Abstract

The US and Mexico share a common history in many areas, including language and culture. They face ecological changes due to the increased frequency and severity of droughts and rising energy demands; trends that entail economic costs for both nations and major implications for human wellbeing. We describe an ongoing effort by the Environment Working Group (EWG), created by The University of California's UC-Mexico initiative in 2015, to promote binational research, teaching, and outreach collaborations on the implications of climate change for Mexico and California. We synthesize current knowledge about the most pressing issues related to climate change in the US-Mexico border region and provide examples of cross-border discoveries and research initiatives, highlighting the need to move forward in six broad rubrics. This and similar binational cooperation efforts can lead to improved living standards, generate a collaborative mindset among participating universities, and create an international network to address urgent sustainability challenges affecting both countries.

Abstract

The Mediterranean Sea stands out as one of the most vulnerable ecosystems on global scale, facing an array of cumulative impacts, including high climate risks. Climate velocity drives species shifts and redistributions, which has led to changes at different ecosystem levels. However, it is necessary to examine how commercial marine species respond at regional and seasonal levels, which is often the optimal management scale. Here, we analyzed time series data on bottom-trawl fisheries landings (2007 to 2021) and explored seasonal variations using climate velocity and relative climate exposure as metrics of potential range shifts (1987 to 2021) in the Western Mediterranean Sea. Additionally, we examined the impact of climate connectivity, using climate velocity trajectories and temperature preferences, along with life-history traits of commercial species. The outcomes of our study showed fluctuations in climate velocity across diverse spatial and seasonal scales. We identified a relationship between the abundance of most captured commercial species and seasonal climate velocity. These variations were also influenced by the temperature preferences and the life-history traits of these species and, play a key role in the climate connectivity between the network of Marine Protected Areas. We conclude that climate velocity metrics are valuable to comprehend how economically important marine species respond in the Western Mediterranean Sea at regional and seasonal levels. Using this knowledge, we can develop climate-smart management strategies, contributing to biodiversity conservation and the preservation of crucial ecosystem services, while mitigating the risks associated with future maladaptation.

Abstract

Marine kelp forests cover 1/3 of our world's coastlines, are heralded as a nature-based solution to address socio-environmental issues, connect hundreds of millions of people with the ocean, and support a rich web of biodiversity throughout our oceans. But they are increasingly threatened with some areas reporting over 90% declines in kelp forest cover in living memory. Despite their importance and the threats they face, kelp forests are entirely absent from the international conservation dialogue. No international laws, policies, or targets focus on kelp forests and very few countries consider them in their national policy. The Kelp Forest Challenge addresses that gap. Together with 252 kelp experts, professionals, and citizens from 25 countries, the Kelp Forest Challenge was developed as a grassroots vision of what the world can achieve for kelp forest conservation. It is a global call to restore 1 million and protect 3 million hectares of kelp forests by 2040. This is a monumental challenge, that will require coordination across multiple levels of society and the mobilization of immense resources. Pledges may therefore include area for protection or restoration, enabling pledges which assist in conservation (funding, equipment, professional expertise, capacity building), or awareness-based pledges which increase awareness or education about kelp forests. Correspondingly, participants may be from government, scientific institutions, private sector, NGOs, community groups, or individuals. This challenge is the beginning of a 17-year mission to save our kelp forests and anyone and any organisation is invited to participate.

Abstract

Well-resourced marine protected areas (MPA) are better managed, leading to improved ecological outcomes. Tourism is often cited as an important source of financial support for MPA management, yet it is unclear whether funding from visitor entry fees improves the effectiveness of the world's MPAs. Here we ask whether fees to enter MPAs associate with enhanced fish biomass, a key ecological goal of many MPAs, and whether relations exist among entry fees and management effectiveness. In an analysis of 86 MPAs, we found entry fees were associated with greater fish biomass when compared to parks without entry fees, but only for parks with lower scores for management effectiveness. A global assessment of management survey responses from 214 MPAs suggested the hypothesis that MPA entry fees benefit budget security and staff capacity to carry out critical management activities. Together, the results suggest a mechanism whereby entry fees support greater capacity to educate parks users on rules and enforce those rules. Future work should look at the details of MPA budgets to unravel the relationship between funding, management activities and ecological outcomes. Dependency on tourism also comes with the important implication that declines in tourism caused by socio-economic shocks and geopolitical events may have affected the financial security and therefore possibly the ecological effectiveness of MPAs.

Abstract

Marine kelp forests cover 1/3 of our world's coastlines, are heralded as a nature-based solution to address socio-environmental issues, connect hundreds of millions of people with the ocean, and support a rich web of biodiversity throughout our oceans. But they are increasingly threatened with some areas reporting over 90% declines in kelp forest cover in living memory. Despite their importance and the threats they face, kelp forests are entirely absent from the international conservation dialogue. No international laws, policies, or targets focus on kelp forests and very few countries consider them in their national policy. The Kelp Forest Challenge addresses that gap. Together with 252 kelp experts, professionals, and citizens from 25 countries, the Kelp Forest Challenge was developed as a grassroots vision of what the world can achieve for kelp forest conservation. It is a global call to restore 1 million and protect 3 million hectares of kelp forests by 2040. This is a monumental challenge, that will require coordination across multiple levels of society and the mobilization of immense resources. Pledges may therefore include area for protection or restoration, enabling pledges which assist in conservation (funding, equipment, professional expertise, capacity building), or awareness-based pledges which increase awareness or education about kelp forests. Correspondingly, participants may be from government, scientific institutions, private sector, NGOs, community groups, or individuals. This challenge is the beginning of a 17-year mission to save our kelp forests and anyone and any organisation is invited to participate.

