými středisky. Financování místních orgánů a z rozpočtu EU bylo naopak zanedbatelné při ovlivňování spolupráce firmy s jinými firmami a vládou.

Innovation and research activity of the region is an important determinant of regional development. Innovation and research have been billed to play an active part in product development, process development and extensively regional economic development. The aim of this research thereof, is to identify the impact of innovation and research activities in NUTS 2 regions in the European Union for European Union policy making and knowledge of regions with better innovation performance on regional development. First research hypothesis constructed supposes that "there is a positive and significant relationship between R & D inputs and regional innovation. Second hypothesis constructed was also established that "there is a positive and direct impact between regional innovation and regional development". Linear regression was used to assess the measure of innovation, that is patent with regional development indicators- Real GDP per capita, employment rate and Disposable income. The entire 274 NUTS 2 regions were the sample assessed in this research with particular focus on regional policy structuring in the European Union. However, the regions were classified into Northern, Western, Eastern and Southern EU NUTS 2 regions. It was discovered Eastern EU NUTS 2 regions had relatively almost the same impact on Real GDP/capita as Northern and Western and Southern regions in 2007. However, although disposable income of Northern and Eastern EU NUTS 2 regions recorded experienced quite higher impact by patents in both 2007 and 2012, it could not be concluded to be better than Western and Southern regions due to unforeseen impact of non-monetary Research and Development processes in the regions.
