The purpose of the addendum is to document the findings from the Year 2 student achievement analyses of a teacher-level randomized experiment, which was designed to examine the implementation and impact of a scalable version of the 2-year MyTeachingPartner Secondary (MTP-S) program as part of a federally-funded Education Innovation and Research (EIR) project. Due to COVID-caused delays, we were unable to include findings about the impact of MTP-S on Year 2 student achievement in the final report produced at the end of the EIR project (Wayne et al., 2023). With the support of a grant from the William T. Grant Foundation, we were able to complete the collection and analyses of Year 2 student achievement data presented in this addendum. Similar to the Year 1 student achievement findings presented in our EIR final project report, the Year 2 student achievement findings did not reveal any significant program impact on students' math or English language arts achievement at the end of the 2-year program. Findings from this study need to be interpreted with caution given study limitations resulting largely from the influence of the pandemic.

The four-day school week is a school calendar that has become increasingly common following the COVID-19 pandemic. Proponents of the calendar often claim that offering teachers a regular 3-day weekend will help schools better retain existing teachers and recruit new teachers to their district without incurring additional costs due to higher salaries or other pecuniary benefits. However, there is scant empirical evidence assessing these claims. I use difference-in-differences and synthetic difference-in-differences models to assess the impact of four-day school week calendars on teacher retention and teacher quality in Arkansas. I find evidence that the calendar may help retain teachers who otherwise would have moved to another school and suggestive evidence that retention in non-adopting schools may be harmed by the four-day school week adoption in nearby districts. Results examining changes in teacher quality are inconclusive. These results have significant implications given the rapid growth in four-day school week calendars in recent years.

Attracting and retaining high-quality teachers is a pressing policy concern. Increasing teacher salaries and creating more attractive compensation packages are often proposed as a potential solution. Signed into law in March 2023, the LEARNS Act increased Arkansas's minimum teacher salary from $36,000 to $50,000, guaranteed all teachers a minimum raise of $2,000, and added flexibility allowing school districts to deviate from seniority-based traditional salary schedules. To study school districts' adjustments to the new legislation, we collected information about districts' teacher compensation policies one year before and the first year of implementation. We also integrated this data with teachers' administrative records to study patterns of teacher retention and mobility. Our results reveal a more equitable distribution of starting teacher salaries across districts, with minimal variation. The LEARNS Act notably increased funding for rural and high-poverty districts, mitigating the negative association between starting salaries and district poverty rates. However, the initial effects on teacher retention and mobility were modest. While some positive trends emerged, such as reduced probabilities of teachers transitioning to non-instructional roles and increased new teacher placement in geographic areas of shortage, broader impacts on retention and mobility were limited in the first year of implementation.

A later school start time policy has been recommended as a solution to adolescents' sleep deprivation. We estimated the impacts of later school start times on adolescents' sleep and substance use by leveraging a quasi-experiment in which school start time was delayed in some regions in South Korea. A later school start time policy was implemented in 2014 and 2015, which delayed school start times approximately 30-90 minutes. We applied difference-in-differences and event-study designs to longitudinal data on a nationally-representative cohort of adolescents from 2010 to 2015, which annually tracked sleep and substance use of 1,133 adolescents from grade 7 through grade 12. The adoption of a later school start time policy was initially associated with a 19-minute increase in sleep duration (95% CI, 5.52 to 32.04), driven by a delayed wake time and consistent bedtime. The policy was also associated with statistically significant reductions in monthly smoking and drinking frequencies. However, approximately a year after implementation, the observed increase in sleep duration shrank to 7-minute (95% CI, -12.60 to 25.86) and became statistically nonsignificant. Similarly, the observed reduction in smoking and drinking was attenuated a year after. Our findings suggest that policies that increase sleep in adolescents may have positive effects on health behaviors, but additional efforts may be required to sustain positive impacts over time. Physicians and education and health policymakers should consider the long-term effects of later school start times on adolescent health and well-being.

We use student-level data on elementary special education identification from Washington state to explore student identification rates in the months immediately after the onset of the COVID-19 pandemic and over 2 subsequent years. Special education identification rates dropped dramatically in March 2020 through the end of the 2019-20 school year and remained below historical norms through 2020-21 before returning to pre-pandemic levels early in 2021-22. The magnitude of these effects implies that over 8,000 fewer elementary students were identified for special education services during the pandemic in Washington than would have been expected based on prior trends.

