Many cities are turning to greening efforts to increase resilience, but such efforts often favor privileged groups, thereby resulting in injustices. In this systematic review, we analyze 71 place-based studies of green infrastructure (GI) justice in cities worldwide. We draw from environmental justice scholarship, as well as climate and water justice literature to assess the state-of-the-art knowledge of urban GI justice. We examine the way GI is researched to improve our understanding of the types of injustices that exist in GI planning, siting, and implementation, providing rich insights into why injustices exist and pathways to address GI injustice. We find that research on GI justice in cities is growing and expanding its scope in terms of both the types of justice issues analyzed, and the groups of people excluded from the benefits of GI. We find that GI injustice stems from a history of unequal investment and non-participatory decision-making processes, where the unequal distribution of GI is only the “tip of the iceberg”. To address GI injustice around distribution, cities would have to offset a decades-long lack of investment and inclusivity in decision-making processes. Pathways to achieve GI justice point to assessing unbalanced power structures, directing continuous funding to community engagement programs and greening efforts, leveraging existing infrastructure through the multifunctionality of GI, and dedicating funding mechanisms for safety and maintenance. Interdisciplinary and transdisciplinary research is needed to integrate the different dimensions of GI that are tailored to the community on the ground, and to monitor progress toward justice.

Knowledge is widely considered a key ingredient for effective and sustainable water governance. In the Colorado River basin, collaborative programs have been established over the past 50 years to inform decision-making in the basin on a range of concerns from water quality to endangered species recovery and ecosystem restoration. We embrace a knowledge governance perspective to examine the institutional arrangements underpinning the production and use of knowledge in the basin’s collaborative programs. Through a review of programmatic documents and targeted interviews with program participants, we find a recurrent emphasis on science-based decision-making to address specific resource challenges across the programs. Our unpacking of the institutional design of the knowledge governance processes highlights two key challenges: (1) the institutional design has created a federal agency–advisory committee–technical committee triad structure that limits the saliency and legitimacy of diverse interests, as well as credibility of diverse ways of knowing and formalized learning processes and (2) a focus on the river in discrete, fragmented units that hinders a broader view of the river as a system and neglects cross-programmatic learning. These findings question if certain institutional design elements may serve to limit the ability of these programs to address new challenges facing the basin. We outline some potential steps to address these challenges with the aim of building more impactful, collaborative knowledge systems that leverage learning to not only lend saliency, credibility, and legitimacy to broad, inclusive, and diverse ways of knowing but also promote adaptiveness in a rapidly evolving socio-environmental system.

Blue and green infrastructure (BGI) is increasingly viewed as a promising solution to promoting a shift beyond traditionally engineered “grey” approaches towards more socially and environmentally sustainable infrastructure systems. The specific insights of geographical scholarship on how to address issues of processes, scale, and place in BGI design, implementation, and long-term management would help unlock the potential for BGI to be appropriate and inclusive, as well as support environmentally sound solutions. In this paper we unpack issues of processes for inclusive decision-making to design and implement BGI projects that can advance sustainable development. We present an assessment framework and its application to two case studies that highlight the potential for better alignment of BGI projects to the three pillars of sustainable development and that reveal key research challenges that geographical scholarship could address. We believe that co-produced geographical research in this domain is well placed to tackle these research challenges.

Environmental governance is characterized by complex dynamic issues where new knowledge is constantly emerging that can shape how we understand the system and what kinds of policies and strategies are most effective. As a result, targeted mechanisms to acquire, translate, and disseminate knowledge into new policies are critical for adaptive environmental governance. The scholarship on learning in environmental governance has exploded in the past two decades leading to new empirical and theoretical insights. However, lacking from this literature is an examination of how these insights can inform practice. Here we explore evidence from the scholarship studying learning in environmental governance that can inform practitioners who engage in and manage environmental planning and decision-making processes. Three key factors are drawn from the scholarship that may foster learning: face-to-face dialog that is open and ongoing; cross-scale linkages; and investments in institutional rules, norms, and shared strategies for intentional learning. We translate these findings into strategies for environmental governance practitioners and explore how to mitigate some of the factors that constrain learning across many governance contexts.

