Hollow core optical fibers of numerous guiding mechanisms have been studied in the past decades for their advantages on guiding light in air core. This work demonstrates a new hollow core optical fiber based on a different guiding mechanism, which confines light with a cladding made of epsilon-near-zero (ENZ) material through total internal reflection. We show that the addition of a layer of ENZ material coating (e.g. indium tin oxide layer) significantly reduces the loss of the waveguide compared to the structure without the ENZ layer. We also show that the propagation loss of the ENZ hollow core fiber can be further improved by integrating ENZ materials with lower loss. This study presents a novel type of hollow core fiber, and can find advanced in-fiber photonic applications such as laser surgery/spectroscopy, novel gas-filled/discharge laser, in-fiber molecular/gas sensing, and low-latency optical fiber communication.

Using electrodynamical description of the average power absorbed by a conducting film, we present an expression for the electric-field intensity enhancement (FIE) due to epsilon-near-zero (ENZ) polariton modes. We show that FIE reaches a limit in ultrathin ENZ films inverse of second power of ENZ losses. This is illustrated in an exemplary series of aluminum-doped zinc oxide nanolayers grown by atomic layer deposition. Only in a case of unrealistic lossless ENZ films, FIE follows the inverse second power of film thickness predicted by S. Campione, et al. [Phys. Rev. B, vol. 91, no. 12, art. 121408, 2015]. We also predict that FIE could reach values of 100,000 in ultrathin polar semiconductor films. This work is important for establishing the limits of plasmonic field enhancement and the development of near zero refractive index photonics, nonlinear optics, thermal, and quantum optics in the ENZ regime.

Purpose the study is the study of multidimensionality, multicomponent and multifactor problems of organic farming at the meso- economic level, taking into account natural-climatic, territorial- geographical, social and environmental characteristics of the region. To achieve these goals, it is necessary to solve a number of key tasks: to establish the main attributes of organic agricultural production, to substantiate the socio-ecological-economic tools of adaptation of optimal environ mental practices of agrarian production in the context of the Rostov region of the Russian Federation, to verify the fundamental principles of the effectiveness of territorial-organizational environmental protection measures. Methodological basis is based on the analysis of normative-legal literature in the field of nature management, synthesis of ideological-theoretical and substantive approaches to the problem of organic agricultural production, grouping of attributive features of the agrarian nature management system. Object researches – modern agricultural practice of the Rostov region, which is a region of the Russian Federation with a significant natural-climatic spatial disaggregation of crop growing areas, which determines an ecologically rational choice of territories for organic farming. Subject foreign experience of applying socio-economic and institutional-legal tools to ensure rational environmental management. The factors limiting the development of organic agricultural production in the Rostov region of the Russian Federation were revealed, namely: insufficient efficiency of state support, imperfect mechanisms of certification of organic products, high final cost of organic products, municipal districts of the region with the potential for the development of organic agriculture.

We demonstrate an electrically tunable ultracompact plasmonic modulator with large modulation strength (>10 dB) and a small footprint (~1 μm in length) via plasmon-induced transparency (PIT) configuration. The modulator based on a metal-oxide-semiconductor (MOS) slot waveguide structure consists of two stubs embedded on the same side of a bus waveguide forming a coupled system. Heavily n-doped indium tin oxide (ITO) is used as the semiconductor in the MOS waveguide. A large modulation strength is realized due to the formation of the epsilon-near-zero (ENZ) layer at the ITO-oxide interface at the wavelength of the modulated signal. Numerical simulation results reveal that such a significant modulation can be achieved with a small applied voltage of ~3V. This result shows promise in developing nanoscale modulators for next generation compact photonic/plasmonic integrated circuits.

Identified problems limiting effective management of own capital from a position of insufficiency of the methodical tools allowing to estimate action of parameters, signs on formation and use of own capital of the commercial organization are identified, the list of indicators of estimation of cost of own capital of the enterprise is created. Practical importance: the developed recommendations will promote preparation and adoption of effective administrative solutions of strategic and tactical character in the ield of management of own capital of the commercial enterprise.

In the modern world the understanding that it is necessary to make efforts on modernization of education for improvement of its quality was strongly approved. There was a need for development of the new educational policy adequate to features of a modern economic environment. Former priorities were succeeded by other forms offunctioning and regulation of the higher education. It is undoubted that during an era of development of Internet technologies use of new institutes is a determinant of development of society and therefore in the modern world the tendency to merge of educational structures, integration ofrequirements to quality ofresults of education, formation of the new educational integrated technologies of training takes place. All this is possible through institute of heads of educational programs. In article experience of creation and advance of institute of heads of educational programs on the basis of the Southern federal university is considered.

Problems in the development of e-government are primarily that the power of the Internet to increase the availability of authorities of subjects of the Russian Federation are still poorly. Investment in the construction of online representations might be more effective if during the development of the concepts of the sites meets the needs of the citizens.

The topic is considered to be relevant due to the fact that entrepreneurship is necessary for the businesses survival and development worldwide, including Russia, and today some Russian companies are adapting their economies to the more developed economic standards. The entrepreneurial format adoption is an important stage of development for possible changes and growth in the future. The aim of this research work is to analyze some approaches to the phenomenon of entrepreneurship, to determine some specific features of entrepreneurial departments, including in the context of the Russian business space, and to study specific characteristics of these departments management in Russian companies. The main methods used in the study are the theoretical materials analysis, as well as the analysis of statistical data in the study area, the method of expert judgments, the survey method. The research work included the study of Russian entrepreneurship experience, specific features of entrepreneurial departments. The specific features of the Russian entrepreneurship were identified during the own diagnostic research, as well as some entrepreneurial difficulties caused by the entrepreneurship. Identified due to this research peculiarities of Russian entrepreneurship and difficulties of this phenomenon development in the Russian business space will allow to develop the Russian entrepreneurial business model based on its specific characteristics. On the basis of the obtained data a special mechanism can be created for the support and development of intra-entrepreneurship departments within the overall entrepreneurship management mechanism in Russian companies, where the full range of necessary organizational and economic conditions, as well as the possibilities for entrepreneurial results assessment will be presented, combined with a complete list of tools to facilitate the emergence and development of intrapreneurship in companies.

