With the urgent need to implement the EU countries pledges and to monitor the effectiveness of Green Deal plan, Monitoring Reporting and Verification tools are needed to track how emissions are changing for all the sectors. Current official inventories only provide annual estimates of national CO2 emissions with a lag of 1+ year which do not capture the variations of emissions due to recent shocks including COVID lockdowns and economic rebounds, war in Ukraine. Here we present a near-real-time country-level dataset of daily fossil fuel and cement emissions from January 2019 through December 2021 for 27 EU countries and UK, which called Carbon Monitor Europe. The data are calculated separately for six sectors: power, industry, ground transportation, domestic aviation, international aviation and residential. Daily CO2 emissions are estimated from a large set of activity data compiled from different sources. The goal of this dataset is to improve the timeliness and temporal resolution of emissions for European countries, to inform the public and decision makers about current emissions changes in Europe.

The hydration products of cement materials can absorb atmospheric CO2, and this carbonation process provides an important decarbonization pathway for the cement industry. Global carbon sequestration by cement materials has been reported, but carbon uptake in different countries remains unquantified. Here, we quantify the national cement carbon uptake from 1928 to 2023 based on 58517 activity level data from 163 cement-producing countries and regions worldwide and 6186 carbonation parameters from detailed data records of 42 countries, and project their trend to 2024. The global CO2 uptake by cement materials increases from 7.74 Mt yr-1 (95 % confidence interval, CI: 5.84–9.85 Mt CO2 yr-1) in 1928 to 0.84 Gt yr-1 (95 % CI: 0.71–1.00 Gt yr-1) in 2023, and projected to rise to 0.86 Gt yr-1 (95 % CI: 0.73–1.02 CO2 yr-1) in 2024. The accumulated CO2 uptake from 1928 to 2023 is 21.26 Gt CO2 (95 % CI: 17.93–25.17 Gt CO2), which offsets about 46 % of the cement process emission (46.06 Gt CO2) in past 96 years. Simultaneously, the dominance in cement carbon uptake has shifted from the USA, Japan and some European countries to emerging economies such as China and India, which account for 38.0 % and 9.1 % of total CO2 uptake, respectively, in the last decade (2014–2023). By analyzing the long time-series carbon emission and uptake of the 42 countries with detailed data, we find they contributed 82.1 % of global cement CO2 uptake from 1928 to 2023, including 21 peaked countries and 21 non-peaked countries in cement emissions The annual carbon offset level (the ratio of uptake to process emission in a given year) shows a remarkable decrease due to the temporal lag of cement carbon uptake. This is significant for countries with higher cement imports, for example, the cement industry in Australia and Japan have achieved net-zero when considering the cement carbonation sink. Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere in a changing climate is critical to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe and synthesise datasets and methodologies to quantify the five major components of the global carbon budget and their uncertainties. Fossil CO2 emissions (EFOS) are based on energy statistics and cement production data, while emissions from land-use change (ELUC) are based on land-use and land-use change data and bookkeeping models. Atmospheric CO2 concentration is measured directly, and its growth rate (GATM) is computed from the annual changes in concentration. The ocean CO2 sink (SOCEAN) is estimated with global ocean biogeochemistry models and observation-based f CO2-products. The terrestrial CO2 sink (SLAND) is estimated with dynamic global vegetation models. Additional lines of evidence on land and ocean sinks are provided by atmospheric inversions, atmospheric oxygen measurements and Earth System Models. The sum of all sources and sinks results in the carbon budget imbalance (BIM), a measure of imperfect data and incomplete understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the year 2023, EFOS increased by 1.3 % relative to 2022, with fossil emissions at 10.1 ± 0.5 GtC yr-1 (10.3 ± 0.5 GtC yr-1 when the cement carbonation sink is not