There has been a paradigm shift from accommodations to the identification of levels of accessibility (e.g., universal features, designated features, and accommodations). A consequence of this shift is that many students with disabilities who previously were assigned accommodations now access many of them as universal or designated features. This Brief highlights what states and Individualized Education Program (IEP) teams can do to avoid possible unintended consequences of the paradigm shift.

In order to solve problems of practical importance, quantum computers will likely need to incorporate quantum error correction, where a logical qubit is redundantly encoded in many noisy physical qubits. The large physical-qubit overhead typically associated with error correction motivates the search for more hardware-efficient approaches. Here, using a microfabricated superconducting quantum circuit, we realize a logical qubit memory formed from the concatenation of encoded bosonic cat qubits with an outer repetition code of distance $d=5$. The bosonic cat qubits are passively protected against bit flips using a stabilizing circuit. Cat-qubit phase-flip errors are corrected by the repetition code which uses ancilla transmons for syndrome measurement. We realize a noise-biased CX gate which ensures bit-flip error suppression is maintained during error correction. We study the performance and scaling of the logical qubit memory, finding that the phase-flip correcting repetition code operates below threshold, with logical phase-flip error decreasing with code distance from $d=3$ to $d=5$. Concurrently, the logical bit-flip error is suppressed with increasing cat-qubit mean photon number. The minimum measured logical error per cycle is on average $1.75(2)\%$ for the distance-3 code sections, and $1.65(3)\%$ for the longer distance-5 code, demonstrating the effectiveness of bit-flip error suppression throughout the error correction cycle. These results, where the intrinsic error suppression of the bosonic encodings allows us to use a hardware-efficient outer error correcting code, indicate that concatenated bosonic codes are a compelling paradigm for reaching fault-tolerant quantum computation., Comment: Comments on the manuscript welcome!

The MIT/IEEE/Amazon GraphChallenge encourages community approaches to developing new solutions for analyzing graphs and sparse data derived from social media, sensor feeds, and scientific data to discover relationships between events as they unfold in the field. The anonymized network sensing Graph Challenge seeks to enable large, open, community-based approaches to protecting networks. Many large-scale networking problems can only be solved with community access to very broad data sets with the highest regard for privacy and strong community buy-in. Such approaches often require community-based data sharing. In the broader networking community (commercial, federal, and academia) anonymized source-to-destination traffic matrices with standard data sharing agreements have emerged as a data product that can meet many of these requirements. This challenge provides an opportunity to highlight novel approaches for optimizing the construction and analysis of anonymized traffic matrices using over 100 billion network packets derived from the largest Internet telescope in the world (CAIDA). This challenge specifies the anonymization, construction, and analysis of these traffic matrices. A GraphBLAS reference implementation is provided, but the use of GraphBLAS is not required in this Graph Challenge. As with prior Graph Challenges the goal is to provide a well-defined context for demonstrating innovation. We present new Galactic reddening maps of the high Galactic latitude sky using DESI imaging and spectroscopy. We directly measure the reddening of 2.6 million stars by comparing the observed stellar colors in $g-r$ and $r-z$ from DESI imaging with the synthetic colors derived from DESI spectra from the first two years of the survey. The reddening in the two colors is on average consistent with the \cite{fitzpatrick_correcting_1999} extinction curve with $R_\mathrm{V}=3.1$. We find that our reddening maps differ significantly from the commonly used \cite{schlegel_maps_1998} (SFD) reddening map (by up to 80 mmag in $E(B-V)$), and we attribute most of this difference to systematic errors in the SFD map. To validate the reddening map, we select a galaxy sample with extinction correction based on our reddening map, and this yields significantly better uniformity than the SFD extinction correction. Finally, we discuss the potential systematic errors in the DESI reddening measurements, including the photometric calibration errors that are the limiting factor on our accuracy. Ultralight scalar fields can experience runaway `superradiant' amplification near spinning black holes, resulting in a macroscopic `axion cloud' which slowly dissipates via continuous monochromatic gravitational waves. For a particular range of boson masses, $\mathcal{O}(10^{-11}$ -- $10^{-10})$ eV, an axion cloud will radiate in the $10$ -- $100$ kHz band of the Levitated Sensor Detector (LSD). Using fiducial models of the mass, spin, and age distributions of stellar-origin black holes, we simulate the present-day Milky Way population of these hypothetical objects. As a first step towards assessing the LSD's sensitivity to the resultant ensemble of GW signals, we compute the corresponding signal-to-noise ratios which build up over a nominal integration time of $10^{7}$ s, assuming the projected sensitivity of the $1$-m LSD prototype currently under construction, as well as for future $10$-m and $100$-m concepts. For a $100$-m cryogenic instrument, hundreds of resolvable signals could be expected if the boson mass $\mu$ is around $3\times10^{-11}$ eV, and this number diminishes with increasing $\mu$ up to $\approx 5.5\times10^{-11}$ eV. The much larger population of unresolved sources will produce a confusion foreground which could be detectable by a $10$-m instrument if $\mu \in (3-4.5)\times10^{-11}$ eV, or by a $100$-m instrument if $\mu \in (3-6)\times10^{-11}$ eV.