The relevance of the investigated problem is determined by the need to improving the evaluation procedures in education and the student assessment in the age of the context of education widening, new modes of study developing (such as blending learning, e-learning, massive open online courses), immediate feedback necessity, reliable and valid assessments. The purposes of the article are multistage adaptive measurements validation and testing for increasing the student assessment procedures effectiveness and getting immediate feedback, reliable and valid assessments. Multistage adaptive measurements mentioned above are based on modern test theory Item Response Theory (IRT). The main research methods are math models and measurements on the basis of IRT models, mathematical-statistical methods (descriptive statistics, Bayesian models and maximum likelihood method) and the systematic analysis of the developing practices for student evaluation during the assessment procedures, opinion polls and questionnaires of learning process participants at university. The article presents validation and results of multistage adaptive measurements application, description of adaptive measurement algorithm (leading to the increase of effectiveness in student assessment procedure due to the selection of optimal task difficulty for each student, creating a situation of success during computer-based test session with the tasks accomplishable at individual pace, increase of assessment accuracy and cutting of labor input. Multistage adaptive measurements, as one of the innovative approaches increases the student assessment effectiveness, admit of individualization principle, actualization in education and getting immediate feedback for improving learning process and the content of education. Multistage adaptive measurements can be applied in blending learning, massive open online courses and e-learning. The article can be of interest for teaching staff and experts in developing the effective methods of learning outcomes assessment.

Researches of the last years in the field of ecological epidemiology and the analysis of risk for health allow to claim with confidence that the polluted environment is one of the important factors defining changes of a state of health of the population. Expert opinions on the scale of this influence differ considerably now. These estimations vary from small shares of percent to several percent, reaching in some cases 30-50%. An attempt to elaborate economic approaches to a risk assessment to health of the population has been made in this work. The main reason which demands development of special approaches for an assessment of an environmental risk is that quantitative estimation of risk for health from environmental pollution is difficult to be realized. As a rule, population is affected by the whole set of the polluting substances from the atmosphere, drinking water, food, etc. For effective risk management it is necessary to assess and compare diverse risks caused by action of various pollutants coming to an organism in different ways. The stated methodical materials give an idea of possibility of the stage-by-stage multilevel risk analysis at the solution of environmental problems. Further comparative analysis connected with definition and comparison of various dangers can be done by means of the results received at a risk evaluation stage.

We report a novel optical waveguide design of a hollow step index fiber modified with a thin layer of indium tin oxide (ITO). We show an excitation of highly confined waveguide mode in the proposed fiber near the wavelength where permittivity of ITO approaches zero. Due to the high field confinement within thin ITO shell inside the fiber, the epsilon-near-zero (ENZ) mode can be characterized by a peak in modal loss of the hybrid waveguide. Our results show that such in-fiber excitation of ENZ mode is due to the coupling of the guided core mode to the thin-film ENZ mode. We also show that the phase matching wavelength, where the coupling takes place, varies depending on the refractive index of the constituents inside the central bore of the fiber. These ENZ nanostructured optical fibers have many potential applications, for example, in ENZ nonlinear and magneto-optics, as in-fiber wavelength-dependent filters, and as subwavelength fluid channel for optical and bio-photonic sensing.

Economic support of the population in the Russian Federation suggests ways to interact with the help of which the specialists of social work have an impact on material and moral, national, family and other social interests and needs of subjects of social work. These methods play a leading role in the process of impact of social work on the individual and social groups. Socio-economic methods are applied in the form of natural and financial aid, establish benefits and lump sum benefits and compensation, patronage and consumer services, moral incentives and sanctions and so on. The correct application of economic methods in the technology of social work is assessed by their effectiveness, i.e. achieving the greatest social impact for clients and society with optimal expenses. Economic methods of support for population and social work occupy a Central place in the mechanism of social support; they affect the main aspects of the system of social protection, on the one hand, encouraging the individual to self-realization of its potential opportunities and self-sufficiency, providing individual, family, group specific socio-economic support in a crisis situation.

The article is devoted to the study of mechanisms of regulation global environmental risks caused by the global integration of national economic systems. In the process of investigation explores the experience of creation and functioning of the various international institutions and separate organizations in the field of environmental monitoring and rationing of economic activity. By the example of World Meteorological Organization and other organizations of different levels discussed tasks and functions of the management of global environmental risks on a world-wide scale, the role and opportunities of international institutions in the field of environmental setting and regulation, as well as the perspectives and directions for further work in this field.

The problem of accounting risk management of socio-economic development of territories has several aspects. Along with the relative novelty of the scientific development management, risk management tasks in industrial urbanization have not yet received sufficient methodological support. This article defined directions and tasks of captive insurance mechanism at the regional level, disclosed the peculiarities of captive insurance companies proposed mechanisms for its effective functioning. As a result, the study proposed a model of regional organization of risk management, the essence of which is to combine units monitoring organization and functional environment, to analyze the factors and assess the level of risk, as well as reference and methodological information. It is recommended to account for the industry-specific risk organizational structure of management and identify characteristics of the information flows three-component scheme of risks.