Societies across the globe strive to achieve water security—that is, assure access to sufficient water of acceptable quality for humans and the environment for changing, sustainable societies and ecosystems. But rapid and significant changes in environmental and social systems complicate attempts to assure water-secure conditions. This challenge is further magnified by transboundary conditions—while landscapes and physical processes disregard political borders, human institutions managing these resources often lack the traditions and capital for ensuring resilient, community-based responses to water shortage and contamination. This review highlights how features of community resilience contribute to enhancing transboundary water security using nine examples from the U.S.–Mexico border region. The cases demonstrate how public participation, adaptivity and flexibility, and social mobilization to promote equity and justice help to nurture and maintain community resilience, to the benefit of transboundary water security.

Highlights • The U.S. and Mexico have engaged in hydrodiplomacy for more than 75 years. • Treaties and binational institutions are strong foundations to ground and guide hydrodiplomacy efforts. • Adaptive governance principles have been important to achieving the major turning points in U.S.-Mexico hydrodiplomacy., The United States and Mexico have engaged in hydrodiplomacy—a practice of transboundary water management that blends water diplomacy and science diplomacy--for more than 75 years, since the adoption of the Treaty of 1944 and the creation of the International Boundary and Water Commission. We examine six major turning points in U.S.-Mexico hydrodiplomacy to ascertain the key factors in the region’s history of resolving transboundary water issues. We find that recognized adaptive governance indicators—such as social learning, sustained relationships, flexible governance mechanisms, and state and non-state networks are essential elements of hydrodiplomacy. Our research suggests that robust and foundational institutions comprise another key indicator of adaptive governance specifically in transboundary contexts. A commitment to both science and diplomacy have been important components underlying the effectiveness of hydrodiplomacy in the border region. Binational networks involving diverse state and non-state actors at multiple scales have increasingly played a pivotal role in shaping desirable hydrodiplomatic outcomes in the region.

Little has been documented about the benefits and impacts of the recent growth in climate services, despite a growing call to justify their value and stimulate investment. Regional Climate Outlook Forums (RCOFs), an integral part of the public and private enterprise of climate services, have been implemented over the last 20 years with the objectives of producing and disseminating seasonal climate forecasts to inform improved climate risk management and adaptation. In proposing guidance on how to measure the success of RCOFs, we offer three broad evaluative categories that are based on the primary stated goals of the RCOFs: 1) quality of the climate information used and developed at RCOFs; 2) legitimacy of RCOF processes focused on consensus forecasts, broad user engagement, and capacity building; and 3) usability of the climate information produced at RCOFs. Evaluating the quality of information relies largely on quantitative measures and statistical techniques that are standardized and transferrable, but assessing the RCOF processes and perceived usability of RCOF products will necessitate a combination of quantitative and qualitative social science methods that are sensitive to highly variable regional contexts. As RCOFs have taken up different formats and procedures to adapt to diverse institutional and political settings and varied technical and scientific capacities, objective evaluation methods adopted should align with the goals and intent of the evaluation and be performed in a participatory, coproduction manner where producers and users of climate services together design the evaluation metrics and processes. To fully capture the potential benefits of the RCOFs, it may be necessary to adjust or recalibrate the goals of these forums to better fit the evolving landscape of climate services development, needs, and provision.

Multifunctional and connected green infrastructure (GI) systems have been linked to urban resilience. Although there have been significant scholarly efforts to assess resilience and to evaluate the benefits of GI, it remains unclear the degree in which GI efforts enhance resilience. Following theoretical frameworks that study coupled infrastructure systems, this paper explores the state of the art on the contribution of GI to urban resilience from multiple dimensions: (1) policy - that promotes the adoption of GI, (2) performance - assessment of GI impacts on water infrastructure systems resilience, (3) connectivity - evaluation of human and wildlife movement through GI, and (4) social - community cohesion as a result of GI efforts. We argue that beyond their individual contributions to supporting urban resilience, the interactions across the various dimensions are key to enhancing resilience. Ultimately, participatory processes are needed to assess resilience originating from GI systems and avoid injustice.

As key venues for interaction and cooperation, international river basin organizations (IRBOs) are significant contributors to hydrodiplomacy in transboundary river basins. As part of their efforts to support hydrodiplomacy, IRBOs engage in the production and use of science. The manner in which that science is produced, and how it contributes to hydrodiplomacy, is not well understood. This paper examines the production and use of science by three IRBOs: the (US – Canada) International Joint Commission, the International Commission for the Protection of the Danube River, and the Mekong River Commission. We find the science produced by the IRBOs to support hydrodiplomacy extends beyond measuring and monitoring to include more advanced and analytical forms of science. In producing science, we observe that the IRBOs balance considerations of capacity, ownership, and how the politics of the basin will influence the production and use of the science. Given the challenge of balancing across these considerations, future research is needed to determine what mechanisms and processes for producing science can best facilitate its use in hydrodiplomacy.

