The aim of T8.3 is an overall assessment and evaluation of the SnR pilots as well as their improvement. Hence, this report D8.10 includes lessons learnt from the first two use cases that have already completed the exercise execution including the testing and evaluation of SnR technologies. The recommendations for pilot improvement draw primarily on UC1 (April 2022, Italy) and UC5 (June 2022, France). D8.10 incorporates experiences from UC organisers, project-internal and -external participants from the evaluation materials provided to JOAFG. On the one hand, feedback on the technologies tested is presented, on the other hand, direct experiences from the exercises and recommendations for future use cases are given. Two use cases performed do not allow for providing comprehensive evaluation results, but the evaluation of the first two exercises gives deep insight into the challenges and opportunities of technology tests in the framework of large-scale first responder exercises. D8.10 is structured as follows: In chapter 1.1 the link of D8.10 to other work packages and relation to other documents is outlined. Chapter 2 gives an overview of the aims and objectives of the project and the SnR use cases as well as IFAFRI capability gaps addressed. Chapter 3 gives an overview of the use cases in the project focusing on UC1 and UC5. Chapter 4 outlines the evaluation design employed. Chapters 5 and 6 focus on the evaluated use cases and end with lessons learned from the UC. Chapter 7 summarizes the report and provides recommendations for possible improvements in future use cases, and finally chapter 8 gives a brief outlook on the next use cases.

Even after more than two years, the rapidly changing requirements that the emerging variations of the virus call for, show that Austria – as the majority of countries and organizations – is still struggling with a stringent and pertinent management approach. The call for a comprehensive, applicable and128interoperable solution portfolio including evidence-based analysis of current processes/structures, tools and infrastructures as well as lessons learned from the current pandemic response, is evident.The enhanced “ROADS to Health”-approach, currently evaluated by national funding agencies, reflects this aim: a holistic solution set aiming at a technologically supported, lessons learned based system for the pandemic management for the future. ROADS focuses on a basis for optimized crisis management for future pandemics/epidemics from a holistic, user-centric perspective. The concrete goal is to create a basis for a technologically supported measure matching to current requirements for decision-makers and critical infrastructures. Thus, interventions or future mitigation measures for the management of a pandemic are matched with concrete and current requirements.This measure matching will build upon the existing "Portfolio of Solutions" (POS) platform developed by AIT. Relevant medical/epidemiological, social, economic and legal fundamentals and different types and characteristics of pandemics/epidemics will also be considered (infection routes, morbidity and mortality risks, affectedness: age, gender ...) as well as various needs, given resources and processes. International lessons learned from the COVID-19 crisis, knowledge and results from merging practical experiences from crisis management feed into a concept design to facilitate and initiate technological support for enhanced future pandemics/epidemics tackling and potentially for other crisis situations. This keynote paper will draft the frame of this model by presenting the underlying background and basis of the ROADS to Health-solution set and open the floor for a wider range of perspectives of optimization in pandemic and crisis management.

The Use Case is organised by two medical first responder organisations from Germany and Austria including their respective disaster relief units. It will be organised as a field exercise focusing on the response phase of the disaster risk management cycle. The scenario and exercise are envisioned at a regional scale. Weather: A heavy storm is ongoing, which uproots several trees and causes a blackout. Safety/Security: no specific security threats are taken into account. Safety of the staff and volunteers has to be assured. Special Equipment: in addition to the provided S&R Tools, the Use Case will use the train compartment, the earthquake house, and gas street of the exercise area. The disaster relief unit of the Johanniter will bring their SanHist, Logistics Trailer and communication equipment. The purpose of deliverable D1.6, a continuation of deliverable D1.2, is to analyze, improve and update the requirements of end-users in the process of scientific research, prototyping, testing, and validation of the R&D project (in particular the contributions made in WP5 [Design and implementation of specialized equipment for first responders] and WP8 [S&R Validation and Demonstration] but also WP9 Dissemination, Communication and Exploitation and in particular T9.4 Innovation Management for analyzing market developments), on chemical sensors for the identification of persons trapped under the rubble but also to ensure the protection of First Responders against dangerous toxic gas emissions, worn on their equipment, in the hand or on the platform of rescue robots, taking into account the results obtained by using “gap analysis” as a method of resource management and assessment of management efforts, comparing current performance with the desired performance in the future.
