To design effective adaptation measures to a heating climate, decision-makers need a state-of-the-art, regional and sector-specific knowledge about future climate impacts. Tailoring this information to the needs of policymakers requires collaboration between scientists and stakeholders. A lot of literature on design principles and comprehension of scientific visualisations exists. However, the links between objective comprehension, perceived usefulness for communication and aesthetics of climate change impact maps have rarely been analysed in empirical studies. In a co-design effort together with stakeholders in adaptation planning and climate change communication experts, regional climate change impact maps were developed and published as open-access dataset. The comprehension, aesthetics and perceived usefulness of different map design features were qualitatively and quantitatively evaluated in a two-step survey. Designs with less information density were understood best, found most aesthetical and useful for communication practice. Uncertainties were deemed necessary by participants, but not understood well when combined with other variables on the same map sheet. Map understanding varied significantly with the cognitive difficulty of a task. This difference was robust over user groups. Co-designing maps at the science-policy interface have the potential to create more useful and comprehensible communication materials and thus supports adaptation planning with the best available information on future climate impacts.

‘A picture is worth a thousand words’ and ‘seeing is believing’. Clearly, images are considered to be incredibly powerful communication tools. The project ‚Images of Change’, which is funded by the Austrian Climate Research Program, wants to harness the power of visuals in climate change communication. To do so, the project focusses at developing different visual communication formats aimed at young adults, with the goal to support a better understanding of facts and invite climate friendly behavior as well as policy acceptance. In order to hit the ground running, existing (visual) climate change communication formats of different national meteorological and environmental organizations, academia, the media as well as non- governmental organizations (NGOs) were collected, analyzed and compared to best practices as reported in climate communication research. Here, we will present an overview of the key findings from psychological as well as communication research on how to successfully communicate the causes, impacts and solutions of climate change to non-scientists. Specifics on how to engage young adults as well as how to implement visuals in climate change communication in order to achieve the highest impact and increase the motivation to act in a climate friendly manner will also be highlighted. Finally, a selection of existing visual communication campaigns will be presented and discussed. Based on these formats, we will take a deeper look into how the best practice guidelines postulated by the communication science community may be implemented in our own work as climate communicators in academia as well as national weather services.

Participation is usually regarded as a good practice in environmental policymaking, but its effects on policy strategies are unclear. Based on literature research, surveys, and interviews with participants, the present paper assesses whether decisional participation in formulating Austria’s National Adaptation Strategy (NAS) was worth the effort. Assessed against the goals of the participation process, we find that it raised awareness for adaptation and facilitated an exchange among the participants and that it improved the content of the NAS. However, regarding the goal of enhancing the acceptance of and commitment to the NAS, we find that this has been achieved among those who participated but not among high-level policymakers who are responsible for implementing the NAS. We conclude that (decisional) participation has its benefits in formulating comprehensive policy strategies but that it is most likely not able to overhaul their well-documented weaknesses, among them weak political commitment and implementation failures.

Over the last years, communicating climate change adaptation has gained increasing attention in science and practise. This paper provides an overview of existing adaptation communication formats in ten OECD countries and offers recommendations for their successful design. Via online search we identified 278 communication formats on climate change adaptation. Based on a literature review and a consultation process with climate and communication experts from science and practise, a list of 16 success factors for adaptation communication was compiled with regard to communication content, target group adequacy, adaptation motivation and communication evaluation. Using the success factors as evaluation criteria, we analysed the 278 formats. The analysis yields 13 good practise examples that can inspire future adaptation communication. Following our discussion which of the success factors have not yet been sufficiently addressed we propose going beyond the content level and address emotions, norms and values as well as making use of trusted messengers.