Abstract

Mesoscale oceanographic features influence the composition of zooplankton. Cyclonic eddies can promote upwelling and production of gelatinous zooplankton, which play critical roles in ocean biogeochemical cycling. We examined variation in assemblages of thaliaceans (salps, doliolids and pyrosomes) among mesoscale oceanographic features at the tropical-temperate boundary of the East Australian Current (EAC) in Spring 2019 and Autumn 2021. The influence of cyclonic eddies was examined in a large offshore cyclonic eddy in 2019 and a newly formed frontal eddy in 2021. Pyrosomes were most abundant in the offshore EAC jet, and salps and doliolids were most abundant in coastal features, including within eddies that were transported offshore. In 2019, Salpa fusiformis increased 4-fold over 8 days in the large cyclonic eddy, and in 2021, doliolids increased > 50-fold over 2 weeks in a chlorophyll-rich coastal eddy while abundances of other thaliaceans remained unchanged or decreased. Correlations between abundances of thaliaceans and chlorophyll-a concentrations across the 102 samples collected during both voyages revealed that doliolids occupy a wider range of chlorophyll-a concentrations than salps. Our observations indicate that doliolids thrive in productive shelf environments, salps occur in less productive shelf waters and pyrosomes are most abundant in oligotrophic waters of the south Coral Sea. Abstract

The IUCN Species Survival Commission has established the Seaweed Specialist Group, which consists of scientists and practitioners from around the world. The group's main objectives are to assess and improve the conservation status of seaweeds, establish networks and partnerships for conservation efforts, and raise awareness about the importance of seaweed species. Seaweeds are found in all oceans and seas, with over 10,000 known marine species. However, climate change and other human activities pose significant threats to seaweeds, including iconic species that form habitats. The group aims to prioritize conservation efforts for key seaweed taxa, such as Laminarian kelps, which are vital for ecosystems and local economies. By 2025, the group plans to assess the conservation status of at least 120 Laminarian species. Abstract

Climate change poses an urgent threat to biodiversity that demands societal responses. The magnitude of this challenge is reflected in recent international commitments to protect 30% of the planet by 2030 while adapting to climate change. However, because climate change is global, interventions must transcend political boundaries. Here, using the California Bight as a case study, we provide 21 biophysical guidelines for designing climate-smart transboundary marine protected area (MPA) networks and conduct analyses to inform their application. We found that future climates and marine heatwaves could decrease ecological connectivity by 50% and hinder the recovery of vulnerable species in MPAs. To buffer the impacts of climate change, MPA coverage should be expanded, focusing on protecting critical nodes for the network and climate refugia, where impacts might be less severe. For shared ecoregions, these actions require international coordination. Our work provides the first comprehensive framework for integrating climate resilience for MPAs in transboundary ecoregions, which will support other nations’ aspirations.

Abstract

Kelp forests are one of the most productive ecosystems on earth, providing critical ecosystem services. Despite their global importance, their persistence in the face of human pressure and climate change is uncertain. We present a 38-year quarterly time series of satellite imagery that maps the distribution and persistence of surface canopy-forming kelp (dominated by the bull kelp, Nereocystis leutkeana) forests along eleven degrees of latitude in the western Pacific of the USA. We estimate kelp persistence as the fraction of years occupied by kelp canopy in the time series and evaluate the representation of kelp in marine protected areas (MPAs). While 3.6 % of kelp habitat is fully protected and 10.1 % is partially protected, only 0.7 % of the highly persistent kelp which may be indicative of climate refugia are fully protected. Regionally, the amount of kelp fully protected inside MPAs decreases from Central Northern California (8.0 %) to Oregon (5.9 %), Northern California (1.7 %), and Washington (0 %). Five years after the 2014–2016 marine heatwaves, kelp forests did not recover in California (∼90 % loss for both regions), while Oregon and Washington remained near pre-heatwave values. The low amount of protection in Northern California is concerning and likely exacerbates the vulnerability of kelp and associated species to marine heatwaves. Meeting a target of protecting 10 % of existing kelp habitat will require a 2.5-fold increase in kelp representation in MPAs. Moreover, we propose protecting highly persistent kelp is a cost-effective approach to increase representation and efficacy of MPAs to support climate resilience of kelp forest ecosystems. Abstract

Understanding how natural communities and ecosystems are structured and respond to anthropogenic pressures in a rapidly changing world is key to successful management and conservation. A fundamental but often overlooked biological characteristic of organisms is sex. Sex-based responses are often considered when conducting studies at organismal and population levels, but are rarely investigated in community ecology. Focusing on kelp forests as a model system, and through a review of other marine and terrestrial ecosystems, we found evidence of widespread sex-based variation in species interactions. Sex-based variation in species interactions is expected to affect ecosystem structure and functioning via multiple trophic and nontrophic pathways.
