The change in forest ownership structures, the resulting fragmentation of forest properties and restitution processes have led to the emergence of organizations in Europe that are able to deal with these challenges. Changes in the timber selling process due to decisions of the German Federal Competition Authority have led first to uncertain conditions for forest management cooperatives (FMCs) and their members in the federal state of Baden-Wuerttemberg. In the course of this change, some FMCs have questioned their status quo while others have evolved under uncertain conditions. This paper aims to provide an overview of factors determining the further development of forest management cooperatives under uncertain conditions following the categories of actor-centered institutionalism (ACI). To be able to conduct a comprehensive political analysis of the changes taking place in the timber selling process, the ACI approach is used in conjunction with path dependency as the theoretical framework for this paper. Methodologically, it is based on a qualitative analysis of field protocols from four regional conferences in Baden-Wuerttemberg, Germany, involving a total of 140 participants in 2017. The results highlight that individual actors, the economic and social capabilities of FMCs, the existing constellations and interactions determine further developments under uncertainty. Legal certainty and in some cases the withdrawal of the state determine positively the dealing with uncertain situations. Foresters and their direction essentially determine the development. Furthermore, FMCs highlight that the cooperation with municipal foresters has a positive impact that will help deal with uncertainty in the future. A clear interest of cooperation and long-standing relationships also determine further developments under uncertain conditions.

Organizations, such as forest management cooperatives (FMCs), are established to support private forest owners to deal with structural and natural challenges that they cannot handle on their own. In 2018, Feil et al. found in a nationwide survey that only 30% of German private forest owners are members of FMCs. This low participation rate of private forest owners in FMCs in Germany poses a problem for the further development of organizations that can better consider the needs of private forest owners and also meet the timber market's long-term requirements for larger quantities of timber as well as become an equal negotiation partner of the sawmill industry. This problem can be attributed to social interactions, which are considered influential for cooperation between private forest owners. This paper aims to highlight different groups of private forest owners in Germany and their cooperation based on social interaction. To do so, it refers to the categories of actor-centered institutionalism (ACI) and complements these with symbolic interactionism. Methodologically, the paper is based on a quantitative online survey of 1007 private forest owners in Germany. The survey itself was prepared by the authors and conducted by the pollster firm forsa, Germany in the period from 14 to 29 July 2020. In addition to standard research topics in forest related research, such as family tradition and income generation, the questionnaire also focused on social interaction. A hierarchical cluster analysis based on the values of a principal component analysis (PCA) was used both to ensure a neutral view on the data and to create heterogeneous groups of private forest owners. Four distinct clusters were defined through the cluster analysis: “actively exchanging”, “perceivers”, “uninterested” and “self-referential”. These clusters differ mainly in relation to their preferred forms of social interaction. It can be concluded that not only communication but also social interaction in the form of symbolic interaction has an influence on forest owners' cooperation with FMCs. For forestry practice, this means that in regions where there are currently no FMC members, new members could be won in the future by creating forest management activities that encourage cooperation with FMCs.

Collaborative participatory policy approaches based on foresight methodology have recently been proposed as promising governance tools to achieve sustainability in general, and address and manage challenges of integrating competing demands on forest land use (e.g., timber production, nature protection, recreation) in particular. Their main argument is that participatory processes will bring policy actors together. Based on long- and short-term future-oriented thinking and actions, they will overcome their previous value-laden and interest-based conflicts through informed communication, deliberation, policy learning and mutual cooperation. But do policy actors learn when they are thinking, debating and shaping the ‘forest futures’ they want to achieve or avoid? To what extent are current beliefs, values, worldviews, and conflict structures projected onto the future? What are their impacts on policy learning today? This paper addresses these research questions from a knowledge-based perspective of relevant policy learning theories. We trace changes and stability in beliefs, values (perception) and behavior (cooperation/conflict) among the involved policy actors. We assess to what extent future-oriented thinking and discussions contribute to, or inhibit, policy learning today. Empirically, the paper is informed by three case studies of regional ‘forest futures’ processes in Germany. They include forest landscapes in Upper Palatinate and South of Munich in Bavaria, and the Black Forest National Park in Baden-Wurttemberg. They represent different cases in terms of levels of stakeholder conflicts, integrative/segregative forest land use approaches, and the rural/urban divide. The paper is based on a qualitative analysis of interviews and documents about past and future forest land use, and observation of participatory scenario-building and back-casting workshops during 2011–2014. In our analysis, we found that forest policy actors adhered to their pre-existing beliefs and remained divided in terms of present and future aspects of sustainable forest management. That is, we observed no substantial or only strategic policy learning among the involved policy actors. We explain these findings in terms of competing actors' belief systems and worldviews that lead to competing understandings and expectations of ‘forest futures’. We discuss our research against the theoretical propositions and in view of the state-of-the art. We draw conclusions relevant for scholars and policymakers interested in collaborative policy learning processes, and suggest possible topics for further research.