Understanding what is normal is a key aspect of protecting a domain. Other domains invest heavily in observational science to develop models of normal behavior to better detect anomalies. Recent advances in high performance graph libraries, such as the GraphBLAS, coupled with supercomputers enables processing of the trillions of observations required. Optically-levitated dielectric objects are promising for precision force, acceleration, torque, and rotation sensing due to their extreme environmental decoupling. While many levitated opto-mechanics experiments employ spherical objects, for some applications non-spherical geometries offer advantages. For example, rod-shaped or dumbbell shaped particles have been demonstrated for torque and rotation sensing and high aspect ratio plate-like particles can exhibit reduced photon recoil heating and may be useful for high-frequency gravitational wave detection or as high bandwidth accelerometers. To achieve optimal sensitivity, cooling, and quantum control in these systems, it is beneficial to achieve optimal displacement detection using scattered light. We describe and numerically implement a method based on Fisher information that is applicable to suspended particles of arbitrary geometry. We demonstrate the agreement between our method and prior methods employed for spherical particles, both in the Rayleigh and Lorentz-Mie regimes. As practical examples we analyze the optical detection limits of an optically-levitated high-aspect-ratio disc-like dielectric object and a rod-shaped object for configurations recently realized in experimental work., Comment: 8 pages, 6 figures

The study of animal diets and the proportional contribution that different foods make to their diets is an important task in ecology. Stable Isotope Mixing Models (SIMMs) are an important tool for studying an animal's diet and understanding how the animal interacts with its environment. We present cosimmr, a new R package designed to include covariates when estimating diet proportions in SIMMs, with simple functions to produce plots and summary statistics. The inclusion of covariates allows for users to perform a more in-depth analysis of their system and to gain new insights into the diets of the organisms being studied. A common problem with the previous generation of SIMMs is that they are very slow to produce a posterior distribution of dietary estimates, especially for more complex model structures, such as when covariates are included. The widely-used Markov chain Monte Carlo (MCMC) algorithm used by many traditional SIMMs often requires a very large number of iterations to reach convergence. In contrast, cosimmr uses Fixed Form Variational Bayes (FFVB), which we demonstrate gives up to an order of magnitude speed improvement with no discernible loss of accuracy. We provide a full mathematical description of the model, which includes corrections for trophic discrimination and concentration dependence, and evaluate its performance against the state of the art MixSIAR model. Whilst MCMC is guaranteed to converge to the posterior distribution in the long term, FFVB converges to an approximation of the posterior distribution, which may lead to sub-optimal performance. However we show that the package produces equivalent results in a fraction of the time for all the examples on which we test. The package is designed to be user-friendly and is based on the existing simmr framework.

Autonomous motorsports aim to replicate the human racecar driver with software and sensors. As in traditional motorsports, Autonomous Racing Vehicles (ARVs) are pushed to their handling limits in multi-agent scenarios at extremely high ($\geq 150mph$) speeds. This Operational Design Domain (ODD) presents unique challenges across the autonomy stack. The Indy Autonomous Challenge (IAC) is an international competition aiming to advance autonomous vehicle development through ARV competitions. While far from challenging what a human racecar driver can do, the IAC is pushing the state of the art by facilitating full-sized ARV competitions. This paper details the MIT-Pitt-RW Team's approach to autonomous racing in the IAC. In this work, we present our modular and fast approach to agent detection, motion planning and controls to create an autonomy stack. We also provide analysis of the performance of the software stack in single and multi-agent scenarios for rapid deployment in a fast-paced competition environment. We also cover what did and did not work when deployed on a physical system the Dallara AV-21 platform and potential improvements to address these shortcomings. The VoxCeleb Speaker Recognition Challenges (VoxSRC) were a series of challenges and workshops that ran annually from 2019 to 2023. The challenges primarily evaluated the tasks of speaker recognition and diarisation under various settings including: closed and open training data; as well as supervised, self-supervised, and semi-supervised training for domain adaptation. The challenges also provided publicly available training and evaluation datasets for each task and setting, with new test sets released each year. In this paper, we provide a review of these challenges that covers: what they explored; the methods developed by the challenge participants and how these evolved; and also the current state of the field for speaker verification and diarisation. We chart the progress in performance over the five installments of the challenge on a common evaluation dataset and provide a detailed analysis of how each year's special focus affected participants' performance. This paper is aimed both at researchers who want an overview of the speaker recognition and diarisation field, and also at challenge organisers who want to benefit from the successes and avoid the mistakes of the VoxSRC challenges. The magnetic properties of hole quantum dots in Ge are sensitive to their shape due to the interplay between strong spin-orbit coupling and confinement. We show that the split-off band, surrounding SiGe layers, and hole-hole interactions have a strong influence on calculations of the effective $g$ factor of a lithographic quantum dot in a Ge/SiGe heterostructure. Comparing predictions from a model including these effects to raw magnetospectroscopy data, we apply maximum-likelihood estimation to infer the shape of a quantum dot with up to four holes. We expect that methods like this will be useful in assessing qubit-to-qubit variability critical to further scaling quantum computing technologies based on spins in semiconductors., Comment: 9 pages, 6 figures