included), ELUC was 1.0 ± 0.7 GtC yr-1, for a total anthropogenic CO2 emission (including the cement carbonation sink) of 11.1 ± 0.9 GtC yr-1 (40.6 ± 3.2 GtCO2 yr-1). Also, for 2023, GATM was 5.9 ± 0.2 GtC yr-1 (2.79 ± 0.1 ppm yr-1), SOCEAN was 2.9 ± 0.4 GtC yr-1 and SLAND was 2.3 ± 1.0 GtC yr-1, with a near zero BIM (-0.02 GtC yr-1). The global atmospheric CO2 concentration averaged over 2023 reached 419.3 ± 0.1 ppm. Preliminary data for 2024, suggest an increase in EFOS relative to 2023 of +0.8 % (-0.3 % to 1.9 %) globally, and atmospheric CO2 concentration increased by 2.8 ppm reaching 422.5 ppm, 52 % above pre-industrial level (around 278 ppm in 1750). Overall, the mean and trend in the components of the global carbon budget are consistently estimated over the period 1959–2023, with a near-zero overall budget imbalance, although discrepancies of up to around 1 GtC yr-1 persist for the representation of annual to semi-decadal variability in CO2 fluxes. Comparison of estimates from multiple approaches and observations shows: (1) a persistent large uncertainty in the estimate of land-use changes emissions, (2) a low agreement between the different methods on the magnitude of the land CO2 flux in the northern extra-tropics, and (3) a discrepancy between the different methods on the mean ocean sink. This living data update documents changes in methods and datasets applied to this most-recent global carbon budget as well as evolving community understanding of the global carbon cycle. Monitoring the spatial distribution and trends in surface greenhouse gas (GHG) fluxes, as well as flux attribution to natural and anthropogenic processes, is essential to track progress under the Paris Agreement and to inform its global stocktake. This study updates earlier syntheses (Petrescu et al., 2020, 2021, 2023), provides a consolidated synthesis of CH 4 emissions using bottom-up (BU) and top-down (TD) approaches for the European Union (EU), and is expanded to include seven additional countries with large anthropogenic and/or natural emissions (the USA, Brazil, China, India, Indonesia, Russia, and the Democratic Republic of the Congo (DR Congo)). Our aim is to demonstrate the use of different emission estimates to help improve national GHG emission inventories for a diverse geographical range of stakeholders. We use updated national GHG inventories (NGHGIs) reported by Annex I parties under the United Nations Framework Convention on Climate Change (UNFCCC) in 2023 and the latest available biennial update reports (BURs) reported by non-Annex I parties. Comparing NGHGIs with other approaches highlights that different system boundaries are a key source of divergence. A key system boundary difference is whether anthropogenic and natural fluxes are included and, if they are, how fluxes belonging to these two sources are partitioned. Over the studied period, the total CH 4 emission estimates in the EU, the USA, and Russia show a steady decreasing trend since 1990, while for the non-Annex I emitters analyzed in this study, Brazil, China, India, Indonesia, and DR Congo, CH 4 emissions have generally increased. Quantitatively, in the EU the mean of 2015–2020 anthropogenic UNFCCC NGHGIs (15±1.8 Tg CH 4 yr -1) and the mean of the BU CH 4 emissions (17.8 (16–19) Tg CH 4 yr -1) generally agree on the magnitude, while inversions show higher emission estimates (medians of 21 (19–22) Tg CH 4 yr -1 and 24 (22–25) Tg CH 4 yr -1 for the three regional and six global inversions, respectively), as they include natural emissions, which for the EU were quantified at 6.6 Tg CH 4 yr -1 (Petrescu et al., 2023). Similarly, for the other Annex I parties in this study (the USA and Russia), the gap between the BU anthropogenic and total TD emissions is partly explained by the natural emissions. For the non-Annex I parties, anthropogenic CH 4 estimates from UNFCCC BURs show large differences compared to the other global-inventory-based estimates and even more compared to atmospheric ones. This poses an important potential challenge to monitoring the progress of the global CH 4 pledge and the global stocktake. Our analysis provides a useful baseline to prepare for the influx of inventories from non-Annex I parties as regular reporting starts under the enhanced transparency framework of the Paris Agreement. By