Competition in the design office market is high, therefore it is important to be aware of the conditions determining the competitive advantage, thus increasing the bidding effectiveness. For this reason, the aim of the article is to identify key success factors (KSF) increasing successful bidding of a small design office. The factors were identified and then analysed based on a literature review, expert interviews and using Group Consensus Cluster Analysis (GCCA) – the module of the AHP method clustering a group of decision makers into smaller subgroups with higher consensus. To examine the managerial implications, a KSF analysis was conducted from the perspective of the bidding effectiveness of the selected small design office. The results indicate that 'technical skills and experience' is the factor most influencing the potential of a small design office. Nevertheless the entire proposed procedure provides important guidelines on how to use the organisation's strengths for its development and what needs to be improved in its operation. In the article is presented an analysis of the life cycle costs calculation for selected roof coverings. The scope of research includes costs of construction, maintenance and demolition of the roof covering structure for two alternative technologies – the traditional and new generation. On the presented example of an industrial building with a roof area of 1000 m2, the above costs are taken to consideration for the roof covering made of two thermoplastic asphalt torching polymer membrane layers and a new generation PVC thermoplastic film with a reinforcing layer. The input data presented in the article comes from the investor (the owner of the future facility) and from property managers responsible for the maintenance of facilities in regard to the purpose, volume and applied method.

The aim of the regulation in EU countries concerning public procurement is to ensure efficient spending of funds by evaluating and choosing the most advantageous offer. The aim of the conducted research is to determine the extent the Polish contracting entities benefit from the possibility of broad selection of various criteria for tender evaluation. On the basis of the analysis of 500 notices on work procedures conducted in the third quarter of 2016 - the third quarter of 2017 in open and restricted tenders in Poland and 500 tenders in open and restricted proceedings in five selected EU countries, the authors compared and classified of applied the practical criteria to evaluate and select the best offer. In order to collect the information presented in the article, the authors applied the documentary method using domestic and foreign literature regarding the subject and official publications.

Bayesian Networks (BN) are efficient to represent knowledge and for the reasoning in uncertainty. However the classic BN requires manual definition of the network structure by an expert, who also defines the values entered into the conditional probability tables. In practice, it can be time-consuming, hence the article proposes the use of Learning Bayesian Networks (LBN). The aim of the study is not only to present LBN, which can be helpful in civil engineering problems, but also to analyze and evaluate the potential of a selected software. Based on a real example the functional values of the Open Markov, Hugin and AgenaRisk applications were compared.

Due to the changes in the energy standards for housing in Poland there are many concerns. Is the standard required by the regulation achievable and if it is, then at what cost? There are many solutions to construct a building in line with the requirements of passive house technology. They are differentiated by price and time required for implementation. This study is based on the solution proposed by one of Polish companies, offering technologically integrated products allowing, according to the producer, to build passive houses faster and easier. The goal of this study was to confront producer’s claim with reality by comparing time and cost of the same investment using conventional and passive house technology. The basis for time and cost analysis was a basic detached house design, partially modified with regards to materials and technology used. Conclusions of the study are based on the comparison of the two Gantt charts defined in Ms Project. Construction schedule was used to analyse the duration of both projects and the resources assignment was used in cost analysis.

An essential element of a building process for water tourist investments in Poland is a document called the Enterprise Identification Card. It is required for the investments, which are classified according to the Regulation [1] as the ones that could potentially impact the environment. It is assumed that KIP is there to protect the environment against the excessive human interference and it just provides the guidelines regarding the enterprise completion for an applicant. TOWS-SWOT analysis has been used in order to conduct an accurate evaluation of a role of the Enterprise Identification Card in a building process of water tourist investments. It is one of the modifications of the basic method of strategic analysis SWOT.

The article analyses environmental and ecological criteria of selecting the most beneficial offer in the aspect of LCC. Construction works contracts and the potential method of defining the above criteria, among others, is pondered on (for example by the recommendation of a material, which is supposed to be used, a ban on substances that are harmful for human health as well for the environment). In the relation to the above, it is necessary to define technical parameters that have an impact on the environment, for example the level of pollution and noise emission, electricity and water consumption, or stating the minimal involvement of a processed ingredient. In addition the article presents also an account of the life cycle cost of a building from the point of view of environmental criteria constituting an element of selecting the most beneficial offer in the area of competitive tendering.