Transiting giant exoplanets around M-dwarf stars (GEMS) are rare, owing to the low-mass host stars. However, the all-sky coverage of TESS has enabled the detection of an increasingly large number of them to enable statistical surveys like the \textit{Searching for GEMS} survey. As part of this endeavour, we describe the observations of six transiting giant planets, which includes precise mass measurements for two GEMS (K2-419Ab, TOI-6034b) and statistical validation for four systems, which includes validation and mass upper limits for three of them (TOI-5218b, TOI-5616b, TOI-5634Ab), while the fourth one -- TOI-5414b is classified as a `likely planet'. Our observations include radial velocities from the Habitable-zone Planet Finder on the Hobby-Eberly Telescope, and MAROON-X on Gemini-North, along with photometry and high-contrast imaging from multiple ground-based facilities. In addition to TESS photometry, K2-419Ab was also observed and statistically validated as part of the K2 mission in Campaigns 5 and 18, which provides precise orbital and planetary constraints despite the faint host star and long orbital period of $\sim 20.4$ days. With an equilibrium temperature of only 380 K, K2-419Ab is one of the coolest known well-characterized transiting planets. TOI-6034 has a late F-type companion about 40\arcsec~away, making it the first GEMS host star to have an earlier main-sequence binary companion. Quantum error correction provides a path to reach practical quantum computing by combining multiple physical qubits into a logical qubit, where the logical error rate is suppressed exponentially as more qubits are added. However, this exponential suppression only occurs if the physical error rate is below a critical threshold. In this work, we present two surface code memories operating below this threshold: a distance-7 code and a distance-5 code integrated with a real-time decoder. The logical error rate of our larger quantum memory is suppressed by a factor of $\Lambda$ = 2.14 $\pm$ 0.02 when increasing the code distance by two, culminating in a 101-qubit distance-7 code with 0.143% $\pm$ 0.003% error per cycle of error correction. This logical memory is also beyond break-even, exceeding its best physical qubit's lifetime by a factor of 2.4 $\pm$ 0.3. We maintain below-threshold performance when decoding in real time, achieving an average decoder latency of 63 $\mu$s at distance-5 up to a million cycles, with a cycle time of 1.1 $\mu$s. To probe the limits of our error-correction performance, we run repetition codes up to distance-29 and find that logical performance is limited by rare correlated error events occurring approximately once every hour, or 3 $\times$ 10$^9$ cycles. The LPC EFT workshop was held April 25-26, 2024 at the University of Notre Dame. The workshop was organized into five thematic sessions: "how far beyond linear" discusses issues of truncation and validity in interpretation of results with an eye towards practicality; "reconstruction-level results" visits the question of how best to design analyses directly targeting inference of EFT parameters; "logistics of combining likelihoods" addresses the challenges of bringing a diverse array of measurements into a cohesive whole; "unfolded results" tackles the question of designing fiducial measurements for later use in EFT interpretations, and the benefits and limitations of unfolding; and "building a sample library" addresses how best to generate simulation samples for use in data analysis. This document serves as a summary of presentations, subsequent discussions, and actionable items identified over the course of the workshop.

