ÖZET Şer’iyye sicillerindeki kayıtlarda Midyat, 1823’e kadar henüz bir köy statüsündedir. Midyat adı bir kaza olarak ancak 1835 tarihli muhasebe defterinde kayda geçmiştir. Bu tarihten sonra da 300’den fazla köy, idari olarak Midyat’a bağlanmıştır. Turabdin gibi geniş bir alana yayılan irili ufaklı yerleşim birimlerinde vergi, askerlik ve asayiş konularında düzeni sağlamak amacıyla Mahallemi, Halil Begli-İsa Begli ve Midyat kazaları kurulmuştur. Turabdin’de idari bir birim olarak bir kazanın kurulmasının üç temel gerekçesi vardır. Bunlar; aşiretlerin yarattığı asayişsizlik, verginin toplanamaması ve asker celbinde yaşanan olumsuzluklardır. Midyat’ın bir kaza statüsüne ulaşması oldukça karmaşık bir süreçtir ve şehir farklı dönemlerde yeni idari düzenlemelere maruz kalmıştır. Merkezdeki su sıkıntısı da Midyat’ın şehirleşmesindeki en büyük engel olmuştur. Bu bağlamda bu çalışma 1810’dan 1900’lü yıllara kadar çok geniş sınırlara sahip olan Midyat’ın kaza merkezine dönüşme sürecine dair önemli tartışmalara odaklanır. Bu makale, süreç içerisinde güvenlik ve su meselesinin hayati bir önem taşıdığını iddia ederek, tüm şehirleşme serüveninin de söz konusu tartışma etrafında döndüğünü Osmanlı arşivleri ışığında ortaya koymayı dener., In the shariʿa court registers, Midyat was still a village until 1823. The name Midyat was recorded around the year 1835 as district (kaza) only in the official accounting registers (muhasebe defteri) of the empire 1835. After this date, more than 300 small settlements like villages were administratively connected to Midyat. In order to provide tax, military service and public order in a wide area like Turabdin containing small and large settlements, the districts of Mahallemi, Halil Begli İsa Begli and Midyat were established by the Ottoman government. There are three main reasons for the establishment of a district as an administrative unit in Turabdin. Gaining the kaza-status for Midyat was a very complex process. It was constantly exposed to new administrative regulations in different periods. The water shortage in the center was also the biggest obstacle to the urbanization of Midyat. In this context, this study focuses on important discussions on the process of transforming Midyat, which had very wide borders from 1810 to 1900, into a kaza. This article claims that the issue of security and water is of vital importance in this process and tries to reveal that the Midyat's urbanization story was shaped around this discussion in the light of Ottoman archives.

Filolojik ve arkeolojik çalışmaların katkısıyla Mezopotamya ve Mısır tarihinin Roma’dan daha eski olduğunun keşfi bu coğrafyalara olan bilimsel ilginin gelişmesine olanak vermiştir. Bu bağlamda Osmanlı coğrafyası neredeyse arkeolojik aktivitelerin merkezi haline gelmiştir. Osmanlı coğrafyasında 19. yüzyılın sonlarında -Avrupalı alaylı ve mektepli (profesyonel-amatör) arkeologların mensubu bulundukları büyükelçilikler ya da kendi adlarına yaptıkları ruhsatlı ve kaçak kazılar olmak üzere önemli arkeolojik kazılar gerçekleştirilmiştir. 19. yüzyılın sonlarında Osmanlı-Alman siyasi yakınlaşması diğer Avrupalı devletlere nazaran arkeolojik çalışmalarda da Almanların bir ayrıcalık kazanmalarına imkân vermiştir. Bilimsel kaygılarla beraber Alman hükümeti bu kazıları, Osmanlı üzerindeki kültürel yayılmanın bir parçası olarak algılamış ve bu düşünce ile desteklemiştir. Max von Oppenheim (1860-1946) Osmanlı arkeoloji araştırmalarında çok önemli ve özel bir yerde durmaktadır. Oppenheim, 1899 yılında Fırat ve Dicle nehirleri arasında bugünkü Suriye-Türkiye sınırının yakınında bulunan Rasulayn kasabası sınırları içerisindeki Tel Halef adlı antik bir yerleşim yeri olan bölgede antik Guzan kentini keşfetmiştir. Uzun uğraşlar sonucu aldığı izinler ile Tel Halef kazılarına ancak 1911 yılında başlayabilen Oppenheim, yıllarca süren çalışmaları esnasında Ârâmî kral sarayını keşfetmiş ve bugünkü Suriye topraklarında, neredeyse unutulmuş bir kültürün eşsiz eserlerini ortaya çıkararak yurtdışına kaçırmıştır. 19. yüzyılın sonlarında Osmanlı’nın merkezî gücünün zayıflaması taşrada da belirgin bir şiddette hissedilmişti. Merkez-taşra bürokrasisini derinden sarsan bu arızi durumun olumsuz sonuçları Tel Halef kazıları ve ortaya çıkarılan asar-ı atikayla (tarihi eserler) ilgili uygulama ve politikalarda açık bir şekilde gün yüzüne çıkmıştır. Bu bağlamda bu çalışma, ilk olarak merkez-taşra arasındaki bürokratik görüş ayrılıklarının tarihi eserlerin yurtdışına kaçırılmasına kolaylık sağladığını iddia eder ve bunu Oppenheim’ın Tel Halef kazılarında pratize etmeyi dener. İkinci olarak bu makale bir kısım yerel idarecilerin (Celâleddin ve Hüseyin Kazım Kadri Bey özelinde) tarihi eserlerin kaçırılmasına nasıl engel olmaya çalıştıklarına odaklanır.