Progress in formulating and implementing effective adaptation policies is often hampered by a wide variety of barriers that are well documented in the literature. Among the barriers are lack of awareness, certainty, resources and political commitment. Since these and other barriers can be overcome (e.g., by raising awareness, closing knowledge gaps, and increasing resources), numerous decision-support frameworks (mainly written guidelines) have been developed for this purpose. The present paper takes stock of both the barriers in adaptation policymaking, as documented in the literature, and the guidelines that aim to facilitate public policies on climate change adaptation. It then compares to what degree selected adaptation guidelines serve as knowledge-brokerage tools that provide guidance on how to overcome the barriers addressed in the scientific literature. The comparison shows that adaptation guidelines address barriers of adaptation policymaking neither comprehensively nor systematically. Since most adaptation guidelines focus on (subjective) experiences with good practices than on empirical research findings, we conclude that they represent a missed opportunity of scientific knowledgebrokerage in climate change adaptation.

Rural alpine areas are affected by climate change in multiple ways. Today, many lower regions already face challenges in winter. However, several authors indicated new potentials for near-metropolitan areas in summer. As the first study for a metropolitan area, this paper discusses results of a large-scale quantitative survey (n = 877) from Vienna (Austria) to evaluate the intentions of urban residents to seek refreshment in nearby mountainous regions. The results regarding their adaptation behavior confirm the likely increase in demand to escape to nearby refreshing areas during heatwaves. This trend could lead to (re-)vitalization potential for rural near-metropolitan areas in Eastern Austria, which are often characterized by depopulation and degradation of infrastructure. A closer look at the respondents&rsquo, mobility behavior, reveals a high risk for unsustainable developments. Although the high and increasing share of car-free households in Vienna would suggest a strong demand for public transport, the likelihood to travel by car towards such destinations is high even among this group. Focusing predominantly on on-site mobility offers would be recommended since many travelers did not use their car within the destination. At last, the attractiveness of climate-friendly travel options is discussed considering mobility-related needs and preferences of three touristic motive groups.

This chapter focuses on the needs and opportunities as well as the constraints and barriers with respect to mitigation and adaptation to climate change. While the chapter concentrates mainly on Austria, information is provided on the global and EU level to the extent they are relevant for Austria. Section 1.1 discusses the targets already specified for mitigation at the global level, as well as technologies that are already available or are emerging with the potential to meet the challenges and associated costs. In particular, the progress achieved by IPCC and UNFCCC bodies, as well as EU policies and national scale policies and measures are reviewed. Section 1.2, on adaptation to climate change, addresses the different concepts developed at the international scale, reviews progress on the EU and Austrian national adaptation strategy, and characterizes the different types of adaptation relevant over short, medium and long term timescales. The costs of inaction are also addressed. Again, progress achieved by IPCC and UNFCCC bodies, as well as EU policies (green and white papers, etc.) and national scale policies and measures (national adaptation strategy) will be reviewed. This includes the progress made on adaptation planning, implementation, and integration in vulnerable sectors. Section 1.3 highlights the synergies and trade-offs that may emerge among adaptation and mitigation and hence explains the importance of a holistic approach. This also includes a discussion of mainstreaming of mitigation and adaptation into other policy areas. Section 1.4 identifies the barriers for mitigation and adaptation, including obstacles at the individual, social, political and economic levels. Moreover, barriers of insufficient knowledge and uncertainties are addressed. Finally, approaches for overcoming these barriers are summarized and needs for future research are highlighted.

The aim of this report is to ascertain priority concerns for further climate proofing action through opposing current EU efforts to different threats, and suggest complementary options (cf. chapter 3) for the following four sectors: (1) Energy, (2) Transport infrastructure, (3) Urban areas, and (4) Agriculture. A final selection of measures to be assessed with a view to their costs and economic, social and environmental impacts was agreed at the first interim meeting with the Commission. Measures already part of EU wide assessment projects were not part of the assessment. In a first step (chapter 3) key policy areas have been screened to identify adaptation measures. A final selection of measures agreed with the Commission was further processed in terms of costing (chapter 4) and the assessment of impacts (chapter 5).