systematically comparing the BU and TD methods, this study provides recommendations for more robust comparisons of available data sources and hopes to steadily engage more parties in using observational methods to complement their UNFCCC inventories, as well as considering their natural emissions. With anticipated improvements in atmospheric modeling and observations, as well as modeling of natural fluxes, future development needs to resolve knowledge gaps in the BU and TD approaches and to better quantify the remaining uncertainty. TD methods may emerge as a powerful tool to help improve NGHGIs of CH 4 emissions, but further confidence is needed in the comparability and robustness of the estimates. In the framework of the RECCAP2 initiative, we present the greenhouse gas (GHG) and carbon (C) budget of Europe. For the decade of the 2010s, we present a bottom‐up (BU) estimate of GHG net‐emissions of 3.9 Pg CO2‐eq. yr−1 (using a global warming potential on a 100 years horizon), which are largely dominated by fossil fuel emissions. In this decade, terrestrial ecosystems acted as a net GHG sink of 0.9 Pg CO2‐eq. yr−1, dominated by a CO2 sink that was partially counterbalanced by net emissions of CH4 and N2O. For CH4 and N2O, we find good agreement between BU and top‐down (TD) estimates from atmospheric inversions. However, our BU land CO2 sink is significantly higher than the TD estimates. We further show that decadal averages of GHG net‐emissions have declined by 1.2 Pg CO2‐eq. yr−1 since the 1990s, mainly due to a reduction in fossil fuel emissions. In addition, based on both data driven BU and TD estimates, we also find that the land CO2 sink has weakened over the past two decades. A large part of the European CO2 and C sinks is located in Northern Europe. At the same time, we find a decreasing trend in sink strength in Scandinavia, which can be attributed to an increase in forest management intensity. These are partly offset by increasing CO2 sinks in parts of Eastern Europe and Northern Spain, attributed in part to land use change. Extensive regions of high CH4 and N2O emissions are mainly attributed to agricultural activities and are found in Belgium, the Netherlands and the southern UK. We further analyzed interannual variability in the GHG budgets. The drought year of 2003 shows the highest net‐emissions of CO2 and of all GHGs combined. Plain Language Summary: We have synthesized the European budgets of carbon and the greenhouse gases (GHG) carbon dioxide, methane and nitrous oxide. This synthesis includes estimates of direct emissions from fossil fuel burning, industrial production, waste management and agriculture, as well as of sources and sinks in the terrestrial biosphere. Summing up the sources and sinks of the three GHGs, we estimate for the decade of the 2010s an average annual net‐emission of 3.9 billion tons of carbon dioxide equivalents. These net‐emissions are dominated by carbon dioxide from fossil fuel emissions (4.1 billion tons of carbon dioxide). In contrast, the terrestrial biosphere acts as a net sink of carbon dioxide, the effect of which is only partly counterbalanced by net emissions of methane and nitrous oxide. The net‐effect of the terrestrial biosphere's GHG budget is a sink of 0.9 billion tons of carbon dioxide equivalents per year. Over the last three decades, European GHG emissions have declined by 1.2 billion tons carbon dioxide equivalents per year, mainly due to reductions in fossil fuel emissions. However, the sink capacity of the terrestrial biosphere has diminished since the 2000s. Any limit on future global warming is associated with a quota on cumulative global CO2 emissions. We translate this global carbon quota to regional and national scales, on a spectrum of sharing principles that extends from continuation of the present distribution of emissions to an equal per-capita distribution of cumulative emissions. A blend of these endpoints emerges as the most viable option. For a carbon quota consistent with a 2°C warming limit (relative to pre-industrial levels), the necessary long-term mitigation rates are very challenging (typically over 5% per year), both because of strong limits on future emissions from the global carbon quota and also the likely short-term persistence in emissions growth in many regions.