The present article deals with the travel letters of the German orientalist Oskar Mann (1867-1917). With financial support from the Royal Prussian Academy of Sciences, Mann made two expeditions to the Ottoman Empire and Iran between 1901 and 1906 to research the Iranian languages and dialects. Travel letters and travel diaries are texts with relatively subjective value judgments, in which people and cultures are often described using ethnocentric stereotypes, because a real journey represents a cultural encounter and confrontation with the other that offers unique and invaluable information about the new world. The description of a foreign culture cannot be separated from the subjective value judgments of a traveller. This means the foreign world in which the traveller moves is represented by the subject who experiences it. According to Mann, the Orientals are people from a place that has surrendered to the West. He separates the Orient from the Occident with precise and sharp lines and divides them Eurocentrically into two separate categories. During his travels, Mann produced and imparted knowledge about the foreign cultures on the one hand, and on the other hand he spread and reinforced images and prejudices as well as stereotypes that led to the ontological differentiation between Orient and Occident. This essay tries to show that he perceived the Orient with hegemonic thought patterns and that his foreign imagination remained deeply rooted in the classic European orientalist discourse of the 19th century, and as a consequence the Orient was devalued. This study discusses the stereotypes, images and pattern of ideas that he used to represent the population of the foreign country where he travelled., Der vorliegende Beitrag thematisiert die Reisebriefe des deutschen Orientalisten Oskar Mann (1867-1917). Mit finanzieller Unterstützung der Königlich-Preußischen Akademie der Wissenschaften unternahm Mann zwischen 1901 und 1906 zwei große wissenschaftliche Reisen in den Osten des Osmanischen Reiches und in den Iran, um die iranischen Sprachen und Dialekte zu erforschen. Die Reisebriefe und -tagebücher sind Texte mit relativ subjektiven Werturteilen, in denen häufig Menschen und Kulturen durch ethnozentrische Stereotype beschrieben wurden, da die realen Reisen eine kulturelle Begegnung und Konfrontation mit dem Anderen darstellen. Die Beschreibung einer fremden Kultur kann nicht von den subjektiven Werturteilen des Reisenden getrennt werden. Das heißt, die fremde Welt, in der sich der Reisende bewegt, ist die Projektion der äußeren Umgebung durch subjektive Wahrnehmung. Nach seiner Ansicht handelt es sich bei den Orientalen um Menschen eines Ortes, der sich dem Westen ergeben hatte. Mann trennt den Orient vom Okzident mit präzisen und scharfen Linien und teilt eurozentristisch in zwei voneinander getrennte Kategorien. Während seiner Reise produzierte und vermittelte Mann einerseits Wissen über fremde Kulturen, andererseits verbreitete und verstärkte er Bilder und Vorurteile sowie auch Stereotype, die zu ontologischen Unterscheidungen zwischen Orient und Okzident führten. Dieser Aufsatz versucht zu zeigen, dass Mann den Orient mit hegemonialem Denkmustern wahrgenommen hat; und dass seine Fremdvorstellung zutiefst dem klassisch europäischen orientalistischen Diskurs des 19. Jahrhunderts verhaftet bleibt, was zur Folge hat, dass der Orient abgewertet wird. Es wird in Frage gestellt, mit welchen Stereotypen, Bildern und Vorstellungsmustern Mann die Bevölkerung des bereisten fremden Landes darstellt.