Development of methods to control the directional and spectral characteristics of thermal radiation from metallic surfaces is a critical factor enabling many important thermal management applications. In this paper, we study the thermal emission properties of functionalized aluminum surfaces produced through femtosecond laser surface processing (FLSP). These types of surfaces have recently been found to exhibit near-unity broadband omnidirectional emissivity. However, their ultrabroadband absorption response includes visible and near-infrared (IR) radiation, in addition to the mid-IR range, which limits their use as daytime passive radiative cooling devices. Here, we present ways to solve this problem by demonstrating a new design that uses a dielectric Bragg visible light reflector to accurately control the thermal emission spectra of the FLSP surface with the goal of achieving high performance daytime radiative cooling operation. In addition, we propose other designs based on dielectric multilayer structures to further tailor and control the spectra and thermal emission angles of the FLSP surfaces leading to narrowband and broadband directional thermal radiation. The presented photonic engineering approach combined with FLSP structures will be beneficial to various emerging applications, such as radiative cooling, thermal sensing, and thermophotovoltaics.

Anonymity is an important principle online. However, malicious actors have long used misleading identities to conduct fraud, spread disinformation, and carry out other deceptive schemes. With the advent of increasingly capable AI, bad actors can amplify the potential scale and effectiveness of their operations, intensifying the challenge of balancing anonymity and trustworthiness online. In this paper, we analyze the value of a new tool to address this challenge: "personhood credentials" (PHCs), digital credentials that empower users to demonstrate that they are real people -- not AIs -- to online services, without disclosing any personal information. Such credentials can be issued by a range of trusted institutions -- governments or otherwise. A PHC system, according to our definition, could be local or global, and does not need to be biometrics-based. Two trends in AI contribute to the urgency of the challenge: AI's increasing indistinguishability from people online (i.e., lifelike content and avatars, agentic activity), and AI's increasing scalability (i.e., cost-effectiveness, accessibility). Drawing on a long history of research into anonymous credentials and "proof-of-personhood" systems, personhood credentials give people a way to signal their trustworthiness on online platforms, and offer service providers new tools for reducing misuse by bad actors. In contrast, existing countermeasures to automated deception -- such as CAPTCHAs -- are inadequate against sophisticated AI, while stringent identity verification solutions are insufficiently private for many use-cases. After surveying the benefits of personhood credentials, we also examine deployment risks and design challenges. The radial velocity catalog from the Apache Point Observatory Galactic Evolution Experiment (APOGEE) is unique in its simultaneously large volume and high precision as a result of its decade-long survey duration, multiplexing (600 fibers), and spectral resolution of $R \sim 22,500$. However, previous data reductions of APOGEE have not fully realized the potential radial velocity (RV) precision of the instrument. Here we present an RV catalog based on a new reduction of all 2.6 million visits of APOGEE DR17 and validate it against improved estimates for the theoretical RV performance. The core ideas of the new reduction are the simultaneous modeling of all components in the spectra, rather than a separate subtraction of point estimates for the sky, and a marginalization over stellar types, rather than a grid search for an optimum. We show that this catalog, when restricted to RVs measured with the same fiber, achieves noise-limited precision down to 30 m/s and delivers well-calibrated uncertainties. We also introduce a general method for calibrating fiber-to-fiber constant RV offsets and demonstrate its importance for high RV precision work in multi-fiber spectrographs. After calibration, we achieve 47 m/s RV precision on the combined catalog with RVs measured with different fibers. We introduce Imagen 3, a latent diffusion model that generates high quality images from text prompts. We describe our quality and responsibility evaluations. Imagen 3 is preferred over other state-of-the-art (SOTA) models at the time of evaluation. In addition, we discuss issues around safety and representation, as well as methods we used to minimize the potential harm of our models.

Developing self-supervised learning (SSL) models that can learn universal and transferable representations of H&E gigapixel whole-slide images (WSIs) is becoming increasingly valuable in computational pathology. These models hold the potential to advance critical tasks such as few-shot classification, slide retrieval, and patient stratification. Existing approaches for slide representation learning extend the principles of SSL from small images (e.g., 224 x 224 patches) to entire slides, usually by aligning two different augmentations (or views) of the slide. Yet the resulting representation remains constrained by the limited clinical and biological diversity of the views. Instead, we postulate that slides stained with multiple markers, such as immunohistochemistry, can be used as different views to form a rich task-agnostic training signal. To this end, we introduce Madeleine, a multimodal pretraining strategy for slide representation learning. Madeleine is trained with a dual global-local cross-stain alignment objective on large cohorts of breast cancer samples (N=4,211 WSIs across five stains) and kidney transplant samples (N=12,070 WSIs across four stains). We demonstrate the quality of slide representations learned by Madeleine on various downstream evaluations, ranging from morphological and molecular classification to prognostic prediction, comprising 21 tasks using 7,299 WSIs from multiple medical centers. Modern artificial intelligence (AI) systems are powered by foundation models. This paper presents a new set of foundation models, called Llama 3. It is a herd of language models that natively support multilinguality, coding, reasoning, and tool usage. Our largest model is a dense Transformer with 405B parameters and a context window of up to 128K tokens. This paper presents an extensive empirical evaluation of Llama 3. We find that Llama 3 delivers comparable quality to leading language models such as GPT-4 on a plethora of tasks. We publicly release Llama 3, including pre-trained and post-trained versions of the 405B parameter language model and our Llama Guard 3 model for input and output safety. The paper also presents the results of experiments in which we integrate image, video, and speech capabilities into Llama 3 via a compositional approach. We observe this approach performs competitively with the state-of-the-art on image, video, and speech recognition tasks. The resulting models are not yet being broadly released as they are still under development.

