Modern public policy is characterized by the ‘participatory turn’ - a widespread expansion of ways and channels the citizens can influence policies with. The ongoing digitalization transformed these civic participation instruments into a new form, now called e-participation. Both experts and authorities around the World believe that integrating such platforms and channels into policy process will facilitate public engaging, involving into it those who were not previously interested in policy making and those, who lost their interest in engaging with the authorities. Digital civic participation has gained significant traction in Russia, but mostly in so-called cities of federal importance, such as St. Petersburg. And while it is investigated by many different scholars, the frameworks applied were mostly of computer science or technologically inclined. This article is an attempt to start closing this gap by analyzing e-participation in Russia from political science perspective. For this task, we interviewed 10 public activists and urban policy experts to get a better understanding of its functioning specifics. The analyses shows that while it is perceived as an effective way to solve basic public policy issues, there are multiple problems undermining its operations. Mainly, these are due the lack of legal support for these channels, which make authorities less responsible for not responding to the citizens’ preferences and complaints. We also discovered that insufficient organization changes and silo mentality prevents the authorities from acting in a fast and efficient fashion, disrupting the whole idea of e-participation. Among other issues are digital divide which in fact excludes certain social groups from engaging with the authorities and having a say in policy process. We conclude by stating that more research is required to understand the dynamics and issues of the Russian e-participation portals.

Introduction. Rare-earth orthovanadate nanoparticles (ReVO4:Eu3+, Re = Gd, Y or La) are promising agents for photodynamic therapy of cancer due to their modifiable redox properties. However, their toxicity limits their application. Objective. The aim of this research was to elucidate pro-eryptotic effects of GdVO4:Eu3+ and LaVO4:Eu3+ nanoparticles with identification of underlying mechanisms of eryptosis induction and to determine their pharmacological potential in eryptosis-related diseases. Methods. Blood samples (n = 9) were incubated for 24 h with 0–10–20–40–80 mg l−1 GdVO4:Eu3+ or LaVO4:Eu3+ nanoparticles, washed and used to prepare erythrocyte suspensions to analyze the cell membrane scrambling (annexin-V-FITC staining), cell shrinkage (forward scatter signaling), reactive oxygen species (ROS) generation through 2′,7′-dichlorodihydrofluorescein diacetate (H2DCFDA) staining and intracellular Ca2+ levels via FLUO4 AM staining by flow cytometry. Internalization of europium-enabled luminescent GdVO4:Eu3+ and LaVO4:Eu3+ nanoparticles was assessed by confocal laser scanning microscopy. Results. Both nanoparticles triggered eryptosis at concentrations of 80 mg l−1. ROS-mediated mechanisms were not involved in rare-earth orthovanadate nanoparticles-induced eryptosis. Elevated cytosolic Ca2+ concentrations were revealed even at subtoxic concentrations of nanoparticles. LaVO4:Eu3+ nanoparticles increased intracellular calcium levels in a more pronounced way compared with GdVO4:Eu3+ nanoparticles. Our data disclose that the small-sized (15 nm) GdVO4:Eu3+ nanoparticles were internalized after a 24 h incubation, while the large-sized (∼30 nm) LaVO4:Eu3+ nanoparticles were localized preferentially around erythrocytes. Conclusions. Both internalized GdVO4:Eu3+ and non-internalized LaVO4:Eu3+ nanoparticles (80 mg l−1) promote eryptosis of erythrocytes after a 24 h exposure in vitro via Ca2+ signaling without involvement of oxidative stress. Eryptosis is a promising model for assessing nanotoxicity.

The main specificity of the modern translation market is the translation of large volumes of technical texts and business documents in the shortest time possible. The purpose of the study is to conduct an experiment on the impact of machine translation systems (in terms of using term bases) on the efficiency of future translators. The study provides a literature review on the problem under study and presents the advantages of computer-assisted translation tools in translation practice. Based on the experimental study, the analysis of the influence of computer-assisted translation tools on the quality of written translations of student translators was carried out.

Around the World, public policy is experiencing the growth of eparticipation – ICT-based ways of interaction on public matters between state and general public. These may include online-consultations or participatory decision-making. Despite the scholars’ effort to extensively study the phenomena, we still know little of e-participation. This review article seeks to compile what do we know of e-participation at the moment and how does it compare to traditional ways of public participation. It was showed that both traditional and digital participation are contradictory. The former is often resisted by bureaucracy and does not enjoy much of people’s attention. The latter offers some solutions but brings new challenges. We further conclude the need for continuous studies of e-participation, offering the venues for the academic community

Статья посвящена диагностике и лечению дистального венозного сброса у пациентов с вено-окклюзивной форме ЭД. На базе андрологического виддлення ОКЦУН и Института общей и неотложной хирургии в отделении ангиографии и рентгенэндоваскулярной хирургии в период с 2015 по 2017 были обследованы и пролечены 64 пациента с вено-ок-люзивною форме ЭД (из них 17 пациентов с дистальной формой венозного сброса) и обследованы 18 пациентов с целью контроля. Выполнено эндоваскулярное оперативное лечение пациентов с дистальной формой венозного сброса. По итогам оперативного лечения было установлено, что субъективная оценка эректильной фунцкии (по шкале МИЭФ-5) через 1 мес. выросла на 8,3 балла. По объективной оценке качество эрекции у пациентов после операции выросла на 92% по сравнению с исходными данными. Эффективным лечением дистального венозного сброса полового члена является ограничение патологического сброса крови путем проведения рентгенэндоваскулярной окклюзии патоло-гических венозных шунтов.