A growing number of countries regulate carbon dioxide (CO2) emissions occurring within their borders, but due to rapid growth in international trade, the products consumed in many of the same countries increasingly rely on coal, oil and gas extracted and burned in other countries where CO2 is not regulated. As a consequence, existing national and regional climate policies may be growing less effective every year. Furthermore, countries that are dependent on imported products or fossil fuels are more exposed to energy and climate policies in other countries. We show that the combined international trade in carbon (as fossil fuels and also embodied in products) increased from 12.3 GtCO2 (55% of global emissions) in 1997 to 17.6 GtCO2 (60%) in 2007 (growing at 3.7% yr−1). Within this, trade in fossil fuels was larger (10.8 GtCO2 in 2007) than trade in embodied carbon (6.9 GtCO2), but the latter grew faster (4.6% yr−1 compared with 3.1% yr−1 for fuels). Most major economies demonstrate increased dependence on traded carbon, either as exports or as imports. Because energy is increasingly embodied in internationally traded products, both as fossil fuels and as products, energy and climate policies in other countries may weaken domestic climate policy via carbon leakage and mask energy security issues.

The work utilizes updated National GHG Inventories (NGHGIs) reported by Annex I Parties under the United Nations Framework Convention on Climate Change (UNFCCC) in 2023 and the latest available Biennial Update Reports (BURs) reported by non-Annex I Parties. The NGHGIs are considered in an integrated analysis that also relies on independent flux estimates from global inventory datasets, process-based models, inverse modeling and, when available, respective uncertainties. Whenever possible, it extends the period to 2021. Comparing NGHGIs with other approaches reveals that differences in the emission sources that are included in the estimate is a key source of divergence between approaches. A key system boundary difference is whether both anthropogenic and natural fluxes are included and, if they are, how fluxes belonging to these two sources are grouped/partitioned. Additionally, the natural fluxes are sensitive to the prior geospatial distribution of emissions in atmospheric inversions. Over the studied period, the total CH4 emissions in the EU, USA, and Russia show a steady decreasing trend since 1990, while for the non-EU emitters analyzed in this study, Brazil, China, India, Indonesia, and DR Congo, CH4 emissions have generally increased. In the EU, the anthropogenic BU approaches are reporting relatively similar mean emissions over 2015 to 2020 of 18.5 ± 2.7 Tg CH4 yr-1 for EDGAR v7.0, 16 Tg CH4 yr-1 for GAINS and 19 Tg CH4 yr-1 for FAOSTAT, with the NGHGI estimates of 15 ± 1.8 Tg CH4 yr-1. Inversions give higher emission estimates as they include natural emissions. Over the same period, the three high-resolution regional inversions report a mean emission of 21 (19-25) Tg CH4 yr-1, while the mean of six coarser-resolution global inversions results in emission estimates of 24 (23-25) Tg CH4 yr-1. The magnitude of BU natural emissions (peatland and mineral soils, lakes and reservoirs, geological and biomass burning) accounts for 6.6 Tg CH4 yr-1 (Petrescu et al., 2023a) and explains the differences between the TD inversions and the BU estimates of anthropogenic emissions (including NGHGIs). For the other Annex I Parties in this study (USA and Russia), over 2015 to 2020, the mean of the four anthropogenic BU approaches reports 18.5 (13-27.9) Tg CH4 yr-1 for Russia and 29.1 (23.5- Tg CH4 yr-1 for the USA, against total TD mean estimates of 37 (30-43) Tg CH4 yr-1 and 43.4 (42-48) Tg CH4 yr-1, respectively. The averaged BU and TD natural emissions account for 16.2 Tg CH4 yr-1 for Russia and 14.6 Tg CH4 yr-1 for the USA, partly explaining the gap between the BU anthropogenic and total TD emissions. For the non-Annex I Parties, anthropogenic CH4 estimates from UNFCCC BURs show large differences with the other global inventory-based estimates and even more with atmospheric-based ones. This poses an important potential challenge to monitoring the progress of the global CH4 pledge and the Global Stocktake, not