Governing and managing the allocation and use of freshwater has always been a complex and fraught undertaking. The challenges to effective and equitable management have been exacerbated by rising pressures on supplies caused by such drivers as population growth, urbanization and climate change. Moreover, vast quantities of water straddle international and other boundaries—four-fifths of the world’s largest river basins and hundreds of aquifers span such borders. This further complicates management and governance, which is subject to disparate legal, political, administrative, financial, cultural and diplomatic conditions. Recognition in the literature and in practice of ‘transboundariness’ dates to the 1970s and has grown since. The authors trace the evolution of transboundary water scholarship and identify five framings used in transboundary water governance and management: conflict and cooperation; hydropolitics; hydrodiplomacy; scale; and disciplinary approaches. Transboundary water management initiatives can be viewed through three broad strands: interventions, advancements in governance strategies and democratization of data and information for strengthening science–policy interaction. The authors close with a discussion of future directions for transboundary water governance and management, emphasizing the need for additional research on how to deal with climate-related and other mounting challenges.

The vulnerabilities of our food, energy and water systems to projected climatic change make building resilience in renewable energy and food production a fundamental challenge. We investigate a novel approach to solve this problem by creating a hybrid of colocated agriculture and solar photovoltaic (PV) infrastructure. We take an integrative approach—monitoring microclimatic conditions, PV panel temperature, soil moisture and irrigation water use, plant ecophysiological function and plant biomass production within this ‘agrivoltaics’ ecosystem and in traditional PV installations and agricultural settings to quantify trade-offs. We find that shading by the PV panels provides multiple additive and synergistic benefits, including reduced plant drought stress, greater food production and reduced PV panel heat stress. The results presented here provide a foundation and motivation for future explorations towards the resilience of food and energy systems under the future projected increased environmental stress involving heat and drought. Agrivoltaics can achieve synergistic benefits by growing agricultural plants under raised solar panels. In this article, the authors showed that growth under solar panels reduced tomato and pepper drought stress and increased production, while simultaneously reducing photovoltaic panel heat stress.

For the first time in history, the global population is more concentrated in urban spaces than in rural areas. Population growth, climate change, and increasing stress on water resources evidence the urgency of adopting more sustainable urban water management practices. Drawing on contributions from the literature on informality, Do-It-Yourself (DIY) Urbanism, and urban rainwater harvesting, we investigate DIY Urbanism as a specific type of informality and as a strategy for citizen action to push local governments to adopt and institutionalize water sustainability initiatives. Taking the city of Tucson, Arizona, a pioneer of arid urban rainwater harvesting practices, as a case study, we examine rainwater harvesting as a proposed sustainable urban water management practice for a water-stressed city with aging infrastructure and a growing population particularly vulnerable to a changing climate. Based on interviews, stakeholder meetings, and document analysis, this paper examines several elements of the rainwater harvesting movement in Tucson that both mesh with and differ from other types of informality. We find that although rainwater harvesting contributes to the vision of an urban utopia for some local activists and NGO actors, for those working within the municipal bureaucracy, it may be viewed as an attack on social order and private resource rights. Despite some loss of autonomy in implementing DIY Urbanism after its institutionalization and emerging maintenance issues, DIY Urbanists in Tucson continue to challenge official authority to remake the city. We caution that the subsequent institutionalization of urban rainwater harvesting should not further institutionalize inequities in access but rather promote greater water democracy in cities.

Over the past decade, the Global Framework for Climate Services (GFCS) has emerged as a major influence on the practice of and discourse about climate services, which aim to reduce the vulnerability of society to climate-related hazards through better provision of climate information and engagement of users of climate services. Yet, there is little research into the relations, practices, and discourses produced and institutionalized through the GFCS. The treatment of vulnerability in climate services, and by the GFCS in particular, remains understudied. To address this gap, we conduct a document analysis of key GFCS reports to interrogate framings of vulnerability and examine their implications for the development and practice of climate services for adaptation. Although we see attention to vulnerability in official GFCS discourse, we find that, with a few exceptions, identifying climate vulnerabilities is largely a cursory exercise that does not meaningfully engage in the complex social processes that contribute to differential vulnerabilities. To meet its own objectives, and the larger vision of climate services, we propose that the GFCS draw upon a rich literature on vulnerability and promote the global development of climate services that considers the coupled physical and social dimensions of vulnerability and prioritizes climate services for the most vulnerable.