19. yüzyılda misyoner, oryantalist, asker, yönetici ve araştırmacılar olmak üzere farklı meslek gruplarından birçok Avrupalı, Osmanlı topraklarını dolaşarak arkalarında seyahat kitapları bırakmışlardır. Klasik bilimsel çalışmaların aksine alternatif bir araştırma modeli olarak kabul edilebilecek olan seyahat yazını bir anlatı türü olarak sosyal bilimlerin farklı disiplinleri için oldukça sübjektif verilere dayansa da yoğun ve zengin bir bilimsel materyal sunmaktadır. Bu bağlamda bir Alman oryantalist ve seyyah olan Eduard Sachau (1845-1930) Osmanlı toprakları içerisinde 1879'da başlayarak yaklaşık altı ay süren bir seyahat gerçekleştirmiş ve seyahat notlarını "Reise in Syrien und Mesopotamien" ("Suriye ve Mezopotamya Seyahati") adıyla 1883 yılında Almanya'da kitap olarak yayımlamıştır. Aslında bir filolog olan Sachau, tıpkı bir sosyolog, antropolog ve arkeolog gibi dolaşarak Osmanlı taşrasında yaşayan Arap, Kürt, Türk, Nasturi, Yakubi ve Yezidiler hakkında önemli bilgiler sunmuştur. Bu çalışma, bir bilim insanı olarak Sachau'nun seyahatinin oryantalist bilgi üretim süreci olduğunu iddia etmekte ve onun süreçte bu topladığı bilgiyi farklı yollarla akademik metinlere transfer ettiğini öne sürmektedir. In the 19th century, many Europeans from different professions, including missionaries, orientalists, soldiers, administrators and researchers, travelled around Ottoman territories and left books behind. Contrary to classical scientific studies, travel writing can be considered as an alternative research model. Although travelogues are based on highly subjective data for the social science as a narrative genre, it provides intense and rich scientific materials. In this context, Eduard Sachau (1845-1930), a German orientalist and traveller, made a journey within the Ottoman territory in 1879, which lasted about six months. He then published his notes as a book in 1883 in Germany under the title "Reise in Syrien und Mesopotamien" ("Journey to Syria and Mesopotamia"). Although Sachau was originally a philologist, he travelled as a sociologist, anthropologist and archaeologist, and provided important information about the Arabs, Kurds, Turks, Nesturian, Yakubi and Yezidis who lived on Ottoman territory. This article firstly claims that Sachau's travel is a process of orientalist-knowledge production. Secondly, it demonstrates how he converted these collected information into academic texts in different ways.

Bread wheat is grown under a wide range of environmental conditions where climatic factors combined with agronomicinputs impart diverse effects on plant growth. This research was carried out in an experimental area of the Institute inEdirne, Trakya region (Turkey) to compare the yield, quality and some physiological parameters of wheat genotypes.The research was carried out with 11 genotypes in RCBD with 4 replications during 2012-2013 and 2013-2014 growingseasons. Data on grain yield, days to heading, plant height, 1000-kernels weight, tes t weight, biomass, canopy temperatureand chlorophyll content were examined. According to the results, significant differences among genotypes in terms ofyield, plant height, biomass, chlorophyll content and 1000-kernel weight were found. Genotypes G16-2012 and Tekirdağhad higher grain yield. Tekirdağ had the highes t biomass and Bereket and Selimiye had higher chlorophyll content. Thelowes t canopy temperature was measured in genotypes G19-2012, Bereket, Selimiye and Aldane. The highes t 1000-kernelsweight and tes t weight were determined in cultivar Pehlivan and Selimiye. A positive correlation was determined betweengrain yield with biomass and chlorophyll content. There was a negative correlation between canopy temperatures withgrain yield. Biomass in genotypes negatively correlated with days of heading, plant height, 1000-kernel weight and tes tweight. A negative relationship was also determined between chlorophyll content and canopy temperature. Due to, thepositive relation between grain yield and chlorophyll content and biomass and a negative relation with canopy temperature,physiological parameters could be used in selection in bread wheat for yield potential under rainfed condition.

Triticale under both normal and drought stress conditions were superior and also combines high plant productivity and grain yield. This research was carried out to determine the yield and agronomic performance of some triticale genotypes in Trakya region. This research was established with 16 genotypes in completely randomized blocks experimental design with 4 replications in Edirne in 2014-2015 and 2015-2016 growing seasons. In this research project grain yield, plant height, days to heading, lodging resistance, winter kill, 1000-kernel weight, test weight, protein ratio and hardness and relationships among characters were investigated. According to the results it significant differences were found among genotypes in terms of grain yield and other investigated characters. Mean yield of the genotypes was 630.7 kg/da. Entry 11 had higher gran yield with 737.8 kg/da and followed by entry 15 and entry 16. Correlation coefficients among the investigated characters showed that there were various relations among investigated parameters. Grain yield was positively correlated with 1000-kernel weight, test weight, and hardness and negatively correlated with protein ratio. Biomass at Z35 positively affected grain yield. Protein ratio was positively correlated with days to heading and plant height and negatively correlated with 1000-kernel weight and test weight. Canopy temperature was measured at Z55 and Z75 plant growth stages and there was negative relation with days to heading, plant height and protein ratio and positive relation with test weight at Z55. Biomass at Z35 growth stage had positive effect on grain yield, plant height, and protein ratio. Chlorophyll content had significantly effect on test weight. Biomass at Z25 and Z35 growth stage had positive effect on protein ratio and hardness.