The degree of alignment between a star's spin axis and the orbital plane of its planets (the stellar obliquity) is related to interesting and poorly understood processes that occur during planet formation and evolution. Hot Jupiters orbiting hot stars ($\gtrsim$6250 K) display a wide range of obliquities, while similar planets orbiting cool stars are preferentially aligned. Tidal dissipation is expected to be more rapid in stars with thick convective envelopes, potentially explaining this trend. Evolved stars provide an opportunity to test the damping hypothesis, particularly stars that were hot on the main sequence and have since cooled and developed deep convective envelopes. We present the first systematic study of the obliquities of hot Jupiters orbiting subgiants that recently developed convective envelopes using Rossiter-McLaughlin observations. Our sample includes two newly discovered systems in the Giants Transiting Giants Survey (TOI-6029 b, TOI-4379 b). We find that the orbits of hot Jupiters orbiting subgiants that have cooled below $\sim$6250 K are aligned or nearly aligned with the spin-axis of their host stars, indicating rapid tidal realignment after the emergence of a stellar convective envelope. We place an upper limit for the timescale of realignment for hot Jupiters orbiting subgiants at $\sim$500 Myr. Comparison with a simplified tidal evolution model shows that obliquity damping needs to be $\sim$4 orders of magnitude more efficient than orbital period decay to damp the obliquity without destroying the planet, which is consistent with recent predictions for tidal dissipation from inertial waves excited by hot Jupiters on misaligned orbits., Comment: 22 pages, 14 figures, 3 tables

Pulsar-timing-array experiments have reported evidence for a stochastic background of nanohertz gravitational waves consistent with the signal expected from a population of supermassive--black-hole binaries. Those analyses assume power-law spectra for intrinsic pulsar noise and for the background, as well as a Hellings--Downs cross-correlation pattern among the gravitational-wave--induced residuals across pulsars. These assumptions are idealizations that may not be realized in actuality. We test them in the NANOGrav 15 yr data set using Bayesian posterior predictive checks: after fitting our fiducial model to real data, we generate a population of simulated data-set replications, and use them to assess whether the optimal-statistic significance, inter-pulsar correlations, and spectral coefficients assume extreme values for the real data when compared to the replications. We confirm that the NANOGrav 15 yr data set is consistent with power-law and Hellings--Downs assumptions. We also evaluate the evidence for the stochastic background using posterior-predictive versions of the frequentist optimal statistic and of Bayesian model comparison, and find comparable significance (3.2\ $\sigma$ and 3\ $\sigma$ respectively) to what was previously reported for the standard statistics. We conclude with novel visualizations of the reconstructed gravitational waveforms that enter the residuals for each pulsar. We present foundation language models developed to power Apple Intelligence features, including a ~3 billion parameter model designed to run efficiently on devices and a large server-based language model designed for Private Cloud Compute. These models are designed to perform a wide range of tasks efficiently, accurately, and responsibly. This report describes the model architecture, the data used to train the model, the training process, how the models are optimized for inference, and the evaluation results. We highlight our focus on Responsible AI and how the principles are applied throughout the model development.