The complex and globally influential mosaic of institutional frameworks, organizations, events, declarations, professional societies, organizations, and networks that focus on water-resources governance collectively known as “global water initiatives” (GWIs) remains starkly understudied. We address this knowledge gap by means of a robust examination of key actors and institutions involved in global water governance and thereby affirm the dynamic and organic nature of the GWI landscape. Our investigation of the changing landscape of GWIs taps historical and current data and employs both text analysis and bibliometric review. We find that: (1) GWIs have diversified, expanded their constituencies, and gradually extended their influence over how water is perceived, governed, and managed; (2) the institutional landscape within which GWIs exist and operate is continuously shifting to accommodate and lubricate the spread of new ideas, ways of thinking, and available science and tools; (3) networks, megaconferences and their declarations, and water-themed journals likely will continue to be at the leading edge of global water governance and policy; and (4) the advent of the Millennium Development Goals and Sustainable Development Goals has enhanced the relevance of UN-Water, the network of water-related United Nations (UN) agencies. Our findings indicate that as the number of GWIs grows, such proliferation has not necessarily led to duplication, but more likely to diversity and interconnectedness. On balance, GWI activity tends to increase awareness-raising, information-sharing, network-building, agenda-setting, and on-the-ground action. GWI behavior both mirrors and influences prevailing worldviews on water governance and management and taken together, GWI efforts continue to shape international water discourse.

The Uruguay River Basin (URB) that extends along Argentina, Brazil and Uruguay has been the hub of increasing pressures caused by the expansion of industrial agriculture, forestry and infrastructure projects in hydroenergy and transportation. There are growing concerns that the fragmented institutional framework is inadequate to address the growing challenges. Interdisciplinary research networks can contribute to creating perspectives of the basin that are policy and governance relevant. In this paper, we set out to interrogate the potential scope of interdisciplinary research networks (IRNs) for the advancement of basin governance framework for the URB. We envision IRNs as knowledge actors that can open up opportunities to mediate and connect basin actors across different spaces - academic, policy, technical-administrative and social. We highlight a series of pathways to advance networks actions in creating opportunities to fill the gaps of transboundary basin governance, and acknowledge the challenges associated with doing this work in the URB and other basins around the world. Transboundary collaboration between the United States (US) and Mexico in the Colorado River Basin has heightened in recent years, as climate change, population growth, and overallocation threaten the long-term stability of the region. Through a combination of document analysis and semi-structured interviews with key stakeholders, we examine patterns of change in the governance of the Colorado River, as the US and Mexico navigate socioeconomic, cultural, and political asymmetries to jointly share water over the past two decades. We ask: What key events and environmental agreements have influenced transboundary water governance in the Colorado River over the past 20 years? We draw on the rich scholarship on transboundary water governance, especially around international river basin organizations, to uncover patterns of engagement and collaboration over time. We focus on the binational scale with an eye to study governance at multiple scales including interactions and impacts at the national and subnational scales. Our findings illustrate how Mexico’s role has evolved from a narrow one following a strict interpretation of the 1944 Treaty toward a more creative partnership between the US and Mexico demonstrated in binational negotiations and the creation of joint solutions to emerging challenges around water conservation and ecological restoration. We find transboundary water governance in the basin is influenced by both long-term and short-term contextual changes that can inform strategies key actors employ to bolster institutional resilience and take advantage of opportunities for transformative change. Further, we find that the evolution of the binational relationship is reflected in changes in the negotiation process and structure, which highlights the importance of trust and relationship building, transparency, joint fact-finding, and information sharing to foster collaboration. However, we also find uneven institutionalization of stakeholder participation and transparency in engagement patterns that may ultimately, serve to hinder governance and cooperation in the basin.