19. yüzyılın sonlarında Almanların Doğu'yu siyasi olarak keşifleri ile tarihsel olarak kendi içerisinde filolojik bir gelenek yaratan Alman oryantalizmi disiplinleşme sürecinde antropoloji, etnoloji, hukuk ve siyaset bilimleri ile ilişki kurarak sosyo-kültürel çalışmalara yönelmiştir. Almanya'da Doğu çalışmalarının kültürel konsepte eğilimini İslam bilimlerinin kurucusu olarak anılan Carl Heinrich Becker (1876-1933) yönlendirirken Martin Hartmann (1851-1918), modern Doğu'nun Alman oryantalizminin temel bir parçası olmasını sağlamıştır. Alman sömürgeciliğinin başlaması ile beraber Fransa ve İngiltere örneklerinde olduğu gibi Doğu bilimlerinin uygulanabilirliği meselesi oryantalist bilgi ile siyasetin kesişmesine yol açmıştır. Bu yeni konsept ortaya Becker ve Hartmann'ın öncülük ettiği Doğu'yu merkeze alan dergi, kurum ve metinlerden oluşan somut bir şey çıkarmıştır. Bu gelişmelerin bir sonucu olarak 19. yüzyılın sonlarından I. Dünya Savaşı'na kadar bir taraftan Alman oryantalizminde Osmanlı Devleti ve İslam ile ilgili çalışmalar artarken diğer taraftan da bu çalışmalar ideolojik ve siyasi bir boyut kazanmıştır.Bu çalışma, Almanların oryantalizme kattıkları ideolojik ve siyasi boyutun sınırlarını Becker ve Hartmann örneğinde Osmanlı toplum ve siyaset söylemi üzerinden izah etmeye çalışmaktadır. Metinleri ve aktiviteleri ile Becker ve Hartmann'ın özellikle I. Dünya Savaşı'nın başlaması ile iktidar üzerindeki etkisine ve onların ne oranda etkiye maruz kaldıklarını bu çalışma tartışmaya açmaktadır. Geçişkenlikler ve karşıtlıklar üzerinden inşa edilen bu çalışma, Kaiser II. Wilhelm'in 1888'de iktidara gelmesinin ardından 1918'de savaşın bitişini içine alan süre ile sınırlandırılarak metin üretiminin en yoğun olduğu 1900-1918 yılları arasına odaklanmaktadır.Anahtar Kelimeler: Alman, oryantalizm, Osmanlı, Doğu, Becker, Hartmann At the end of the nineteenth century, when the Germans discovered the Orient politically, German orientalists who had historically focused on philology, began to redefine their discipline as socio-cultural studies with links to anthropology, ethnology, law and political science. While Carl Heinrich Becker (1876-1933), known as the founder of Islamic studies, redirected German Oriental studies towards cultural concepts, Martin Hartmann (1851-1918) made the living Orient an essential part of German orientalism. With the beginning of German colonialism, the question of the applicability of oriental sciences led to an intersection between orientalist knowledge and politics as had already been the case with the British and French traditions. This new concept, which was spearheaded by Becker and Hartmann, found its expression in magazines, institutions and texts. As a consequence of this development, one observes in German orientalism, from the end of the nineteenth century until World War I, an increase of studies on the Ottomans and Islam, which gradually acquired ideological and political aspects. This thesis attempts to describe through a study of the Ottoman and Islamic discourses, with particular focus on Becker and Hartmann, to what extent the Germans added ideological and political dimensions to orientalism. It also discusses how Becker and Hartmann influenced the government and how far they were exposed to the political atmosphere in their activities and texts especially during the World War I. It focuses on transitions and contradictions in this discourse in the period from Kaiser Wilhelm's ascent to the throne in 1888 to the end of World War I and especially focuses on Becker's and Hartmann's most intensive text production between 1900 and 1918.Key Words: German, orientalism, Orient, Becker, Hartmann 289