only from the availability of data but also its accuracy. The main contributor to the GHG footprint of the cement industry is the decomposition of alkaline carbonates during clinker production. However, systematic accounts for the reverse of this process - namely carbonation of calcium oxide and other alkaline oxides/hydroxides within cement materials during cements' life cycle have only recently been undertaken. Here, adopting a comprehensive analytical model, we provide the most updated estimates of CO2 uptake by cement carbonation. The accumulated amount of global CO2 uptake by cements produced from 1930 to 2021 is estimated to be 22.9 Gt CO2 (95% Confidence interval, CI: 19.6-26.6 Gt CO2). This amount includes the CO2 uptake by concrete, mortar, and construction waste and kiln dust. The cumulative carbon uptake by cement materials from 1930 to 2021 offsets 55.1% of the emissions from cement production (41.6 Gt CO2, 95% CI: 38.7-47.2 Gt CO2) over the same period, with the greater part coming from mortar (58.5% of the total uptake). China has the highest cement carbon uptake, with cumulative carbonation of 7.06 Gt CO2 (95% CI: 5.22-9.44 Gt CO2) since 1930. As a result of rapidly increased production in recent year, over three-quarters of the cement carbon uptake has occurred since 1990. Additionally, our results show little impact of the COVID-19 pandemic on cement production and use, with carbon uptake reaching about 0.92 Gt CO2 (95% CI: 0.78-1.10 Gt CO2) in 2020 and 0.96 Gt CO2 (95% CI: 0.81-1.15 Gt CO2) in 2021. Our uniformly formatted and most updated cement uptake inventories provide coherent data support for including cement carbon uptake into future carbon budgets from the local to global scale. The latest version contains the uptake data till 2021, showing the global uptake increasing pattern and offering more usable and relevant data for evaluating cement's carbon uptake capacity. Quantification of land surface-atmosphere fluxes of carbon dioxide (CO2) fluxes and their trends and uncertainties is essential for monitoring progress of the EU27+UK bloc as it strives to meet ambitious targets determined by both international agreements and internal regulation. This study provides a consolidated synthesis of fossil sources (CO2 fossil) and natural sources and sinks over land (CO2 land) using bottom-up (BU) and top-down (TD) approaches for the European Union and United Kingdom (EU27+UK), updating earlier syntheses (Petrescu et al., 2020, 2021b). Given the wide scope of the work and the variety of approaches involved, this study aims to answer essential questions identified in the previous syntheses and understand the differences between datasets, particularly for poorly characterized fluxes from managed ecosystems. The work integrates updated emission inventory data, process-based model results, data-driven sectoral model results, and inverse modeling estimates, extending the previous period 1990-2018 to the year 2020 to the extent possible. BU and TD products are compared with European National Greenhouse Gas Inventories (NGHGIs) reported by Parties including the year 2019 under the United Nations Framework Convention on Climate Change (UNFCCC). The uncertainties of the EU27+UK NGHGI were evaluated using the standard deviation reported by the EU Member States following the guidelines of the Intergovernmental Panel on Climate Change (IPCC) and harmonized by gap-filling procedures. Variation in estimates produced with other methods, such as atmospheric inversion models (TD) or spatially disaggregated inventory datasets (BU), originate from within-model uncertainty related to parameterization as well as structural differences between models. By comparing NGHGIs with other approaches, key sources of differences between estimates arise primarily in activities. System boundaries and emission categories create differences in CO2 fossil datasets, while different land use definitions for reporting emissions from Land Use, Land Use Change and Forestry (LULUCF) activities result in differences for CO2 land. The latter has important consequences for atmospheric inversions, leading to inversions reporting stronger sinks in vegetation and soils than are reported by the NGHGI. [ABSTRACT FROM AUTHOR]