We have significant vulnerabilities across our food, water, and energy systems – any of which could undermine societal resilience in light of growing populations and climatic change. Rising average temperatures, extremes in precipitation, and more severe storms present increasing agricultural production risks – particularly across dryland regions. Land managers across the southwestern United States are already feeling the pressures of a changing climate. Between 11–21% of the total irrigated acreage experienced yield declines over the past 40 years due to irrigation interruptions — despite increased water usage. Food producers are experiencing increased uncertainties around production security from severe weather, interest rates to invest in climate adaptations, income support payments or incentives, and climate-related risks to pollinator abundance that affect crop yields and labor conditions and availability. Combined with trends towards increases in retirements from farming, these risks are leading to more land moving out of food production — often shifting to energy production. A growing demand for photovoltaic (PV) solar energy from ground-mounted systems, projected to require ~8,000 km2 by 2030, is resulting in an increase of land-use conflicts for these two primary needs — food and energy. Is it possible to improve both food and renewable energy production security sustainably? An ‘either-or’ discourse between food and PV solar energy production unnecessarily compounds issues related to allocating space, water, and capital for development of sustainable strategies.We believe that a hybrid agricultural-PV solar ‘agrivoltaics’ can increase resilience in food and renewable energy production, water and soil conservation, and rural prosperity and economic development—critical sustainability metrics. However, successful adoption of this technology requires research from a socio-environmental systems perspective to optimize bio-technical trade-offs at the field scale, while also rigorously assessing the sociopolitical barriers and how to overcome them at both individual and societal levels. Our research design is centered on stakeholder engagement approaches with impactful, associated outreach activities to communicate and enhance the reach of potential benefits of agrivoltaics. An emerging trend in sustainability research has been to recognize that resource challenges need to be addressed as integrated and interconnected sets of issues, where outcomes result from interacting social (S), ecological (E), and technological (T) subsystems (SETS). Often, sustainability transitions are seen more as a governance challenge than an infrastructure or technological challenge. That is, while technological solutions such as agrivoltaics can be developed, the adoption and spread of innovations takes place through a myriad of social, political, and economic processes. This is further complicated across food and energy systems, where multiple stakeholders present different backgrounds, cultures, demographics, and decision making processes. We describe an evaluation of agrivoltaic systems from a holistic SETS perspective in order to develop implementation pathways for widespread adoption of agrivoltaics across the US.

Scenario planning (SP) has been increasingly utilized by water managers and planners in the 21st century as climate and other uncertainties have challenged traditional planning approaches. This paper discusses the potential for scenario planning processes in the Colorado River Basin in the southwestern United States to build collective understanding of compound and cascading risks, and to identify possible solutions at multiple scales. Under the Colorado River Conversations Project, we convened a series of conferences and scenario planning workshops over the past 3 years to explore the potential to enhance the use of social and physical sciences in river management, and to broaden the community of people and entities engaged in discussions about managing the Colorado River. Working with a group of thirty water managers and other interested parties representing all 7 basin states, several Tribes, NGO’s and Mexico, we used a participatory, mixed-methods approach to scenario planning that identified multiple drivers of change and developed eight science-based storylines from the intersection of these drivers. The development of the storylines and the subsequent conversations with participants about impacts and solutions resulted in a framework for understanding low probability-high consequence climate and other risks across the Colorado River Basin. We highlight three lessons that speak to the value and role of SP for fostering collaboration and creativity. These lessons include: (1) the importance of process in SP in fostering deliberate community building across sectors and geographies; (2) identifying challenges with engaging with uncertainty, complexity, and risk; and (3) determining what these findings mean for future SP in the Colorado River Basin and beyond.

This is a chapter about the advent and adoption by water scholars of a new term, “water security.” How did this term appear, how is it defined, in which settings does it apply, what are its different facets and interpretations? Has it impacted water management and if so, how? The authors explore the discourse surrounding this term and the persons and institutions that have found it useful, channeled it, challenged it, and popularized it over the past century.

Workshops exploring environmental, social, and political scenarios to prepare for negotiating new Colorado River water management guidelines took on added realism when the COVID-19 pandemic started.

Urban resilience emerges not only from ‘what’ is done in relation to critical infrastructure systems, but in the ‘how’ of their conception, co-creation and integration into complex socio-ecological-technical systems. For green infrastructure, where ownership and agency may be distributed amongst organisations and diverse communities, inclusiveness and appropriateness require embedding in engineering assessments of green infrastructure and resilience. Through consideration of past, present and future engineering and resilience assessments – from monetising, through greening, to humanising – this paper examines the ways in which GI may be or has already contributed to enhancing urban resilience and types of assessment and indicators that have been or could be used. We suggest that enhancing visibility of the ‘whos’ (individuals, communities) is crucial to fully diversifying assessments. We also suggest some ideas for additional indicators and assert that co-production of future indicators needs to be undertaken with appropriate professionals (e.g. social impact assessment professionals).