JWST has discovered a large population of Active Galactic Nuclei (AGN) at high redshift. Many of these newly discovered AGN have broad permitted lines (typically H$\alpha$), but are extremely weak in the X-rays. Here we present the NIRSpec spectrum of the most extreme of these objects, GN-28074, an AGN at $z=2.26$ with prominent Balmer, Paschen and \HeI broad lines, and with the highest limit on the bolometric to X-ray luminosity ratio among all spectroscopically confirmed AGN in GOODS. This source is also characterized by a mid-IR excess, most likely associated with the AGN torus' hot dust. The high bolometric luminosity and moderate redshift of this AGN allow us to explore its properties more in depth relative to other JWST-discovered AGN. The NIRSpec spectrum reveals prominent, slightly blueshifted absorption of H$\alpha$, H$\beta$ and \HeI$\lambda$10830. The Balmer absorption lines require gas with densities of $n_{\rm H}> 10^8~{\rm cm}^{-3}$, inconsistent with an ISM origin, but fully consistent with clouds in the Broad Line Region (BLR). This finding suggests that at least part of the X-ray weakness is due to high (Compton thick) X-ray absorption by (dust-free) clouds in the BLR, or in its outer, slowly outflowing regions. GN-28074 is also extremely radio-weak. The radio weakness can also be explained in terms of absorption, as the inferred density of the clouds responsible for H$\alpha$ absorption makes them optically thick to radio emission through free-free absorption. Alternatively, in this and other JWST-discovered AGN, the nuclear magnetic field may have not developed properly yet, resulting both in intrinsically weak radio emission and also lack of hot corona, hence intrinsic X-ray weakness. Finally, we show that recently proposed scenarios, invoking hyper-dense and ultra-metal-poor outflows or Raman scattering to explain the broad H$\alpha$, are completely ruled out., Comment: 21 pages 8 figures in main text. In order to develop robots that can effectively serve as versatile and capable home assistants, it is crucial for them to reliably perceive and interact with a wide variety of objects across diverse environments. To this end, we proposed Open Vocabulary Mobile Manipulation as a key benchmark task for robotics: finding any object in a novel environment and placing it on any receptacle surface within that environment. We organized a NeurIPS 2023 competition featuring both simulation and real-world components to evaluate solutions to this task. Our baselines on the most challenging version of this task, using real perception in simulation, achieved only an 0.8% success rate; by the end of the competition, the best participants achieved an 10.8\% success rate, a 13x improvement. We observed that the most successful teams employed a variety of methods, yet two common threads emerged among the best solutions: enhancing error detection and recovery, and improving the integration of perception with decision-making processes. In this paper, we detail the results and methodologies used, both in simulation and real-world settings. We discuss the lessons learned and their implications for future research. Additionally, we compare performance in real and simulated environments, emphasizing the necessity for robust generalization to novel settings.

AI Infrastructure plays a key role in the speed and cost-competitiveness of developing and deploying advanced AI models. The current demand for powerful AI infrastructure for model training is driven by the emergence of generative AI and foundational models, where on occasion thousands of GPUs must cooperate on a single training job for the model to be trained in a reasonable time. Delivering efficient and high-performing AI training requires an end-to-end solution that combines hardware, software and holistic telemetry to cater for multiple types of AI workloads. In this report, we describe IBM's hybrid cloud infrastructure that powers our generative AI model development. This infrastructure includes (1) Vela: an AI-optimized supercomputing capability directly integrated into the IBM Cloud, delivering scalable, dynamic, multi-tenant and geographically distributed infrastructure for large-scale model training and other AI workflow steps and (2) Blue Vela: a large-scale, purpose-built, on-premises hosting environment that is optimized to support our largest and most ambitious AI model training tasks. Vela provides IBM with the dual benefit of high performance for internal use along with the flexibility to adapt to an evolving commercial landscape. Blue Vela provides us with the benefits of rapid development of our largest and most ambitious models, as well as future-proofing against the evolving model landscape in the industry. The youngest ($<$50 Myr) planets are vital to understand planet formation and early evolution. The 17 Myr system HIP 67522 is already known to host a giant ($\simeq$10$R_\oplus$) planet on a tight orbit. In the discovery paper, Rizzuto et al. 2020 reported a tentative single transit detection of an additional planet in the system using TESS. Here, we report the discovery of HIP 67522 c which matches with that single transit event. We confirm the signal with ground-based multi-wavelength photometry from Sinistro and MuSCAT4. At a period of 14.33 days, planet c is close to a 2:1 mean motion resonance with b (6.96 days or 2.06:1). The light curve shows distortions during many of the transits, which are consistent with spot crossing events and/or flares. Fewer stellar activity events are seen in the transits of planet b, suggesting that planet c is crossing a more active latitude. Such distortions, combined with systematics in the TESS light curve extraction, likely explain why planet c was previously missed., Comment: Accepted for publication in ApJ Letters

