Different ways of conceptualizing and assessing the European Union's (EU) actorness have been at the centre of discussions on EU foreign policy. This paper, instead of offering a new conception of EU's actorness, aims to offer a new way of analyzing its effectiveness as a foreign policy actor by focusing on enlargement policy, which is considered to be a part of EU's foreign policy. It will be argued that the EU is a foreign policy actor/subject but the effectiveness of its policies depends mainly on the stability of the discourse it employs in the international arena. In line with this, the paper offers a three dimensional framework for analyzing and assessing the effectiveness of EU enlargement policy. The effectiveness of the policy is assessed on the basis of how the EU defines itself as an actor and formulates a specific policy path in line with this, how it performs this policy, and how it is received by potential member states and candidate countries. The relationship between the EU and Turkey, despite its long-standing nature, has been an ambiguous one. While commitments made on both sides seem to keep the relationship on an unsteady path to accession, uncertainties and expectations that both the EU and Turkey have with regards to the other cast a constant shadow over discussions on Turkey's eventual membership. In such framework, this paper aims to uncover the reasons behind the EU's continuing reluctance to acknowledge Turkey's European credentials and the ways in which the process of interaction between the two sides influence and shape their respective identities, focusing particularly the effects of this process on the constitution of European identity. In this respect, the paper aims to make a modest contribution to the existing literature on EU-Turkey relations by offering a different perspective as to why relations between the two actors took place in such as strained manner by focusing on the process of identity formation and the constitutive role and contribution of the Other in this process.