Transboundary waters are characterized by diverse and complex socio-politico-economic obstacles to effective water management. We examine five distinct cases in the arid Americas–in locations from the US–Mexico border to the Andes mountains–employing water security as a conceptual prism to unravel the multiple and varied attributes of transboundary water challenges. We describe how borders complicate water security in arid regions and explore how institutional arrangements and practices–within and across jurisdictions–respond to these challenges. We find that institutional capacity is needed on multiple levels for effective water management, and institutions must be responsive and flexible to change. Fil: Albrecht, Tamee R.. Learning among actors engaged in environmental governance can be a critical pathway toward institutional change. Learning, however, is often unintentional or idiosyncratic in environmental governance. This paper considers how the rules structuring an environmental governance process can enable or constrain the institutional work of learning. We draw insights from theories of learning and from the Institutional Analysis and Development (IAD) framework's rule typology to identify how particular types of rules matter in learning. We examine how these insights can help uncover lessons from five empirical studies of learning in the environmental governance literature. We conclude with a discussion of the implications of our analysis for devising rules of environmental governance to intentionally foster learning.

Water security has emerged as a major framing template in environmental governance and resource management. The term and underlying concepts have attracted the attention of governmental and nongovernmental organizations, private industry, and the academy in policy and practice. Notwithstanding the palpable rise in its use, a comprehensive understanding of how water security is conceptualized and employed in different contexts around the world is limited. We aim to address this gap, by assessing how water security is considered, articulated, and operationalized in place-based studies. We employ a two-part methodological approach that includes (1) a systematic analysis of 124 articles, books, and book chapters published between 2010-2015 using a standardized coding framework to examine trends and patterns in place-based water security research, and (2) an analysis of the treatment of governance as a subset of this body of research to reveal how water governance is framed and understood in place-based water security scholarship. We find broad diffusion of water security across geographic regions and scales, expansive framing of water security, and evolving approaches to indicator formulation. The narratives around future pathways for governance practices include the promotion of participatory processes, solutions that engage both quantitative and qualitative methods, and a mix of both hard- and soft-path approaches to achieve water security. The persistent diversity in perspectives and applications of water security suggests that scholars adapt the concept to the contexts of the cases they are studying. The variation in how water security is utilized in different regions and spatial scales underscores the importance of incorporating community context in how we understand and employ water security. By empirically assessing the diversity and utility of water-security analyses, highlighting regional differences, and tracing evolving conceptions over time, our research can inform future project design, policy-making, and management from the international to the local levels.

In many regions around the world, Regional Climate Outlook Forums (RCOFs) provide seasonal climate information and forecasts to decision-makers at regional and national levels. Despite having two decades of experience, the forums have not been systematically monitored or evaluated. To address this gap, and to better inform nascent and widespread efforts in climate services, the authors propose a process-oriented evaluation framework derived from literature on decision support and climate communication around the production and use of scientific information. The authors apply this framework to a case study of the Caribbean RCOF (CariCOF), where they have been engaged in a collaborative effort to integrate climate information and decision processes to enhance regional climate resilience. The authors’ examination of the CariCOF shows an evolution toward the use of more advanced and more diverse climate products, as well as greater awareness of user feedback. It also reveals shortfalls of the CariCOF, including a lack of diverse stakeholder participation, a need for better understanding of best practices to tailor information, undeveloped market research of climate products, insufficient experimentation and vetting of communication mechanisms, and the absence of a way to steward a diverse network of regional actors. The authors’ analysis also provides insight that allowed for improvements in the climate services framework to include mechanisms to respond to changing needs and conditions. The authors’ process-oriented framework can serve as a starting point for evaluating RCOFs and other organizations charged with the provision of climate services.

In acknowledgement of the complexity of environmental challenges, research on learning in environmental policy has grown substantially over the past two decades across a range of disciplines. Despite this growth, there are few comprehensive assessments of the literature on learning in environmental policy. This article fills this gap by providing insights on the overall coherence and impact of this body of scholarship. To do so, we analyze a sample of 163 articles from 2004 to 2014 using a standardized coding framework. The results provide an in-depth assessment of the status of the literature on learning in the context of environmental policy, as well as the quality of the literature. We demonstrate that despite the diversity in research questions and goals, the literature is lacking with respect to diversity in cases and context, theoretical development, clear conceptualization and operationalization of learning, and advancements in empirical approaches to study learning. From these insights, we discuss the challenges and opportunities for scholars in studying learning and provide recommendations for building the theoretical and methodological rigor of the field.