Adequate and accessible expert-based forest information has become increasingly in demand for effective decisions and informed policies in the forest and forest-related sectors in Europe. Such accessibility requires a collaborative environment and constant information exchange between various actors at different levels and across sectors. However, information exchange in complex policy environments is challenging, and is often constrained by various institutional, actor-oriented, and technical factors. In forest policy research, no study has yet attempted to simultaneously account for these multiple factors influencing expert-based forest information exchange. By employing a policy analysis from an actor-centred institutionalist perspective, this paper aims to provide an overview of the most salient institutional and actor-oriented factors that are perceived as constraining forest information exchange at the national level across European countries. We employ an exploratory research approach, and utilise both qualitative and quantitative methods to analyse our data. The data was collected through a semi-structured survey targeted at forest and forest-related composite actors in 21 European countries. The results revealed that expert-based forest information exchange is constrained by a number of compound and closely interlinked institutional and actor-oriented factors, reflecting the complex interplay of institutions and actors at the national level. The most salient institutional factors that stand out include restrictive or ambiguous data protection policies, inter-organisational information arrangements, different organisational cultures, and a lack of incentives. Forest information exchange becomes even more complex when actors are confronted with actor-oriented factors such as issues of distrust, diverging preferences and perceptions, intellectual property rights, and technical capabilities. We conclude that expert-based forest information exchange is a complex and challenging task. It is driven by actors’ preferences/interests, perceptions, and capabilities, and is shaped by formal rules and social norms.

The paper presents a typology of small-scale forest owners in Baden-Wurttemberg based on multiple criteria and derived using multivariate cluster analysis of long-term accountancy network data. Four distinct types of landholders are identified based on a combination of structural, financial and biophysical data. These groups fit well with the present knowledge on small-scale forest owners in Baden-Wurttemberg. In addition, the members of each group display clear differences in attitudes towards forestry, giving further support for the validity of the grouping. A comparison is made of this typology and typologies derived using the single criteria of forestry region, forest size class, cutting volume, proportion of coniferous trees, forest income and main source of income. This comparison demonstrates the advantages of using cluster analysis to identify types of small-scale forest owners in south-west Germany. No matter whether structural, natural or financial data are assessed, the multiple criteria typology produced by cluster analysis provides the highest percentage of statistically significant distinctions between the medians of the groups identified. A typology based on the single criterion of ‘regions’ provides the second best fit and has the advantage of being simple to develop. A more detailed comparison between these two typologies, whereby the differences between groups were analysed based on the links between individual groups in respect to individual variables, also indicated that the multiple criteria typology was superior.

In this study the interactions between forest management and the preservation of rural structures, as well as the economic implications should there be a shut-down of silvicultural activities in the small-scale private forestry of the Southern Nature Park of the Black Forest in Germany, are examined. The jobs, which are connected to the production of wood and the quality of the landscape, are characterized and projected on the region as far as possible. The creation of value by owners managing forests for production is demonstrated for the area of investigation. In combination with estimated average monetary values for the infrastructural benefits of the forests, scenarios point out the consequences of management as well as of a shut-down of the smallscale private forests. Finally, the paper explores whether it is it is appropriate to extend the meaning of the term ‘Environmentally Sound Forest Management’ beyond the conventional sense of forest functions, and to an holistic approach which integrates the people as well as forests and other landscape features. If an holistic approach is adopted, a redefined model of the mixed farm forest enterprise, which pursues many targets in the same area, must be developed. In this way, it seems possible to solve conflicts regarding land-use in rural areas and to achieve desirable socio-political development.