Timbre is a primary mode of expression in diverse musical contexts. However, prevalent audio-driven synthesis methods predominantly rely on pitch and loudness envelopes, effectively flattening timbral expression from the input. Our approach draws on the concept of timbre analogies and investigates how timbral expression from an input signal can be mapped onto controls for a synthesizer. Leveraging differentiable digital signal processing, our method facilitates direct optimization of synthesizer parameters through a novel feature difference loss. This loss function, designed to learn relative timbral differences between musical events, prioritizes the subtleties of graded timbre modulations within phrases, allowing for meaningful translations in a timbre space. Large language models (LLMs) are useful tools with the capacity for performing specific types of knowledge work at an effective scale. However, LLM deployments in high-risk and safety-critical domains pose unique challenges, notably the issue of ``hallucination,'' where LLMs can generate fabricated information. This is particularly concerning in settings such as drug safety, where inaccuracies could lead to patient harm. To mitigate these risks, we have developed and demonstrated a proof of concept suite of guardrails specifically designed to mitigate certain types of hallucinations and errors for drug safety, and potentially applicable to other medical safety-critical contexts. These guardrails include mechanisms to detect anomalous documents to prevent the ingestion of inappropriate data, identify incorrect drug names or adverse event terms, and convey uncertainty in generated content. We integrated these guardrails with an LLM fine-tuned for a text-to-text task, which involves converting both structured and unstructured data within adverse event reports into natural language. This method was applied to translate individual case safety reports, demonstrating effective application in a pharmacovigilance processing task. Our guardrail framework offers a set of tools with broad applicability across various domains, ensuring LLMs can be safely used in high-risk situations by eliminating the occurrence of key errors, including the generation of incorrect pharmacovigilance-related terms, thus adhering to stringent regulatory and quality standards in medical safety-critical environments., Comment: 27 pages, 6 figures, 4 tables and supplementary material provided

This report examines state portraits of a graduate and how state strategies for development and implementation can support future readiness. It also provides recommendations for state education agencies to consider to lift up the importance and visibility of these portraits. Several states have begun the process of developing a "portrait" or "profile of a graduate," which is a holistic look at the skills and competencies students need to master to thrive in work, postsecondary educational opportunities, community, and their personal lives. To better understand how states are utilizing the portrait of a graduate to prepare students for career and college, we conducted a scan of all 50 states to see which states had developed state-wide portraits of a graduate or visions of a high school graduate. The results inform the findings and recommendations of this report, including the skills states are highlighting as essential for students' future success and how states are making this vision actionable in service of cultivating future-ready graduates. As this review indicates, states are keenly aware that today's students will be called on to meet the growing challenges of the 21st century, as among the top skills are critical thinking and problem- solving, social awareness skills, and being an active citizen. Moreover, states deeply understand it is necessary to develop students' social and emotional skills and competencies. This report delves deeper into how states are implementing their portrait of a graduate to help students meet these expectations.

It is now well established that the COVID-19 pandemic had a devastating and unequal impact on student achievement. Test score declines were disproportionately large for historically marginalized students, exacerbating preexisting achievement gaps and threatening educational and economic inequality. In this paper, we use longitudinal student-level NWEA MAP Growth test data to estimate differences in test score declines for students at different points on the prepandemic test distribution. We also test the extent to which students' schools and districts accounted for these differences in declines. We find significant differences in learning loss by baseline achievement, with lower-achieving student's scores dropping 0.100 SD more in math and 0.113 SD more in reading than higher-achieving students' scores. We additionally show that the school a student attended accounts for about three-quarters of this widening gap in math achievement and about one-third in reading. The findings suggest school and district-level policies may have mattered more for learning loss than individual students' experiences within schools and districts. Such nuanced information regarding the variation in the pandemic's impacts on students is critical for policymakers and practitioners designing targeted academic interventions and for tracking disparities in academic recovery. Newsela contracted with LearnPlatform by Instructure (LearnPlatform), a third-party edtech research company, to examine the relationship between Newsela ELA usage and outcomes for students. LearnPlatform designed the study to satisfy Level II requirements (Moderate Evidence) according to the Every Student Succeeds Act (ESSA). The study included 2,464 6th-8th grade students (1,232 students who consistently used Newsela ELA (i.e., twice a week on average) and 1,232 students who did not use it) across 162 elementary and middle schools in a large, urban district in California. An average student not using Newsela ELA would be expected to score 4 percentile points higher on the Smarter Balanced Assessment Consortium ELA assessment (SBAC) had they used Newsela ELA. Similarly, an average Hispanic/Latino student not using Newsela ELA would be expected to score 5 percentile points higher on the SBAC had they used Newsela ELA. These findings were statistically significant at the p = 0.05 level.