Durum wheat is affected by environmental conditions such as rainfall and temperature during grain filling period in Trakya region and causes biotic and abiotic stress factors and low quality in grain. This is the main constraint in durum wheat production in the region. The experiment was carried out with 30 genotypes in randomized complete block design with 4 replications in Edirne in 2014-2015 and 2015-2016 growing season. Grain yield, days of heading, plant height, leaf rust, thousand kernel weight, test weight, protein content, and relationships among those characters were investigated. According to the results significant differences among genotypes were found based on studied characters. Mean yield of the genotypes was 516.1 kg da-1. The highest yield with 611.3 kg da-1 was determined in CDSS02Y390S-27 line. The highest 1000-kernel weight (47.1 g) in TE01772-12 and test weight (85.9 kg) in TE01732-21 lines were determined. The mean protein content was 13.2%, highest protein values were determined with 15.1% in TE01772-12 line and with 14.6% in Zenit cultivar. The highest quality values were determined in 12, 9 and 2 lines and 11, 13 and 14. This result shows that it is possible to reach a high protein ratio in suitable varieties in Trakya region. In this research it was determined that there were significant negative correlation between grain yield with days of heading (r=-0.436*), significant and positive correlation between 1000-kernel weight (r=0.372*), and testweight (r=0.494*). Days of heading were negatively correlated with test weight (r=-0.411*). It was found a negative relationship between plant height and grain hardness (r=-0.491**). A positive and significant relation was determined between 1000-grain weight and grain hardness (r=0.556**). High quality values were determined in some genotypes in the study. These results show that Edirne location in Trakya region has suitable environmental conditions for high quality value., Makarnalık buğday Trakya Bölgesi’nde özellikle tane dolum döneminde yağış ve sıcaklık gibi çevre koşullarından olumsuz yönde etkilenmekte, biyotik ve abiyotik stres faktörleri ile kalite düşüklüğüne neden olmaktadır. Bu durum bölgede makarnalık buğday üretimini sınırlayan en önemli faktör olmaktadır. Bin tane ağırlığı ile tane sertliği arasında (r=0.556**) olumlu ve çok önemli ilişki belirlenmiştir. Araştırmada bazı genotiplerde yüksek kalite değeri belirlenmiştir. Bu sonuçlar Trakya Bölgesinde Edirne lokasyonunun yüksek kalite değeri için uygun çevre koşullarına sahip olduğunu göstermiştir.

This retrospective study aims to investigate the visual prognostic factors in cases who underwent vitreoretinal surgery for intraocular foreign body (IOFB) removal. Fifty-two patients who had vitreoretinal surgery between 2007-2014 and had a minimum of 3 months of follow-up were included. The demographic characteristics, preoperative and postoperative best corrected visual acuities (BCVA) were recorded and their relationship with the postoperative anatomical success and BCVAs were investigated. The mean age of the cases were 34.6 + 14.0 years and the mean follow-up was 10,7 months. Preoperative BCVA was 1,74 + 1,15 logMAR while the postoperative BCVA was 0,92 + 1,15 logMAR at the sixth month postoperatively. The most common entry site of IOFB was within the cornea. The anatomical success rate was 88,4% at the sixth month. Nine cases developed retinal detachment throughout the follow-up. Secondary surgical intervention was needed in 42,3% of cases. Cases who had primary repair for ocular integrity and those whose IOFB were removed from the cornea had significantly lower rates of anatomical success at the sixth month., Bu retrospektif çalışmada intraoküler yabancı cisim (İOYC) için vitreoretinal cerrahi yapılan olgularda görmeyi etkileyen prognostik faktörlerinin belirlenmesi amaçlanmaktadır. Çalışmaya 2007-2014 arasında İOYC tanısıyla vitreoretinal cerrahi yapılan ve en az 3 ay takip edilen 52 hasta dahil edilmiştir. Olguların demografik özellikleri, preop ve postop en iyi düzeltilmiş görme keskinliği (EİDGK) kaydedilmiş, postop takiplerindeki anatomik başarı ve EİDGK seviyeleri ile ilişkisi incelenmiştir. Ortalama yaş 34.6 + 14.0 yıl olan bu çalışmada ortalama takip 10,7 ay idi. EİDGK preop 1,74 + 1,15 logMAR iken postop 6. ayda 0,92 + 1,15 logMAR idi. Yabancı cisimin göze giriş yeri ekseriyetle korneal bölge idi. Altıncı ayda anatomik başarı oranı % 88,4 idi. Takiplerde 9 olguda retina dekolmanı geliştiği görüldü. Olguların %42,3de ilk cerrahiden sonra tekrar cerrahi müdahale yapılması gerekti.