Retrospective investigation, conducted for estimation of perioperative complications, while performing surgical treatment of a renal—cell cancer with tumoral thrombi, was presented. In 132 patients the tumoral thrombi spreading is restricted by renal vein and by vena cava inferior (VCI) as well. The patients were operated on, using the "chevron" access in the absence of artificial blood circulation. Perioperative complications rate in the patients in presence of macroscopic tumoral thrombi constitute 56.8%, while tumoral spreading into VCI — is trustworthy bigger (р0.05). Presence of cardiac insufficiency, tumoral invasion of the VCI wall, retrograde spreading of thrombus with the VCI concurrent blood thrombosis, аs well as presence of the indices in accordance to the ECOG scale more than 1 point have constituted unfavorable factors.

Treatment of penile deviations with surgical method is still a big problem in view of the frequent complications. During 2006-2016 we performed immunohistological analysis of 168 grafts for patients with penile deviation. Next, auto grafts - fascia lata femoris (FLF), vena femoralis (VF), tunica vaginalis testis (TVT), as well as xenograft - lyophilized bovine pericardium (LBP) were investigated. Recommendations considering the use of grafts cause dpenile deviations were done.

In this context include the cluster as an adapter between the fundamental science and integrated developments. Formation of integrated technological solutions is the key advantage of the cluster; ensure the transfer of knowledge on new physical principles and the effects obtained in the laboratories of the academic institutes of the country in industrial production technology, as well as in technological know-how of instruments and instrumentation systems, a new class for various industries. Nanoindustry formation as new way of production of goods and services on a global scale was already shown as the tendency covering an increasing number of branches and spheres of economy, changing the economic and social relations of people.

As exemplified by created a scientific-innovative platform shows the role of small, innovative companies in the preparation of highly qualified specialists and realize the creative potential of youths [02].

Background/Objectives: The article deals with theoretical and methodological aspects of estimation of efficiency of innovation investment management at small businesses. Methods/Statistical Analysis: We have defined the essence of social and economic efficiency of innovative activity at small innovative business entities. We have also defined peculiarities of estimation of efficiency of own capital and borrowed capital, and dependence of estimation of investment efficiency on the type of innovation it is injected in. Findings: Study of management of investment processes at small business entities from the point of view of estimation of innovation investments revealed following: 1. From the point of view of a small company it is possible to talk about investment efficiency as well as about efficiency of investment management. At this, social and economic efficiency of investment activity of a small entity is significantly wider then positive indicators of monetary flows, as it assumes establishment of new enterprises and jobs, engagement of entrepreneurs into investment activity, increase of general level on investment activity of all business units. 2. Efficiency of participation of own capital in the project and borrowed capital can be different – this should be taken into account upon forecasting of parameters of innovation investments at a small business entity. 3. From the point of view of innovation investment management, management innovations are crucial, as all the other innovations are associated with them. Efficiency of management of investments into each innovation depends on the structure of innovation investment and share of investment into management innovations. Applications/Improvements: May be applicable in order to increase efficiency of decisions on management of innovation investments.

On the basis of R&D results on laboratory and pilot levels the possibility of production and expansion of “Tomskneftekhim” Ltd. brand assortment of polyolefin plastics with the use of contemporary titaniummagnesium catalysts (TMC) is analyzed. The production results of “Tomskneftekhim” Ltd. polypropylene output, reached due to the use of catalyst systems of I (aluminothermal TiCl3) and II (MSK-TiCl3) generations, and forecasting results for system of IV generation (TMC) are presented in the report. The experimental testing of propylene polymerization kinetic features, raw material quality, and influence of catalyst system composition and conditions of formation on exploitation characteristics of TMC was carried out by the example of two trade marks of TMC. The conclusion was drawn that the realization by “Tomskneftekhim” Ltd. of a complex program of R&D activities for implementation of the IV generation catalyst system in the suspension technology of the polypropylene production will increase the competitiveness of the process.

The history of innovative projects creation for potential resident of SEZ started in 2005 when the Tomsk Oblast Governor V.M. Kress addressed the President of “AK” “SIBUR” OJSC, A.V. Dyukov a request to consider the prospects of allocation of the implementational Company divisions on the territory of SEZ and, in case of positive decision, to participate with the Administration of Oblast in preparation of regions to a competition on obtaining the right of creation of technical promotional type of SEZ on its own territory. Giving a consent, the President of the Company requested to include “Tomskneftekhim” Ltd. in the list of SEZ potential residents with two innovative projects, elaborated together with the Institute of Catalysys of SO RAN. These projects include: 1. Production technology elaboration of ultrahigh molecular polyethylene (UHMPE). 2. The creation of pilot plant and elaboration of processing for production of modern high effective catalysts for polypropylene and high density polyethylene manufacture. These projects are based on the use of highly effective titanium magnesium supported catalysts elaborated by Institute of Catalysis of SO RAN. The preparation method of these catalysts allows production of different modifi cations of these catalysts in frames of unifi ed technological scheme, which can be used for obtaining various polyolefi ns (UHMPE, polypropylene, high density polyethylene). “Tomskneftekhim” Ltd. was committed to prepare business plans and other documents necessary for running technical implementational activity in SEZ agreement. In December 2005 Tomsk Oblast won the competition on creation of implementation SEZ. “SIBUR” Ltd. fi nances the site reconstruction and innovative projects of “Tomskneftelhim” Ltd. and Institute of Catalysis (IC) with the support of Rosnauka (State contract No 02.431.11.7003). By present “SIBUR” Ltd. built on this site corporate scientifi c center “NIOST” Ltd. specializing on polymers and rubbers, which became the best equipped and staffed in the country. Objectively, only “SIBUT” Ltd. among Russian petrochemical companies is currently engaged in the development of Russian catalyst and polymerization technologies for the future application.

The paper substantiate a demand to fix the functions of research, scientific and youth policy for regional authorities responsible for education.
